A phalanx of well-known actors hit the red carpet en route to the traditionally flashy ceremony. Many already were nominees for this year’s Golden Globe Awards and, most likely, will be up for Oscars. Crowds lined the streets around the Convention Center to glimpse their favorites; some fans got

Cielo Vista Charter School’s Annual Benefit at Colony 29

By Frieda Noone PALM SPRINGS – Colony 29, a historic artist colony of the 1930s, is the site of this year’s Cielo Vista Charter School Benefit on Jan. 26. It will offer a rare look behind the gates of the lush, now privately owned seven-acre property, which is located in the Tennis Club area has become a popular television production and photography location.

In addition to a silent auction and raffles, the third annual fundraiser will showcase professional and student artists demonstrating their crafts. Principal Lynda Lake will present awards to outstanding supporters of the school. Cielo Vista Charter School, part of the Palm Springs Unified School District, is a dependent public school of choice. As a

charter, the school is open to all students (subject to availability) and is tuition-free. The Cielo Vista community is responsible for raising about one-quarter of the school’s annual budget. That Ol’ Grinch Nearly Won this One

By Kevin Powell There are many widely followed stock market indicators. One that’s had a pretty good track record is the so-called Santa Claus rally. Yale Hirsch of The Stock Trader’s Almanac looked at the last five trading days of the year plus the first two of the New Year. Since 1950, those seven days have averaged a 1.5 percent gain in stock prices (an annualized rate of over 50 percent). He also found that this Santa Claus rally often predicts the next year’s market. If the Santa Claus rally arrives on schedule, it’s a good sign. If it doesn’t, then the following year often turns bearish.

The last five days of 2013 posted a gain in excess of one percent — well on track for the Santa Claus rally. But so far this year, the stock market has struggled to post gains and is down just a little bit in the first week of trading. Even though we did not hit the historical average, there was still a nice gain in prices over that sevenday time period.

Another well-followed market indicator is the Super Bowl winner. When the NFC team has won the Super Bowl, the stock market was up 76 percent of the time. While it’s tough to ignore that statistic, it truly has no bearing at all on performance. Don’t forget that an AFC team won the Super Bowl in 2013 (Baltimore) and the stock market posted a 30 percent-plus gain for only the seventh time in history. Seattle (an NFC team) is the odds-on favorite to win it all this year (2/1) with Denver close behind at (5/2).

Instead of using these fun yet unreliable and meaningless indicators, I’d rather prefer to focus on easy monetary policies across the globe, an improving US economy, a recovery in the European Union, rising corporate profits and low inflation as indicators that 2014 year could

Tribe Seeks Relief from County Tax Agua Caliente Band Files Federal Lawsuit to Resolve ‘Unlawful’ Issue By Larry Jameson PALM SPRINGS – The Agua Caliente Band of Cahuilla Indians filed a lawsuit on Thursday, Jan. 2, asking a federal judge to stop Riverside County from unlawfully imposing and collecting a possessory interest tax on the Agua Caliente Indian Reservation. The tribe has long believed that the county’s possessory interest tax imposed on the Reservation is unlawful. The Tribe, a sovereign nation, bases its lawsuit on Federal law and a 2013 rule issued by the Department of Interior which confirms that

possessory interest taxes imposed on Indian lands, such as Riverside County’s tax, are unlawful and infringe on Tribal sovereign rights. Riverside County presently assesses and collects a possessory interest tax on residents of the Agua Caliente Indian Reservation, but then uses a substantial portion of the revenues collected far outside of the Coachella Valley. If the lawsuit is successful, and Riverside County is forced to stop collecting the illegal tax, the Tribe plans to impose and collect its own possessory interest tax to benefit

the local area. The Tribe recently adopted a comprehensive taxation code and expects it could implement its tax with a smooth transition. The tribe’s tax would apply prospectively to possessory interest holders on the tribe’s Indian lands. “Riverside County uses the money collected on the Reservation to benefit people living in other cities and areas far away from where the taxes are collected,” said Chairman Jeff L. Grubbe, Chairman of the Aqua Caliente Band of Cahuilla Indians. “The tribe’s desire is to keep tax money within

our community to service the Coachella Valley.” The tribe’s lawsuit names Riverside County, as well as Riverside County Assessor Larry Ward, Riverside County Auditor-Controller Paul Angulo, and Riverside County TreasurerTax Collector Don Kent, in their official capacities only. “ T h e t r i b e re m a i n s committed to working collaboratively with all of our neighbors, including Riverside County — now and while the lawsuit is pending — to find the best path forward,” Grubbe said.

Several incidents in recent weeks involving the search for and rescue of hikers in recent weeks are reminders for hikers to plan ahead. Tribal rangers who work in Indian Canyons encourage visitors to wear appropriate clothing for the conditions, pack plenty of water, have a fully charged cell phone,

stay on trails and allow enough time to return to trailheads well before dusk or park closing time. In addition, hikers should tell a friend or family member details of the hike — including name and location of the trail and estimated return time. Water Agency Marks Year of Achievements

DWA Wraps Conservation Projects, Sees Vice President Appointed to Statewide Task Force By Larry Jameson PALM SPRINGS – As 2013 draws to a close, the Desert Water Agency (DWA) is celebrating a year of significant accomplishments that included projects to protect Coachella Valley’s groundwater supplies, save ratepayers’ funds, improve operations and enhance customer service. “The accomplishments of the past year demonstrate the DWA Board’s and staff’s commitment to constantly improve the services we provide and ensure our customers have a safe, reliable and affordable water supply,” said DWA Board President Patricia Oygar. “This past year builds on more than half a century of DWA fulfilling its mission to protect the Coachella Valley water supplies through diligent and effective management of the groundwater basin.” DWA partnered with Coachella Valley Water District to increase groundwater supplies, improving operations and saving ratepayers of the two agencies an additional $500,000 a year. The Whitewater Groundwater Replenishment Facility Improvement Project completed in October greatly enhances the agencies’ ability to replenish the Coachella Valley’s groundwater supplies. In October, the DWA nearly tripled its solar-power generating capacity to power its water recycling plant — a major component of its water conservation efforts. The expansion project will generate more than 1 million kilowatt hours in the first year alone. That is enough power to pump more than 7,500 acre feet of water — ultimately saving the agency between $3 million and $4.1 million over 25 years.

D WA’s c o n s e r v a t i o n programs reached a significant milestone this year: They have helped customers reduce water usage by 20 percent since 2007. That’s a savings of about 2.6 billion gallons of water — or enough to supply all the water needs of nearly 11,000 households for a year. DWA continues to offer numerous incentives to save water, including up to $100 in rebates for low-flow toilets and free “smart irrigation” controllers (including free installation). To educate the next generation, DWA launched the second year of its conservation education program for sixth grade students, LivingWise and WaterWise. In the first year, participating students and their families installed watersaving devices and made other changes that will save more than 1.7 million gallons of water annually — or enough water for 34,000 baths. DWA also continued to improve its customer service by developing a newsletter to keep customers informed about the latest news affecting their water service and creating a mobile app that makes it possible for customers to pay their water bills with their smart phone. “This is a short list of DWA’s many achievements this past year, but we will not rest on our laurels,” said Oygar. “We enter the New Year with a firm resolve to continue to protect the Coachella Valley’s groundwater supplies, increase conservation, seek additional operational efficiencies to reduce costs and further enhance our customer services. Our customers deserve nothing less.” Looking toward the new year, DWA will work to help complete California’s long-

range planning for the State’s water system. Following the release of the public draft of the Bay Delta Conservation Plan (BDCP) and Environmental Impact Report/Environmental Impact Statement (EIR/EIS), DWA will work to advance the BDCP. This plan intends to provide increased reliability by protecting the hub of the state’s water supply system, helping to ensure Coachella Valley residents and their families have a safe water supply for generations to come. “While the Coachella Valley is more than 500 miles south of the Bay Delta, we rely on this water supply to replenish the region’s natural underground water storage, or aquifer,” said Oygar. “We have no direct connection to the State Water Project, so we trade our allocation of Delta water for Colorado River water. This environmental review process will be an important next step in securing a more reliable water system for DWA customers and millions more Californians.” In associated news, DWA Vice President Craig Ewing has just been appointed to the Association of California Water Agencies’ Groundwater Sustainability Task Force today. Ewing joins 13 other representatives who will work together to guide the state through the complicated groundwater management issues that are arising around the state. “I’m honored to have been selected for this appointment,” said Ewing. “The Coachella Valley is ahead of the curve in groundwater management, and I look forward to sharing our experiences with other agencies.” The Groundwater

DWA Vice President Craig Ewing has just been appointed to the Association of California Water Agencies’ Groundwater Sustainability Task Force. Sustainability Task Force will begin meeting this month. DWA is a public, nonprofit agency and a state water contractor, serving a 325square-mile area, including parts of Cathedral City, outlying county areas, Desert Hot Springs and Palm Springs. It was formed in 1961 to import water to the region and replenish the groundwater supply. DWA has worked for decades to manage groundwater overdraft while ensuring a quality supply was available to meet the needs of the growing area. Since 1973, DWA and Coachella Valley Water District (CVWD)

have been using Colorado River water exchanged for State Water Project water to replenish groundwater in the Whitewater River Sub-basin of the Upper Coachella Valley Groundwater Basin. Since 2002, they have been using Colorado River water exchanged for State Water Project water to replenish groundwater in the Mission Creek Sub-basin of the Upper Coachella Valley Groundwater Basin. MSWD Board Reappoints Russ Martin as President

By Larry Jameson DESERT HOT SPRINGS – The Mission Springs Water District Board of Directors has unanimously reappointed Russ Martin to a second consecutive term as president. The incoming vice president, who also received the unanimous support of his peers, is Jeff Bowman. Bowman, a local spa owner with his wife, Judy, also serves on numerous local boards and committees. He was elected to his second term on the board of directors this past November. January 8, 2014

Martin was elected to his first four-year term on the Board in November 2011. Martin stated that he was humbled by the support of his fellow board members and vowed to keep the positive momentum of the past year going. Specifically, he cited moving the District’s financial master plan — MSWD 2.0 — into the next phase of implementation which includes integrating it into the District’s strategic plan. Martin is also an outspoken supporter of interagency cooperation and vowed

to continue working with the City of Desert Hot Springs and other regional government entities for the benefit of the rate payers. Martin has served on the Desert Hot Springs Public Safety Commission since 2007, and is the Chairman of the Desert Hot Springs Redevelopment Agency Oversight Board. It is obviously in our best interest not to be so influenced. All hypnotic suggestion is really self-hypnosis. When a hypnotist helps another person to relax and enter the suggestible state, the hypnotist is simply adding a bit of psychic strength to the natural and normal abilities of a human being to be in that state of suggestibility. I think the most effective way to learn self-hypnotism, either by oneself or with the help of an experienced hypnotist, requires a minimum of two intensive weekends devoted to that purpose. Patiently devoting a few hours to learning selfhypnosis may be one of the best investments you can make in your entire life. If you do decide to learn self-hypnotism with the aid of another person, I suggest that you carefully select a person whose values accord with yours — a person whom you trust and consider to be compassionate, non-dogmatic and mature. Fun with Family Dysfunction in ‘August’

By Theda Kleinhans Reichman Playwright Tracy Letts’s “August: Osage County” was the darling of Broadway — garnering five Tony Awards during its run, plus the Pulitzer Prize. Now this acclaimed comedy-drama has arrived on the screen, adapted by Letts. Meryl Streep stars as the totally messed-up matriarch of a family so dysfunctional your family will look positively marvelous by comparison, whatever its flaws.

The father of the clan (Sam Shepard) is missing, and his sudden disappearance brings the daughters back home in an effort to locate dad as well as provide moral support for their very difficult, drug-addled mother. You soon realize why two daughters have flown far from the nest, leaving their middle sister behind to cope with their parents. Julia Roberts portrays the eldest daughter (and along with Streep, has earned a Golden Globe nomination for her work here). Various family members are introduced, including Roberts’s baby sister (Juliet Lewis), and all carry some sort of personal baggage beyond their actual luggage. As the film opens, the parched, sizzling landscape of Osage County in August comes

Onstage, the action basically took place within the confines of the family’s house and yard, providing a sense of claustrophobia each family member experiences in close proximity with one another. The stage version also allowed the audience to see the action in totality as it happens; seeing the mother self-destruct from a

distance was more tolerable for me personally than constantly having the snarling, controlling character in close-up onscreen. While the story deals with impending tragedy and the shadowy corners of a talented but truly unhinged family, it is also darkly humorous. Perhaps the most telling and discomfortingly hilarious portion of both the film

and play, takes place at the dinner table when the entire clashing clan sits down to one of the most unpleasant meals imaginable. The event’s consistently rising numbers of attendees accounted for added risers installed in the ballroom, accommodating three extra rows of seating. But the recordbreaking crowds for the silver anniversary of what has become one of the most prestigious film festivals in the world were also a reminder of the celebration’s humble beginnings.

In all began here in 1989, when Sonny Bono was the city’s mayor. Reflecting on that at this year’s event was none other than Mary Bono, the festival’s honorary chairman. Bono, formerly U.S. Representative for California’s 45th congressional district and currently senior vice president of Faegre BD Consulting in Washington, D.C., was accompanied by her daughter, Chianna, She spoke of her late husband’s dream of creating the festival and how that vision has succeeded during the last quarter century. Indeed, who would have imagined that this initially dusty desert happening eventually

By Frieda Noone PALM SPRINGS – Celebrating 25 years, organizers of the Palm Springs International Film Festival (PSIFF) attribute much of the event’s success to the volunteers who work tirelessly through the holidays. Hundreds of them have been doing it again — many for their 10th

or 20th year — since the festival’s opening on Jan. 3. A $25,000 grant from the Auen Foundation helps to fund the recruitment, training, management and retention of nearly 600 volunteers that are part of the event’s Senior and Active Retirement Program. “To say that our volunteers are an invaluable resource is quite

by answering phones, performing clerical functions, distributing posters and rack cards and, in the programming department, cataloguing entries. Once the event is underway, a complex scheduling system ensures that volunteers are taking tickets at every screening, counting ballots for the Audience Awards, welcoming guests at festival parties and special events, and making everyone feel like a VIP at the Awards Gala. For the third year, Festival Volunteer Coordinator Rochelle Koch is returning as a member of the seasonal staff. “Although they are seasonal positions, in the months leading up to the festival and, of course while it’s ongoing, our volunteer coordinator and her assistant are two of the busiest people on staff — with a volunteer corps of over 600 dedicated volunteers to assemble and train,” said Darryl Macdonald, director of both PSIFF and the ShortFest. “We deeply appreciate the support of an astute funder such as the Auen Foundation. They not only understand the importance of volunteers in the day-to-day

Since its founding in 1991, AAP of Palm Springs remains dedicated to providing nutritional support to improve the quality of the lives of those surviving HIV/ AIDS. Initiated by a small group of concerned citizens, led by the late Gloria Greene and Jeannette Rockefeller, AAP provided meals to members of the community with low incomes and suffering with HIV/AIDS. The partnership between the H.N. and Frances C. Berger Foundation and CBS Local 2 has provided $25,000 each month over the last five years to a diverse selection of charitable organizations. Grant recipients of the Coachella Valley Spotlight are selected from a pool of applicants at the end of each year by the CBS Local 2 Advisory Board, which includes members of the community and representatives from the Berger Foundation. Along with the funds, each pre-selected 501(c)3 nonprofit organization is featured on CBS Local 2’s “Eye on the Desert,” in public service announcements and on cbslocal2.com during a designated month. “We know that money isn’t the only gift that helps our local charities,” said Ronald Auen, president of the H.N. and Frances C. Berger Foundation. “That is why our partnership with CBS Local 2 works so well. Selected organizations also receive valuable promotion that encourages volunteers and

What do you see when you hear the word “insect”? Something small, like a beetle or ant, right? Imagine coming across an insect that weighed about as much as three mice. Wow! The Giant Weta of New Zealand is one of the world’s largest insects. Mark Moffett found the Giant Weta on Little Barrier Island in New Zealand. About the size of an adult hand, the insect has a seven-inch wingspan and a big appetite—it ate almost an entire carrot. After studying it for a bit, Moffett and his team returned the Giant Weta to its home. While the Giant Weta is the heaviest insect on record, there are many other large insects. Some of these are the Elephant, Goliath and Titan Beetles, the Giant Burrowing Cockroach, the Giant Camel Spider, the Giant Walking Stick and the Atlas Moth.

SAN JUAN CAPISTRANO – Despite two players scoring over 15 points, Palm Desert (2-0 in DVL, 8-5 Overall) still could not best a slightly superior Claremont (0-0 in Sierra League, 12-4 Overall) squad at San Juan Hills High School on Jan. 4. At the end of the third quarter, the Aztecs had a total of 46 points and possessed an unconvincing three-point lead. In the fourth quarter, however, the Wolfpack scored 19 points — the most points they scored in any quarter, all game — outscoring the Aztecs by 10 to complete the exciting comeback win. Junior forward Anthony Murdica and senior guard Eric Oetting scored 17 and 16 points, respectively, for Palm Desert. The Aztecs’ defense conceded 22 points to Wolfpack center Chris Edward. On Jan. 7, the Indio High School Rajahs took their first-place record and star Isaiah Thomas’s 21.6 points a game into Palm Desert High School in Palm Desert’s first DVL game since Dec. 19. This significant matchup featured two of the DVL’s best teams and will likely have league championship implications. Additionally, on Jan. 9, Palm Desert has another home game against the Coachella Valley High School Arabs. In their final nonleague game of the season, the Aztecs travel to Shadow Hills High School on Jan. 11 to take on the Knights.

RANCHO MIRAGE – A first quarter collapse ending in a 27-point deficit was Cathedral City’s (1-1 in DVL, 9-4 Overall) downfall in the MaxPreps Holiday Classic championship game against Sherman Oaks-based Buckley (0-0 in Liberty League, 17-0 Overall) at Rancho Mirage High School on Dec. 30. Cathedral City did, however, manage to go toeto-toe with last year’s Division 5AA Southern Section champions in the second quarter, matching the Griffins with 14 points. Yet, after being down 29-2 at the end of the first quarter to a team the caliber of Buckley, the game had essentially been decided. Buckley went back to work in the third quarter, scoring 21 points and giving up a stingy five. Cathedral City outscored Buckley in the final quarter, 16-13, but by then, the Griffins had removed all of their starters. It is hard to find the silver lining in a 40-point loss but if the Lions had not dug themselves such a hole in the first eight minutes, the game would have been relatively close. If the Lions wish to compete with Indio High School and Palm Desert High School for a DVL Championship, they will have to minimize their opponents’ role players from scoring 10-plus points. The Lions resumed league play on Jan. 7 against the Xavier Prep High School Saints at Cathedral City High School. On Jan. 10, the Lions welcome the Desert Hot Springs High School Golden Eagles in Cathedral City’s final non-league game. The Lions travel on Jan. 14 to take on the La Quinta High School Blackhawks.

HEMET – Indio (1-0 in DVL, 11-4 Overall) had two players score 20 points in a 21-point rout of Murrieta Mesa (0-0 in Southwestern League, 8-6 Overall) in the championship game of the Hemet Tournament at Hemet High School on Jan. 3. By defeating Desert Hot Springs High School on Jan. 2, the Rajahs achieved a 3-0 record in the roundrobin tournament, which earned the Rajahs their place in the championship game against the Rams. Against Desert Hot Springs, Indio star player Isaiah Thomas had 18 points, eight rebounds and six assists; senior Cesar Cid added 11 points and seven assists. In the Rajahs championship victory over the Rams, sophomore William Thigpen recorded another impressive game with 20 points and four assists. Cesar Cid also contributed 20 points with four assists, and Isaiah Thomas logged another well-rounded game with 18 points, six assists and four rebounds. On Jan. 7, DVL play resumed as the Rajahs traveled to Palm Desert to take on the DVL favorite Aztecs. Indio goes back on the road on Jan. 9 to take on the Indians at Palm Springs High School. The Rajahs return home on Jan. 14 to face-off with the Xavier Prep High School Saints.
