Mosquitoes Test Positive for West Nile Virus in Oasis This is the first sign of virus activity in Oasis - residents urged to take precautions

By Desert Star Staff INDIO, CA, The Coachella Valley Mosquito and Vector Control District detected West Nile virus (WNV) activity for the first time in Oasis this year. One mosquito sample collected from a District trap located near Buchanan Street and Avenue 80 tested positive for the virus. Mosquitoes collected from traps in Mecca continue to test positive for WNV and St. Louis encephalitis virus (SLEV). In Mecca, four additional mosquito samples tested positive for SLEV and one mosquito sample tested positive for both WNV and SLEV. The mosquitoes were collected from traps near

Lincoln Street and Avenue 70, Pierce Street and Avenue 70, Buchanan Street and Avenue 72, and Colfax Street and Avenue 71. This brings the total number of WNV-positive mosquito samples to 20 and the number of SLEV-positive mosquito samples to 31 this year. Last year, the District had detected 103 WNV-positive mosquito samples and one SLEV-positive mosquito sample. All mosquito samples were tested at the Coachella Valley Mosquito and Vector Control District laboratory. District staff will post disease notification signs in communities where virus activity was detected

and will intensify mosquito surveillance and control measures as necessary in the surrounding area. This is part of a continued effort to reduce the number of mosquitoes and interrupt further transmission of these viruses in the Coachella Valley. Public outreach staff will be distributing protection and prevention educational materials and mosquito repellent to local community centers, businesses and residents. “One bite from one infected mosquito can make a person sick,” said Jeremy Wittie, General Manager at Continues on Page 3

You Just Won the Lottery, what do you do Next? By Janice Gough Purchasing a lottery ticket can conjure up dreams about how our lives would change, but what should we do if we won. What to do, if you hit the jackpot is the subject of this week’s article, which will offer primary points to establish a strategic plan. In next week’s column, I will address effective ways to live out your dream successfully. This is one of the most important decisions of your life. From that moment forward, your life will never be the same. What do you do? Most winners have never had a lot of money to manage and do not possess the knowledge to make the best decisions when it comes to money. We all tend to fall back into bad decision making and the ways we have managed things from the past. Many lottery winners are likely to end up broke and unhappy if they don’t play their cards right. To avoid becoming a rags-to-richesto-rags-against statistics, consider these tips on how to make the most of your winnings without squandering them along the way. Ditch the hangers-on looking for handouts Move to a new neighborhood, change and make phone numbers private, and bump up the security on social media accounts and at your residence. Cut out all those toxic people who were never around much but suddenly show their faces when You are rolling in dough. Surround yourself with people that have your best interests in mind. With an increased net worth, all types of people can come out of the woodwork to ‘support’ you; however not everyone will, and some people may even want to take advantage of you. Being savvy about others’ ulterior motives is a complicated reality to face when you have a high net worth, but necessary!

1. Build a Team: More often than not, lottery winners have no experience handling this kind of money, so it’s crucial to seek out financial planning assistance from trained professionals, and you will want a few strategic players on your team. The best thing that someone can do is to first identify an attorney, an accountant, and a reputable financial adviser. You want to build a team who will collaborate and agree on solutions. Just as one would pick a C.E.O. of their massive business, you want to know that decisions made are toward your Best Interests, not theirs; thus it is essential before hiring anyone, to do background checks on your team to

They may have to pay Estate Taxes on the entire future value of the remaining payments. Take it all at once, even though you’ll receive less money than if you dragged it out, you could distribute it through your life, as you see fit. Consider, also, that your advisors can create more wealth and strategies to benefit your heirs and beneficiaries in lifetimes to come, by using techniques like 2. Hang onto your job, for now: Many of us dream of winning the lottery if only so we can have our Johnny Paycheck moment and tell our bosses to take this job and shove it, until the check clears, stay employed. Being too hasty can come back to bite you, especially if you’re not yet officially declared the winner. Crow doesn’t taste as good as an adequately timed farewell cake.g 4. Take the lump sum: Personally, I am an advocate of taking the lump sum payout, for the sole reason that I would want the control over my money and investments. There are better money managers than the Government or a Lottery who

6. Pay off all your debts and other smart money moves: Before you go on that lottery-winning shopping spree, practice smart personal finance and pay off all your debts. Credit cards, vehicles, school loans, and mortgages should all have a zero balance if you can afford it. You’ve won the opportunity to start over, and you can only do that once you clear the current slate of what you already owe. If you are already debtfree, you can make the smart money moves you’ve always wished you could, like buying an investment property in a developing area, going back to school, setting up a 529 education savings plan for your kids’ college ambitions, or establishing a grant August 24, 2018

program to build your legacy. You are already the financial envy of all your friends; now be the envy of yourself! 7. Stash enough cash to ride out the future: Set up an additional, retirementfocused investment account with at least a $1 million, if your winnings allow it. If your jackpot wasn’t in the millions, I recommend stashing away 50 percent of whatever’s left over after zeroing out your balances. At least this way you’ll have a safety net if things don’t go according to your plan. Add up your necessary expenses and create a ‘personal pension’ to at least meet those expenses. Imagine when you retire and know that, no matter how long you live, your basic needs are always covered. After your existing debts are satisfied, turn your attention to planning for the future. Max out your 401(k) or other accounts that allow deductions from your ordinary income. Also, consider donations to your favorite charities. Your maximum deduction to charities is based on your income; At a minimum, you will be able to deduct 20% of your adjusted gross income (AGI). At a maximum, you will be able to deduct 50%, and a sizeable one-year deduction can be divided and subtracted over five years not

to exceed the maximum. 8. Create a budget to manage the money: The secret to staying rich, as plenty of wealthy people will tell you is watching what you spend while minding your budget. You may think you have more money than you could ever blow through, but lottery winners end up bankrupt regularly because they had no structure when the dollar signs filled their eyes. Determine how much can be spent on monthly expenses, how much to save, and how much can be allocated to discretionary funds. Creating and maintaining a budget is one way to have success and ensure that the money lasts longer than the excitement of when it came into your life. My next week’s advice to winners of a large sum of money will offer more safety tips and ideas for you to dream Big and live Big. Internet fawns over ‘blue dress hero’ who sprinted out of courthouse By Desert Star Staff An unlikely hero has emerged in the wake of Paul Manafort’s trial, with the internet fawning over an NBC intern in a blue dress who was filmed sprinting out of the courtroom to report the breaking news. Phones were not permitted in the courtroom, so when Donald Trump’s former campaign manager, Paul Manafort, was convicted on eight counts of tax and bank fraud, it was up to nimble interns and ablebodied journalists to relay the verdict on foot. Enter Cassandra Semyon, an intern for NBC News who was caught on camera zooming out of the courthouse in Alexandria, Virginia in a blue

dress and sandals. Videos and even photographs that were later featured on the front page of several newspapers documented Semyon’s mad dash, making her an overnight sensation and prompting the question, “Who is the woman in the blue dress?” The mystery didn’t last long, however – she quickly identified herself on Twitter. Semyon quickly found herself lavished with praise on Twitter: “I’m going as ‘journalist in blue dress after Manafort trial’ for Halloween. And no, it isn’t just so I don’t have to wear heels,” one fan wrote. “BLUE DRESS IS MY NEW SUPERHERO,” declared another. Her energetic sprint also sparked interest from employers, and even led to calls for a sportswear sponsorship. “Who does that woman work for? I want to hire her,” one Twitter user inquired.

“Excellent form! You should get a Nike deal,” another comment beamed. “Get that woman in the blue dress a promotion!” demanded another. The intern – who said her impressive sprint was the result of her high school cross-country

running years – even received an on-air shout-out from her boss, NBC’s Andrea Mitchell. Actually, there wasn’t anything particularly noteworthy about Semyon’s sprint. In the same video feed, more than a dozen people are seen running

in and out of the courthouse before Semyon flies by the camera. It was likely the intern’s impressive hustle – coupled with her eye-catching blue dress – which sealed her fate as a viral sensation.

KMIR News Staff A brush fire that broke out Wednesday alongside the Moreno Valley (60) Freeway just west of Beaumont scorched 23 acres and prompted the partial closure of the freeway before being fully contained about three hours after it began. The non-injury fire was reported about 1:40 p.m. on the eastbound side of the freeway, near Jack

Rabbit Trail, in a sparsely populated area known as the Badlands, according to the California Highway Patrol. Riverside County Fire Department crews arrived within minutes and encountered flames on both sides of the freeway. A fire department spokeswoman said two air tankers and a waterdropping helicopter were called in to make runs on the fire.

The fire was 100 percent contained by 4:40 p.m. with 23 acres burned, the Riverside County Fire Department reported. The CHP temporarily closed both sides of the freeway, beginning at Gilman Springs Road in Moreno Valley to the west and Jack Rabbit Trail to the east. However, the agency opened the No. 1 lane on the westbound side of the

freeway at 2:15 p.m., allowing traffic to crawl through. The eastbound side was shut down at Gilman Springs Road, and all eastbound traffic was diverted onto that northsouth corridor. All eastbound lanes but one were reopened by 7 p.m., Caltrans reported. There was no word on what triggered the blaze. Source: KMIR

the Coachella Valley Mosquito and Vector Control District. “This is exactly why we are urging residents to avoid mosquito bites to reduce the risk of getting sick. We urge everyone to cover up and use repellent at dawn and dusk when virus-carrying mosquitoes are the most active.” WNV and SLEV are transmitted to people via the bite of an infected mosquito. Mosquitoes are infected when they bite birds with the virus. Most infected people will have no symptoms; others develop fever, headaches, and body aches; hospitalization is required in some cases, and in rare cases the disease is fatal. Young children, the elderly, or individuals with lowered immune systems are at greater risk of experiencing severe symptoms when infected. Anyone with symptoms should contact their health

care provider. The best way to prevent getting infected is to prevent mosquito bites. Prevent mosquito bites: Avoid going outside in the hours around dawn and dusk when mosquitoes that can transmit West Nile and St. Louis encephalitis viruses are most active. Wear EPA registered ingredients such as DEET, picaridin, oil of lemon eucalyptus, or IR3535 to exposed skin and/ or clothing (as directed on the product label). Wear long sleeve shirts, long pants, socks, and shoes when mosquitoes are active. Maintain window and door screens to prevent mosquitoes from entering your home. Prevent mosquitoes around your home: Inspect yards for standing water sources and drain water that may have collected under potted plants, in bird baths, discarded tires, and any other items that could collect water. August 24, 2018

Check your rain gutters and lawn drains to make sure they aren’t holding water and debris. Please contact the District at (760) 342-8287 to report mosquito problems, request mosquitofish, and report neglected pools or standing water where mosquitoes breed. Report dead birds to the California

Department of Public Health at (877) 968-2473, or submit a report online at http:// westnile.ca.gov. Visit us online at www.cvmvcd.org to obtain more information.

who once played with Winnie the Pooh and all their friends in the Hundred Acre Wood. In the entirely fictional, but charming Disney film “Christopher Robin,” we meet the adult Christopher Robin, played by Ewan McGregor. He is now a husband with a 12-year-old daughter, Madeline (Bronte Carmichael). Sadly his job at a London luggage firm comes with a lot of ‘baggage.’ He is overworked, overwhelmed and stressed-out, with little time to enjoy his family. He has planned a weekend away at their family cottage but at the last minute his boss tells him he must create a cost-cutting plan for the firm by Monday or many employees will be fired. As a result, his wife and daughter go without him, and he is left on his own with a briefcase filled with papers and notes. At the same time, Pooh (voiced by Jim Cummings) cannot locate any of his friends from Tigger and Piglet to Eeyore (Brad Garrett). So Pooh

sets off to find Christopher Robin for help. But in the end, it’s lovable, honey eating little bear who rescues Robin, showing him the value of family as well as old childhood friends from the Hundred Acre Wood. Christopher Robin is stunned to find Pooh at his front door. He tells Pooh he is too busy to help him now, but eventually, he picks up the bear and takes him to the train station with him. Before he returns to work, he will go to the Hundred Acre Woods and find the old gang from his childhood days. Directed by Marc Forster, with a script by Oscar-winner Tom McCarthy (“Spotlight”), “Christopher Robin” is well worth seeing-- no matter how old or young you are... Rated PG for some action with a running time of 2 hours. After you and your children see “Christopher Robin” you might want to read “The House at Pooh Corner” and other Pooh stories at bedtime. It’s a lovely way to end their day. If you see “Christopher

Robin” at the El Capitan in Hollywood, you will be able to take a photograph with Pooh and also enjoy an exhibit of the smart little-stuffed figures of Pooh and friends used in the film. For tickets go to www.elcapitantickets.com or call 1-800-DISNEY6.

Are Banks Able To Ask About Your Citizenship?

KIMR - Max Rodriguez A non-profit immigrant rights organization informs the community about the proper documentation needed to open or maintain a bank account after the organization claims financial institutions are asking for more than is legally required. Maria Quezada is a legal representative at TODEC Legal Center, she said members of the community have raised concerns over banks asking its customers about their

country of citizenship. She said in times of uncertainty for immigrants, being questioned about their citizenship can be fearful especially if it is from a financial institution that oversees their income. Quezada said, “A couple came about a few weeks ago and they had gotten a letter from their bank asking for proof of legal status, unfortunately they didn’t have any.” She said it is not typical for a bank to ask for a person’s

citizenship information to open an account. “You weren’t asked for that, I wasn’t asked for that and all I needed was an I.D. which I had and just proof of my address and that was it,” Quezada said. “You have to be informed on what banks can and cannot do.” Foreign nationals from Mexico can also use their “Matricula Consular” an identification issued by the Mexican Consulate. A Bank of America Spokesperson, Carla Molina,

said banks are required to maintain accurate records of its clients and says this type of outreach is nothing new. Molina said the reason the bank asks about a person’s citizenship, “To ensure adherence to economic sanctions”. Meaning the bank asks the citizenship question to prevent the transferring of money to a country with economic sanctions in place by the United States. Still, a question about citizenship can be unnerving

for a community that feels safer hidden in the shadows. Quezada said, “Always go to banks where people have gone who are in your similar situation and that can be trusted.” Molina said Bank of America does not consider citizenship status when establishing bank accounts and information about a person’s citizenship is not shared with any other party. CA Net Neutrality Bill Passes Key Committee, Heads to Full Assembly

By Desert Star Staff The vote comes a day SACRAMENTO, Calif. – A after news broke that Verizon bill to restore net neutrality recently slowed down Internet in California now goes to the full State Assembly after it passed a key committee on Wednesday unscathed. In June, the Communications and Conveyance Committee sparked an uproar when it eliminated some key protections, forcing lawmakers to restore them. Evan Greer, deputy director of the nonprofit advocacy group Fight for the Future, says he supports SB 822 because it prevents Internet service providers from taking action to favoring some websites or working against others. “So that’s protections against blocking or censoring websites, throttling or degrading content, and cutting paid prioritization deals, which are scams where your internet provider gets paid by a company to deliver their content to you faster than someone else’s,” he states. SB 822 also would ban discriminatory zero-rating schemes where the Internet service provider controls what you see by offering free access to content it’s being paid to show you, but creating a higher paid tier for access to an uncurated open Internet. If the bill becomes state law, the federal government could sue to overturn it. Federal Communications Commission Chairman Agit Pai argues the rules are unnecessary and stifles innovation. Greer notes that SB 822 also would restore the complaint process, which was lost when the FCC repealed the Obamaera net neutrality rules. “Now that we have a chairman at the FCC who is a former Verizon lawyer, who has basically made it clear that he is OK with the ISPs doing whatever they want, they’re clearly emboldened to abuse their power even further,” Greer states.
