Foundation. “Taking steps to protect your pet can help ensure a safe and enjoyable holiday for the whole family.” These tips can help keep your pet comfortable and secure: 1. Get identification tags. A collar and external ID tags are quick and easy ways to identify your pet if lost, and they make him or her instantly recognizable as someone’s pet. What information you provide on the tags may vary depending

Having more options can help you develop a better long-term strategy for your retirement savings. 2. You Can Covert Part or all to a Roth IRA: Sure, there are Roth 401Ks, but they aren’t an option in every company’s 401(k). With an IRA, anyone whose income makes them eligible for a Roth can open one. Remember, a Roth IRA and Roth 401k require you to pay taxes now instead of later. (A traditional IRA taxes you when you take money out.) If you believe you will be in a higher tax bracket or tax rates will be generally higher when you begin taking distributions, a Roth might be in your best interest. The other benefit is that there are no required minimum distributions at age 70½ with a Roth. 3. You Can Contribute to Both: You don’t have to roll all of your money into an IRA. Some of your balance can remain in your former company’s 401(k) if you’re happy with the returns you’re receiving, and your former employer allows you to leave your money there. You can move it to your new employer’s 401(k) if that’s permitted. After you’ve done your rollover, you can contribute to both your new company’s 401k and an IRA (Roth versions, too) as long as you don’t go over your annual contribution limit. 4. You Can “Borrow”
from Your Roth IRA: If you roll your 401(k) over into a traditional IRA, you indeed lose the ability to keep a loan or borrow funds if that was an option in your old 401K account. But if you roll it into a Roth IRA, you still have options. 5. You Might Get Some Free Cash: Brokers are eager for your business. To entice you to bring your retirement money to their company, they may provide an incentive. Depending on your balance, that may be thousands of dollars. If it’s not cash, free trades could be part of the package. 6. You Have Estate Planning Advantages: Upon your death, there’s a good chance that your 401(k) will be paid in one lump sum to your beneficiary. IRAs have more
payout options (guaranteed lifetime income with spouse and survivor options, period of time certain, stated amount of payouts, for example). Self Direct plans offer is a better system for designating beneficiaries and stretching payments over lifetimes of children and grandchildren. Being able to take income in increments to avoid taxation is the significant advantage of helping you to make your retirement income last longer. 7. Administration Fees can be much higher on 401Ks than self-directed plans: Fees for managing a 401K are higher and not always paid by the employer, because sometimes they may be set up as shared costs with the employees; also, there are sales charges
when buying and selling assets, and management fees in mutual funds. This cuts into your returns. 8. There are Far Fewer Rules: Understanding your 401(k) is no easy task because each company has a lot of leeway in how they set up the plan. IRAs are standardized by the IRS. Can’t We Have An Antenna - Two Views By Kelly G. Richardson, Esq. CCAL Dear Kelly: I am in an HOA of freestanding homes. Our CC&Rs require that satellite dishes cannot be visible from common areas or HOA streets. Yet, several members have installed small dishes, less than 36” across, on their own property, visible from common areas and HOA streets. I registered my complaint, but the management company maintains that FCC regulations stipulate that they are allowed and that FCC regulations supersede CC&Rs and that our CC&Rs are outdated. What is the current situation regarding FCC regulations in this matter? A.D., San Diego
law allows restrictions based on visibility but the FCC rule does not allow such restrictions. Under the Constitution’s Supremacy Clause, the FCC regulation controls, so dishes can be visible. Therefore, your HOA’s visibility restriction standard might be invalid, and that may be why the other owners have installed visible antennae. Hopefully, your association’s legal counsel has been consulted and has weighed in on this issue, and that is why the Board is not enforcing the antennae visibility ban in the CC&Rs. Under the current satellite television technology, disputes about dishes seem to be less frequent, maybe because they now are significantly smaller (typically eighteen inches across). Thanks, Kelly.

That may limit the board’s flexibility, because the board may not ignore the CC&R language in favor of a more “sensible” approach. This was the board’s mistake in Ekstrom v. Marquesa, in which a board decided that the CC&Rs restriction on tree height did not apply to palm trees, only to be told by the appellate court they were wrong. Civil Rights Groups Get Down to Business After Census Ruling
By Desert Star Staff CARSON CITY, Nev. – Civil rights advocates are moving forward with plans to promote the 2020 Census, relieved that the U.S. Supreme Court has blocked the addition of a citizenship question by sending it back to the lower courts. The fear had been that such a question would deter many immigrant families from participating. The resulting undercount could hurt their communities because the census is used to redraw legislative districts and allocate federal funds for crucial programs such as Medicaid, WIC and Head Start. So Emily Persaud-Zamora, executive director of the democracy advocacy group Silver State Voices, wants everyone to fill out the survey.
“It is still important to fill out the census, and a boycott should not be an option for anybody,” she states. Gov. Steve Sisolak has budgeted $5 million to ensure a complete count. Silver State Voices has put together a coalition of 15 groups that will fan out across the state and encourage everyone to take part in the 2020 Census, which primarily will be done online and by telephone survey. Persaud-Zamora says the Trump administration’s antiimmigrant rhetoric has many citizens and legal residents afraid that their personal data on the census could be used to target undocumented family members for deportation. But she says privacy laws prevent that. “We understand that there’s that fear but it’s not

other entity,” she stresses. President Donald Trump now is calling for the census to be delayed while the
administration tries to get the citizenship question restored, saying it is important to help enforce the Voting Rights Act. you hear? In recent years, more than 80 Swiss banks, including UBS and Credit Suisse, have agreed to pay about $5 billion to the US in penalties and fines for helping US clients evade taxes with undeclared accounts offshore. The US “is effectively the biggest tax haven in the world,” Andrew Penney, managing director at Rothschild Trust told Bloomberg. The group has opened a trust company in Reno, Nevada, to help rich foreign clients move their accounts out of offshore havens such as Bermuda, subject to the new international disclosure requirements into Rothschild’s trusts in Nevada, which are exempt.
But she says the high court’s ruling nixes that possibility, and means the incumbents can serve out their current terms.
US becoming world’s biggest tax haven

money offshore, the US is now becoming the main tax haven for wealthy foreigners, Bloomberg reports. Some
are calling Reno, Nevada the new Switzerland. While the US authorities persist on global standards of
banking information disclosure, the country is resisting those same disclosure standards. The result has been the creation of a hot new market, specializing in hiding cash for wealthy foreign clients. The trust companies, helping the world’s wealthy move their fortunes; have been opened in Nevada, Wyoming, and South Dakota. “How ironic—no, how perverse—that the USA, which has been so sanctimonious in its condemnation of Swiss banks, has become the banking secrecy jurisdiction du jour,” wrote Peter A. Cotorceanu, a lawyer at Anaford, a Zurich law firm, in a recent legal journal. “That ‘giant sucking sound’
By Desert Star Staff LANSING, Mich. – Despite a blow from the U.S. Supreme Court, anti-gerrymandering groups are pressing on to implement the Michigan voter initiative that gives redistricting power to an independent citizens’ commission. The high court ruled late last week that federal judges can’t interfere with electoral maps drawn for partisan gain, which means that Michigan’s highly gerrymandered districts will now remain in effect for the 2020 election. But Nancy Wang, executive director of the group Voters Not Politicians, says the ruling doesn’t affect Proposal 2, and new, nonpartisan maps will be in place for the 2022 elections. “Two-and-a-half million people from all across Michigan, all political parties, came together to protect
our democracy and to make our government work for the people, and I can’t think of a thing that’s more patriotic than that,” she states. The new maps will use data from the 2020 Census, so accuracy is key. Also last week, the Supreme Court blocked adding a citizenship question to the census, which, if included, could cause an under-count in areas with high percentages of immigrant families. Wang encourages people to consider volunteering to serve on the independent citizens’ redistricting commission when the state starts taking applications later this year. “Really, what we need are ordinary citizens that, you know, can go around the state and listen to people as they describe where the boundaries
of their communities are, so where the election districts should be drawn around those communities,” she stresses. Wang says there was
some talk about holding a special election for seats in the state Senate since the lawmakers were elected under the existing partisan maps.

By Desert Star Staff A host of Democratic party hopefuls for the presidency have taken turns denouncing President Donald Trump’s meeting with North Korea’s Kim Jong-un as a “photo op,” while slamming Trump for cozying up to the “ruthless dictator.” After scheduling an impromptu meeting via Twitter, Trump met Kim at the heavily fortified Korean Demilitarized Zone on Sunday.
The leaders shook hands, and Trump became the first sitting US president to cross the border into the North. The historic moment was praised by some observers - including Pope Francis and South Korean President Moon Jae-in, but Trump’s Democratic rivals savaged him for so casually extending the olive branch to Kim. “Our President shouldn’t be squandering American influence on photo ops

Bolton’s absence from Trump-Kim meeting fuels firing rumors... again
By Desert Star Staff Hawkish National Security Advisor John Bolton was absent from President Trump’s team during his meeting with Kim Jong-un. However, non-interventionist Fox News host Tucker Carlson was present. Twitter put the pieces together. As Trump’s most trusted adviser on all things geopolitical, one would expect John Bolton to have the president’s ear before, during, and after his historic foray across the Demilitarized Zone into North Korea and subsequent meeting with Kim Jong-un. However, Bolton was nowhere to be seen during Sunday’s impromptu summit and was instead dispatched to Mongolia to talk security with Mongolian State Secretary Davaasuren Damdinsuren. Notably present in
Trump’s entourage, however, was Fox News host Tucker Carlson, an outspoken antiinterventionist and tireless critic of Bolton’s triggerhappy neoconservatism. Though Bolton’s trip had apparently been scheduled before the meeting was cobbled together, Twitter was rife with speculation. “Hopefully Bolton’s banishing to Mongolia means that the chi is ready to flow again between Washington and Pyongyang,” wrote Korean peace activist Christine Ahn. Bolton’s presence would likely have soured the amicable mood in Korea. Pyongyang has described the adviser as “dim-sighted,” “human scum,” and a “bloodsucker.” Bolton has also been accused of torpedoing this year’s Hanoi summit between Trump and Kim, by suggesting beforehand that

Rumors of Bolton’s impending sacking from the Trump administration began to circulate. Lawmakers to Consider Bill to Fund National Park Maintenance

It’s very important to our state economy,” Weir said. In 2018, 3.6 million people visited national park lands in Missouri, spending $276 million in the region. Weir said places such as the Harry S. Truman National Historic Site in Independence should be kept in tip-top shape. “We want to make sure when people come to our city to visit these historic sites and parks that they are in good repair, that they are open to the public and that people have a safe and easy way to access them,” she said. Gateway Arch National Park in St. Louis needs almost $25 million in improvements. Other sites with the greatest needs include the Ozark National Scenic Riverways and Wilson’s Creek National Battlefield. Phil Francis, who chairs The Coalition to Protect
America’s National Parks, said the parks not only tell the nation’s story and give families a place to unwind, they also drive economies nationwide. “They’re economic engines, producing $39 billion or so worth of economic impact for only a $3 billion investment each year,” Francis said. “And they’re places that 330 million people each year visit. “ A recent poll by The Pew Charitable Trusts found 75% of respondents supported a bill to provide $6.5 billion for national park repairs, money that would come from fees on offshore oil and gas drilling. By Desert Star Staff DENVER – A measure that would safeguard some 400,000 acres of public lands across Colorado cleared a key U.S. House committee this week. The Colorado Outdoor Recreation and Economy, or CORE Act, would protect roughly 200,000 acres of the Thompson Divide from the impacts of oil and gas and other development – land that rancher Tai Jacober relies on to raise his hormoneand antibiotic-free cattle. He says by preserving landscapes as they exist today, the act should help the state’s farmers and ranchers remain open for business. “The CORE Act is really an important part of running a ranch in Colorado, because it provides important grazing lands during the summer months that have been relied on for many generations,” says Jacober. The bill’s supporters
predict it will also boost the outdoor recreation economy by protecting key hunting and fishing areas, and it honors veterans by designating Camp Hale, where the 10th Mountain Division trained for mountain combat in World War II, as the nation’s first national historic landscape. Critics worry the measure could add additional red tape for extraction industries, including oil and gas producers. Summit County Commissioner Karn Stiegelmeier counters that the CORE Act is designed to preserve access to resources, on lands owned by all Americans, in a balanced way. She notes public lands and Wilderness Areas help define Summit County and are a significant economic driver. “Colorado has a $62 billion outdoor-recreation industry,” says Stiegelmeier. “It is why people are moving to Colorado like crazy. It is what we’re all about.”
Most of Colorado’s congressional delegation supports the bill, and Stiegelmeier is hopeful that Sen. Cory Gardner – R-CO, and Rep. Scott Tipton – R-Cortez, will
add their support. The measure – introduced by Rep. Joe Neguse – D-Lafayette, and Sen. Michael Bennet – D-CO, in January – is a result of decades of work by such diverse

By Desert Star Staff BOZEMAN, Mont. — An ambitious project from National Geographic is returning to Yellowstone National Park this week, and also will feature Montana’s prairie. “Yellowstone Live” is a four-night special from the renowned science organization featuring live crews stationed across the Greater Yellowstone Ecosystem and the American Prairie Reserve. Daniel Kinka is a wildlife restoration manager with American Prairie Reserve.
He said the grasslands near the Missouri Breaks often are overlooked, compared with Yellowstone and the Northern Continental Divide Ecosystem, but the three ecosystems share a lot of connections. Kinka thinks it’s an honor that National Geographic is putting a spotlight on the prairie. “The platform that they have to be able to tell good conservation stories is just unparalleled, and so we’re very happy to be working with them, but also to be
mentioned in the same breath as Yellowstone is really special,” Kinka said. “American Prairie Reserve’s kind of the third ecosystem in Montana that gets forgotten about.” National Geographic is partnering with the American Prairie Reserve on its Last Wild Places initiative, which aims to conserve wild places that sustain life on Earth and has a goal of protecting 30% of the planet by 2030. Montana’s reserve is one of the largest intact grasslands remaining in the world.
“Yellowstone Live” airs at 7 p.m. Mountain time through Wednesday. A relocation of prairie dogs to the reserve was featured on Sunday’s episode. On Monday, wildlife experts darted one of the reserve’s 950 bison and fitted it with a “Bison Cam.” Kinka said tonight he will be capturing and collaring burrowing owls. “It’s a very small owl that actually lives in old prairie dog holes,” he said. “And so, we’ve got a burrowing owl expert out here, and he’s
going to help us capture and then band, so we can ID these burrowing owls going forward. The committee is expected to continue studying the issue and could propose legislation for next year to implement the report’s recommendations. Williams said a study from Johns Hopkins University found black students are more
likely to graduate if they have even one black teacher. “In fact, having an AfricanAmerican teacher - for African American students and for other students is a benefit,” he said. The report also recommends training teachers and staff on racial equity and unconscious bias, and forming partnerships with trade unions to funnel kids into apprenticeships. It also supports restorativejustice programs that rely on community service and counseling in place of suspensions and expulsions. Japan pulled out last December from the International Whaling Commission (IWC), which has imposed a ban on commercial whaling. The country’s Fishing Agency had announced a quota of 227 whales in June, but is believed to have delayed its announcement until Monday, possibly to avoid courting controversy at the G20 summit Japan hosted over the weekend. The agency said that the hunts will take place solely within Japan’s exclusive economic zone, rather than in international waters. After commercial whaling was banned by the IWC in 1988, Japan switched to what it called ‘research whaling.’ However, the research whaling program has lost money, including $15 million in 2018 alone, according to the Associated Press. On the first day back on the waters, commercial whalers caught and brought back to shore two minke whales. Fishery Agency officials said that the meat from the catches will be auctioned on Thursday. Locals and elected officials in two of Japan’s major whaling towns, Shimonoseki and Kushiro, celebrated the first commercial whaling ship of this new era leaving port. But conservationists and environmental activists have expressed outrage at the move, which many see as cynical and politically motivated. In spite of lofty rhetoric from politicians from the ruling Liberal Democratic Party, the
industry only employs a few hundred people while the business has seen declining demand for whale meat. Though a popular source of protein in the country’s difficult economic times in the aftermath of World War II, whale was gradually eclipsed in popularity by other meats after annual consumption peaked in the 1960s. Moreover, the government plans on reducing the $46 million in annual subsidies it pays whalers. Norway and Iceland are the only other countries that allow commercial whaling. But both have seen sharp declines in catches in recent years, following fears that the practice damages their catch whales in the 2017nations’ image on the world 2018 season, but well stage. Both countries did below their catch quotas.

neighboring Vietnam, on January 7, 1979, toppled the Khmer Rouge regime. On Wednesday, June 26, the Tolerance Education Center hosted William Eir, who shared his compelling Cambodian survival story. After losing both his parents, Eir was placed in a Buddhist Temple and trained in becoming a monk. He was 9 years old when the Khmer Rouge came into power. Eir lost his brother and many other relatives. He endured mental torture while being placed in solitary confinement for long periods. In 1983 Eir migrated to the United States. He studied nursing. On July 4th, 1988, his journey to U.S. citizenship became a dream come true. Today Eir resides in Palm Springs.

Superheroine’ Captain Marvel’ Comes to Life on DVD Many Marvel Comics superheroes, like Iron Man, Spiderman, Captain America, and the Hulk, have already come to life on the silver screen. Now another Marvel superhero joins their ranks-Captain Marvel (Brie Larsen). We first meet her as a Kree warrior named Vers, who is being trained by Yon-Rogg (a fierce Jude Law). Kree enemies are the Skrulls, green-skinned beings with pointy ears who are shape-shifters. What is truly scary about them is the fact that Skrulls can turn into anyone, even your closest friends or family members. Their leader is Taros (Ben Mendelsohn), but is he really a villain? When Vers is sent on her second mission to Planet C-53 (better known to us as earth), she is followed by shape-shifting Skrulls. Thank goodness she is also being supported by Nick Fury ( Samuel L. Jackson). The year is 1995, so he looks much younger, thanks to digital enhancement. And at this point in time, S.H.I.E.L.D. has not fully evolved. On her first visit to planet
earth earlier in the story Vers crash lands in the desert along with her superior officer, Lawson (Annette Bening). Lawsuit Filed to Force Feds to Protect Imperiled Species By Desert Star Staff SISKIYOU MOUNTAINS, Calif. – Conservation groups are filing suit Monday against the U.S. Fish and Wildlife Service to force a long-delayed decision on whether to list the Siskiyou Mountains salamander as an endangered species. A coalition of environmental groups petitioned for protections early last year, but the agency has missed multiple deadlines and has yet to make a finding. Jenny Loda, amphibian and reptile staff attorney at the Center for Biological Diversity, says U.S. Fish and Wildlife often has been behind on its workload, but she maintains it now has become a deliberate strategy. “Unfortunately, the Fish and Wildlife Service has been pretty behind in making these decisions for a number of years, but under the Trump administration, it really has
slowed down almost to a halt, and there seems to be more focus on trying to get species delisted than on protecting the species that really need protection,” she states. The Siskiyou Mountains salamander’s habitat near the California-Oregon border is threatened by new management plans to allow more logging operations on federal lands. Over the years, 47 different species have gone extinct while they were waiting for a decision under the Endangered Species Act. Just last week the Trump administration agreed to a settlement that required it to make a decision on several different species of salamander whose habitat is threatened by plans to raise the dam at Shasta Lake. “These salamanders are only found in this small area right around Shasta Lake,”

salamanders that are found in these small ranges around the Shasta Reservoir.” Conservation groups filed for protections for the Shasta
salamanders in 2012 and sued to force a decision. Under the settlement, the agency has until next April to make a decision.
Florida courts a $50-a-day fine for their long-time frontyard vegetable garden. Kitty Wallace, co-founder of the Coalition of Community Gardens of Tampa Bay, said she supports the idea of encouraging planting more fruits and vegetables, but worries it could backfire by taking power away from local communities. “Because I grow all my own vegetables in my garden, I’m supportive of this legislation,” Wallace said. “But I have mixed feelings.” The Florida Supreme Court ruled in favor of Miami Shores’ right to control design and landscaping standards, and the couple replaced their vegetables with pink flamingos. But Republican Sen. Rob Bradley called the village’s action a “vast overreach,” and sponsored the bill, which effectively voids the court rulings.
Wallace said she was expecting citizens of Miami Shores would simply make note of the unusual restriction by their local government, and vote them out later. “You know, vote out those people and vote in new people that were going to change the ordinance,” she said. “But it just rose to the state level really quickly. Sometimes, these types of laws take many legislative sessions to make it in and out of committee and to the governor’s desk, but this thing — zip, zip, zip!” According to the National Gardening Association, about a third of all U.S. households grow at least some of their own food. The group said a 600-square-foot garden that costs around $70 a year to cultivate can grow 300 pounds of fresh produce worth about $600 annually.

Switzerland & United States are the world’s most corrupt nations By Desert Star Staff A new study from advocacy group Tax Justice Network reveals that Switzerland is the world’s most-corrupt country, with a “high secrecy score of 76.” It’s followed by the US and the Cayman Islands. “Switzerland is the grandfather of the world’s tax havens, one of the world’s largest offshore financial centers, and one of the world’s biggest secrecy jurisdictions or tax havens,” said the group’s report ‘Financial Secrecy Index — 2018 Results’. It explained that “the Swiss will exchange information with

rich countries if they have to, but will continue offering citizens of poorer countries the opportunity to evade their taxpaying responsibilities. “These factors, along with ongoing aggressive pursuit of financial sector whistleblowers (resorting at times to what appear to be non-legal methods) are ongoing reminders of why Switzerland remains the most important secrecy jurisdiction in the world today,” said the report. The index ranks countries for the assistance their legal systems provide to moneylaunderers, and to all people who seek to protect corruptly-
obtained wealth. The higher the secrecy score, the more corrupt the government is. In order to create the index, a secrecy score is combined with a figure representing the size of the offshore financial services industry in each country. According to the report, the United States’ secrecy score (60) is rising, which results in attracting corrupt wealth. In 2013, the US was in the sixth place, and in 2015 it took the third in the rating. “The continued rise of the US in the 2018 index comes off the back of a significant change in the US share of July 3, 2019
the global market for offshore financial services. Between 2015 and 2018 the US increased its market share in offshore financial services by 14 percent,” said the report. In total the US accounts for 22.3 percent of the global market in offshore financial services. “The US provides a wide array of secrecy and tax-free facilities for non-residents, both at a Federal level and at the level of individual states.” The report added that “Financial secrecy provided by the US has caused untold harm to the ordinary citizens of foreign countries, whose elites have used the
United States as a bolthole for looted wealth.” Cayman Islands, Hong Kong, Singapore, Luxembourg, Germany, Taiwan, the United Arab Emirates, and Guernsey closed out the top-10 most corrupt countries. The least corrupt nations among the 112 covered in the rating were San Marino, St. Lucia, St. Vincent and the Grenadines, and Montserrat. The countries with the lowest secrecy score were UK (42) and Slovenia (42), Belgium (44), Sweden (45), Lithuania (47), Italy (49) and Brazil (49).

By Desert Star Staff NBC PC News Stuff Leaders of labor unions representing roughly 800,000 workers in Los Angeles County recommended Monday that the Los Angeles Federation of Labor officially sanction a potential strike at grocery stores across Southern California, including Riverside County. The sanction, if approved federation’s executive board, would mean that workers represented by 300 labor unions would honor picket lines and refuse to shop at Ralphs, Vons and Albertsons stores. “If workers are forced to go on strike, our members and their families will not cross the picket line,” said Rusty Hicks, president of the Los Angeles
County Federation of Labor. Last week, grocery workers across Southern California overwhelmingly authorized its union — United Food and Commercial Workers — to call a strike if a contract agreement with the companies cannot be reached. If a strike happens, it would be the first grocery walkout in the region in nearly 16 years. “Southern California grocery workers voted in large numbers, and overwhelmingly rejected the unfair terms that have been proposed by Ralphs, Albertsons and Vons,” John Grant, president of United Food and Commercial Workers Local 770, said last week. Albertsons/Vons/Pavilions issued a statement saying, “The outcome of the strike
authorization vote does not change anything related to this process. We remain committed to negotiating a contract that is fair to all parties, including our employees, and will continue to work to achieve that.” Ralphs issued a similar statement and said, for now, “it is business as usual in Ralphs stores.” The strike authorization vote means union negotiators have the power to call for a strike, if deemed necessary, but it does not automatically mean a walkout will occur. CA Gas Tax Increase And New Laws
NBC PS News Staff New laws and a gas tax increase in the state with fuel prices well above the national average are starting Monday in California. The new legislation includes new background checks for ammunition purchases, requirements for medical professionals on probation and a mandated timeline for law enforcement body camera recordings to be made public. Scroll down to read about some of the new laws going into effect in July. California Gas Tax The California gas tax will increase 5.6 cents per gallon Monday. It is part of a Senate Bill passed by the Legislature and signed by then Gov. Jerry Brown in 2017. At the time, gas taxes went up 12 cents along with additional registration fees. California drivers were paying an average $3.75 per gallon as of late June, far above the national average of $2.71 calculated by AAA.

The gas tax will increase to 47.3 cents a gallon July 1, according to the state Board of Equalization, and continue to increase indefinitely starting next year to keep up with the California Consumer Price Index. The money from the increase is supposed to go to roads and bridges along with bicycle and pedestrian projects. Gun Ammunition Rules California will tighten its already strict firearms laws by requiring background checks for anyone buying ammunition and barring ammo sales except through licensed dealers. Gun owners already in the state’s databases will have to pay a $1 fee each time they buy bullets or shotgun shells, while others can buy longer term licenses. Dealers have seen a spike in sales as the state prepares to implement the restrictions imposed by voters in 2016. Opponents are suing to block the restrictions, arguing that they will mainly
harm law-abiding owners. Law Enforcement Video Recordings Law enforcement agencies will have 45 days to make public body camera footage recorded during an incident causing death or serious injury. The 2018 bill by Democratic Assemblyman Phil Ting of San Francisco has exceptions if the agency demonstrates “by clear and convincing evidence” that release would substantially interfere with an ongoing investigation or violate the privacy of someone in the footage. The law is one response to lawmakers’ concern over shootings of suspects by police. Proponents said the release will help rebuild trust with communities. Doctor Probation Disclosure California becomes the first state to require physicians, surgeons, osteopaths, naturopathic doctors, chiropractors, podiatrists and acupuncturists to notify patients if they are put on probation for serious misconduct. The 2018 bill by Sen. Jerry Hill, a Democrat from San Mateo, requires the notices for sexual misconduct with a patient; drug abuse; a criminal conviction involving harm to patients; and inappropriate prescribing resulting in patient harm and five or more years of probation. The measure was backed by athletes victimized by former USA Gymnastics team doctor Larry Nassar, who admitted sexually abusing women and girls under the guise of medical treatment. Lead Ammunition California will complete its statewide ban on all lead ammunition for hunting. The Center for Biological Diversity says the ban will reduce the risk that toxic fragments from lead bullets or shot will poison critically endangered California condors along with other raptors and scavengers. Lead ammunition can still be used for target shooting. The center says at least 15 other states have some restrictions, but California’s statewide ban on lead ammunition for hunting is the most sweeping. The state began phasing out its use under a 2013 law. Social Media Rules It will be illegal for anyone to use a social media bot with a fake identity with the intent to spur a purchase or influence a vote. The 2018 bill by Sen. Bob Hertzberg, a Democrat from Van Nuys, requires the bots to be clearly identified in response to concerns that the automated bots can spread inflammatory
or false information and were used to post messages about presidential candidates in 2016. Homeless Patient Discharges Hospitals must have a written homeless patient discharge planning policy and log which homeless patients are discharged and the destinations where they are released. The 2018 bill by former state Sen. Ed Hernandez, D-West Covina, requires the plans to include coordinating services and referrals for homeless patients with the county behavioral health agency, health care and social service agencies in the region, health care providers, and nonprofit social service providers. It’s aimed at stopping the practice of “patient dumping” of indigent patients. Veteran Driver’s Licenses Homeless and lower income military veterans can have the word “veteran” printed on their drivers’ licenses for free. The 2017 bill by Assemblywoman Sharon Quirk-Silva, a Democrat from Fullerton, waives what had been a $5 processing fee to allow that designation. She said it can make it easier for veterans to access services without carrying around discharge papers and veteran’s separation documents. Butane Sales It will be unlawful to sell larger quantities of nonodorized butane. The 2018 bill by Assemblyman Tim Grayson, D-Concord, is designed to stem the use of the highly flammable solvent to manufacture hash oil from cannabis. Illegal operations have resulted in numerous explosions and dozens of deaths in recent years. The law exempts lighters and small containers of non-odorized butane used to refill them. By Desert Star Staff LITTLE ROCK, Ark. — The debate over prescription drug prices is heating up in state legislatures and on Capitol Hill and was even a point of contention in the first debate for the 2020 presidential election. However, the high price of medications is more than just political fodder for many Arkansans. Research from the Kaiser Foundation showed 80% of Americans said the cost of medications is unreasonable, and 1-in-4 adults age 50plus reports having difficulty affording a prescription. As a practicing pharmacist outside Little Rock, Eric Crumbaugh said he sees patients faced with difficult choices that can impact their health. “I have people who come in and, unfortunately, they have to choose between getting their blood pressure medication or their inhaler or their insulin
or going to the grocery store that day,” Crumbaugh said. “And sometimes people do choose to either not eat or go without their medication.” Congressional leaders are considering multiple solutions to bring down prices, including legislation introduced last week, co-sponsored by Arkansas Republican Rep. Bruce Westerman, that focuses on the cost of expensive biologic drugs. President Donald Trump recently signed an executive order to increase transparency on medical costs. Drug manufacturers say rising costs are the result of research and development, which they argue has led to significant innovation. And pharmacy benefit managers, who also have taken heat for escalating prices, claim they’ve helped contain costs through rebates and discounts. Crumbaugh countered there just isn’t enough
By Desert Star Staff HARTFORD, Conn. — Lawmakers in Congress are reaching across the aisle to address the high cost of life-saving drugs. The bipartisan Affordable Prescriptions for Patients Act targets what critics see as the pharmaceutical industry’s anti-competitive behaviors that restrict access to cheaper generic drugs. Sen. Richard Blumenthal, D-Conn., is one of the bill’s authors. He held a meeting Monday in Hartford to discuss the legislation, where he was joined by patients who are struggling with surges in the price of insulin. “Insulin has been around for 100 years, it’s not a new wonder drug,” Blumenthal said. “And yet, the big pharmaceutical drug companies are able to keep out competition and lower-priced generics or bio-similars.” The cost of insulin has more than doubled in the last decade. Senate Bill 1416 has seven co-sponsors so far, four Republicans and three Democrats. The Senate Judiciary Committee unanimously approved the bill last week. It now heads to the Senate floor for a vote. Blumenthal charges pharmaceutical companies with squeezing billions of dollars from consumers with practices known as “patent thicketing,” which blocks competitors from making generic versions of their drugs. The bill addresses this practice and others, but the senator said there’s still a long way to go to protect people from predatory pricing.
“America is sick and tired with the cost of prescription drugs, and this measure is one step toward providing more affordable drugs for people,” he said. “My hope is that it will be adopted as a first step – hardly a last one – in helping patients avoid the higher cost of prescription drugs.” Experts say diabetes is the most expensive chronic illness in the United States, with total treatment costs of more than $327 billion per year, $15 billions of which is spent on insulin. Blumenthal said he hopes Senate Bill 1416 will increase competition in the drug industry as a strategy to lower prices.

Arkansas has passed laws to increase transparency, but Crumbaugh noted it will take time before new regulations go into effect.
