Vacation Rental Enforcement KMIR Vince Marino Coachella Valley Region - Nearly 200 homeowners received citations in the city of Palm Springs in the crackdown on violations of the city’s vacation rental ordinance. But are other desert cities doing the same? There is no doubt about it. Vacation rentals is a hot button
issue throughout the desert. Palm Springs is ground zero for the debate and it may be why the city has the highest number of citations issued for short term vacation rentals. “It’s an issue that hits people very close to home. Literally,” said Ryan Stendell, director of community development for
the city of Palm Desert. Whether you’re in Palm Springs, Palm Desert or Cathedral City, there are two sides to the argument. “I think it’s good. It’s good for the desert, that we promote visitors to come here. It’s good for the economy. We need them,” said Palm Desert resident Lucrezia Landes.
“Some of the other areas where there just no control, it becomes party central. Some people who are permanent residents, next thing you know they have a party residence next door,” said Sun City resident Malcom Porter. According to figures released Monday, of the 2,100 short term vacation rentals in
Palm Springs, 185 of them have received a citation since the beginning of the year. Eight have been suspended and six are in the process of being permanently revoked. “People just going in their for party usage some of these houses. I think there

For some a restaurant with a “B” grade is not their first choice. Others don’t seem to mind at all. “I still love to eat here and I realized they may have had a mistake, you know, it could be some mistake or something, but this food is great. This place is wonderful. I love it. So I’m going to come no matter what,” said customer Diane Stieker. The inspection lasted for about an hour while inspectors
went through a checklist. On the top of that list was making sure the infestation found last week was gone. They also looked at food temperature, the cleanliness of the kitchen, the walk-in refrigerator and the soda fountain. “Reinspection went great. They pretty much got all almost all of their points back so they’re back up to an “A,” said health inspector Doug Osborn. During the inspection the restaurant received a two point violation for improper food storage. But the inspector says the infraction was minor. “We will do our best to provide good service and healthy food to our customers,”
said Co-owner John Lin. Despite the set back last week, the cook’s
are still cooking and the customers are still eating. “I’ll tell you what, we’ve
been here for the last three days consistently and it’s been perfect,” said Stieker.

Budget Cuts Threaten CT Independent Living Centers
By Desert Star Staff HARTFORD, Conn. – Advocates for people with disabilities say cutting funding for the state’s independent living centers would cost Connecticut millions of dollars. In his efforts to close the state’s $5.5 billion, two-year budget shortfall, Gov. Dannel Malloy has proposed eliminating the entire $529,000 of state funding for the centers. The five centers help people with disabilities find housing, services and jobs so they can stay out of nursing facilities that are generally paid for by Medicaid, with the state picking up part of the tab. Eileen Healy, chair of the Connecticut Association of Centers for Independent Living, maintains cutting state funds would be penny wise and pound foolish. “We transitioned 233 people back into community
living last year, and we estimate that that saves, on an annual basis, about $11 million,” she points out. Funding already had been reduced to $372,000 for the current fiscal year, and then cut further by the governor to just $200,000. Healy says the General Assembly’s Appropriations Committee has proposed $250,000 in funding, and a Republican budget proposal would raise it back to $372,000. “It kind of goes back and forth,” Healy states. “I’m thankful that we’re in the budgets at all and that we’re not being cut, but it’s still not where we would like to be.” Healy notes the centers do have other funding streams, but those have restrictions on how the money is used – which makes the state funding essential. “These are the dollars

New Texas Law Enables Comprehensive Rape Kit Reform

There are an estimated 20,000 or more untested rape kits sitting in evidence lockers around the state, but new regulations are aimed at ensuring the backlog is identified and tested, and that new kits are processed without delay. Ilse Knecht, director of policy and advocacy with the Joyful Heart Foundation, a national advocacy group for rape survivors, said the goal of rape kit reform is to provide justice for those who experience sexual assault. “Each one of these untested kits represents a survivor who has done everything that society asked them to do, believing and really hoping that the kit will be tested,” Knecht said.
State lawmakers passed House Bill 281 this past session, mandating that the Texas Department of Public Safety track all rape kits from collection to analysis. Knecht said it’s part of what her group calls the “six pillars of reform,” which also include identifying and testing the backlog, processing new kits, notifying victims of results and adequately funding the process. Donna Howard, a state representative from Austin, sponsored HB 281 along with a dozen bipartisan cosponsors. She said for assault survivors, the most important part of the bill is that it allows them to keep track of the evidence in their case. “Because of the horrific nature of this particular crime and the repercussions in terms of not having control over
what’s done to your body, having the opportunity to have any control over what’s going on can be very empowering,” Howard observed. Knecht said it takes not only money to reform the system, but also a recognition of the seriousness of the problem by state lawmakers and law enforcement officials. “What we have seen across time is that jurisdictions, while they cite the lack of resources and personnel as the largest barrier to processing rape kits, there’s also been an unwillingness to prioritize sexual assault as the serious crime that it is,” she said. Knecht estimated that there are hundreds of thousands of untested rape kits across the country. She said the goal is to pass rape-kit reform legislation in all 50 states by 2020.
Veterans Lobby to Keep Sage Grouse Plans in Place By Desert Star Staff DENVER -- Veterans from Colorado, Arizona and Montana are marching into the nation’s capital to make sure riders are not attached to a defense bill that would block the U.S. Fish and Wildlife Service from protecting the greater sage grouse. Garett Reppenhagen, Rocky Mountain director with the Vet Voice Foundation, said the National Defense Authorization Act shouldn’t be used to reverse critical conservation efforts. “It’s a bill that’s supposed to be used to prepare our soldiers and service members to go overseas and do the job we want them to do, not take away rights that they have when they

come home, and take away the lands that they’ve helped defend,” Reppenhagen said. Last week the Trump administration called for a review of plans to protect the sagebrush sea to find out if energy production is being negatively impacted. A new study by Western EcoSystems Technology found just 4 percent of sage grouse habitat overlaps with existing coal or oil and gas leases on federal land. In 2015, the U.S. Departments of Interior and Agriculture completed plans to manage the bird’s habitat across 70 million acres in 10 Western states. Reppenhagen said the sage sea is part of his backyard in Colorado, and he wants
the public lands that he swore to protect as a soldier to be available for future generations. “There was a massive effort using the best scientific evidence and collaboration between stakeholders and state partners. Why not honor that democratic process?” he said. “The local communities have spoken on this, and I think the administration needs to listen.” Reppenhagen served in the U.S. Army’s First Infantry Division on tours in Kosovo and Iraq. He said the ability to take advantage of Colorado’s protected wilderness areas was critical to his transition back to civilian life after experiencing the traumas of war. June 16, 2017

Protests Planned for Event Held by Anti-Muslim Group By Desert Star Staff RAPID CITY, S.D. – The Republican Party in Rapid City is sponsoring an event Thursday focusing on the threat from Islamic terrorism, but there is concern the group in charge is stirring up animosity toward Muslims. That group, Understanding the Threat, calls itself an operational training and consulting group. Also sponsoring the event is Act for America, described by the Southern Poverty Law Center as the “largest antiMuslim group in the country.” Act for America made headlines last weekend for holding anti-Sharia law protests across the country.

The progressive group Indivisible Rapid City is planning to protest the event. Lori Miller, one of the group’s founding members, worries the local GOP is normalizing anti-Muslim hate groups. “They’re seen as figures of authority, and people that are part of the party leadership are making decisions about our government – and then they’re pairing with this group that spreads bad information to prey on people’s fears,” she points out. “That’s a problem.” The Pennington County Republican Party says the presentation is not antiMuslim and will mainly be about facing the threat of terrorism. The party declined to comment for this story. Miller says there have been at least a half dozen events hostile to Muslims in Rapid City in the past year. The Council on American-
Islamic Relations condemned a similar presentation by Understanding the Threat in Arizona in May. Miller says a lack of understanding of the Muslim faith can lead
to the spread of hate. “They’re planting the seed and that seed’s going to grow if we don’t do something to try to stop it,” she stresses. Miller says the intent of
the protest, called Stand in Unity with our Muslim Community, is to show support for the region’s Muslims.
By Desert Star Staff Boeing has signed a final deal with Iran’s Aseman Airlines to supply 30 737 MAX jets to the carrier, IRNA news agency reports, citing the airline’s managing director. Following the first batch of the planes, the company will order additional 30 jets. One year of negotiations between the US aerospace giant Iran’s third-largest carrier concluded on Saturday, when Aseman’s Managing Director Hossein A’laei and Boeing Sales representative in the Middle East and Russia James Larson signed the final contract on purchasing 30 of the 737 MAX jets. While the carrier operates as a private company, Iran’s Minister of Cooperative, Labor and Social Welfare Ali Rabiei and Head of Civil Aviation Organization Ali Abedzadeh attended the signing ceremony. According to the preliminary memorandum of understanding,
which was signed between the two companies on March 19, the company will order 30 additional planes once the first batch is delivered. The deal for 60 jets would be worth $3 billion, according to IRNA. Aseman would pay 5 percent of the sum and the remaining 95 percent will be financed by Boeing, the agency reported.
One 737 MAX costs around $100 million at current prices, but in the case of such large contracts, carriers usually enjoy a 50 percent discount. The deliveries will start in 2022 and within two years, the carrier will receive all 30 planes of the first batch. The new agreement supplements of the $16.6 billion deal Boeing signed with
Iran under Barack Obama’s administration. Boeing has agreed to sell 80 aircraft to the country’s flag carrier IranAir under the deal. Earlier this year, Iran signed a deal with Airbus to buy 118 passenger jets for an estimated €22.8 billion ($25 billion). The contract later would be cut to 112 planes, according to Iranian officials.

417th Star Dedication Ceremony For Rabbi Sally Olins

By Pamela Price The Palm Springs Walk of Stars honored Rabbi Sally Olins, Coachella Valley resident, civic leader and pioneer with their 417th Star on June 4th. The Dedication Ceremony was attended by nearly 100 guests, braving the 100 degree plus heat, seated under white tents in front of Wil Stiles located at 875 North Palm Canyon Drive. Rabbi Sally’s friends and family spoke of her remarkable multi-faceted rabbinical career that has touched the lives of so many. A Conservative Rabbi, she arrived in Palm Springs as the spiritual leader of Temple Isaiah in 2006. Her accomplishments are diverse from being the owner of The Firm company Dance Exercise Studio in Westwood, CA for thirteen years to receiving the Doctor of Divinity Degree,
the highest honor from the Jewish Theological Seminary in New York in March of this year. In addition, she earned her Master’s Degree in Jewish Philosophy from the University of Judaism in Bel Air, CA in March of this year. Speaking about Rabbi Sally’s achievements was Allen Scott, Temple Isaiah’s choir director. He spoke of his admiration for her knowledge and religious spirituality. Rabbi Sally later remarked to me; she will resume her bi monthly Sunday sessions at the Hyatt Hotel Palm Springs known as The Coffee House Rabbi. Starting at 11 am. New York holds Puerto Rico Day parade By Desert Star Staff Around one million people flooded the streets of Manhattan for the annual Puerto Rican Day parade on the same day the Caribbean island went to polls in a nonbinding referendum to decide whether or not to join the Union as the 51st state. Red, white, and blue filled the entire route of the procession along Fifth Avenue from 44th to 79th Streets, as New Yorkers marked
the complicated history of the unincorporated territory of the United States. While many danced the salsa and cheered the procession, a small portion of the crowd booed the appearance Oscar Lopez Rivera, a political activist, who spent 35 years in prison for his involvement with the Armed Forces of National Liberation (FALN), a group that has for decades struggled for independence

Apparently, he too needs the Trident to be set free. The final battle, above and below the ocean, goes on too long and should have been shortened to pick up the pace. In this case, less would have been more and less would have propelled the story forward in a more concise way. This fifth chapter in the series is far more entertaining than several of the capers that preceded it, especially those with pirates decked out with creepy facial tentacles. This one, “Dead Men Tell No Tales,” has more of the comedy that made the first pirate adventure captivating and spawned all the tales that followed. At this point, the franchise might want to consider ending the saga of the high seas on this relatively high note and tell no more tales. Coming soon to the El Capitan, June 16 to July 30, is Disney-Pixar’s “Cars 3,” a perfect summer treat for kids of all ages. The El Capitan Theatre will also present a

Trump slapped with second lawsuit for accepting foreign payments By Desert Star Staff Two attorneys general have filed a lawsuit against the US president for “flagrantly” violating anti-corruption laws, claiming foreign payments made to Donald Trump’s businesses are in violation of the Emoluments Clause of the US Constitution. The suit by the Maryland and District of Columbia attorneys general was filed on Monday morning. It accuses Trump of violating the Emoluments Clause, which bars the president from accepting gifts from foreign governments without approval from Congress. “We do not sue the president of the United States casually. I wish President Trump had addressed these issues, these violations himself, but he has not, and they must be addressed and remedied,” Maryland Attorney General Brian Frosh told reporters. Frosh and DC Attorney General Karl Racine accuse Trump of breaking his promises to separate his private business interests from his public duties, noting that his sons began giving him regular briefings about his holdings as soon as he entered the Oval Office. “He doesn’t appear to understand or care about these violations of the Constitution, the Constitution that he swore to uphold and protect,” Frosh said about Trump. “He flouts them, he brags about them and, as we now know from his tweets, he has little respect for the rule of law and he has little respect for the courts’ ability to enforce the law.” “No person holding any office of profit or trust under them, shall, without the consent of the Congress, accept of any present, emolument, office, or title, of any kind whatever, from any king, prince, or foreign state,” Article 1, Section 9, Clause 8 of the Constitution reads. Trump has retained ownership of his hotels and other businesses, which the suit claims, in effect, constitutes Trump receiving payment from foreign governments like Kuwait and Saudi Arabia, which have booked rooms or venues at Trump hotels. “This case is, at its core, about the right of Marylanders, residents of the District of Columbia and all Americans to have honest government,” Frosh said. Racine and Frosh will demand Trump’s tax returns as part of the discovery phase of the case. The attorneys general pointed to a number of examples of how Trump’s DC hotel has affected both districts. The Embassy of Kuwait held an event there after it had originally booked the Four Seasons. Saudi Arabia booked rooms at the hotel on more than one occasion.
The Trump International Hotel took in about $270,000 in payments tied to the Kingdom of Saudi Arabia, Justice Department filings revealed. Trump Organization officials responded by saying it would donate the profits at the end of the year. MSL Group Americas, a PR firm working for the Saudis and Bahrain, reported paying more than $190,200 for accommodation, $78,204 for catering and roughly $1,600 for parking at the Trump International Hotel. Some of this was part of a campaign to encourage US veterans to lobby against the Justice Against Sponsors of Terrorism Act, as reported by RT in March. This is the second such lawsuit that Trump is facing. The first was filed in January by a restaurant group, a hotel events booker and an ethics nonprofit. It accuses the president of violating the Emoluments Clause through payments made by diplomats and foreign government officials to Trump’s hotels and golf courses. On Friday, the Justice Department argued that hotel revenue does not match the definition of improper payment and that the plaintiffs in the January suit lack legal standing as they cannot show that they were harmed by Trump’s businesses. The DOJ argued the foreign Emoluments Clause doesn’t apply to fair-market commercial transactions and asked a judge to throw the suit out. White House press secretary Sean Spicer called the attorneys general lawsuit “another iteration” of the first lawsuit, which was “filed by the same lawyers,” making it hard not to “conclude that it’s partisan politics.” During a press conference Monday afternoon, Racine responded to questions of whether the lawsuit is a partisan attack on the president, saying that if Democrats Oprah Winfrey or Mark Zuckerberg became president and tried to keep their business interests, they would ask the courts to step in. They also said they would welcome any Republican attorneys general who wished to join the suit. “The Emoluments Clauses are a firewall against presidential corruption, and the one thing we know about President Trump is that he understands the value of walls,” Frosh said. The DOJ will represent the president in the case, Frosh said, and is expected to move to dismiss, as it did in a case in the Southern District of New York. Spicer later confirmed that the White House would move to dismiss. The government has 60 days to respond to the attorneys general suit, Racine said, citing his “legal eagles.” During that time, they will
continue with discovery, asking the president for information about all his financial holdings, not just his tax returns. They have “strong” standing, he explained, “on the basis of our unique sovereign status” as a state and a federal district, and on their “obligation” as attorneys general “to protect the interests of our residents.” “Residents around the country know there is a fundamental problem when you have the possibility that a
foreign nation is coming into the United States and maybe doing business with Trump businesses in far-flung places, we don’t know the extent of Mr. Trump’s businesses, that’s part of the problem,” Racine said. The attorneys general are asking the courts to issue a declaratory judgment and enjoin Trump from continuing to violate the Emoluments Clause. How that remedy is fashioned is up to the court, Frosh said. “Being president of the
United States is a privilege, not a right,” and Trump “knew what the rules were when he filed his candidacy,” he added. The founding fathers “anticipated the corrosive dangers of even an appearance of compromised government,” Frosh said. “The president’s conflicts of interest threaten our democracy, it’s that simple. We cannot allow the constant barrage of questionable activities to make us numb.”
