Einstein, a soloperformance play written and soon to be performed by Ms. Mersky at The Coachella Valley Repertory Theatre (CVRep) from July 21-23, 2017. Directed by Paul Gersten, The Life and Times of A. Einstein is an off-beat comedy about a day in the life of the great scientist as seen through the eyes of his longtime “secretary/watchdog.” The
play features one character on stage, and that character is not Albert Einstein. It is rather Ellen Shoenhammer, his secretary, portrayed by playwright/ performer Kres Mersky. Ellen, is more than Mr. Einstein’s secretary. She is his chauffeur, his bodyguard, and a liaison to the media, protecting his public image from scandal, and generally managing all of his business affairs. The play takes place on Albert Einstein’s birthday. There’s a press conference for him, and he’s been unavoidably detained. Ellen, forced to address the reporters (who

The Power of Quantum Physics and Love
By Jack Lyons Theatre and Film Critic What are the odds of a play whose premise is underpinned with quantum physics, bees, and the seductive power of love that brings two disparate souls together turning the result into a riveting evening of intellectual theatre? Pretty slim, I’d say. And then I saw the play. “Constellations”, a poignant drama written by British playwright Nick Payne, is deftly staged by awardwinning director Giovanna Sardelli that validates the acting gifts of its two stars: pixie-like Ginnifer Goodwin and handsome leading man Allen Leech (best known for his six year run in the TV blockbuster series “Downton Abbey”, as the family chauffeur). Two handers – plays that have just two characters are becoming more popular these days in the age of budget restrictions, except for musicals. These production caveats now place the burden of entertaining the audience squarely on the talent of playwrights, performers and directors, without the benefits of all the bells and whistles of money infused and promotiondriven productions. Most of the time bold, creative, artists pull off the delicate balance of engaging and entertaining the audience at the same time (last year I reviewed the winning two hander “Heisenberg”, in New York, which opened today with the original NY cast at the Mark Taper Forum). “Constellations”, the play now on stage at the Geffen Playhouse, in LA is another good example of insightful writing in the hands of a stellar director and her two star performers. The compelling story of Marianne (Ginnifer Goodwin), a quirky, Cambridge University academic, who specializes in in Quantum Physics, and Roland (Allen Leech), a noncollege educated bee keeper, who meet at a Bar-B-Que party at the home of friends would seem implausible in a traditional play. In this dramedy of sorts, both are shy guests and tend to stay in the background to observe the other guests. From the moment the stage lights come up, the opening dialogue is repeated
several times. The same words, only with different emphasis and timing leading one to think that a stage glitch had just occurred. No. The repetitive dialogue in intentional. Marianne, we discover, lives in several alternate parallel universes. If the play was meant to be read, not performed, the dialogue would come across as a classic quantum physics theoretical essay, except that it’s being performed by live actors on a stage. The obscure world of quantum physics is the world that Marianne inhabits. Roland is a creature of the outdoors and nature, and he is clueless as to quantum physics, but nevertheless, is strangely drawn into this odd coupling and its relationship. As Marianne and Roland are two lonely people, could love be in the air? You bet it is. Remember it’s the most powerful force on our planet. The set design by Takeshi Kata envelops the actors in a way that lends credence to the parallel universe concept. Goodwin and Leech perform in front of a huge ‘cyc’ that displays the cosmos with twinkling stars and planets, and their parallel universe moments are cued by the dialogue. With so many stars and planets, each possibly, with a story of their own to tell. There are as many choices in life as there stars is in our universe is the message that playwright Payne is selling. Who knows? Our life journeys are all about making multiple choices. The “what if” factor is real constant that has to be considered. Director Sardelli skillfully and seamlessly navigates some tricky waters in doing justice to playwright Payne’s murky, but compelling tale of love of among the mis-matched quirky set as viewed through the lens of quantum physics. The real beauty to this intriguing and poignant production lies in the hands of its two stars, their onstage chemistry and in their stunning ‘in-themoment’ performances. There are some spoiler alert moments, but you will not get them from me. You will just have to come to the Geffen Playhouse and see for yourself. Enough cannot

homeowners do not read the covenants and rules until there is a problem. The hearing notice must specify the governing document provision which was violated. Read it. Are you in violation? Can the violation be quickly corrected? Don’t assume the hearing is because the board is out to get you. If you make it personal, you will reduce your credibility and alienate the board from the outset. Don’t assume you are the only one. Boards typically do not publicize their enforcement activities. Don’t bring an attorney. The association attorney will typically not be present in the hearing, and the association can bar your attorney from attending under the 2013 appellate ruling in SB Liberty v. Isla Verde. [Besides, the attorney will probably charge you more than the amount of the potential fine.] Keep it neighbor to neighbor. If the violation was not committed by you but by your tenants, make sure they know of the issue. The HOA has legal connection to you through the CC&Rs because
you are a member. Since the HOA has no legal relationship to the tenant, the landlord is normally brought to the hearing. Prepare. Notify the association manager that you will attend the hearing and speak to the board. Plan your presentation in advance- both your arguments and your documentation. Find out if the board has a time limit, and if not, plan on being brief anyway. Bring enough copies of what you want the board to see so that each director and the manager have a copy. If you cannot attend the hearing due to travel, illness or other conflict, let the board know as soon as possible. Ask for a short postponement – but be aware the board is not required to grant postponements and can proceed with the hearing without you present. When you arrive, notify someone at the hearing that you are present. You may have to wait outside the room a while, depending on how many other hearings occur that evening. Don’t argue the rule, but do address the violation. The

When lenders to the U.S. quit lending, governments most likely will first respond with spending cuts and higher tax rates (or taxing things that never were taxed before). In response, taxpayers will shelter income by doing less of the activity being taxed, moving funds offshore to lowertax jurisdictions, or searching for loopholes. Typically, the revenue raised will fall short of projections, so governments will turn to monetizing the debt by expanding the money supply--which can bring on higher inflation. It appears that the coming period of stagflation, is a result of the overprinting of the money, our monetary policy, QE1, QE2. QE3, & QE4, which is referred to as Quantitative easing (QE). It is a monetary policy in which a central bank creates new electronic money in order to buy government bonds or other financial assets to stimulate the economy. It leads to increase private-sector spending and should return inflation to its target. This lending from the Central banks, has increased the U.S. debt to 23 Trillion dollars, Combine this with two oil supply shocks, along with dollar devaluation and deficit spending and this combination can bring on Stagflation. We are facing a new frontier for America’s economy. Labor markets could tighten, while home prices may get too
expensive for many to afford. The Peak in our economic may be occurring now. The result of these conditions tell us that “recession risk” is rapidly rising. Governments throughout the world have spent more than the tax revenues they collect, accumulating debt that has risen to levels much higher than their countries’ Gross Domestic Product (GDPs). Each 50% increase in a nation’s debt-toGDP ratio lowers economic growth by more than 1% per year. When debt levels are no longer affordable, lenders shut their wallets and they stop lending. Governments then must throw spending and taxation into a sudden reverse, (cutting spending and increasing taxes), which often can stifle a recovery or bring on a depression. The end of the great bull market is looming. One must scale back on “return expectations” and take less risk with investments. For those who are approaching retirement, they should turn from a growth focus to an income focus; not only due to their own needs, but also due to the realities of the new normal.

Boycotts Over ‘Religious Freedom’ Bills Could Cost Texas Billions By Desert Star Staff AUSTIN, Texas -- The predicted economic backlash against Texas has begun in protest of the state’s new laws that allow discrimination in the name of religious freedom. Last week, California banned official travel to Texas by state employees in response to a Texas state law allowing foster care and adoption agencies to disqualify LGBTQ families for “sincerely held religious beliefs.” Dozens of other states and groups say they’re also considering economic boycotts. Dan Quinn, communications director with the Texas Freedom Network, said the sanctions should come as no surprise to the lawmakers who advocate for “religious freedom” bills that discriminate. “It’s not like folks weren’t warning that this would happen before legislators gave this special protection to adoption and foster care
agencies that discriminate,” Quinn said. “But now they want to double down on all this in the special session with this ridiculous bathroom bill.” He is referring to a controversial bill coming up in July to regulate which restrooms transgender people can use. In the regular session, lawmakers passed an antisanctuary cities bill allowing police to ask people in custody about their immigration status. Hispanic groups claim it will lead to racial profiling. Quinn said he believes conservative Republicans are pushing such measures as a form of “political theater,” which he warned could have an unhappy ending for Texas. “What they are proposing here solves no problem; there is no problem. So, the only reason they’re doing this is for political reasons,” he said. “What we’re really seeing here is this slow motion economic train wreck, and

FL Leaders Push for Climate Action at Mayors’ Conference in Miami Beach

of Mayors, wrapping up today in Miami Beach. Hundreds of mayors from across the U.S., including more than a dozen from Florida, swapped ideas on many topics, including how to reduce
their cities’ carbon footprint. Mayor Frank Ortis of Pembroke Pines, which borders the Everglades, says Floridians see that the effects of climate change are very real, especially for low-lying
areas of south Florida. “If the federal government doesn’t want to do it, we’re certainly going to do it,” he says. “Our residents need protection. In Miami Beach, they’ve done this huge project about raising the streets because of water intrusion, and having new sewers and pumps. I kind of believe that, in the years to come, the Florida peninsula may be underwater.” President Trump pulled the United States out of the Paris Agreement on Climate Change last month. A new Sierra Club study says if the 1,400 cities belonging to the U.S. Conference of Mayors were to reach 100-percent renewable energy targets by 2025, the U.S. would come close to meeting its goals under the Paris agreement. By Desert Star Staff SACRAMENTO, Calif. – Health advocates warn the Senate GOP bill to repeal and replace Obamacare would cause millions of Californians to lose their healthcare - by phasing out the Medicaid expansion and then capping the program altogether. The Better Care Reconciliation Act (BCRA) lifts the government mandate for people to have insurance, and lets states allow insurance policies that
exclude services like maternity and mental-health care. Anthony Wright, executive director of the nonprofit group Health Access California, says the bill would harm many different groups. “It still eliminates the Medicaid expansion that 4 million Californians depend on,” he says. “But it also has a harsher cap on the entire program, which 14 million Californians depend on - including a third of the state, half of all children,
and two-thirds of all nursing-home residents.” The Senate bill also lets insurance companies charge Americans ages 50 to 64 five times what younger people pay, compared to the current limit of three times. And it lifts a ban on charging much higher premiums to people with preexisting conditions. Supporters of the BCRA say it will reduce the federal deficit and give people access to lower-cost plans that cover fewer health benefits.
The Congressional Budget Office said the House version of the healthcare overhaul would cause 23 million Americans to lose their insurance over the next 10 years - its analysis of the new bill is expected on Monday. GOP Health Plan: Devastating for Nebraska Women’s Health? By Desert Star Staff LINCOLN, Neb. – After weeks of closed-door meetings, Senate Republicans released their legislation last week to repeal Obamacare. GOP leaders claim the plan will stabilize insurance markets, remove mandates and provide flexibility for states. But Janele George, director of federal reproductive health with the National Women’s Law Center, disagrees. She argues the plan drastically cuts Medicaid, defunds women’s health centers and denies abortion coverage to those who get their insurance through the health exchanges, or who receive tax subsidies. “By devastating the Medicaid program, taking away the ability of folks to access services at Planned Parenthood, making the essential health benefits optional, it would put affordable health care out of reach for many individuals and families,” she says. George adds that millions of Medicaid enrollees would not be able to access critical
services, including birth control, cancer screenings, and testing and treatment for sexually-transmitted diseases. Nebraska Republican Senators Ben Sasse and Deb Fischer have not commented on the legislation, which could be voted on this week. Medicaid currently covers about half of all births and accounts for threequarters of all public dollars spent on family planning. Adam Sanfield, the senior policy manager with the Guttmacher Institute, says family-planning services are critical for long-term health by helping women plan for children and avoid unintended pregnancies. “We know that’s important from a health point of view because pregnancy spacing helps to avoid pre-term and low-birthweight births,” he says. “It helps people to prepare for their pregnancies, so that they can become healthy before they get pregnant and get chronic conditions under control.” George notes she’s also concerned because the bill

under the 1332 waivers, we could see other folks have their health care impacted as well.” On the private insurance side, Sanfield adds there would be massive cuts to subsidies that make coverage affordable for some people who have to buy insurance on their own rather than through an employer.
“In ways that will make it a lot harder for particularly low-income people to be able to afford to buy that coverage, and then to be able to afford to use that coverage, because they’ll have plans that include really high deductibles and really high copayments,” Sanfield laments.

In the House bill, known as the American Health Care Act, Medicaid funding would be slashed by 25 percent over ten years. The Senate bill would take longer, but it uses a formula most expect would actually result in deeper cuts. Unless a specific provision for substance abuse treatment is added, it’s likely those cuts would force states to end Medicaid support for Suboxone clinics like the one Bailey goes to. “The Suboxone program saved my life. And if they take
this part of the healthcare out and I lose my treatment, there is a big uncertainty in my future,” she said. Bailey said most people have no idea how hard it is to break an addiction. She said the difference between how she was before treatment and now is like night and day. “Sitting in jail and having my 3-month-old at home was devastating for me,” Bailey said. “And it has completely changed my life. I have my own vehicle, my own house. I have a lot of responsibility at work.” Senate Majority Leader Mitch McConnell has said he wants to pass the repealand-replace legislation by the end of the month. Capito’s is one of the key votes he would need to do that.
“But let’s fix what’s truly broken with it, let’s don’t throw it in the ditch,” he adds. “Health care in the United States of America is a right. To me, it should be as natural as oxygen in the air.” Prince adds whether it’s trying to raise the minimum wage or provide universal health coverage, he believes some conservatives are essentially opposed to policies aimed at helping people they see as lazy or who aren’t taking care of themselves. “Anytime we’re trying to
help those in our society that have and always will need to be helped, the people on the conservative side don’t want to help them because they put them all into one box - ‘but they’re lazy’ - which is unfair and inaccurate,” Prince explains. He notes proposed cuts to Medicaid will fall hardest on seniors, children and people with disabilities. The Congressional Budget Office presents its analysis of the new Senate bill early this week, and a vote could come as early as Thursday.
Recovering WV Addicts Fear for Future If Healthcare Bill Passes

what will happen to Medicaid support for substance abuse treatment. Some in West Virginia say they’re afraid
losing it could kill them. Bailey Hendricks is a single mother from St. Albans, and a recovering opioid addict. She credits substance abuse treatment with saving her life. She said if Medicaid no longer covered the treatment, it would likely be a death sentence for many. “Nobody knows what’s going to happen to all of us,” Hendricks said. “We’re all going to be turned out into the street. Most of us are probably going to die. I don’t even understand why it’s even a thought that they would take it way from us.” Substance abuse treatment was added to the Medicaid expansion under the Affordable Care Act. That expansion would be rolled back over time in the GOP
By Desert Star Staff DENVER – Resistance to efforts to repeal and replace the Affordable Care Act is heating up after the U.S. Senate made public its Better Care Reconciliation Act. Rallies were held in Colorado on Friday and across the nation over the weekend, and members of the group “Patriotic Millionaires” are in Washington, D.C., this week to urge senators to vote against the bill. Stephen Prince, vice chair of the group, says he and
others in the top ‘one percent’ don’t need tax cuts if they lead to 23 million Americans losing health coverage. “The gap between us and the lower 10 or 20 percent of our society, the gap has gotten progressively wider,” he says. “And it’s frightening, it’s crazy all in the name of greed - and that’s what this whole healthcare discussion is about.” The GOP proposals to replace Obamacare would do away with taxes on top earners and health insurers that were created to fund
Medicaid expansion. In Colorado, the average tax break for a millionaire would be 40,000 dollars a year. Supporters of the bills claim the insurance marketplaces created under the ACA are collapsing. They argue their new funding mechanism for Medicaid will help states be more flexible in providing care. Prince isn’t convinced the overhaul being proposed in Congress is the best way forward, although he acknowledges the ACA has problems.

The second executive order, which Trump has complained was “watered down,” was set to go into effect on March 16 for a 90-day review period, but was halted before that could happen. In mid-June, the 9th Circuit US Court of Appeals upheld the majority of an injunction issued by US District Court Judge Derrick Watson in March. His injunction blocked
the Trump administration from enforcing two sections of their revised travel ban. However, a three-judge panel of the 9th Circuit later concluded that the injunction was too broad. The court granted the government’s application to stay the lower courts’ injunctions that prevent enforcement “with respect to foreign nationals who lack any bona fide relationship with a person or entity in the United States.” “We leave the injunctions entered by the lower courts in place with respect to respondents and those similarly situated, as specified in this

A 25-hour online hearing wrapped up Monday afternoon featuring more than 100 Kentuckians who say Sens. Mitch McConnell and Rand Paul are not listening to their concerns about the Republican plan to dismantle the Affordable Care Act. Jeanie Smith, a mother and teacher from Bowling Green who spoke as part of a mom’s panel, says it was great to hear from regular folks about how affordable health care is transforming and in some cases saving lives. “When we have good health care, we’re able to have good, healthy families and strong communities,” she states. “These stories that

are coming out are just really powerful because these are your neighbors, these are the people that you go to church with, the families that you’re teaching their kids in school.” One panelist described how health insurance allowed her to have blood work done that uncovered a rare form of cancer that is now being treated. Another spoke of how the Affordable Care Act has improved access to addiction treatment that was not available before, and others raised concerns about jobs that could be lost under the GOP bill. ‘Elevator’—An Insightful Comedy Drama

Photo credit: Max Feldman Writer/director/filmmaker Michael Leoni has crafted a compelling comedy drama involving seven strangers trapped behind closed doors in his hit play “ELEVATOR” at the Coast Playhouse. If you are claustrophobic, the experience would be daunting. It was for Michael, who was once trapped in an elevator with total strangers. Being claustrophobic himself, he admits he now would rather walk up 26 flights of stairs before ever taking another elevator, but he does admit his experience served as his inspiration for

this very insightful play. You start getting into the mood for your “ELEVATOR” experience when you enter the Coast Playhouse. You are told to watch your step as you pass through a hallway shrouded in plastic on the way to your seat, which faces an elevator. It is obvious that you are in a building under reconstruction and as the play begins to feel as if you are a part to the story as seven individuals enter the lobby area. You learn a bit about the characters as your hear the thoughts into their heads as they wait until the
elevator doors to open. It is a diverse group. David Abed is a businessman who seems loud and self-absorbed. William Stanford Davis plays the African American maintenance man for the building who comes on board with a bucket and mop and the third man in the group is Devon Werkheiser, a young musician with a guitar and a very positive attitude. Erica Katzin is the temp with a very large purse, filled it turns out, with lots and lots of food because she plans to eat her heart out over the weekend and begin a diet on Monday. Deborah Vancelette portrays a CEO who works in the building, and as it turns out during the play, she is tired of her job and her life. Karsen Rigby, the very hot looking woman with a figure to die for catches the eye of the men in the elevator, but is her life as exciting as they all surmise? And last, but not least there

is a very strange young teen described as Goth Girl, played by Kristina St. Peter, who clutches a medium-sized box close to her heart. The elevator begins going up, but suddenly comes to a lurching stop. This shakes up everyone on board but they all assume it will be quickly repaired, but this is not the case. Soon they realize they are trapped together until the Otis Elevator people can rectify the problem. But how long will that take? At first, they all yell out and try to alert the building management about their distress. Soon a voice assures them that help will be on its way. As minutes turn into hours, the diverse group starts to open up to one another, and they discover that people are often far more complex than they ever imagined. Eventually, seven strangers trapped behind closed doors gradually open
up to one another. As they get beyond anger, hostility, and fear they begin to reveal their true selves, warts and all. What is so beautiful about Leoni’s play is the realization that we often see stereotypes, not the true person behind the outer image. According to the author the play is an 11:11 experience which represents a moment in time when you’re connected to all, focused on the connection and the experience, knowing we are one. If you find yourself seeing 11:11 frequently, it is simply the universe tapping you on the shoulder, letting you know that you’re in the right place at the right time. “ELEVATOR,” at the Coast Playhouse, has been extended through July 30. Sounding Alarms for Women’s Health in GOP Health-Care Plan By Desert Star Staff COLUMBUS, Ohio – After weeks of closed-door meetings, Senate Republicans released their legislation last week to repeal Obamacare. GOP leaders claim the plan will stabilize insurance markets, remove mandates and provide flexibility for states. But Kellie Copeland, executive director of NARAL Pro-Choice Ohio disagrees, saying the bill drastically cuts Medicaid and defunds Planned Parenthood, which would reduce access to health care for many women. “It’s devastating,” she says. “Some people don’t have anywhere else to turn. And what happens when you don’t get the cancer screenings when you don’t get the breast exams, when you are unable to prevent an unintended pregnancy? The impact is just alarming.” Copeland adds the plan also denies abortion coverage to those who get their insurance through the health exchanges, or who
receive tax subsidies. Ohio Republican Senator Rob Portman has said he’s reviewing the bill, which could be voted on this week. Medicaid currently covers about half of all births and accounts for threequarters of all public dollars spent on family planning. Adam Sanfield, the senior policy manager with the Guttmacher Institute, says family-planning services are critical for long-term health by helping women plan for children and avoid unintended pregnancies. “We know that’s important from a health point of view because pregnancy spacing helps to avoid pre-term and low-birthweight births,” he says. “It helps people to prepare for their pregnancies, so that they can become healthy before they get pregnant and get chronic conditions under control.” The concern of Janele George, director of federal reproductive health with the National Women’s Law
By Desert Star Staff NEW YORK – An annual gathering of mayors from around the country is calling on Congress to reverse course by moving funding out of the military budget and into human and environmental needs. The U.S. Conference of Mayors on Monday unanimously passed three resolutions opposing deep cuts in social and environmental programs to increase funding for the military. David Swanson, director of World Beyond War, notes President Donald Trump has proposed increasing military spending by $54 billion. “These resolutions say, “No,’” he states. “’Take money
out of the military budget – and, in particular, take money out of nuclear weapons – and put that money into increasing the budgets of things that actually serve humanity and the environment.” The mayors of Ithaca, N.Y., and New Haven, Conn. introduced two of the resolutions, numbered 59 and 60. Both call for a reversal of priorities in the federal budget and, Swanson adds, resolution 60 issues a nationwide call for action. “The mayors of all the cities need to hold public hearings, make public the trade offs involved here, send notification to their members of Congress and request

By Desert Star Staff TUCSON, Ariz. – In a victory for conservation groups, a federal judge in Tucson has approved a settlement that forces the federal government to figure out how to avoid accidentally killing endangered ocelots. Wildlife Services, a program within the U.S. Department of Agriculture, regularly lays metal traps that snap shut on an animal’s leg to deter predators that feed on farm animals. Collette Adkins, a senior attorney with the Center for Biological Diversity, says her group, alongside the Animal Welfare Institute, sued last year to try to limit these traps’ use in sensitive areas. “The devices are primarily set to benefit the agricultural interests like livestock ranchers, so they’d be targeting
predators like coyotes,” she explains. “But unfortunately, non-targets like bobcats and foxes have been killed by these methods, and we’re just trying to make sure that no endangered ocelots are killed.” So far, no reports have surfaced of ocelots being killed this way, but there’s not much room for error. Experts estimate that there are fewer than 100 ocelots left in the U.S., mostly along the border in the desert Southwest. The elusive cats have expanded their territory in recent years, with sightings in Arizona’s Huachuca and Santa Rita Mountains. Adkins says she’d like Wildlife Services to simply stop using traps, snares and poisons in ocelot territory. “We want to make sure that predator-killing methods like

Nearly 1 in 4 Has No Emergency Savings
By Desert Star Staff NEW YORK, -- Nearly a quarter of Americans have no emergency savings, according to a new report from Bankrate. com. However, the percentage of those without an emergency fund currently sits at a six-year low, down to 24% this year from 28% last year. Additionally, Americans with an adequate savings cushion – enough to cover six months’ expenses or more – jumped to 31% (from 22% in 2015 and 28% last year), a new high during the seven years Bankrate.com has been polling on this subject. Overall, Americans are doing a better job at saving. Those with some savings, but not enough to cover three months’ expenses, increased from 18% to 20%. Americans with enough savings to cover 3-5 months’ expenses nosed higher from 16% to 17%. Bankrate.com chief financial
analyst Greg McBride, CFA commented, “With all the spending that is not happening in the economy, something else apparently is – Americans are putting money in savings! We’re still not out of the woods yet – everyone should strive to have at least six months’ expenses socked away for the unexpected – but it’s encouraging to see progress being made.” The tendency to have no emergency savings is highest among those ages 53-62, who seem to be all-or-nothing, as they have an equal propensity to have no emergency savings and enough to cover six months’ expenses (32% for each). After that, the likelihood of having zero emergency savings declines substantially; the oldest Americans (63+) report the lowest likelihood of having nothing set aside for a rainy day (17%) and the
highest probability of at least a six-month reserve (44%). While one quarter of Millennials and Generation Xers lack any emergency savings, younger Millennials (ages 1826) seem to be well on their way; they have the highest propensity to have enough to cover 3-5 months’ expenses (31%). Generation X is most likely to have some savings, but not enough to cover three months’ expenses (28%). Not surprisingly, those with enough emergency savings to cover at least six months’ expenses tend to be higher income and more highly educated, while those with no emergency savings are more likely to be lower income and have lesser levels of education. Lower-middle income households ($30K-$49.9K per year) are more likely to have enough savings to cover six

How to Properly Display the American Flag
By Desert Star Staff WASHINGTON -- This Fourth of July all across the country, people will show their love for America by displaying flags along streets, hanging them from porches, and proudly carrying them in parades and festivals. Old Glory will be everywhere. But did you know there are official rules on properly displaying the U.S. flag? This guide and infographic from USAGov, based on the Federal Flag Code, can help you show respect for the flag as you celebrate America’s 241st birthday: • When: You can display the flag outside from sunrise to sunset. If you want to fly it after dark, it will need to be lit. Don’t fly the flag during inclement weather, unless it’s an all-weather flag. • On the porch: The union of the flag--the blue
section with white stars-should be placed at the peak of the staff unless the flag is at half-staff. When the flag is suspended from a rope on a pole extending from a house, the flag should be hoisted out, union first, from the building. • On the wall or the window: When the flag is displayed on a flat surface like a wall, the union should be at the top left. • On the street: The flag should be suspended vertically with the union to the north in an east and west street or to the east in a north and south street. The flag should never touch anything beneath it, so make sure it’s hoisted at the proper height. • At the office: Suspend the flag vertically with the union to the observer’s left upon entering. If the building has more than one main entrance, the flag should be
suspended vertically near the center of the corridor or lobby with the union to the north when entrances are to the east and west, or to the east when entrances are to the north and south. If there are entrances in more than two directions, the union should be to the east. • On a vehicle: The staff should be fixed firmly on the right side of the vehicle. Do not drape the flag over the hood, top, sides, or back of a vehicle or a boat. • Half-staff: During periods of mourning, it’s common to see the flag flying at half-staff. Only presidents can proclaim such periods for a national remembrance. Governors can also declare mourning periods at a local level. In some cases, heads of federal agencies can order the flag flown at halfstaff on grounds under their
supervision. Traditionally, states and local governments follow the president’s proclamation during a period of national mourning. Take care of your flag. Many dry cleaners will clean U.S. flags for free during the months of June and July. Store your flag in a wellventilated area. If it gets wet, make sure it’s completely dry before storing it. If the flag is damaged or worn out, it should be burned and disposed of with dignity. A Gala will kick off the three-day Improv/Comedy Festival with Cabaret star and actress Francesca Amari, presenting her tribute to Gilda Radner in a performance of “You make Me Laugh: A Love Song to Gilda Radner”. The lovely and talented actress/ singer has long been a desert favorite with a large following. Festival Director Jeanette T. Knight promises to deliver an even larger line up of performers than last year’s highly successful event. This year, Director Knight makes sure that the 2nd annual festival is again chockfull of wild and wacky comedy improv acts and laugh-outloud stand-ups and comedy groups that entertain the voting audience while giving the talent an opportunity to go all-out while strutting their best stuff. On Saturday and Sunday the festival will conduct panels and workshops in the art of comedy improv from 11 AM to 1 PM. Instructors include
stand-up comic Richard Weiss, ‘Second City’ alumni Chelsea Coleman, Viola Spolin, Andy Harmon, and American Academy of Dramatic Arts instructors Mark McCracken and Brandon Gibson. At 2:30 PM on Saturday, July 9th, and on Sunday, July 10th, the professional competitions begin. This competition includes the top fourteen acts out of the seventy-nine performers who committed to the festival.
