“Mass Casualty” Car Crash Involving 27 People In Imperial County, At Least 18 Dead Taylor Martinez At least 18 people are confirmed dead after a traffic collision Tuesday morning in Imperial County in what’s being considered a “mass casualty” incident. Fourteen people were dead on the scene, but it has gone up as more

information became available. Juan Rodelo, a Battalion Chief with the Imperial County fire department, added there were multiple injuries but that he could not be more specific at this time. According to El Centro Medical Center, 27 people were involved in the incident.

Churchill, in the Indian Ocean. According to a recent Navy news release, “The guided-missile destroyer USS Winston S. Churchill seized illicit shipments of weapons and weapons components from two stateless dhows during a maritime security operation in international waters off the coast of Somalia, Feb. 11-

Accumulating emergency funds is now the topic of conversation for working families. As Advisors, we can play a pivotal role in assisting our clients in setting emergency fund goals and executing those goals, even in a negativeinterest-rate environment. The “Six Month” Rule Has Changed The pandemic has turned the usual “save three to six months of living expenses savings” into a new dynamic. As advisors, we must help our clients set aside emergency funds based on proximity to retirement, the variability of earnings, employment status, and the number of people in their household. Those who did not customize their emergency plan to their unique situations have found their savings quickly depleted as the lockdowns dragged on. Gig and contract workers are more at risk for lengthy work interruptions than permanent workers. Thus, as advisors, we want to encourage you to build more considerable emergency funds than the current benchmark. Similarly, “highly-paid” workers or those with specialized careers probably need more extensive cash reserves. When

these workers are laid off, it generally takes them much longer to find a replacement position. Households with two or more earners may get by with less in their emergency funds, especially if they work in different careers. It is much less likely that all earners will encounter job loss at once. Advisors must help our clients determine the best place for storing emergency money. Often nonretirement brokerage accounts are used as a holding place for short-term cash needs; there are more creative storage options for cash. The following are some solutions that can get your cash out of the Coffee Can: 1. Roth IRAs: All people can benefit from using a Roth IRA to hold their contingency funds. In the event of a crisis, the contributions into a Roth can be accessed without penalties. Converting a portion of savings in a qualified account (401K or IRA, etc.) to a Roth IRA is an excellent solution in a lower tax environment, especially for those needing significant funding for retirement and who are concerned about higher taxes in the future. 2. Permanent Life Insurance: Strategically designed whole life and other

permanent life insurance types can be excellent places for parking emergency funds. An advantage of this strategy is that there is the possibility of receiving modest gains on your policy’s cash value while providing easy liquidity and control of funds withdrawn on a tax-free basis. 3. Health Savings Accounts. Besides their use to pay for medical expenses, HSAs can also serve as retirement or investment accounts. For those who are 65 or older, one can use funds they have accumulated in an HSA for non-medical expenditures without penalties. For 2021, contributions to HSAs are $3,600 for individual-only coverage and $7,200 for family coverage. 4. Certificates of Deposit and Money Market Accounts: These remain one of the choices for those worried about losing even a penny of their money. With the Fed maintaining historically low-interest rates for the near future, money put into these accounts will gain little to no growth. 5. Annuities: Several insurance companies allow annuity owners to withdraw as much as 10% of the account’s value and accumulate a

But in the process, it’s creating barriers to progress that people need to overcome, whether, in business, personal development, or life in general, Simon says. So, how can people become friends with change? She has a few suggestions: Create a new story. How To Embrace It As Your New Best Friend

And maybe, even probably, they don’t like how change is disrupting their previously predictable personal world. But since change is inevitable and comes whether you like it or not. The best approach is not to resist it and do battle with it, but to find ways to change your friend, says Andi Simon (www.andisimon.com), a corporate anthropologist,

Then create your new story because you can act on it once you can imagine a new future. Tell your mind that it will love this new stuff, that these are great changes.” Ignore change fatigue. Simon says she is often asked what should be done about change fatigue, which happens when people show stress, apathy, and confusion because of change. “I have preached that you should ignore it,” she says. “People

will use change fatigue as an excuse not to change. If nothing else, the pandemic showed how much people could change. Not everybody, of course, but there have been some people who have risen to the occasion and who have done brilliantly. His final film, just released on Netflix, Is “Ma Rainey’s Black Bottom,” in which he costars with Viola Davis. The film adapted from August Wilson’s 1982 stage play. deals with a day in the life of the very talented, volatile Ma Rainey, a Southern singer known as “the Mother of the Blues.” She has come to a local studio to record her latest song and stick with her usual arrangement. She also wants her nontalented nephew to do the song’s introduction.

Western Riverside County Regional Conservation Authority Sets New Priorities By Desert Star Staff Conserving land for endangered and declining species, maximizing funding opportunities and financial stability, and strengthening communications are among the newly set 2021 priorities for the Western Riverside County Regional Conservation Authority (RCA). The Riverside County Transportation Commission became the managing agency for the authority on January 1. Both agencies’ board members supported the consolidation to provide greater efficiencies and a more vital link between habitat conservation and transportation. At the top of RCA’s priority list is continued work to complete

the acquisition of reserve lands called for by the Multiple Species Habitat Conservation Plan, also known as the MSHCP, created in 2004. The goal of the MSHCP is to create a 500,000-acre reserve for the conservation of 146 animal and plant species. Simultaneously, the plan expedites regional infrastructure construction, including transportation projects, and aids in the permitting process for residential, commercial, and industrial developments by streamlining environmental approvals. The RCA and its state and federal partners have assembled 82% of the identified acreage to date. “We will remain laserfocused on RCA’s mission to

implement the Multiple Species Habitat Conservation Plan,” said RCA Chair and Lake Elsinore City Council Member Natasha Johnson. “The plan benefits not only western Riverside County’s environment, but also our transportation network, our housing, and our economy – which has been hit hard by COVID-19 during the past year,” she said. Also high on RCA’s 2021 priority list is maximizing funding opportunities to help the RCA achieve its habitat conservation mission and have long-term financial stability. IN DECEMBER, the RCA voted to adopt the findings of a multiyear study of costs, funding sources, and future development

in western Riverside County, including recommendations to increase Local Development Mitigation Fees. The mitigation fees are collected on residential, commercial, and industrial development projects and contribute to the funding required to implement the MSHCP. The original cost has not increased since it was initially set in 2004, except for consumer price index adjustments. The RCA board approved the lowest possible fee evaluated in the Nexus Study. It used a phased-in approach, with half of the increase effective July 1, 2021, and the second half effective on January 1, 2022. “After years of review, the RCA board has adopted a long-

term strategy that moves us closer to fulfilling the vision of the MSHCP,” Johnson said. Another RCA priority is strengthening communication with its stakeholders, the public, and local, state, and federal representatives. “Our goal is to be transparent,” Johnson said. “We will be shining a bright light on our work to date and what we still need to accomplish. We know that the MSHCP can be a point of controversy at times. We welcome difficult conversations and will be approaching solutions from a fresh angle as we work to achieve our region’s ultimate goal of a thriving natural environment, economy, and transportation system.”

FEMA Updates Flood Maps in Imperial, Riverside, and San Diego Counties By Desert Star Staff OAKLAND, Calif. — The Federal Emergency Management Agency (FEMA) is updating portions of Imperial, Riverside, and San Diego County flood maps in 2021. The new maps identify the current flood hazards in the Oasis drainage area located west and northwest of the Salton Sea that helps building officials, contractors, and homeowners make effective mitigation decisions, thereby contributing to safer and more resilient communities. Before the new Flood Insurance Rate Maps (FIRMs) become effective, there is a 90-day appeal period from Feb. 25, 2021, to May 26, 2021. During that time, residents with technical and scientific information, such as detailed hydraulic or hydrologic data, can appeal to the flood risk information on the www.desertstarweekly.com

preliminary maps. View the preliminary FIRMs at fema.gov/ preliminaryfloodhazarddata. Flood hazards are dynamic and frequently change for many reasons, including weather patterns, erosion, and community development. These changes may also affect future building standards or insurance requirements. The local mapping project is part of FEMA’s national effort to increase local knowledge of flood risks and support actions to address and reduce the effects of flooding on new and improved structures. the preliminary flood maps to learn about local flood risks, potential future flood insurance requirements and identify any concerns or questions about

“Barb & Star Go-To Vista Del Mar” - A Wacky Comedy Anyone who has ever seen a shrink might remember that one’s sense of humor possibly stems from a carefree inner child who laughs easily. That said, given the COVID pandemic, coupled with our nation’s divisive politics, it’s been challenging to keep that joie de vivre alive. Therefore, I must admit, for the first few minutes of the writing team of Kristen Wiig and Annie Mumolo’s Barb & Star Go-To Vista Del Mar, I wasn’t sure if I could sit through the film. Those concerns lifted pretty quickly, and I found myself laughing out loud with some of the wacky antics and sight gags that began to unfold. Wonderfully directed by Josh Greenbaum, that writing team, who co-wrote wrote Bridesmaids, plays Star and Barb’s lead roles. The pitfalls in a broad comedy of this nature are to go for the laughs, but they didn’t and played the most absurd situations with the utmost

sincerity, making the goofiness even funnier. Think Leslie Nielsen, who accomplished that straight-face comedy magnificently in The Naked Gun and Airplane franchises. The film begins with a young kid named ‘Yoyo’ (Reyn Doi) delivering newspapers and lip-syncing a song. He reaches a magic tree where an owl drenches him in red light, and lo and behold. He is now dressed in a spiffy suit and ends up with the diabolically evil albino, Sharon Gordon Fisherman, also played by Wiig. As a young girl, she suffered the slings and arrows aimed at her by schoolmates who had her shot out of a canon where she landed on a cruise ship. PETA Demands Criminal Probe Into Horse Beating at Equestrian Show

Group Also Seeks Investigation by Equestrian Authorities By Desert Star Staff Thermal, Calif. — This morning, PETA sent a letter to Riverside County Sheriff Chad Bianco calling on him to investigate the vicious whipping of a horse at a show at Desert International Horse Park. Video footage from January 30 shows competitive German Grand Prix jumper Kevin Lemke forcefully striking a horse named Good Luck with a whip six times—so harshly that the sound of the strikes can be heard on the video replay—after

the horse refused a jump. Lemke was subsequently disqualified for excessive use of the whip. After beating the horse, he attempted the jump again, causing Good Luck to collide with the fence and knock over the poles. PETA notes that the incident appears to violate California Penal Code § 597(b), which prohibits cruelty to animals. “If a handler beat a dog in the middle of a show, he’d be investigated for cruelty,” says PETA Senior Vice President Kathy Guillermo. “California’s anti-cruelty law

exists to protect animals like this horse, and PETA is calling on the Riverside County Sheriff’s Department to file all appropriate charges against Kevin Lemke.” PETA has also sent letters to the United States Equestrian Federation (USEF) and the International Federation for Equestrian Sports (FEI) to investigate the incident, revoke Lemke’s eligibility and memberships, and ban him from USEFand FEI-sanctioned events, respectively. Maya Zinshtein Tackles Relationship Between Christians and Israel

By Jack Lyons Theatre and Film Critic Member of American Theatre Critics Association (ATCA) Member Academy of Television Arts and Sciences (ATAS) How does one cover 2000 years of religious history of the Jewish people and Gentles in the Common Era (CE)? Perhaps, a good start would be seeing life through the lenses of the other regarding the impacts that both religions have experienced on the planet we all call Earth. For starters, it is necessary to approach such sensitive subject matter with openness, genuine respect and tolerance. To agree to do so peacefully would be a giant step forward toward a better understanding of one another; especially now in the fraught nuclear arms race by more “wanna-be” players. Their obsession to expand and join the world’s exclusive nuclear club could be dangerous for all concerned. The volatile Middle East, home to millions of Muslims, Christians, and Jews, has been a festering, religious open sore for centuries. It’s also ironic that the Holy City of Jerusalem, sacred to Jews, Muslims and

Christians has been the center piece and focus and the reason of how so much blood has been shed in the name of religion and God than all the military wars combined throughout recorded history, speaks volumes about man’s ambitions and priorities. Award-winning Israeli filmmaker Maya Zinshtein, tosses her director’s hat into modern day Israel and America to document the 21stcentury relationships with its supporters, neighbors, and friends mainly the United States – as the most loyal supporter of Israel since declaring itself a sovereign nation in 1948.
