WILMINGTON| Emerging from public discourse, Gov. Andrew Cuomo last Saturday put a $14 million line-item in the Governor’s Executive Budget to wholly rebuild the MidStation Lodge, which was destroyed by fire at Whiteface. The announcement was the 26th priority item announced ahead of formal Executive Budget presentation. Cuomo’s proposal suggests a 10,000-square-foot lodge somewhat like the original. It would provide food, beverages and a place for skiers, riders, friends and families to meet up in a large dining area with multiple seating spaces and full restroom amenities. “As the North Country and New York State continue to set historic tourism records, Whiteface Mountain and the Olympic Regional Development Authority (ORDA) are leading

AID DENIED Individuals won’t get help for flood losses By Tim Rowland STAFF WRITER
ESSEX COUNTY | Residents whose homes were damaged or destroyed by the 2019 Halloween storm will not be getting any help from the federal government, after a request for emergency individual aid was denied last week. More than 50 homes in Essex County were affected by floodwaters, winds and landslides, including several that were total loses. Throughout the Adirondacks and environs, 18 homes and businesses were destroyed, 135 received major damage and all told, 250 more were affected in some way by the floods. FEMA aid comes in two forms — compensation for public losses and for private losses. FEMA did agree to help compensate municipalities for the costs of repairing roads, bridges and other public infrastructure, but said no to individuals. Public losses exceeded $33 million. FEMA said the individual losses were “not of such severity and magnitude as to warrant the designation of individual assistance.” Individual assistance would have paid for repairs not covered by insurance, as well as lodging for those who were displaced.

“The biggest thing we heard was definitely that ‘we need someplace to get food, take a break, meet up.’ We were told ‘make it part of the family,’ part of the Adirondacks, ‘someplace you’d want to come home to.’ We heard clearly that Mid-Station Lodge was a very important piece of the resort. Without it, it’s not the same experience. And we started to produce renderings of what it might look like.” Architectural drawings were released with Cuomo’s announcement and show a rustic lodge with large glass windows and a wide deck. The previous lodge serviced approximately 300,000 to 400,000 visits per season, and, with the new design, Cuomo said, revenue and visitation are expected to increase.

If the $14 million Mid-Station Lodge budget item is approved by lawmakers on or before April 1, phase one could be built by next ski season, according to state officials. A second phase of construction would complete Mid-Station Lodge by October 2021.

Reconstruction would keep Mid-Station’s strategic spot in the middle of the mountain. And ORDA is going to continue to gather input. “We’re going to keep asking people what they want. We’re also going to ask people if they have any thoughts on names for the new lodge,” Christiansen said. “There’s not a comment that comes into us that we don’t read and digest. We want people to be involved. But everyone needs to know: we can’t put a hot tub on the roof.” The state’s fire investigation has closed, Christiansen said, and investigators ruled the cause of the fire “undetermined.” The property was insured. Built in August 1960 for $170,000, the original lodge was designed in a “Swiss Modern” style and dedicated in February 1961 to Whiteface General Manager Arthur Draper, who served as a medic in the 10th Mountain Division. His legacy stands historic in early ski resort development in New York State and the Northeast. ■

Stop-Arm cameras in use on Willsboro school buses New law allows use of footage to investigate possible violations By Kim Dedam STAFF WRITER
WILLSBORO | Cameras are mounted below Stop-Arms on all Willsboro Central School buses. The Stop-Arm is the retractable “stop” sign that deploys when the bus lets school children on or off the bus. Willsboro Superintendent Justin Gardner said the safety measure was launched this winter to keep students safe as they get off and on their buses. Cars illegally passing a bus when the Stop-Arm and flashing red lights are deployed will be caught on video. And law enforcement can use the images to find the vehicle owner, who is liable for the illegal passing violation, unless the vehicle is stolen. The new law signed last August does not make Stop-Arm cameras mandatory for schools. It was the enforcement end that was improved through this legislation, Gardner said in an interview with the Sun. “Gov. Andrew Cuomo made footage from Stop-Arm cameras admissible to use to prosecute anyone illegally passing a school bus,” Gardener said. “It allows districts to install these cameras, if they choose, then work with local officers to enforce bus traffic safety. These newly installed camera units feature high definition video and still frame photos. They are positioned to see the license plate and driver of any passing vehicle.” Before Willsboro bought the cameras, Gardner said, they

spoke with Essex County Sheriff Dave Reynolds and worked with Willsboro School Resource Officer Deputy Kaycee Kolodzey to put the law enforcement connection in place. “Now the SRO views any footage from the Stop-Arm cameras,” Gardner said. There were 10 illegal passing incidents at stopped school buses in Willsboro last year, Gardner said. “Sometimes parents would report it, sometimes a person or students waiting at home saw it, and it’s just a very scary situation.” The cameras now provide proof of the vehicle, the driver and the license plate. Since the cameras were deployed in November, two violations have occurred, Gardner said.
But Willsboro sees the technology as a new measure of school transportation safety. “The cost was more reasonable than I expected. Though the technology depends on the age of the bus, we went with a system that is compatible with interior cameras already installed on our buses,” Gardner said. “In that system, there was already a DVR that would hold that footage and we added the Stop-Arm cameras to it.” School Bus Stop-Arm cameras in Willsboro cost roughly $500 per bus. “For us to do the entire district, it cost about $2,500. We went with a dual system with one camera that faces toward the license plate and one that will capture the entire vehicle. Bus drivers can flag any car that passes a stopped bus by pushing a button on the video, making it a lot quicker to find the incident on the recording. The cameras are located on the side of the school bus, under the Stop-Arm. About the size of a cell phone, but three times the width, each camera is mounted near the bottom of the bus, pointed toward the rear. “It is our hope that by adding these cameras to our bus fleet we will be better equipped to help prevent unfortunate and avoidable situations,” Gardner said. According to the New York Department of Motor Vehicles, “the fine when you pass a stopped school bus ranges from a minimum of $250 for a first violation to a maximum of $1,000 for three violations in three years.” Any driver convicted of three violations in three years could lose their driver’s license for at least six months. In New York, Association for Pupil Transportation data shows 50,000 illegal school bus passing incidents happen every day throughout the state. ■

Department of Environmental Conservation (DEC) planners designed it to connect snowmobile trails in Minerva and Indian Lake as part of Unit Management Plan for the Essex Chain Lakes. The connector trail would reach trails that lead to North Hudson and Long Lake. Muller reserved decision last fall, putting the bridge project on hold as separate snowmobile trail litigation moved through the Court of Appeals. But that lawsuit found against environmental preservation groups, and Muller proceeded to review the bridge case in Warren County Supreme Court. Muller dismissed all eight causes brought against DEC, which posited failure in review, inappropriate motorized use on state land or, generally, improper variance granted to build the bridge. Muller’s decision found DEC did take a hard look through planning at the Rivers System Act and potential environmental impacts. At Adirondack Wild, Managing Partner David Gibson says DEC evaded its own State Environmental Quality Review Act and, further, that the court let them get away with it. “In this instance, DEC sidestepped its SEQR responsibilities because it felt political pressure from the administration of Gov. Andrew Cuomo to build the motorized bridge quickly,” Gibson said in a statement after Muller ruled. “A Supreme Court deferred to DEC, which

is too commonplace. Yet DEC is the sponsor of the SEQR Handbook used by hundreds of local government boards who receive interpretation and guidance on SEQR from DEC. The activities of those users is expected to provide economic benefits “DEC sets their to the towns and the businesses in the example. The Court should have called them on it.” Local government officials in the Five Town “Hub” area were pleased with Muller’s findings. “With all claims having been dismissed, the construction of the Cedar River Bridge, which provides a critical link for the multiuse community connector trails for the Towns of Indian Lake, Minerva, Newcomb, Long Lake and North Hudson, can proceed. “The Cedar River Bridge and Chain Lakes Road will provide a route for four season recreation including hiking, biking, horseback riding, snowmobiling, cross country skiing and snowshoeing, essential in providing a boost to our economies and provide opportunities for new business growth while sustaining our existing business,” Five Towns spokesman Ron Moore said.

For as long as there have been political parties and political opposition, there has been ongoing friction in the halls of Washington. Sadly, that is the messy thing about our republic, everyone gets a voice, and in today’s high tech world, there are far too many ways to air those voices. Unfortunately, some just don’t know when to stay quiet and let actions speak louder than words. The news media loves friction and chaos, so at a time when cooler heads need to prevail, we hear far too much about World War III. Saber rattling is one thing but the contentious nature of our current discourse within the nation may be sending the wrong message to those who we truly oppose in the Middle East. It not that the opposition to the current administration is necessarily wrong, but at a time when the nation needs to speak in a unified voice and our collective interest should forge a united front we find ourselves feeding the embers of war when the better approach on all fronts should be stone-cold silence. We can’t undo what has been done and by most accounts, everyone seems to agree these were bad people with significant blood on their hands and needed to be stopped. With the upcoming election, there will be plenty of time for debate over how this could have been played out differently, but for the currently war-talk climate, the appropriate comment should be, “no comment.” This includes reinforcing statements and threats from the White House. As a nation, collectively, we’ve been reserved in taking stronger action up to this point. We sent out the warning; it was not heeded. Thus allowing our action to speak volumes. National security must take precedence over short-term political or media posturing. The problem is, if we keep this internal divisiveness going, both sides will lead this nation to its destruction as we show our true enemies we would rather act like children then serious adults. Once the immediate crisis has passed, there will be plenty of time for Monday morning quarterbacking and criticism by all sides. ■

Aggravated DWI arrest following traffic stop
LAKE PLACID | A local woman is facing charges after she allegedly drove intoxicated. Lake Placid Village Police said Sapphire M. Connors, 31, was arrested Dec. 15 following a 1 a.m. traffic stop. Authorities said the Lake Placid woman was stopped after she made an improper turn and refused a breath test. Subsequent chemical testing determined Connors was allegedly driving with a blood-alcohol content about the aggravated level of .18%, landing her two misdemeanor charges of DWI. She was also cited for improper left turn and failure to keep right. Connors will appear in Village Court this month to face the allegations. ■
Felony DWI arrest following minor accident LAKE PLACID | Police believe a local man was under the influence of drugs when he left the scene of an accident last month. Lake Placid Village Police said Francis M. Giambalvo was pulled over Dec. 13 after police received reports of an intoxicated driver who left the area after an accident. Giambalvo, 35, was taken into custody a short time later when he was allegedly found with marijuana and refused a breath test. Based on a prior drug-related DWI conviction, Giambalvo was charged with felony DWI. The Lake Placid man was also cited for leaving the scene of an accident, refusal to take a breath test, unlawful possession of marijuana, failure to keep right and having an uninspected vehicle. Giambalvo was arraigned in Village Court where his license was immediately suspended. He was placed under probation supervision and will reappear in court this month to face the allegations. No further details about the accident were immediately available. ■

Parsons was arrested Dec. 19, at 1 a.m., following a traffic stop. Parsons, 26, was subsequently arraigned on charges of misdemeanor DWI, failure to stop at a stop sign and no seat belt and will reappear in Village Court this month to face the allegations. ■
LAKE PLACID | A Connecticut man is facing DWI charges after he was recently pulled over here. Lake Placid Village Police said Kyle A. Hamel was arrested Dec. 14 at 2 a.m. after he allegedly failed to use turning signals and was found to be under the influence of alcohol. Hamel, 25, was arraigned for misdemeanor DWI and was released from custody on $100 cash bail. He will reappear in court at a later date to face the allegations. ■

He was arraigned in Village Court and released on his own recognizance to reappear at a later date. An order of protection was issued for the alleged victim. ■
Alleged assault in front of children leaves Washington woman facing charges LAKE PLACID | A Washington D.C. woman was recently arrested here after she allegedly assaulted someone during a domestic dispute in a local establishment. Lake Placid Village Police arrested Julia Rosenthal, 39, Dec. 23 following a 9 p.m. incident at a local business. Rosenthal is now facing charges of third-degree assault and endangering the welfare of a child and will reappear in court at a later date to face the allegations. ■

The Adirondack Harvest website has become a primary hub, she said, connecting producers, visitors and households with

Planned website updates will improve online search capabilities, so people can find local markets and vendors that accept SNAP and WIC Farmers’ Market Nutrition Program (FMNP) benefits, Davis said. “Additionally, there are plans to coordinate with the newly established Adirondack Cuisine Trail Network to showcase Adirondack Harvest members along the trails.” The new search function will also enhance Farm-to-Restaurant connections for area chefs and food buyers.

Félice L. McIntyre 1944 - 2019
WILMINGTON | Félice L. McIntyre of Wilmington, N.Y., passed away in the ICU at Adirondack Medical Center in Saranac Lake, N.Y., on December 23, 2019, at the age of 75. She was born in Havana, Cuba, to Arden E. DuBois and Lucille A. (Wolfe) DuBois on September 23, 1944. Her father, serving in the US Foreign Service, gave her the opportunity to live in a number of foreign countries as she grew up – Brazil, Honduras, Mexico, and Berlin, Germany, before moving to Fairfax, Va., where she graduated from Fairfax High School in 1963. She attended Ohio University, where she studied Interior Design; American University, where she studied oil painting; and North Country Community College, where she studied watercolor. Félice was an accomplished artist, excelling in many mediums: oil, acrylic, pastel, watercolor and a multitude of crafts. She was particularly noted for her pencil portraits. Her mastery of

the culinary arts sated and nourished many of the hearts and stomachs of the North Country. The person who benefited most from this gift was her husband, Patrick F. McIntyre, whom she married on June 21, 1969, in Fairfax, Va. She was especially proud, when they moved to Wilmington, N.Y., in 1976, of the fieldstone home she and her husband built by themselves from the footings to the top plate. Her pluck and fortitude were on display in the mixing of 86 cubic yards of cement for the walls and helping to frame out the second floor and pull electric wire throughout the house. Neither one of them had so much as seen a house built before this grand adventure. She is survived by her husband, Patrick; brother and sister-in-law, Marc and Pat DuBois; her favorite niece and nephew-inlaw, Laurel and Steve Riehs; and nephews David Dubois and wife, Kris; Michael Dubois and wife, Rachel; and Vincent DuBois; and numerous grand nephews and nieces. Félice will be cremated and be interred near her grandparents in Pleasant View Cemetery in Wilmington. A celebration of her life will take place in the spring. At CCE-Essex, Agriculture Resource Educator Carly Summers said some grant funds will allow CCE to add strategic marketing staff. “We are planning to contract with a local foods coordinator who will organize and host events such as farm-to-chef meet-ups, children’s programming at farmers’ markets, field trips for retirees to farmers’ markets and many other things. Added personnel will also support growth of the Adirondack Harvest Festival held in late September at Essex County’s Fairgrounds in Westport.

“With over 2,000 visitors to this festival, additional help will allow for expansion of the workshops, demonstrations and events designed to educate and engage the public,” Davis said. Brutus, the baby-faced boxer gets over-excited and then it’s hard for him to listen. He is a very food-motivated dog so training shouldn’t be too hard if you have a big handful of treats and time. Brutus’s anxiety means he isn’t always a fan of new experiences. When trying to get a picture of him, he was nervous of the camera and hid behind staff’s legs. Two days later when trying again, he came over to give me a kiss, sniffed the camera, then went right back to giving me kisses, and since then the camera hasn’t been an issue at all! PLATTSBURGH | A pair of Section VII standout volleyball players have been named 2019-20 all state student-athletes. The New York State Volleyball Coaches all state teams include Peru hitter Marie Higgins as a member of the Class B fift h team, while Saranac Lake Libero Sydney Andronica was named to the fift h team in Class C.

Higgins, the MVP for the Champlain Valley Athletic
Conference this season, had 268 kills this season, most in the league, and hit at 49.8 percent. For her career, Higgins had 671 kills in 208 sets played, and also contributed on the defensive end with 651 digs. At the service line, she had 123 career aces.
SYDNEY ANDRONICA
Andronica has been a key defensive player in two of the Red Storm’s run for three straight Class C sectional titles, this year keeping the ball in the air at a tune of 574 digs. Over the past two season’s, Andronica has had 1,008 digs along with 69 aces from the service line. ■

Gale Peryea combined 40 points and 20 rebounds in a 72-37 win for AuSable Valley over Chazy in the Paul Stradley Memorial Girls Basketball Tournament. Dan Broderick scored his 1,000th career point as part of a 25-point game in Westport’s 64-48 win over AuSable Valley in the Saranac Boys Basketball Holiday Tournament. Emily Martin scored the first two points in the new Keene gymnasium, but it was Erin McKane who hit the game-winning three pointer to help the Keene girls basketball team beat Johnsburg, 54-52, in overtime.
