Housing Crisis: Could Prop 21 Make a Difference?

By Desert Star Staff SACRAMENTO, Calif. - Groups that advocate for renters are hoping Californians will vote on Tuesday to make it easier for cities and counties to pass or expand rent control. Proposition 21 would allow rent control for properties built before 2005, lifting restrictions that were put in place by the Costa-Hawkins Rental Housing Act of 1995. Rene Moya, director of the “Yes on Prop 21” campaign, said even before COVID, unaffordable rents meant too many families, particularly people of color, were being evicted. “Something like half a million renters and their families are being pushed out of their homes every single year,”

said Moya. “The COVID-19 pandemic has, of course, only made that worse.” Opponents - including the California Association of Realtors - say more rent control could backfire, prompting landlords to exit the market and shrinking the housing stock even further. Gov. Gavin Newsom opposes Prop 21, saying a 2019 law that requires “just cause” for evictions and caps rent increases should be given more time to work. Supporters say that law will keep more working-class families in their homes and stem the tide of homelessness. Prop 21 would also allow cities to pass rent control ordinances to cover single-family homes. And

Moya noted that it exempts most small landlords. “It threads the needle between protecting those renters who live in single-family

homes, while ensuring if you own up to two single-family homes, you will not be affected by Prop 21 at all,” said Moya. Moya added that

A Visit to Turkey’s Enchanting Ephesus

By Anthony Grant The recent massive earthquake in Izmir, Turkey, served as a reminder that cities are no match for the power of Mother Nature. Ancient ruins are a testament to her temper, and nowhere is this clearer than in the ancient cities of coastal Turkey, such as Ephesus, part of Izmir province. Ephesus was settled by the Lydians and Carians, who worshipped the Anatolian goddess Cybele. By the tenth century B.C., the Greek Ionian colonists arrived at what was then a seaside settlement. They combined Cybele’s cult with their own veneration of

the goddess Artemis—their version was a mysterious fertility figure depicted in art with many breasts. Her cult was prevalent, and Ephesus was too until the Lydian king Croesus swept in and destroyed it in 550 BC, rebuilding the city near the temple of Artemis where it remained until 301 BC and the advent of Alexander the Great’s general Lysimachus— who saw that the port was silting up, so he moved the city yet again. By the time the Romans rolled in, Ephesus had well over 200,000 inhabitants, making it the east’s banking and trading

center and the biggest city in Anatolia by far. And in 614 AD, a big earthquake destroyed much of Ephesus. While still in its heyday, Ephesus was the scene of events that marked the sometimes haphazard transition from pagan worship to Christianity. Apostle John made many converts even before St. Paul came to town and made even more. Still, not everyone was thrilled: the local silversmiths who made a living selling figurine of Artemis felt their livelihoods were threatened by the new religion and literally shouted St. Paul out of town! Even

so, the site of Ephesus, which was inscribed in its entirety on the UNESCO World Heritage List in 2015, is particularly important for the faith traveler as it contains the stone House of the Virgin Mary. It is believed that the Virgin Mary was taken to this stone house by St John, where she lived until her death at the age of 101. And the Church of the Virgin Mary, close to the original harbour of Ephesus, was the Third Ecumenical Council setting in 431. In the sixth century, the harbor silted up anew, and the city was abandoned for a new site at modern Seljuk. While there are remnants from many periods of history at Ephesus today, the vast majority of the ruins you see today are Roman. Fortunately, they are also the most spectacular, and many are surprisingly intact. You could stroll for hours along the ancient streets and still not see everything, for as the famous author Mark Twain wrote of Ephesus, “Go where you will about these broad plains, and you find the most exquisitely sculptured marble fragments...and protruding from the ground, or lying prone upon it, are beautiful fluted columns of porphyry and all precious marbles; and at every step, you find elegantly carved capitals and massive bases, and polished tablets engraved with Greek inscriptions. It is

a world of precious relics.” The most famous ruin at Ephesus is that of the Library of Celsus, built-in 125 A.D. Its imposing marble façade, which was faithfully reconstructed, is decorated with botanical-themed carvings and portrait statuary, and the building faces east to maximize the morning light. Also iconic is the Temple of Hadrian, the regal monument with the signature semicircular tympanon with a carved female figure, possibly Medusa, on the south side of Curates Street that once connected the Library of Celsus with the Gate of Hercules. Your Ephesus list could also include the ancient open-air theater (it could seat 25,000 spectators), the Odeon theater, Gymnasium of Vedius and the Basilica of St. John. The ruins also include public toilets and bath complexes from the fourth century B.C., and even a brothel. On a more romantic note, Twain also wrote that Mark Antony was a judge here and once left his seat in the open court to run after Cleopatra, and from Ephesus, the couple sailed on pleasure excursions “in galleys with silver oars and perfumed sails.” For more information or to plan a visit, visit www.goturkey.com

party gains control of the White House and Congress or if Congress remains split, the Democrats are in charge of the House and Republicans on top in the Senate. Economists give different odds for each scenario: They give a 40% chance for a Biden win, with Senate and House party leadership unchanged. President Trump is given 35% odds for a victory and all else unchanged. The longterm economic impact of each presidential candidate’s policy proposals is based on what is currently known. Whoever wins, they are expected to implement policy changes soon after taking office while their overall policies continue through the remainder of the decade to the long-term time horizon. We can also assume that the Federal Reserve Board will remain unchanged and remain near-zero short-term rates until the economy reaches full employment. The inflation rate consistently tops the central bank’s 2% inflation target. This is the basis of the Fed’s plan for our monetary policy. Biden plans to add $7.3 trillion in government spending over the next decade on infrastructure, education, and the social safety net, including Social Security, housing, and healthcare. Biden would

finance more than half of the additional spending by raising taxes on corporations and wealthy individuals. Those economic costs would be more than offset by the more robust economic growth as labor and capital supply expand. According to Moody’s Analytics report, Biden would also reverse Trump’s policies on foreign trade and immigration, which could also boost growth. He could use executive orders to make those changes if Congress remains split. The primary beneficiaries of Biden’s economic plans: low and middle-income households. In contrast, Trump plans to cut spending by $700

billion over the coming decade and substantially cut taxes. Health care could bear the brunt of those spending cuts, including cuts in Medicaid and Medicare payment programs, supplemental food assistance, disability, and student loan programs. Trump is expected to make permanent the individual income tax cuts of the 2017 Tax Cuts and Jobs Act that are set to expire after 2025. The legislation’s corporate tax cuts are already permanent. Trump would continue the foreign trade and immigration policies he has pursued in his first term, including a renewed trade war with China. These plans will be stymied if Congress remains

split between the two parties. However, according to the latest report, there may be a deal on more infrastructure and social spending in exchange for some tax cuts targeted to middle-income households— the primary beneficiaries of Trump’s policies: families with higher incomes and net worth. HOA Elections - Related Inspection Firm, Candidacy Statement Limits, and Campaign Flyers

But our management found a loophole - a spouse of one of the owners of the management company opened business as an Inspector of Election. Now this is our Inspector. Also according to Civil Code, candidates and members are allowed to check the election records, including signed envelopes. But now the management does not want to allow it because of Covid 19. If a management company has a relationship with (or will receive any benefit from) a vendor submitting a bid to the association, it must disclose any such relationships pursuant to Civil Code Section 5375.5. An Inspector related to management might appear be the best choice due to qualifications or cost, but if it raises concerns, it might not ultimately be the best choice. Critics: N.C. Would Benefit from Fisheries Management Reform

By Desert Star Staff RALEIGH, N.C. - Southern flounder is critical to the fishing economy of eastern North Carolina. Still, its population has dwindled to dangerously low levels, despite years of efforts to reduce harvest and rebuild the fishery. Senior Marine Scientist at the North Carolina Wildlife Federation Louis Daniel said the state’s Marine Fisheries Commission has chosen its own commercial fishing targets and dismissed science. Daniel said North Carolina has seen little progress in creating sustainable fisheries since enacting its Fisheries Reform Act more than two decades ago. “We don’t have a recovered stock to show for after 20some years of managing under the Fisheries Reform Act,” said Daniel. “We should have been much further along - and yet we don’t have a

rebuilt stock in all that time.” Daniel said since that 1997 legislation, many of the fisheries’ coastal economies depend on have declined - in some cases, by 70% to 80%. The Marine Fisheries Commission said it’s working on a new amendment to address the problem. It’s expected to be up for public comment early next year. An assessment by the North Carolina Division of Marine Fisheries was found between 2013 and 2018. The southern flounder commercial harvest declined from 2.2 million pounds to only 900,000 pounds, and recreational harvest dropped by nearly half. Daniel said scientific models show a 72% reduction in harvest is needed to begin rebuilding the southern flounder population. But he said he thinks competing interests often mean the data is sidelined in favor of other factors. “We don’t make our

Paul Bettany Gives a Stirring Performance in Alan Ball’s “Uncle Frank” - on Amazon

Living with the harsh reality that the United States Supreme Court is the most conservative since the 1930s, we are faced with the possibility of reversal of protections – from healthcare to environmental. In that regard, Alan Ball’s compelling Uncle Frank couldn’t be timelier, as it’s a reminder of the harsh laws that governed alternative lifestyles and the consequences

Frank, beautifully characterized by Paul Bettany, is a highly respected professor of literature and has avoided family visits for decades. From his remarks, it is clear that her grandfather does not like his son. Beth doesn’t understand this as she finds her uncle to be the most exciting family member. He encourages her to reach her goals and, in an intimate conversation, promises that he will always be there for her. She is about to find out that her uncle is gay and created an acceptable heterosexual lifestyle for the family. At college, Betty becomes friends with Bruce, a duplicitous young man played by Colton Ryan who, although virgin Betty would like to have sex with him, he declines. She surprises Frank by showing up at his office with Bruce, who she introduces as her boyfriend. Frank is happy to see her but is swamped with work, so the visit is short. Beth finds out that her uncle is having a party and decides to show up with Bruce. Frank’s lover Wally (Walid), tenderly played by Peter Macdissi, opens the door and introduces himself as of getting caught. her uncle’s roommate. Despite telling Wally that he cannot attend the funeral, he follows them down, and they run into each other at a gas station. Frank is upset and asks him why he didn’t respect his wishes, to which he replies, “I brought you a razor and a tie.” Frank’s car breaks down along the way, so the three of them wind up in Wally’s convertible. They have to overnight in a motel, and Frank tells him they must have separate rooms. “We could go to prison if we’re caught.” That revelation gave me goosebumps and served as a reminder of the incredible danger gay men faced at that time. Although Ball’s script deals with a very serious subject, there are plenty of laughs. In one amusing scene, the desk clerk at the motel demands to know the relationship between them and after answering to her satisfaction, she insists the young girl must have her own

room, which leaves the two guys to share a room. But being a closeted gay isn’t the only challenge Frank faces, as it appears he is a recovering alcoholic. Four evenings of drivein style screenings staged at the Camelot Theatre parking lot in Palm Springs proved overwhelmingly successful.

By Desert Star Staff As schools nationwide decide how they’ll reopen for the fall semester, it’s important to schedule your child’s dental visit to ensure they’re in good oral health. “A back-to-school visit can help spot and take care of any issues so your child doesn’t have to miss class once school starts. It’s also a great time to get back on track if some of your child’s dental habits have slipped a bit from normal routines,” says Dr. Ruchi Sahota, American Dental Association (ADA) spokesperson. According to Dr. Sahota and the experts at the ADA, here are a few things parents should keep in mind: • Schedule early: Many dentists are seeing fewer patients daily than they did before dental practices were closed earlier this year for routine visits. This is to ensure all science-based guidance and safety protocols are followed. Factor this in, and call to schedule an appointment as early as possible. This will help ensure your child gets

While this is worrying, there are steps parents can take to help protect kids from the surge of online toxicity they may be encountering: • Pay attention: There are many common red flags that a child is either involved in cyberbullying or a victim of it. Those who are instigating or participating in cyberbullying may exhibit increased secrecy around their mobile device or laptop, display arrogance or have other behavioral problems. Signs your child is a target of cyberbullies include depression and anxiety, (particularly while or after using their device), problems with sleeping, changes in appetite, self-harm or suicidal thoughts. • Communicate: Open a line of dialogue with your child about what they are experiencing, but be patient. Your child may be reticent to share everything going on with you at first. It can be helpful to draw in the assistance of another adult role model or even a professional therapist. If

your child is the one doing the bullying, work on identifying their motivations, so you can better address the root of the issue, and of course, continue to serve as a positive role model when it comes to expressing empathy and kindness toward others. • Keep kids active: When remote class time is not in session, it’s important to place an emphasis on spending quality time offline. Encourage kids to be physically active outdoors in order to raise levels of mood-boosting hormones and promote better sleep at night (something that may be suffering more these days as a result of additional blue light from screens). If possible, arrange for socially distanced meet-ups with close friends, such as bike rides. Get kids involved in positive hobbies like reading, playing an instrument or art. • Manage screen time: As parents know, actually managing screen time can be tricky. Kids are not always upfront about what they are doing online and there are many hours a day where it’s simply impossible to monitor your child. However, new tools are proving essential in helping parents protect kids from the harmful effects of cyberbullying. Joy O’Keefe - Assistant Professor and Wildlife Extension Specialist at the University of Illinois at Urbana-Champaign said most bats eat insect pests, protecting crops and forests. But she explained that bats face a number of threats, and are slow to recover when their populations are disturbed. “Most of our species in Indiana are capable of living at least 10 years, and some have been documented at over 30 years,” said O’Keefe. “And they have low reproductive output and long lives, so they’re a lot more like us than they are like a rat or mouse.” Habitat loss and deadly White Nose Syndrome have long been the biggest threats to bat survival. O’Keefe said it’s recently come to light that wind turbines are causing bat fatalities, although researchers and energy companies are monitoring the problem and

examining ways to change that. Experts are still disputing the role of bats in the spread of COVID-19 in China. Some 13 bat species have been identified in Indiana, and the state has listed six as endangered. O’Keefe said one of the most common is the Big Brown Bat, which started living in buildings and houses after the deforestation of the early 1900s destroyed its habitat. “As a result, they often are seen as a nuisance,” said O’Keefe. “People get colonies of bats building up in their house and it can seem kind of scary. But really, what is happening is that those bats are kind of making the best of a bad situation that we created a long time ago.” She said if a single bat is discovered on a front porch, or tucked away somewhere else in a house, it will likely go away on its own. But if multiple bats have take up residence and don’t leave, she suggested reaching out to a state wildlife control operator.

edicare’s Open Enrollment gives people with Medicare the opportunity to sign up for health or prescription drug plans, or make changes to their existing health plans or prescription drug plans for coverage beginning Jan. 1, 2021. But don’t delay – Open Enrollment ends on Dec. 7. Why compare plans for next year? Just as your health care needs can change from year to year, so do Medicare plans. While Medicare plans generally cover all Part A and Part B benefits, not all plans offer the same cost sharing or additional benefits. You may be able to find new extra benefits, save money – or both.

What’s new this Open Enrollment?

Medicare plans in 2021 have historically low premiums – dropping an average of 34% over the last three years, and in some states dropping over 50%. There’s never been a better time to go to Medicare.gov and look at your options. If you’re among the 1 in 3 people with Medicare who has diabetes, here’s some more good news: hundreds of prescription drug plans will be participating in a new insulin savings initiative, through which they’ll offer a month’s supply of a range of insulins for a copayment of $35 or less in 2021. If you take insulin and enroll in one of these plans, you could save an average of $446 per year on your out-of-pocket costs for insulin next year. Here are some things to consider when shopping for Medicare plans: n

Check if your doctors are still in-network and your prescriptions are on the plan’s formulary.

The plan with the lowest monthly premium may not always be the best fit for your health needs.

Medicare Covers the Flu Shot This year, it’s more important than ever to get a flu shot, according to the Centers for Disease Control and Prevention. Many people with Medicare are at greater risk for serious complications from flu. A flu shot is your best protection from getting and spreading the flu, and Medicare covers it at no cost to you if you get it from an in-network provider. Protect yourself and others – visit your doctor, pharmacy or other local provider and get your flu shot today.

You can also find help in your community. Get personalized health insurance counseling at no cost to you from your State Health Insurance Assistance Program (SHIP). Visit shiptacenter.org, or call 1-800-MEDICARE for your SHIP’s phone number. Many SHIPs also have virtual counseling this year. Medicare Open Enrollment ends on Dec. 7. Now’s the time to act if you want to enroll in or make changes to your Medicare health or prescription drug plan for coverage beginning January 1, 2021. If your current coverage still meets your needs, then you don’t have to do anything. Remember, if you miss the Dec. 7 deadline, you’ll likely have to wait a full year before you are able to make changes to your Medicare coverage. Protect Your Medicare Card and Help Fight Fraud Don’t let your guard down. Here are a few important steps you can

take to protect your identity and help fight Medicare fraud.

Guard your Medicare card and Medicare Number – Treat these just like you would your Social Security card or a credit card. Remember, Medicare will never contact you for your Medicare Number or other personal information unless you’ve given them permission in advance.

n

Remember, nothing is ever “free” – As the saying goes, if it sounds too good to be true, it probably is. If someone calls to offer you a “free” service, equipment, or COVID-19 kits, just hang up.

n

Review your Medicare claims – When you get statements from Medicare, look them over to make sure they’re accurate. Look for any services billed to your Medicare Number that you don’t recognize. Ask questions about your statements if you see something you think is incorrect.

Get Help Paying for Prescriptions People with Medicare can get prescription drug coverage. Some people with limited

resources and income may also qualify for what’s called “Extra Help” to help pay for monthly premiums, annual deductibles and prescription co-payments related to a Medicare prescription drug plan. Medicare estimates that more than 2 million people with Medicare may be eligible for Extra Help but aren’t currently enrolled the program. To qualify for Extra Help in 2020, your annual income must be less than $19,140 a year ($25,860 for married couples). Even if your annual income is higher, you may still qualify. Also, your resources must also be limited to $14,610 ($29,160 for married couples). Resources include bank accounts, stocks and bonds, but not your house, car or life insurance policies. To see if you qualify for Extra Help, apply online at ssa.gov or call 1-800-772-1213.
