Essex County Bova faces intentional moves forward murder charge in with proposal shooting death to increase bed tax — again Proposed 2 percent occupancy tax hike headed to Ways and Means By Elizabeth Izzo STA FF W RITER
ELIZABETHTOWN | The Essex County Board of Supervisors’ Economic Development Committee voted last week to move forward with a controversial proposal to raise the county’s tax on hotel rooms by 2 percent. Under the proposal — which would require the state legislature to approve a change in the home rule law before it can be formally enacted — new revenue generated through an increase in the so-called county “bed tax” from 3 to 5 percent would be directed to community-level quality of life projects. With the committee’s approval March 11, the measure moves to Ways and Means on March 25, the final step before going before the full board. The change was previously approved in committee last month before ultimately dying at Ways and Means on Feb. 25.

AUSABLE FORKS | The shooting death last week of Magen Goyette of AuSable Forks was ruled a homicide by the medical examiner. Goyette, 30, died of a single gunshot wound to the head, according to Clinton County District Attorney Andrew J. Wylie.

Wylie said David J. Bova, 30, of 31 Seperator Road in AuSable Forks was arraigned in the Town of Black Brook court and charged with second-degree intentional murder, a class A felony. Clinton County’s DA appeared in court for the hearing and said Bova waived a formal reading of the felony complaint. Bova pleaded not guilty to the charge and was remanded to custody of the Clinton County sheriff. He is being held at the county jail without bail. Latham-based attorney James E. Tyner is representing Bova.

WILMINGTON | The newly built High Peaks Health Center opened here last week. Officials from the University of Vermont Health Network - Elizabethtown Community Hospital (ECH) broke ground on the new facility last summer, moving to expand from much smaller space in the Wilmington Town Hall. The $1.3 million investment came with
support from town officials as the hospital network purchased about two acres of open land behind the town’s Community Center. Dr. Vanessa Desmarais is a family medicine specialist and will serve as medical director at High Peaks. “We are a full-service primary care health center, focused on health management, and acute and chronic condition management,” Desmarais told The Sun. “We’re fully connected to the hospital in Elizabethtown and to the University of Vermont Health Network.”

ELIZABETHTOWN | Local firefighters may soon have a new place to complete hands-on field training. A location in Elizabethtown for the proposed Essex County Fire Training Facility — a long-discussed outpost for firefighters to complete mandatory training hours — has been informally selected, and supervisors are poised to move forward with soliciting bids for construction. “We have the money, we have the site,” Moriah Town Supervisor Tom Scozzafava said last week. “I think it’s time that we get moving on this so we can get this thing built.” The Essex County Board of Supervisors’ Public Safety Committee last week voted to move forward a resolution that would

authorize county officials to negotiate with the Town of Elizabethtown for the purchase of a property on Woodruff Lane, across the street from the Elizabethtown Volunteer Fire Department. Supervisors also agreed to move forward with soliciting bids for two construction projects related to the building, one for the foundation and another for the structure. Those resolutions will move forward to Ways and Means. If approved in that committee, the resolutions will be voted on by the full board April 1.

Altogether, the project is projected to cost roughly $530,000, according to Essex County Emergency Services Director Don Jaquish. Based on that estimate, the building would be nearly 95 percent funded by a state grant secured by Sen. Betty Little (R-Queensbury). “There’s no defined county share because there’s no final cost,” County Manager Dan Palmer told supervisors last week. The goal, Jaquish told The Sun, is to limit expenses in excess of the grant. “I’m confident we can keep it under 500,” he said. » Fire building Cont. on pg. 5

The organization currently receives 95 percent of the revenue generated through the county bed tax. The county Treasurer’s Office keeps 5 percent. The 2 percent increase would generate approximately $1.7 million in new revenue, which under ROOST’s proposal, would be used to fund projects in the Lake Champlain, Schroon Lake, Whiteface and High Peaks regions. According to ROOST Chief of Staff Mary Jane Lawrence, that could mean upward of $17,500 in new revenue annually — for towns outside the Whiteface and High Peaks areas — that could be used for anything from new parking lots to trail upgrades. Towns with highly-trafficked tourist attractions would likely receive a larger benefit, she said. Lawrence said that to attract more tourists,
more money for upgrades to local towns is needed. “If we don’t have healthy communities, we won’t have a healthy travel destination,” she said. An additional $97,715 would be used to fund administration of the CEF. Lawrence said last month that the creation of a CEF would likely require setting up regional committees of five to seven people to vet project applications. The county Treasurer’s Office would retain an additional $102,858.

High Peaks is accepting new patients, ECH spokeswoman Stephanie Davis added. “The new facility was built to increase patient care. And here we can accommodate more patients because we have more physician rooms.” “On Thursdays we will have two different providers; this is a much more comfortable space,” Desmarais said.

Davis said hospital leaders, ECH board members, providers and staff were joined in a celebratory ribbon cutting by Town of Wilmington Deputy Supervisor Darin Forbes, staff from the Whiteface Mountain Regional Visitors Bureau, local business owners and patients of the health center. The new facility is 3,400 square feet in size and offers a spacious, comfortable waiting room, a private registration area, four exam rooms, office space, nurses’ work station and a laboratory area. “We are excited to have completed this project,” ECH President John Remillard said in a news release. “Wilmington Supervisor Randy Preston and the entire
funding for my town,” Wilson added. Ticonderoga Town Supervisor Joseph Giordano suggested that board members should form their own opinions on this proposal, and carefully weigh business owners’ concerns — but keep in mind the facts. “I’m a tired supervisor,” he said, referencing Politi’s comment. “Dealing with the mindset of people in the communities not willing to look at the factual information.” Giordano alluded that some business owners’ opinions of the proposal were rooted in false information. When asked by Lewis Town Supervisor Jim Monty to elaborate on business owners’ concerns, Lawrence echoed that sentiment. “I think part of it is a lack of understanding,” she said. “This is money that comes from the traveler. It doesn’t affect any community or any tax roll. I think this is a great idea.” ■

Troopers went to Bova’s residence at 31 Seperator Road at about 11 p.m., Bova said. “At the end, I told (police) I would leave and my brother took his truck and I followed him in my father’s brownish/ tan Jeep Cherokee.” Bova told police he and his brother John stopped by Franklin Falls and talked for an hour or two, and his brother suggested then that Bova go to their father’s house for the night. “But I didn’t want too (sic),” Bova said. Magen was still at the Seperator Road residence when he went back. And Bova said he fell asleep on the couch. When he woke up, he said, he realized his cellphone was missing. The police showed up again at daylight, Bova said in the statement. “The Troopers took Magen with them,” he said.

And then Bova said he went to Magen’s parent’s residence on Silver Lake Road looking for his phone. Her parents’ black Chevy truck was running, Bova told police, and Magen was in the front passenger seat “listening to loud music and kind of dancing. I grabbed her by the shirt and yelled at her,” Bova told police. Bova said Magen told him she didn’t know where his cellphone was. Then he sped away, lost control of the Jeep and crashed off the side of Silver Lake Road.
‘BEGAN TO FIRE’
Bova told police the crash happened near Fred’s Auto Repair shop and that people from the garage helped him get out of the wreck, telling him that police were on the way. “I reached in to the Jeep and grabbed my 9mm highpoint rifle. I grabbed the loaded magazine from inside the Jeep, put it in the gun and loaded it. I racked the action, which puts a round in the chamber. I saw Magen’s parent’s truck coming up the road toward me, from the direction of Ausable. I was walking toward (sic) the truck, heading back toward my house, on the shoulder of the road. After everything that has happened, I just snapped. I was pissed at her. The gun safety was off and I raised the gun up and
began to fire in the direction of the truck. I fired about 4 or 5 bullets toward the truck,” Bova said in the police statement. “The truck continued to drive past me and reached the people from the garage who were still in the road. I’m not sure if I hit the truck or anyone in it. I heard a commotion and yelling when the truck stopped. I knew Magen was in the front passenger seat just prior to me crashing.” Bova said he kept walking and “the gun was empty of ammunition.” He said a guy pulled up “and offered me a ride to my house.” Once back at the home at 31 Seperator Road, Bova said he knew police would be coming, so he smoked a cigarette and waited, tossing a pot pipe into the woods before troopers arrived. “I didn’t hurt or kill Magen’s dog,” Bova said in the statement. “I have been honest with the police and I wish I would have just went to my father’s like my brother (sic) said and none of this would have happened.” Bova accused Magen of drug abuse. “I don’t know what is wrong with me,” Bova said in the last sentence of his statement. ■ — This story has been abridged for print. WESTPORT | When the members of the Westport Drama Club take their final bows Sunday, March 31, it will be the final curtain for the local high school program. To celebrate, the club will be performing “Guys and Dolls,” the Tony-Award winning
musical, Friday, March 29, and Saturday, March 30, at 7 p.m., along with a Sunday, March 31, matinée showing at 2 p.m. Tickets will be $9 for adults and $7 for seniors and students. The play is directed by Diana McGuigan George, who has been leading the drama club in musicals for the past few years. “The cast and crew are working hard to put this show together and I am immensely proud of them,” she said.
“I am super proud to be part of this drama club,” said senior Hudson Stephens, who plays Sky. “I think we have produced a lot of really great things at Westport. We have worked very hard together as a cast and individuals and I could not be prouder.” Fellow senior Will Napper plays Benny. “I am looking forward to putting on an extremely fun show as one last horrah for the Westport drama program,” Napper said. “I
am looking forward to seeing how this plays out in front of an audience because we are ready to put it out there.” Junior Maggie Ploufe plays Miss Adelaide. “This is probably one of the most fun and energetic plays I have done,” she said. “It has been really hard but we have done a good job listening to Diana and her instructions. Everyone has a great energy and meld together well.” ■

Before the festive holiday season last year, Don Romaca’s wife was met with a confounding notificaBy Elise Stefanik tion in her mailbox: the • GUEST COLUMNIST • Defense Finance and Accounting Services (DFAS) sent her a condolence letter in the mail for the death of her husband, Don Romaca III. This was suspicious because Mr. Romaca was very much alive and was reading his own death notice. As a result of this error, DFAS had started to withdraw thousands of dollars in pension payments from his bank account — leaving him with a negative balance in his account. It was less than a month before Christmas, and Mr. Romaca didn’t know how he would pay for gifts, food, or anything for that matter. Mr. Romaca is a veteran with more than 20 years of service to our country. As he says in his Facebook post on my page, he felt “neglected” by the country that he sacrificed so much for. As is often the case with bureaucratic agencies, Mr. Romaca spent hours and days on the phone with DFAS, the VA and the bank to no avail. He was continually told to “call back next week.” As you can imagine, Mr. Romaca was extremely frustrated with this situation and worried about his future. Since his account was over-
Putnam, Ti should partner to ease budget woes
Editor’s note: This letter refers to Tim Rowland’s article “No good option,” which appeared in the March 9 edition of The Sun. To the Editor: I read March 9 “No good option” and hoped other Putnam School District parents and taxpayers shared my concerns about the Ticonderoga School District’s budget because it’s our problem, too. Putnam Central School ended the 2017-18 school year with 17 kids in grades pre-K-6. St. Mary’s also finished last year with 17 Putnam students in grades pre-K-6. These students will move on to Ticonderoga Middle and High Schools and face the same cuts to their programs, staff and opportunities and the same uncertain educational future as Ti kids. Putnam’s annual budget of over $2.5 million includes about $550K in tuition to Ticonderoga for an estimated 40 students in grades 7-12. Ti gets fifth of our budget for educating more than half of our kids. Another quarter choose not to use Putnam School and pay their own tuition. Is changing nothing, paying our tuition as usual and ignoring the situation in front of us as well as the signs in Vermont, Albany and throughout rural New York all we can do? I know far too many clever, creative and determined Putnam residents who care deeply about our students to believe we can’t come up with any ideas. And when the 40 kids heading to Ti have a need now, shouldn’t we feel obligated to try?

Hague residents should speak out about mail issues
To the Editor: Most Hague residents are very aware of the postal problems that have been upon us since Sept. 1, 2018. I produced a petition of complaint in November. Before Christmas, with over 90 signatures, it was sent to nine entities — four of those being ABC, NBC and CBS television affiliates, one to a New York senator, two to U.S. senators for New York and one to Gov. Cuomo. To date, only one U.S. senator for New York, Kirsten Gillibrand, has contacted me and offered a ray of hope to at least look into our dilemma. All others either ignored our plea for help or gave me a flat-out “no” when contacted by me via telephone. I was contacted by the Post Star and sent a reply to their coverage. Are our kids realistically reaping the benefits of tax dollars that fund some of the most expensive salaries around, or can we put this money to better use? drawn, his forthcoming paychecks were at risk, and he would have to pay interest on his credit card in order to survive. His hope was dwindling, so he reached out to my office for help. Mr. Romaca first contacted my office on Dec. 6, 2018. My staff immediately reached out to him to collect more detail on the situation. Once we obtained all the relevant information, we sent an inquiry to DFAS to try and resolve the issue as quickly as possible. Additionally, we followed up with phone calls to DFAS on the same day to ensure they had received our inquiry, understood the gravity of the situation and were working on a quick resolution. Just one week later, DFAS confirmed to my office that they had corrected the erroneous death in their system and were in the process of reissuing the payments to Mr. Romaca’s account. Four days later, Mr. Romaca received the payment and the issue was 100 percent resolved. On average, DFAS cases take between 30 and 90 days to come to a resolution, and it’s clear that Mr. Romaca would have been forced to wait that long had he not reached out to my office. His Christmas would have been ruined, and his future would have been in jeopardy. My office was honored to step in and resolve the issue in just one week. Who can we blame when bad things happen? It was a busy week of placing blame for too many events to name here, but By Dan Alexander the headlines and Sunday • PUBLISHER • morning shows knew exactly who to blame. The game played after every one of these events is always the same. Blame your opponent, whoever they may be. Politicians, activists and even everyday citizens like us, we are all guilty of making a lot of noise and placing blame. We see it and hear it everywhere today, yet at the same time, no one is willing to accept blame, as each has a valid excuse that deflects the blame. The act of blaming is the easy part. The act of reaching out in a bi-partisan manner to seek solutions is a completely different matter altogether. It requires an open mind and an honest desire to acknowledge and accept all points of view, to craft a solution worthy of majority support. Until we reach that point, we are only encouraging a more divided society. Sadly, I believe what we are witness to today, is our current day version of the Tower of Babel. If you are not familiar with the biblical story, it goes like this: The Tower of Babel was a structure built after the great flood. Babel was the region inhabited by the descendants of Noah who built the ark. The original purpose of the tower was to avoid another massive flood, but as the tower grew taller, the goal was changed to reach up to heaven. As the story goes, mankind had not learned the lessons from the great flood. Once again pride, greed and self-centered thinking that man had reached equality with God. God limited their ability to work together, causing the society that once spoke the same language to now speak in various languages, inhibiting their ability to complete the tower. When you begin to look at all the fighting, disruption, anger and twisted positions being displayed against the backdrop of Babel, true or not, it becomes clear that what we are trying to create today will never be accomplished in this atmosphere of hate and distrust. While language is not the issue, self-serving viewpoints create today’s Babel. It’s easy to blame because we know a better way, but a better way to what? Passing laws that the very next election may undo? Building walls that we now want to be torn down? Creating robots and artificial intelligence to perform the work for humanity so that we have more idle time on our hands to do what? If we think that idle time will be used for the good of humanity, I fear we are just further kidding ourselves. ■

Floyd E. George WESTPORT | Rev. Floyd E. “Skip” George III passed away on Monday, Feb. 4 at MorseLife Health Center in West Palm Beach, Florida, where he had lived since 2017 following a stroke. Born June 25, 1942 in Norwalk, Connecticut to Rev. Floyd E. George Jr. and Irene, Skip grew up in Brooklyn where he attended Erasmus Hall High School. Skip then attended Union College in Barbourville, Kentucky and after flirting with a career in the foreign service, he decided to attend Hartford Theological Seminary to follow in his father’s, grandfather’s, great-grandfather’s and great-greatgrandfather’s footsteps and join the ministry in the United Methodist Church. He would later be quoted in a New York Times article, “I decided if I was going to shuffle papers, I’d rather do it on behalf

of God than for the state department.” Skip served an eclectic mix of parishes in urban, rural and suburban communities in Hartford, Connecticut; Brooklyn; The Bronx; Westport; Hampton Bays; Crestwood; Vails Gate; and Rye. In addition, he served as an interim pastor for Plymouth Church in Brooklyn and Wesley Methodist Church in the Bahamas. In each parish that Skip served, he brought a passion for community engagement and outreach to youth and marginalized people that pushed congregations to open their doors wider and find ways to more fully involve themselves in the life of their community. A gifted church administrator, Skip was known for being able to cultivate new and active leaders in his congregations and his churches ended up thriving even after his tenure was over. Throughout his adult life, Skip was an outspoken advocate for social and economic justice and racial equality. This work extended beyond the confines of his congregations and took him to places like Nicaragua and Mozambique. And though Skip spent his professional life within the United Methodist Church, he fought for many changes within it, particularly in his advocacy for the recognition of LGBTQ members of the church. Beyond his pastoral work, Skip was
a board chair of The West Side Campaign Against Hunger, president of the Protestant Foundation at Columbia University and co-chair of the FordhamBedford Housing Development Corporation. He also enjoyed a long and happy connection to Camp Dudley in Westport where he preached for several summers in the late ‘80s and early ‘90s and where his son became a camper, leader and year-round staff member. Skip was a devoted father and friend and a legendary cook. Some of the happiest times of his life were around the dinner table where, along with amazing food and wine, Skip also served up entertaining stories and in-depth conversations. Skip is survived by his former wife, Ann George, who brought so much comfort to the final years of his life; his brother, Philip (Carolyn); son, Evan (Diana McGuigan); stepson, Christian D’Andrea (Heidi); stepdaughter, Bethany Miller (Riley); and grandchildren, Jacob Martz, Quinlan and Adelheide D’Andrea, and Alice Miller. A memorial service will be held at the Church of St. Paul and St. Andrew in Manhattan on May 11. In lieu of flowers, Skip’s family requests donations be made to Camp Dudley and Kiniya — 126 Camp Dudley Road, Westport, NY 12993 or The West Side Campaign Against Hunger — 263 W. 86th St., New York, NY 10024. ■

Lewis Town Supervisor Jim Monty raised concerns about the cost to maintain the building after it’s built. “We have to think about how we’re going to maintain that building,” Monty said. Jaquish said that maintenance would be minimal and amount to roughly $5,000 per year.

In a presentation to the Public Safety Committee last week, Deputy Fire Coordinator and state Fire Instructor Patrick Trombley said that the proposed Essex County Fire Training Facility would be two and a half stories. The first floor would ideally include one burn room and a realistic home layout with a living room, dining room, kitchen, bedroom and den filled with discarded furnishings, according to Trombley. The second would have interior stairs that lead to a landing, another burn room, a bedroom and two more living spaces, a fire escape and a recessed balcony. The exterior would be fitted with two different types of roofing, an attic space and openings for rescue training. The above would allow firefighters to receive a variety of training courses there. Jaquish said the drive time to Clinton County, south to Glens Falls or to the training site in Lake Placid is too long for some volunteer firefighters from southern or western ends of the county. The new centralized location would ease access to mandatory training hours for those departments, Trombley said. “We are trying to put as much as we can into one location,” he said. “We think there’s going to be an uptick in training (as a result) — because why wouldn’t there be?” ■

Jazz up April with final coffeehouse
I do realize most people do not get the Post Star, and I did not directly contact The Sun. My hope was that the bulk of the population of Hague that is being unjustly treated by the lack of mail delivery would take matters further into their own hands and write letters to The Sun, additional publications, their local town officials and state representatives. But I have seen nothing, read nothing and to date, heard nothing but grumbling. I spent a lot of time and my own funds to get some sort of help started. Some residents helped, others were not aware of the petition as I only had so much time I could devote. Many of us are still not receiving our mail on a daily basis. To the Editor: Soon the teacher’s association at Moriah Central is hosting a donkey basketball game. While it is commendable that teachers show interest in their school, they do so at the expense of setting a poor example for their students. Donkey basketball, circus animal acts, rodeos, etc. teach that cruelty to animals for profit is permissible despite the consequences. It has been readily shown that most human participants do not have the experience in handling these gentle beasts. As a result, confused and frightened donkeys stubbornly try to resist getting yanked, poked and prodded to participate in a noisy, distressing arena. It would benefit Moriah Central to demonstrate compassion, not cruelty, for all animals. There are more suitable, less harmful ways to raise money. Moriah Central can do better. At 7 years young, Ruckus looks forward to many years of leisurely strolls, snuggles on the couch and snacks — his new home must stock snacks. The MVAC senior boys took to the court with all-stars also announced for both the Northern and Southern divisions. “Playing with all these kids that we have been playing against all season is really fun,” Crown Point’s Zach Spaulding said. “It feels like we are coming together as a team. I played four years and every year has been a blast. I’m going to miss it next year.” Seton Catholic completed the sweep of Northern Division MVPs, as Neil Yang won the award for boys. “This has always been something that I watched and wanted to be a part of,” Yang said. “I’m happy to be here and excited to play with other seniors that I have played with all these years.” “It is mixed emotions, but it is really fun playing with the guys we’ve been playing all year,” Lake Placid senior Jacob Novick said. “It is just a fun environment playing the game we love and at the same time touching the floor with them. It’s just a lot of fun.” “We got to know these kids that we’ve been playing against all year, but we are relaxed and we get to see who they really are here,” Chazy senior Alex Chapman said. “It’s fun, but then again, after playing four years on varsity, it’s kind of sad,” Willsboro’s Trevor Bigelow said. “It’s kind of weird because I haven’t touched the ball in like two weeks — just getting my shot back is difficult,” Schroon Lake senior Ryan Haneman said. “It was fun being with the group of guys in Schroon Lake and enjoying high school with them.” “It is a lot of fun,” Chazy senior Ben Norcross said about the game. “We are throwing up a lot of wacky shots.
