Mike Scholarship. The scholarships, range from $500 to $5,000, are available to all high school seniors, recent high school
graduates, as well as returning college students who meet the eligibility requirements. Applications must be submitted by June 30, 2019. The Theresa A. Mike Scholarship (TAM) was created by the Twenty-Nine Palms Band of Mission Indians to
help students achieve their dreams of higher education. The Scholarship is organized for the purpose of recognizing the talent of young adults who are interested in furthering their education and who have a dedication to themselves and the betterment of the
West Nile Virus Detected in Coachella and Indio By Desert Star Staff The Coachella Valley Mosquito and Vector Control District has detected more mosquitoes infected with West Nile virus (WNV). Eight additional samples of mosquitoes tested positive for the virus this week. Infected mosquitoes in Coachella were collected from traps near Harrison Street and Avenue 54 and near Shady Lane and Avenue 53. Infected mosquitoes in Indio were collected from traps located along Avenue
44 between Golf Center Parkway and Harrison Street. In an effort to reduce the number of mosquitoes, interrupt virus transmission, and protect the public from mosquito-borne diseases, the District will carry out truckmounted ultra-low volume (ULV) applications in neighborhoods where the mosquitoes were trapped. In Coachella, the applications will be within the areas of Avenue 52, Tyler Street, Avenue 54, and Calle Empalme. In Indio, the truckmounted applications will be
within the areas of Terra Lago Parkway, Harrison Street, Avenue 44, Aztec Street, and Vista del Oro, excluding agricultural areas and water bodies. Three applications are scheduled Thursday, Friday, and Saturday, May 16-18 between 8:00 p.m. and 8:00 a.m. the following morning. Applications dates and times may change due to weather. By Desert Star Staff A massive concrete dome built during the Cold War to contain waste from US Nuclear testing has degraded and began leaking nuclear waste into the Pacific Ocean, UN Secretary-General Antonio Guterres has confirmed. While the imposing structure at Enewetak Atoll in the Marshall Islands may look like something from a James Bond movie, Guterres described it as a “kind of coffin:” a stern reminder of the aftermath of American atomic weapons testing. The soil irradiated by the tests and ash from the fallout were dumped into a crater which was then capped with 18 inches of concrete, measures that have proved ineffective at containing the waste in the long run. The bottom of the crater was reportedly never lined at all. Guterres confirmed the disturbing information while speaking to students in Fiji as a part of a tour of the South Pacific focusing on climate change and environmental issues. The leakage, according to Guterres, has already begun to have its effect. The consequences have been quite dramatic, concerning health, about the poisoning of waters in some areas. Aside from being used to store the dangerous atomic waste, Guterres discussed how the Pacific had been victimized while under US administration. The islands and atolls far off the southeast coast of Japan such as Enewetak were the sites of 67 American nuclear weapons tests that took place between 1946-58. One such test was the
1954 ‘Bravo’ hydrogen bomb, which remains the most potent US-tested atomic weapon. Its explosion was 1,000 times bigger than the atomic bombs used on Japan. The native people who lived on the Marshall Islands had to be forcibly evacuated and resettled by the US administration. Nonetheless, many ended up exposed to nuclear fallout from the tests. While Guterres had no specific recommendations for how to minimize the impact, he warned that action needs to be taken soon. A powerful storm in the region could end up damaging the cover further, which would have devastating results for the environment.

To ensure the maximum impact of the adult mosquito control operation, the District requests that residents in the applications areas remain inside while the trucks are going down their streets. Signs will be posted along the route informing residents of the control efforts. All control products used by the District are registered by the Environmental Protection Agency for the purpose of controlling mosquitoes and protecting public health. The products are applied according to label instructions by trained and certified technicians. Although mosquito control pesticides and the techniques used pose low risks, the District recommends that people who want to avoid exposure as a best practice, stay inside or away from the application area during and for 30 minutes following the application. These latest detections of virus activity come after the District reported the first West Nile virus activity of the year last week and brings the total number of WNV-positive samples to 12 for 2019 in the Coachella Valley. District staff will continue intensified mosquito surveillance and control in the surrounding area. “When the temperatures are high like they are right now, many of us are out in the early morning and evening to get some fresh air when temperatures are cooler,” said Jill Oviatt, Public Information Manager at the District. “That’s exactly when these viruscarrying mosquitoes are out and looking for someone to bite, so it is important that people protect themselves by covering up with long sleeves and pants and applying repellent on exposed skin.” WNV is transmitted to people via the bite of an infected mosquito. Mosquitoes
are infected when they feed on birds carrying the virus. Most individuals infected with WNV will not experience any illness. Others will have flulike symptoms, such as fever, headache and body aches. In severe cases, people will need to be hospitalized, and in rare cases the disease can be fatal. Young children, people over 50 years old, and individuals with lowered immune systems are at greater risk of experiencing severe symptoms when infected. Anyone with symptoms should contact their health care provider. Community commitment to removing standing water sources both inside and outside the home is critical to controlling mosquitoes in the Coachella Valley. Prevent mosquitoes around your home: ·Inspect yards for standing water sources and drain water that may have collected under potted plants, in bird baths, discarded tires, and any other items that could collect water. ·Check your rain gutters and lawn drains to make sure they aren’t holding water and debris. ·Clean and scrub bird baths May 17, 2019
and pet watering dishes weekly. ·Check and clean any new potted plant containers that you bring home because they may have eggs. Some mosquito eggs can remain viable in dry areas for months. Prevent mosquito bites: ·Avoid going outside in the hours around dawn and dusk when mosquitoes that can transmit West Nile virus are most active. ·Wear EPA registered ingredients such as DEET, picaridin, oil of lemon eucalyptus, or IR3535 to exposed skin and/or clothing (as directed on the product label). ·Wear long sleeve shirts, long pants, socks and shoes when mosquitoes
are most active. ·Be sure window and door screens are in good repair to prevent mosquitoes from entering your home. 2019 Film Noir

Photo by Pat Krause Story and Photos by Pat Krause The Arthur Lyons Film Noir in Palm Springs celebrated its 20th anniversary on Thursday night with cake and Champagne. The people involved with this festival almost since the beginning was Alan K. Rode along with Foster Hirsch. The new celebrity this year was none other than Victoria Mature, the beautiful daughter of film great Victor Mature. Most of the actors in these Noir films are now long gone. Their children bring a sense of the OLD Hollywood to these films. Many of these movies have had to be restored to be shown on the big screen. So
many have been lost forever, so the restoration of these old films is so important in the history of movies. Stars back then are no longer given credit for their excellent acting ability. The younger generation finally gets to see what made Hollywood and the film so incredible. These Noir films were called B movies because they were low budget and dealt with the underground of gangsters, their Molls, guns, and crimes of that dark period. These films made actors STARS that went on to bigger and better roles in the Hollywood Ideas, at the time. Blockbuster films were the

norm back then. The films shown this year are some many have seen on their TV sets but not on the big screen. “The Night of the Hunter” starring Robert Mitchum is terrifying in a personal sense, on the big screen, and not the blood and guts type of scary you see today. Many are still on 35mm film and require special equipment to show them now. The Film Noir Foundation works to preserve these precious films. Other celebrity guests included Joanna Lancaster, Daughter of the iconic actor, Burt Lancaster, who came for the showing of her fathers 9148 film, “ All My Sons.” The
granddaughter of Dashiell Hammett, Julie Rivett, is an advocate for her Grandfathers Works and came for the 1948 film, “The Glass Key.” Soap Opera star, Jan Shepard, came for a hugely anticipated digitally restored film, “King Creole,” with Elvis Presley, which played on Saturday night. Saturday also included, “Odds Against Tomorrow,” stars another famous face, Harry Belafonte, who’s daughter Shari Belafonte, has local connections. Local Kathy Garver also attended. Movies shown were, “Somewhere in the Night.” starring John Hodiak, “The Scarlet Hour”, “5 Fingers”
starring James Mason, “Trapped” with Lloyd Bridges, “Calcutta” starring Alan Ladd and William Bendix, “ShakeDown” starring Howard Duff, and one my favorites showing on Mothers Day, “Mildred Pierce” with Joan Crawford and Ann Blyth. These Dozen films are the only place to be able to see these thrilling iconic movies on the big screen. Some are available on DVD/Blu-ray, but most are still just shown at Noir festivals. We are lucky to have a FILM NOIR FESTIVAL in our Valley that explains why that period is called the “Golden Age of Hollywood.”

Disney’s “Mary Poppins Returns” Now on DVD In 1964 Disney’s “Mary Poppins” received 13 Oscar nominations and took home five Academy Awards. Julie Andrews won for Best Actress, and the Sherman Brothers (Robert & Richard) took home the gold for their song “Chim Chim Cher-ee.” Now 54 years later Mary Poppins has returned to the silver screen in a film appropriately titled “Mary Poppins Returns.” This time Mary Poppins is played by Emily Blunt, and Lin-Manuel Miranda is a lamplighter, not a chimney sweep as Dick Van Dyke was in the first film. The excellent news is Dick Van Dyke, now 93, has a delightful cameo as a 91-yearold banker. It’s worth the price of admission to watch him jump on top of a bank desk and do a lively tap dance. It’s the highlight of the movie. Rob Marshall (“Chicago,” “Into the Woods”) directs, and David Magee (“Finding Neverland,” “Life of Pi”) wrote the screenplay based on P.I. Travers books “Mary Poppins Comes Back” (1935) and “Mary Poppins Opens the Door” (1943).
This time the Banks children from the original story are grown. Michael Banks (Ben Whishaw), is a widower with three youngsters of his own (Pixie Davies, Nathanael Saleh, and Joel Dawson). His sister Jane (Emily Mortimer), is a labor activist who lives nearby. When Mary Poppins makes her return appearance, floating down from the sky with her umbrella in hand, Michael is facing the loss of his family home due to an ill-advised loan he made with the bank where he works. His employer, William Weatherall Wilkins (Colin Firth), while seeming to be concerned, is obviously overjoyed at the prospect of foreclosing on Michael’s home since it will mean more money for the bank. There are some animated segments as Mary Poppins takes the children inside a porcelain bowl owned by their mother who said it was priceless. Earlier while fighting over the bowl, they accidentally drop it so Mary Poppins, ever helpful and resourceful, is going
to help them repair it. This eventually takes them to Mary’s cousin (Meryl Streep) who can fix anything. Angela Lansbury also makes a cameo appearance in the park where she sings as she sells her balloons. As in the first Mary Poppins film, there is music throughout composed by Marc Shaiman which is pleasant enough, like “Trip a Little Light Fantastic.”
However, these new songs are not as memorable as the Sherman brothers hits like “A Spoonful of Sugar Makes the Medicine Go Down,” “Chim Chim Cher-ee” or “Feed the Birds” which stand the test of time to this day. A tip of the hat to the first Mary Poppins film is the significant production number, not by chimney sweeps this time, but by Jack (Lin-Manuel Miranda), fellow lamplighters
and Mary Poppins. In the DVD featurette the cast, director and others who worked on the film talk about how “Mary Poppins Returns” was designed which is quite enlightening and informative. There is also a song that wasn’t in the film. “Mary Poppins Returns” is rated P.G. for some mild thematic elements and brief action. Running time: 2 hours, 11 minutes.

(EUI), for the development of 128 65-kilowatt (kW) wind turbines. This project was originally constructed with 65 wind turbines, with 8 additional turbines being added on site a few years later. The existing on-site facility is currently operating with 69 turbines, as approximately 4 of the original turbines have since been decommissioned. The Project site, including the WECS 20 Wind Park facility, was annexed into the City in 1994. The City received applications from EUI in 2000 to install eight new wind turbines within the existing WECS 20 Wind Park facility. The Conditional Use Permit and accompanying variances were approved by the City in January 2001. Construction of the eight turbines had not commenced by the time the permits expired two years after issuance. In 2003, EUI applied with the City to have the permits reapproved. In 2009, the City certified the Revised Commercial WECS 20 Permit Project Final EIR (WECS 20 FEIR) evaluating the potentially significant environmental impacts of the proposed eight-turbine project and approved the corresponding Conditional Use Permit and Variance applications. The potentially significant environmental impacts identified in the WECS 20 FEIR were reduced to a level considered less than significant through the adoption of mitigation measures that would avoid or substantially reduce impacts. No significant and unavoidable impacts were identified to occur in the WECS 20 FEIR. As of this date, the project described and analyzed in the WECS 20 FEIR has not been implemented. Project Location The approximately 160-acre Project site is bordered by undeveloped land to the north, south, and west, and Municipal Water District (MWD) facilities to the east. Downtown Desert Hot Springs is located approximately 6 miles east of the Project site, and the Interstate (I-) 10/State Route (SR-) 62 interchange is located approximately 2.2 miles to the south. Primary access to the Project site would continue to be provided via an existing private access off Windhaven Road. The Project site consists of the Assessor’s Parcel Number (APN) 667-160-001 (Figure 1). The Project site is not included on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5. Project Overview The Project would produce up to approximately 17 megawatts (MW) of wind energy and would consist of up to four new wind turbines with a range of approximately 2.0 MW to 4.2 MW in nameplate capacity per turbine. In addition to the new wind turbines, the Project includes the following primary components, which are described in detail in the following sub-sections: •Decommissioning of approximately 69 existing wind turbines and the appropriate ancillary equipment. •Construction of new underground collection lines starting at the southernmost new turbine, heading north, connecting to each of the other three new turbines. From this point, the collection will either continue underground in the center of the existing access road to the off-site substation (located on APN 516-030014) or it will connect to the existing overhead 12-kilovolt (kV) collection line system on site that continues to the off-site substation (located on APN 516-030-014). •Construction of temporary and permanent access roads between turbines, as well as improvements to existing private roadways to accommodate construction and delivery of equipment. •Construction of a temporary on-site laydown and parking area. •Installation of one new temporary and one new permanent meteorological tower, each up to approximately 309 feet tall. •Decommissioning of the new wind turbines at the end of their useful life. Project Impacts The Draft SEIR has been prepared to assess the potentially significant effects on the environment that could result from implementation of the Project. The Draft SEIR addresses the changes necessary to the previous WECS 20 FEIR so that the CEQA review for the Project adequately addressed the proposed Project modifications. It addresses the potential for new impacts not disclosed in the WECS 20 FEIR and increases in the severity of impacts disclosed in the WECS 20 FEIR as a result of the Project. The resource area topics analyzed in the Draft SEIR have been determined through preparation of a Section 15163 Study (Appendix A to the Draft SEIR) and the scoping process conducted by the City. As indicated in Draft SEIR, no new or more severe impacts would occur as a result of the Project with regard to all of the resource areas outlined in the WECS 20 FEIR. Implementation of the Project would not result in any impacts that cannot be mitigated to a less than significant level. Therefore, the Project would not result in significant and unavoidable environmental effects. This finding is consistent with that made in the WECS 20 FEIR, which determined that the previously proposed project would not result in significant and unavoidable environmental impacts. Public Review Period This Notice of Availability solicits comments and questions from responsible agencies, trustee agencies, federal, State and local agencies and the general public, on the analysis of the potential environmental impacts resulting from the Project. Trump Aide Kudlow Acknowledges U.S. Consumers Pay For Tariffs NBC PS News Staff White House economic adviser Larry Kudlow contradicted President Donald Trump on Sunday by acknowledging that U.S. consumers end up paying for the administration’s tariffs on Chinese goods. During an interview with “Fox News Sunday,” Kudlow, who is the director of the National Economic Council, was pressed by anchor Chris Wallace about Trump’s repeated, inaccurate claim that China itself pays for the tariffs. “It’s not China that pays tariffs,” Wallace said. “It’s the American importers, the American companies that pay what, in effect, is a tax increase and oftentimes passes

Both sides will pay in these things.” Later, Kudlow said China does not pay the tariffs, but “will suffer GDP losses and so forth with respect to a diminishing export market.” “Both sides will suffer on this,” he added. The interview came as another round of trade talks between the Trump administration and China ended last week without the two sides reaching a final agreement. On Friday, the administration raised tariffs on $200 billion in Chinese imports from 10 percent to 25 percent, prompting Beijing to say it
