New SRO visits Willsboro School
Officials hold AATV 2019 summer meeting
Kaycee Kolodzey will begin role as safety, outreach officer next fall
Cell service, legislative initiatives, Census 2020 discussed By Laura Achouatte STA FF W RITER
SARANAC LAKE | The Adirondack Association of Towns and Villages (AATV) convened at historic Hotel Saranac in Saranac Lake for their annual summer meeting recently. AATV, an alliance of Adirondack area elected officials, is a collective effort of 101 towns and villages to bring forth issues unique to the area to representatives and lawmakers in Washington, D.C. Current President and Horicon Town Supervisor Matt Simpson was hopeful and determined about AATV’s work and future ventures of the organization and the recent strides gained at the Capitol.
From left, Willsboro School Superintendent Justin Gardner, Essex County Sheriff ’s Deputy Kaycee Kolodzey and Essex County Sheriff Dave Reynolds discuss implementation and goals of the new school resource officer at Willsboro Central School. Kolodzey will take on the position starting in September.

In AATV’s 2019 Legislative Agenda, priority focus is on increasing the “broadband and cell tower deployment initiative” for rural and underserved areas in the North Country and a call for “revisions to the Adirondack Park Agency’s (APA) State Land Master Plan.” » AATV Cont. on pg. 3
WILLSBORO| Some of the students and staff at Willsboro Central School met their new school resource officer last Friday. Essex County Sheriff ’s Deputy Kaycee Kolodzey will spend her work week at the school and at school events as she builds rapport, support and safety structures for students and the school
community starting in September. Originally from Moriah, Kolodzey is also a trained emergency medical technician and is slated to complete school resource coursework this summer. “I love kids,” she said, all smiles as she visited classrooms with Essex County Sheriff Dave Reynolds and school Superintendent Justin Gardner. “I’m very passionate about what I do,” the deputy said. “Being an SRO will improve my job. And I’m really into sports, so I’m hoping to make connections with the kids through that as well.”
OUTREACH
Kolodzy won’t just sit in an office all day. She plans to have lunch with the kids and visit classes, outdoor activities and other events. Her introduction to Laura Bridge’s sixth-
graders appeared to go very well. The students were full of smiles and didn’t seem shy or uneasy with having an officer in the room. They seemed very pleased, in fact, to have their very own safety person. Asked what her title will be, “‘Deputy Kaycee’ is fine,” Kolodzey said. Kolodzey’s mentor, Sgt. Leon at the Sheriff ’s Department, was an SRO at Moriah when she was in school. And she sees the role as more about prevention, outreach and education than reaction to crises. Making connections and being involved are components of a job, she said, that looks to assist before something becomes a problem. The outreach component is something Reynolds built into the program as he approached schools last year. » SRO Cont. on pg. 5

KEENE | This past Father’s Day weekend, the Department of Environmental Conservation began a no-parking policy on Route 73 stretching from Keene to Lake Placid, at highly popular and overrun trail heads to several locations. Those parking locations include but are not limited to several popular trails such as: Cascade Mountain trailhead, Giant Mountain trailhead and Chapel Pond. » Route 73 Cont. on pg. 8
Local honored by OMH for community service By Laura Achouatte STA FF W RITER
WESTPORT | With a half-smile and an air of humbleness about him, Doug Meyer accepted words of congratulations about his recent nomination and recognition from the New York State Office of Mental Health (OMH).
COMMUNITY CARE AWARD
On May 31 — to coincide with Mental Health Awareness month — the Office of Mental Health chose Meyer for an inaugural OMH Community Care Award for his service to the community. The Community Care Awards are a new recognition program created this year to highlight those “partners and stakeholders in local communities across the state that are helping to identify and eliminate gaps in services, and are working to build strong community-based behavioral healthcare systems,” according to the New York State OMH website. » Meyer Cont. on pg. 5

ments and bicycle paths that had, in recent times, been stalled or made more difficult due to projects being in proximity of State Forest Preserve lands. Now, projects can get approval without amending the state constitution and waiting years for approval. Sen. Betty Little and Assemblyman Billy Jones introduced the bill in conjunction with advocating on AATV’s part. “In my opinion, this should not have taken this long. There are areas that have been waiting, such as a bridge near Horicon and Schroon River. We would like to get it moved two and a half miles up the Northway, it would make EMS response times to Horicon and other cut-off towns lessened. It’s been too long, waiting.”
On the matter of cellphone coverage, Simpson said, “It is still lacking. First of all, it is an emergency response issue and second, hampers our business and growth. We invite millions of visitors here but with no plan for emergency situations. This ties into our need for more towers, especially for emergency communications.” Gov. Andrew Cuomo had proposed in his State of the State earlier this year that $500 million would go to his “New York Broadband Program” with emphasis on lowservice areas, such as the Adirondacks, and would implement the program with a “task force.” “We’re still waiting on the Upstate Cellular Coverage ‘task force’ to be appointed that Cuomo promised in January,” Simpson said. “We just don’t know,” Simpson said, when asked if he knew when and who would comprise the cell service “task force.”
BRIEFING ON UPCOMING CENSUS 2020
OTHER AATV INITIATIVES
Other important initiatives the organization has in the works include: APA modifications, tax payments on forest preserves, state forest land acquisition, recreational planning, forest products industry, ATV use and trail systems, minimum maintenance road legislation, conservation design legislation, the Adirondack Park Regional Assessment Project (APRAP) and blocking invasive species in our waterways. AATV was successful in a recent initiative: the “Health and Safety Land Bank” amendment to the state constitution. It was approved by voters Nov. 7, 2017. “The land bank, a 250-acre parcel, will be used to ensure small projects in the Catskills and Adirondacks are able to proceed without having to amend the state constitution each time,” the AATV agenda says. The amendment lessens the red tape surrounding APA approval of projects related to public utilities, municipal water supply, environmental infrastructure, highway/bridge improve-

Another topic discussed at the conference included the upcoming 2020 Census. To finalize the conference, Lisa Moore of the Census Bureau and Rich Tobe of the NYS Complete Count Commission urged town officials to encourage their townsfolk to set up “Complete Count Committees,” a way for local clubs and gatherings to encourage a mass filling-out of census materials. A new option, an online form that allows individuals to respond conveniently and easily from a computer will help to “complete a thorough enumeration,” as Tobe put it. “The census is important. Local voices are important. By participating in the census, it helps to set the benchmarks for the next 10 years for funding and programs allocated to your areas. It’s based on population and demographics,” Tobe said. “It’s not about counting firearms,” he joked. “We don’t care about that.” “Set up a computer just for those stopping into the Town Clerk office, encourage anyone to take 10 minutes to fill out the online questionnaire,” Moore encouraged to the present town officials at the conference. “It will be so much easier and we’re hoping we can be more thorough.” ■

» Meyer Cont. from pg. 1 Meyer, a resident of Jay and director of services at the Mental Health Association in Essex County in Westport, opened his office to comment on the award bestowed to him for his exceptional service and implementation of programs in the county related to mental health. “It was quite a shock. I’m happy to get it. I think I’m one of two that OMH recognized and took notice. It’s also great our little county gets recognition,” Meyer said.
GETTING THE PROGRAM UP AND RUNNING
The former New Jersey probation officer, 11-year veteran at the Mental Health Associa-
tion and off-time mountain climber has made it his mission, along with the organization he heads, to implement an effective Home and Community-Based Services program, which he launched in October 2016. The program seeks to identify certain individuals in the local communities that have severe mental and/or substance abuse issues and offers peer support in order to reintegrate them into society, that often, many in these situations, feel closed off from. “We go to the home, get them out in the community. It can be as simple as going out for a coffee or guitar lessons. Sometimes we help them re-link with family they have become estranged from,” Meyer said about the details of the program.
» SRO Cont. from pg. 1 “Kaycee is approachable,” Reynolds said. “Part of the goal is to create a positive relationship between kids and law enforcement. And this interaction is going to be all day long. This is her school. This is her community.”
‘MAKING A CONNECTION’
Kolodzey’s new job might also help students learn about careers in law enforcement. “I’m very excited to get to know the kids,” the new SRO said as she walked through the hallways. Her uniform includes a gun, which is kept in a tripleretention holster. “Kids usually assume a police officer has a gun,” Gardner said of having an armed officer inside the school, a concern at times for parents. “It’s part of the equipment she needs to do her job,” Reynolds said. “I can explain the safety behind the gun,” Kolodzey said. “Safety is the goal,” Gardner added. “She is not just a security guard.”
AFTER SCHOOL
The SRO’s schedule at Willsboro will be somewhat flexible as the school administration and school board see needs arise. Kolodzey, for instance, could be available during busy after-school programs or evening events. She will also help inform school safety procedures that prepare students for a lock-down, a police incident in the surrounding community or even an evacuation drill.

“Our philosophy is harm reduction — there’s no judgment for relapse — we want the client to feel safe and supported. These people often have many issues combined; suicidal implications, poverty, no support system, addictions. These can all be tied into the mental health issue. I do the initial visit, set up a service plan. The goal can be as simple as going for coffee three times a week. Certified peers work with the individual on these goals. It’s really the staff here and the peers that work with individuals in the community day-to-day that make the difference here,” Meyer said. “We had a small start-up for vehicles, but we were one of the first agencies to get the program up and running and able to show it is financially doable. Some providers were

afraid the program was not financially adequate to be successful. But, we are doing it.”
OMH COMMISSIONER GIVES APPRECIATION
OMH Commissioner Dr. Ann Sullivan said, “OMH is fortunate to have many great partners across the state who are helping us reshape state and local mental health systems by enhancing community-based services, improving the delivery of care and health outcomes for consumers. Doug Meyer and the Mental Health Association in Essex County have helped so many vulnerable people and families get the services they need, and we truly appreciate their vision, their values, and the role they play in helping us to fulfill our mission.” ■
Beyond training and staff introductions this summer, Kolodzey will start on the first day of school, Sept. 3. She is one of five deputies that will work to expand school safety and outreach in Essex County through the next school year. Additional deputies will work in Crown Point and Moriah, a shared position; one deputy will work for Boquet Central School, dividing the 40 hours per week between the Westport and Elizabethtown campuses; one deputy will work full-time at the Schroon Lake school; and Minerva will have a deputy on premises part-time. Each district will build their own schedule with the SRO and define opportunities to improve safety and outreach for kids. The program here is going forward without state aid. New legislation in the Senate and Assembly stalled in Education Committees in January and February, respectively. The bills, S.01330 and A.05680, define the role of an SRO and outline grant options that might help school districts afford the new position. ■

That focus comes as the school board here approved Reynold’s offer to provide full-time SROs to each school district in Essex County. The schools are paying $60,000 per year, which is a portion of the total cost that includes a vehicle and equipment for each district that accepted the offer. Gardner said the word “resource” is really key to what the SRO will bring to Willsboro. “The security component is just a piece of this,” he said. “It’s also about making a connection with the students, adding education for a variety of topics, establishing a liaison between the school and county resources and a resource as an EMT. This new position is a support piece for us, to become part of our school community.” That Kolodzey will foster safety is precisely the goal, Reynolds said. “We are also here to support the overall well-being of the students, improve safety procedures and build positive relationships.”

Schools were for education and not indoctrination. A family was a father, mother and children, not some strange social configuration. Statues to memorialize ancestors were erected and not destroyed. Needles were for sewing, pills to treat illness. A date meant a movie and if lucky, a kiss, not waking in a strange bed needing a fi x.

The flag was saluted and not used as fuel at a protest. We used scripture and the Constitution as road maps, not “Das Kapital” and “Rules for Radicals.” We could talk without offending someone. As my parents aged, I would go more often; I always felt connected to town. Dad passed in 2005; Mom always placed a plant on his grave. We called it “Dad’s Begonia.” He had given it to Mom on Mother’s Day or her birthday. That same plant, with Mom’s nurturing, survived every season until her death in 2017. At her burial, my brother placed a new begonia on their grave. Unfortunately, we do not have Mom’s green thumb, so he recently replaced it with a new plant. He hung it at their grave and planted new grass.

The first Democrat presidential debates for 2020 have been announced, and it sounds more like a 2-card, free-for-all mud wrestling event than a By Dan Alexander professional interview • PUBLISHER • process for selecting the party’s ultimate candidate. The New York Times penned the upcoming events this way: A former vice president on stage with a self-help author. Three female candidates on one night, three female candidates the next — more than have ever been on the debate stage at once. A 37-year-old is squaring off against two septuagenarians. Last week’s announcement set the lineups for the debates, airing June 26 and 27, and the 2020 Democrat primary race came into sharper focus. Candidates, strategists and party officials quickly began analyzing the lineups: Is it better to debate on the first night, or is it better to debate on the second night? Who has the advantage and who got shortchanged? The lineups were randomly decided in a process engineered by the Democratic National Committee to avoid bunching the top-tier candidates in a single night as the Republicans did in 2016. But Friday’s lineup drew criticism because the second night ended up including Democrats with far higher polling numbers, on average. And so the process begins. Two nights, four hours, so very many candidates all claiming to have what it takes to be the party standard-bearer. In 2016, the Republicans went through a two-tiered system with the top 10 candidates seated during prime time while the remaining four had an earlier time slot. The end results from those debates left many voters disappointed with the process. It’s hard to imagine the Democrats coming together behind one candidate after the donnybrook that’s about to start taking place. Not that anyone is going to listen to me, but I would suggest a different approach. I would ask Presidents Clinton and Obama to conduct a series of online and televised conversations with four candidates participating. During that time, they would discuss the issues most important to the party faithful. Each candidate would have the opportunity to participate in at least three events with a unique mix of candidates each time. National polls would allow party leaders to narrow the field. I would avoid confrontations between candidates, yet allow each to speak indepth about their qualifications and what they would plan to do if nominated. This less formal approach should let the real person shine through, remove the backstabbing and drama that’s sure to draw blood and would be less likely to create a contested convention. Once the field is narrowed down in the fall, then move toward the debate format with fewer bodies on stage and more time for each to speak to the issues. ■

» Letters Cont. from pg. 6 This past week, he went twice to check the plant and grass. He was pleased to see the grass was growing but the beautiful hanging plant placed on our parents’ grave was gone. We have placed a hanging plant at this gravesite the last 14 years. It was stolen, not tossed aside by a child that didn’t know better, not placed on another grave. What low life would steal from a gravesite? I hope you needed it. Had you asked when Mom was alive, she would have given it to you freely. Instead you robbed from their grave. Some will say, “Oh well just kids.” I do not believe this was done by a child who didn’t know better. I believe it was an adult and this saddens me. Being brought up in this town, we were taught and knew the difference between right and wrong. Maybe the person who did this will see, or through word of mouth, hear this, feel shame and do better in the future. Still calling North Creek home. - Deb Fitzgerald, Meredith, New Hampshire ■
Church dinners to be discontinued
To the Editor: The Crown Point Methodist Church has hosted Friday night dinners during the summer months for over 50 years. Unfortunately, we are unable to continue to put on these dinners this year. The ladies who planned, shopped and cooked the meals are unable to continue because of health and other issues. So we want to thank them and all the friends, family members and congregates who helped with food preparation, baking, serving food, waiting tables and helping with clean-up. We could never have done it without your help. We especially wish to thank all those who faithfully attended these dinners through the years. We will miss the fellowship and friendships we developed with you. - Kathleen Hyatt, Crown Point ■
Vote ‘yes’ in my place
To the Editor: My family and I are moving to Ticonderoga in June. My two sons will be attending Ticonderoga Elementary in the fall. I was disheartened to see the budget fail last month, greatly concerned that there would be drastic cuts to appease those who voted no. After attending Tuesday’s public hearing on the new budget, I was again hopeful. I was glad to see the board make smart, strategic cost-saving measures while maintaining a good standard for the school district — especially by keeping music, art and athletics — the “go to” programs that typically get eliminated in these situations. For those considering “no”: It would be devastating and would mean the elimination of many programs that benefit students. There is a significant value in music, art and athletics. Learning an instrument doesn’t just teach you notes and rhythm. It teaches you to wall off the world for 30 minutes a day, to cope, to practice to get better and to problem solve. Art is more than colors and clay. It gives you perspective and allows you to see things from a different angle. Athletics provide the physical and mental fitness needs for every child. It teaches toughness, tenacity and teamwork. All of these traits prepare our kids for the real world … a value that can’t be measured in terms of cost, a value that Ticonderoga schools can best provide. Our children deserve a well-rounded education! I won’t be a resident until after the June 18 vote. Will you please vote “yes” in my place? - Evan Mack, Ticonderoga ■
Time to get back to traditional values
Editor’s note: This letter references Margot Gold’s letter, “Abortion laws harmful to women,” which appeared in the June 8 edition of The Sun. To the Editor: I absolutely agree, the 1973 Supreme Court decision legalizing abortion has been harmful to millions of pre-born, yet very much alive, female humans when they were killed in the womb. Back then, the argument was “it’s not alive, it is merely a clump of cells.” Science today, as everyone knows, has proven a child in utero is alive from moment of conception and very much pain capable. Rape and incest account for a slim number of abortions and most are done for convenience sake. The right-to-life movement in America is “on the march” because the new generation of women understand what a barbaric act of murder abortion really is. Planned Parenthood and other pro-abortion groups have sold their last lie to the women of America. It’s time to protect the rights of the unborn children and get back to a society that values all life and respects traditional family values. I also agree with the last line of Margot’s letter, we are better than this. Truly. - Mike Mawn, Brant Lake ■

SARANAC LAKE | Writers, publishers and those employed by literary presses, magazines, bookstores and libraries came together for a full day of advice and presentations on the world of publishing presented by Adirondack Center for Writing at View Arts Center in Old Forge. We will not sell clothing that is stained or torn; glass items that are chipped or cracked; items that are scratched or broken. some seriously fun old American music. On July 30, Michael Caduto presents “A Rainbow Garden,” followed by the Rick Davies Thugtet’s high-energy Latin jazz and funk. You can find the schedule and more information about performances on our website: elizabethtownsocialcenter.org. This project is made possible, in part, with funds from: the Town of Elizabethtown with the support of Supervisor Noel Merrihew and the town council; the Decentralization Program, a regrant program of the New York State Council on the Arts with the support of Gov. Andrew Cuomo and the New York State Legislature and administered by the Adirondack Lakes Center for the Arts; and the Essex County Arts Council Cultural Assistance Program Grant supported by the Essex County Board of Supervisors. The Social Center is very grateful for this support in bringing opportunities to enjoy performing arts to our community. tion and support in taking their work to the next level. Regional presses, magazines, libraries and bookstores including Adirondack Explorer, Adirondack Life, Bloated Toe Publishing, Blueline, North Country Books, Old Forge Hardware Bookstore, Old Forge Library, Ra Press, Saranac Review, SUNY Press and Syracuse University Press shared the kind of content they were seeking and how to best connect as future contributors. Joseph Bruchac, storyteller and author, gave the keynote speech on “The Importance of Persistence: Suggestions from a Life in Publishing” and reminded audience members of the essential impact of building personal connections in their communities and what can come from simply reaching out. In a warm evening glow, conference attendees and members of the public chatted and explored titles from local authors with food and drink. They also cast votes for the 2019 People’s Choice Award and selected the winner: Tony Holtzman’s novel “The Bethune Murals.” For more information on this event and to learn more about the Adirondack Center for Writing, visit adirondackcenterforwriting.org. ■

Speaking of fish, just the other day a group of us trout-hugging volunteers stocked some beautiful fish into the Ausable River. Four hundred colorful, 3-year-old rainbow trout raised at the Essex County Fish Hatchery in Crown Point were set free along the riverbanks. Mike Thatcher, who works at the hatchery and was handling the wheel of the rig that day, netted out 400, 14-16 inches of Crayola crayon multicolored rainbow trout. The bucket brigade volunteers included Bob Farkas, Tom Gale, Tom Gale Jr., Gilles Lamarche, Herb Pierson, Gordon Smith, Nic Thorton, Dave Mowbray, Tom Conway and myself. Conway, of the Two Fly Shop in Wilmington, was the coordinator, choosing the prime locations for the release. From stop to stop, we talked fish and fish habitat, native black willows and how to improve the river so less stocking and more wild fish may exist. The economics of our Adirondack area thrive in part due to the cold-water trout fishery. Bucket after blue bucket we carried of cold-water and fresh fish to their new home. Mike Thatcher with 3 -year- old rainbow trout. Photos by Rich Redman were chosen. Rainbows like swift, oxygenated water, and there was plenty of that. Poison ivy and steep rip-rap shorelines couldn’t stop us from our mission. We handed bucket to bucket down the chain gang line. The wettest spot was the hand-off from the top of the truck where the fish were netted and fed into the buckets and handed down to the man on the ground. Rainbows like to jump and splash and the hand-off was a wet one. A few of the bows even jumped out of the buckets as they were handed down the line from man to man. The scramble was on to get the fish out of the poison ivy and back into the buckets and to the river. There will be a few itchy volunteers scratching away after the poison ivy pickup! As the last bucket of fish was handed off and set free in the frothy waters of the Ausable River, we found the end of the rainbow! It was a good day. Thank you to all the volunteers who gave their free time to help out. ■

Each week we will publish a list of Death Notices at no charge. These notices will include name, date of death & birth, age, town and the name of the funeral home in charge of the arrangements. Like most newspapers, we do need to charge a small fee of $65 for a 250-word obituary which will include a picture (if supplied) in the paper. Larger sizes are also available. If the funeral home doesn’t place the obituary in The SUN you may submit an obituary by calling 518-873-6368, or you may email the Obituary to shannonc@suncommunitynews.com, and she will let you know the cost if it’s over 250 words.
NO PARKING IN EFFECT
The no-parking issuance was born from the recent dangers posed by the excessive overcrowding at these beloved trails and the inadequate parking accommodations. The influx of tourists gathering at the hiking trails has led to hazardous roadside parking that has stretched for a mile or so in either direction. This is on top of already narrow two-lane roadways, with sharp curves and hills that can be blind to drivers, and pose threat of injury or worse. The parking debacle also raises concern of over-usage of areas that are valued for their remote beauty and reserves of nature.
CONSTRUCTION ADDS TO DILEMMA
Shutdown of parking at The Gardens Trailhead in Keene for the summer season, due to the Johns Brook Bridge replacement and construction, has also added to the parking Place an ad for issue this summer. Those hikers are seeking the next best your business in The Sun’s Service Guide. hiking area, which are often the most used trails of the area, Call (518) 873-6368 x105 while many trails go unused and unnoticed. for info & rates. The proposed solution to alleviate parking concerns and CHIMNEY SWEEP possibly reroute hikers to unused territories has been to seek out use of the Essex County shuttle buses that do routes OMPLETE passing by these areas for hikers as well as local travel. CHIMNEY“DEC approached the county DPW and I think, ORDA, extending existing routes from Lake Placid to Keene,” CAREfor Town of Keene Supervisor Joe Pete Wilson said. “Possibly adding some routes to serve those areas for the summer Cleaning • Repairs season. It’s merely in the planning stages, with exploratory Stainless SteelLining VideoCamera Inspection meetings, but DEC needs to bring everyone together. Maybe incorporate the Adirondack Mountain Club, too.” BrianDwyer “We’ve invited Bob Stegman, of DEC in Raybrook, to 1-800-682-1643 • 802-388-4077 come have a talk and come up with a conclusion. We need to Memb er of VT.NYS & National connect the different pieces of the puzzle,” Wilson continued. Chimney Sweep Guilds172661 “We’ve got all these hikers that are going to go ‘Where do I go?’ and with the policy in place, we have gotten some help from Paul Smith’s College. They’re going to serve as ‘Front Country Stewards,’ based on the 46ers as a model, and encourage hikers to take a shuttle, or give instructions of another place where hikers can have an excellent hike.” Meanwhile, the no-parking policy is in place but the plan for rerouting hiking tourists is still not decided and the summer season has begun. “We’re potentially losing 200 to 300 hikers with parking issues in a day. We know Cascade can be a snarl. We need Want to Advertise with us? to show these tourists what else the High Peaks and the surContact rounding areas have to offer,” Wilson said. ■

In the MVAC, all-stars included Willsboro’s Regan Arnold and Nick Reithel; Crown Point’s Jake LaDeau and Reese Celott; and Westport’s Lawrence Lobdell, McKenzie Stephens and Abe Staats. ■
The resolution was offered by Supervisor Noel Merrihew, who moved the adoption of the request. The resolution authorizes Essex County to enter into “municipal cooperative Willsboro’s Regan Arnold was named a MVAC all-star agreements in order to finance and operate emergency medical for the 2019 golf season. Arnold captured the Section services and general ambulance services (and further, that VII individual title this season. Photo by Jill Lobdell the expense of these services be levied and collected within the county) as county charges.” Voting for the home rule adoption and the passage of the new bill into county law was unanimous with all votes to Ayes. The passage of the bill through both houses has been a long time coming, with a few bureaucratic snags along the way. Emergency services within Essex county now have the ability to expand and add positions that will ensure that residents in need of care will not have to experience “dropped calls” and wait time that could be the difference in saving a life. The board of supervisors has been diligently pushing for this bill, originally and strongly proposed by Wilmington Supervisor Randy Preston, and have finally garnered success. ■
