Women Prisoners Sterilized W E E K L Y
PERMIT NO 00005
July 10, 2013 Vol. 7 No. 27
Hundreds of female prisoners who were already mothers of multiple children urged to have tubal ligations.
Hundreds given tubal ligations CHOWCHILLA and CORONA - Prison doctors in California sterilized nearly 150 female inmates during the course of four years without ever obtaining proper approval from the state, a new investigation reveals. According to The Center for Investigative Reporting, at least 148 women at a pair of state penitentiaries received tubal ligations during the period of
2006 through 2010, yet officials in charge of authorizing those surgeries neglected to sign off in approval. Since 1994, the sterilization surgery has required the signature of a medical official from the state capital for each and every instance. According to documents obtained by journalists, however, no such records exist. Dr. Ricki Barnett, the
physician who tracks medical services and costs for the California Prison Health Care Receivership Corp, told the Center that the health care committee responsible for authorizing those surgeries have not seen a single request. The papers obtained by the investigators suggest something much to the contrary, though, with records indicating that physicians contracted by the state earned $147,460 in local funds to perform those surgeries between 1997 and 2010.
Dr. Daun Martin, the top medical manager in charge of Chowchilla, California’s Valley State Prison from 2005 through 2008, added that she never authorized a single tubal ligation during her tenure at the penitentiary. State contracts suggest at least 60 of those surgeries were performed during that span, though, with state procedures apparently sidestepped in order to sterilize women without the proper paperwork ever being filed at both Valley State and the
California Institution for Women in Corona. Martin said she and OBGYN Dr. James Heinrich began looking for ways around the restrictions after researching state procedures, and often relied on recommending inmates go under the knife by way of citing the surgery a “medical emergency.” According to both doctors, they believed that the restrictions that kept inmates from undergoing tubal ligation procedures were
PALM SPRINGS – Jeff L. Grubbe, Chairman of the Agua Caliente Band of Cahuilla Indians released the following statement on Tuesday regarding the legal filing from the Coachella Valley Water District and the Desert Water Agency (CVWD/DWA) in response to Tribe’s lawsuit to protect water in the Valley: “We are reviewing their filing, but what was true when we filed the lawsuit remains true today. We cannot emphasize enough that this is about the future of Coachella Valley’s water supply. We are asking the federal court to
declare our senior water rights so we can be proactive in partnership with Coachella Valley residents and prevent the Desert Water Agency and the Coachella Valley Water District from continuing to overdraft the aquifer and degrade the quality of existing groundwater,” said Grubbe. “What is most astonishing is the water agencies continue to deny there is any issue with the water. Independent investigations and their own documents attest to the fact that the local water is being depleted and polluted. “Both the 2002 and
2010 Coachella Valley Water Management Plans noted that ‘(health-based) drinking water impacts’ from the Colorado River recharge are ‘significant’ and that since the 1970s total dissolved solids in the Upper Valley aquifer increased by 278%. “The CVWD and DWA have adversely affected the quantity and quality of the groundwater in the Coachella Valley for decades and their failed stewardship of the Coachella Valley’s most precious resource has to stop,” he said in a prepared statement.

Let’s Make Our Own Marilyn By Jackie Devereaux
EDITOR’S
Opinion
The “Forever Marilyn” statue is leaving Palm Springs Sept. 10. After that, her fate is up for grabs to the highest bidder. So far Tokyo, Beijing and Hong Kong are bidding for her. Palm Springs also is vying for her to come back
in December 2015. Aftab Dada, chairman of P.S. Resorts raised $78,000 from local businesses to bring “Forever Marilyn” to Palm Springs last year and he has made an offer to the Sculpture Foundation in Santa Monica for her return. “We don’t have a (permanent) location for her because of the construction at the Desert Fashion Plaza,” Dada said in a telephone interview. Dada would not reveal the amount he offered for the statue saying it was “confidential and could not be disclosed,” but I bet it’s a hefty price tag. Our Coachella Valley is
fortunate to have an enormous amount of talented artists living here. I can think of several local world-class sculptors off the top of my head that could design and build our own Marilyn Monroe statue. We have Christopher Georgesco, Roger Hopkins, Karen and Tony Barone, Patrick Blythe, Tolley Marney, Gesso Cocteau and John Neumann. I propose we form a committee of these local sculptors to come up with a number of design plans, propose them to the City of Palms Springs and P.S. Resorts, chose one and build our own. Let’s keep those millions of dollars here locally and

have a Marilyn Monroe statue all our own. Some may argue that you cannot get a group of artists to agree on any one design. I think differently. I have met and interviewed nearly all of the sculptors noted above and think if we offered this unique opportunity to them, they would all jump at the chance. This project would be something so big and so important that no one would want to be left out. If I were a sculptor (and I have fantasized about being one since childhood), I would jump at the chance to work with a group of my peers. The 26 ft. tall, 34,3OO lbs. sculpture was made by American artist Seward Johnson inspired by a famous photograph taken by
Bernard of Hollywood. Johnson unveiled “Forever Marilyn” in Chicago for its international debut last year. “Forever Marilyn” belongs to the series entitled, ICONS REVISITED and The Sculpture Foundation, which is handling all her affairs, is planning to build two more replicas. Cabot Yerxa, (18831965), historically referred to as the Father of Desert Hot Springs, homesteaded land on Miracle Hill from 1913 to 1918, and later wrote a long series of articles about his desert experiences that were published the Desert Sentinel newspaper. Cabot’s Museum Foundation has reprinted that series of articles in a book, “On the Desert Since 1913,” which is available at the museum trading post and on their website. Here’s another installment from the historical book. (Introduction by Richard Brown, Cabot’s Museum Foundation Board Member)

When L.W. Coffee became the owner of this homestead ranch, he had a power shovel enlarge this hole which I dug so slowly, and you can see it today. A small toy lake high above the desert floor on the side of Miracle Hill, it is one of the seven wonders, not of the
world, but of this desert. Water standing in a pool, on a hill, in a dry desert. . . . A very few dollars would have purchased enough boards to case the well, but there were no dollars, and no outside employment here then. So I worked months to dig a well without using any casing, in soft sand ground. All early pioneers went through similar feats of perseverance involving much patience and some hardships. Homesteaders were extremely saving with water. Three tomato cans full was a bath in a wash tub, and then the water went outdoors to a little tree or bush. A basin of water first washed the face in the morning, the hands followed, then into a pail to mop the floor, and finally wring the mop outside onto a tomato plant. Nearly every family had a tomato plant and one small tree to use up water driblets. Dishes were rinsed in clear water, no soap, and the rinsings stirred into chicken food or for the dog or cat. The dishes were then washed in soapy water, and this water carefully put on the tree outdoors. Once when Merry Xmas

Originally written fOr the Desert sentinel and I arrived at the railroad, there was a train standing there waiting for orders to proceed up the track towards Los Angeles. A tourist gave me an orange to pose for a picture with the burro, to show what strange things can be seen out west. That was the first orange to be in my hands in six months. I wrapped it carefully in a bandana handkerchief and proudly took it back to the cabin for the baby and his mother. Merry Xmas relished the peeling. Down at this railroad depot in those pioneer days came one by one, often at long intervals, all the desert residents for many miles out in the lonely sandy wastes. There was the depot itself, with a tiny counter over which trainmen received orders. Back of the counter, and in a small alcove of windows, sat the R.R agent. He had open vision
of the track in both directions. In front of him a telegraph key clicked away, and so we knew there was a world outside of this desert which had become our world. Also here we could find out what day of the month it was for sure. Not that it made any difference in our lives; it was just nice to know. Watches could be set with correct time, but almost no one had a watch. Nearby was the freight car in which mail might be found. Outside was a water pipe to fill canteens, and the dozen palm trees gave welcome shade. Our homes were so scattered and so many miles apart on the desert that about the only time we ever saw our neighbors was at the R.R. depot. Bill Keys drove six burros hitched to a wagon and hauled mining machinery supplies over this desert, through the Dry Morongo Canyon, [across] Morongo Valley, and out the 29 Palms road. He would be days on the trip and have to camp out at night. Desert homesteaders, sunburned and weary, walked in from outlying claims. Still others came some days with burros hitched to a wagon, if expecting freight. Frank DeLong always drove in with two large horses hitched to a standardsized farm wagon. He had the only alfalfa this side of Indio, and his animals were always well fed and in good shape. We homesteaders boasted about his alfalfa because it was cut 10 times a year. But none of us ever grew any alfalfa.

Can Housing Jumpstart our Sluggish Economy By Kevin Powell
InvESTmEnT
Know-How
One bright spot in the economy over the past year has been the housing recovery. We have seen home prices increase at their fastest pace since April of 2006. Housing values have been up in all 20 of the Case-Shiller home-price index cities for the most of 2013.
Even that good news couldn’t help our economy post a solid GDP growth rate in the first quarter. Initially reported at 2.4 percent, it was recently revised downward to just 1.8 percent. That’s not enough to pull us out of the economic malaise we’ve been in for some time. However, it was a jump from 4th quarter GDP which came it at an anemic 0.4 percent. The biggest reason for the jump between the two quarters-housing! Some areas (including the Coachella Valley) are seeing lower inventories and that’s causing some homes to sell for more than their listing price. This isn’t a trend that’s unique to our area. There is a great deal of evidence that many of these buyers are investors and not home owners. Do we have short
memories or what? This is one of the
primary factors that led to the housing bubble about ten years ago. If these price jumps are being lead by speculation, that could be setting a trap for home owners who enter the market in the next few years. The reason is that many investors are being lead to real estate by low interest rates and depressed prices. Rising interest rates will slow some of this investment and it could cause other investors to sell and make a quick profit. The average 30-

year home mortgage had an APR of 4.14percent last week. That’s up from about 3 percent a couple of months ago. And the largest mortgage lender in the country, Wells Fargo, pushed their 30-year rate to 4.5 percent. Advice
The Home Market is Hot in the Coachella Valley
By randy wiemer, CeO Palm springs regional association of realtOrs® The number of homes for sale in the Coachella Valley has dropped drastically, and demand is up. That means we’re in a Seller’s Market, with more buyers than available homes. One Palm Springs Broker shared with me the other day that a home he listed sold in 4 days for more than asking price. Of course, cash is king in today’s market, but that doesn’t mean first-time and other homebuyers using financing are necessarily unable to compete. Here are some tips to help homebuyers compete in today’s market: MAKE IT ATTRACTIVE: If you’re in a competitive offer situation, which seems to be the norm right now, you want

to make the terms of your offer as attractive as possible to the Seller. Have your agent ask if the Seller has a preferred closing date, preferred escrow company, and if there are any special considerations that would make the seller more likely to accept your offer over another (Perhaps they want to rent the home back for a period of time after closing escrow, for example.) BE PREAPPROVED: Make sure your REALTOR® has a Lender Pre-Approval Letter in hand that can accompany your offer. This will strengthen your offer and let the Seller know you’re a serious buyer. USE THE MLS: If you are just starting to look and want to know what home prices are like, the MLS (Multiple Listing Service) has a free public search tool,
which can be accessed via the PSRAR web site (PSRMLS.com). Educate yourself on what your dollar buys you and have realistic expectations! Of course, use your REALTOR® as a resource. Owning a home is a great experience but one should be prepared and work with a knowledgeable REALTOR® to guide them through the process.
new home purchases until their salaries rise to normal levels. Even with a struggling economy, it’s likely that housing will continue to recover albeit at slower rates than we’ve seen recently. Kevin Powell has been a financial advisor for the past 28 years and can be reached at kpplanner1@aol.com.
Preservation of retirement savings is crucial for having enough to last throughout a lifetime. With the need for increased income due to inflation, spendable income will be reduced from 30-40 percent from the date of retirement over a 10-year period. To maintain your current lifestyle your assets must meet annual inflation percentages. Making sound decisions prior to retirement by the age of 55 will insure your nest egg to be stable. Let us assume that an individual retires at 65 with one million dollars in assets. Then assume that if you take five percent or $50,000 a year from their retirement and in turn make five percent rate of return from their assets over the first decade, that everything will be fine. Here is the fallacy in this thinking. Suppose you have a big drop in the market, and it hits right when you are ready to retire. The drop cuts the one million down to
$500,000. Based on the last two 50 percent drops since the turn of the century, it could take six to seven years for the market to come back. Let us say the market stays down for three years, then jumps back up to where it was three years prior. By taking $50,000 out in the last three years, the account falls to $350,000. The market doubles over the next three years and you are back to $700,000. In order to take the $50,000 income, you are now taking seven percent off assets. Within 15 years, your account would be totally depleted. A well-known rule for withdrawing assets in retirement is the 4 percent rule. Taking 4 percent a year from your retirement savings, and increasing returns by that same amount each year equal, which equals the impact of inflation and will maintain your purchasing power. You should have a 90 percent chance that your nest egg will last 30 years. Though not a perfect rule, it does provide a guideline to adjust spending and withdrawals to changing conditions. However, an even more important consideration is in keeping your investments safe as you near retirement. Janice Gough is a financial advisor in Palm Springs. Preventing Drowning Deaths Can be as Simple as A-B-C COACHELLA VALLEY As temperatures continue to climb this summer, Riverside County officials know backyard swimming pools will be a favorite hangout for families, particularly young people. Pools and jacuzzis that offer a break from the heat can also be enticing for toddlers, who sometimes wander too close and fall into the water before anyone notices. There have been three incidents – one each in Murrieta, Temecula and Moreno Valley – that have left two children dead and a third critically injured over the past month. “I beg all parents to keep a constant vigil of their infants and children,” said Riverside County Fire Chief John R. Hawkins, “just a small distraction from watching swimming children can result in tragedy. Please be careful and mindful by constantly watching all children.” Since 2005, there have been 80 children who have drowned in Riverside County – nearly all five years of age or younger. Help create a safe environment for all children
whenever they are in or around water by following the A-B-C’s of drowning prevention: Active Adult Supervision Whenever children are in and around water, ensure that there is an adult supervising their activity. Active adult supervision is maintaining eye contact with your child/children at all times. When you are with a group, assign a “water watcher” whose only responsibility is to observe all children in and around the water. A charged mobile phone should be readily accessible to the Water Watcher and only be used for an emergency. Barriers Use multiple barriers to keep children out of the water. Barriers include fencing, gates that are self-latching/closing, pool and door alarms, pool safety nets, and pool safety covers. If you have a back yard pool or spa, always have rescue equipment readily available including a life ring and Shepard’s Hook. Consider purchasing a personal floatation device (PFD)/life vest to place on your child whenever they are in and around water. Do not rely on just one barrier!
Classes All parents and caregivers should take CPR, learn proper rescue techniques and keep rescue equipment at poolside (life ring, Shepard’s hook, charged wireless phone).

‘The Lone Ranger’ Rides Again!
By theda Kleinhans reichman Eighty years ago, on January 30, 1933, the Lone Ranger rode into our collective imaginations via radio courtesy of WXYZ radio in Detroit, Michigan. Tonto was introduced 11 episodes later and this dynamic duo has been linked together ever since. WXYZ station owner George W. Trendle wanted to tell a Western story that would appeal to a children’s audience and the characters he created, The Lone Ranger and Tonto, still resonates with children and adults today. Producer Jerry Bruckheimer notes, “I grew up in Detroit, and ‘The Lone Ranger’ radio and TV shows were a part of my youth and millions of others as well.” There were 2,956 episodes on radio, culminating in a 21-year history that overlapped the hugely successful TV series starring Clayton Moore. Station director, James Jewell directed the radio series through 1938, and it was Jewell who suggested Gioachino Rossini’s “William Tell Overture” as the program’s theme music. Rossini’s music has remained synonymous with “The Lone Ranger” ever since. Bruckheimer and Academy Award-
winning director Gore Verbinski (“Rango”) the team behind the blockbuster “Pirates of the Caribbean” franchise have once again joined forces with Disney to bring us “The Lone Ranger” which is destined to be a summer blockbuster. To date only two Lone Ranger films have made it to the big screen, “The Lone Ranger” (1956) and “The Lone Ranger and the Lost City of Gold” (1958), Now, more than 50 years later “The Lone Ranger” returns to the ‘Silver’ screen and this newest version is spectacular. It’s also unique because this time the story is told from Tonto’s perspective. Johnny Depp, as Tonto, is no longer a subservient sidekick. Unlike TV’s Jay Silverheels, Depp’s Tonto is a fierce warrior. His face, painted chalk white with dark black streaks on each cheek, was inspired by an American painting of an Indian titled “I Am Crow.” Like the Indian in the painting, his Tonto also has a crow perched atop his head. Depp watched repeats of the TV show as a boy and when he was offered the part of Tonto he was determined to make him heroic. “I was told at a very young age that we have some Indian blood in our family,” Depp said, “so I wanted to play Tonto as
a warrior, a man with great integrity and dignity.” Armie Hammer, cast as John Reid, aka The Lone Ranger, is 6’5” tall, imposing and handsome. His character is also very naive and trusting until Tonto wises him up, eventually turning him into the masked man of justice. The western locations in Colorado, Utah and New Mexico are striking, capturing the majesty of the old West. The villains in the film are vile, the humor is clever and the horses have personality, especially Silver, played mainly by a beautiful white horse named Silver. Overall, there’s plenty to enjoy in this summer blockbuster. “The Lone Ranger,” rated PG-13 for some intense action and violence, is unsuitable for the very young.

Her bold works on canvas have been collected from coast to coast, often used by interior designers for showroom installations. Matt Opoien is a painter whose abstract works create strong emotion. His works do not necessarily represent any true form or structure, presenting the viewer with an opportunity to examine their own psyche. The last recording from D o o r s k e y b o a rd i s t R a y Manzarek, a classic performance featuring the late Solomon Burke, a Steve Earle box set and an outstanding effort from family trio Trampled Under Foot add up to an especially forceful wave of worthwhile summertime releases.
Artist: Ray Manzarek and Roy Rogers Title: Twisted Tales (Chops Not Chaps)
You might like if you enjoy: The Doors, Roy Rogers, Otis Taylor. Tell me more: Although celebrated keyboardist Ray Manzarek lost his battle against cancer on May 20, 2013, his legacy will certainly remain through his role as a founding member of The Doors. In addition, his final recording project, “Twisted Tales,” also celebrates his rich legacy. A follow-up to their acclaimed 2011 album “Translucent Blues,” slide guitarist Roy Rogers and Manzarek share lead vocal duties and showcase their virtuoso skills across the 10-track “Twisted Tales.” Mining that rich intersection of blues and rock that spawned the Doors back in the mid-60s, Rogers and Manzarek shine throughout including on “Black Wine/ Spank Me With a Rose,” and the gypsy-flavored “State of the World.” Artist: Steve Earle Title: The Warner Bros Years (Shout! Factory) You might like if you enjoy: Steve Earle, Michael Ubaldini, Emmylou Harris. Tell me more: One of the most notable periods of Americana roots champion Steve Earle’s

celebrated career has been perfectly captured in the newlyissued “The Warner Bros Years.” The box set includes three studio albums (“Train a Comin’, I Feel Alright” and “El Corazon”) as well as a previously-unreleased concert album (“Live at the Polk Theater” recorded in 1995) and a DVD featuring a concert filmed at Cold Creek Correctional Facility in Tennessee in 1996).The entire set comes recommended, with classics such as “Mystery Train Part II,” “Nothin’ Without You” (with Emmylou Harris” and “N.Y.C.” (with The Supersuckers) among the many gems positioned in the 5-disc box set. Artist: Solomon Burke Title: Live at Montreux 2006 (Eagle Rock Entertainment) You might like if you enjoy: Al Green, Vintage Trouble, Otis Redding. “Having a Party,” the fast-moving 17-song collection finds Burke leading his group of top musicians and singers through his timeless blend of soul, blues and gospel. Burke, who passed away in 2010, was still on the top of his game as a vocalist at Montreux at the concert chronicled here. His powerful version of “Georgia On My Mind,” a rousing “(Sittin’ On) The Dock of the Bay” and a heartfelt delivery of “What A Wonderful World” are among the standouts. Artist: Trampled Under Foot Title: Badlands (Telarc/ Concord Music Group) You might like if you enjoy: Shemika Copeland, Janiva Magness, Indigenous. Tell me more: Every time the blues seems poised to be relegated to nostalgia a young artist comes and brings new relevancy courtesy of a tour de
force that reminds music lovers what made the genre so potent in the first place. Leave it to a trio of siblings comprised of singerbassist Danielle Schnebelen, guitarist-singer Nick Schnebelen and drummer Kris Schnebelen to release an album (“Badlands”) that is both accessible and inventive. The forceful blues-rock of “Bad Bad Feeling” is balanced by the jazz-tinged “Mary.” There is cool groove-soul (“Badlands,” featuring Nick on lead vocals), guitaranchored showcases (“Desperate Heart”) and Delta blues (“Down to the River”). Danielle is a gifted singer able to sing across a vast range (listen to “You Never Really Loved Me”) and her brother Nick offers up some great fretwork that is impressive without ever being excessive.

unfair, and that finding a way around was at the best interest of the inmates. “I’m sure that on a couple of occasions, (Heinrich) brought an issue to me saying, ‘Mary Smith is having a medical emergency’ kind of thing, ‘and we ought to have a tubal ligation. She’s got six kids. Can we do it?’” Martin said. “And I said, ‘Well, if you document it as a medical emergency, perhaps.” Corey G. Johnson, a journalist with The Center for Investigative Reporting, notes in the report that “since 1994 the procedure has required approval from top medical officials in Sacramento on a case-by-case basis.” Records obtained by Johnson show that the California Prison Health Care Receivership Corp was aware of the sterilizations, although they were not authorized. “Everybody was operating on the fact that this was a perfectly reasonable thing to do,” added the CPHCRC’s Barnett. In addition to the 148 i n m a t e s identified by the journalists, “perhaps 100 more” may have received tubal ligations since the late 90s without prison officials and contracted doctors following the proper
procedures. Christina Cordero, a 34-year-old former inmate who spent two years in prison for auto robbery, told investigators that the OB-GYN at Valley State Prison in Chowchilla, CA pressured her several times to have her tubes tied. “As soon as he found out that I had five kids, he suggested that I look into getting it done. The closer I got to my due date, the more he talked about it,” she told the center. “He made me feel like a bad mother if I didn’t do it.” Other witnesses say the prison seemed to single out women who have experienced multiple pregnancies. “I was like, ‘Oh my God, that’s not right,’” fellow former Valley State inmate Crystal Nguyen, 28, told investigators. “Do they think they’re animals, and they don’t want them to breed anymore?” Heinrich, the former Valley State OB-GYN, told The Center for Investigative Journalism that the state likely saved money in the long run by recommending the surgeries, and disputes claims that doctors ever coerced inmates into getting the procedure. “Over a 10-year period, that isn’t a huge amount of money,” Heinrich said, “compared to what you save in welfare paying for these unwanted children – as they procreated more.”
The story, “Tragedy in Arizona” in the July 3 issue, incorrectly stated that “one of the surviving firefighters reportedly sustained burns to 75 percent of his body.” Instead, the sole survivor of the 19 Granite Hills Hot Shots firefighters was posted as a look out a mile away and sustained
no injuries. The Desert Star Weekly regrets the error.

California Families to Receive Insurance Rebates
SACRAMENTO – Last month, Health and Human Services (HHS) Secretary Kathleen Sebelius announced that 1,433,787 California residents will benefit from $65,659,905 in rebates from insurance companies this summer, averaging $71 per family, thanks to the Affordable Care Act. Nationwide, 77.8 million consumers saved $3.4 billion up front on their premiums as insurance companies operated more efficiently. Additionally, consumers nationwide will save $500 million in rebates, with 8.5 million enrollees due to receive an average rebate of around $100 per family. C re a t e d u n d e r t h e Affordable Care Act, the Medical Loss Ratio standard (also known as the “80/20 rule”) requires insurers to spend at least 80 cents of every premium dollar on patient care and quality improvement. If they spend an excessive amount on profits and red tape, they owe rebates back for the difference no later than Aug. 1, 2013. “This new standard is
increasing transparency and accountability, promoting better business practices and competition among insurance companies, and ensuring consumers receive value for their premium dollars,” said Secretary Sebelius. “This announcement shows that more Californians are benefiting from the tools created under the Affordable Care Act to keep consumer costs down.” The law has motivated many plans to lower prices or improve their coverage to meet the standard. Other Californians will see their value reflected through rebates later this summer. Californians owed a rebate will see their value reflected in one either a rebate check in the mail; a lump-sum reimbursement to the same account that they used to pay the premium if by credit card or debit card; a reduction in their premiums; or their employer using rebates to improve their health coverage. Insurance companies that do not meet the standard will send consumers a notice
informing them of the rule The notice will also let consumers know how much the insurer did or did not spend on patient care or quality improvement, and how much of that difference will be returned as a rebate. The 80/20 rule works, along with the required review of proposed double-digit premium increases, to stabilize and moderate premium rates. And, with new market reforms, including the guaranteed availability protections and prohibition of the use of factors such as health status, medical history, gender and industry of employment to set premiums rates, this policy helps ensure every American has access to quality, affordable health insurance. Disability Services Bill Passed
SACRAMENTO – A bill for the equitable provision of disability services authored by Asm. V. Manuel Pérez passed its final hurdle in the State Legislature and now heads to the Governor. AB 1232 represents the first bill in Assemblyman Manuel Pérez’s 2013 legislative package to advance to the Governor’s desk. www.desertstarweekly.com
“I’m excited that AB 1232 is the first bill that I am putting before the Governor this year. The bill seeks to ensure that California’s system of developmental disability services is meeting the needs of an increasingly diverse consumer population,” said Pérez. “AB 1232 upholds the inclusive spirit of California’s landmark
development disabilities law, the Lanterman Act of 1969, while ensuring it remains up to date to meet the needs of today’s families.” The bill adds new quality assurance measures to ensure that services provided by the state’s regional centers are provided in a linguistically and culturally competent manner. The State has a quality assessment program in place for its regional center system, though it does not collect data on cultural and linguistic competency of services. That means as the state grows more diverse, it is lacking important information related to the equitable provision and utilization of state services. AB 1232 addresses this critical issue in a cost-effective manner, gathering the data needed to ensure California’s developmentally disabled are being served in an equitable manner. The bill is sponsored by Autism Care & Treatment Today. According to a recent report by the Senate Select Committee on Autism and Related Disorders, many California families due to linguistic and cultural barriers lack access to vital behavioral therapy services. To read the bill, visit the state of California’s legislative information website. July 10, 2013

Anti-Aging Claim Of Red Wine Busted By: art Kunkin

ExTEnSiOn
Resveratrol is a natural substance found in red wine, peanuts and certain berries that has recently been promoted as a magic bullet for increasing life expectancy. A multimillion dollar supplement industry has therefore developed around resveratrol pills while many popular magazines have published articles about the life extension benefits of drinking red wine. These articles often comment on the “French Paradox,” the belief that the health risks of high fat diets such as those of French culture can be reduced by moderate consumption of red wine. However, a recent analysis of nineteen previous animal studies published in the scientific journal “Biology Letters” by researchers at New Zealand’s University of Otago disputes the claim that resveratrol leads to humans living longer. This study observes that while resveratrol does contribute
to life extension in asexual yeasts and worms, there was no consistent evidence of the same effect in higher-order species including fruit flies or mice, the closest species to humans that have been studied in published research to date. The New Zealand researchers say that “At a time when human trials testing for health benefits from resveratrol are in their early days, we believe it is inappropriate for resveratrol to be marketed as a life-extending health supplements…” Supporters of resveratrol are now shifting their focus to examine whether the substance offers health benefits against such problems as obesity and diabetes as well as high cholesterol. For example, researchers at Harvard Medical School and the National Institute on Aging gave resveratrol to mice to see how it would affect those fed a highfat diet 60 percent of calories coming from fat) compared to mice who got the high-fat diet but no resveratrol and mice fed a healthy (for a mouse) diet. In addition to living longer and avoiding the perils of a highfat diet, the mice who received the resveratrol did perform better on tests of balance and coordination as they got older than did the other high-fat diet animals in the study.
Exactly how resveratrol worked to benefit the mice isn’t known but earlier research suggested that the substance can mimic the effects of caloric restriction in extending longevity. It has been long known that mice fed a nutritious diet containing 40 percent fewer calories than a standard mouse diet will live up to 50 percent longer than those that get the usual complement of calories. To get the Resveratol dose given to the mice in this study, a person would have to drink far more wine than is sensible or even possible for a human being to drink. Switching to red wine might be a healthier option than other forms of alcohol but, if you do not drink, resveratrol is not a reason to start. Resveratrol supplements are available but since they are unregulated by the government’s Food and Drug Administration (FDA), it is not known if they really contain the dose listed on the label. However, it is possible to obtain resveratrol simply by eating more fruits with deep red and purple color such as grapes, blueberries, raspberries, blackberries and cranberries. Resveratrol produces antioxidant and anti-inflammatory actions that may be helpful for a variety of conditions including cardiovascular disease, breast and skin cancers as well as
Huntington’s disease. Art Kunkin is the 85-year young journalist who founded the alternative weekly newspaper, The Los Angeles Free Press, in 1964 and later became president of the Philosophical Research Society. He lives at

your loved one is diagnosed with autism is to get a hair mineral analysis? First we must start at the root of the problem. Autism is commonly regarded by professionals as a type of social anxiety disorder. A child starts off well normally and begins to withdraw as a way of reducing stimulization in a brain that has become chaotic by the outside. Best way I found to try and understand how it feels is when so many things are going on around you and you just can’t keep up so you leave. Symptoms often start being recognizable around age two. The cause of the internal brain chaos is thought to be nutritional in nature. Dr. Wilson actually states “Always” in his article. Also thought to be aggravated by certain food allergies and by the presence of viruses. Many believe the viruses are acquired by early childhood vaccinations. Dr. Wilson also published on the cause of Autism based on the evidence he saw from hair mineral analysis and as he says “always
reveals” three things. In his words in this excerpt from his article: “1. Severe zinc and perhaps other nutrient deficiencies.2. The presence of excessive toxic metals.3. A reduced ability to eliminate toxic metals, especially mercury. In addition, secondary causes include: A. Leaky gut syndrome and food sensitivities or food intolerances. Perhaps other infections that affect overall health. When these causes are corrected, the entire syndrome goes away, especially when correction is done early in a child’s life. All children with autism, without exception, have excessive amounts of toxic metals in the brain. This is beyond dispute, in my mind, based on hair analysis research on these children.” Dr. Wilson also warns not to use chelation therapy for autism because even mild forms remove some vital minerals along with the toxic ones. Bentonite clay baths are just as effective if not more so and will only take out what the body does not need. www.desertstarweekly.com

With crop circles and mass UFO sightings, such as the famous Phoenix Lights, more commonplace than ever, a once-marginalized movement has become mainstream. The United Kingdom, Mexico and other countries have finally opened their UFO files in recognition of the right to know. The recent examination of a six-inch tall, six-yearold humanoid body with an alien face and human DNA by researchers at Stanford University has catapulted public interest in and controversy over these phenomena to an all time high. “In recent years the subject of extraterrestrial phenomena has been gaining more respect in influential circles, especially with well-respected journalists such as Ralph Blumenthal taking an interest. Founded in 2008 by members of the Porsche 356 Club of Southern California, the event raises awareness and funds in support of the Boys Republic, a private, nonprofit, nonsectarian community for at-risk teens, established in 1907. As a Boys Republic 1947-49 alumnus, McQueen earned self-respect through work and accomplishment during his stay at the facility. The actor never forgot and was
a frequent visitor even after he became a Hollywood star. The Friends of Steve McQueen Car and Motorcycle Show blends McQueen’s passion for cars and motorcycles with his passionate support of the school. Each year, a theme from a McQueen movie role is woven throughout the event, this year’s show focused on German cars, motorcycles and military equipment saluting the classic 1963 World War II film, “The Great Escape.” Spectators enjoyed a diverse collection of the classic, the expensive and the rare. Highlights included a Cooper T-52 Formula Junior and Chad McQueen’s black Speedster, both owned at one time by Chad’s famous father. Crowd favorites included an original 1965 Ford GT40, 1949 Belly Tank Lakester, Roush Mustang. A 1935/41 Miller-Ford NOVI-
Winfield also caught the eye. Entrants vied for a host of unique trophies designed and fashioned out of engine parts by the students of Boys
Republic. Michael Dunn’s 1940 Zündapp motorcycle with sidecar broke out as The Great Escape Trophy winner. The theme of the 7th
Annual Friends of Steve McQueen Car and Motorcycle Show on June 7, 2014, will be The Thomas Crown Affair.

part in past relationships. You may enter into a phase of compassion and understanding leading to forgiveness for yourself and all others you have known. Much of your life is private now not wanting to be seen much. It’s comfortable for you to be alone and solitary for a while. Life seems like a dream sometimes. It is a dream. You struggle to stay awake.

The focus of energy, powerful and intent, is directed toward things domestic, foundational, homey, nurturing and instinctual. There’s possibly a lot of mooning going on at home or wherever you find yourself. A lot of sighing, too. You’re not comfortable. You find the need for protection, an unusual state for Aries. You feel restless, quite moody, strutting around like a rooster in a hen house finding all the hens have flown the coop. Don’t argue, fret or get worked-up. Fix something complicated.
tauRuS Many new thoughts, ideas and extensive plans are considered to the point that you feel overwhelmed. It’s important to do things that enhance your home and environments. You find errands must be done, arguments and uncomfortable discussions concerning beliefs occurring with more than usual misunderstandings. Try not to be impatient. Careful with your hands, sharp object and on the road. Study, thinking, pondering is best.
You ponder upon finances and resources and gather the energy to bring forth more. You will also consider how you value money. It’s a very resourceful and creative time. Your imagination becomes inventive, practical, capable and ingenious. It’s important to be aware to not impulse buy. Spending could turn excessive. Consider ownership. In the Cherokee ways, everyone owns everything in common.
vIRgO Whatever you do, be cooperative, work in groups, share ideas, plans and goals, allow others to take the lead before you step forward into a leadership position. Working as a team with others helps you achieve hopes, wishes and dreams. You are a humanitarian and have the ability to order and organize. All that you do is seen by others and imitated. Be a leader who leads with wisdom.
CanCER Notice how you assert yourself more than usual and stand your ground. Everything you do and say makes an impression on your environment. When confronted you clearly state your position. You could be combative, too, feel impatience, become angry, a bit pushy. All of this is Mars in your sign. Careful with your head and face. Protect them. Your physical vitality zooms up and outward.

LIbRa You’re recognized and appreciated for your loving endeavors serving others. Be careful not to enter into conflicts with those in power, leaders or with authority. ritterC orner CClassical Music – Sounds In researching last week’s article, (helping dogs cope during the whole shebang of Independence Day celebration), I discovered how sound affects our canines in good and bad ways. Sudden unexpected noises serve to alert our dogs that something has changed. Described as sensory data, your dog‘s innate survival skills kick into high gear. In a matter of seconds, while the canine brain is trying to make
sense of what is going on, body movements are paused while the ears rotate towards the acoustical sound waves. If the source of noise cannot be identified as something familiar or benevolent, like birds chirping, high alert intensifies and may trigger the flight or fight response fueled by a rush of adrenaline. Dogs do their best to adapt to our man made world of noisemakers – fire
trucks, smoke alarms, vacuum cleaners, TV’s that blare night and day, and the crowded hustle and bustle of city life. Some dogs cope better than others. When they don’t, we say they have behavior problems. But do they? Perhaps, canine anxiety disorders (construction noise, loud crowds, and strangers at the door) reflect the barrage of auditory and visual stimulation we are
exposed to minute by minute. While the complexities of our 21st Century lifestyle reward us with instant gratification delights, there are downfalls. Mental health professionals report much higher rates of depression, panic disorders, general anxiety and substance abuse from one generation ago. Could the family dog be the canary in the coalmine? The book, Through a Dogs Ear, makes a compelling augment for us humans to turn down the noise and turn up the music. Using the latest science on how dogs hear and react to sound, psychoacoustic expert Joshua Leeds and veterinary neurologist Susan Wagner teamed up to create a variety of solo piano arrangements from the works of master composers like Bach, Mozart, and Beethoven. Studies show these piano arrangements reduced anxiety behavior and induced calmness in 70 percent of kenneled dogs at shelters and boarding facilities. For household
By fire Chief sam Digiovanna If your pets could talk, chances are they’d give you a good (or likely a bad) “lick - in” said Fire Chief Sam DiGiovanna. Dogs can develop heat stroke and sunburn in the hot weather, but one danger to dogs that’s frequently overlooked is the potential for paw pad injuries and burns from walking a dog
on hot pavement, the trail or sand. Walk the dog in the early morning or evening to avoid paw pad burns. Avoid walking the dog in the heat of the day, when the sun beats down, heating the pavement and sand. Walk the dog on the grass. It’s cooler for you and them. Are you taking your Dog hiking? Would you like to hike barefoot in the heat on
rocky terrain/sand/pavement? Maybe your Dog wouldn’t either? “Watch those Paws!” What about being a ‘Cool Cat’ said Chief DiGiovanna? A cat outdoors can quickly become dehydrated and suffer heat stroke as well. Make sure there is access to fresh, cool water at all times. Place water bowls in shady areas to reduce rapid evaporation and to keep the water temperature more comfortable. Don’t tether your cat on a deck or
other area because she won’t be http://vetmedicine.about. able to move to a shady spot as com/cs/summerinfo/a/ the sunlight shifts. Just like Dogs, summersafety.-6lv.htm cat’s sensitive paw pads are very vulnerable to being burned when walking across hot pavement. dogs, a whopping 85 percent improvement was observed. Turning sound into a tool to overcome separation anxiety, thunderstorm panic, and other behavior challenges is simple and affordable. And helps humans, too. Animal shelters, veterinary hospitals and boarding kennels – listen up. It’s time to play some music!
