The Broncos subdued Panthers quarterback and league MVP Cam Newton throughout, and despite their own offensive
deficiencies, they were able to close out the win with relative ease in the final quarter. There was a Super Bowl record of 12 sacks in the match and for long spells of the game, it looked like the Broncos were going to win without scoring an offensive touchdown. B u t C J A n d e r s o n ’s

Around 1,400 people started arriving at 5:30 for a huge cocktail reception and silent auction. Over 200 local businesses donated items for this largest of silent auctions. This was a night of a fantastic surprise as philanthropist Annette Bloch announced she donated 3 Million dollars to a new expansion of the medical facilities at Desert AIDS Project DAP. The new complex will not only be for HIV/AIDS clients but also for uninsured people with Cancer. Singer/songwriter artist Chaka Khan held the announcement prior to a special performance. The Gala is about honoring people that have been instrumental in the fight against HIV/AIDS. DAP Board Chairman Barbara Keller and DAP CEO David Brinkman spoke about all the new programs and strides made in the destruction of HIV/AIDS. Research, Clinical Trials, New Medications, Early Detection and Information have brought a closer end to HIV/ AIDS. The Get Tested program has become a very important tool to stop the disease from spreading. The DOCK is a new sexual wellness clinic that

Co-hosts were Leslie Jordan, one of the funniest men on the planet, and local showgirl Ethylia Canne. Leslie had the guests laughing out loud with his humor. File and Suspend, Post-2015 Under the previously existing rules, file and suspend allowed a spouse (typically the lower earning spouse) to begin collecting spousal benefits without jeopardizing the amount of the higher earning spouse’s retirement benefit. The higher earner would file for benefits and then make a subsequent filing to suspend these benefits, after which the other spouse would file for spousal benefits. The strategy allowed the
higher earner’s Social Security benefit to continue to grow by 8% until he or she reached age 70, when the maximum possible benefit would become available. If each spouse had reached full retirement age, the lower earning spouse also had the option of filing a restricted application, which would allow his or her own retirement benefits to continue to grow while receiving only the spousal benefits. Unfortunately, the Bipartisan Budget Act of 2015 eliminated file and suspend for most clients beginning in 2016. If a client was born after January 1, 1954, he or she can no longer use either the file and suspend or restricted application strategies. The ARM does not qualify for “Certified” status in California. CACM is a California organization, founded in 1991 by a group of veteran managers. CACM has over 2,000 manager members, of which 1,900 hold CACM’s primary credential, the Certified Community Association Manager (“CCAM”). The CCAM involves 34 class hours, and qualifies managers as “Certified.” CACM recently inaugurated “MCAM”, a new credential. It includes 51 class hours, a test, an essay, and other requirements. Thus far, 10 managers have attained the MCAM. CAI consists of 60 chapters, including 8 in California. CAI has over 12,000 manager members of its total membership of 34,000, and over 1,600 manager
members in California. Founded in 1973, CAI provides education for homeowners and managers. CAI offers three manager credentials, “Certified Manager of Community Associations (CMCA”), “Association Management Specialist (AMS)”, and “Professional Community Association Manager (PCAM)”. In California, CAI also offers a full-day course on HOA law for managers. Attaining the CMCA requires two and one half days of instruction. Just under 16,000 CMCAs have been awarded, and about 1,000 are active in California. The AMS credential requires a CMCA credential, two years’ experience, and two more days’ classes. There are over 4,000 active AMS managers nationwide and 460 in California. Managers holding the AMS designation qualify as “Certified” in California after taking CAI’s California law course. The gold standard of management credentials is CAI’s PCAM designation. This requires five years’ experience,

Once a board selects the desired type of management services, what qualifications are desired? California managers are unregulated with no license or minimum education required, so how can one know if someone who holds themselves out as a community manager is qualified? Check their credentials, which indicate experience and commitment to the management profession. Business and Professions Code 11502 allows one to be called a “Certified Common Interest Development Manager” after 30 class hours in certain topics from a professional association of common interest development managers. Section 11504 requires managers to annually disclose whether the manager qualifies as “Certified,” and prohibits unqualified managers from claiming to be certified. While certification is not mandatory, the disclosure is. Three organizations educate and issue credentials to California managers: Institute of Real Estate Management (“IREM”); California Association of Community Managers (“CACM”), and the Community Associations Institute (“CAI“). Each offers education and certifications to managers. IREM is a national organization, with about 18,000 manager members, o ff e r i n g e d u c a t i o n a n d credentials regarding all forms of management. Although its managers are mostly nonresidential, about 3,800 of its

almost 100 total class hours, and preparation of a 200-300 page exhaustive case study of a large HOA. About 80% of applicants successfully achieve the PCAM on the first attempt. There are presently 1,817 PCAM’s nationwide, and 293 active in California. Larger or higher profile properties may prefer PCAMs or those working toward it. Ask about the manger’s credentials, and make sure YOUR manager has the credential (not someone else in the office). Berger Foundation, has introduced the Primero Speakers Series specifically organized for Youth Town Hall (YTH). The new series features the addition of several speakers to the 2016 season who will speak to students of YTH, prior to that evening’s main speaker. On Monday, February 22, Chief Justice of California Tani G. Cantil-Sakauye will present her inspiring story about working her way through college and law school by waiting tables and working as blackjack dealer in Lake Tahoe, to become the chief justice of the largest court system in the United States. Following her speech to the students, the featured speaker of the evening, Nando Parrado, will speak to YTH about his 72-hour survival in the frozen Andes Mountains after a plane crash. On Thursday, March 10,
Congressman Raul Ruiz of California’s 36th District will be the featured Primero Series speaker at YTH. Ruiz will share his experience about his career as a Mexican-American doctor and his transition to becoming a politician in 2012. Notably, he knows Felipe Calderon, former President of Mexico and the featured Desert Town Hall speaker that night, from attending graduate school together at Harvard. Animal Advocates, New Mexico Win Fight to Block Horse Slaughter By Desert Star Staff National Nurses United, a SANTA FE, N.M. - A state district judge’s order has put an end in New Mexico to plans for the slaughter of horses for human consumption. The state and the Front Range Equine Rescue sued Valley Meat Company in Roswell in 2013 over its plans to slaughter horses and sell the meat overseas. Bruce Wagman, an animal rights attorney who represented Front Range Equine Rescue, says the order will block horse meat production in the state. “The parties agreed to end the case because Valley Meat agreed to a permanent order from the court which prohibits it from ever slaughtering horses or even being involved in the

production of horse meat again,” says Wagman. Valley Meat was planning to convert its beef-processing plant in Roswell to slaughter horses. Wagman says the New Mexico Attorney General’s office and Front Range Equine Rescue successfully argued that such an operation would violate the state’s environmental and foodsafety laws. Marijuana Taxes No Silver Bullet for Budget Problems
In Colorado’s last fiscal year, retail taxes on marijuana accounted for less than 1 percent of the state’s overall income. (Hupu2/Wikimedia Commons) By Desert Star Staff DENVER – When voters in Colorado legalized recreational marijuana, a new industry emerged, along with a new state revenue stream. According to early estimates
from the Colorado Legislative Council, the state brought in more than $77 million dollars in marijuana taxes last fiscal year. Alex Meyer, a research fellow with the nonpartisan Colorado Fiscal Institute,
says that money is helpful for funding some school construction projects and a few other programs, but it’s not the panacea promised by pot legalization advocates. “As much as people like
to talk about how marijuana is going to be sort of a silver bullet to our budget problems, the amount of revenue it brings in is actually just kind of a drop in the bucket,� he states. “Marijuana brought in less than 1 percent of Colorado’s revenue to the general fund.� Total state revenues last year were nearly $10 billion. Meyer says the state is still getting the lion’s share of its money the old fashioned way, through income, property and sales taxes. He adds that so-called gimmick taxes from state lottery and gambling aren’t enough to fix the state’s fiscal problems. The first $40 million in excise taxes on recreational marijuana are promised to the BEST program – Building Excellent Schools Today. Meyer says last year 25 schools got BEST grants to help with roof repairs and other capital construction projects, but another 23 school requests went unfunded.
Meyer adds marijuana’s contribution last year, $24 million, pales in comparison with the state’s $4.1 billion share in K-through-12 education funding. “ T h e m o n e y t h a t ’s not allocated to BEST is distributed to marijuanarelated enforcement, education, prevention and treatment programs,� he explains. “So just about all the money is spoken for.� As Colorado lawmakers work to resolve next year’s budget, which includes more than $370 million in cuts and almost $190 million in Taxpayer’s Bill of Rights (TABOR) refunds, Meyer says it’s important to keep marijuana taxes in perspective. He stresses there’s no substitute for a thoughtful, balanced revenue system that has the flexibility to adapt over time to changing economic circumstances.

4 Considerations For Doctors When Negotiating A Contract By Desert Star Staff Forming a long-term relationship with a primarycare physician is the most important thing a patient can do to obtain better medical care. That’s according to 76 percent of doctors surveyed in a Consumer Reports poll a few years back. While that poll was taken as President Obama’s healthreform law was being put into place, the importance of a longterm relationship with a patient is something most doctors emphasize on a consistent basis, says Dennis Hursh, an attorney who has provided legal services to physicians for more than three decades and is the author of “The Final Hurdle: A Physician’s Guide to Negotiating a Fair Employment Agreement.� (www.TheFinalHurdle.com). “But that long-term relationship may be in jeopardy if your doc feels tied to an unfair contract,� he says. “Let’s put it this way: Are you a better employee when you’re happy or at least content with your work circumstances, or when you’re consistently dissatisfied? I think we’d all prefer our health in the hands of a happy doctor.� Doctors are brilliant people who have had to cram plenty of information into their professional skillset. But one thing they’re not taught is contract negotiations, and those right out of medical school are particularly vulnerable to bad contracts, he says. As a doctor’s advocate, Hursh offers four considerations physicians should keep in www.desertstarweekly.com
mind when negotiating a contract. • The “Standard Physician Employment Agreementâ€? is a mythical creature. Most likely, few other physicians have signed the exact “standard physician employment agreementâ€? that the recruiter/ office manager/department head puts in front of doctors. Every employer is willing to tweak your agreement. “I have negotiated literally hundreds of physician employment agreements, and I have never, in over 20 years of practice, had an employer refuse to change something,â€? he says. • Demonstrating a spine is not a negative character trait for a physician. Many physicians seem to want to impress their new employer with their willingness to be a team player. While you needn’t pound the table during negotiations, you don’t want to be the victim of a one-sided deal. Recruiting a physician is expensive and time-consuming. It’s best for both the employer and the physician to arrange a deal that is tolerable in the long-term. • Consider an attorney. There are a few problems with doing it yourself. The biggest is that you don’t know what you don’t know, Hursh says. Sure, you can learn more on your own, but you may not catch the legal significance of some of the language in the agreement. In addition, having an attorney be the bad guy helps smooth future relations with the employer. A good
attorney will always present your case as if the attorney is asking for the concessions, not you. In addition, getting the employer’s attorney involved is often the quickest way to getting substantive changes to the agreement. • After working so hard in medical school, why sell yourself short now? Every year, Medical Group Management Association (MGMA) lists the various percentiles of physician compensation and productivity. Coming out of training, it isn’t reasonable to expect to hit the 90th percentile of compensation. But, you also shouldn’t be stuck at the 10th percentile. Knowing what physicians in your specialty earn, and the productivity expected of them, is the first step in getting a fair physician employment agreement.

By Desert Star Staff PALM DESERT/INDIAN WELLS, CA - The Living Desert Zoo & Gardens has earned The Association of Zoos and Aquariums (AZA) Quarter Century Award, for maintaining AZA accreditation continuously for 25 years or more. The award also highlights The Living Desert’s commitment to animal care, welfare, conservation, education and more. The Living Desert was established in 1970 and achieved accreditation from the AZA in 1983. To be accredited, zoos complete a detailed application and meticulous on-site inspection. A team of professionals observe all aspects of the operation, including animal care; keeper training; safety for visitors, staff and animals; educational programs; conservation efforts; veterinary programs; financial stability; risk management; visitor services; and other areas. NY 2nd in Nation for Wrongful Convictions
By Desert Star Staff NEW YORK – A record number of criminal convictions were overturned last year both nationally and in New York. Of the 149 people exonerated across the country in 2015, 17 were in New York prisons, second only to Texas where 54 were found to be falsely convicted. That may not seem like a lot, but Lonnie Soury, founder of the website FalseConfessions.org, says it’s just the tip of the iceberg. “Even the federal Justice Department did a study once and said between 5 and 10 percent of the people in prison are wrongfully convicted,” he states. “So if there’s two-and-ahalf-million people in prison, even 5 percent would be 125,000.” A review by the National Registry of Exonerations found that 58 of those exonerated last year had been convicted of homicide, five had been sentenced to death and, on average, those falsely convicted had spent 14 years in prison. In Brooklyn, the district attorney’s office has been reviewing scores of convictions involving former police Detective Louis Scarcella. Soury has reviewed those cases and believes judges and prosecutors clearly knew the detective was lying. “To allow tainted testimony and tainted evidence from prosecutors, to allow that to go
before jury after jury after jury is an abomination,” he stresses. New York City has paid out more than $24 million to settle lawsuits for wrongful convictions based on Scarcella’s police work. More than 1,700 false convictions have been overturned since 1989, and the annual number of exonerations has doubled since 2011. But Soury says there is
still a lot of resistance to change. “Prosecutors need to be held accountable for, not their mistakes, but for their actions,” he states. “I like to say, wrongful convictions don’t happen by mistake.” Brooklyn is one of about two dozen jurisdictions nationwide that now has conviction integrity units to review possible wrongful convictions.

of a percent, then funneled the money to public education. The sales tax expires at the end of this year and the income tax is supposed to be phased out in 2018. Joshua Pechthalt, president of the California Federation of
Teachers, says the sales tax increase would not be renewed which is a big change from the prior version. “The Prop 30 extension would ask individuals making over $250,000 a year to continue pay a little bit more in personal
income tax,” says Pechthalt. “This would eliminate the bump up in the sales tax.” Prop 30 has raised about $6 billion a year so far. This new measure would extend the taxes on the well-to-do for another dozen years. Pechthalt says Prop 30 money has allowed many schools to lower class sizes, restore counseling positions and extracurricular activities and begin to recover from the devastating cuts made eight years ago. “While it hasn’t made up for all of the cuts that were made during the Great Recession, it’s gone a long way to improving public education in California,” Pechthalt says. “It’s also resulted in our community colleges being able to restore our classes.” While signature gathering begins today, the official announcement on the ballot measure will be rolled out on Wednesday.

soldiers stationed in a remote Afghan province. Their obvious presence is meant to reassure the locals that they are there to protect them from the Taliban. Under the company commander Claus M.
Pedersen, wonderfully brought to life by Pilou Asbæk, who gives a powerful, multi-layered, mesmerizing performance, the unit executes routine daily patrols. Always in danger of stepping on
a roadside bomb or encountering enemy fire, they move stealthily with the utmost of caution. One day on such a mission a man who appears to be in great stress approaches them. After searching him to make sure he is not carrying any weapons, he beckons for them to follow him. Again, with eyes surveying the landscape to be sure they are not being led into a trap, they enter his hovel of a home where his young daughter is suffering from severe burns. The medic treats the wounds the best he can, instructing the mother to clean them daily with water and to change the bandages. The entire family shows up at headquarters the next day. Fearing for their lives because they allowed their daughter to be treated by who the Taliban considers to be the enemy, they beg the commander to let them stay at their camp. Unable to grant their request, Commander Pedersen tells them they must

Once again on a routine mission, the unit is suddenly caught in heavy crossfire and an intense gun battle ensues. The squad is pinned down and is clearly outnumbered. They desperately need air support and here’s where decisions get a bit tricky. Command headquarters will not authorize air support unless Pedersen can confirm exactly which building the gunfire is coming from. Under great pressure to save his men, some of whom have been shot, he makes a split-second decision that has devastating results both on the target and on the commander and his family, who we get to see when he goes home on leave. His wife Maria, sensitively played by awardwinning Norwegian actress Tuva Novotny, struggles as a mostly single mother, taking care of her three children who want their father to be at home with them. The domestic scenes are stirring as we see the devotion Pedersen has to his family. Eventually the commander must come before a civilian court to answer for his actions. The evidence is stacked against him and the outcome will keep you on the edge of your seat. There is an interesting casting twist as the squad consists of only three professional actors - Pilou Asbæk as Commander Pedersen, Dar Salim as second in command Najib Bisma, and Dulfi Al-Jabouri as Lutfi “Lasse” Hassan. The rest of the unit are soldiers who actually served in Afghanistan. Given their strong performances, you would never think they were not professional actors. Perhaps being up close and personal in battle gave them an acting edge that was quite instinctive. Under Linholm’s tight direction, and his excellent technical team, including Director of Photography Magnus Nordenhof Jønck, the film is pitch perfect beginning with the excellent script, which explores the rules of engagement, the consequences of a decision made in the heat of battle, as well as the personal and family suffering as a consequence of military service. When the film version of “Dirty Dancing.” was released in 1987, Patrick Swayze not only danced his way into the heart of 17-year- old Frances “Baby” Houseman on screen, he captivated the collective hearts of women all across the country. Patrick Swayze is gone, but the memory lives on in the lush, romantic stage musical now at the Hollywood Pantages Theatre through February 21. In the summer of 1963. Dr. Houseman has taken his wife and two daughters on vacation to a resort in New York’s Catskill Mountains. There are plenty of things to do from golf, swimming and hiking to dance classes. College boys play a dual role as waiters and escorts for the young ladies but in the end it is Baby who winds up having the time of her life. The show begins with “The Magic Moment Merengue” which earned thunderous applause from the enthusiastic audience on opening night. This fast, furious and sexy ensemble dance number introduces us to the resort’s dance staff, headed by Johnny Castle (Christopher Tierney). Tierney not only provides the necessary sex appeal and charm, he is a skillful, dynamic performer who has danced with Hubbard Street Dance Chicago, Les Ballet Jazz du Montreal, Houston Ballet
and was in the North American premiere of “Dirty Dancing.” He was also in the original cast of “Spiderman: Turn Off the Dark” on Broadway. Gillian Abbott, a Julliard School graduate who began her professional career in Cirque du Soleil’s Beatles LOVE show, plays the feisty “Baby” who wants to make the world a better place. Her life changes dramatically when she catches the eye of Johnny and becomes his dance partner. Musical numbers include “The Time of My Life,” “Hungry Eyes,” “You Do Something to Me,”’ “Do You Love Me?” and many, many more. The eight piece “Dirty Dancing” orchestra is conducted by Alan J. The works in the Lehrer collection were acquired by the family directly from Esherick over a three decade-long relationship with the artist. Furniture by Esherick is among the rarest in today’s market for Pennsylvania studio furniture. The pieces in the sale range in price from $6,000-$35,000. Another work of note is a rare “Architettura” (architecture) secretary desk by Piero Fornasetti, who combined the dictates of classical architecture with his fanciful graphics to create furniture, house wares, art, and more. DVD Update: “Labyrinth of Lies,” from Sony Pictures Classics, is now available on Bluray and DVD. The powerful, well documented film takes place in Germany 15 years after World War II as one young man forces an entire country to face its past. In 1958 “Auschwitz” was a place some people had never heard of and a terrible place others wanted to forget as quickly as possible. Things change when a young prosecutor, Johann Rodmann (Alexander Fehling), begins to examine the case of a teacher who has recently been identified as a former Auschwitz guard. Rodmann soon finds himself in a web of repression and denial as he devotes himself to his new fact finding task against the will of his immediate superior. In the process of his research he oversteps boundaries, falls out with friends, colleagues and allies
and is eventually sucked deeper and deeper into a labyrinth of lies and guilt in his search for the truth. But in the end, what he ultimately brings to light will change the country forever. The Presentation and Recognition of the Simi Dabah sculptures donation took place with the official ribbon cutting directed by Mayor Scott Matas. “The sculptures are absolutely unique and an asset to our Art in Public Places,” said Yvonne Parks, Council Member. Janice Gough, an art activist and Desert Hot Springs businesswoman was all smiles as Simi and Jewel Dabah snipped the ribbon with a pair of
playfully oversized scissors. February 5th was a doubleheader, art wise. Hollywood Glam, the long awaited exhibition at the University of California Riverside (UCR) in Palm Desert, featured the work of artists Tim Townsley, Gary Borgstedt, Simeon Den, William Dey, Terry Hastings, Dimitri Halkidis, Pat Kodet, Curry Mendes, Tim North, Elaine Sigwal and Mark Thomas. Up stepped Graham Gano and his kick came off the top of the right upright and was no good. After a fine drive, the Broncos did what the Panthers couldn’t, and tagged on an extra three points of their own through McManus from 35-yards to make it a nine-point ball game. Denver’s defense by now was showing enough that they believed they could win the game. They forced their third turnover of the night when Ted Ginn tipped Newton’s long pass and it was intercepted by TJ Ward, and regathered by a Broncos man after a brief fumble. At the end of the third quarter, the Broncos retained their nine-point advantage. A big moment came at the start of the fourth as Kony Ealy recorded his third sack on Peyton Manning - a recordequalling Super Bowl tally -
and that set up Panthers for a drive to their first field goal of the game, 39-yards for Gano to reduce the arrears to 16-10. The underwhelming Broncos offense went for another three and out, but then with less than five minutes remaining, another huge defensive play put another nail in the Panthers coffin. A huge recovery by TJ Ward after Von Miller had sacked Newton, and the quarterback had fumbled it, put the Broncos 1st and goal. After two runs came up short, Manning went for a pass on third down and was rewarded by a holding call against the Panthers. That gave the Broncos a fresh set of downs and they needed just one as CJ Anderson found his way into the end zone and after the play survived a review, Denver added a twopoint conversion to extend their lead to 14 with three minutes to play. Carolina and Newton’s woes continued as DeMarcus Ware wrapped up the MVP for a seventh sack and as time ticked on, the Panthers were back on fourth down. Manning entered possibly his final two minutes as a football player, and the excellent Ware and Miller celebrated with the traditional dowsing of their coach in water as the Panthers closed out time with yet more fruitless offence.

‘Sanctuary’ VIP Fundraiser for LGBT youth
Story and Photos by Pat Krause Sanctuary held a VIP fundraiser at a private home in Palm Springs. Over two hundred people came to become a part of this new venture. They announced that the dream of a home for LGBT youth has become a reality. There were only a couple hurtles to overcome and they were hoping to open the doors in a few weeks. Guests were asked to become Guardian Angels, a sponsor for the May Gala or an underwriter for this new 8-bedroom Sanctuary Home. The new home will house LGBT youth from 18 to 21 who come out of foster care and can transition in the real world with help from other programs and people who have lived the way they have. The event was held on the same night as Palm Springs Village Fest where hundreds of people walk the streets to shop at the many vendors set up and local talent
provides entertainment. Palm Springs made thousands of red, yellow and blue cupcakes to celebrate the anniversary for people attending the party. A lot of People came to see the Celebrity attending or to see what was going on as the people attending grew larger
and larger filling the street. The BUZZ bus was set up at the end of the street where the Mayor, councilmen and Woman, local dignitaries and local celebrity Suzanne Somers spoke to the crowd. People waited in front of the
line to be able to take a photo of Suzanne Somers who was dressed in a large fur hat, black dress with fur cuffs and was her usual beautiful self. The group celebrated the anniversary with a Champaign toast in front of all the people. They asked people
to check their cell phones for a prize. Wendy Magahay from Victoria British Columbia was the lucky winner. The BUZZ bus has been extremely successful and a boon to downtown businesses.
Story and Photos by Pat Krause The McCallum Theatre hosted a two-night performance from Frank Sinatra Jr. on Feb. 5th and 6th. The theatre was filled with Sinatra fans. Sinatra Jr. dedicated his performance to his Dad’s 100 birthday and said this show would be different than previous shows. He would tell a different side of Frank Sinatra than at other shows. There would be videos showing all the good, troubles, and woes in the life of Frank Sinatra. He said the man is gone but the music lives on forever. There was a full orchestra playing Sinatra songs to start the performance. Sinatra Jr. came on stage behind a video of Rudy Valee and Bing Crosby saying Sinatra had his own sound that didn’t sound
like any of the lead singers of that time. Sinatra Jr. sang, All Or Nothing At All, and then with a Tommy Dorsey video in the background he sang, Without a Song,. Sinatra Jr. noted that local icon Barry Manilow penned a song in tribute to Frank Sinatra. Videos showed newsprint of the past news worthy articles about Frank Sinatra. There were many that he thought the audience might not remember such as a cartoon about Frank Sinatra. The videos also showed his wives and the divorces over the years and the turmoil in some of the marriages. Sinatra Jr. told a few stories about his father. One story mentioned comic Phil Silvers making a bet he could write a better lyric than a fellow lyricist. There was even a newspaper article about an
FBI probe on Frank Sinatra. Sinatra was interested in other things as he was bullied as a child. Sinatra Jr. stood by the American Flag and sang, The House I Live In, Another video said that Frank Sinatra’s career was over at the same time he was getting a divorce from movie star Ava Garner, then in 1952 a career comeback with a movie and hit songs. Some of the other songs Sinatra Jr. sang were, I’ve Got You Under My Skin, and I’ve Got the World on a String, and, Swinging On A Star, there were times when I closed my eyes, Sinatra Jr. sounded a lot like his father. Some of my photos made me think of Sinatra Sr. where Sintra Jr. looked a bit like his father. A nice trip down memory lane.

U. Of Calif. to Make $5 Million in Loans to Undocumented Students
By Desert Star Staff The University of California has announced $5 million in loans to undocumented students. The Dream Loan program is a follow-up to the California Dream Act of 2011 that allowed some undocumented youth to apply for state aid and scholarships, and to Assembly Bill 540, which granted them in-state tuition. Dr. Bob Samuels, a lecturer in the writing program at UCLA, said most of these students have spent virtually their entire lives in the United States, and they deserve a shot at success. “It allows them to pursue the dream of higher education,” he said. “What’s going to be their motivation when they’re in high school to do well, if they know there’s no future for them?” It costs about $33,000 a year to attend a UC school and live on campus.
Chris Carter, director of student financial support for the University of California’s Office of the President, said undocumented students are hobbled by the fact that they’re barred from receiving the allimportant federal money. “The overwhelming share of loan dollars are through federal loan programs, and these students are not eligible for federal financial assistance,” he said. “And so, this loan program is intended to help fill that gap.” He said the Dream Loan program will immediately be available to the 3,000 undocumented students already attending one of the nine UC campuses. Lead singer Jim Dolan’s voice is ideally suited for the songs that blend country blues and folk styles, while the forceful line-up of Aidan Dolan (guitar, mandolin), Erin Slaver (violin, mandolin), Byron House (upright bass, mandolin) and Marc Copely (guitar, percussion) are skilled in a myriad of ways to bring nuance to the material while all assisting with backing vocals. MISSION SPRINGS WATER DISTRICT NOTICE OF PUBLIC HEARING The Board of Directors of the Mission Springs Water District (MSWD) will hold public hearings to consider recommended adjustments to MSWD’s water rate structure (“billing tiers”), water service fixed charges, water “flow” charges, sewer service rates and charges, and to establish a drought surcharge. If approved, the proposed rate adjustments will be implemented as follows: March 1, 2016 (year 1), January 1, 2017 (year 2), January 1, 2018 (year 3), January 1, 2019 (year 4), and January 1, 2020 (year 5) in accordance with the tables herein. The Board will make its decision following the public hearing to be held: Tuesday, February 16, 2016 at 6 p.m. at the MSWD Administrative Offices 66-575 2nd Street, Desert Hot Springs, CA. (Please use the First Street entrance at the rear of the building.) MSWD is dedicated to providing reliable water and sewer service to its customers at rates that can not exceed the cost of service. MSWD caused to be prepared a study by Willdan Financial Services, an independent financial consulting firm, entitled “Water and Sewer Cost of Service Study”, dated December 9, 2015 (the “Study”). The results of the Study indicate a need to adjust water and sewer service rates and charges to provide revenues sufficient to fund the ongoing operating and capital costs including: maintenance, administration, debt service, Chromium-6 (Hexavalent Chromium) regulatory compliance, compliance with California’s drought regulations and orders, and revenue losses due to conservation. The proposed action satisfies the requirements of California Water Code section 31007 and meets the financial requirements and goals set forth by MSWD for the water and sewer utilities. Additionally, under the State Water Resources Control Board Conservation Order for Mission Springs Water District, Dated August 31, 2015, Section 2(A), the District shall: “Diligently complete its in-progress rate study, with the goal of implementing a rate structure that encourages conservation as well as discouraging waste or overuse. The new rate structure shall be implemented as soon as possible under the requirements of Prop 218, but no later than January 1, 2016.” (This has since been amended to March 21, 2016.) The Proposed Rate Action for Current Customers is as Follows Proposed Drought Surcharge: $0.05 per billing unit With Governor Brown’s declaration of a drought emergency, the State Water Resources Control Board (SWCRB) was charged with mandating water restrictions for all California water purveyors. The SWRCB adopted statewide mandates on May 6, 2015, requiring agencies to increase conservation efforts. The mandate requires MSWD and its customers to reduce per-capita water use by 28%. In response to California’s historical drought, and in compliance with the SWRCB Conservation Order, MSWD is adopting a temporary per-billing unit drought surcharge of $0.05 per billing unit (CCF ) for all customer classes. This surcharge is designed to fund increased conservation education and outreach as long as the Governor’s Executive Order is in force If approved, the new rates and the drought surcharge will take effect March 1, 2016. Proposed Fixed Monthly Meter Charges: These fixed monthly charges are determined by the size of the water meter serving a property, or, for multi-family accounts, the number of units, and are calculated to recover a portion of the District’s fixed costs.

Proposed Water Flow Charges for Single-Family Residential Customers: Single Family Residential Water Flow Charges reflect a change from the existing three-tiered rate structure to a two-tiered rate structure that imposes higher rates as water use increases based on a monthly usage per one hundred cubic feet (CCF).
Proposed Water Flow Charges for Multi-Family Residential Customers: Multi-Family Residential Water Flow Charges reflect a change from the existing three-tiered rate structure to a two-tiered rate structure, each tier multiplied by the number of dwelling units. The tiers impose higher rates as the level of water use increases based on a monthly usage per one hundred cubic feet (CCF). (E.g. a ten-unit complex will receive 83 billing units in tier one (8.3 times 10 dwelling units.)
Proposed Water Flow Charges for Non-Residential Customers: Non-Residential Water Flow Charges reflect a uniform rate structure with usage based on a monthly usage per one hundred cubic feet (CCF). Proposed Water Flow Charges for Irrigation Customers: Irrigation Water Flow Charges reflect a rate structure based on a monthly usage per one hundred cubic feet (CCF) for customers who utilize potable water for irrigation purposes on a separate irrigation meter.

Lawmakers on Tuesday killed an amendment to the

Senate energy bill that would have modified the Antiquities Act to make all presidential national-monument designations temporary for three years, and subject to approval by Congress and the relevant state legislature. If ultimately passed, said David Myers, executive director
of the Wildlands Conservancy, the change effectively would have blocked most new national monuments. “I think it was a real vote for reason that the majority of the United States Senate believes in the value of our public lands, and the ability of the president February 10, 2016
to set aside these unblemished landscapes for perpetuity, when it’s the only way to get it done,” Myers said. Conservation groups have urged President Obama to declare three national monuments in the Southern California desert: Mojave Trails, Sand to Snow and Castle Mountains. Myers said a bill by Sen. Dianne Feinstein, D-Calif., to create the monuments has stalled. “The senator tried for six years to get legislation passed,” he said, “but it had no chance in passing through a Republicanled Congress.” Democrats and Republicans have used the Antiquities Act equally since its inception in 1906 under President Theodore Roosevelt. Grand Canyon, Joshua Tree and Grand Teton national parks all started out as national monuments declared under the Antiquities Act. The amendment text is online at congress.gov.

Palm Springs Fine Art Fair - Post-war and contemporary art
By Desert Star Staff Palm Springs, California – When the Palm Springs Fine Art Fair (PalmSpringsFineArtFair. com) opens its doors on February 11, art lovers and collectors from around the world will find the Palm Springs Convention Center filled with paintings, sculptures, ceramics and installations making their premiere at the four-day event. “The Palm Springs Fine Art Fair is known as an exciting showcase for galleries to unveil remarkable new pieces to the desert’s audience of knowledgeable art collectors,” says Donna Davies, Vice President, Urban Expositions Art Group. In addition to the artwork brought to the desert from 60 galleries around the world, including works by artist Muriel Moreau, whose works are in the private collection of the Obama family, guests at Palm Springs Fine Art Fair will be greeted by artist JT Burke’s Fabulariosus Fabularis, (Google Latin translation: Legendary Mythology), an 18-foot tall installation inspired by Byzantine icons, Persian miniatures and the epic poetry and imagery of the Ancient Worlds. A special exhibition curated by Peter Frank, Oculus Clamantis in Desierto includes the works of artists such as Bill Leigh Brewer, Osceola Refetoff, Carol Es, Mark Indig and others, who have embraced the desert for its spiritual and social aspects. The artwork featured in “Oculus” presents a view of the land not as a wasteland, but as an ecosystem of contradictions.
Following his one-nightonly multisensory performance and installation, Cristopher Cichocki: Circular Dimensions, at the Palm Springs Art Museum on Friday, the artist will sit down to talk with critic and editorat-large Steven Biller about inspiration following a screening of the KCET Artbound at 3 p.m. Sunday, Feb. 14. Cichocki has also created a special installation for the Palm Springs Fine Art Fair, which will be on view throughout the weekend. The fair is a chance to meet the artists whose works are shown at the fair. Nearly 100 artists will be in attendance, and a number of galleries are offering in booth talks – offering fairgoers an opportunity to meet the artists and hear about their work and experiences directly!
