The San Diego Zoo Introduced nine week old endangered Rhino By KMIR News Staff SAN DIEGO, Ca. -From the San Diego Zoo: A nine-week-old greater one-horned rhino calf and his mother charged into the Asian Plains exhibit Thursday at the San Diego Zoo Safari Park. The male calf, named Parvesh, seemed eager to explore his new habitat for the first time and could be seen running - and stumbling - to keep up with his mother. Parvesh, which means “lord
of celebration” in Hindi, was born on Feb. 25 to mother Alta and father Bophu. Alta gave birth to the calf in a protected area, called a boma, not accessible to other animals. The pair has been in the boma since the calf’s birth to properly bond before being let into the 40-acre exhibit to meet other members of the rhino family. Alta, the dominant female in the rhino herd, introduced her
baby boy to the landscape and then to the other greater onehorned rhinos, including her firstborn calf and Parvesh’s sister, 2½-year-old Charlees. Once widespread in Southeast Asia, the greater onehorned rhinoceros is now found only in India and Nepal. This species is listed as endangered by the International Union for Conservation of Nature. There are an estimated 3,250 greater one-horned rhinos
Family Wants Answers
After Teenage Son was Killed by Officers By Angela Monroe SALTON CITY -- A local family wants answers after their son was shot and killed by sheriff’s deputies near Salton City. 19-year-old Adrian Parra from Mecca died April 18th after being pulled over by police. The family emailed us asking us to investigate. The Imperial County Sheriff’s Department is releasing very little information on this officer involved shooting. It happened just before 6pm on Friday, April 18th.
We spoke with Adrian’s mother and the sheriff’s department, trying to uncover what led to the shooting. “Are you the parent of Adrian Parra, and I said yes, I’m the mother,” Maria Duenas told officers the night of April 18th. Maria Duenas buried her 19-year-old son, Adrian Parra, on April 25th. She says Adrian was an honor roll student and graduated from Coachella Valley High last year. “He had a dream to go to college and be someone, and
that day he was going to see a girl on a date to the movies,” said Maria. Adrian was pulled over by deputies on Highway 86 near Salton City In the course of that traffic stop, Adrian was shot and killed by deputies. Since then, Maria has been trying to find out why. “And I asked to see what happened to my son and they’re like we can’t give you information because it’s an Continues on Page 9
remaining in the wild. Parvesh is the 66th greater one-horned rhino born at the Safari Park since 1975, making the Safari Park the foremost breeding facility in the world for this species. Bringing species back from the brink of extinction is the goal of San Diego Zoo Global. As a leader in conservation, the work of San Diego Zoo Global includes onsite wildlife conservation efforts representing
both plants and animals at the San Diego Zoo, San Diego Zoo Safari Park, and the San Diego Zoo Institute for Conservation Research, as well as international field programs on six continents. The important conservation and science work of these entities is made possible by the San Diego Zoo Global Wildlife Conservancy and is supported in part by the Foundation of San Diego Zoo Global.

Story and Photos by Pat Krause The Coachella Valley Repertory Theater held another luminary luncheon with local celebrity Kaye Ballard on April 30th. The Theatre is located at the Atrium in Rancho Mirage on Hwy 111. These luminary luncheons give guests an opportunity to have a great lunch and be able to mingle with the star of the day. The luncheons consist of either entertainment by the celebrity or a Q & A with a moderator and a chance for the audience to ask questions of the star. Guests had many questions for Kaye Ballard and her moderator Don Martin. Kaye started in show business in Burlesque and progressed to vaudeville when the time came for her to sing there. Kaye sang with Spike Jones band and even played the tuba and the flute. Kaye is multi talented and hashad a huge career in movies and TV shows. Founding artistic director is Ron Celona. The CV Rep Theatre also provides plays during the year. Each year, they have a children’s outreach production geared to young people 10 to 18 with a live performance on topics that are relevant to that age group. The theater holds 86 people seated in this very intimate setting where the guests are close to the stage. Several exciting plays are scheduled for next year. Lucie Arnaz, Larry Luckinbill, Lorna Luft and other big names in show business will be a part of the new season of luminary luncheons at the CV Rep Theater. What’s next for Donald Sterling? By Kevin Powell Op/Ed A week after the firestorm hit, there is just as much uncertainty about what the future holds as there is regarding how this mess all came to light. The NBA has ruled that they will force Donald Sterling to sell the Clippers, per their bylaws. But this likely won’t be as easy as it might sound at first glance. Even though the bylaws do allow the NBA to force the sale of a franchise for various reasons, it doesn’t appear that Sterling directly violated any of these rules. Then there is also the issue of forcing a private citizen to sell his private assets. Think about this.

You own a local store and one of your employees is accused of discriminating against a particular group. Even though it’s a he said/ she said case, you lose the court battle. Could you ever imagine that a judge could order you to sell your private property for the actions of someone else? This could be a very slippery slope and a very dangerous precedent to set for all of us. Who sets the sales price? Would-be buyers would know of the forced sale and would likely underbid the true value of the business. Next, there are the tax consequences of these types of actions. The Clippers were purchased decades ago for a mere $10-$15 million dollars. Estimates put their value today in the $600 million neighborhood. The Milwaukee Bucks recently sold for $550 million. That’s a market just a fraction the size of Los Angeles and they don’t have the franchise players under

contract that add to the value of a team like the Clippers. What if Sterling agrees to sell the team but asks for a billion dollars? Who would ever pay that much above the current market value? And if a group came forward just to get rid of Sterling, wouldn’t he be unfairly rewarded by receiving such a large premium for the team? That brings us to the same conclusions as last week. It’s very difficult to legislate social issues. That’s why the only way to fight this type of prejudice starts in our own homes, in our businesses, churches, with our friends, etc. Society just can’t tolerate it. By Kelly g. Richardson, Esq. CCAl Dear Kelly: In our HOA an election was held recently. The ballots were not secret. The homeowners have reason to believe they were counted before the meeting, (they were counted again at the meeting by three hand-picked individuals). Immediately after the votes for each candidate were announced, members of the board nominated the president to be elected president again (even though the president was not the top vote getter). Then they proceeded to elect two other members and the person with the most votes (a newcomer to the board) was given the title “member at large”. The behavior does not seem ethical. Is it legal? G.S., Oceanside Dear G.S.: Election for directors must be by secret ballots, and the envelopes containing the ballots should not be opened until the scheduled time to count the votes. The envelopes should be opened by or under the supervision of the Inspector of Election. The Inspector of Election can be one or three persons, appointed by the board of directors in an open board meeting. If the Inspector was not appointed by the board before the counting of the votes,
then the members in attendance at the membership meeting to count the votes can vote to appoint 1 or 3 volunteers before the votes are counted. Normally, the membership elects directors, but the directors decide on who will be the board officers. Your association bylaws will indicate how officers are selected, and most bylaws leave selection of officers to the discretion of the directors. A common mistake of boards is appointing officers or the Inspector of Elections in a closed (“executive session”) meeting – this must occur in open session. Hope this is helpful, Kelly
Dear Kelly: What is the procedure for a HOA board to increase the monthly assessment of resident members of the HOA?? D.F., Newport Beach Dear Mr. Richardson, I read your column every week. I’d like to know the maximum percent that home associations can impose an

increase in assessments per year. Currently, the assessment has been increased by 15%. I think that is too much! Thank you for your time. K. V., Westminster Dear K.V. and D.F.: Under Civil Code 5605(b), a board may increase regular assessments by up to 20% each year, provided it has timely issued the required “Annual Budget Report” items (listed in Civil 5605(a)) at least 30 days before the start of the fiscal year. A board also may impose a “special assessment” (meaning a one-time extra payment by all of the members) of up to 5% of the annual budgeted gross expenses of the association. Any increase more than 20% or special assessment more than 5% must be submitted to a vote of the membership. The board can also impose “emergency assessments”, which are defined in Civil 5610 – check that definition before declaring an “emergency”.
Under Civil 5600(b), an association can only assess for actually anticipated expenses. Major assessment increases, special assessments, and especially emergency assessments, should be thoroughly explained to the membership. You don’t like to receive unexpected bills – and neither do your neighbors. Assessment increases should be discussed and passed only in an open board meeting. Also an increase in assessments is not effective until the board has given at least 30 days written notification to the members, per Civil Code 5615. Thanks for your questions, Kelly Kelly G. Smart Women Finish Rich
By Janice gough Historically women earn less in their lifetimes live longer and invest 60 per cent less than men. Adversely, 90 percent of women will be responsible for their finances at some point in their lives. These are the reasons that women should educate themselves early in their lives about financial products, so that they may take control of their futures. Failure to plan is a formula for planning to fail. Years ago, few women were involved in the investing for their families’ future; however, as they entered the work force, and more women became single parents, the responsibility of investing for the future, shifted to their shoulders. By understanding the basic principles of investing and understanding the various products, women are beginning to make better investors than men. Women are generally more conservative and take fewer risks than men. Smart women are not impressed with the Wall Street image of wearing designer suits; they are more interested on how that person will take time to understand their objectives and assist in educating them on their investment choices. They also realize how saving money on taxes provides more money for saving. Women join investment clubs to learn the May 7, 2014
skills of investing. Some do it yourselfers have time to keep close tabs on their money. However, work may take away the time needed to do it successfully. Smart women will hire an advisor, rather than go it alone. Some basic formulas help to keep your income pie chart in perspective. A person should spend one-third or less of their income for rent or mortgage. Generally, 2035 per cent will go to taxes, 10 percent to insurance, 20 percent to other necessities, leaving 5-10 percent to invest. By using electronic accounting, it is easy to see if your pie chart is proportionately managed to allow a percentage left over to invest. Creating the behavior of saving 5-10 percent early in one’s life is the most rewarding
behavior you can give yourself. If you do not have immediate use of money, you will most likely not spend it. Thus contributing through payroll deduction makes it simple to develop a saving’s discipline. Twenty-five percent of women have no retirement or other savings. It is time to turn this around. The more you have saved by later in life, helps to bring peace to your life to enjoy the golden years. Experiment in Becoming Successful
By Art Kunkin Mr. life Extension In my long life as a journalist and writer, I have interviewed and socialized with an impressive number of successful people. I have known great actors and actresses, famous writers, brilliant professors and other “cultural creatives in many areas of life. I am even on a first name basis with a man that Forbes Magazine considers one of the hundred richest people on earth right now. He has a personal fortune of over 700 million dollars in the bank plus ownership of dozens of important companies. I met D.F. when he was a teenager distributing newspapers similar to the Free Press that I owned at the time. However, some of the wealthiest people I have known are not famous and known to the world. Their “wealth is in more than just dollars. In other words, and without boasting, I can say that I have known and studied success to a great extent. I can say from personal knowledge that
successful people have been able to create their extraordinary lives mainly because they have had extraordinary teachers, mentors or coaches. Actually I have learned that even the seemingly magical “luck experienced by successful people comes from factors associated with specific friendly spiritual influences coming from actual persons. How to achieve that “luck is a discussion I plan to have during this experiment. My conclusion is: if a person wants to become wealthy (and real wealth and true success involves much more than just dollars), that person should look around and get a Coach, someone competent enough to be a guide to an improved life. Finding such a coach is not impossible. Everything that humans have created started from new human thoughts that over time turned into the world of man-made objects all around us. An adequate Coach is simply a person who can positively affect your subconscious mind and, starting there, introduce

new thoughts that will lead to your success. I propose an experiment. Now that I have just had my 86th birthday, I am looking around for a new career. I have already have had one successful career as the founder of the Los Angeles Free Press. Now I am thinking of a new Free Press, a second Free Press, a Freep that will teach people how to use modern science to live longer and better, using the new technology of the computer age to do so. Specifically, until you find for yourself another human being who has the time and desire to be your Personal Coach, I see the new Free Press acting as your Coach. How would that work? In my mind I see daily emails flowing directly from my keyboard right to your computer inbox, providing you with short sentences teaching you life extension, reminding you that all you have to do to attain greater success is to develop new habits, new things you could do with your life. that in many ways your life is already successful; It is not my place as a Coach to judge or criticize your present life in any way). Are you “upâ€? to this experiment? Can you agree that you will find the time to read one brief email a day that will gently suggest you do something different that day, maybe as little as five minutes of difference for greatly improving your life. There’s nothing in this forcing you to take even one new action that is suggested. You retain your 100 percent right to choose what you do. All that you are agreeing to in this experiment is listening to some new Coaching thoughts. If one new behavior results from these new thoughts, great. I think you will benefit from this. However, your agreement is simply to receiving the Coaching Email, not to act on it. Let’s concretize this proposed experiment. First, let me address those readers of this newspaper who have computers. I suggest that you go to your keyboard and send me an email at the address here: artkunkin@ LifeExtensionFreePress.com. Write a subject line that simply says: I AGREE TO READ YOUR DAILY EMAIL. You can leave the message box blank or simply say “Testâ€? or write me anything you want me to know about you. And in a few days I will start sending you a short daily email. You can unsubscribe at any time by sending me an email saying “unsubscribe meâ€? without obligation. This is a free Coaching Experiment. No money is involved. No promises. If you don’t have a computer but want to be part of this Coaching Experiment, just phone me at 1-760-3698921. Leave a message giving your name and telephone number so I can get back to you. No money. No obligation. All that will happen is that you get the possibility of greater success when we work out the technicalities of my not being able to send you a Daily Email right now. weekend is just about everything Elvis. 47 years after Elvis and wife Priscilla honeymooned here in Palm Springs, the house they lived in for close to a year can still be enjoyed by Elvis fans from across the country including Presley’s “Kissin’ Cousins” costar actress Cynthia Pepper. “Well, it’s like a family. it’s
like a large family in the world. I went to Denmark and Australia for places to do Elvis festivals and it means a lot to me to be around people who have the same likes. Elvis is the main person we’re here for,” said Cynthia Pepper. The house is left in virtually the same condition that the Presley’s left it in more then fifty years ago.
Tours are given from a Priscilla look-a-like and fans can enjoy live entertainment from Elvis tribute artists like singer Rob Ely. “The fans are absolutely fantastic. It’s like stepping into another zone because it’s and Elvis world and when you step into it you feel a different sense of spirituality to Elvis and all the fans that really care about him and just keeping his memory alive through the music, the presence, this house, and it’s just a fantastic opportunity,” said Rob Ely. Fans, including Cynthia, say that being in the house helps them feel closer to the king. “The first time I was here I really felt his presence and almost

‘Her’—A Look At Love In The Future
Writer/director Spike Jonze’s “Her,“ set in the not too distant future, is a very unusual love story. In fact, the concept for this film was so unique it earned Jonze an Academy Award for Best Original Screenplay which was quite an honor since “Her” was in competition with “American Hustle” (Warren Singer and David O. Russell), “Blue Jasmine” (Woody Allen),Dallas Buyers Club” (Craig Borten and Melisa Wallack) and “Nebraska” (Bob Nelson). “Her” was also nominated for Best Picture, Music (Original Score and Original Song) and Production Design. Set in Los Angeles, has a sleek, vivid, fresh look created by fusing contemporary Los Angeles architecture and landscapes with buildings and skylines from Shanghai. Stylish malls, open work spaces with shiny wooden floors and kaleidoscopic wall panels and apartments with panoramic views of Los Angeles as seen from balconies or large glass windows that surround each unit, create a feeling of serene space as well as a sense of personal loneliness and isolation.
Joaquin Phoenix (“The Master,“ “Walk the Line” and “Gladiator”) plays Theodore, a sensitive, soulful man who writes personal, heartfelt letters for others. He is outstanding at what he does for a living, but his relationship with his wife (Rooney Mara, “The Girl With the Dragon
Tattoo” ) has come to an end. He knows it’s over, but he isn’t ready to sign their divorce papers just yet. It is too painful for him to say good-bye. However, when Theodore becomes intrigued by an advanced operating system that promises to be an intuitive and unique entity in its owner’s
life, things change. Once he initiates the system, he is delighted to meet “Samantha” (Scarlet Johansson), a bright female voice that is sensitive, insightful and funny. She is a voice without a body, but soon their evolving friendship develops into a deep love for one another. At this point, I began to feel a little crept out since I have a love-hate affair with my personal computer. While this love relationship seems more sci-fi than sensual, this unusual device opens up our minds as we, and Theodore, start to think deeply about what makes any relationship work—or not. Eventually, all relationships change, evolve or dissolve. Even true love ends when a beloved partner dies. Amy Adams, who seems to be everywhere (“Best Actress nominee in ‘American Hustle’), is also an important part of this futuristic tale about love and loss. The Blu-ray Combo Pack contains the following special features: “The Untitled Rick Howard Project,” “How Do You Share Your Life with Somebody” and “Her: Love in the Modern Age.” The latter featurette is also on the DVD. “Her” arrives on Blu-ray Combo Pack, DVD and Digital
HD on May 13 from Warner Bros. Home Entertainments and is rated R for language, sexual content and brief graphic nudity.
••••••••••••••••••••••• “Grand Piano,” starring Elijah Wood and John Cusack, debuts on Blu-ray and DVD on May 20. In this taut 90-minute thriller, gifted concert pianist Tom Selznick (Elijah Wood) is making a long-awaited comeback. It considered the most talented keyboard virtuoso of his generation, he stopped playing for years after a catastrophic performance. Finally, he has overcome his paralyzing stage fright and is about to perform for an eager audience in a packed Chicago concert hall. As he sits down at the keyboard, Selznick finds a horrifying message written on the score: “Play one wrong note and you die.” In the sights of an anonymous sniper (John Cusack) he must give the most difficult performance of life, while looking for help without being detected. Bonus features include: The Making of “Grand Piano,” Soundtrack, Coaches, Stunts and Visual Effects and much more. The film, from Magnolia Home Entertainment, is rated R.

The Imperial County Sheriff’s Department won’t reveal if the shooting was captured on a camera in the officer’s vehicle. They did tell us two officers were put on administrative leave, but have since returned to work. We asked why Adrian was pulled over, they would only tell us that it was for vehicle code violations. Officers also refuse to tell us what led to the shooting, but
said the investigation should be finished in about two weeks. “They were asking me a lot of questions, more about him, his background about questioning about him, and I’m like that’s irrelevant, I want to know what happened that day,” said Maria. So clearly more questions than answers in this investigation. The Imperial County Sheriff’s Department says once their investigation is complete it will be forwarded to the district attorney’s office. accounting position. So, we also help guide people to a job that fits their resume and background,” said Captain Evans. The sheriff’s department will have more job fairs in the coming months. Courtesy of KMIR www.kmir.com

Mark Taper Forum Stages One-Man Musical
By Jack lyons – A Special for the desert Star Weekly When a playwright or a performer wishes to pay tribute to an iconic personality or a celebrity there are bound to be inherent challenges in trying to render that individual as a human being; complete with all the baggage, foibles, and short comings we humans all possess. Politics aside, one cannot deny the sheer talent and personality of Paul Robeson. He was a lawyer, a professional athlete, a social activist, albeit one of some controversy. But he was a wonderfully gifted Basso singer, and actor with a deep, rich, vocal range, who gave powerful performances, both on the stage and in the movies. Robeson was a tall, handsome man with a keen intellect who was much in demand as a public speaker. He graduated from Rutgers University as class valedictorian, and a member of Phi Beta Kappa, who was also an African American in a time when our society felt no black Americans were equal to whites. Unfortunately, there are some who still harbor such feelings today. The challenge of bringing the story of this complicated, but
talented individual to the stage of the Mark Taper Forum, falls to playwright, actor, singer, director Daniel Beaty, who by the way is more than equal to the challenge. Beaty, is a seasoned, awardwinning actor, singer, playwright, motivational speaker, and the author the critically acclaimed plays: “Through the Night”, “Emergency”, “Mr. Joy”, and “The Tallest Tree in the Forest”. Under the watchful eye of Tony and Emmy nominated director and playwright Moises Kaufman, Beaty displays his virtuosity in being able to play two and three characters at the same time in the same scene. It’s astonishing to watch him portray Robeson’s wife Essie, and others simultaneously, by altering his voice. And, what a voice he has! Like Robeson, Beaty has a deep, rich voice, and the talent to go along with it when it comes to the acting. Yet, when speaking as Essie, his voice rises a full octave, only to instantly switch back when he answers her as Robeson. In its execution, it’s a tour de force performance. He deserved the standing ovation he received from the theatrically savvy Mark Taper Forum audience. A great deal of the credit for
the success of this solo show must also go to the creative team led by director Moises Kaufman. Under the excellent musical direction, incidental music and arrangements, of Kenny J. Seymour, the fifteen songs selected to represent Robeson’s most famous roles are spot-on. “Old Man River” which is synonymous with Robeson is reprised twice. The two level stage area is a visually interesting set design by Derek McLane (the background and walls represent a forest of tall trees) while the interior of the Robeson home has a warm look and feel. David Lander nicely provides many dramatic lighting touches to go with his overall solid lighting design. Also, the production is enriched by the projection designs of John Narun, who smartly captures the mood of the country at a time when the McCarthy House Un-American Activities Committee was in full sway. Also, the creative sound design of Lindsay Jones, adds to the verisimilitude of this splendid production. “The Tallest Tree in the Forest” is an impressive and worthwhile evening spent in the theatre. The production runs through May 25, 2014.

fine is Frederick, Jaglom’s leading lady for the 6th time in film and now his wife. Her comic and dramatic timings meld seamlessly in a triumphant performance. “The M Word” is ultimately a wonderfully observant and inspired comedy. (*** ½) out of 4 stars Rating: R Running Time 110 Minutes

District Attorney Re-enters Debate Last Minute By Angela Monroe RIVERSIDE -- There was another twist in the race for Riverside County District Attorney. At the last minute, District Attorney Paul Zellerbach changed his mind, and decided he would debate his challenger, Mike Hestrin. This after Zellerbach had backed out of the debate in the face of the campaign sign tampering allegations.. The debate did take place Friday afternoon in Riverside, but video cameras weren’t allowed inside the event at the Riverside County Bar Association, but KMIR has obtained video from inside. It was a last minute decision to re-enter the debate. “I felt that it was the right thing to do, and a lot of my friends and supporters were here in the Bar Association so I decided to participate,” said Zellerbach. “I heard about two hours before we did this that it was back on, but as I’ve said I’m ready to debate and discuss these issues with Mr. Zellerbach anytime, anyplace,” said Hestrin. This debate comes a week after controversy erupted over
campaign signs. Grainy video allegedly shows a DA staff member tampering with a sign belonging to challenger Mike Hestrin. We asked both District Attorney Paul Zellerbach, and opponent Mike Hestrin about the issue. “I’m not all that concerned about the signs to be honest, I’m much more concerned about the fact that the sitting DA thinks its okay to use a county car and essentially commit a crime and do things on county time when we’re prosecuting people for doing the same thing,” said Hestrin. “It was a silly mistake on my part and I’ve paid back the county for the use of the county car on that day, but I think we need to focus on the real issues the real things that relate to leadership, the programs, the things that I’ve accomplished during the past 36 years both as a prosecutor and as a judge,” said Zellerbach. During the debate the topics included prison and jail realignment, death penalty cases and programs to prevent crime. We also asked both candidates to tell Coachella Valley residents why they should
vote for them. “I was born in the Coachella Valley, my father was a Palm Springs police officer... My mother’s family came from Mexico and worked in the fields of the Coachella Valley, something I’m proud of and that those roots and I’m here running for district attorney because of the hard work and efforts that my family made in coming to this country so I’m the right candidate
because I have fresh ideas and we need a new era of leadership in the District Attorney’s office,” said Hestrin. “I’ve expanded a lot of our juvenile justice programs out in the Coachella Valley, including our project safe neighborhood program, our youth accountability teams, they never existed out there before, our youth court which we just opened up in the Palm Springs
courthouse, and we’re going to be expanding that into Indio and the city of Palm Springs as well, we also have the family justice center which I opened two and a half years ago in the DA’s office,” said Zellerbach. There are about four weeks left until residents go to the polls on June 3rd.
By Wesley Rossenrode PALM DESERT, Ca.-A young girl here in the valley is battling one of the most aggressive forms of child cancers. Her family is struggling to take care of her and maintain their home and is asking for help. Five year old Desirae Cechin from Palm Desert has been diagnosed with Stage 4 Neuroblastoma. This type of cancer starts in the very early forms of nerve cells in a fetus. It most often occurs in infants and young children. Nerve cells are part of the nervous system, which is essential for thinking, sensation,

On Feb. 12, the operators of a 12-unit winter lodge on Club View Drive went into an apartment to haul away a mattress and encountered Dorner hiding out there. Both were bound and gagged at gunpoint, after which Dorner stole their Nissan Rogue SUV. Minutes later, he carjacked the owner of a pickup truck near the Tahquitz Boy Scout Camp, triggering a massive convergence of law enforcement officers to the area, according to the report. San Bernardino County sheriff’s deputies pursued Dorner down Seven Oaks Road, to a line of cabins. The ex-cop opened fire on the lawmen as they drew close to one residence. Deputy Jeremiah MacKay was killed, while his partner, Deputy Alex Collins, was wounded. ``The San Bernardino Police Department was the only agency requested to assist ... yet hundreds of units from numerous agencies started steering up ...toward the shooting scene,’’ according to the narrative. Ten minutes into the gunfight, Dorner shot himself, and the cabin where he had holed up burned to the ground. According to the Police Foundation, the Dorner case ``provides an illuminating’’ example of how ``command and control’’ can suffer during multijurisdictional incidents. The authors noted that at one point, there were three different command posts humming with activity -- in Irvine, Los Angeles and Big Bear. ``Throughout the events, agency assumptions about each other tended toward the negative,’’ with each following different protocols, the report states. The authors emphasized the need for across-the-board
improvements, from ensuring a unified command structure to ending petty jurisdictional disputes so that future regionwide law enforcement operations are not hamstrung. Recommendations include the need: • for disparate law enforcement agencies to ``develop relationships’’ in advance for the sake of ``emergency coordination and response’’; • to create ``virtual command centers’’ to help provide structure for dispersed personnel; • to reinforce ``chain-ofcommand’’ and for supervisors to better control officers in the field, reining them in when necessary; • to ensure communication links during a region-wide crisis are unbroken, giving agencies ``inter-operable’’ communication technology; • to establish a ``joint operational strategy’’ early to prevent confusion and provide clear management of resources; and • to ``build trust before major events’’ to lessen competitiveness and improve ``mutual respect between personnel within and across agencies.’’ ``In some ways, Dorner was an anomaly -- a well-armed attacker who knew police tactics,’’ the authors concluded. ``But police chiefs and county sheriffs ... agree that a small force of knowledgeable terrorists bent on creating havoc could easily replicate such attacks. While the attacks were portrayed as only being directed toward police, the disruption they caused put an entire region at risk.’’
Dorner Created Havoc, Law Enforcement not Prepared
By KMIR News Staff RIVERSIDE, Ca. - An exLAPD officer who went on a killing rampage in Southern California that left a Riverside cop and three others dead created ``havoc’’ for which law enforcement agencies were unprepared, leading to communication gaps and other operational flaws that highlight the need for reforms, according to a report released today. In a 102-page assessment of the February 2013 response to the actions of 33-year-old Christopher Jordan Dorner, the nonprofit Police Foundation found that while investigators were able to determine relatively quickly that Dorner was their man, coordinating the search for him and executing plans once he was boxed in proved problematic. The report’s narrative begins with the slayings of www.desertstarweekly.com
Keith Lawrence and Monica Quan, who were shot as they sat in Lawrence’s SUV outside an Irvine condominium complex on the night of Feb. 3, 2013. The couple were targeted as a result of Quan’s father’s involvement in Dorner’s termination from the police force. According to the narrative, the Irvine Police Department was baffled by the ``gang-style hit’’ and found itself immersed in a ``real whodunit’’ offering few clues until a National City police officer in San Diego County provided key information on the suspect’s possible identity after finding body armor, a helmet and other items belonging to Dorner in a dumpster. When an LAPD sergeant who had worked with Dorner and testified during the Board of Rights hearing that culminated in his termination in 2009 for lying learned that her name and address had been found among the items, the investigation
rapidly picked up steam, according to the report. On Feb. 6, Dorner’s Facebook ``manifesto’’ was discovered, containing his diatribe against a supposed conspiracy against him. Dorner referred to ``high-value targets’’ that he intended to eliminate. A total of 77 people and their families were identified as at risk in Los Angeles, Orange and Riverside counties. Irvine police announced the Dorner manhunt on the night of Feb. 6. At 1:23 a.m. on Feb. 7, he attacked two Los Angeles police officers dispatched to a Corona home on protective detail. Less than 10 minutes after the assault, Dorner opened fire on a Riverside police car stopped at the intersection of Arlington and Magnolia avenues. Riverside police Officer Michael Crain was killed, and Officer Andrew Tachias was severely wounded. The report notes that the Corona Police Department had only just relayed information on the attack on the two LAPD officers a minute before Crain and Tachias came under fire. According to the Police Foundation, a ``rumor mill of (Dorner) sightings’’ exploded after the shootings, making it difficult for law enforcement agencies ``hundreds of miles’’ apart to keep up. One false report culminated in LAPD officers opening fire on a pickup truck similar to the one Dorner was driving. It was occupied by two women on a newspaper route, neither of whom suffered lifethreatening injuries. After his burned-out vehicle was discovered near Big Bear, the search for Dorner focused on the mountains of San Bernardino County. A heavy snowstorm moved into the area, complicating the manhunt. s p o rt s La Quinta Preps For Showdown With Palm Desert BaseBall Roundup By daniel maRinelli
La Quinta – By completing a two-game sweep of the Cathedral City Lions (3-5 in DVL, 9-9 Overall) on Friday, the La Quinta Blackhawks (17-9 in DVL, 8-2 Overall) have set themselves up for a DVL title showdown in two weeks. Freshman ace pitcher Jeremiah Estrada – who’s also the DVL leader in strikeouts and ERA – led the home-team Blackhawks with a two-hit, one-run, complete game shutout of the Lions. In addition to his five strikeouts, except for giving up a walk in the seventh inning, Estrada had four consecutive one-two-three innings after the third frame. “I didn’t know much about him before he got here,” Blackhawks head coach Brent Conley said. “I knew that he had a power arm. I was very surprised to see the composure that he possesses as a 14 year-old kid, usually you don’t get that type of composure out of a young kid.” Estrada was not the only pitcher who was composed on the bump; senior Sabino Ramirez threw a stellar game for the Lions,
too. While mimicking Estrada’s complete game effort, Ramirez struck out six, and despite eventually losing 4-1, just gave up one earned run. Ramirez would have kept the game tied but for the Lions’ inability to make plays. Ramirez only gave up five hits, but the Lions had five errors to match. After already allowing an unearned Blackhawks run in the first inning, in the bottom half of the 3rd inning, with two runners on, Ramirez threw Justin Cooney’s bunt into right field, allowing the two runs to score. Angel Palomares followed the error with a single, driving in the 3rd run of the inning, and the Blackhawks fourth run of the game. “Sabino’s a really good pitcher,” Coach Conley said. “What I preach to those guys is you got to put the ball in play. You got to get good pitches to hit, and try to hit them hard. We didn’t chase too many things out of the strike zone. A couple at-bats we did, but that’s going to happen.” With a bye week this week,
Blackhawks pitcher Jeremiah Estrada tries to close out the win in the seventh. (photo by Dan Marinelli) two games left in the season, and down only two games in the DVL, the Blackhawks have plenty of time to prepare for their rival – the dynastic Aztecs. Palm Desert, however, will be playing

a two-game series with the Palm Springs Indians during the Blackhawks’ break. We’ll play some (scrimmages); we’ll keep working, Coach Conley said. “We’ll work on our defense because Palm Desert’s a very good offensive team. Anything that will come up in a game, will be covered in the next Monday through Friday, so five days – we’ll get after it. “ The Aztecs’ offense is good. The last four games, Palm Desert has averaged 11.75 runs a game. The less productive La Quinta offense only scored 5.25 runs in its last four games. The Blackhawks are going to have to play flawless defense and have outstanding pitching performances in both games to finish the season with the unlikely sweep. When the Aztecs meet the Blackhawks next Tuesday, the Aztecs will be playing for their sixth consecutive DVL championship. La Quinta will be playing for a share of the DVL title, and its first
championship in over nine years. The Blackhawks and Aztecs are both trying to extend their seven and eight-game winning streaks, respectively. If La Quinta loses the first game, Palm Desert will be crowned the champion, once again. If La Quinta loses both games to Palm Desert, and Indio wins its final four games, Indio will overtake La Quinta for second place in the DVL. “They’re undefeated; they’re a great team,” Coach Conley said. “In order to do the kinds of things we want to do, we’re going to have to beat them twice – which I think we’re capable of – I think we have a excellent core and a good team.” The decisive La Quinta – Palm Desert series starts at La Quinta High School Tuesday, May 13. La Quinta travels to Palm Desert Friday, May 16 to finish off the regular season. Both games start at 6:30 pm.

Animal Control Canvasing and Citations By Kitty Alvarado INDIO - KMIR received many emails and phone calls asking us to look into aggressive tactics by Riverside County Animal Control Services. Some people claim the high fees to spay, neuter, vaccinate and register their pets on top of the fines that they’re being given by RCACS are forcing them to give up their pets, others claim officers are going onto their property without permission and some say after they comply officers often come back saying they will conduct a home search for more pets. John Welsh, a spokesperson with RCACS says the agency’s
goal is not to separate people from their pets and their just trying to help people abide by state law. He says the fees are warnings and pet owners are given ample time to comply. He also says if people miss the compliance date, people are often rewarded with reduced fees if they alter their pets and are often pardoned all together. Welsh is adamant that officers never violate Fourth Amendment rights by going onto people’s property without permission. Courtesy of KMIR www.kmir.com
Pipe Bomb Suspect Pleads Guilty
By KMIR News Staff RIVERSIDE, Ca. - A parolee indicted for planting pipe bombs near his ex-girlfriend’s Palm Springs home pleaded guilty to a felony today. Edward Allen Costa, 49, was indicted in federal court
in September on six counts of possessing unregistered destructive devices in the discovery of some homemade bombs in early May 2012. He pleaded guilty to one of those counts and faces up to 10 years in federal prison.
Sentencing is scheduled for July 14 at the federal courthouse in Riverside, according to the U.S. Attorney’s Office. Costa, who lived in Desert Hot Springs, pleaded guilty in 2012 to being a felon in possession of a firearm and was
sentenced to a year in prison in that case. In August 2013, he left a halfway house in Rubidoux, where he was finishing his sentence, and was arrested in November by the Banning police and the FBI. The first pipe bomb was found May 8, 2012, with four more discovered May 10 and another on May 12, most of them in the vicinity of North Indian Canyon and San Rafael drives, according to Palm Springs police. Explosives charges were filed against Costa in June 2012, but were dropped for lack of evidence. FBI and Bureau of Alcohol, Tobacco, Firearms and Explosives agents continued to investigate the case, and Costa was indicted while a fugitive last year. BATFE Agent Adam Rudolph testified during a June 2012 detention hearing for Costa that while searching the convicted felon’s residence, federal agents discovered four marijuana plants, a flare gun, about 30 12-gauge shotgun shells, gunpowder and a metal endcap. Costa also had some methamphetamine in his pocket,
Rudolph alleged. The agent testified some of the material was similar to that used in the pipe bombs. A Palm Springs woman told police Costa -- her daughter’s exboyfriend -- ``was manufacturing the devices because she had seen PVC piping at his residence on numerous occasions,’’ according to an arrest warrant affidavit filed by Clinton Kehr, a BATFE agent. When authorities went to Costa’s house on Pomelo Drive on May 11, 2012, they saw blue pipe glue near the front door, according to Kehr. Costa told authorities that he worked for a construction company, laying pipe and doing plumbing work, explaining why the items were at the house, according to court papers. The gun charge Costa pleaded guilty to in 2012 stemmed from a .357 Magnum revolver and 105 rounds of shotgun and pistol ammunition being seized at Costa’s Desert Hot Springs property. 15 Freeway Closed in Hesperia Due to Overpass Fire By KMIR News Staff All three lanes of Interstate 15 in Hesperia were closed in both directions Monday after a construction worker’s blowtorch caught the overpass bridge’s wooden supports on fire. The freeway is Southern California’s main connector to Las Vegas and has been closed since 1:30 p.m. because of falling debris. San Bernardino County Fire Capt. Josh Wilkins says the fire was ruled accidental and one worker suffered from smoke inhalation.

Wilkins says there’s great concern that the wooden skeleton of the football-fieldsized bridge will collapse. He says a third of it has burned and Caltrans engineers are monitoring its status. There are 55 firefighters battling the flames that are being fanned by 20 to 35 mph wind gusts. Firefighters have limited access to water with the nearest hydrant half a mile away. By desert Star Staff It can be all too easy to resort to television and other passive entertainment when you’re looking to fill a long afternoon with the kids. But
encouraging your kids to use their imaginations is a much better use of their time. Whether you’re playing with the little ones, or letting them do their own thing, here are some

googly eyes, pipe cleaners, sparkles, glue and yarn can turn some regular old socks into an entire cast of characters. You can even let the kids design the stage. Then have them write a script and rehearse. Finally, get the video recorder because it’s show time! Talent Show A talent show is a great way to showcase everyone’s unique abilities. Give everyone five to 10 minutes to dance, sing, twirl a baton, perform comedy or whatever else he or she does best. You can make the event even more special by inviting your children’s friends over to

participate and their parents to be part of the audience. Set up the backyard or living room like it’s a real theater. Creative Toys Stock the play room with toys that go above and beyond merely entertaining kids. They should encourage adventure and the use of one’s imagination. For example, PLAYMOBIL’s realistic playsets (www.playmobil.us) spark creativity and can transport kids anywhere -- from a knight’s tournament to a pirate ship to a princess island to a pony pasture. This year, there are opportunities for kids to get even more imaginative. In celebration of the company’s 40th anniversary, the brand has dispatched its “Tim the Traveler” figure to embark on sightseeing adventures all over the world, by sending him to be hosted by members of its worldwide PLAYMOBIL Collectors Club. This special program engages children and collectors of all generations as they host Tim, showing him around their hometowns and photographing him as he discovers exciting sights. To follow Tim on his “PLAYMOBIL Around the World” tour, visit 40.playmobil.com. To learn about the PLAYMOBIL Collectors Club, visit www.PCC. pm. Start a “Band” Make an afternoon project of creating instruments with stuff found around the house, such as guitars made out of empty cereal boxes and rubber bands, and maracas made out of dried beans and cans. Kids can “cover” their favorite songs or even write their own. With a little creativity, and the right toys and supplies, you can avoid letting play time be down time for your children’s minds.
