By Desert Star Staff North Korea has released a US college student who was sentenced to 15 years of hard labor after attempting to steal a propaganda poster from his Pyongyang hotel last year, US Secretary of State Tillerson confirmed. Warmbier is in a coma, his parents say. “At the direction of the President, the Department of State has secured the release of Otto Warmbier from North Korea. Mr. Warmbier is en route to the United States, where he will be reunited with his family,” US Secretary of State Rex Tillerson said in a statement. Warmbier is due to arrive home in Cincinnati on Tuesday evening, after being evacuated through a US military base in

Sapporo, Japan, according to The Washington Post.The deputy assistant secretary of state, Joseph Yun, traveled to Pyongyang with doctors on a military medical plane last Thursday. They landed in Sapporo with Warmbier on Tuesday night local time, before continuing on to Cincinnati, the newspaper reported. Warmbier’s parents have confirmed to AP that their son is in a coma. “We want the world to know how we and our son have been brutalized and terrorized by the pariah regime” in North Korea, Fred and Cindy Warmbier told the news agency. They said they are

Always within sight of Rabbi Sally was Barney, her stylish white Bichon Frise . Her loyal canine companion ( he is a rescue she said) enjoyed being in the spotlight. The Rabbi’s commitment to animals has led to her establishing Pets at Rest, a counseling service for those who have lost their pet companions as

New York holds Puerto Rico Day parade By Desert Star Staff Around one million people flooded the streets of Manhattan for the annual Puerto Rican Day parade on the same day the Caribbean island went to polls in a nonbinding referendum to decide whether or not to join the Union as the 51st state. Red, white, and blue filled the entire route of the procession along Fifth Avenue from 44th to 79th Streets, as New Yorkers marked the complicated history of the unincorporated territory of the United States. While many danced the salsa and cheered the procession, a small portion of the crowd booed the appearance Oscar Lopez Rivera, a political activist, who spent 35 years in prison for his involvement with the Armed Forces of National Liberation (FALN), a group that has for decades struggled for independence of the island nation. Released last month from prison, after the remainder of his 55-year federal prison sentence was commuted by former President Barack Obama, Rivera reveled among his supporters who fought for his release. Rivera is hailed by many as a national hero and a

freedom fighter, with signs reading “Oscar Lopez Rivera is our Mandela” seen in the crowd. Chanting “Puerto Rico Not for Sale,” people marched in front of their idol, while others called on the US to release of the nation’s “political prisoners.” Recalling FALN’s notorious terrorist past and more than 120 bomb attacks on US targets, a number of US groups, including the NYPD Hispanic Society and the Rafael Ramos Foundation boycotted the parade. New York Governor Andrew Cuomo also skipped the event. But despite the political controversy surrounding Rivera’s appearance, the mood was festive. The plebiscite offered three choices on the ballot: statehood, independence or remaining a selfgoverning territory in the US commonwealth. Following the ballot, Puerto Rico’s governor announced that his nation has overwhelmingly voted ‘yes’ in the non-binding referendum to join the US as the 51st state. The US Congress will now decide the fate of its Spanishspeaking territory that is currently in economic turmoil.

Retirement Planning Requires covering Income Needs First

By Janice Gough Eighty Five percent of preretirees are extremely or very concerned about guaranteeing sufficient income for retirement. It is no longer about buying the second house or traveling the world, … it’s now about having a comfortable retirement. When it comes to retirement income, what is your greatest fear? Chances are, it’s running out of money. Or, more realistically, not having enough income to stay in your home, cover the monthly bills and pay for health care costs. By diving your nest egg into Needs vs. Wants is a logical way to decide on the type of investments which best suit each bucket of money. That’s why it makes sense to separate your wants from your needs and solve for them separately. Why? There are two reasons: • To invest for greater confidence for the needs. • To invest for greater income and growth potential for the wants. The first goal is to solve for an essential level of income for the needs, consisting of the basics - food, housing, insurance and medicine. Covering these expenses requires a high level of confidence in the chosen investment. There must be enough income to meet expenses. This portion of your portfolio cannot tolerate much downward fluctuation in its income stream. In solving the need, one must use an investment that provides highly dependable, steady income to form a “floor” of guaranteed

Red Cross Expands Support Services for Nation’s Military By Desert Star Staff WASHINGTON, -- Through its nationally-available Hero Care Network, the American Red Cross has now expanded its services to support military service members and veterans by adding the Military Veteran Caregiver Network (MVCN) to the platform. Every day in the United States, there are an estimated 5.5 million people who are providing crucial support to wounded, ill or injured service members and veterans. Helping these caregivers access the highest quality peer support programs and services – online and in their communities – is critical, as caregivers often experience many challenges without access to adequate support. Consequences to this lack of support often include declining personal health, a greater strain on family relationships or employment issues. “Being a caregiver is so often a daunting job,” said Melissa Comeau, Director of the Military Veteran Caregiver Network. “Many times caregivers find themselves alone – in need of guidance and advice or wanting to engage with someone who has shared similar experiences

– that’s where the MVCN comes in. I’ve lived through the isolation and the challenges of being a caregiver, and I am so pleased that the Red Cross has devised a way to provide such critical support to so many who need it.” According to a 2014 Rand report titled Hidden Heroes: America’s Military Caregivers, commissioned by the Elizabeth Dole Foundation, there are 5.5 million caregivers - family and friends - who care for those who are wounded, ill or injured as a result of their service to our country. “The American Red Cross has a long and rich history of serving our armed forces and their families”, said Senator Elizabeth Dole, founder and president of the Elizabeth Dole Foundation. “The Red Cross is a critical partner of our Hidden Heroes Campaign, which is designed to raise awareness of the enormous contributions and challenges of our nation’s military and veteran caregivers and to increase support for them. Today’s announcement is a major step forward in bringing together two valuable Foundation partners vital to the support of military caregivers long term.” The MVCN mission is to

provide our nation’s military and veteran caregivers with peer support to reduce their isolation and increase their sense of connectedness, engagement, hopefulness and wellness, as well as their knowledge and skills. This network helps caregivers of all ages, at all stages of caregiving, by providing access to an online peer support community, a peer mentor program, and a peer support group that can be accessed both online and in their community. Along with the peer support programs, MVCN makes available a resource library,

a caregiver master calendar and an online magazine WeCare, for partners, supporters and caregivers. “The MVCN was modeled after the nationally recognized peer-based emotional support programs of the Tragedy Assistance Program for Survivors (TAPS), which provides compassionate care and peer-based programs for all those who are grieving a military loved one,” said Bonnie Carroll, Founder and President of TAPS. “TAPS and the Red Cross have collaborated to support the warfighters and their families and survivors for over two decades. The

caregiver mission of the MVCN is a perfect complement to the work already being done by the Red Cross. By Desert Star Staff BRONX, N.Y.,-- The National Institutes of Health has awarded researchers at Albert Einstein College of Medicine, The Rockefeller University, The City University of New York Graduate School of Public Health and Health Policy (CUNY), a $7.5 million grant for the Center for AIDS Research focused on preventing HIV transmission and ending the AIDS epidemic. Directed by Harris Goldstein, M.D., professor of pediatrics and of microbiology & immunology at Einstein, the Einstein-Rockefeller-CUNY Center for AIDS Research (ERC-CFAR) brings together a powerful team of more than 150 investigators from the three institutions. “The new CFAR builds on Einstein and Montefiore’s longstanding achievements in HIV and AIDS research and our shared commitment to social justice,” says Dr. Allen M. Spiegel, the Marilyn and Stanley M. Katz Dean at Einstein and executive vice president and chief academic officer at Montefiore Medicine. “Expanding our work to include peer institutions that span the city and research spectrum will aid our efforts to translate findings into better prevention, therapies, beneficial population health outcomes

and, hopefully, a cure.” “We are committed to focusing research efforts on the goal of stopping the AIDS epidemic—particularly in the economically and socially challenged populations at the highest risk for infection—by preventing new infections, advancing treatment, and developing a scalable cure,” says Dr. Goldstein, who also holds the Charles Michael Chair in Autoimmune Diseases at Einstein and is principal investigator of the grant. “Our partnership enables us to combine and synergize the ample basic science, clinical research, and population health expertise within our three institutions, along with our extensive access to patients and strong public health experience to achieve this goal.” Comprehensive Research Agenda The Einstein-RockefellerCUNY Center for AIDS Research, he adds, is driving a “bench-to-bedside-tocommunity and back-to-thebench” research agenda, with resources devoted to behavioral science, clinical translation of research findings into novel treatments, the discovery of biomarkers, applying advanced technologies for improving clinical outcomes and developing an HIV vaccine. Experts in implementation

science will determine and apply the most effective ways to provide patient care, therapies, testing, and pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP) medications to prevent HIV acquisition. “This is a wonderful opportunity that is bringing key groups together to innovate new approaches to treat and control HIV spread in our community,” says Charles Rice, Ph.D., an ERC-CFAR associate director and the Maurice R. and Corinne P. Greenberg Professor in Virology and head of Rockefeller’s Laboratory of Virology and Infectious Disease. The new center is one of 19 CFARs nationwide that are funded as part of an NIH-coordinated initiative to support multidisciplinary research aimed at reducing the burden of HIV in the United States and abroad. A major focus of the ERC-CFAR’s mission is to translate research into sustainable implementation of population level interventions and strategies that have the potential to improve HIV-related outcomes and reduce health disparities on a large scale. “We have made tremendous progress in mitigating the impact of HIV, and we are taking active

steps towards ending the HIV epidemic in New York,” says Denis Nash, Ph.D., M.P.H., the Executive Director of CUNY’s Institute for Implementation Science in Population Health, and an associate director of the ERCCFAR. “However, in New York and around the country, major socioeconomic and racial/ ethnic disparities exist in HIV incidence and death. Many of the solutions to ending the HIV epidemic and the inequities that come with it lie in the design of strategies used to package, routinely deliver, and scale evidencebased interventions within systems,” continues Dr. Nash. “This is why the ERC-CFAR emphasizes and supports the use of implementation science approaches to advance our research agenda and achieve better population health outcomes.” The leadership team of the center includes two additional associate directors: Sarah Schlesinger, M.D., of Rockefeller, who is an expert on designing and implementing immune-based clinical trials to prevent HIV-1 infection and Betsy Herold, M.D., of Einstein, who is a leader in developing safe and effective topical microbicides for preventing HIV, genital herpes and other sexually transmitted infections.

HIV in NYC New York City is considered “an HIV epicenter,” says Dr. Goldstein. More than 114,000 New Yorkers are living with HIV/AIDS and HIV is the third leading cause of death for NYC residents ages 35 to 54. In 2015, there were 2,493 new HIV diagnoses and 1,307 new AIDS diagnoses in New York City, according to the annual 2015 HIV/AIDS Surveillance Report from the New York City Department of Health and Mental Hygiene. “The NYC location of our center serves both as a stimulant to reduce the anguish of HIV/AIDS in our hometown, and as a strategic research site for our collaborative mission to develop new advances in HIV treatment, prevention and cures,” adds Dr. Goldstein. On June 19, the new center will host an inaugural symposium at Einstein featuring Dr. Anthony Fauci, Director of the NIH National Institute of Allergy and Infectious Diseases (NIAID), Dr. Mary Bassett, Commissioner of the New York City Department of Health and Mental Hygiene and Dr. Michel Nussenzweig, professor and head of the Laboratory of Molecular Immunology at The Rockefeller University.

5 Root Causes for U.S.’s Depressed Homeownership Rate

By Desert Star Staff BERKELEY, Calif., -Despite steadily improving local job markets and historically low mortgage rates, the U.S. homeownership rate is stuck near a 50-year low because of a perverse mix of affordability challenges, student loan debt, tight credit conditions and housing supply shortages. That’s according to findings of a new white paper titled, “Hurdles to Homeownership: Understanding the Barriers” released today in recognition

of National Homeownership Month at the National Association of Realtors® Sustainable Homeownership Conference at University of California, Berkeley. Led by a group of prominent experts, including NAR 2017 President William E. Brown, NAR Chief Economist Lawrence Yun and Berkeley Hass Real Estate Group Chair Ken Rosen, today’s conference addresses the dip and idleness in the homeownership rate, its drag on the economy and what

can be done to ensure more creditworthy households have the opportunity to buy a home. “The decline and stagnation in the homeownership rate is a trend that’s pointing in the wrong direction, and must be reversed given the many benefits of homeownership to individuals, communities and the nation’s economy,” said Brown, a Realtor® from Alamo, California. “Those who are financially capable and willing to assume the responsibilities of owning a home should have the opportunity to pursue that dream.” One of Brown’s main objectives as president of NAR is identifying ways to boost the homeownership rate in a safe and responsible way. The research, which was commissioned by NAR, prepared by Rosen Consulting Group, or RCG, and jointly released by the Fisher Center for Real Estate and Urban Economics at the University of California, Berkeley Haas School of Business, identifies five main barriers that have prevented a significant number of households from purchasing a home. They are: Post-foreclosure stress disorder: There are longlasting psychological changes in financial decision-making, including housing tenure choice, for the 9 million homeowners who experienced foreclosure, the 8.7 million people who lost their jobs, and some young adults who witnessed the hardships of their family and friends. While most Americans still have positive feelings about homeownership, targeted programs and workshops about financial literacy and mortgage debt could help return-buyers and those who may have negative biases about owning.

Mortgage availability: Credit standards have not normalized following the Great Recession. Borrowers with good-to-excellent credit scores are not getting approved at the rate they were in 2003, prior to the period of excessively lax lending standards. Safely restoring lending requirements to accessible standards is key to helping creditworthy households purchase homes. The growing burden of student loan debt: Young households are repaying an increasing level of student loan debt that makes it extremely difficult to save for a down payment, qualify for a mortgage and afford a mortgage payment, especially in areas with high rents and home prices. As NAR found in a survey released last year, student loan debt is delaying purchases from millennials and over half expect to be delayed by at least five years. Policy changes need to be enacted that address soaring tuition costs and make repayment less burdensome. Single-family housing affordability: Lack of inventory, higher rents and home prices, difficulty saving for a down payment and investors weighing on supply levels by scooping up single-family homes have all lead to many markets experiencing decaying affordability conditions. Unless these challenges subside, RCG forecasts that affordability will fall by an average of nearly 9 percentage points across all 75 major markets between 2016 and 2019, with approximately 5 million fewer households able to afford the local median-priced home by 2019. Declining affordability needs to be addressed with policies enacted that ensure creditworthy young households

and minority groups have the opportunity to own a home. Single-family housing supply shortages: “Single-family home construction plummeted after the recession and is still failing to keep up with demand as cities see increased migration and population as the result of faster job growth,” said Rosen. “The insufficient level of homebuilding has created a cumulative deficit of nearly 3.7 million new homes over the last eight years.” Fewer property lots at higher prices, difficulty finding skilled labor and higher construction costs are among the reasons cited by RCG for why housing starts are not ramping up to meet the growing demand for new supply. A concentrated effort to combat these obstacles is needed to increase building, alleviate supply shortages and preserve affordability for prospective buyers. “Low mortgage rates and a healthy job market for college-educated adults should have translated to more home sales and upward movement in the homeownership rate in recent years,” said Yun. “Sadly, this has not been the case. Obtaining a mortgage has been tough for those with good credit, savings for a down payment are instead going towards steeper rents and student loans, and firsttime buyers are finding that listings in their price range are severely inadequate.” Added Rosen, “A healthy housing market is critical to the overall success of the U.S. economy. Too many would-be buyers have been locked out of the market by the factors found in this study, and it’s also one of the biggest reasons why economic growth has been subpar in the current recovery.”

Israel approves largest West Bank settlement construction in 25 years

By Desert Star Staff Israel has greenlighted plans for over 8,000 new homes in the West Bank, with over a third for “immediate” construction, the defense minister revealed on Sunday, making it the largest expansion of Jewish settlements in the area in 25 years. According to Israeli Defense Minister Avigdor Lieberman, 3,651 settlements were approved last week, Haaretz reports. The minister noted that “What we’ve approved on June 6 and 7 is the maximum that can be approved.” Plans for 8,345 new housing units have been approved by the Israeli authorities so far this year, the Jewish Telegraphic Agency writes, citing Liebermann. Out of these, 3,066 have been given final approval

and will soon be built. The numbers for the first half of 2017 are the highest since 1992,” Lieberman said, as cited by local media and news agencies. The defense minister also praised Prime Minister Benjamin Netanyahu’s government for its aggressive stance on expanding Jewish settlements in the West Bank. “There was no better government in terms of settlement construction,” he said, according to Haaretz. For some, however, the plans appear to fall short of expectations. “I respect the defense minister very much but unfortunately the numbers he mentioned aren’t correct,” Yossi Dagan, the head of the Samaria Regional Council, said, according to the newspaper. According

to Dagan, most of the approved units “are counted five or six times,” essentially putting the “real number” under 2,000 housing units. However, according to Lieberman, pushing for more would “stretch the rope beyond its limit, and thus put the entire settlement enterprise at risk.” Nearly 400,000 Jewish settlers are estimated to be June 14, 2017

living in the West Bank along with 2.8 million Palestinians. Another 200,000 Israelis live in East Jerusalem, an area claimed by Palestinians. The construction of settlements in the region is considered illegal under international law. The international community has long voiced concerns over the controversial

constructions while condemning the deteriorating security situation between Israelis and Palestinians. The government of Israel stopped building official settlements in 1992, according to Israeli monitoring group Peace Now. Safe Summer Driving Tips for Teens and Young Adults

Often, young drivers feel invincible, but they shouldn’t take their safety for granted. Many experts say driver safety begins with tires, as they are the only thing connecting a car to the road. To help teens and young adults stay safe on the roads this summer and all year long, Cooper Tire & Rubber Company and the National Organizations for Youth Safety (NOYS) offer these tire safety tips. • Check tire condition. Damaged tires can shorten

tire life and even cause tire failure. Visually check tires for cuts, cracks, splits, punctures and bulges. If any of these conditions are spotted, or if there are any doubts about the condition of the tires, have them professionally inspected. • Check tire pressure. Proper air pressure improves fuel consumption and helps prevent uneven wear of tires. It also offers drivers better control, which is important for those with less experience behind the wheel. More than 50 percent of American vehicles have at least one under-inflated tire, according to a Rubber Manufacturers Association survey.

To test pressure, wait until tires are cool -- a minimum of three hours after driving. Then, remove the tire’s valve cap and press the top of a tire pressure gauge firmly on the valve stem. A reading will pop up on the gauge. If the reading is lower than the recommended level, add air and check again. Once the recommended pressure is reached, replace the valve cap. • Check tire tread. Proper tread depth helps maintain traction, improves handling of the vehicle and prevents hydroplaning. To check it, insert the edge of a penny into the most worn groove of the tire tread, with Lincoln’s head down and facing the driver.

If the top of Lincoln’s head is covered by tread, there is at least a minimum acceptable amount of tread. If the top of his head is visible at any point, it’s time to replace the tire. • Make it a habit. Technology can prepare young drivers for safer driving. For example, the free Tread Wisely app from Cooper Tire and NOYS, informs users how to check their tires using helpful videos and allows them to set automatic monthly reminders to perform tire checks. Other videos on the app instruct young drivers how to change a flat tire, what to do if they are in an accident, and how to handle other issues on the road. The app also includes a unique “I got there” feature, which reminds young drivers to let parents or friends know after they make it to their destination safely, using preloaded text messages. This fifth chapter in the series is far more entertaining than several of the capers that preceded it, especially those with pirates decked out with creepy facial tentacles. This one, “Dead Men Tell No Tales,” has more of the comedy that made the first pirate adventure captivating and spawned all the tales that followed. At this point, the franchise might want to consider ending the saga of the high seas on this relatively high note and tell no more tales. Trump slapped with second lawsuit for accepting foreign payments By Desert Star Staff Two attorneys general have filed a lawsuit against the US president for “flagrantly” violating anti-corruption laws, claiming foreign payments made to Donald Trump’s businesses are in violation of the Emoluments Clause of the US Constitution. The suit by the Maryland and District of Columbia attorneys general was filed on Monday morning. It accuses Trump of violating the Emoluments Clause, which bars the president from accepting gifts from foreign governments without approval from Congress. “We do not sue the president of the United States casually. I wish President Trump had addressed these issues, these violations himself, but he has not, and they must be addressed and remedied,” Maryland Attorney General Brian Frosh told reporters. Frosh and DC Attorney General Karl Racine accuse Trump of breaking his promises to separate his private business interests from his public duties, noting that his sons began giving him regular briefings about his holdings as soon as he entered the Oval Office. “He doesn’t appear to understand or care about these violations of the Constitution, the Constitution that he swore to uphold and protect,” Frosh said about Trump. “He flouts them, he brags about them and, as we now know from his tweets, he has little respect for the rule of law and he has little respect for the courts’ ability to enforce the law.” “No person holding any office of profit or trust under them, shall, without the consent of the Congress, accept of any present, emolument, office, or title, of any kind whatever, from any king, prince, or foreign state,” Article 1, Section 9, Clause 8 of the Constitution reads. Trump has retained ownership of his hotels and other businesses, which the suit claims, in effect, constitutes Trump receiving payment from foreign governments like Kuwait and Saudi Arabia, which have booked rooms or venues at Trump hotels. “This case is, at its core, about the right of Marylanders, residents of the District of Columbia and all Americans to have honest government,” Frosh said.

Racine and Frosh will demand Trump’s tax returns as part of the discovery phase of the case. The attorneys general pointed to a number of examples of how Trump’s DC hotel has affected both districts. The Embassy of Kuwait held an event there after it had originally booked the Four Seasons. Saudi Arabia booked rooms at the hotel on more than one occasion. The Trump International Hotel took in about $270,000 in payments tied to the Kingdom of Saudi Arabia, Justice Department filings revealed. Trump Organization officials responded by saying it would donate the profits at the end of the year. MSL Group Americas, a PR firm working for the Saudis and Bahrain, reported paying more than $190,200 for accommodation, $78,204 for catering and roughly $1,600 for parking at the Trump International Hotel. Some of this was part of a campaign to encourage US veterans to lobby against the Justice Against Sponsors of Terrorism Act, as reported by RT in March. This is the second such lawsuit that Trump is facing. The first was filed in January by a restaurant group, a hotel events booker and an ethics nonprofit. It accuses the president of violating the Emoluments Clause through payments made by diplomats and foreign government officials to Trump’s hotels and golf courses. On Friday, the Justice Department argued that hotel revenue does not match the definition of improper payment and that the plaintiffs in the January suit lack legal standing as they cannot show that they were harmed by Trump’s businesses. The DOJ argued the foreign Emoluments Clause doesn’t apply to fair-market commercial transactions and asked a judge to throw the suit out. White House press secretary Sean Spicer called the attorneys general lawsuit “another iteration” of the first lawsuit, which was “filed by the same lawyers,” making it hard not to “conclude that it’s partisan politics.” During a press conference Monday afternoon, Racine responded to questions of whether the lawsuit is a partisan attack on the president, saying

Simply not being overweight does not mean one is healthy, either. “The risk of death and diseases increases as your weight increases,” Professor Azeem Majeed from Imperial College London, one of the study’s co-authors, told the Guardian. “People who are overweight are at high risk of mortality and other diseases [beyond obesity itself].” “People often assume you need to be really fat to be at risk,” he added. “But once you hit a BMI of 25, your risk of diabetes, heart disease and cancer all begin to increase.” Poor diets and lifestyle choices are mainly to blame for the rise in obesity, but also increasing urbanization, global development and poverty,

By Desert Star Staff Nearly a third of the world’s population is overweight, leading to a health crisis and an outbreak of obesity-related diseases, according to a new study. The study, published in the New England Journal of Medicine, examined obesity-

related health issues for a period of 25 years between 1990 and 2015. It found that in 2015, 2.2 billion people, or 30 percent of the world’s population, could be described as overweight with a body mass index (BMI) higher than 30. A BMI score over 25 is overweight, while anything

over 30 is obese and over 40 is morbidly obese. This figure includes nearly 108 million children and over 600 million adults, the latter of which suffered over 60 percent of the obesity-related deaths. The overall global prevalence of obesity was 5 percent among children and 12.0 percent among adults. This is a figure that has doubled since 1980. In 2015, some four million people died of obesityrelated diseases, including cardiovascular disease, kidney disease and many cancers in 2015, which is 28 percent higher than it was in 1990. “People who shrug off weight gain do so at their own risk,” Christopher Murray, one of the authors of the study, told Reuters. The researchers examined data from 195 countries and found that obesity among children is becoming increasingly common, even in more underdeveloped countries. The highest level of

The process includes a liposuction, a medical procedure that sucks fat out of a particular area, such as the abdomen or lower back. The surgeons then make a small incision at the base of the man’s penis and re-inject the fat into the shaft. A man from Brighton called Daniel told the Daily Mail that he had decided to have the procedure after his divorce. After asking how to remove a “stubborn paunch,” doctors suggested Daniel reused the

fat on his face or penis. “I wasn’t unhappy with my size before, but this seemed an opportunity worth taking, especially if I was already undergoing surgery. It was a case of ‘waste not want not,’ because the fat would only have been thrown away,” the 39-year-old said. “There was some pulling and stretching to ensure the fat was evenly-spread, which was slightly unpleasant, but it certainly wasn’t painful – and the results were immediate. “For the first 24 hours, I had to wear loose-fitting boxer shorts and was under strict instructions to avoid penetrative sex for a few weeks.” The surgery, which costs around £3,500, is the brainchild of Dr. Roberto Viel. “Penoplasty is a day case procedure and is performed under local anesthetic with IV

By Desert Star Staff A California-based pharmaceutical company cannot use federal law to enforce a rule delaying the sale of a copycat “biosimilar” drug, but may appeal to the federal circuit court to use state law instead, the US Supreme Court ruled unanimously. Amgen Inc. sued Sandoz, a subsidiary of Swiss-based Novartis AG, for patent infringement and sought to delay them from selling a biosimilar drug until six months after receiving US Food and Drug Administration (FDA)

approval and another six months from filing a marketing notice. Sandoz’s drug, Zarxio, would have competed with Amgen’s Neupogen. Statutory context of the law contains a single 180-day timing requirement, rather than the two requirements posited by the federal circuit court, Justice Clarence Thomas wrote in the decision. Had Congress intended to impose two timing requirements, it would have done so, Thomas noted. “Amgen’s contrary arguments are unpersuasive,

and its various policy arguments cannot overcome the statute’s plain language,” Thomas wrote. “Sandoz’s failure to disclose was not an act of artificial infringement remediable” under the law, Thomas added. “Submitting an application constitutes an act of artificial infringement; failing to disclose the application and manufacturing information required by §262(l)(2)(A) does not.” Amgen can try to seek an injunction under state law, the Supreme Court

held, but noted that such an injunction might be preempted by federal law. Both of those questions were sent back to the federal circuit court for consideration. Biosimilars are a class of medication that aims to copy biological products made inside living cells. Neupogen, a white blood cell booster, has been on the market since 1991. Zarxio was approved for use in Europe in 2009, and Sandoz began selling it in the US in September 2015. As part of the Obama administration’s Affordable

Care Act (ACA), the Biologics Price Competition and Innovation Act (BPCI Act) of 2009 established an expedited licensing procedure for biological products that are shown to be “biosimilar” or “interchangeable” with a FDAlicensed biological product. According to the FDA, a biosimilar has “no clinically meaningful differences in terms of safety and effectiveness” from the reference product, and only “minor differences in clinically inactive components” are allowed.

The US Congress will now have to decide whether it wants to expand the nation’s borders and accept the poverty stricken Caribbean island into the Union. Some 97.18 percent of the people who voted in Sunday’s non-binding referendum said they want to become part of the United States, the State Elections Commission (CEE) commission announced. Only 1.5 percent of voters said they would choose independence, while 1.32 percent said they want to remain a self-governing territory within the US commonwealth. But despite the clear ‘Yes’ vote to join the US, the plebiscite only registered

a 23 percent turnout of 2.25 million eligible voters. Sunday’s referendum was boycotted by opposition parties, including those which support independences. The leader of the Popular Democratic Party (PPD), Carlos Delgado, called the result of the election a blow to the credibility of Governor Ricardo Rossello. “Today, sadly, this [election] process leads this country to present to the world that democracy failed, the call to participate in democracy failed,” Delgado said. “What we have seen here is the result of manipulation, the predetermined action of not seeking consensus on the core issues of the country,” he added. Killings of LGBTQ people in US rose 217%

By Desert Star Staff A total of 77 LGBTQ people were killed in the US in 2016 - the highest figure in more than 20 years of record keeping, and a rise of 217 percent. The number was boosted by the massacre of 49 people in an attack on a gay club in Florida last June. Outside of the 49 lives taken at the Pulse Nightclub, the report recorded 28 antiLesbian, Gay, Bisexual, Transgender and Queer homicides, representing an increase of 17 percent from 24 in 2015, according to the annual hate violence report by the National Coalition of Anti-Violence Programs released on Monday. “The enormous tragedy at Pulse Nightclub, in concert with the daily violence and discrimination that pervades our lives as LGBTQ people… have created a perfect storm of fear and traumas for our communities this

year,” Melissa Brown at the Kansas City Anti-Violence Project, a member of the coalition, said in a statement, according to Reuters. As in most previous years, most the LGBTQ homicides recorded were of people of color. Of those 28 homicides recorded by NCAVP, 79 percent were people of color: 18 were Black and 4 who were LatinX. Of the 28, 17 were transgender women of color. Other findings were that 19 of the homicides were transgender and gender nonconforming, and many the transgender homicides, 17, were transgender women of color. Additionally, 61 percent of the victims were below the age of 35. The report’s release coincides with the first anniversary of the Pulse nightclub attack when in the early morning hours of a long gunman entered the night club

Norway proposes national ban on full-face veils

By Desert Star Staff The Norwegian government is seeking to prohibit facecovering garments in all schools nationwide, having sent the proposal for comments to educational institutions. The ban’s advocates say the garments prevent students from communicating with each other. The bill, put forward Monday, would cover both private and public institutions, including kindergartens, schools, colleges and universities. It would apply to students and staff alike. “We do not want clothes covering the face in nurseries, schools and universities,” said Education Minister Torbjorn Roe Isaksen, who introduced the bill along with Immigration Minister Per Sandberg. The ban will also affect newly arrived immigrants taking part in language courses and educational programs for refugees. “Garments cover the face prevent communication, which is key for pupils and students in their learning,” Isaksen said in a statement, adding that

Calif. Ranks 37th in Nation for Child Well-Being By Desert Star Staff LOS ANGELES – California has made major strides in getting kids insured, but still ranks only 37th in the nation for overall child well-being due to persistent pockets of poverty, according to the latest KIDS COUNT Data Book, out today from the Annie E. Casey Foundation. Researchers found across the country, unemployment is low - at 4.5 percent - and 95 percent of children now have health insurance, mostly through Medicaid expansion under the Affordable Care Act. But Kelly Hardy, the senior managing director for Children Now, says the huge cuts proposed in the GOP health-care reform could erase a big part of that progress. “I could not be more concerned about what’s going on in D.C. related to health care,” she says. “And there would be direct and devastating impactd for children’s health in California. The big cuts to

Medicaid are what would be the biggest problem.” Nearly 55 percent of California’s children are enrolled in Medi-Cal, the state Medicaid program. The report ranks California 9th in children’s health and was the most improved state in getting kids insured. For that, Kelly credits passage of the “Healthcare for All” law, which extended Medi-Cal benefits to undocumented children. The California budget does set aside money for early childhood education, but Kelly says she’s hoping for more in the ongoing Budget Conference Committee negotiations. The state ranks 38th in education investment and has 17,000 fewer kids in subsidized childcare compared to 10 years ago. The Casey Foundation’s Laura Speer, associate director for Policy Reform and Advocacy, urges lawmakers to make use of this data. “We’ve been tracking these

By Desert Star Staff ALBUQUERQUE, N. M. – New Mexico is second to last among states in rankings for children’s wellbeing just out today. The Annie E. Casey Foundation compiles 16 indicators of how kids and families are doing in terms of the economy, education, health and community conditions in its 2017 KIDS COUNT Data Book. While New Mexico gets low rankings for its lack of economic and educational progress, there are some bright spots in the report, according to New Mexico Voices for Children Executive Director James Jimenez. He notes the state’s ranking rose from 44th to 37th for children’s health. “We have some terrific partners that we work with here in New Mexico, and the Legislature has done a decent job trying to increase funding for some of these programs,” Jimenez says. “We’re not nearly where we need to be, but we have made some progress.” A bipartisan 2016 Legislature included more funding for Medicaid programs, among others, but they were vetoed by Gov. Susana

The Casey Foundation report confirms the sluggish New Mexico economy, dropping its ranking from 20th to 27th for the number of families burdened by spending more than 30 percent of their income on housing. Child poverty showed almost no change, coming in at 49th, up only one position from last place, last year. Jimenez points to one area that could affect all others: early childhood efforts. “Probably the most important thing that we could do is really invest in our early childhood education and care programs, things like pre-kindergarten to home visiting,” he says. “All the programs that really help families position children to be able to thrive once they get to our education system. “ Only Mississippi ranked lower than New Mexico in child well-being, according to the report.
