Gay Pride Parade Costumed man in the parade. Photo by Pat Krause Story and Photos by Pat Krause The Annual Gay Pride Parade was huge going down Palm Canyon Drive. Families and pets spent the morning watching this fun parade. There were a lot of walkers in the parade this year, more I think than before. It seems that

this is now more of a significant topic than it has been in past years except for the year that gay marriage was a big issue. Thousands lined the streets to see this colorful and exciting parade. This is not a awards parade, just people taking part to expand the awareness of

the LGBTQ trends of today. The parade started with the usual Policemen on motorcycles. Then came a lot of cars with the Jessup ads on them. Of course, the motorcyclists came next with flags and banners flying. Some rode two on a bike. A parade

KMIR Daytona Everett With the end of daylightsaving time this Sunday, Californians have joined the rest of the country by setting back their clocks an hour, allowing for an extra hour of sleep. Voters get a say on whether or not they want to opt out of that yearly tradition through Proposition 7 which would make daylight saving time permanent. “We woke up Sunday and realized it was a time change,” Albert Vonn Allen, a registered voter said. If passed, the legislation would make daylight saving time year-round, permanently shifting that hour of daylight to the evening. The state

legislature could change daylight saving time with a 2/3 vote but only if the Federal government allows it. “It’s the United States, we should all be together,” Ann Brown, another registered voter said about daylight saving time. Those in favor believe the law would take away that pesky task of changing your clock twice a year, as well as offer more sunlight. Some statistics show that improves the economy and reduces car crashes, robberies and childhood obesity. “It’s confusing, I really feel better when it’s not daylight saving, it truly does mess up my clock,” Brown said. Those against it argue

the state “doesn’t have time” to waste deliberating on a decision that would still need permission from Washington. “Initially it started as good cause you know for the farmers but, I don’t know, now it’s just a matter of convenience,” Allen said. Not to mention the hassle and costs to businesses that operate in other states. For now, the legislation first introduced in the U.S. during WWI to help conserve resources will carry on until Tuesday. Opponents of Prop 7 said even if it was passed, it would likely stall at the Capitol. Other legislation to change DST has typically been struck down. Source KMIR

would not be a parade without horses and riders. The Palm Springs dignitaries were in full force along with the Policemen, firefighters, and Palm Springs Staff as a big group in the first part of the parade. Local politicians also made the parade scene.

Photo by Pat Krause Story and Photos by Pat Krause The 2nd annual Cancer Partners Passions Ball was held on Saturday, November 3rd at the Westin Mission Resort and Spa. Around 450 people arrived at a cocktail hour where guests could get refreshments in the lobby area or outside on the patio where DJ BAZ performed great music to start the night. A big Gala to begin the Season of generous funding for important causes. Cancer Partners “Supporting The Journey” held the Evening of Heart and Soul with Awards to deserving people in the Desert. Paul Golden, Board of Directors, told of the vital work Cancer Partners does in

the fight against Cancer and the help it provides to those who have cancer and their families. There are support groups for Children who have lost a loved one to cancer with partnerships in Hospitals, Schools and the Community. He asked for a standing ovation for those that have been big supporters of Cancer Partners and of those who helped fund the Ball. He gave a big thank you to founders of the Gilda’s Club and Paul Goldstin, event coordinator. Their Research has found several ways to fight all kinds of cancers that have saved countless lives. Then dinner was served before the next awards were given. A video was shown with cancer patients telling how they have benefitted from the support of Cancer Partners in the Valley. The vast silent auction closed and a live auction was held asking for monetary donations to support the programs of Cancer Partners. $10,000 helps 500 kids with emotional support with grief counseling, $5,000 helps

Families came and saved spots early to get the best view. Young and old alike watched the parade, and many were actually in the parade, even people in wheelchairs took

part in the parade as it was necessary to them. Some dressed up for the occasion too including dogs and kids. So many things were added to this weekend of Pride. Picnics, entertainment, food vendors and so much more. The pride weekend keeps getting bigger and better. People come from all over the U.S. to see this parade. www.desertstarweekly.com

Health Savings Account Plans Reduce Costs

By Janice Gough During Open Enrollment for Health plans, one may be looking at the rate increases and think about switching to an HSA plan. These are the High deductible plans, which are qualified for Health savings accounts (HSAs). They provide a powerful tax savings tool for those looking to reduce current taxable income while also potentially building a sizable nest egg for postretirement health-related expenses. It is time to review the power of the HSA plans as you may find that managing small claims while cutting the monthly

payment could be hugely beneficial. After all, the Essential benefits (Preventative and Wellness exams) are covered without having to meet the deductible. If you are a healthy person and primarily use your insurance for check-ups, it is an excellent option to consider. Unlike typical retirement savings vehicles, HSAs provide three key benefits: pre-tax contributions, tax-free earnings, and tax-free withdrawals. Because of this, eligible clients are understandably eager to maximize their annual HSA contributions. It is essential to select a savings vehicle which offers a good potential return. There are ways one can maximize the tax moratorium. For clients with adult children covered by a family health plan, they have an opportunity to supersize the contribution. All clients are eligible to contribute to an HSA if they are covered by a high deductible health plan (HDHP) and are not enrolled in Medicare or additional health coverage, in addition to the HDHP, (such as a spouse’s employer-sponsored health plan). If you contribute to an HSA, he or she cannot also contribute to a flexible spending account (FSA) or health reimbursement arrangement (HRA), except in the case of limited purpose accounts that

are specifically earmarked for certain expenses (such as dental or vision FSAs). In 2018, the amount of contribution limit to an HSA is $3,450 if the HDHP coverage is individual coverage, and up to $6,900 if your plan is family coverage. Clients age 55 and up can also make a $1,000 per year catch-up contribution. HSA contributions do not expire each year. They can be rolled over to take advantage of compounded tax-free growth over time, and even used as a retirement savings vehicle for those lucky enough to escape significant health-related expenses. If you withdraw funds before age 65, a 20 percent penalty applies if they are not used to pay qualified medical expenses. HSA funds can be removed after age 65 for any reason without penalty. If funds withdrawn after age 65 are not used to pay for qualified medical expenses, they are also taxed at the client’s ordinary income tax rates. Some people do not know that the medical expenses do not have to be incurred in the year of withdrawal, to be qualified. If the client has saved his or her receipts for previously incurred medical expenses, he or she will be entitled to a tax-free HSA distribution.

It is important to remember that you can maintain more than one HSA as long as you are eligible to establish an HSA. This provides the option of shopping around for the most advantageous HSAs. You are not limited to the employer’s chosen HSA and is also crucial tfo maximizing the contribution limits for married couples. The annual contribution limits apply to all combined HSAs. You can make one $1,000 catch-up contribution to any given HSA each year. If both husband and wife are over age 55, they can establish a second HSA so that each spouse can make a $1,000 catch-up contribution. If you have adult children that are still covered under their HDHP family coverage, but not claimed as dependents, they may be able to double their annual HSA contribution. Under the rules as currently in effect, the adult child is permitted to open his or her own HSA and contribute up to the $6,900 annual maximum for family HDHP coverage without reducing the parent’s own annual HSA contribution limit. If the child is no longer used as a tax dependent (children can only be claimed as dependents up to age 19, or age 24 if the child is a fulltime student), the parent can no longer use his or her HSA

to fund the child’s medical expenses on a tax-free basis. For many clients, this means that adult children up to age 26 can contribute an additional $6,900 to an HSA for several years before converting to their own health coverage. Importantly, the adult child can fund an HSA with current pre-tax dollars and allow those funds to grow over time, to spend on his or her own future medical expenses. The law does not require that the individual is enrolled in an HDHP when the HSA funds are eventually withdrawn and spent. The HDHP requirement applies only for contribution eligibility purposes, meaning that an adult child could use those funds in the future regardless of his or her future health coverage. It is essential to review tax law changes each year for IRS guidance, to make sure that changes are not prepared to use these strategies for maximizing annual HSA contributions.

By Kelly G. Richardson, Esq. CCAL Hello Mr. Richardson, our board is against raising our fees which have been the same for at least 10 years! Obviously we are not keeping up with inflation. According to our reserve study we are over $1000 per unit underfunded. We have [decades old] buildings. My concerns are falling on deaf ears despite the encouragement of our management company to raise fees. I would deeply appreciate your opinion. J.E., Irvine

of the fact of inflation, cost increases should be factored into the healthy HOA budget. Otherwise, the association is probably deferring maintenance, hiring cheap (instead of the most competent and appropriate) vendors, and is not properly funding its reserve account. Such association are not financially healthy and are akin to people who live on credit cards. Such an association eventually has to face a day of unhappy reckoning when the deferred bills all come due and the association is forced to borrow. Qualified and certified managers are trained to prepare budgets and should be heeded in this regard. Maintaining property, keeping up with inflation, and depositing faithfully in reserves are all actions preserving the community’s financial health. Best to your association, Kelly

revised to acknowledge to homeowners that Civil Code 5605 can void the limitation in our CC&R’s? It sounds like the CC&R’s don’t mean anything, if the HOA board can find unspecified documents to support their wishes; even if the increase is necessary. Thank you, C.S., San Diego

may have been formed before 1988, since your governing documents use the older limit. The law changes each year, and so associations often need experienced association attorneys to help update the HOA on which portions of the governing documents are in effect changed by actions of the Legislature or courts. This is one reason why associations with older documents may find it worthwhile to undergo the effort and expense to update CC&Rs and bylaws. Thanks, Kelly.

Should Our Assessments Increase?

Dear J.E.: Association boards are responsible to budget and spend association funds wisely. If a board decides in advance that it will not increase the budget, it is quite likely such a board has placed as its first priority the artificial preservation of assessments and that the upkeep of the property (and the association’s long-term financial health) is a lower priority. Properly caring for the common property and keeping vendor expenses flat for over ten years is unbelievable (and not in a good way). Because

Mr. Richardson: Our HOA documents state that annual assessments can only increase a maximum of 10% greater than the previous year. The HOA board increased our assessment by almost 20%. The HOA said that they are allowed to exceed the maximum by California Civil Code section 5605(b). Do our CC&R’s need to be November 7, 2018

Dear C.S.: It is important for association boards to have some reasonable flexibility in setting HOA budgets and the ability to occasionally adjust the assessments within a reasonable range. In the original Davis-Stirling Common Interest Development Act, effective in 1986, the thennew Civil Code 1366 allowed HOA boards to increase regular assessments by up to 10% per year, regardless of any more strict language in the governing documents. In 1988, it was increased to 20% per year, the amount found today in the Act at Civil Code 5605(b). Your association

ACLU Sets Up Hotline for Election Day Assistance, Violations

By Desert Star Staff BISMARCK, N.D. – The American Civil Liberties Union of North Dakota is opening up a hotline on Election Day to allow residents to call for voting assistance or to report potential

violations of their rights. The hotline will be open from 7 a.m. to 8 p.m. Central time. Andrew Malone, an ACLU attorney who will be working the hotline, says people can call with any

concerns they have, even if they are simply feeling intimidated by the voting process and need help with it. While he says disruptions at the polling place are rare occurrences, Malone also is prepared to help with

issues that could impede a person’s right to vote. “Some of the things that we find the most troubling that could occur are poll workers may deny voters access to provisional ballots,” he states. “There could be problems that occur with voting machines. And we’re always concerned about any instances of voter harassment or intimidation.” Malone says the bestcase scenario is that voting goes so smoothly Tuesday that no one needs to call him. The hotline number is 701-353-5594. North Dakotans don’t have to register to vote. They just need valid identification when they show up at the polls. However, a recent court decision might make it harder for Native Americans in the state to vote. Last month, the U.S. Supreme Court declined to hear a case on a North Dakota law that requires residential addresses for an ID to be valid.

By Desert Star Staff Both Democrats and Republicans are viewing the 2018 midterms as a rematch for 2016. All gloves are off as both parties hope to keep or gain power in an election not lacking in juicy scandals. Here are some of them. The midterms are a big deal: all 435 seats in the House of Representatives and 35 of the 100 Senate seats are up for grabs, along with governorships in 39 states and territories. Both parties have made the election into a de facto referendum on President Donald Trump: Democrats are calling for a “Blue Wave” to block his agenda, while the Republicans are hoping for bigger majorities to overcome Democrat resistance in Congress. It may not be “the most important election of a lifetime” as the cliche goes, but it is already the most expensive one ever. Estimates based on publicly available campaign filings suggest both major parties, as well as third parties and other political actors, spending north of $5 billion to ensure their victory. With stakes this high, things are getting ugly in places from sea to shining sea. In Florida and Georgia, where Democrats hope to elect African-American governors, they’ve accused Republicans of racism and voter suppression. A Republican in California, fighting for what seemed like a hereditary seat, has called his challenger a “terrorist.” And in Illinois, an actual Nazi got onto the Republican ticket in a hereditary Democrat district,

despite the party’s disavowal. Florida: Democrats cry racist When he won the Republican primary with Trump’s endorsement, Congressman Ron DeSantis may have thought his path to the governor’s mansion of the Sunshine State would be smooth and clear. Then Andrew Gillum, mayor of Tallahassee endorsed by Bernie Sanders, pulled an upset victory over the establishment candidate Gwen Graham. DeSantis had already established his MAGA credentials with a profoundly strange ad featuring his wife and children. In an interview after the primary, he expressed confidence that Florida voters won’t “monkey up” the good thing they have going by voting for a self-described socialist. “Racist!”cried the Democrats, pointing out that Gillum is African-American. Then the Washington Post got into the fray, reporting that DeSantis gave speeches for years at conferences organized by David Horowitz - which they called racist, of course. DeSantis reacted by resigning from Congress to focus on his campaign. As polls showed DeSantis and Gillum neck and neck, Trump tweeted his support for the Republican candidate, calling Gillum a “thief” and pointing to corruption investigations into his tenure as mayor. Gillum shot back that Trump is a liar, adding a folksy line attributed to his grandmother about wrestling with pigs. A wholesome, gentlemanly contest all around!

Trump has also thrown his weight behind the outgoing governor Rick Scott, who is running for Senate against the incumbent Democrat Bill Nelson. Early voting numbers from Florida, a category in which Democrats traditionally enjoyed a big advantage, show Republicans almost caught up. Make of that what you will. Georgia: Democrats claim voter suppression Democrats are hoping to make history in Georgia, where Stacey Abrams would become the first black female governor if she wins. Abrams is facing the current secretary of state Brian Kemp, who won the primary after an 11thhour endorsementby Trump. Both parties have sent in the big guns for this one, with Oprah Winfrey backing Abrams and Trump himself organizing a rally for Kemp on November 4. Vice-President Mike Pence was also in the state to boost Kemp’s candidacy. And it was at a rally for Abrams that former Attorney General Eric Holder uttered the infamous call to “kick” Republicans. Here’s the twist: as secretary of state, Kemp is also charged with organizing the election. Abrams has accused him of voter suppression, saying Kemp was holding up or deleting registrations of voters who are disproportionately minorities (which presumably makes them Democrats). There are lawsuits by several civil rights groups to that effect. Things have become so acrimonious that some Democrats have suggested a victory for Abrams would be the only legitimate outcome of the race:

California: ‘Thief’ vs. ‘Terrorist’ Then there is the race in California’s 50th district, north of San Diego. Republican Duncan Hunter has held it since 2009 but was indicted in August for alleged misuse of campaign funds. Hunter and several other Republicans have argued the indictment was a political dirty trick by Democrats, pointing that two of his prosecutors attended a Hillary Clinton fundraiser back in 2016. Hunter may be feeling entitled to the seat, which was held by his father from 1981 to 2009, so he is pulling no punches against his Democrat challenger, accusing him of changing his name to appear Hispanic, being “funded by the Muslim Brotherhood,” and being the grandson of a Palestinian terrorist. Ammar Campa-Najjar, a Palestinian-American who worked as a White House aide for President Barack Obama, was raised by his mother’s Mexican-American family, is a Christian, and changed his middle name from Yasser to Joseph, according to a Washington Post fact-check. His grandfather was Muhammad Yusuf al-Najjar, or Abu Yusuf, a senior member of Black September - the Palestinian group behind the 1972 Munich Olympics massacre of Israeli athletes. He was killed by Israeli commandos 16 years before Campa-Najjar was born. Campa-Najjar has denounced Hunter’s rhetoric as racist and unAmerican. Though he won just 18 percent of the vote

The American Civil Liberties Union of North Dakota’s hotline will be up from 7 a.m. to 8 p.m. Central time. (MargJohnsonVA/Twenty20)

As many as 5,000 Native Americans have post office box addresses rather than residential addresses on their tribal IDs. Malone says the Native American Rights Fund will be helping out with this on Election Day. “They have very graciously agreed to allow us to forward any calls on that specific issue to them,” he relates. “The Native American Rights Fund – and other tribal organizations as well – they’ve just been doing a[n] absolutely tremendous job in making sure that this issue is being handled as effectively as possible.” The Native American Rights Fund is among the law groups that originally challenged the new voter ID law. Four tribes in North Dakota have launched programs to provide free IDs with street addresses to tribal members in the wake of the Supreme Court decision.

in the district primary, polls published a week before the election showed him only three points behind Hunter. Illinois: An actual Nazi on the ballot “Illinois Nazis” may have been a punchline of 1980’s cult classic film ‘Blues Brothers,’ but an actual Holocaustdenying National Socialist is running for a House seat in Illinois’ 3rd district, on the Republican ticket. This is no hyperbole, either: State representative David McSweeney (R) has described Arthur Jones as “a complete nutcase” and a “Nazi.” Jones was able to get on the ticket because the GOP didn’t bother mounting a challenge in a district that has been Democratic for generations: Dan Lipinski was elected in 2005, succeeding his father Bill, who represented it since 1983. “I snookered them,” Arthur Jones told Politico, referring to the state Republicans. “I played by the rules, what can I say?” The GOP missed a deadline to put a third-party candidate on the ballot and have resorted to throwing its support behind a write-in candidate, disavowing Jones, denouncing his candidacy, and even running robocalls against him. Democrats, in turn, have argued that Jones’ candidacy is proof that all Republicans are Nazis, from Trump on down. Notably absent from the midterm mayhem have been accusations of “Russian collusion,” but never you fret: odds are that particular excuse will most certainly be dusted off by November 7.

Wait, What? Scholarships Are Taxable? By Desert Star Staff Everyone knows about scholarships. They’re nostrings-attached money to help students pay for their higher education. Right? Usually, but not always. In some cases, there are significant strings attached -- including situations in which scholarships are treated as taxable income. While unusual, it’s important for students, their families and scholarship providers to understand all the implications. Tax Status The tax status of scholarships first codified in 1954 was simple: for students pursuing a degree, all scholarships, fellowships and grants were tax-free. But later legislation specified portions of a scholarship could be taxed if it is considered “fees for services,” or if it’s used for living, travel or research expenses. What’s more, scholarships for non-degree-candidates are also taxable. As professional certifications and certificate programs become vital to certain industries, experts say these laws put non-

traditional students at risk of a heavy tax burden. The Impact Some experts say taxing scholarships comes at a cost for students and scholarship providers and even the federal government. “For students, it can harm their ability to pay for their education,” says Robert C. Ballard, president and CEO of Scholarship America, the nation’s largest nonprofit scholarship and education support organization. “For providers wanting to make the biggest charitable impact, it can make providing scholarships less attractive than alternative philanthropic efforts.” With most federal financial aid calculations based on the pre-tax value of the scholarship, students risk a shortfall in aid. All of this has a disproportionate impact on low-income students. Those from the bottom income quartile spend the largest percentage of family income on higher education; almost half of that money is spent on the non-tuition costs for which scholarship awards are taxable.

By Desert Star Staff SACRAMENTO, Calif. - Civil-rights groups are dismissing President Donald Trump’s plan to end birthright citizenship, calling it an unconstitutional election-week stunt to appeal to his base. Trump said in an interview Monday that he’s planning an executive order revoking the right to automatic citizenship for people born on American soil and will reserve it only for babies with at least one parent who is a citizen. Tom Jawetz, vice president for immigration policy with the Center for American Progress Action Fund, said birthright citizenship is spelled out in the Constitution’s 14th Amendment and cannot be erased singlehandedly by the president. “This test balloon from the

president is a lead balloon,” Jawetz said. “It’s got no constitutional ground on which to stand, and courts will not uphold whatever executive order the president issues that’s designed to limit the reach of the citizenship clause of the 14th Amendment.” The 14th Amendment was put in place after the Civil War to protect former slaves and their children, and has been open to different interpretations over the years. Trump said on Monday that it’s ridiculous for someone to have citizenship solely because they’re born in the United States, but any such executive order would provoke litigation because the Constitution can only be changed by a twothirds majority in Congress or passage by two-thirds

“Taxing scholarship funds may increase government revenue in the short term, but it’s short-sighted,” says financial aid expert Mark Kantrowitz. “The federal government benefits financially long-term when students graduate and have the potential to earn more taxable income.” Should They Be Taxed? Kantrowitz, along with Scholarship America’s Despina Costopoulos Emerson, say restoring scholarships’ tax-free

status will help certificate- and degree-seeking students, and those who must work out of necessity, pursue their education without undue financial burdens. To learn more about taxing of scholarships visit blog. scholarshipamerica.org. “Scholarship America and our partners are in ongoing talks with members of Congress, and we hope to see some progress on initiatives that will ensure qualified scholarships are

available to students to pay the full cost of education and allow scholarships to be used, tax-fee, to pay for room and board, transportation and other college-related expenses,” says Ballard. “In the meantime, students and their families should research the specifics of all grants, scholarships, fellowships and tuition waivers they are offered in order to understand the true value of their financial aid package after taxes and plan accordingly.” StatePoint

of state legislatures. Jawetz said he sees the president’s proposal, along with the militarization of the border and the stream of insulting tweets directed at immigrants, as part of a broad policy agenda. “Under this administration, we’ve seen a dramatic

decrease in the grant of visas to people from Muslim-majority countries. We’ve seen a dramatic decrease in foreign students, a dramatic decrease in the admission of refugees,” he said. “So, this administration has had a full-frontal assault, not just on the issue of illegal immigration but on all

immigrants into this country.” According to the American Immigration Council, California is home to more immigrants than any other state. More than a quarter of California residents are immigrants, while nearly one in four is a native-born U.S. citizen with at least one immigrant parent.

VP Mike Pence’s message to Oprah: ‘I’m kind of a big deal too’

KMIR News Staff In a rousing speech in the Republican-leaning suburbs of Atlanta, Oprah Winfrey urged voters on Thursday to make history by backing Democratic gubernatorial candidate Stacey Abrams in next week’s election. Winfrey called Abrams a “changemaker” who represents the values of all Georgians. “I am here today because Stacey Abrams cares about the things that matter,” she said to a mostly female audience north of downtown Atlanta. Seventy-five miles north, Vice President Mike Pence stood alongside Abrams’ opponent, Brian Kemp, in Dalton, and mocked the billionaire media icon who grew up in Mississippi as just another liberal outsider trying to impose on Republican-run Georgia. “Stacey Abrams is being bankrolled by Hollywood liberals,” Pence said. Pence drew boos from the crowd when he mentioned that “Oprah is in town” and noted that actor Will Ferrell was recently in Georgia for Democrats. “I’d like to remind Stacey and Oprah and Will Ferrell, I’m kind of a big deal, too,” Pence said, adding “a message for all Stacey Abrams’ liberal Hollywood friends: This ain’t Hollywood. This is Georgia.” The competing scenes — from the candidates, to the audiences, to the headliner guests — underscore the choice Georgia voters face Tuesday in one of the nation’s premier midterm matchups. After Thursday’s dueling outsiders, former President Barack Obama will

follow on Friday for Abrams. President Donald Trump will appear with Kemp on Sunday and previewed his argument on Thursday. “I’ve always liked Oprah,” he told reporters at the White House. “Oprah’s good, but the woman that she’s supporting is not qualified to be the governor of Georgia by any stretch of the imagination.” Trump did not detail why he found Abrams unqualified. More than 1.5 million of the state’s almost 7 million registered voters have cast ballots already. Abrams, a Yale-educated lawyer who served a decade in the Georgia Legislature, would be the first black female governor in American history. She’s sought the post as an unapologetic liberal trying to draw new voters to the polls and prove that Georgia’s growth and diversity make it a legitimate two-party battleground. She touts her experience working with Republicans as a state legislative leader, but she doesn’t back down on her promises to expand Medicaid insurance, prioritize public education and push for tighter gun restrictions. Kemp is a staunch conservative who has embraced Trump and the administration’s hard-line on immigration. He wields guns in his ads and lambastes Abrams as a tool of “socialists” and “billionaires” who “want to turn Georgia into California.” Both candidates have taken to describing the race as a battle for “the soul of our state.” For her part, Winfrey sought to cut through the party-line framing. The entertainment icon,

who rarely makes political endorsements, drew cheers when she said she’s a registered independent who was not in Georgia at anyone’s request. “I paid to come here myself, and I approved this message,” Winfrey said, explaining that she tracked down Abrams’ cellphone number and called her to say she wanted to offer assistance in the final days of the campaign. She added a note to the throng of media gathered for the event, urging against any reboot of recent speculation that she might run for president in 2020. “I’m not here because I’m making some grandstand for myself. I don’t want to run. I’m not testing the waters,” she said. Touting the Democratic nominee’s pitch for Medicaid expansion, “common-sense gun control,” environmental regulations and “keeping families together, Winfrey said Abrams offers “the values that matter to Georgians

all over this state.” “Democracy is not just about our individual rights and concerns and our individual protections,” Winfrey said, “but rather it lives and thrives in making sure that everybody is lifted by the community.” Winfrey did not mention Pence or the frequent GOP broadsides about “Hollywood” outsiders. But after her speech, in a sit-down interview with Abrams — reminiscent of the 25-year television run of her daytime television show — she noted they were “just two women from Mississippi,” where Abrams spent most of her childhood before moving to Georgia. As a black woman, Winfrey noted her kinship to two groups historically denied ballot access in the United States. She recalled generations of black Americans who faced “lynching … oppression … suppression,” and declared that “their blood has seeped into my DNA” and forced her to the polls. Then she encouraged

women of all races — “sisters … not just ‘sistahs,’” she joked — to remember that they would have been “just a piece of property” with no ballot barely a century ago. The pitches from Pence and Winfrey clearly fit Abrams’ and Kemp’s respective strategies. Kemp is trying to extend the Republican domination in Georgia, which hasn’t elected a Democrat as governor since 1998. He’s banking on running up wide margins outside metro Atlanta and holding most of the GOP votes closer to the city. Goosing a GOP base that holds Trump and Pence in high regard is key to the approach. Abrams is looking to maximize turnout among nonwhites, liberal urban whites and just enough whites everywhere else, including a smattering of moderates and suburban Republicans who are disenchanted with Trump — a considerable overlap with the fan base that propelled Winfrey to her billionaire icon status. By Desert Star Staff Opioid-related overdoses have reached epidemic proportions, claiming more than 42,000 lives in the U.S. in 2016 alone. Physicians on the front lines are working in their communities and with their patients to reverse this public health crisis. The American Medical Association (AMA) created an Opioid Task Force in 2014, bringing together national and state medical organizations to come up with ways that practicing physicians could play a role in ending the epidemic. For example, the task force urged physicians to enhance their education. The latest AMA report shows a remarkable response. Last year, more than a half million physicians and other health care providers took courses related to opioid prescribing,

pain management, treatment and related areas. Opioid prescribing decreased by 22 percent between 2013 and 2017. Despite such progress, opioid-related deaths are still increasing. Why? Experts say no single policy approach can stop the epidemic. Physicians are reducing the prescription opioid supply. But policies must also focus on prevention and treatment. About 90 percent of those needing addiction treatment are unable to get it. The science shows what works: certain medications prescribed by a physician or dispensed at federally certified opioid treatment programs. Combining that treatment with medical care, counseling and other services can help patients with substance use disorder lead satisfying and productive lives.

“The numbers speak to a national tragedy. We need to act with resolve as we have with other public health epidemics. Our patients diagnosed with a substance use disorder deserve no less,” says AMA presidentelect Patrice A. Harris, MD. “Most people agree that we need access to treatments that include medication but that is not readily available for many patients. This epidemic will not be reversed until we deal with access issues and stigma associated with opioid misuse.” Specific actions that should be taken, according to Dr. Harris include: • Insurance providers should immediately remove barriers so patients can obtain affordable medication treatment combined with counseling. • Policymakers and

regulators should enforce laws that require mental health benefits to be on par with other health benefits. This gives patients access to treatment related to mental health and opioid use disorders. • Health insurance providers and pharmacy benefit managers should ensure that patients have access to affordable, non-opioid pain care. • Physicians should register for and use electronic databases that track controlled substance prescriptions in their state. Using these databases allows physicians to make more informed prescribing decisions. When clinically appropriate, physicians should also co-prescribe naloxone, a life-saving drug that can reverse an opioid-related overdose.

• Patients and physicians should have conversations about safe storage and disposal of opioids and all medications. • All Americans can help remove the stigma around this epidemic, advocating for comprehensive care for patients in pain and those with opioid use disorder. To learn more about efforts to end the opioid epidemic, visit endopioid-epidemic.org. “There are many reasons to be optimistic. Physicians are leading in the areas where we can have an influence, but unfortunately, we cannot bring an end to the epidemic alone,” says Dr. Harris. “Much work remains to be done and we’ll continue to work with federal and state governments, law enforcement, insurers, educators and others to make headway.” StatePoint

Voters Want Health Care to Be Top Priority By Desert Star Staff CONCORD, N.H. – As voters make their choices for the midterm election, a new poll finds most Americans are frustrated by the lack of transparency in medical care and prescription drug costs. Almost 90 percent of respondents to the survey said they want lawmakers to set aside partisan politics and find ways to improve health care. According to Jason Resendez, a board member at Consumers for Quality Care, at the top of the list of voter concerns is transparency – what is covered by insurance, why is coverage for prescribed treatment denied and what the out-of-pocket cost will be. “These are some of the issues that folks should be aware of going not just into the midterms when they vote, but also when they’re going into the health system,” he states. The survey was conducted by the market research company Ipsos and Consumers for Quality Care. About two-thirds of voters surveyed believe that Congress, state policymakers and President

Donald Trump all can have a significant impact on improving U.S. health care. Some insurance companies are now denying coverage for emergency room treatment based on a doctor’s diagnosis, not the symptoms that prompted a person to seek emergency care. Resendez emphasizes reading the fine print when choosing a policy. “It is important to understand that that fine

print really does have an impact later,” he stresses. “And then, we’re also seeing statewide elected officials are introducing legislation to address this issue around ER room denials.” The poll also found almost 70 percent of voters want hospitals and clinics to disclose how much they are marking up the cost for standard medical care. Resendez adds Consumers for Quality

Care has prepared a checklist highlighting things people should double check when dealing with insurance companies and health care providers. “It provides some tips on things to look out for including things like surprise medical bills, emergency room denials,” he explains. “It also offers tips on how to read hospital bills.” That checklist is online at consumers4qualitycare.org.

How to Create a Holiday Atmosphere at Home

By Desert Star Staff Creating festive cheer at home for the holidays is easy and fun. Here are some great ways to transform your space into a winter wonderland. • Get cozy: During the chilly holiday season, decorate with comfort in mind. Light the fireplace. Add throw pillows to sofas. Turn off overhead lamps and use soft lighting instead. Consider how texture and

warmth can contribute to your holiday decorating scheme. • Screen festive flicks: From “It’s a Wonderful Life to “Home Alone,” keep your favorite holiday films playing all the time to create a festive holiday atmosphere, or host a special movie night and select a few classics. With the right projector, you can turn any room of the house into a home theater experience.

Select a portable projector for the holiday season that will sense ambient light in the room and automatically adjust the projection accordingly, so you won’t need to blow out candles or unplug holiday lights. Those from Casio’s SLIM Series are lightweight and portable, combining a laser and LED light source to create a high-brightness mercury-free projector that November 7, 2018

uses half the amount of power per unit than its traditional lamp-based counterparts. • Fire up the oven: There’s no better time of year to roll up your sleeves and knead out some dough. One of the best ways to create a holiday atmosphere is with scent, and the aroma of baking cookies, cakes and other holiday desserts will do the trick. If you’re worried about having all those extra sweet treats around the house just before kicking off your New Year’s resolutions, consider volunteering to bring dessert to potluck and parties you attend this season or donating the product of your labors to a holiday bake sale raising money for a charitable cause. • Make music: Get the holiday cheer going in your home by making music. Now you can get the sound of a 9-foot concert grand piano with the Privia PX-160, a portable digital piano, making it easy to gather round for a sing-a-long of all your favorite seasonal tunes in any room

of the house. Its 88-key Tri-Sensor Scaled Hammer Action keyboard simulates ebony and ivory-textured keys and its speaker system opens to the front but is also ported to the back, to deliver a big projected sound to all your holiday celebrants. • Add some flora: Holly, poinsettias, mistletoe -- decking the halls with traditional holiday plants adds color and vitality to side tables, mantels, dining areas and staircases and more. Those with pets and small children should take heed, as certain plant species are toxic -- so avoid these plants or be sure they are displayed well out of reach of curious children and animals. Preparing your home for the holiday season takes a little thought and energy, but the end result is a cheerful and warm atmosphere to make memories while spending time with loved ones. StatePoint

‘Three Identical Strangers’--A Tale of Triplets

In the fascinating documentary “Three Identical Strangers” director Tim Wardle introduces us to identical triplets, Robert, David, and Edward, who were born on July 12, 1961. Each one did not know the others existed until they were nineteen years old. Unfortunately for all concerned the Louise Wise Services, an adoption agency specializing in placing Jewish children, put the babies up for adoption individually, not

as triplets. In later years when questioned on their policies, the agency said it was easier to find homes for individual babies rather than for twins or triplets. However, their plan, to study the development of twins and triplets raised in separate families, was not revealed to the adopting families or to the children who were the subjects of the research. The study’s architect, child psychiatrist Dr. Peter Neubauer, wanted

to separate identical siblings, then study them individually, to determine if it was nature or nurture that determined their eventual outcome in life. David Kellerman, one of the triplets interviewed for the film, expresses his anger at what happened to him and his brothers as a result. He likens Neubauer’s project to research by the Nazis under Hitler. On a happier note, the film begins in 1980 as 19-year old Robert Shafron begins his

first day at Sullivan County College in upstate New York. To his surprise students greet him warmly, calling him Eddie. Some students even come up to him and give him a big hug. As he heads toward his dorm room one of Eddie’s friends tells Robert that Eddie Gallard, his mirror image, had been a student the year before, but left college after his freshman year. Excited the two young men head to a payphone and call Eddie. Their reunion becomes headline news. When David Kellman reads the newspaper account of the two brother’s reunion, he realizes he too is a part of this fantastic trio. Once again it is love at first sight. In no time the goodlooking, upbeat and endearingly charming brothers become media darlings. They are interviewed on TV by Tom Brokaw and Phil Donahue and even make a cameo appearance in a 1985 Madonna film “Desperately Seeking Susan.” They are often featured in the tabloids, and soon the world learns that they not only

album was released back in 1998. The good news is the original LP’s remastered 13 tracks sound better than ever and the reissue is bolstered by nine bonus tracks. Tony Scalzo (lead vocals, bass, keyboards), Miles Zuniga (lead vocals, guitar, keyboards) and Joey Shuffield (drums) found a way to effortlessly blend the best of ‘90s alt rock and melodic power pop into their own sonic brew, with fantastic tracks such as “The Way” (one of the decade’s most enduring classics), “Fire Escape” and “Out Of My Head” putting an equal focus on strong songwriting, top-tier musicianship and energetic performances. Beyond those three radio staples, the reissue puts a spotlight on compelling cuts heard across the collection. The ambitious track “Slow Drag,” neo-’60s rocker “G.O.D. (Good Old Days),” edgy melodic gem “Damaged Goods.” The bonus tracks are worth repeated listens, notably the hard hitting “Quit Your Job” and blues rocktinged “Freeloader Freddie” (both tracks recorded for “All The Pain Money Can Buy” but not ultimately included on the original release), a cover of the Replacements’ “Androgynous” and an acoustic version of “The Way.” Information: OmnivoreRecordings.com.

Perry became fascinated by long-held spring and harvest festivals with their origins in Dionysian religious practices throughout Europe. Each of the movements in the two act masterwork relate to the Dionysus myth (Dionysus is the Greek god of wine, ritual madness, religious ecstasy and fertility). The musical depth and power of the concept work is a musical mix of Eastern European, Middle Eastern, Asian, African and nature-flavored sonic stylings that intoxicate and excite. The musical pieces capture specific themes; the lush “Sea Borne,” fast-moving “Dance of the Bacchantes,” evocative “The Mountain” and distant “Psychopomp” are among the enticing selections on “Dionysus.” There has always been an otherworldly quality to the blend of Perry’s resonant baritone and Gerrard’s haunting soprano, with the tapestry of world music and classical influences providing a soundscape that is the pair’s alone. “Dionysus” marks another essential offering in Dead Can Dance’s rich discography. The brisk “Accelerated Nation” kicks things off, bolstered by John Popper’s signature vocals and dazzling harmonica work. Other moods and shades are expressed with equal zeal on the winning disc; the lovely “She Becomes My Way,” blues-meets-funk cut “The Touch She Has,” reggaeflavored “When You Fall Down” and tender “Ode From the Aspect” demonstrate the diversity and strength of the New Jersey-spawned quintet. Queen was at the height of their powers, delivering a mix of massive rockers (“Tie Your Mother Down,” “Hammer to Fall”), elegant ballads (“Who Wants to Live Forever,” “Love of My Life”) and radio favorites (“Bohemian Rhapsody,” “Under Pressure,” “Crazy Little Thing Called Love,” “We Are the Champions”). By Desert Star Staff The to-do list for holiday hosts seems to be a neverending one, starting with planning, guest lists and preparation then ending with goodbyes and cleanup. The hours of work that go into a festive get-together are almost always worth it in the end, and family members surely appreciate the hospitality – especially when it comes to food. When hosting for the holidays, it can be a challenge to accommodate all of your guests’ favorite tastes while factoring in dietary preferences and restrictions. Building out a balanced menu, like other parts of hosting, starts with devising a thought-out plan. To help accomplish this task without cooking up personal dishes for everybody in the house, consider these simple tips: • Request that guests RSVP. Assuming you have a basic understanding of which friends and family members adhere to special diets, knowing exactly who is coming can be a major help before heading to the store. • Think back to past festivities. Try to remember which dishes were hits at last year’s party, and which ones were hardly touched. Maybe the appetizers that disappeared in a flash will be good ideas to repeat this year. • Create dishes that fit (almost) everyone. While you can’t control guests’ flavor preferences, it is possible to whip up snack trays, main courses, desserts and more that fit a multitude of dietary restrictions. For example, these Bacon, Baked Brie and Cranberry Holiday Melts feature Crunchmaster Multi-Grain Crackers for a gluten-free, nonGMO, low-sugar, tasty crunch. Because they’re made with wholesome ingredients, these simple snacks are crafted to fit nearly every healthy lifestyle. Plus, if multiple family members adhere to vegetarian lifestyles, you can simply omit the bacon. • Add “warning” labels. Despite your best efforts, it can be nearly impossible to create

6 Steps to Safer Winter Driving

Photo courtesy of Getty Images By Desert Star Staff The winter season is typically one of the busiest times of the year for travelers. While millions prepare to hit the road to visit family and see sights they may never have seen before, there’s one essential travel tip that cannot be overlooked: the proper tires.

Winter tires are an essential safety feature for drivers and deliver as much as a 25-50 percent increase in traction over all-season tires, which could be the margin you need to brake in time to avoid trouble. Winter tire tread design uses thousands of extra traction edges for added

grip, and the softer rubber of the tire surface allows the tires to stay pliable in colder temperatures to maintain contact with the road. In addition, winter tires feature aggressive groove patterns for more confident grip on ice, slush and snow. Learn the best time to install your winter tires

and how to keep them in safe condition with these guidelines from the experts at Discount Tire: Plan ahead. A good rule of thumb: if you can see your breath, you should think about winter tires for all four wheels, even if your area isn’t often affected by ice or snow. When the temperature drops to 45 F and below, all-season tires can start to lose traction and grip. Keep tabs on pressure. Check your tire pressure at least once a month. For every 10-degree drop in temperature, your tires lose one pound of pressure (PSI). Use a tire pressure gauge to get the proper reading or stop by a tire store, such as your local Discount Tire, for a free air check. Check your tread with the penny test. Tread depth determines a vehicle’s safe stopping distance. To check your tread depth, stick a penny upside-down in a tread groove. It’s time to replace your tires if Lincoln’s head is visible. Know the limitations

of all-wheel drive. Drivers often mistake all-wheel drive as sufficient for driving in sleet or snow. In reality, allwheel drive only helps you start from a stop. It doesn’t function in the stopping or steering of a vehicle. Designate a winter set of wheels, too. Having a set of wheels specifically for your set of winter tires can save you money in the long run. A second set of wheels eliminates the cost of changeover and spares nicer wheels from the wear and tear of ice, slush, snow and salt. Extend your winter tires’ use. Rotate your tires at least every 6,000 miles, or earlier if irregular or uneven wear develops. Change out your winter tires around tax season. This can help avoid wearing out the rubber in hot months and increase the tires’ lifespans. As you prepare for winter travel season, visit discounttire.com to find a tire store near you, or search for winter tires specific to your vehicle’s make and model. Family Features

Notice to Potential Bidders If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a Trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a Trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same Lender may hold more than one mortgage or Deed of Trust on the property. Notice to Property Owner The sale date shown on this Notice of Sale may be postponed one or more times by the Mortgagee, Beneficiary, Trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about Trustee Sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call In Source Logic at 702-6597766 for information regarding the Trustee’s Sale or visit the Internet Web site address listed below for information regarding the sale of this property, using the file number assigned to this case, CA0700066018-1. Smart Ways to Protect Your Smartphone By Desert Star Staff When you check out the latest smartphones from Apple, Google or Samsung, you’ll notice they have something in common: glass designs. Why? Glass allows for wireless charging, better connection signals, bigger display screens, and truth be told, glass feels great and looks beautiful. But these features come with a price -- durability. Compared to metal or plastic, glass cracks, shatters, scratches and can get slippery. Fortunately, there’s guidance available for consumers wondering about the durability of new phones. When new smartphones launch, SquareTrade, an

Allstate company that provides highly-rated protection plans to millions of smartphone owners, conducts independent durability tests with their SquareTrade Breakability Robots that drop, bend, tumble and dunk devices to see how they survive everyday activities. These tests recently found that the latest Apple iPhones and Samsung Galaxy phones all shatter on the first drop from six feet, no matter if they fall face-down or back-down. This is bad news for consumers, as repairs are more expensive than ever. A screen repair can cost over $300 and a nonscreen repair nearly $600. Faced with these steep

repair costs and the fact that many of these phones are $1,000 or more to purchase, it’s more important than ever to take steps to protect them. Here are three easy ways to start protecting your phone. Get a Screen Protector While sitting in your pocket or purse, your phone can rub against different objects (like keys), scratching the glass. Screen protectors placed over your phone’s glass screen will prevent this. While scratches usually won’t affect the usability of a device, they can be annoying visually and impact the resale value, which is something to consider if you’re buying a phone for $1,000. Get a Case

A case is the most obvious way to protect your phone, but it’s important to remember their effectiveness varies. For example, you should look for a case with a lip that rises above your phone’s screen. At the same time, you don’t want one that’s so bulky it won’t fit in your pocket. Before you buy any case, be sure to read its reviews to learn how it’s worked in the real world. Get a Protection Plan Screen protectors and cases can help protect your phone -- but unfortunately, they don’t make them invincible. A whopping 66 percent of smartphone owners say they’ve experienced some kind of damage in the past year.

PUBLIC NOTICE

For a small monthly fee, protection plans provide coverage against the rising costs of repairs due to accidents like cracked screens and liquid damage, plus hardware failures. Considering that repairs can now cost up to $599 (the same retail cost as the most expensive version of the first Apple iPhone), they’re definitely a smart choice for consumers. Plans can be purchased from SquareTrade for as little as $8.99 a month. Accidents and hardware failures happen. But with a three-step protection strategy, your device will last longer and function more smoothly until your next upgrade Source: StatePoint

Good News for Kids Suing Over Climate Change

By Desert Star Staff SAN FRANCISCO — The trial is back on in the lawsuit brought by a group of 21 young people who are suing the federal government over global warming - after the U.S. Supreme Court ruled against a request from the administration to block it. Attorneys for the youths argue that the federal government is depriving children of the constitutional right to life, liberty and property by promoting policies that cause climate change. Stephanie Corkran is an organizer with San Diego 350, a group that fights to end dependence on fossil fuels. She said the plaintiffs in the lawsuit are not seeking monetary compensation. “Their goal is actually for a change in policy,” Corkran said. “They would like the government to facilitate transition to clean energy and away from fossil fuels so that they inherit a planet that is conducive to life and would be better for them to live in.” The suit argues the federal government is speeding up climate change by allowing oil

The Justice Department has argued the case should be dismissed because it is costing too much money to defend, and is an attempt to circumvent the policies of a duly elected president. President Donald Trump has justified his policies

by claiming that climate regulation hurts jobs. Corkran noted this lawsuit was filed in 2015, during the Obama administration - and is not aimed specifically at Trump. “This case is really saying that for the last 40 years, through different partycontrolled administrations, this is a consistent problem,” she said. “This

that include commitments to move away from single-use plastic, with some companies actually increasing the amount of single-use plastic packaging and waste they produce. “Unfortunately, across the board, the consumer goods industry has failed to take responsibility for the single-use plastics crisis they helped create,” said Greenpeace USA ocean plastics campaign director, John Hocevar. “The current commitments corporations have made around plastics actually allow for increased use in the future. We need more transparency and substantive action immediately.” Other study findings include the fact that most solutions being explored by businesses are primarily related to addressing recyclability or recycling, not reducing or creating new delivery systems. Unfortunately, most companies know or disclose little about the amount of their

packaging that is recycled and even less about the destination of their plastic waste after consumption. Beyond personal choices, such as recycling single-use plastics and using reusable bags and bottles, Hocevar points out that individuals can make an impact by talking to their local grocery stores, restaurants and businesses

is not a partisan issue.” A new trial date will now be set. The Supreme Court justices, in their refusal to stop the trial, did indicate that the government may still seek to halt the case at a later stage in the litigation before the 9th U.S. Circuit Court of Appeals. Updates on the trial are available at OurChildrensTrust.org.

about phasing out singleuse plastics as well as by writing to some of the larger companies urging them to move in a better direction. More information about the study and plastic pollution can be found by visiting www.greenpeace.org. “The sector urgently needs to move away from throwaway plastics for the benefit of our oceans, wildlife and communities around the world,” says Hocevar. Plastic Pollution: What to Know

By Desert Star Staff Plastics are an increasingly widespread pollutant, according to environmental experts, harming ecosystems and wildlife as well as endangering human health. One of the largest worldwide industries driving this crisis -- the fast moving consumer goods (FMCG) sector which offers such things as soft drinks, toiletries, foods and other consumables -- is not taking significant action to put the brakes on the growing production and marketing of single-use plastics, suggests a new report. The report, “A Crisis of Convenience: The corporations behind the plastics pollution pandemic,” by Greenpeace, found that single-use packaging is the main delivery system used by all of the companies surveyed and there is no sign of that changing. What’s more, none of these companies have comprehensive strategies
