Joshua Z. Weinstein Lifts the Veil on the Hasidic Community in “Menashe” By Beverly Cohn Joshua Z. Weinstein is a documentary filmmaker and cinematographer for over a decade with 20 shorts and features under his belt including, “Elaine Stritch: Shoot One Engine.” “Menashe” is his first narrative fiction feature and is loosely based on the real life

experience of Menashe Lustig, a devout member of the Hasidic community, and the lead character in this poignant film. The story begins with the death of his wife Lea and his valiant struggle to maintain custody of his son Rieven. Under the community’s strict laws, a child must be

raised by both parents, so the elders have ruled that his son must be turned over to Menashe’s married brotherin-law. Menashe’s Rabbi decides to grant him one week to spend with Rieven prior to Lea’s memorial. Their time together creates sweet moments of father-son

bonding as well as giving him a final chance to prove to his skeptical community that he can be a capable parent. What makes this film particularly compelling is not only the fascinating story line, but the fact that, lifting the veil of secrecy, it was shot in the non-secular

community in Brooklyn’s Borough Park, so that we get a peek into this private Orthodox world. Weinstein’s gift as both a director and a cinematographer accounts for the stunning performances from his cast of non-actors,

KMIR News Staff Palm Springs, CA Barbara Sinatra, a longtime Coachella Valley resident, philanthropist, and the widow of Frank Sinatra, has died at the age of 90. Barbara Marx Sinatra was born Barbara Blakeley in 1927. Mrs. Sinatra was a model and showgirl and came to the Desert with her husband at the time, Zeppo Marx of the Marx brothers. In 1973, she was living at Tamarisk Country Club with Zeppo, but the Marx’s had a neighbor who had taken a liking to Barbara, that man was Frank Sinatra. Barbara was the fourth

and final wife of old blue eyes. They were married in July 1976 at the estate of Walter and Leonore Annenberg and remained married until his death in 1998. But, her and Frank’s biggest impact on the valley may well be the Barbara Sinatra Children’s Center in Rancho Mirage, which they opened in 1986. The center is on the campus of the Eisenhower Medical Center. The non-profit facility provides individual and group therapy for young victims of physical, sexual, and emotional abuse, and no child has ever been turned away by the center. She was a vocal supporter

of several valley charities and was the host of the Sinatra Celebrity Golf Tournament for

Recently our HOA called a meeting to let us know they want to change our CC&R’s specifically to have homeowners be responsible for the pipes inside our walls. They claim they are having problems with pipes breaking and leaks, and it is draining HOA funds. They also said that having homeowners responsible for their own pipes is a “trend” in HOAs and suggested we could go through our insurance company if we

The second consideration is the role of insurance coverage. In the event of water damage, not only from plumbing, but from roofs, windows, or otherwise, a “bare walls” approach means the HOA will only restore the unit framing and drywall. In a bare walls approach, the association would not repair or replace cabinets or floor or wall coverings – the unit is restored to a shell condition, ready for finishes and fixtures. To accomplish a transition to “bare walls” repairs, an association should check with its legal counsel and its insurance broker. Since insurance cost is one of the reasons associations switch to “bare walls,” checking with the association’s insurance broker is essential. Association members in “bare walls” associations should make sure they have individual insurance covering what the association does not cover. The policies are normally not expensive, and are known generically as “HO6” policies.

Some associations switch to a “bare walls” plan without checking first to confirm their governing documents permit such an approach. Other associations switch to bare walls system but neglect to modify the HOA’s insurance to match that more limited liability. Before making such a major change, careful associations should consult with the members, association legal counsel, and its insurance broker. Thanks for your question, Kelly

Insurance Sector for Investing has Huge Growth Potential

By Janice Gough Considering the diversity of insurance and venture capital business, one would feel like these two industries make an odd couple. Venture capital is all about taking big risks for the potential of even bigger payouts down the road, while insurance is all about quantifying and mitigating risk. In small allocations, however, venture capital can actually be a strategy for reducing risk, as it allows large players to track and take stakes in the upstart ventures that could reshape their industries. Considering that the largest insurance companies have histories that date back a couple of centuries and would not have lasted this long without some ability to adapt to changing times. In the next few years, we will see a transformation of the type of plans offered and the delivery systems used. There are vast sums of venture dollars going into insurance deals. Investment has risen dramatically, with VCs betting that, in the coming years, we’ll see major shifts in both how we buy insurance and what types of items we insure with it. The worldwide market, excluding Asia, have raised more than $700 million this year. Since 2014, VC funding has more than doubled. Asia sees fewer deals but some large ones. The biggest to date is Zhong An, a China-based online insurance company that raised more than $900 million two years ago. Much of the funding boom comes from big insurers themselves, who are backing and leading more rounds for insurance startups, as well as companies in related areas like,

financial services. A sizeable chunk of the financing comes from insurance companies whom have dedicated venture arms. The most active by round count looks to be AXA Strategic Ventures, the VC arm of French multinational insurer AXA. The two-year-old fund has invested in over twenty- four companies in the past two years, including a $6.5 million round it led this month for QLoo, which maps cultural tastes. MassMutual Venture, the VC arm of insurance giant MassMutual, has also backed 19 companies in the past three years. Other large carriers with VC Arms are American Family, Transamerica, XL Catlin, and Munich Re. There are plenty of smaller and mid-sized rounds getting done, also. Over the past year, at least 75 companies in the insurance field have raised rounds of $1 million or more, and about a quarter of those were for $20 million or more. They cover a wide range of business models, including new insurance categories, online platforms for comparing and purchasing coverage and tools for providers to better assess risk. Insurance investment totals are heavily driven by a few large rounds. Over the past year, the two biggest funding recipients are tech-enabled health insurer, Bright Health, and pay-by-themile auto insurer Metromile, which raised $160 million & $153 million, respectively. In 2016, Oscar Health took in $400 million for growth funding, more than 40 percent of all insurance startup investment. Their biggest supporters seem to be long-established players. Families Celebrate Anniversary of Medicaid By Desert Star Staff BISMARCK, N.D. – This weekend marks the 52nd anniversary of the Medicaid program, signed into law by President Lyndon Johnson on July 30, 1965. Medicaid provides insurance for children, pregnant women, people with disabilities, seniors and lowincome adults, and 114,000 North Dakotans currently are enrolled in the program. Amy Thom is a social worker whose daughter Emory suffers from epilepsy due to a rare disorder called SturgeWeber Syndrome. Emory has undergone numerous therapies and receives therapy in school thanks to Medicaid. Thom says she and her husband also get in-home services for her daughter. “We aren’t able to just leave her with a typical babysitter and

maybe go out to supper one night, or even to just run out and do a couple errands,” she points out. “And so, Medicaid has helped that piece. We have the in-home supports that we can hire respite to come in an hour or two here or there.” Thom notes that both she and her husband are insured and use Medicaid as supplemental coverage for Emory. She says her family would pay about $11,000 outof-pocket each year without it. Friday at noon, speakers will be on the Burleigh County Courthouse lawn in Bismarck, celebrating the anniversary of Medicaid’s signing. The Trump administration and the U.S. House have proposed massive cuts to the program to bring down the federal deficit. Along with changes to the Affordable Care Act in the American Health

Care Act, the House budget would slash $1.5 trillion from Medicaid over the next decade. Mike Chaussee, associate state director for advocacy at AARP North Dakota, says an unlikely alliance has formed to oppose cuts. “It’s not always that the health care industry and the consumer advocates are fighting for something together,” he states. “And in this fight, we all agree on how important it is to save Medicaid.” Chaussee says the program has been especially helpful for seniors who aren’t able to fully cover nursing or in-home costs through Medicare. ADA Anniversary: Law “Desegregated” U.S. for People with Disabilities

By Desert Star Staff SEATTLE - The Americans with Disabilities Act turns 27 today, and its advocates are celebrating the legislation and also looking at the future of their movement for equality. The ADA changed the landscape of the country and made it easier for people with disabilities to seek accommodations, although the struggle to improve accessibility in many cities rages on. But Tina Pinedo, director of communications for Disability Rights Washington, credited the ADA for “desegregating” the country between people with and without disabilities. “The ADA really was something that we could all get behind, right? We just want

equal rights,” Pinedo said, “and I think it’s an important reminder, especially during the anniversary, to think about it as a civil-rights movement. It’s just a group of people that want equal access.” Pinedo said a very human moment finally pushed Congress to pass the bill. About 100 activists with physical disabilities shed their chairs, crutches and other assistive devices and climbed the steps of the Capitol building, urging senators to act on the legislation. Their action became known as the “Capitol Crawl.” The work of Disability Rights Washington also includes advocating for people with mental-health issues. Pinedo said the largest

disparities in accessibility and services exist in prisons and jails, and pointed out that the ADA also applies to people who are incarcerated. “We’re focusing a lot on implementation of those rights that people have,” Pinedo said, “and working with policy within jails and prisons to make it easier for everyone, including the staff, to accommodate someone with a disability.” Pinedo said her organization’s Avid Prison and Avid Jail projects focus on accessibility issues in Washington state. The group also is part of the Protection Advocacy Network, a federally funded program that investigates abuse and neglect in prisons and jails.

Another report from 2009 said that Makayla Bell, one of the children adopted by the Bells who was permanently removed from the home when she was 17, told police that she was “being abused by her parents and she will not go back home.” After her adoptive parents were arrested, Makayla told KCCI that she lived in constant fear of being abused when she was living in the Bell house. “Joyce had kicked me in the face several times, and I

didn’t even realize how bad it was until about three or four days after when I looked in the mirror and couldn’t recognize myself,” Makayla said. “It was bad enough to the point where I didn’t want to live anymore.” Makayla was placed in a shelter after photos were taken of her injuries. Joyce was not charged in that incident. Makayla told the Register that her adoptive parents started physically abusing her about a year after she was adopted. She reported the abuse but said that her adoptive parents acted friendly and downplayed situations when police and social workers came to the house, and they did not investigate the claims further. She added that all of the children had mental and physical disabilities ranging from bipolar disorder to mental retardation to cerebral palsy.

Krystal said that, at one point, all nine adopted children and one biological child were living in the three-bedroom house at the same time. “The other two bedrooms were where all the kids slept, or in the living room on the floor, or in the back room on the floor. Sometimes we slept down in the basement,” Krystal told WHO. The Register reported that Iowa puts no limits on the number of children that foster parents are legally allowed to adopt, and pays foster parents up to $12,333 a year per child. With the Bell family adopting nine special needs children, they could make as much as $110,000 a year. One of the Bell children, who has a mental illness, said that after being removed from the house, John kept the money she received from her Social Security disability checks.

The state Department of Human Services reportedly removed the two remaining children from the home earlier this month after receiving a call about child abuse. They have been placed in a shelter, reported the Register. The police became aware of the videos in March 2016, the Register reported, and the police were called to the house 68 times since 2007. According to the Register, the police were called multiple times a year for reports of fighting, assault, sexual abuse, attempted suicide, and others

Four CA Marine Sanctuaries Under Review, Could Be Downsized

By Desert Star Staff MONTEREY, Calif. - Four marine sanctuaries off the California coast are at risk of being downsized, possibly to make way for oil-drilling operations - and people only have until tomorrow to put in their two cents. The public comment period is coming to a close on a review ordered by President Trump of all national marine sanctuaries and marine monuments designated over the past ten years. Geoff Shester, California campaign director and chief scientist at the nonprofit Oceana, says he believes this is the beginning of an effort to restart drilling off the California coast, which has been frozen for decades. “This is really an attack on everything that Californians hold dear,” he says. “This is about our coast. They call these sanctuaries the ‘Serengetis

of the Sea’ because highly migratory animals are coming from all over the world. And these are just extremely valuable in so many ways.” The targets of the review include boundary expansion areas comprising about 3,500 square miles at four sanctuaries off the California coast, including waters at the Channel Islands, Cordell Bank, Greater Farallones and Monterey Bay. Jane Davenport, senior staff attorney for the group, Defenders of Wildlife, says any potential profits for the oil companies are far outweighed by the risk of a catastrophic oil spill like the BP disaster or the Exxon Valdez - especially now that oil prices are so low. “Why would we even consider risking that marine wildlife and all the benefits to the people of California and the rest of the United States for oil that we don’t even need?” she asks. “It just

Veterans’ access to medical marijuana blocked by Republicans

By Desert Star Staff Veterans hoping to use medical marijuana to treat post-traumatic stress disorder have had their hopes extinguished after Republicans shot down the Veterans Equal Access amendment to allow doctors to discuss medicinal cannabis with patients. Republicans on the House Rules Committee rejected the ‘Veterans Equal Access’ amendment this week that would allow Veterans Affairs (VA) doctors to discuss medical marijuana treatment with veterans in states where it is legal. Rep. Earl Blumenauer (D-OR), who sponsored the amendment said he was “bitterly disappointed” veterans had been failed, despite the amendment receiving bipartisan support from 9 Democrat and 9 Republican co-sponsors. The lawmakers wouldn’t let the amendment be included in the House’s proposed VA funding bill for next year, meaning it won’t even be up for debate on the House floor. www.desertstarweekly.com

Justice Department Says Gay Workers Not Protected By Desert Star Staff NEW YORK – The U.S. Justice Department says federal civil rights law doesn’t protect lesbians and gay men from workplace discrimination. In 2010, Donald Zarda, a skydiving instructor working on Long Island, was fired after revealing he was gay. He sued, charging a violation of Title VII of the Civil Rights Act. Now, the Justice Department argues that Congress has not extended Title VII to include sexual orientation. The brief was circulated Wednesday, a day that Greg Nevins, director of the Employment Fairness Project at Lambda Legal, says felt like a double-barreled assault on LGBT rights by the Trump administration. “In the morning, the hideous attack on transgender

service members who are living and dying for our country,” Nevins states. “And then in the evening, the attorney general’s office came at us with the other barrel.” The federal Equal Employment Opportunity Commission has filed a brief supporting Zarda’s claim, but the Justice Department says the EEOC was “not speaking for the United States.” According to Nevins, other courts have long held that the law’s protections are not confined to narrow definitions of race, color, religion, sex and national origin. “These things often have very different roots, very different social histories, but they’re all prohibited to the same extent,” he stresses. “So, the fact that discrimination against one group is not rooted in believing them to

be inferior doesn’t mean it’s not prohibited by Title VII.” Lambda Legal has successfully argued similar cases in Seattle, Chicago and Washington. In April, a three-judge panel of the Second Circuit Court of Appeals denied Zarda’s claim, but said he could have a new trial if the full Appeals Court agreed. Nevins notes that the three judges were bound by precedent, but the full court is not. “The mere fact that the court is willing to all get together to hear this shows that they are very, very interested in the argument that their prior precedent should be overruled,” he points out. Arguments in the case are scheduled for Sept. 26.

Aiden graduated from Yucca High in 2015, and said his life opened up when he transitioned. “The whole support system that I had from everyone in high school, I got to live the experience of being on homecoming court and things like that.” Aiden felt included, but this recent announcement he says sends the opposite message. “Like why would you take that away, when you see the world is changing, schools are changing.” Aiden is part of the Transgender Community Coalition, an organization in the valley that helps the local community. Immigrants’ Supporters Reject Trump Visit

President Donald Trump has used MS-13 gang violence to justify harsh immigration enforcement, immigrant advocates say. (DHS) By Desert Star Staff BRENTWOOD, N.Y. – Community leaders gathered on Long Island on Thursday to issue a unity statement in

opposition to what they call President Donald Trump’s “criminalizing” immigrants. The president is visiting Long Island Friday to discuss

measures to eliminate MS13, a violent gang based in Los Angeles and El Salvador, linked to several murders in the area. The victims were all young Latinos and Latinas. But Maryann Slutsky, executive director of the immigrant advocacy group Long Island Wins, says in the name of fighting gang violence, Trump is enforcing policies that target all immigrants. “We won’t let him use the tragedies of our community that have suffered at the hands of gang violence to be the face of immigrants,” she states. The president’s visit is in response to last week’s announcement that 15 members of MS-13 had been arrested in connection to five murders on Long Island. But Slutsky maintains Trump is exploiting gang violence for political gain. She says his emphasis on law enforcement and deportations has paralyzed

the entire community. “They’ve instilled so much fear in the community,” she stresses. “And not just the immigrants. Children are terrified. They’re terrified of the gangs, they’re terrified of the police, they’re terrified of ICE.” Slutsky adds that communities such as Brentwood and Central Islip, home to many immigrant families, have suffered from years of neglect by government at all levels, and says what they really need are more resources, beginning with the schools. “That is really where repairing the community has to start, and preventing the youth in the community from falling prey to gang violence,” she states. Slutsky says where police have failed, education, job training and opportunity can succeed in helping communities become safe and secure for everyone.

‘Incredible shrinking airline seat’ : Court orders FAA review of seats on US flights

By Desert Star Staff A US court has ordered the Federal Aviation Authority to review seat sizes after an advocacy group alleged that passengers’ lives were at risk due to cost and spacesaving initiatives on board commercial flights.“This is the case of the incredible shrinking airline seat,” Judge Patricia Millett wrote in her ruling. “As many have no doubt noticed, aircraft seats and the spacing between them have been getting smaller and smaller, while American passengers have been growing in size.” The seat pitch, or the distance between the back of a seat and the back of the seat in front of an average airline seat in economy class in the US has decreased from 89 cm (35 inches) in the ‘70s to 79cm (31 inches). Meanwhile, the average width of an airline seat has narrowed from 46cm (18 inches) to 42 cm (16.5 inches) over the last decade.The

FAA had argued that it was a non-issue as seat sizes did not impact evacuation procedures on board aircraft in emergency situations. “That makes no sense,” Judge Millett wrote, drawing the analogy of conducting “a study on tooth decay that only recorded participants’ sugar consumption” but did not look at brushing and flossing.“We applaud the court’s decision, and the path to larger seats has suddenly become a bit wider,” said Kendall Creighton, a spokeswoman for Flyers Rights, as cited by the Guardian.All three sitting judges on the US Court of Appeals for the District of Columbia voted in favor of the proposed review which would oblige the FAA setting a minimum airline seat size. A study conducted in 2014 found that, between 1999 and 2012, the average American male’s waist grew from 38.9 inches to 39.7 inches with women showing

‘Grantchester’ The Complete 3rd Season Now on DVD

Many things in life can be addictive. For me it’s the PBS Masterpiece Mystery series “Grantchester” starring James Norton as the young vicar Sidney Chambers and Robson Green as his best friend, Detective Inspector Geordie Keating. The third season ended this past Sunday on PBS and is now available on DVD. (For more information visit PBS.org.) “Grantchester” is based on a series of six books written by James Runcie whose father Robert was Archbishop of Canterbury. Runcie, a prolific writer, published the first novel in the Sidney Chambers series in 2012 entitled “Sidney Chambers and the Shadow of Death.” Five other novels, with six mysteries in each, followed and he is now working on a prequel which involves Chamber’s WWII service in the Scots Guards prior to his decision to become a vicar. Hopefully this too will be a part of the Masterpiece Mystery series. If you have never watched “Grantchester,” Sidney Chambers is the vicar in the small Cambridgeshire village of Grantchester. Besides his church duties he also works on cases with his friend Geordie.They make a great team, and if Sidney had not become a vicar he would have been a fine detective. Their relationship is integral to the

story. While Sidney is spiritual, Geordie is an atheist or at least an agnostic. But this doesn’t hinder the wonderful friendship and chemistry they share. Other characters in the series include Sidney’s feisty housekeeper Mrs. Maguire who loves him as if he were her own son, Leonard, the young clergyman who works with Sidney, and Amanda, the love of Sidney’s life. In the third season Sidney and Geordie are still solving crimes of passion, murderous plots and unexpected tragedies, but both Sidney and Geordie have personal problems of their own to cope with as well. Chambers is conflicted when he is forced to choose between the woman he loves, Amanda, and his life in the Church. Special features include “The Making of Grantchester 3,” “Behind the Scenes” and “Inside the Christmas Special.” Season 3 is approximately 380 minutes long on 3 discs. By Desert Star Staff SEATTLE – Washingtonians finally looking to catch some rays need to be careful to avoid damage to their skin. Dr. Katie Osley, a dermatologist at Kaiser Permanente, says avoiding overexposure from the sun can mean wearing a layer of clothes – she advises something lightweight and cotton – staying in the shade or making sure sunscreen is close at hand. Osley usually suggests rash guards for children because less of their skin is exposed and they can go in and out of the water. When it comes to sunscreen, she says not to worry about the brand. “People shouldn’t really get caught up in that so much,” she advises. “I think that the most important thing is that you have 30 SPF or higher or one of the zinc or titanium dioxide based sunscreens, and you need enough of it.” Osley says people having

fun in the sun should reapply every two hours and that an average-sized person needs to apply at least a shot glass’s amount each application. She warns people whose skin becomes tan in the sun face the same risk of skin damage from too much exposure. Osley says it’s important for people of any age to avoid sunburns. “I never like for people to say things like, ‘Well, I’ve already done the damage, why don’t I just go out in the sun now?’” she states. “’It’s not going to make a difference.’ “That’s not true it all. It exponentially gets worse the more you do it. So, even if you’re in your 50s, 60s, 70s, still be really careful in the sun and try not to get sunburned.” Too many sunburns can lead to damage and even skin cancer. There are a number of different types of cancer. Osley says melanoma is the least common, but

should go to a doctor and get that spot checked out.

and the highly textured look of the film. One of the only movies performed in Yiddish in nearly 70 years, what unfolds is a deeply moving portrait of family, love, connection, and community. This is a movie for all denominations as it is a life-affirming story about the universal struggles inherent in the human condition and the challenges placed upon us when we are not in control of our own destiny. Weinstein recently sat down with your reporter for an exclusive interview and the following has been edited for content and continuity for print purposes. What attracted you to tell a story about that private world? Joshua: As a documentary filmmaker, I’ve been just about to every borough and neighborhood in New York doing camera work. New York is really interesting because behind every street there’s a story that hasn’t been told before. I’ve always been fascinated by Hasidic Jews and there has never really been a film made that shows authentically what that life is like. Anytime Hollywood has tried, it’s laughable in its “authenticity.” People are speaking English, the hair is wrong, the way they observe is wrong. They just throw in a Yiddish word every ten words that are already part of the English language. It just felt like this community deserved more than that and somehow I was lucky enough to maybe have the tools to tell the story. How close is the script to Menashe’s real story? Joshua: Menashe is really a widower and does not have custody of his son. Everything else is fictional. We did use his actual apartment. (He laughs.)

I took a lot of photos and replicated it for the film. He inspired a lot of the script, but at the same time, there was never a memorial meal. There was never a special week. There never was a brotherin-law. It was truncated. But it’s not a documentary. It’s a film that depicts something that hopefully we can relate to and understand. How did being a documentary filmmaker inform moving into the narrative? Joshua: For me, cinema is not about plot – it’s about those moments that transcend us and make us want to understand a community. I was always more interested in 10,000 Orthodox people coming to dance and sing around a bonfire to celebrate the Jewish holiday of LadBaOmer or I was interested in what it’s like for a man to spiritually wash himself in the mikgvah,* or how a portrait of a rabbi can keep mice away from your house. These are the moments that I wanted to make in the movie because I learned from them and hope that the viewers will learn from them too. Did you change your appearance in any way so that you didn’t stand out? Joshua: I already had a beard. I just wore a yarmulke sometimes and a white shirt. But, people knew right away that I wasn’t part of the community when I couldn’t speak the language and didn’t know a lot about Judaism. But I did everything possible to try to fit in and get people to open up and be involved in the movie. You were introduced to Menashe through Lipa Schmeltzer known as The Hasidic Lady Gaga.” Do tell me about that.

He’s Lubovitch, which is part of the Chabad movement. He directs and produces Lipa Schmeltzer music videos. They’re like these late 1990s MTV pop videos with bright lights, big costumes, but no women dancers. It’s just men dancing and singing. It was eye opening for me. I had never seen real Hasidic Jews in any videos before, so I spoke to Danny and he helped me get access. He wanted Lipa to star in the movie and that’s how I met Menashe who is Lipa’s brother-in-law. They were doing this commercial for a health-care provider. I was blown away by Menashe, this Charlie Chaplinesque sad clown and just knew that he could hold the movie together. Was there anything that you felt uncomfortable witnessing in the community? Joshua: I call what I’m doing emotional ethnography. You try not to be judgmental of what you don’t understand and try to understand it from their perspective. So this

film is a humanization of the community and it’s an honest portrayal. It’s not a whitewashing. We see many things that happen in this community that as outsiders we can’t condone. But at the same time I think it’s worth trying to understand what is foreign to us. This film is about trying to understand this community. Were you concerned that this film would be of no interest to the non-Jewish community and would not generate good box office? Also, what are some of the films that influenced you as a filmmaker? Joshua: (Laughs) No one makes a Yiddish film with non-actors because they’re trying to make money. This is not a Jewish movie – it’s a movie about Jews. My references for this movie are some of the greatest movies in cinema history such as, “The Bicycle Thieves,” “The Apu Trilogy,” and “A Woman Under the Influence.” I was just synthesizing everything I love in cinema and tried to put it in my own voice. What kind of reaction of you getting? Joshua: The secular world immediately embraced the film, way before the

Jewish world did. Did Jews help finance the film? Joshua: I thought it was going to be easy to raise money. It was almost impossible, as Jews did not want to fund this movie. I understand that many affluent Jewish people do not like the Hasidic community for a variety of reasons and choose to fund Israel, Israel Defense Fund, or any Jewish related organizations in which they believe. During the rehearsal process, you rehearsed in English, but filmed in Yiddish, which has a variety of dialects. Was that a challenge? Joshua: Yes. Everyone spoke different dialects. We had incredible translators on set who helped us get through this. They understood my voice and also understood the actors. They tried to make sure that my voice was as close to what the actors’ voices were. Whenever there was a disagreement, it became Talmudic** and people would argue and argue and argue. We could waste a half hour about a single word. It definitely created a host of time-sucking difficulties. Continues on Page 13

Report Lists AR Water Quality Issues by System

By Desert Star Staff LITTLE ROCK, Ark. – A new guide compiles test results from public water systems in all 50 states so people can double check their local water quality. It says many systems in Arkansas contain contaminants at levels in violation of Environmental Protection Agency standards. The nonprofit Environmental Working Group released its Guide to Safe Drinking Water with test results from 55 public water systems in Arkansas and almost 50,000 systems across the nation. “What we’ve done is made it interactive,” explains David Andrews, a senior scientist with EWG. “You can type in your ZIP code or search by a map to find your local water utility, and pull up information on the test results from your utility and how those results

of water contaminants compare to the legal limit.” Andrews says some systems reported contaminants that are known to cause cancer, birth defects or illnesses, and were ordered to make corrections. Utilities are ranked on a point system based on the number of water quality violations reported between 2011 and 2016. Since the EPA hasn’t updated the list of known contaminants for several years, Andrews says legal limits for some have not been established. He says water treatment plants treat the incoming water based on what’s in it when it arrives. “You have to use greater amounts of chlorine and you form greater amounts of disinfection byproducts when the source water is

more contaminated,” he explains. “Increases in farm runoff, increases in pollution from urban areas upstream, impacts what’s going into the water treatment facility.” Andrews says people don’t have to drink their local water right out of the tap if they’re concerned about it. The group also has a consumer guide to water filtration systems. “There are a few simple steps that you can do in your home in terms of installing either a filter that screws on to your tap, a pitcher-type filter, or a slightly more expensive filter that goes under your sink that will greatly reduce or eliminate most of these contaminants,” he explains. Andrews adds that, despite its popularity, bottled water isn’t a solution, both because of the cost and the added waste created by the bottles.

Bad Credit Can Mean Higher Auto Insurance Rates

By Desert Star Staff LITTLE ROCK, Ark. – If you have a good driving record but think your car insurance is too high, a new survey says your credit score could be the problem. A report by the online marketing firm WalletHub found five of the largest insurance companies that write auto policies use credit ratings as a factor in determining insurance premiums. And the difference between good credit and bad can be substantial. In Arkansas, a low credit

score can increase premiums as much as 73 percent. Jill Gonzalez, an analyst for WalletHub, explains low credit doesn’t mean companies think a person is more likely to be in an accident. “It has to do with, ‘Do you have a history of paying your bills, and do you think that history will carry on when paying out your insurance premiums?’” she explains. “I think that’s really where the mindset is here. I would say it’s more of a cost risk than an actual driving risk.” The report shows the

effect a credit score can have on the cost of an auto policy varies widely. Gonzalez says WalletHub found companies such as Farmers and Allstate weigh credit scores heavily in calculating premiums, while for GEICO and Progressive, low credit is much less of a factor. She says costs also vary between states. The survey found bad credit in New Jersey can raise rates as much as 100 percent, while in California, poor credit adds very little to the cost of a policy. Some critics say using

credit scores to rate policies can unfairly raise insurance rates for lower-income families and communities of color. “Depending on where you live and who your provider is, people with no credit – so, those are people who may be recent grads, people who are simply unbanked, people with no credit – pay on average 65 percent more for car insurance than people with excellent credit do,” Gonzalez explains. Gonzalez adds avoiding accidents and tickets will do the most to keep insurance rates down. But paying bills

on time can help, too. “If you are currently shopping around for a new policy or a new provider, then actively be trying to improve your credit score at the same time, because chances are the more you improve it, the lower that premium will be,” she advises. Gonzalez says some companies are more transparent than others about how they use credit scores. Check the fine print on an insurer’s website or call the company and ask it directly.

Some of these nonactors had never seen a film. How did they react to the camera? Joshua: It was hysterical. They would give me advice on where to put the camera. (Laughs) Some people would tell me my lighting was bad. (Laughs) You know that joke about “How many Jews does it take to change a light bulb?” It was kind of like that. But what I loved about the people in this film was that there was this naïveté, which, because they had never acted before, they weren’t shameful of the camera. They could just do things that many non-actors or even actors would never do. It was about being ready to capture those moments. Professional actors could repeat the same lines over and over again and they could find their marks, but these actors couldn’t. You www.desertstarweekly.com

had to be prepared for their slip-ups or their mistakes with some of their mistakes being the best part of the movie.

How did you set up the scenes? Joshua: It wasn’t all that different. You just had to be slower. Maybe I would be more direct with them. I would give them more directions – like stand here, look to the right, don’t emote. (Laughs) Sometimes you had to be very specific about what you wanted and then pray. Did you get any obstacles from the elders or the rabbis? Joshua: Of course we did. Originally, one of the characters was suppose to be a father-in-law, but two weeks before filming, the “actor” got cold feet. I suspect he was pressured to drop out. Then we had a different brother-inlaw “actor,” who we loved, but someone also pressured

him and he decided that he couldn’t be in the movie. Menashe had many people tell him that he shouldn’t be in this movie. Danny also had people call him to say that he should not be involved because it would be a blight on the community. We would also lose locations. Other days, we’d be shooting on the street and would have crowds watching the shoot. Kids, adults, women, and old people – they would laugh. They would see Menashe walking down the street and would be so happy to see his acting. As many people who were against it, there were just as many people who were for it. But, it was definitely a split and was definitely difficult. Many people who were happy to talk to us and happy to watch us would never be in the camera because they believe the camera can only create negativity in their lives. What was the August 2, 2017

funniest moment? Joshua: (Laughs) We were shooting one scene after Menashe gets drunk. He’s on the street with his son who he’s trying to get him not to be angry with him. It’s nighttime. We have lights and all the cameras outside and we’re filming this scene where Menashe is pouring his heart out to this son. Out of the blue, this man walks up to him in the middle of the scene with a box. He says: “Menashe, I have this box. Are you going back to Munsie tomorrow? Do you think you can bring it? (Laughter) Did you keep aspects of your work hidden from the community? Joshua: We didn’t want the community to know what was going on completely because a lot of them didn’t want this film to happen. We didn’t write about it on Facebook or Twitter and we didn’t do a lot of press. We

wanted to keep it as quiet as possible until it was done.

What did you hope to accomplish with this film? Joshua: The response has been huge. It sounds a bit crass to say that. But I believe the film reaffirms that humanity is the same everywhere –whether you live in Borough Park or a slum in Durbin, South Africa, humanity is not that different. It reaffirms my belief that cinema can bring us closer as humans. This is a special film and I wish you the best of luck with it. Senate sends new Russia sanctions bill to Trump’s desk By Desert Star Staff The US Senate has approved further sanctions against Russia, Iran and North Korea, and now the bipartisan bill goes to President Donald Trump’s desk, where it may be vetoed or signed into law. The vote was 98 to 2.The sanctions target Russian gas and pipeline developments by codifying six of former President Barack Obama’s executive orders implementing sanctions on Russia. Senator Ben Cardin (D-Maryland), ranking member of the foreign relations committee, opened floor discussion Thursday evening. We will no longer allow this to continue,” President Trump tweeted, adding that it shouldn’t take much for Beijing to “solve this problem!”The statement comes just two days after Pyongyang test-fired what it claims to be its second intercontinental ballistic missile (ICBM) which could reach any place within the US mainland, according to North Korean leader Kim Jong-un. The first ICBM test was carried out on July 4. While both were considered to be ICBMs by the US and South

Korean military, the Russian assessment is that they were intermediate range missiles (IRBM), meaning that they are not capable of hitting the US. The latest tweets apparently show another change in Trump’s attitude to China, while the countries remain at odds over how to deal with North Korea. Earlier in July, Trump boasted of an “excellent meeting” he had with Chinese President Xi Jinping at the G20 meeting in Hamburg, saying he appreciated what had been done regarding North Korea and calling China “a great trading partner.” However, in late June, the US imposed sanctions on a Chinese bank for allegedly laundering money for North Korea. Restrictions were also placed on two Chinese citizens as well as a shipping company for allegedly assisting North Korea’s nuclear

and missile programs. After Xi’s visit to the US in April, Trump said he would make Xi a better trade deal if China solves the “North Korean problem” itself. He added, however, that the US may have to do it on its own. While the US and China

agree that North Korea is a “top security threat,” the approaches of both states in solving the crisis remain a point of contention. The US approach to dealing with North Korea involves restrictive measures and military deterrence, holding

military drills with its allies in the region and deploying the Terminal High Altitude Area Defense (THAAD) system in South Korea to protect it from its communist neighbor. China has serious concerns over THAAD, considering it a threat to its own security.

Putin: 755 US diplomats to depart Russia

By Desert Star Staff More than 750 American diplomats will have to leave Russia as a result of Washington’s own policies, Russian President Vladimir Putin has said in an exclusive interview with the Rossiya 1 TV channel. “The American side has made a move which, it is important to note, hasn’t been provoked by anything, to worsen Russian-US relations. [It includes] unlawful restrictions, attempts to influence other states of the world, including our allies, who are interested in developing and keeping relations with Russia,” Putin told channel host, Vladimir Solovyov, Sunday.”We’ve been waiting for quite a long time that maybe something would

change for the better, we had hopes that the situation would change. But it looks like, it’s not going to change in the near future... I decided that it is time for us to show that we will not leave anything unanswered,” the Russian president added. Earlier this week, following the US Congress’ approval of new sanctions against Russia, Iran and North Korea, the Russian foreign ministry announced that Moscow told Washington to reduce the number of its diplomatic staff in Russia to 455 people. The number of US diplomatic service staff in Russia was ordered to be reduced in order to equal the number of Russian diplomats in the US by September 1. As of now, it “greatly exceeds”

the number of Russia’s embassy staff in the US, the ministry said. The American diplomatic mission includes more than 1,200 personnel. “From the perspective of a working diplomatic mission, [the measure] is fairly sensitive,” Putin said. The US State Department responded to Moscow’s move with regret, arguing that it was an “uncalled-for act.” “We are assessing the impact of such a limitation and how we will respond to it,” a statement from the department said. However, the State Department declined to comment on the exact number of embassy and consular staff in Russia, Reuters reports. The Russian leader went

on to say that there is a number of “important spheres of cooperation” between Moscow and Washington, which he hoped would not suffer because of America’s anti-Russian policies. Those mostly include the joint fight against terrorism, obligations in nuclear arms control, and space projects rather than economic relations, Putin said. Moscow has much wider trade and economic relations with China, the EU and other countries than with the US, the president added. Springs in reference to a home invasion robbery where one victim had been shot. As responding officers arrived to the scene, an adult male suspect was seen fleeing the area on a

motorcycle. Officers initiated a traffic stop however the suspect fled and led police officers from numerous agencies on a pursuit through several different cities. The suspect was arrested in Palm Springs at the conclusion of the pursuit. The victim of the home invasion robbery sustained numerous gunshot wounds and was transported to Desert Regional Medical Center in critical condition where he underwent surgery. The suspect was booked into RSO Banning Jail for PC 664/187-Attempt Murder, PC 212.5-Home Invasion Robbery, PC 215-Carjacking and several other related charges. Potentially Devastating Citrus Disease Found In Riverside County

KMIR Lauren Day Indio, CA - A disease that could potentially wipe out citrus plants is now in Riverside County. The disease is called Huanglongbing disease, better known as, Citrus Greening Disease. Citrus farmers here in the Coachella Valley said it could be absolutely devastating for the industry if it comes here. A local farmer, Arthur Futterman, said the bacteria can spread quickly. “It spreads by a little bug, a little tiny bug that’s an 1/8th of an inch long, that little rascal is not much bigger than a gnat,” Robert Williams, the owner of Bob Williams Nursery in Indio, said if the disease came out to the valley, it could wipe out the industry. “Conceivably we would have to destroy our inventory, and possibly we wouldn’t be able to sell citrus for a

while,” Williams explained. Futterman said infected trees may have blotchy yellow leaves, and the fruit won’t ripen. “The fruit tends to not be sweet. It tends to be really small. The color won’t color up,

some people say it can taste a little salty,” Futterman explained. Even small farmers like Futterman are worried it’ll spread to the Coachella Valley. “I just have a 100 trees, so to me it’s disappointing and

By Desert Star Staff NASHVILLE, Tenn. – People accused of drunk driving in Tennessee no longer face additional charges if they refuse a blood alcohol test. Tennessee lawmakers say they were forced to pass a new drunk driving law after the U.S. Supreme Court ruled that implied-consent laws were unconstitutional, saying that states cannot criminalize a DUI suspect’s refusal to submit to a forensic test. The new law took effect July 1 and has the group Mothers Against Drunk Driving charging that the rights of drunk drivers are being considered above those of victims.

Phaedra Marriott-Olsen, an underage drinking specialist with MADD in Tennessee, is a survivor of an incident with a drunk driver. “It comes down to this – that drunk driver made two choices,” she states. “The first choice he made was to drink, and the second choice he made was to drive – so, when it comes to drunk

driving, the ability to be able to just find a shortcut out of it or an easy way to get out if it, is not what we need to be doing.” Drivers in all 50 states can still have their licenses revoked for refusing to take a bloodalcohol test, but can’t face additional fines or jail time.

Marriott-Olsen is now wheelchair-bound and says that as a result of the incident that injured her, she faces ongoing medical problems. “I live it every single day of my life,” she states. “Every time I look at my scars, every time I look at my wheelchair, every time I push myself up a hill, I’m reminded how a drunk driver changed my life in just one instant.” Tennessee faced the potential loss of federal revenue if the state didn’t change its law. Currently, drivers must either give consent for a blood test, or a warrant must be obtained.

“Dunkirk “A Powerful and Visceral Motion Picture Experience

By Jack Lyons Theatre and Film Critic Movies being shown today are surgically produced for specific audiences. Whether its millennials, baby-boomers, or seniors, producers have resorted to targeting audiences by their age demographic as a way of capturing more box office dollars. Millennials, apparently are drawn to stories set in the dystopian future, and loaded with visual pyrotechnics of super-human heroes, aliens, and end-of-world scenarios (matching the images they see 24/7 on their IPhones and home videos). Perhaps, escapism is their way of expressing their displeasure with their lives in the 21st century. The Baby-Boomers have territorial and film interests that live in two age demographics. Heavily influenced by the 60’s and 70’s that include the unpopular Viet Name war and its aftermath, and the guilt over the success of consumerism at the expense of the American dream and its growing social and economic disparity, are just two issues that shaped the boomers’ stories, novels, and screenplays. In the senior category age demographic, there is a bygone element when it comes to describing the interests of seniors The popularity of “Turner Classic Movies” on television underscores their penchant for looking backward to a time when the world was less chaotic A time when life moved at a pace that allowed society to adjust and better prepare for the inevitable Alpha and Omega ‘bell jar curve’ for the journey we all call life. The epic British film “Dunkirk”, written and directed by Christopher Nolan, boldly incorporates its powerful text, photography, sound effects, and editing in its effort to cross age demographic lines to tell a human story of heroism that helped change the face of Europe and the world during those early and very dark days of World War II. “Dunkirk”, opened nationwide on July 21, 2017. Obviously, it’s too early to say how box office receipts will reflect the movie-going public’s interest concerning the plight of some 400,000 British, French, and allied soldiers trapped, and facing annihilation by German troops on a slender stretch of a French beach in the city of Dunkirk during 1940. Only time, will tell us that. America was not officially involved in “Europe’s War” with Hitler. Not until December 7, 1941 following the sneak attack on Pearl Harbor, Hawaii, by the Empire of Japan, did America declare war on Germany and the Axis powers. mini history lesson, but faced with the fact that very few American public schools no longer teach history, civics, geography, or even cursive writing, I feel a factual, historical backstory might prove helpful in putting the film in its proper perspective and provide better understanding of the events that took place 77 years ago. Relatively speaking, there are no ‘star turns’ from “Dunkirk’s” actors that propel the movie forward. Nolan has decided that a non-linear ensemble approach works best for his film. There are no “The Longest Day” sequences with stars recreating the effects that combat does to human beings. In Spielberg’s “Saving Private Ryan”, the audience was given glimpses, both physically and emotionally, of war’s capriciousness when it comes to who lives and who dies. One of the most powerful and devastating scenes in that movie, for me, was the scene where an American military vehicle is seen approaching a rural mid-west home as seen from the inside looking out the front door. As the American officer gets out with an envelope in hand and approaches the front porch, a middle age woman watching him approach slowly begins to slump, to melt, as it were. As each footstep gets closer and closer to the front door, she quietly begins to sob, while crawling toward the front door. The scene has no dialogue. It is one of the ‘purest’ cinematic moments in film history. No dialogue was necessary to convey the obvious message that war is the scourge of civilization. Director Nolan films the events of the evacuation operation from Dunkirk back to England and temporary safety, by dividing those events into three segments. The ‘the land’ or beach sequences, the at sea sequences, and the aerial combat sequences. All three components were filmed in the actual locations, wherever possible. Everyone seen by the camera is fully engaged and in their onscreen moments reminding me of the verisimilitude of the great French film classic “The Battle for Algiers”, that was shot documentary style; blurring the lines for the audience between scripted scenes and actual combat footage. It was all scripted. “Dunkirk”, also is a taut, riveting, and immersive film experience, thanks to the herculean effort on the part of Nolan’s immensely talented technical team. Led by cinematographer Hoyte Van Hoytema, the cameras capture the smallest of details in the tiniest of spaces, as well as the sweeping shots of the action and mayhem taking place in all sequences. These scenes are not only intense but ‘Hitchcockian’ in their

use of the suspense aspect; especially while filming both above and below the water. The combat aerial photography also is spot-on and nail-biting. “Dunkirk”, like “The Battle for Algiers”, was totally scripted. Nolan has assembled a wonderful ensemble cast of principal actors to tell the “Dunkirk” story led by Kenneth Branagh, as Naval Commander Bolton, who must make the critical decisions involved in the evacuation. The cast also includes: Academy Award winner Mark Rylance, as civilian flotilla boat owner Mr. Dawson, Tom Hardy and Jack Lowden as RAF pilots, James D’Arcy as Colonel Winnant, Harry Styles as soldier Alex, Fionn Whitehead as soldier Tommy, Aneurin Barnard as Gibson, and Cillian Murphy as a battle-fatigued soldier. Director Christopher Nolan, production designer Nathan Crowley, film editor Lee Smith, and an army of sound editors and technicians should all be on the 90th Oscar’s nominations list come March 4, 2018. These people created the designs for all the grittiness, grime, and realism seen and heard on the screen. A clever directorial touch by Nolan is the continuous sound track of either airplane

That creative input originally came from “Thirty Seconds over Tokyo” with the continuous sound of airplane engines droning throughout all the air sequences to heighten the tension and keep the viewers focused on the visuals and the bombing mission at hand. If I had any misgivings or disappointment with the production, it would come in the form of the music and sound effects, great as they are, being played too loud; drowning out some of the dialogue. Dialogue is usually the best way to communicate and thanks to

NPR, the BBC, and Masterpiece Theatre, we Yanks are getting better at understanding those unfamiliar and challenging, accents of Northern England, London, the southern coast and the west-country. The thrust and premise of Nolan’s movie, none the less, is magnificently produced and stirringly summed up at the conclusion by English Prime Minister Winston Churchill’s famous and inspiring words of his “we will never surrender” speech to his countrymen and the free world, which still resonate today. “Dunkirk” is now in general release in a theatre or a multiplex near you.
