‘Artists Benchmarks’
City Council Will Honor Artists for Public Bench Beautification Project this Wednesday By Desert Star Staff The City Council of Cathedral City will honor fifteen artists who participated in the first round of the Public Bench Beautification Project at the Cathedral City Public Library on Wednesday, June
30, 2021, starting at 8:00 am. The beautification project, organized by the Cathedral City Public Arts Commission, requested local artists to submit designs to paint art murals on fourteen outdoor public benches
surrounding the public library and one public bench at Memorial Park. More than 70 submissions were received from local artists, and the art commission and city council approved the top fifteen. Those fifteen
benches are nearly completed and will be showcased and recognized at the event. Each artist will also receive a $1,000 stipend from the public art fund for painting the murals. What: City Council

Four young female athletes fought through a world pandemic and put their minds to something that meant a whole lot to them to be at ‘The 2021 Bulgaria World youth pankration Championships’. It’s the youth Olympics for cage fighting. All four girls competed in the Florida National tournament earning them the right to represent
the United States of America on the great Stage memories they can carry for a lifetime. Andrea Frisque 16 yrs. Old: Black belt in two Martials disciplines’, blue belt in Brazilian jiu-jitsu, 2019 National pankration champion, 2019 2nd place World Championships Italy. Boards that violate this by going beyond the limited topics allowed by Civil Code Section 4935 risk not only the mistrust of their neighbors, but also risk the argument that the board’s decisions are legally invalid because they were outside the association’s legal boundaries.

The Open Meeting Act is not perfect, but it is generally good for HOA governance, and there is no reason to suspect it will go away in the future. Regards, Kelly Dear Mr. Richardson: The board closed meeting agenda is posted on the window of the HOA office as follows: “Legal, contracts, personnel, members matters.” There is no detail under those categories. My contention is that the posted closed session agenda is not an actionable agenda and that the detailed agenda provided to each board member should be the one posted but with redacting names. Would you please provide your position in this matter. Sincerely, H.M., Murrieta Dear H.M.: The posted agenda should be sufficiently informative so that homeowners can know generally what is planned for discussion, even in the closed
session. Some more specificity than just listing the blanket categories is necessary to provide some transparency while still protecting the privacy of the members involved. Since the minutes of the next open meeting must per Civil Code 4935(e) “generally note” the “matters discussed in executive session,” it would seem reasonable that the posted agenda should match this level of specificity. Sincerely, Kelly Dear Mr. Richardson: Does the summary of executive session minutes need to show how long session was? C.L., Pasadena Dear C.L.: The DavisStirling Act does not specify if the starting or ending time of a board meeting (closed or open session) must be recorded in the minutes. Corporations Code Section 1500 requires corporations to “keep minutes of the proceedings of its shareholders, board and committees of the
board...” Civil Code Section 4935(e) requires only that the minutes of the next open meeting contain a “general note” of actions taken. Minutes serve to document board motions and outcomes, reports received by the board, and which directors were in attendance. When I take minutes, I customarily note the beginning and ending times, but I cannot find any provision in the Corporations Code or Civil Code requiring this. Thanks, Kelly Kelly: Is an HOA management company a third party so the board can discuss its contract in executive session? Our new manager says so. I disagree. M.M., San Diego County Dear M.M.: A manager who is not a direct employee of the association is not “personnel” but is a vendor, so discussions about the management contract should ordinarily be in open session.
Per Civil Code Section 4935, the only discussions properly in closed session about any vendor would be attorneyclient discussions, possible litigation risks, or “formation of contracts.” “Formation of contracts” within the meaning of Civil Code Section 4935 does not mean EVERYTHING to do with contracts but only FORMATION of contracts. Therefore, what should be in closed session is the discussion of negotiating strategy and contract contents. TAX TIPS for the preservation of Wealth-Estate Planning By Janice Gough Many people conserve their IRAs and other Qualified plan assets, intending to pass them on to heirs. Although qualified plans are generally the best way to accumulate dollars for retirement, they are not necessarily good vehicles for passing money to future generations. This is because suitable money is not only potentially subject to estate taxation; it is always subject to income taxation. For estate tax purposes, an individual who dies after becoming entitled to income but who has not received it before death is generally required to include this income in their taxable estate. Such income is termed “income in respect to decedent’, or IRD. Familiar sources of IRD include earned but unpaid wages, untaxed interest on U.S. Savings Bonds, and untaxed distributions from annuities qualified plans and IRAs. Unlike other assets, IRD assets do not receive a stepped-up basis at the owner’s death for income tax purposes. Even during the one year of estate tax repeal, executors are not permitted to allocate the $1.3 million limited step-up in basis to IRD assets. In both situations, the recipient of the IRD (the heirs) must include it as taxable income in the year received. If it turns out that the clients’ assets are subject to estate tax, the recipient
of IRD is allowed an income tax deduction for the amount of federal estate taxes that are attributable to the IRD. In the clients’ situation, if we assume both spouses die in the same year, in which their estate was more significant than their combined personal exemption, the IRA will be subject to both estate and income taxes. Even after considering the IRD
income tax deduction, the heirs will lose approximately 65% of the IRA. A solution, which will enable the family to save IRD and estate taxes, would be to purchase a Survivorship life insurance plan with distribution from the retirement plan. The proceeds from the life plan are received tax-free to the beneficiaries. If either insured had a severe health problem,
the insurance carrier might accept on uninsurable as long as the other insured is in good health.

Building Their Personal Brand Can Bring Women to The Workforce By Desert Star Staff The COVID-19 pandemic drove millions of women out of the workforce. A report showed that women comprised nearly 56% of U.S. workforce exits since the crisis began, with many leaving their jobs to take care of their children when schools and daycare facilities were closed. It’s difficult to predict how many women will return to work, when, and the percentages of those who will return to their old positions or take on new roles. But as the public health crisis wanes and some companies increase hiring, women who develop their personal brand will improve their chances of standing out amongst the heightened competition for jobs. Employers will look for differentiating factors in terms of skill sets and experience, and personality traits that

blend with the companies’ renewed focus on the work culture and customer relations, especially on a job prospect’s capacity for professional growth and flexibility. That means employers want to know more about who you really are, what you stand for, and what drives and inspires you. Widen your network on social media. Sometimes people pigeonhole themselves and limit their opportunities by networking only within their industry or similar jobs. Expanding your network opens you to new opportunities in fields where employers are looking for growth-minded, talented people who aren’t afraid to leave their comfort zone. Promote yourself and organize your digital brand. For employers to get a true sense of who you are, you have to go beyond posting your
resume on online employment sites. You can effectively do so by using alternative ways to display your skills, knowledge and interests. Write blogs or articles to develop your thought leadership or relate to others’ experiences; posting opinions on things happening in your industry; taking a stand on an important community issue, and posting videos of fun or important events you attended. Highlight your pandemic experience. One advantage women have is that many have a unique story to tell from their pandemic experience. As moms, providers, and caretakers, they got time back to spend with loved ones, and some of their guilt of having missed time with them during the working years went away. Yeats, Roddy Doyle, Bram Stoker, Thomas Moore, to Maeve Binchy, Jonathan Swift, Samuel Beckett, CS Lewis, George William Russell, and John Banville. In addition, the enchanting Emerald Isle has an equally rich history of mythology and legends passed down from generation to generation by storytellers in songs, tales, and limericks. Among the most famous in Celtic and Irish myths are: “The Dullahan,” tale of the headless horseman; “The Shamrock;” St. Patrick’s metaphor for teaching the Holy Trinity; and “The Harp,” which the king used to cheer up his people. Other legends include “Macha, Goddess of the Horses;” “The Leprechauns;” “The Mermaids;” “The Fairies,” “The Butterflies,” and “The Pooka,” the most feared creatures in Irish folklore. This brings me to “Ondine” and the myth of the “Selkie,” a legendary water creature in Irish and Scottish folk tales that can change its appearance from a seal to a human being by shedding its skin. “Ondine,” initially released in 2009, was directed by gifted auteur Neil Jordan, who was feted for The Crying Game and Michael Collins. The exquisitely shot film by cinematographer Chris Doyle can be described as an Irish romantic drama with mythological overtones. It stars awesome Irish actor Colin Farrell, free to speak in his thick, luscious brogue in his portrayal of a struggling fisherman named Syracuse. Filmed in the seaside fishing port of Castletownbere, Ireland, the story begins with a sweeping shot of the Atlantic Ocean that closes in on the
long-haired, unkempt Syracuse steering his fishing boat in the choppy waters trolling for a catch, which has been very sparse lately. Because of this, he has financial challenges in contributing child support for his daughter Annie, wonderfully played by Alison Barry, who lives with her drunk mother Maura; well done by Dervla Kirwan. Suffering from venereal disease and needing a kidney, Annie uses a wheelchair and requires dialysis. Sober for several years, but due to his sometimes drunken clownish behavior, the townspeople nicknamed him Circus. As he retrieves his net from the water, much to his shock, he finds trapped inside an unconscious woman who he brings back to life. Alicja Bachleda plays the mysterious Ondine, who, from the moment she is revived, refuses any medical attention and doesn’t want anyone to see her. Respecting her wishes, he brings her to his grandmother’s empty cabin and dashes off to pick up his daughter for treatment. He is very excited and confused about what he has just experienced, wondering how this woman could still be alive after having been submerged in the water for what was probably a length of time. He wants to share his experience with Annie but frames it as a fairytale beginning with, “Once upon a time.” At the end of the story, precocious Annie says, “That’s a real shite* story, jokingly adding that she must be a selkie. The next day, back on the boat with Ondine, she sings a song that echoes deep into the water, and when he brings up his net, it is full of fish and lobsters, which he had been unable to snare in the

Amazed at his bountiful catch, he says, “You bring me luck.” Our grateful fisherman wants to take his new friend into town to buy her clothes, but she is reluctant, so he goes shopping by himself where he purchases some clothing while stealing other items, which he stuffs into his pockets. Not wanting to go for conventional confession, Syracuse visits his priest regularly, sitting on a bench instead of the confession box. He confesses that he stole clothing for this strange woman. Played by the very talented Stephen Rea, his character is not your stereotypical priest, but one with a good sense of humor, understanding, and forgiveness in his heart. “Will you steal again? “Probably.” “I thought so.” In the meantime, this mysterious woman brings order to the cluttered cabin and plants flowers in the garden. There is something otherworldly about how she faces the sun and holds her body, supporting the idea that she could be a selkie. Syracuse convinces her to go into town for the annual boat races. Suddenly, the brakes on Annie’s wheelchair fail to lock, and she falls into the ocean but is quickly rescued by her dad’s new friend, cementing the notion of who she is. As if bringing him bountiful catches and rescuing his daughter from the sea wasn’t enough, his ex-wife is in a car crash in which her disgusting boyfriend Alex (Tony Curran) dies. More good luck, though, as he has a donor card, and his kidney is a match for Annie. It is about here that our beautiful myth begins to shred just a bit with the unexpected arrival of a man who threatens Ondine.
At this point, the mystery of her identity supposedly begins to unravel slowly. Our hero is angry at what he perceives as her deception and stashes her on a remote rocky island, breaks his sobriety, and the happy ending of this fairytale is uncertain, or is it? There is currently another film called “Undine,” by German director Christian Petzold, a modern version of the same myth. It’s next up on my review list, so watch for it. *shit, trash or rubbish
more Midwestern cities place in our top 10. The Midwest is best for premier steaks, strips, and stacks. Chicago comes in second by jointly claiming the top spot in the Events category (an honor it shares with No. 5 Memphis, another iconic barbecue city). Seventh-place St. Louis holds the second-highest score in the Quality category, followed closely by Minneapolis, which lands in ninth. Cincinnati is No. 4. If you’re looking for a foodie vacation, fly to the Midwest and start eating your way across the region. (Barbecue road trips are a real thing. Make sure to bring plenty of Wet-Naps.) • Nibbling in North Carolina: North Carolina makes a mediocre showing despite making up one of the four pillars of American barbecue styles — KC, Memphis, Texas, and Carolina. Raleigh finishes at No. 20, but other Tar Heel cities land
farther down the list. (South Carolina has its own related but distinct style, but none of its cities was large enough to be measured in our ranking.) Why didn’t North Carolina’s signature sauce rank higher? Maybe it’s because North Carolina’s culture is spread out in the state rather than concentrated in one area like Kansas City or Memphis. (Texas, too, was a mixed bag in our ranking.) • While not the best ranked, North Carolina is still a destination for those who prefer a hint of tang and a kick of vinegar. (Just don’t get caught up in the East vs. West debate.) Why is a lawn care company ranking the best BBQ cities? 1 large egg 1 tablespoon water 2 dashes hot sauce 1/4 cup potato chips, finely blended in food processor 1/3 cup panko breadcrumbs 1 tablespoon minced flat leaf Italian parsley 2 Omaha Steaks lobster tails (5 ounces each)
Cheeseburgers: 1 pound Omaha Steaks premium ground beef salt, to taste freshly ground black pepper, to taste 2 tablespoons unsalted butter, at room temperature 2 brioche buns 2 slices yellow cheddar cheese 3 leaves romaine lettuce, shredded To make pimento remoulade: In small bowl, mix mayonnaise, pimentos, mustard, pickles, pepperoncino, paprika, garlic powder, black pepper, lemon juice and hot sauce until well incorporated. Season with salt, to taste. To make fried lobster tails: Preheat grill to 400 F and add oil to 10-inch cast-iron pan about 1/2-inch deep. In medium bowl, whisk flour, 1/4 teaspoon salt, 1/4 teaspoon pepper, garlic powder and smoked paprika until well incorporated. Set aside.
New York Strip Steaks: 4 Omaha Steaks Private Reserve or Butcher’s Cut New York Strips (10 ounces each) salt, to taste freshly ground black pepper, to taste water 4 tablespoons grapeseed oil 4 tablespoons unsalted butter 3 garlic cloves 2 fresh thyme sprigs To make asparagus: Cut asparagus stalks into 1/4-inch pieces. Heat large pan over medium-high heat and add olive oil. Add garlic and shallots to pan; lightly saute about 20 seconds, or until fragrant. Add asparagus to pan; saute about 2 minutes until lightly browned. Add salt and pepper, to taste. To make bearnaise sauce: In small saucepan, bring vinegar, shallots and tarragon to boil then reduce to simmer 3-4 minutes until reduced by about half. Cool to room temperature. Bring medium pot half full of water to slow boil. In small bowl, whisk egg yolks, vinegar reduction, water and hot sauce until well incorporated. Place bowl over pot of boiling water and continue whisking ingredients until it starts to emulsify and becomes
sauce-like. Alternate whisking on and off heat every 30 seconds to prevent eggs from scrambling. Gradually add melted butter, continuously whisking until sauce becomes rich with ribbony consistency and sets up. Season with salt and pepper, to taste. If too thick, add 1 tablespoon water at a time and whisk to desired consistency. To make crab meat: In medium bowl, lightly toss crab meat with salt until well coated. To make steaks: Pat steaks dry with paper towels and season heavily with salt and pepper, to taste. Bring steaks to room temperature. Place sous vide immersion circulator in pot of water and set to 5 F below target doneness. Place seasoned steaks in sous vide bag or zip-top bag and cook 2 hours. Remove bag and remove steaks from bag. Pat steaks dry with paper towels. Warm large cast-iron pan over high heat and add oil. Add steaks, butter, garlic cloves and thyme leaves. After about 1 minute, steaks should start to brown. Flip steaks and baste with butter until caramelized. Remove steaks from pan and rest 7-8 minutes. To assemble: Place asparagus on bottom of plate. Top with steaks (whole or sliced), crab meat and bearnaise sauce.

In separate medium bowl, whisk egg, water and hot sauce. Set aside. In third medium bowl, whisk potato chips, panko breadcrumbs and parsley until well incorporated. Set aside. Cut lobster tails in half lengthwise, remove meat from shell and season with remaining kosher salt and black pepper. Toss halved lobster tails in flour mixture first, egg mixture second then potato chip mixture third, coating thoroughly. Fry lobster tails 3-4 minutes on each side until golden brown and cooked through. Close grill lid between flipping. To make cheeseburgers: Preheat grill to 450 F using direct heat. Form ground beef into two 1/2 pound patties, each about 1/2-inch thick. Using thumb, make dimple in center of each patty to help cook evenly. Season both sides of burger with salt and pepper, to taste. Spread butter on each cut side of buns. Grill burgers 4-5 minutes per side for medium doneness. Add one slice cheddar cheese on each burger, close lid and grill about 30 seconds to melt cheese. Remove patties from grill to clean plate. Place buns cut sides down on grill grates and toast 20-30 seconds, or until well toasted, being careful to avoid burning. To assemble: Place desired remoulade on buns. Place cheeseburgers on bottom buns. Top each with two fried lobster tail halves. Place handful shredded lettuce on lobster tails. Top with buns.
