lovely Liana Hunt) and precocious daughter Ellie (an enthusiastic Kaylin Hedges) struggle to understand the private hell that Mike is inhabiting. It keeps him from connecting with the people he loves the most and traps him in the past.

According to the

Bureau of Justice Statistics, 32 percent of people in federal prisons and 40 percent of all people in jail in the United States have at least one disability. The First Step Act passed by the Senate on Tuesday

She is joined in the Christmas Eve production by neighborhood children Joanie, Jimmy, Billy, and Melissa, (played respectively by Veda Cienfuegos, Giovanni Cozic, Bobby Chiu and Reese McCulloch). What this young crew may lack in experience they make up for with high spirited enthusiasm and professionalism.

When Mike’s despondency threatens to derail both the pageant and a Christmas party, it takes Doug and Ellie to light the way home. A strong ensemble features excellent supporting performances by Scott Richard Foster, Reanne Acasio, Bryant Martin, Katie Sapper, Lauren Livia Muehl, Jonathan Sangster, and Lauren Ellen Thompson. The technical team at the Globe knows how to utilize the little gem-like space of the White, and keeps things simple and charming. Director

Kent Nicholson keeps the action moving along (never easy with a stage full of kids) and choreographer Wendy Seyb created entertaining yet straightforward dance moves. As usual, the in-house backstage band, led by Matt Hinkley and Cody Owen Stine, provides solid accompaniment to the 16 original songs by Black and the book by Black and James D. Sasser. The rest of the technical team includes scenic designer Sean Fanning, costume designer Charlotte Devaux, lighting designer Rui Rita, and sound designer Leon Rothenberg.

Mizrahi notes that further reforms are needed to reduce the number of people being incarcerated. She says underfunded schools, predominantly attended by children of color, often lack the resources to diagnose and teach those with learning disorders or other disabilities. “Then they get really behind in their work, and then they’re so far behind that they drop out or they’re expelled,” she points out. “This is what leads people into the school-to-prison pipeline in the first place.” Only 61 percent of youths with disabilities graduate from high school, compared with 81 percent of those without disabilities.

Leadership in the House says it will pass the bill this week and President Donald Trump has said he will sign it into law. Trump Administration to impose stricter requirements for food stamps

NBCPS News Staff President Donald Trump is attempting to do through executive action what Congress would not: tighten work requirements for the millions of Americans who receive food stamps. The Department of Agriculture, which runs the Supplemental Nutritional Assistance Program commonly referred to as food stamps, unveiled a proposed new rule at Trump’s direction on Thursday that restricts states’ ability to waive existing work requirements in areas where unemployment rates are higher than the national rate. The proposed change comes as the president is poised to sign a much-

negotiated farm bill that ultimately included no significant changes to food stamps despite backing from the White House. Under federal law, nondisabled adults without dependents are restricted to three months of benefits within 36 months unless they work at least 80 hours per month or participate in certain educational or jobtraining activities. However, current USDA regulations allow for states to waive an existing work requirement if the area’s unemployment rate is 20 percent higher than the national rate. The new rule provides for states to only waive that requirement in areas where the unemployment rate is above 7 percent — nearly double the current national unemployment rate. About 755,000 recipients who qualified for the existing waiver now stand to lose assistance, The Washington Post reported. “We need American workers, and we want to restore the dignity of work for the American worker,” Agriculture Secretary Sonny Perdue said on Bloomberg TV Thursday morning. Trump is set to sign an $867 billion farm bill Thursday afternoon that doesn’t include significant changes to SNAP. However, that wasn’t for lack of trying

— House bills backed by the president included substantial changes to the federal food assistance program, including stricter work requirements. However, none of those measures made it into the final version of the bill ultimately passed by both chambers of Congress after months of back-and-forth. Trump used his executive authority to direct the USDA to make the changes. In a release announcing the new rule, the USDA said: “moving people to work is common-sense policy, particularly at a time when the unemployment rate is at a generational low.” The rule applies to nondisabled people between the ages of 18 and 49 who do not

have any dependents. The elderly, disabled, and pregnant women are not subjected to the change, the USDA said. Sen. Debbie Stabenow, D-Mich., the ranking member of the Senate Committee on Agriculture, Nutrition, & Forestry, said such a change would need to be authored by Congress, not the executive branch. “This regulation blatantly ignores the bipartisan Farm Bill that the President is signing today and disregards over 20 years of history giving states flexibility to request waivers based on local job conditions,” she said in a statement. “I expect the rule will face significant opposition and legal challenges. Administrative

changes should not be driven by ideology. I do not support unilateral and unjustified changes that would take food away from families.” Robert Greenstein, president of the leftleaning Center on Budget and Policy Priorities, also condemned the change. “Contrary to expected Administration rhetoric about helping people work, the proposal’s overwhelming impact will be to cut impoverished people off assistance and increase hardship substantially, rather than raising employment or helping people find jobs,” he said. 8th Annual for the Children Gala & Concert

The event was held at The Classic Club in Palm Desert. The event is held as a fundraiser to support music programs for students in the Eastern Coachella Valley. The evening was dedicated to honor two fabulous honorees, Dr. Lisa

Lindley MN and Kate Spates with 2018 Inspiration Awards. Each of these women has given so much of themselves to bring music and the arts to children of all of the Coachella Valley. So many children have benefitted from their hard work. The party started with a cocktail hour and music by Denise Motto and songstress, Lola Rossi. Guests were gathered in the lobby area for a piano recital by Lauren Varela

She has had the fortune to be able to play the piano at some very prestigious events including in LA, Stagecoach and Open Call. She is currently in a band, Traveler, as a keyboardist, vocalist, and Bassist. Very Accomplished teenager. The Music Program consisted of two highly regarded soloists, Audrey Babcock, a Mezzo-soprano

and Tenor, Christopher Campbell. They were accompanied on the piano by Victoria Kirsch. Kirsch explained each song and the opera it was associated with. When she told about the song and what it meant, it was more meaningful to the guests as it is always in a foreign language. Songs performed were from the operas, Carmen, Samson et Dalila., Turandot and ‘A Vucchella.

The performers were exceptional in that they acted out each song as well as singing to perfection. Both Audrey and Christopher have both starred in major operas around the world. Guests were then led into a side room for a delicious sit-down dinner. Students from Marquee played violin solos, and a guitarist also played to the enjoyment of the guests as they ate.

The 16th annual JFS, Jewish Family Services Story and Photos by Pat Krause The 16th yearly JFS, Jewish Family Services, Desert Patron Party hosted the most philanthropic individuals who are vital to JFS with their support. They donated a fee to be invited to this fabulous home in Bighorn Estates near the top of the mountain. Almost 175 people arrived at this beautiful home nestled in the trees with a spectacular view of the Valley. Many thanks to Amy Baker for allowing the party to be held at her home. This incredible home was able to accommodate

all these people with food and refreshments and entertainment. Guests were treated to piano music by Paul Cracchiolo who played musical favorites. This event is also a gathering of friends who support JFS and the work it does. Bighorn Estates is a gated community, but guests were shown the way with flashing red lights and directions to the home. Valet service was provided as parking was limited in that area. This party is a first-class affair for the many donors who are so crucial in keeping JFS funded.

The Co-chairs did a fantastic job. Executive Director Maureen Forman spoke to the guests and introduced a woman who wanted to thank the donors for helping her in her time of need and changing her life. The JFS organization enabled her to feel more secure. Two clients spoke about the help they got from JFS. Forman talked about the work JFS does and how many thousands of clients it has helped over the years. JFS helps everyone in harm’s way, not just people of Jewish faith. All faiths,

=genders, and nationalities benefit from the aid of JFS. The highlight of the evening was a solo concert by International star, Chad Hiligus. Chad is an Artist, producer, singer, and innovator. He has performed in more than 20 countries and was formerly part of the group, The Ten Tenors. He has gained much fame as a Broadway star in shows like West Side Story, Bye, Bye Birdie, Hello Dolly, State Fair, and more. He is working on a special concert version of West Side Story for the McCallum Theatre

and the Boston Pops. For 30 years, JFS of the Desert has provided essential services to the people of Coachella Valley. They offer many programs that improve the quality of life. The Jewish Federation of the Desert is also a big supporter. They serve the Valley residents young and old, all lifestyles, incomes and different faiths. JFS provides counseling for all mental health issues like death and grieving, divorce, senior and child abuse, addictions, depression, and more. True Stories Satisfy on Stage and Screen “Fast Away the Old Year Passes” is not only a musical lyric it’s the truth, especially as one gets older. Christmas is literally just around the corner and soon after it will be 2019. As I think about it I ask myself-where oh where did 2018 go! I am also thinking about some of the theater and film productions that stood out this past year. I also look forward to several new movies that will be out in time for Christmas and the new year. A perfect example of something new is Disney’s “Mary Poppins Returns” starring Emily Blunt as Mary and Lin Manuel Miranda. And joy to the world--Dick Van Dyke, who played Bert the chimney sweep in the original will also be a part of the cast in this new Mary Poppins adventure, proving he is still able to sing, dance and charm at the age of 93. Another oldie, but goodie cast member in the new Mary Poppins film is Angela Lansbury. I also look forward to “Green Book” which is based on a true story. It has already

been nominated for five Golden Globes and has received great praise from critics. According to USA Today “The movie offers an abundance of empathy and inspiration for change….and is moving and often hilarious.” It takes place during the era of segregation in the South, a time when a black man could not stay in a white hotel. Viggo Mortensen plays an Italian American bouncer who becomes the driver for Mahershala Ali’s character, a black classical pianist on tour in the South. From Universal, rated PG-13. Truth is often far more entertaining and inspiring than fiction. This is not only the case in “Green Book,” but in the inspirational musical “Come From Away,” which is still on view at the Ahmanson Theatre in downtown Los Angeles through January 6, 2019. The title of the show is the term the people of Newfoundland, Canada use for people who come to visit their island. In this case the title refers to thousands of stranded air

passengers who were not allowed to land in New York following the 2001 air tragedy that destroyed the Twin Towers. The people of Gander came to their rescue, welcoming them with open arms, good food and a safe place to stay. “Come From Away” is a rousing story with plenty of music. Despite the tragedy that brought all

these passengers to Gander, the end result is inspiring and heartwarming. If you want to fall in love with the human race once again, this is the show to see. Trump Asylum Ban Could Go into Effect at Midnight By Desert Star Staff SAN FRANCISCO - The Trump administration’s ban on people seeking asylum - except at official ports of entry - could start at midnight tonight, unless a federal judge extends the injunction that has thus far prevented it from taking effect. The case, East Bay Sanctuary Covenant vs. Trump, goes before a federal judge in San Francisco today. Attorney Lee Galernt, deputy director of the ACLU Immigrants’ Rights Project, will argue that the law is clear on this matter. “Congress has recognized for the past 40 years that people who are fleeing persecution will not always be able to make it to a port of entry, through no fault of their own,” he said, “and it’s explicitly stated that someone should be able to apply for asylum, regardless of where or how they do so.”

In November, the judge put the new policy on hold for 30 days, a deadline that ends tonight. The ACLU believes that if the ban goes into effect, tens of thousands of migrants could be sent back into dangerous situations in their home countries. The administration argues that requiring people to apply at ports of entry will discourage them from attempting a perilous journey or desert crossing. In the past, people simply could step over the border, approach a guard and ask for asylum. Galernt said he sees the new rule as a thinly veiled attempt to discourage migrants from seeking asylum in the United States. “Right now, they are processing very few applications each day,” he said, “making it seem as though the administration’s real goal is

Lawsuit Threatened Over Lake Okeechobee Discharges

By Desert Star Staff ST. PETERSBURG, Fla. – Environmental groups are concerned that Florida’s persistent red tide outbreaks are being fueled by authorized polluted discharges from Lake Okeechobee. In order to find out for sure, they’ve launched an intent to sue three federal environmental agencies. The Center for Biological Diversity, Calusa Waterkeeper and Waterkeeper Alliance have teamed up to challenge the Army Corps of Engineers, the U.S. Fish and Wildlife Service and the National Marine Fisheries Service. The groups maintain the agencies have ignored harm to wildlife and say plans to continue opening the dam for toxic flows through 2025 should end. Jaclyn Lopez, Florida director of the Center for Biological Diversity, says the Army Corps is treating rivers like a toilet. “The practice of flushing the polluted water from Lake Okeechobee down the Caloosahatchee and St. Lucie has got to stop,” she insists. “We need to

understand what the impact is from these discharges.” Wednesday’s notice gives the agencies 60 days to respond to the claims. In July, the Army Corps approved a plan to build a reservoir south of Lake Okeechobee to reduce the toxic discharges. The Corps of Engineers has been working to speed up its planed fix of the lake’s aging dike by 2022. However, Lopez takes issue with an emergency water level schedule created for the lake back in 2008, being extended with polluted releases through 2025. “The cyanobacteria is a known toxin,” she points out. “It’s been connected to neurodegenerative diseases, so we have to get a much better handle on understanding what we’re doing when we’re exposing human populations and populations of wildlife to cyanobacteria repeatedly and persistently.” Representatives for the wildlife and fisheries services have said the agencies do not comment on pending lawsuits. A message requesting comment was left with the Corps.

Riverside County Seeks Construction Bids for North Shore Bridge Repair

By Desert Star Staff RIVERSIDE – Repairs to a bridge along Avenue 70 in the Salton Sea community of North Shore will move forward under an expedited plan approved today by the Riverside County Board of Supervisors. The county is going out to bid for a construction firm to repair bridge and road damage to reopen Avenue 70. The road has been closed to traffic between Cleveland Street and Windward Drive since flash flooding on Sept. 30. “North Shore residents have expressed much frustration and concern about the closure of Avenue 70, an important alternate route (to State Route 111) for the community,” said Supervisor V. Manuel Perez. “Restoring access to Avenue 70 is a priority. I am proud that our transportation department has developed a plan to accelerate the emergency repairs and get the bridge reopened by spring 2019. Under the plan approved today, the Riverside County Transportation Department will take the lead on the repairs and submit a claim to the Coachella Valley Water District for reimbursement of expenses. The restoration plan will get the work done upfront, without requiring more delays to work through the claims process involving multiple parties. The Avenue 70 bridge spans the Coachella Canal Wasteway No. 1, which is

operated and maintained by the Coachella Valley Water District. The wasteway channel conveys stormwater during peak flooding events. In late September, a contractor for the water district was in the process of removing and replacing the existing canal lining as part of a channel improvement project. The contractor had removed the existing channel lining in entirety, except for a short segment of lining under the Avenue 70 bridge, when a flash flood occurred. The stormwater flooded, overtopped and damaged the channel, damaged and washed away roadway east of the bridge crossing, washed away the remaining channel lining, and created a 40-foot gap behind the east bridge abutment and the road, exposing the abutment foundation. A subsequent storm event on Oct. 12 further impacted the bridge. Following both storm events, Riverside County and California Department of Transportation structures engineers assessed the condition of the bridge and determined that the structure is salvageable. The county transportation department will accept sealed proposals for construction until 2 p.m. Jan. 3, 2019. When the construction contract is awarded, the work is expected to take two to three months to complete.
