By Desert Star Staff The Los Angeles Unified School District closed all schools after a bomb threat was called in to a school board member, the LA Police Department has confirmed. The LAUSD is the nation’s second largest, with 640,000 students in over 1,000 schools. The threat was made to “students at school,” LAUSD Superintendent Ramon Cortines said at a press conference Tuesday morning. “It was a message,” he said refusing to elaborate while the investigation is underway.
A number of people on the school board received a “very specific threat... via email” late Monday night, LAPD Chief Charlie Beck told reporters. It was traced back to an IP address in Frankfurt, Germany, according to LAUSD spokeswoman Ellen Morgan. “After reviewing that threat, we became very concerned, contacted the FBI and began to work jointly… to try to vet that threat and to be able to give the school board and the superintendent our best advice on moving forward,” Beck said. Manilow came on stage in a red sport coat and smiling singing, Happy Holidays, to start the night. He said he was going
to sing a few of his own songs before singing Christmas Carols. He sang with a large orchestra and only a few backup singers. This is an amazing concert. The ushers told me that one couple flew in just to go to all 5 concerts. I photographed another group that had been to the concert the night before and

LA schools closed over terror threat; prelim assessment is “hoax” not to send children to any of the more than 900 public and 187 charter schools in the city. Parents who have already dropped their kids off should pick them up at the reunion gates. The “credible threat” was “not one school, two schools, three schools. It was a threat to many schools,” Cortines said. “This is a rare threat. We get threats all the time,” he added. “I want every school, every early education center, every adult school searched.”

Dennis James Gala and Golf Classic
Story and Photos by Pat Krause The 20th Annual Dennis James United Cerebral Palsy Gala and Golf Classic were held on Dec.6-7, 2015. The Gala was held at the Rancho Las Palmas Resort and Spa again this year. The gala grows each year, many supporters continue to come every year to the Gala, and many play in the golf tournament held the next day. The charity is so near and dear to so many. Dennis James hosted the first United Cerebral Palsy Telethon back in 1950 that helps people with Disabilities. Gary Mule Deer, singer and comic thrilled the audience with his humor and voice. He and his wife Nita have been big supporters of this charity for years. Gary has played golf in almost every tournament over the last 20 years. Gary had been on the tonight show many times, headlined in Las Vegas and has been on the stage with a lot of very famous names in show business. He uses rubber ducks, bow, arrows, and other silly stuff in his routines and has an amazingly good voice that can sound like Johnny Cash. The honorary Chair is Micki James, widow of Dennis James and she is always accompanied with her two sons. Desert Lexus and The H.N. Berger Foundation
and the CV Wellness Foundation were major sponsors of the event. Kris Long from CBS 2 served as Emcee. Two people were honored in Memoriam, Frankie Randall and Gloria Greer, who supported this cause with their time and talents. house programs for families as they try to rebuild their lives. They provide 200 beds and there are victims arriving daily, 24-7, 365 days a year that need emergency safety and care. This is important for those to be able to leave an abusive relationship to be safe, many times fleeing for their lives. The Shelter housed over 100 women and 200 children last year with a safe place to stay. The local police are big supporters of this program. Indio’s Police Officer of the Year, Corporal Lisa Corton, was honored at the Luncheon. Corton spoke to the guests about the daily life of an officer in the front lines of Domestic Violence and told stories of abuse she has
encountered during her duty as an officer. Raymond McCallister spoke about his childhood and the abuse he suffered with his siblings in an emotional story. The event was hosted by the board of Sheltering Sisters which is the fundraising arm for Shelter From the Storm., The need is great now as funding has been lost and the need is greater now than ever. The Shelter needs strong support to continue its much needed programs and a safe haven for those in need. The fun part of the luncheon was when the Best Hat awards were given for The Most Glamorous, Most Outrageous and the Most Holiday Spirit hats. December 16, 2015

One consideration may be to accelerate or defer income. By creating a profit and loss report, you may make a wiser decision on when to report income. Loss harvesting is another strategy to save on taxes by putting assets with the highest growth potential in a RothIRA. Also do not forget to max out contributions to your retirement plan. Tax-loss harvesting is a strategy that uses losses from the sale of stocks to offset capital gains to minimize the subsequent taxes. It is important to weigh your options before using this strategy to minimize your tax burden. It is not wise to consider selling depreciated stocks to offset capital gains if you have plans of buying a substantially identical investment within 30 days, as this could trigger the “wash-sale” rule. This is not recommended if you intend to buy back the asset again or if you expect to be in a higher tax bracket when selling the investment a second time. Delay selling winning investments until next year to cut taxes this year. Investors also need to keep actively managed funds away from their taxable accounts and opt for exchangetraded funds, which are more tax-efficient than mutual funds. By gifting to others, taxes can be reduced. Some people believe that the recipients of cash gifts face no tax burden since existing tax laws provide
exemptions to the giver and don’t treat these gifts as income for the receiver. If the cash gift exceeds $14,000 per person in a year, the giver is required to deduct the amount above the gift-tax exemption limit from his or her lifetime exclusion, or the annual limit he or she is allowed to give as cash gifts during his or her lifetime. The lifetime exclusion limit for 2015 is $5,430,000. It is also that time of the year to make charitable donations and donate unused clothing and other personal items. Taxpayers need to present a receipt if the deduction is at least $250. When
gifting, consider giving some appreciated stock or mutual fund to a loved one who is in the 10% or 15% brackets, since he or she is not required to pay any federal income tax on long-term gains from the investment. IRA investors aged 70½ are allowed to make a direct donation to charity and count it toward their annual required minimum distribution. Another strategy that some people forget is prepayment of property taxes. Have you just welcomed a firstborn into the family? Then you are able to take an additional
$4,000 deduction from taxable income and $1,000 that comes with the Child Tax Credit. Couples can also claim a tax credit equivalent up to 5% of $3,000 in qualifying day care and day camp expenses per child. It pays to have a good tax consultant to find more ways to save. Anti-Muslim attacks occurring in record numbers By Desert Star Staff Crimes against Muslims and vandalism at mosques appear to have hit an all-time high in the wake of terrorist attacks in France and California. Mosques are struggling with security, as some have hired armed guards or asked the federal government for help. On Sunday, two mosques in Hawthorne, California became the latest in a string of antiMuslim attacks that are on the rise since a radicalized Muslim couple killed 14 people and injured 21 more at a terrorist attack on a holiday party in San Bernardino. “A few of our members went to early morning prayer at about 5 a.m. and they found graffiti on the outside wall and ‘Jesus’ was written on the fence,” Zahid Mian, a member of the Ahmadiyya Muslim Community Baitus-Salaam Mosque, told the San Bernardino Sun. “As Muslims we don’t really find [the crosses] very offensive, but the act of vandalizing is disturbing.” A grenade was found inside the building, as well. Police cordoned off the area, but later determined that the weapon was a plastic replica. The Islamic Center of Hawthorne was also vandalized Sunday, with the phrase “Jesus is the way” scrawled on the building. On Thursday, a knifewielding man made threatening comments to a Muslim woman at a car wash in Chino Hills, California. Daniel Senteno, 40, was arrested on suspicion of making criminal threats and brandishing a weapon, but investigators are likely to pursue hate-crime charges in the case, Cindy Bachman, a San Bernardino County sheriff’s spokeswoman, told the Inland Valley Daily Bulletin. Senteno’s bail has been set at $75,000. He remains in custody and is expected to be arraigned this week, Bachman said. Record number of antiMuslim incidents So far in 2015 ‒ through December 8 ‒ American mosques and Islamic centers
have been the victims of vandalism, harassment and anti-Muslim bigotry at least 63 times this year, according to preliminary data for a study that the Council on American-Islamic Relations provided to CNN. The report was compiled using based on media accounts and reports from the group’s regional chapters, Corey Saylor, a CAIR spokesman, said, adding that the number of incidents at mosques is likely higher than has been reported thus far. According to the Justice Department, hate crimes are often drastically under-reported. There were 17 anti-Muslim incidents at mosques in November alone, most of which were vandalism or harassment, the CAIR study found. On November 13, terrorists in Paris, France carried out coordinated attacks that killed 130 people and injured 368 more. Islamic State (IS, formerly known as ISIS/ISIL) has claimed credit for the attack. The year also began with a terrorist attack in Paris on satirical newspaper Charlie Hebdo on January 7, followed by related attacks in the city. The gunmen identified themselves as members of Al-Qaeda’s branch in Yemen. At least 14 threats and attacks on Muslims and mosques occurred between December 8 and 12, according to news reports compiled by the Intercept’s Glenn Greenwald. The incidents include arson at a mosque in Coachella, California; a pig’s head found at a mosque in Philadelphia, Pennsylvania; the evacuation of the CAIR headquarters in Washington, DC after it received an envelope filled with a suspicious substance; and a Georgia teacher asking a 13-year-old Black Muslim student whether she had a bomb in her backpack. RT’s own compilation shows that at least 10 total anti-Muslim attacks took place across the US every day between December 5 and 11. Late Friday, hours after firefighters were called to a blaze at the Islamic Society of the Coachella Valley in

Dial, 23, remained jailed in lieu of $150,000 bail. He is scheduled to appear in court on Wednesday, according to jail records. Saylor believes the number of anti-Muslim incidents at mosques plays into the hands of IS. “Daesh wants Americans to turn on each other, and with November seeing the highest number of mosque incidents since [CAIR] started keeping data, it seems they are getting their wish,” Saylor said, using an alternative name for the IS. Stepping up security Mosques are increasing security around their buildings, with at least two ‒ one in Phoenix, Arizona and one in Northern Virginia ‒ requesting help from the US Department of Homeland Security, Reuters reported. because they were fearful of getting hurt in the backlash” after the San Bernardino attacks, Rizwan Jaka, the society’s chairman, said. “People were concerned.” “Our fear is at a pretty high level at this time, given the antiMuslim rhetoric going on,” CAIR attorney Maha Sayed told the newswire. The East Plano Islamic Center near Dallas, Texas, hired an armed security guard after the Paris attacks, Imam Nadim Bashir told Reuters. “We’re just trying to ramp up our efforts in the community and get a better name,” he said. The Islamic Society of Corona-Norco in California has spent $10,000 over the past two weeks to increase security. It is now asking for donations from the congregation to defray that expense, Imam Obair Katchi told Reuters. It has faced increased scrutiny after it was reported that Enrique Marquez Jr., who supplied the two rifles used in the San Bernardino shooting, had once attended the mosque. A silver lining for Muslims? It’s not all bad news for the Muslim community, however. A Muslim-led fundraiser for the victims of the San Bernardino terrorist attacks blew past its first three goals in days. It has now raised nearly $210,000
from almost 2,000 supporters since December 3, and is closing its campaign overnight on Tuesday, 15 days ahead of schedule, according to its LaunchGood page. A high school in Chicago, Illinois is battling Islamophobia with an initiative called ‘Walk a Mile in Her Hijab’, in which nonMuslim girls are encouraged to wear the traditional headscarf to better understand life as a woman in the Muslim faith, the Siasat Daily reported. “This event is to hopefully denounce negative stereotypes,” Vernon Hills High School senior Yasmeen Abdallah, the president of the Muslim Students Association (MSA) and who coordinated the event, said. “You can’t really understand or judge a person and their beliefs until you understand why they do it and what it’s like for them to do what they’re doing.” Over a dozen female students have participated, according to the Siasat Daily. “I wanted to learn more about the religion, considering my uncle is also Muslim,” Charli Mosley, said, wearing a red hijab. “With more people wearing a hijab around school, it could bring more acceptances to the religion and have more people become more aware.”

gives states a lot more flexibility, rejecting
the test-and-punish approach of No Child Left Behind. States can now use their own formulas for evaluating teachers and schools. Districts will no longer be forced to close schools and remove staff if students miss the cut on test scores. Mary Kusler, director of government relations with the National Education Association, says states will be required to evaluate schools on the quality of the program which will be an incentive to go beyond the bare minimum. “Every state will now, for
the very first time, have to include at least one measure of student or school support, access to higher-level coursework, school counselors, school librarians, access to arts and music, says Kusler. States still will be required to test kids on reading and math once a year in grades 3-8 and once in high school. Kids will be tested on science, one time each, during elementary, middle and high school.

Foster Care Strives to Provide a More Typical Life By Desert Star Staff SAN DIEGO - Children in foster care need to have the same kinds of life experiences as other kids to increase their sense of success and belonging. That’s one conclusion of the Jim Casey Youth Opportunities Initiative, part of the Annie E. Casey Foundation. Its new report is designed to help state agencies implement a 2014 federal law to strengthen families, in part by moving toward what’s known as a “prudent parenting” model for foster care. It gives foster parents the flexibility to make decisions about after-school activities, sleepovers and family vacations.
Susanna Kniffen, child welfare policy director with the nonprofit group “Children Now,” says in the past fears about safety and liability got in the way. “What we realized is safety isn’t enough,” says Kniffen. “We also need to help kids have a sense of well-being. And so, we’re focused a little bit more now on how do we make sure they’re in a family-like environment with people who really love them and will be there for them long-term.” As of July 2015, California had almost 55,000 children in foster care. Todd Lloyd, senior policy associate with the Casey Foundation, says the additional
freedom allows kids to experience life just like any other child unlike in the past. “Some settings could be very restrictive and have policies that don’t allow afterschool activities or don’t allow transportation, or even certain rites of passage for adolescents,” says Lloyd. “Learning to drive a car or being able to go to the prom.” The report also encourages states to reduce the use of group placements, be more rigorous in selecting and training foster parents, and give children over age 14 greater input in their own case planning.

Utah curbs ‘chronic homelessness’ by 91% in 10 yrs
By Desert Star Staff The state of Utah has cut its number of chronically homeless people from 2,000 to 200 since 2005 after shifting away from an approach that required individuals who sought housing to prove that they have been alcohol and drug free. Although Utah still contains 14,000 people considered homeless, the gains the state has made, especially against long-term homelessness, are turning heads. A recent report released by the Utah Housing and Community Development Division underscored how the state, with a population of nearly three million people, employed a model known as Housing First to severely reduce homelessness. The model was adopted by the state about ten years ago,
when Lloyd Pendleton, who at the time ran humanitarian services for the Church of Jesus Christ of Latter-day Saints. He became a champion of Housing First, convinced that the lessharsh approach would cost the public far less than expenses that come with chronic homelessness – defined by the federal government as someone who has been continually homeless for more than a year, or four times in the past three years, and who are living with a “disabling condition.” The US Department of Housing and Urban Development says that, on average across the US, public costs reach between $30,000 and $50,000 per chronic homeless person given visits to the emergency room or detox centers, or for periods of incarceration.
The state’s Homeless Task Force found that Utah pays out $19,208 on average per year for reach chronically homeless person. To provide a house and caseworker, on the other hand, costs around $7,800, according to Pendleton. “It’s more humane, and it’s cheaper,” Pendleton told NBC News. “I call them ‘homeless citizens.’ They’re part of our citizenry. They’re not them and us. It’s ‘we.’” In 2005, Utah implemented what it called its Ten-Year Plan to End Chronic Homelessness and immediately saw results, drawing attention from around the nation for its successes even though some US cities had already implemented the Housing First approach. The model relies on increased

access to “permanent supportive housing” for the most needy, in addition to mental and physical health treatment services, substance abuse programs, education, and employment opportunities. “I get probably two to five calls a week now, wanting to know how we did it, what’s unique about Utah, because it can be done,” Pendleton told NPR. Under the model, clients looking for housing still must pay some rent, either 30 percent of income or up to $50 per month, according to NPR. Some attribute the state’s gains in combating homelessness to the its relative small size. Others point to the support the Housing First model has with the Church of Jesus Christ of Latter-day Saints, a major force in the state. And not least, many advocates and government agencies work together to fit the right person in need with a housing situation that they believe will allow the individual to thrive. Last month, HUD reported a two percent drop from 2014 to 2015 in the overall number of homeless in the US, assessed in a one-night, nationwide survey. The approximately 565,000 homeless counted by HUD during the point-in-time survey in January also represented an 11 percent drop from 2007. HUD’s report found that 17 states, including New York and California, saw increases in homelessness this year, while 33 states and the District of
Columbia had declines. Florida, Texas, Georgia, Michigan, and New Jersey had the biggest drops. Yet cities like Los Angeles and New York City are continuing to struggle to meet the needs of its chronically homeless population. New York announced new affordable housing initiatives in November, while Seattle, which has seen a 22 percent rise in homeless in recent years, has just approved two homeless camps amid what the mayor has dubbed a state of emergency. About 1.49 million people across the US used a homeless shelter in 2014, a 4.6 percent rise from 2013, according to HUD. There are an estimated 50,000 homeless vets nationwide in 2014, a 33 percent drop from 2010, according to the federal government. Last month, Virginia claimed to be the first state to end overall veteran homelessness, or at least to offer housing to homeless veterans whether they accepted the offer or not. In August, Connecticut said it was the first state to end chronic homelessness among veterans. Utah is currently participating in the Zero: 16 campaigns – an initiative that aims to end chronic homelessness by next year. Joining Utah in the campaign are the states of Connecticut, Rhode Island, and New Mexico, as well as 71 individual communities across 30 states and the District of Columbia.

Historic Paris Agreement to Combat Climate Change
By Desert Star Staff Today, more than 190 countries came together to adopt the most ambitious climate change agreement in history. The Paris Agreement establishes a long term, durable global framework to reduce global greenhouse gas emissions. For the first time, all countries commit to putting forward successive and ambitious, nationally determined climate targets and reporting on their progress towards them using a rigorous, standardized process of review. The Agreement provides strong assurance to developing countries that they will be supported as they pursue clean and climate resilient growth. The deal builds on the unprecedented participation of 187 countries that submitted post-2020 climate action targets in advance of the meeting, and establishes a framework to ratchet up ambition by driving down global emissions in the decades to come. This new global framework lays the foundation for countries to work together to put the world on a path to keeping global temperature rise well below 2 degrees Celsius and sets an ambitious vision to go even farther than that. This Agreement sends a strong signal to the private sector that the global economy is moving towards clean energy, and that through innovation and ingenuity, we can achieve our climate objectives while creating new jobs, raising standards of living and lifting millions out of poverty. The Paris Agreement is also the culmination of a broader effort by nations, businesses, cities, and citizens to reorient
the global economy to a path of low-carbon growth – progress that will accelerate as a result of the Agreement’s provisions on mitigation ambition, transparency, and climate finance. An Ambitious Agreement The Paris Agreement sets forward an ambitious vision for tackling climate change globally. This includes: · Strengthening long-term ambition: The Agreement sets a goal of keeping warming well below 2 degrees Celsius and for the first time agrees to pursue efforts to limit the increase in temperatures to 1.5 degrees Celsius. It also acknowledges that in order to meet that target, countries should aim to peak greenhouse gas emissions as soon as possible. · Establishing a universal approach for all countries: The Agreement moves beyond dividing the world into outdated categories of developed and developing countries and instead directs all parties to prepare, communicate and maintain successive and ambitious nationally determined climate targets. This approach – where countries set non-binding targets for themselves – paved the way for 187 mitigation contributions this year and will form the basis for a long-term, durable system to ratchet down emissions. · Locking in five year target cycles: Under the Agreement, all countries will communicate their climate targets every five years, starting in 2020. Targets must be submitted 9-12 months before they are finalized, creating time for other countries and civil society to seek clarity about the targets submitted.

This durable, long-term framework will drive greater climate ambition as technologies improve and circumstances change. · Rigorous assessment of global climate action: To help inform further domestic and global efforts, the Agreement puts in place a mechanism to assess collective progress on global mitigation action using the best available science. This process will begin in 2018 and occur every five years to help inform countries’ future targets and strategies. · Sending a market signal on innovation and technology: The mitigation components of the Agreement, combined with
a broad push on innovation and technology, will help significantly scale up energy investments over the coming years – investments that will accelerate cost reductions for renewable energy and other low-carbon solutions. This set of actions will create a mutually reinforcing cycle in which enhanced mitigation increases investment and enhanced investment allows additional mitigation by driving down costs. The Paris Agreement establishes a robust transparency system to help make sure that all countries are living up to their commitments. This will send a market signal to the private sector and investors that countries are serious about meeting the targets they have set. Source: WHITE HOUSE Office of the Press Secretary
Latino Clergy Push for New National Monuments
Youth groups from Latino churches visit the Mojave Trails National Monument. (Hispanic Access Foundation) By Desert Star Staff COACHELLA, Calif. A large group of California religious leaders released a letter to President Obama on Tuesday, asking him to use his powers under the Antiquities Act to create three new national monuments in the southern California desert. One hundred Latino church leaders from the Assemblies of God Southern Pacific District www.desertstarweekly.com

Jesse Villarreal of Templo la Hermosa in Coachella said local churches often take youth groups on hikes to these proposed monuments because they are part of God’s gift to humanity. “It’s a place to relax, to pray, to connect with God and

December 16, 2015
Maite Arce, president of the nonprofit Hispanic Access Foundation, said Latinos make up nearly 50 percent of the population in the California desert - so they have an important voice in the protection of public lands. “These communities really see the importance of these monuments to their heritage, to their community, to future generations, and to their faith,” he said. The clergy members join a growing list of monument supporters who have written to the president, including historians, veterans, activeduty military, local elected officials, Latino organizations, a s t ro n o m e r s a n d l o c a l business owners. Sen. Dianne Feinstein, D-Calif., introduced a bill to establish these national monuments earlier this year, but it has not yet been brought to a vote. The letter is online at hispanicaccess.org.

By Ricardo Alonso-Zaldivar WASHINGTON - It’s crunch time to sign up for coverage under President Barack Obama’s health care law. The website works much better now, but rising premiums and shaken faith among insurers have cast new shadows. Tuesday is the deadline for millions of uninsured procrastinators to sign up in time for coverage to begin on Jan. 1. As the health insurance expansion enters its third year, their decisions are critical to its economic viability. A surge of younger, healthier customers could hold down premiums in a market that’s struggling to grow. “Medical costs of enrollees have been higher than expected and total enrollment remains low,” said Caroline Pearson, a vice president at the consulting firm Avalere Health. “If participation is leveling off, then plans may be stuck with a risk pool that is not particularly balanced.” More than half of the health law’s 23 nonprofit insurance cooperatives have folded, and even some major industry players have recently gone public with doubts.
There have been bumps with the health law, says business owner Rayna Collins of Lincoln, Nebraska, but overall she counts on it. She’s surprised, however, that many people she knows have remained uninsured. “It’s heartbreaking to think that they could have affordable insurance,” said Collins. “They think it’s like going on welfare.” One friend believed incorrectly that insurers could still turn down customers with preexisting health conditions, a practice barred under the law. Collins, a graphic designer, has had to make adjustments. She switched insurers for 2016 because the company she was with left the market. Her premium will be about the same, after subsidies the law provides for private coverage. But her deductible will spike from $500 to $2600. “I’m getting less coverage for about the same, and I’m not happy with that,” Collins said. “But I don’t know what I would do if I weren’t getting the government subsidy. I was already being priced out of health insurance before Obamacare.” The coverage allows her to get

regular preventive care that’s important for people like her, in their early 60s. The Obama administration says it’s seeing a vigorous consumer response this sign-up season, with more than 1 million new customers already. “All the evidence for us is that the marketplace is strong, it’s vibrant, and it’s growing,” said Andy Slavitt, head of the Centers for Medicare and Medicaid Services, which runs the government’s major insurance programs. Still, the administration’s sign-up target for 2016, the president’s last full year in office, is modest: 10 million people enrolled and paying premiums at the end of the year, an increase of about 10 percent. Some important things for consumers thinking about signing up for the first time, as well as for those renewing: -Deadlines: Tuesday is the deadline to sign up for coverage so it can take effect on the first of the year. It’s also the deadline to make any changes to existing coverage so they take effect Jan. 1. Current customers will be automatically renewed Jan. 1 if they make no changes, but
they may save money now by shopping for a plan with lower premiums. The final deadline for new sign-ups and plan switches is Jan. 31, 2016. After that, new enrollments and changes are only allowed under special circumstances. People who remain uninsured after Jan. 31 risk fines when they file their 2016 taxes. -Fines will sting: The fines for people who remain uninsured in 2016 have gone up substantially. A study from the nonpartisan Kaiser Family Foundation estimates that the average tax penalty will rise to $969 per household, or nearly 50 percent. The fines are one of the law’s methods for nudging healthy people to get insured. Fines of $900 would put a serious dent in most income tax refunds, and it’s enough money to pay several months’ worth of subsidized premiums. This year uninsured people got a second chance to sign up and avoid penalties if they found out about the fines upon filing their tax returns. There’s no such reprieve next year. -Website working: The HealthCare.gov website,

famously balky a couple of years ago, is working well by most accounts. The site has some consumer-friendly enhancements including a cost calculator, a doctor and hospital look-up feature and a way to see whether your prescription drugs are covered. Consumers are urged to double-check the physician finder results with their plans and doctors. Ahead of sign-up season, it was expected that premiums for health law plans would go up in most places. A wave of closures among the law’s nonprofit insurance co-ops led to more worries. But what really seems to have shaken confidence were recent comments by UnitedHealth CEO Stephen Hemsley that the nation’s largest insurer had made a bad decision in expanding into more of the law’s insurance exchanges. Drew Altman, president of the Kaiser Foundation, says the health law’s insurance markets appear to be making progress. But they’re not there yet. “It’s going to take more people enrolled to be fully successful,” Altman said.

T H E AT R E Idina Menzel Stars in ‘IF/THEN’ at Pantages BY THEDA KLEINHANS REICHMAN
in the lives of just about anybody. Often it is destiny that brings two people together, but it can also be random chance that puts a person in harm’s way. With that in mind, I was more involved in Act II even if I couldn’t always keep Liz and Beth’s destiny totally separate. On the way home, Rich and I talked about our own personal If/ Then moments. Years ago before we met, we were both called to Jury Duty in December and then March and both times our bosses didn’t let us go, saying we were needed at work. When called again in May we each made sure we were allowed to serve. (An If/Then happenstance.) Then on the fifth day of jury service, I was sitting in the hallway of the courthouse talking about my job at CBS Television City. At that point, Richard came over and introduced himself to me saying, “Hi, I’m Rich.“ After a short pause, he followed with, “That’s a noun, not an adjective.” We were married about two years later. Rich says he reported for Jury Duty and he received a life sentence. I believe that destiny caused our paths to intersect at that moment. As with Elizabeth in “IF/THEN,“ our lives changed when choice and chance collided in the hallway that day. While I may not be totally sure how the play ended since there were several possibilities, I did eventually understand what the playwright and lyricist were trying to convey--and that’s what really counts.
Idina Menzel and the cast of If /Then. Photo by Joan Marcus Tony Award winner Idina Menzel Is a Broadway icon. She starred in “Rent” and won a Tony for her stunning portrayal as Elphaba, the green witch in “Wicked.” Your children know her, or they know her voice, because she’s the one who belted out the Oscar winning song “Let It Go” in the Disney billion dollar blockbuster “Frozen.” She also had a recurring role in TV’s “Glee.” She was last seen on the Broadway stage in “IF/THEN” and was nominated for a Tony yet again. Now, through January 3, 2016, she and her Broadway co-stars will be performing in the National Tour of “IF/THEN” at the Hollywood Pantages Theatre. “IF/THEN,” a very contemporary new musical directed by Michael Grief, is the brainchild of composer Tom Kitt and book writer/lyricist Brian Yorkey. The creative duo also wrote the Pulitzer Prize and Tony Award winning musical “Next to Normal.” which was also directed by Greif. The musical opens with
Menzel standing on the upper level of Mark Wendland’s imaginative multi-layered set representing New York City. “It’s me,” she says as the opening night audience bursts into thunderous non-stop applause. The “me” in question is Elizabeth, a woman in her late 30’s who has returned to New York to jumpstart her career as an urban planner. Her marriage, which ended in a bitter divorce, has left her insecure and jaded when it comes to ever finding true love. At this point in her uprooted life, career trumps love. When she arrives in the park setting below she runs into Kate (LaChanz) a lesbian Kindergarten teacher she knew in Arizona.. She also links up with Lucas (Anthony Rapp) a friend from her college days. It is at this point that she splits into two different versions of herself. As Liz, she is sexy, but afraid to commit to ever loving again. As Beth, she takes on the more neurotic aspects of her personality. Beth is career driven and often feels isolated
and lonely. It is the ever-optimistic Kate who advises Elizabeth (both Liz and Beth) to love again, especially when she meets a handsome young Army doctor named Josh (James Snyder) who has just returned home from his second deployment in Iraq. Are they destined to fall in love? Will fate be cruel or kind? The main premise of the musical deals with what happens in Elizabeth’s life when her carefully designed plans collide with the whims of fate and chance. At this point in time, her life splits into two parallel story paths. If this sounds confusing, it kind of is. At the end of Act, I my husband advised me to concentrate on the overall premise. While I might be confused about what was actually going on from time to time, the main idea was that chance and fate can often •••••••••••••• change our lives no matter how Start the New year off carefully we plan. For the animal lovers on your gift list this holiday season, here are two very interesting DVD titles from the PBS series “Nature.” “PETS Wild at Heart” is a two part mini series that explores the extraordinary senses and special skills of our pets. To do this filmmakers use spy cameras, moving x-rays, high speed cameras and even drones. In part, one they show us how our pets get in touch with their wild side through play. Part two, entitled “Secretive Nature,’ reveals how our animal friends behave and experience the world when we aren’t looking. We’ve heard the song titled “Big Girls Don’t Cry: but PBS has a whole feature that lets us know that “Big Birds Can’t Fly.” For photographer David Attenborough big birds are the most comical. He describes them as the Flintstones of the bird world, noting that their lineage can be traced back to when dinosaurs roamed the earth. For him the ostrich, the emu and the rhea --together with the kiwi and cassowary--are the court jesters of the avian world because they can’t do one thing that birds are famous for doing-like flying because they can‘t. But how and why did this happen? To learn more about PBS DVD titles and programs, visit PGS. org. Happy Holidays!

‘Force Awakens’ carpet includes Stormtroopers, droids & stars
By Derrik J. Lang LOS ANGELES, CA. The next generation of “Star Wars” films kicked off with an elaborate debut for “The Force Awakens” Monday that served as a proverbial passing of the lightsaber to new groups of fighters dueling in a cinematic galaxy far, far away. “The Force Awakens” premiere had familiar elements for a “Star Wars” event: Stormtroopers marched and droids rolled down the red carpet. Later, Carrie Fisher joked for cameras and Harrison Ford and Lupita Nyong’o reflected on the next phase of the franchise.
The world’s first screening of the seventh “Star Wars” film attracted a constellation of stars, including Spike Lee, Jon Favreau, Janelle Monae, Elizabeth Banks and Sofia Vergara. John Williams’ soaring score played in a massive opaque tent that built on years of secrecy surrounding the film, which some expect to break box office records when it is released on Friday. At one point, Fisher turned the microphone on her co-star, Oscar Isaac, and conducted an interview that included her dropping an expletive. Ford reflected on the impact
of the film and the role that catapulted him to superstardom. “Well, in the ‘70s nobody knew what to anticipate,” Ford said in an interview with Starwars. com. “Nobody had ever seen anything like it. Now we have to live up to what the first films delivered.” Before the film’s human stars arrived, the droid BB-8 rolled by the cameras. The soccerballesque droid has been a popular fixture in trailers for the seventh “Star Wars” film, and it was soon joined by series mainstays C-3PO and R2-D2. past three years, director J.J. Abrams seemed overwhelmed by the magnitude of the premiere. “It’s very surreal. I’ve never seen this kind of thing,” he told Starwars.com. “It’s insane. I feel enormously guilty for this community, this neighborhood.” The carpet melded classic “Star Wars” figures with the new generation that will carry the weight of two more sequels, video games, comic books, toys and other merchandise. Abrams and Lucas posed together for photos, and both men took time to chat with fans before heading into the premiere. Original trilogy cast members Mark Hamill and Billy Dee Williams attended, as did series newcomers Max von Sydow, Gwendolyn Christie, John Boyega and Daisy Ridley. Disney took over a half-mile section of Hollywood Boulevard for the premiere, where the film was screening at three theaters. Some 5,000 invited guests would see the characters Luke Skywalker, Leia Organa and Han Solo reunite for the first time on the big screen since 1983’s “Return of the Jedi.” In bleachers set up on the boulevard, some fans dressed as X-Wing pilots while others donned outfits from new “The Force Awakens” characters. For those without tickets to
the premiere, the most they could see was the outside of the tent. “We’re really disappointed because we are big Star Wars fans, and we were hoping to at least see a little of the celebrities,” said Natalie Arnet, a tourist from Paris. “I understand the need for security,” Arnet said. But for a lifelong “Star Wars” fan, it was tough being that close to the premiere and not getting a better look. “I wanted to see the old cast members because I grew up with these films,” she said. Actors Chadwick Boseman and Sarah Hyland, and director Steven Spielberg were among the Hollywood stars who attended what could be the largest Hollywood premiere ever. One of the participating theaters the iconic TCL Chinese - hosted the premiere of the original “Star Wars” in 1977. Spielberg praised the “Star Wars” franchise, saying he knew when the first film was released that it would be an enduring hit. “It was a slow burn, but I knew it would never go away,” Spielberg told Starwars.com. rdan Strauss/Invision/AP). As World Leaders Craft Climate-Change Plan, ALEC Plots It’s Downfall
ALEC is funded in part by a number of large energy corporations that oppose pollution limits for the nation’s power plants. (morguefile.com/Click) By Desert Star Staff SCOTTSDALE, Ariz. - At the same time world leaders gathered in Paris to find a solution for global climate change, another group www.desertstarweekly.com
has been meeting in Arizona to formulate a plan to scuttle their efforts. Members of the American Legislative Exchange Council met behind closed doors
for three days in Scottsdale, in part to develop a game plan to undermine any agreements to limit carbon pollution. According to Mary Bottari, deputy director December 16, 2015
of the Center for Media and Democracy, ALEC’s members, who include global oil and gas companies and giant utility firms, are planning a full-court press at state legislatures in 2016. “They actually have model bills rolling back renewable energy. They have model bills rolling back wages, by preempting prevailing wages for construction workers, or living wages for other folks,” she said. “So, it’s a very interesting, very ‘retrograde’ agenda.” Bottari, whose group tracks ALEC and its activities, said ALEC normally pushes its agenda by promoting model legislation to states. However, she said, the group now has moved beyond that to a direct campaign against President Obama’s proposed Clean Power Plan, which calls for a 32 percent cut in carbon emissions across the United States by 2030.
ALEC has organized the attorneys general in 24 states to sue the Environmental Protection Agency in the name of states’ rights. Bottari said they want to block the administration from implementing any plan to limit the types of pollution that most scientists say are man-made contributors to climate change. She said ALEC has some heavyweight players in its corner. “Giants like Exxon-Mobil and Chevron, and also energy traders like Koch Industries and those kinds of folks,” she said. “These people do not want to see a global climate agreement; they want to continue burning fossil fuels ‘til the end of time.” Even if ALEC can’t stop plans to halt climate change, Bottari said, it hopes to cast doubt on the validity of the science behind them, or delay action on any treaties until after the presidential election

THEATRE REVIEW “The Bridges of Madison County” - The Emmy Award Winning Musical BY BEVERLY COHN
L-R: With Robert (Andrew Samonsky) unseen in the distance, the moment of truth is at hand for Francesca and she has to choose between her son Michael (Dave Thomas Brown,) her husband Bud (Cullen R. Titmas,) and daughter Carolyn (Caitlin Houlahan) or a new life with her true soulmate. Photos of Matthew Murphy Yes. There is no Meryl Streep and yes; there is no Clint Eastwood. Walking in their long shadows, however, are gifted operatic soprano Elizabeth Stanley as Francesca and also vocally strong Andrew Samonsky as Robert Kincaid, the hunky National Geographic photographer who visits a small town in Iowa to shoot the iconic covered bridges. Stanley’s Francesca opens the play with a vocal aria or soliloquy, which while beautifully sung, was difficult to understand. The lyrics are a musical version of “exposition.” It recounted her experience as an Italian war bride leaving Naples and winding up in a small farming area in Iowa. Her vocal diction was sometimes problematic throughout the play. However, her stirring, sensitive, and sensual characterization, coupled with the romantic musical score by Jason Robert Brown, more than made up for her sometimes-muddied pronunciation. Basically the story is the same as we remember from the film. Francesca has been married to Bud Johnson for 18 years. They have two children
- Carolyn (Caitlin Houlahan) and Michael (Dave Thomas Brown.) Francesca is a typical farm housewife. She cooks, cleans, helps with the farming, and lovingly looks after her family. But, somewhere deep in her soul is an awareness that this is not the life she had imagined for herself. Bud and the two children are taking off for three days to attend the Iowa State Fair where Carolyn is going to enter her cow in competition. They sing “Home Before You Know It.” Francesca plans to sleep late, read seed catalogs, and take long, soothing baths. But then, there is a chance encounter with photographer Robert Kincaid who asks for directions to one of the covered bridges. He sings “Temporarily Lost,” and as he does, awakens in Francesca deep sexual desires. There are beautiful love songs in Act 1 including Francesca’s “What Do You Call a Man Like That?” and “Look At Me,” sung by the two of them. “The World Inside a Frame,” sung by Robert and “Falling Into You,” sung by the two lovers, gives Francesca a glimmer of a life that could be. There are lovely scenes in
the kitchen where they prepare dinner together. Robert gathers fresh fruits and vegetables from the Johnson garden and at one point asks if he should include kale in the salad. Francesca replies, “No. That’s an American thing.” And so, this intense affair begins which takes us to the return of Francesca’s family and her conflicted emotions as to whether she should leave with Robert and embark on an exciting new life, or stay with her family and continue living a life of quiet desperation. In the film, she is in the car and doesn’t get out to join Robert. In the play, she is on the street with her family. In her fantasy, she runs to Robert and embraces him, but in reality, devotion to her responsibilities renders her helpless to pursue her romantic dream. I might add that there wasn’t a dry eye in the audience, including my own. Lest you think there is no comic relief from the sadness of the star-crossed lovers, the Johnson’s nosey neighbors, Marge (Mary Callanan) and Charlie (David Hess) have a few funny scenes where Marge, curlers in her hair, (always
Marge (Mary Callanan) wants to know if her husband Charlie (David Hess) would forgive her if she cheated on him. Photos of Matthew Murphy

Wearing a brand new red dress, Francesca (Elizabeth Stanley) is hopelessly drawn to Robert (Andrew Samonsky.) Photo of Matthew Murphy good for a laugh) looks through binoculars into Francesca’s home. She is actually spying on her close friend, commenting that, “The photographer spent the night with Francesca.” Bud sings “Something from a Dream,” and Marge gives her rendition of “Get Closer,” backed by the Radio Singers. While Act I is a bit overwritten at times, Act II soars with more beautiful songs such as Francesca’s “Almost Real,” “Before and After You/One Second & A Million Miles,” sung by Robert and Francesca, the tear jerker “When I’m Gone,” (Charlie, Bud, & Company) “It All Fades Away,” (Robert) and the closing number “Always Better” sung by Francesca, Robert & Company. With the book by Marsha Norman based on the novel by Robert James Waller, the excellent staging and direction recreated by Tyne Rafaeli from Bartlett Sher’s brilliant original direction, this production is visually stunning. Reminiscent of Thorton Wilder’s “Our Town,” the abstract original scenic design by Michael Yeargan is incredibly creative. Suggestive set pieces fly in and out from the rafters, as the “stagehands,” who are actually the chorus, gracefully enact the scene changes in an almost slowmotion dance, as choreographed by Danny Mefford. Donald Holder’s lighting design floods the stage in a kaleidoscope of delicious colors, with Catherine Zuber’s period costumes aiding and abetting the entire look of this dazzling production. What
is particularly interesting is how in the original direction, Sher overlapped the different layers. For example, while one scene is in progress, a character from the next scene actually enters the current scene so that two scenes are being enacted concurrently. One particularly interesting overlap is when Robert’s exwife Marian (Katie Klaus) walks into a scene between Robert and Francesca. Unseen by the other characters, she sets up a microphone, plays the guitar and sings “Another Life.” This comingling of characters who are invisible to each other permeates the entire production. Some of the chorus/stage hands are visible at all times, acting, one might say, as a Greek chorus, observing the unfolding drama. This version of “The Bridges of Madison County” is a mustsee theatrical experience that will have you smiling, laughing, and yes, you will probably experience that proverbial lump in your throat and perhaps even a few tears will slide down your cheeks as you remember a great love from your past who is no longer in your life. 350 infants, over 670 adults potentially exposed to tuberculosis By Desert Star Staff Over 1,000 people, including as many as 350 infants, could have been exposed to tuberculosis by an infected nurse in the maternity wing of California’s Santa Clara Valley Medical Center. The infants will now be monitored for signs of active tuberculosis. According to the San Josebased hospital, apart from the 350 infants, 308 employees and 368 parents, primarily mothers, were potentially exposed to TB between August and November of this year. The Center’s officials say they have identified all of the patients, staff members, and visitors who were at SCVMC’s Mother & Infant Care Center during that period and are currently contacting them. “While the risk of infection is low, the consequences of a tuberculosis infection in infants
can be severe. That’s why we decided to do widespread testing and start preventative treatments for these infants as soon as possible,” said Dr. Stephen Harris, chair of pediatrics, according to an official press release. The nurse, whose name is not being disclosed, was put on leave before her diagnosis was confirmed. It appears that she had undergone a tuberculosis test in September 2015 that yielded a negative result. However, the nurse’s physician discovered TB in an X-ray taken while looking into an unrelated medical condition. TB-causing bacteria can be spread from one person to another through the air. Symptoms include weakness, chest pain, fatigue, chills and fever, among others. All of the 350 infants will receive daily preventive treatment, which includes isoniazid – an
antibiotic that kills tuberculosis. “Infants will need a chest X-ray and preventative medication,” the hospital said, stressing that “tuberculosis is difficult to diagnose” in babies. Mothers and employees
will be tested and treated, if necessary. The SCVMC has offered its apologies for the situation. “This incident is an unfortunate reminder that TB remains an ongoing health concern for our
community,” said Health Officer Dr. Sara Cody. According to the Centers for Disease Control and Prevention, 9,421 cases of tuberculosis were diagnosed in the United States in 2014.

MUSIC Deluxe music titles make perfect gifts BY ROBERT KINSLER
With Christmas just around the corner, now is the time to pick up some outstanding music-minded multi-format releases new in 2015. Here are some highlyrecommend titles available on DVD and Blu-ray (and in some cases as a multi-format deluxe set).
Artist: Rush Title: R40 Live (Rounder) You might like if you enjoy: Rush Tell me more: For fans of Rock and Roll Hall of Fame trio Rush, the new release “R40” is an audio-visual keepsake of the highest order. The fourdisc collection (featuring three audio CDs and 1 DVD) is truly a celebration of more than 40 years of top-tier progressive rock. With the 2015 R40 tour reportedly marking the Canadian band’s farewell tour, “R40” is an excellent showcase for a band captured while still at the top of their game. What’s more, the audio and video quality of the audio/video discs are amazing. Recorded over two nights in the hometown of singer-bassist Geddy Lee,
guitarist Alex Lifeson and drummer Neil Peart, the concert film was caught via 14 cameras and really immerses the viewer in the moment. Information: concordmusicgroup.com.
Artist: The Beatles Title: 1+ (UMe) You might like if you enjoy: The Beatles Tell me more: Even lifelong fans of the Fab Four have not necessarily ever seen the full range of live performances and mini-movies featured on the Beatles’ “1+” CD/DVD (also available as a CD/Blu-ray version). The collection features a remixed version of the “1” greatest hits compact disc collection originally released in November 2000, as well as the accompanying videos for all 27 number one hits. A second disc has an additional 23 videos that astound with their inventiveness and display of the Beatles’ obvious charisma (just watch the whimsical takes of “Day Tripper” and “Rain,” and the studio footage of “Hey Bulldog”). Not only is the restored video quality and remixed stereo and 5.1 audio
amazing, but anytime you can gain an expanded appreciation of the greatest ever rock band of all time, take it. Information: thebeatles.com.
Artist: Queen Title: A Night at the Odeon (Eagle Rock Entertainment) You might like if you enjoy: Queen, Muse Tell me more: A seminal performance from Queen at London’s Hammersmith Odeon on Christmas Eve in 1975 marked the first time the rock quartet ever performed a full-length concert live on television; now the concert first broadcast over BBC TV has been carefully restored to its full splendor and is available via DVD, SD Blu-ray, on audio CD and 2 LP vinyl. The DVD version reviewed by this writer is an incredible feast for the ears and eyes. One of the highlights of the fast-moving performance is a flawless medley where the band opens with the beginning section of their now-classic song “Bohemian Rhapsody” before going into the shining “Killer Queen” and heavy metal-styled “The March of the Black Queen”
before closing with a reprise of the final section of “Bohemian Rhapsody.” Bonus features on the DVD include three tracks recorded in Budokan, Tokyo in May 1975 and a 22-minute documentary. Essential for Queen fans. Information: QueenOnline.com.
Artist: The Rolling Stones Title: From the Vault Live in Leeds 1982 (Eagle Rock Entertainment) You might like if you enjoy: The Rolling Stones Tell me more: The latest title in the Rolling Stones’ exciting “Live From the Vault” series of live performances from the band’s archive features their official release, “Live in Leeds 1982” that was filmed and recorded at Roundhay Park in Leeds, England on July 25, 1982. The band is seen in a freewheeling 26-song set that includes beloved ‘60s nuggets (“Under My Thumb,” “You Can’t Always Get What You Want,” “Time Is On My Side”), timeless ‘70s hits (“Jumpin’ Jack Flash,” “Miss You,” “Brown Sugar”), an inspired Eddie Cochan cover (“Twenty Flight Rock”) and even a rousing take of their blues gem “Black Limousine.” The collection features the
performance across 2 audio CDs and also on a DVD (or Bluray) too. Information: eagle-rock. com.
Artist: Martha Davis and The Motels Title: The Motels Live (Vesuvio Entertainment) You might like if you enjoy: The Pretenders, Concrete Blonde Tell me more: When the legendary West Hollywood nightclub Whisky a Go Go wanted to celebrate their 50th anniversary in January 2014, the Sunset Strip venue booked Martha Davis and The Motels to perform. That special concert is now on DVD/Blu-ray, and fans of Davis’ groundbreaking rock will be thrilled when the singer-songwriter-guitarist and her band deliver an energetic set featuring favorites such as “Mission Of Mercy,” “Take The L,” “Suddenly Last Summer,” “Total Control” and “Only the Lonely.” This is a must have for fans of Davis. LA schools closed over terror threat; prelim assessment is “hoax” Continued from Page 1
The threat mentioned backpacks and other packages, Cortines said. The FBI is assisting the LAPD and the school police force in the investigation, KCBS reported. The decision to close all schools was made to be sure that every child and employee is “absolutely safe,” Board of Education President Steve Zimmer said. However, by the afternoon, several members of Congress doubted the veracity of the threat, the LA Times reported. “The preliminary assessment is that it was a hoax or something designed to disrupt school districts in large cities. The investigation is ongoing as to where the threat originated from and who was responsible,” Rep.

Adam Schiff (D-California), the ranking member of the House Intelligence Committee, said in a statement. Rep. Brad Sherman (D-California), who represents Los Angeles and is a senior member of the House Foreign Affairs Committee, reviewed the roughly 350-word message, and said that it “lacks the feel of the way the jihadists usually write.” He added that the ‘from’ line in the email contained a pornographic term to reference a male body party and that the body of the message referenced Liechtenstein. Parents were notified early Tuesday about the closure. “I literally woke up to the call,” parent Jim Alger told KNBC. “There’s this element of fear. Things like this are kind of reminiscent of the post-9/11 days. But I guess it’s better safe
than sorry.” All students were picked up by 12:15 p.m. local time, the school district said on its webpage. School buses were called back to their depots after the decision to close, so most students were not at schools. The threat comes amid the final exam period for high schools, the Los Angeles Times reported. New York City Public Schools also faced a threat on Tuesday morning, but the New York Police Department ‒ working closely with the FBI, Joint Terrorism Task Force and the LAPD ‒ deemed it was a hoax. We are very comfortable that this is not a credible threat… concerned with people overreacting to it,” NYPD Commissioner Bill Bratton said in a NYPD tweet. After Bratton, who once December 16, 2015
served as the LAPD chief, criticized Los Angeles’ reaction to the emailed threat and residents complained of a potential overreaction online, several city officials blasted those comments. “It is very easy for people to jump to conclusions… usually what people think in the first few hours is not necessarily how it plays out in later hours,” Mayor Eric Garcetti said. “But decisions need to be made in a manner of minutes.” “The school district safeguards three quarters of a million lives every day. When they make a decision, they have to take into account the safety of the children of Los Angeles,” Beck said. “I think it’s irresponsible, based on facts that have yet to be determined, to criticize that decision at this point.”
“These are tough times. These communities, our communities, Southern California has been through a lot in the recent weeks,” he added. “Should we risk putting our children through the same?” Garcetti also noted that he supported Cortines’ decision to close schools, even if it makes life difficult for many parents who “still have to continue to get to work and can’t even afford to miss one day.” The city activated the its emergency operations center at level 1, the lowest level, Garcetti said. The LAPD has taken the lead role on the investigation, according to normal protocol. The president has been informed of the threat against LAUSD, White House press secretary Josh Earnest said at the daily briefing. www.desertstarweekly.com

Johns Hopkins prepares for first penis transplant
By Desert Star Staff Doctors in Baltimore, Maryland will perform up to 60 penis transplants on injured veterans who lost their genitals in Iraq and Afghanistan. It will be the first time the procedure is performed in the United States. Johns Hopkins University has given three doctors permission to perform the experimental surgery within a year, the New York Times reported. The university, which runs one of the premier medical schools in the US, will monitor the results, then decide whether to make the operation a standard treatment. Nearly 1,400 military servicemen sustained injuries to the genitals between 2011 and 2013 in Iraq and Afghanistan alone, according to the Department of Defense Trauma Registry. The vast majority of the 1,367 injured troops was under 35 and had lost all or part of their penises or testicles on account of improvised explosive devices (IEDs). Approximately 7 percent of male military personnel under the age of 40 sustained genital injuries during their military service, a 2014 report in the Journal of Sexual Medicine found. Of the 16,323 trauma admissions between 2001 and 2008, 5 percent involved genitourinary injuries ‒ trauma including the genitals, bladder, urinary tract and kidneys. The majority of those injuries were to the scrotum (29 percent), followed by the kidney, (22.9 percent), bladder (21.3 percent), penis (14.2 percent), testicle (9.1 percent), ureter (2.7percent), and urethra (0.8 percent), according to a 2010 report in the Journal of Trauma. “These genitourinary injuries are not things we hear about or read about very often,” Dr. W. P. Andrew Lee, the chairman of plastic and reconstructive surgery at Johns Hopkins, told the New York Times. “I think one would agree it is as devastating as anything that our wounded warriors suffer, for a young man to come home in his early 20s with the pelvic area completely destroyed.” When men are injured in combat, the first thing they ask about after surgery is their genitals, doctors told the NY Times. “Our young male patients would rather lose both legs and an

arm than have a urogenital injury,” Scott E. Skiles, the polytrauma social work supervisor at the Veterans Affairs Palo Alto Health Care System, said. Army Sergeant First Class Aaron Causey knows just how traumatic it is to lose your “manhood.” Thanks to an IED in Afghanistan, he lost both legs, one testicle and part of the other in 2011. To him, the testicular damage was the worst of his injuries. “I don’t care who you are ‒ military, civilian, anything ‒ you have an injury like this, it’s more than just a physical injury,” Causey told the NY Times. Johns Hopkins has restricted the transplant surgery to those, like Causey, who suffered genitourinary injuries in combat. “Once this becomes public and there’s some sense that this is successful and a good therapy, there will be all sorts of questions about whether you will do it for gender reassignment,” Dr. Jeffrey Kahn, a bioethicist at the Baltimore school, told the NY Times. “What do you say to the donor? A 23-year-old wounded in the line of duty has a very different sound than somebody who is seeking gender reassignment.” After the transplant is completed, the penis will begin working in a matter of months, allowing the recipient to develop urinary function, sensation and even the ability to have sex. “Some hope to father children,” Dr. Lee said. “I think that is a realistic goal.” In fact, the 21-year-old recipient of the first successful penile transplant, performed in South Africa last December, was able to impregnate his partner just
five weeks later. Doctors in South Africa are hoping to perfect the procedure to help the more than 250 young South Africans who are annually forced to undergo penile amputation due to complications following traditional circumcision ceremonies, mostly performed by Xhosa tribal populations away from urban areas. Prior to that surgery, doctors had to fashion a penis out of the donor’s abdominal skin so that he could be buried with a penisshaped organ. Johns Hopkins will ask permission to specifically use the penis from the families of donors, just as doctors would for hands and face transplants, Kahn said. If the transplant recipients do impregnate their partners, it will be with their own ‒ not the donors’ ‒ sperm, as the testes will not be a part of the procedure, the NY Times reported. Those men who have completely lost their testicles and receive transplants will not be able to have biological children.
Chinese doctors “regretfully” reversed a penis transplant after just two weeks in 2006 after the 44 year-old patient suffered “severe psychological problems” following the surgery, with neither the man nor his wife accepting the new appendage. That surgery was poorly documented, but photographs of that transplant had patches of dead and peeling skin, possibly from inadequate blood flow, the Johns Hopkins doctors told the NY Times. The American transplant team believes that the men they will work with will take to their new organs the same way hand transplant recipients do, because hands and penises are both external and distinctive from those organs on other people. “I can tell you from all the patients... every single one, after surgery, look at the graft, try to move it and they immediately call it ‘my hand’,” Dr. Gerald Brandacher, the scientific director of the reconstructive transplantation program at Johns Hopkins, told the NY Times. “They immediately incorporate it as part of their body. I would assume, extrapolating, that this is going to be the same for this kind of transplant.” The first operation should last about 12 hours, with Johns Hopkins covering the estimated cost of $200,000 to $400,000, similar to that of a hand transplant, Lee said. The surgery requires connecting two to six nerves as well as six or seven veins and arteries. The recipients will need to take anti-rejection drugs for the rest of their lives, as they would with any other organ transplant.

Small drone registry introduced by FAA
By Desert Star Staff Owners of small hobby drones must register their unmanned aerial vehicles with the US government beginning December 21, the FAA has announced. Registration will be $5, and previous drone owners have until February 19 before facing penalties. The Federal Aviation Administration’s statutory drone registration process applies to UAVs weighting anywhere from 0.55 pounds to 55 pounds, including payloads such as on-board cameras, the agency announced Monday. Registration through the FAA’s website, or by paper, is required of any owner at least 13 years old. Parents or guardians are responsible for registering drones for anyone younger than 13. “Failure to register an aircraft can result in civil penalties up to $27,500,” the rule states. “Criminal penalties for failure to register can include fines of up to $250,000.” Registration requires a name, home address, and email address, the FAA said. Registrants will receive a Certificate of Aircraft Registration/Proof of Ownership that will include an identification number that an owner must mark on an UAV. The identification number can be used for all of an owner’s model unmanned aerial systems, the FAA said, adding that registration is valid for three years. “Aircraft registration is necessary to ensure personal accountability among all users of the [national airspace],” the FAA said in the full rule document. “With the current unprecedented proliferation of new sUAS (small Unmanned Aerial System), registration allows the FAA a direct and immediate opportunity
to educate sUAS owners. Aircraft registration also allows the FAA and law enforcement agencies to address non-compliance by providing the means by which to identify an aircraft’s owner and operator.” The guidelines only pertain to hobbyist, model drones, not commercial drones, which must receive an exemption from the FAA. Rules opening up US skies to commercial drones are expected by mid-2016. More than 600,000 small drones used for commercial purposes will be sold in 2016, the FAA estimated. The rules come just in time for the holiday season. The FAA estimates that 1.6 million small drones intended to be model drones will be sold by the end of 2015, with about half of those purchased in the fourth quarter of the year. “We expect hundreds of thousands of model unmanned aircraft will be purchased this holiday season,” said FAA Administrator Michael Huerta. “Registration gives us the opportunity to educate these new airspace users before they fly so they know the airspace rules and understand they are accountable to the public for flying responsibly.” The FAA said the cost of the drone registration system will hit $56 million through 2020. Safety was cited as a top reason for the registration push. The FAA believes that 200,000 small drones flew in US airspace in 2014. During that year, “the FAA received 238 reports of potentially unsafe UAS operations,” the agency said Monday. Days before the FAA announced the new guidelines, the Center for the Study of the Drone at Bard College in New
York released a report detailing the risks that await national airspace littered with UAVs. The study found that more than 35 percent of 921 incidents between drones and manned aircraft that occurred between December 2013 and September 2015 posed a proximity danger, defined as when a drone comes close enough to a plane or helicopter to be deemed by the FAA as a “near midair collision,” or when a pilot believes a drone is too close or dangerous. Of those “Close Encounter” incidents, as the study calls them, 158 came
when a drone was within 200 feet of an aircraft, 51 occurred when the proximity was within 50 feet, and 28 of the incidents caused the pilot to maneuver to miss a UAV. New York City and Newark, New Jersey were the most common locations for close encounters analyzed by the study. The two cities combined for 86 such incidents. The FAA bars UAVs from flying within five miles of a US airport without permission from traffic control. The Bard College study
offered solutions to close encounter incidents, including geo-fencing software to limit UAV access to forbidden areas, or a “sense and avoid system” that would allow a UAV to detect another aircraft and take action to avoid it. “Various groups are working to develop reliable sense and avoid systems that can match the detect and avoid capability of a human, and the FAA is working to develop common standards for the technology,” the report said.
