The ‘Empire’ is Growing! Report: Inland Empire economy going strong, no recession in sight KMIR News Staff The Inland Empire economy has gained more than double the number of jobs that were lost in the Great Recession, outpacing growth in neighboring metropolitan areas, with all indications that the regional economy will continue to expand through 2019, according to
a report released Thursday by the UC Riverside Center for Economic Forecasting. “The progress the Inland Empire economy has made over the past couple of years is the latest phase in a years-long growth wave that has included broadbased employment gains across most industries,
higher income and more local spending, rising home prices, and, as of late, increased construction activity,” said Robert Kleinhenz, executive director of research for the center. “But growth is going to moderate in the relatively near future as a limited supply of workers will put a check on the region’s expansion.”
Kleinhenz and center Director Chris Thornberg, both attached to the UC Riverside School of Business, were slated to detail their ninth annual “2018 Inland Empire Economic Forecast” during a conference Thursday morning for business, industry and government officials at the Fox Performing Arts Center
in downtown Riverside. One of the key findings in the report: The Inland Empire has added more than 350,000 jobs over the last nine years — after losing 150,000 during the Great Recession, which technically ended in the summer of 2009, though the Continues on Page 3

How near miss Soyuz rocket accident unfolded By Desert Star Staff The Soyuz was considered so safe, tweets about a successful launch had already gone out. At the same time, the two men inside were hurtling towards the ground in the worst Russian manned flight accident since Soviet times. Baikonur’s first launchpad, the same one used by Yuri Gagarin 57 years ago, 11:39 am Moscow time, Thursday, October 11, 2018. In one minute, the Soyuz MS-10, the 139th flight of the various iterations of the spacecraft, will take off. Inside the capsule are Russian commander Aleksey Ovchinin, making his second journey to orbit, and rookie astronaut Nick Hague, an ace test pilot, who has waited five years since his selection as a NASA astronaut for this chance. Strapped to their seats in their bulky spacesuits, the two men appear calm, saluting playfully when asked about their state. The onboard video shows two dangling soft toys above them, a dachshund and an owl. These will serve as floating indicators of weightlessness, once they leave the Earth’s atmosphere, but also mascots. Thirty seconds left. One by one the umbilical towers that nestle the 300-ton kerosene powered Soyuz FG rocket,
which has never failed since its first launch in 2001, fall away. In graceful slow motion, the rocket soars, then accelerates at an angle into the clear azure sky over the Kazakh desert, towards the orbiting International Space Station, to which the Soyuz will attach in six hours. Inside, the two men follow the progress of the rocket on their tablets, while ground control calmly details each stage, and the monitor shows altitude rising together with the speed, measured in meters per second – 1600, 1700, 1800. 120 second into the flight, the booster rockets, the giant fast-burning firecrackers that power the initial upward thrust are scheduled to detach. That never happens as designed. A stuttering video appears to show the two spacemen jerked from their seats – likely entering weightlessness as the rocket lost speed. The feed then cuts out. A ground camera shows flashing fragments disperse from the body of the rocket. 123 seconds into the flight, the emergency escape system activates, and the capsule detaches itself from the rocket, and falls back down towards the ground on a severe ballistic trajectory. No one sitting at the controls in Moscow was here on April 5, 1975, the last time the Soyuz booster rockets
failed on ascent during a manned flight. The Soyuz 18-1 was carrying two cosmonauts up to Salyut-4, the Soviet space station. That time, the launch vehicle made it 145 km above ground, and the failure occurred between the second and third stages. Vasily Lazarev and Oleg Makarov were subjected to 20 g as they plunged towards a snowy Siberian taiga. Neither died, though Lazarev was reported to have never recovered from the physical strain. Ovchinin and Hague are luckier that their failure occurred earlier. Reports say they suffer 6.7 g – worse than the driver of a Formula 1 car pressing hard on the brakes, but less than the maximum
they were subjected to during their training at Star City. As the Russian space agency continues to post scheduled tweets about the spaceflight that no longer is, 24 teams are dispatched to search for the men. Within minutes radio contact is reestablished. The escape capsule landed 400 km from Baikonur, in the Kazakh steppe, 20 km away from the nearest large settlement. In the barren landscape it is quickly found. The pod is overturned, and Ovchinin and Hague extracted. They appear to have suffered no physical injuries. Besieged by dozens of phone calls from reporters, his wife Svetlana, says
“Thank God, they are OK.” For the two men, the worst disaster since the 2003 Columbia crash – the last time astronauts died in action – has been averted. If all goes well, they will get another chance. For the manufacturers and operators of the Soyuz, formerly a testament to the reliability of the Soviet and Russian space program, a new narrative of analysis and blame begins today, and surely heads will roll, publicly or behind the scenes. As for the crew members already up on the ISS, they can expect a longerthan-planned expedition, while the only space fleet capable of carrying humans to orbit remains grounded.
List of Priests Accused of Child Sex Abuse Revealed
KMIR Daytona Everett California’s Diocese of San Bernardino released a list Monday of 34 catholic priests accused credibly of sexually abusing minors over the past 40 years, several of the accused coming from Riverside County. In the wake of Catholic Churches across the nation unmasking the realities of sex abuse, the Diocese of San Bernardino is hoping this list of names gives people
with a past of abuse the confidence to come forward themselves no matter when the abuse took place. “In this difficult time, I want to be open and honest and accountable to the Catholic faith and to all people of good will,” Bishop Gerald Barnes of San Bernardino, said in a video. The video followed the release of the list accusing priests dating back to the 60s. “I, again, offer my apologies and my deepest
regrets to those who were victimized by the men on this list,” Bishop Barnes said. More than half in the men accused served at Riverside County institutions including churches and Catholic schools. “Since this century, we’ve only had four cases reported,” Pastor Howard Lincoln of Sacred Heart Church in Palm Desert, said. Pastor Lincoln stands by the release of the list. “We hope that this list, if
anyone has not reported their abuse, and they look at this list and that list helps them to encourage them to report, please do so,” he said. “If you or someone you know has been sexually abuse by a church minister, including anyone you see on this list, please come forward and report it,” Bishop Barnes said. The diocese said accusers should report to the church first, then the church is mandated to report it to the police, Howard said. The recent list had some discrepancies. “Four of the 34 were not
reported, because the priests were deceased,” Howard said. All priests are now required to be reported, even if the priest is deceased. That policy was adopted in 2002, Howard said. “I pledge to you that we will continue in our commitment to protect children and youth from abuse,” Bishop Barnes said. Pastor Lincoln said Sacred Heart it is it policy to announce any credible allegation at all of the masses. He said he hopes the list can restore faith in the Catholic Church as a whole. Source: KMIR

NAFTA Replacement “Missed Opportunity” on Dairy, Climate
By Desert Star Staff ST. PAUL, Minn. – A Minnesota-based think tank says the United States’ new trade deal to replace the North American Free Trade Agreement is a missed opportunity, especially for small scale dairy farmers and action on climate change. President Donald Trump maintains the United StatesMexico-Canada Agreement, or USMCA, is a win for dairy farmers because it opens up part of Canada’s market to exports. But Karen HansenKuhn, director of trade and global governance at the Institute for Agriculture and Trade Policy, is skeptical the agreement will make a big

She says the Canadian market as a whole is small – about the size of Wisconsin’s output. “And we’re not talking about opening up the entire market,” she points out. “What they achieved under USMCA is opening up about 3.6 percent of that market to U.S. exports. “So honestly, the impact on U.S. agriculture, U.S. dairy farmers will be minimal.” Hansen-Kuhn says this deal will hurt dairy farmers in Canada, which has a supply management program designed to support small family farmers. Minnesota is in the top 10 of milk producing states. Ben Lilliston, a climate policy analyst with IATP, says the USMCA maintains the status quo. He says the deal does limit some of the NAFTA provisions corporations used to sue governments, but largely keeps it in place for the U.S. and Mexico, which could make it hard for Mexico to
One expert says the United States’ new trade deal with Mexico and Canada won’t do much to help regulate the fossil fuel industry. Lilliston says there’s evidence past free trade deals have made climate change worse by tilting the rules toward extractive industries and industrial agriculture. “These are the kind of sectors that have been at the table and really pushing these free trade deals, and to see that mistake sort of repeated here when we have an opportunity to fix

repercussions lasted longer. Thornberg said that the job growth in Riverside and San Bernardino counties has not been surprising, given that the inland region took a steep hit during the recession and had the capacity for a major rebound, and it continues to enjoy an “affordability advantage” that the Los Angeles, Orange and San Diego metro areas cannot match. The IE has an employment base that is 16 percent larger than at the start of the Great Recession, according to Thornberg. By comparison, San Diego County’s is 11 percent larger, while L.A.’s is 5.6 percent bigger, and Orange County’s is 6.6 percent greater. According to the report, the logistics industry, which includes trucking and warehousing, has recorded the greatest expansion, almost doubling in size over the last decade. Construction, healthcare services and retail trade are catching up, the report stated, noting that nonfarm employment is likely to grow 2.5 percent to 3 percent over the next 12 months, pushing the unemployment rate to historic lows of under 4 percent. However, there are potential pitfalls ahead that could stall growth
and put a dampener on the economy, but to what extent remains unknown, according to the report. “Although there are longer term threats to the economy that stem from labor shortages, federal trade policies and our hugely expanded national

a lot of the problems in the original NAFTA is very disappointing,” he states. The agreement includes commitments to protect the environment, but Lilliston says there’s little enforcement. He also notes there’s no mention of climate change at all, and says this is a step backwards. Lilliston says it took 25 years to reopen this trade deal and a United Nations report out this week makes clear the
country can’t wait that long to address climate change. “We don’t have another 25 years to wait to rethink about how our various policies and economy impacts climate change,” he stresses. “We need to start acting now, and this trade agreement just repeats past mistakes.” The USMCA is awaiting approval from Congress.
debt, growth is expected to continue through the next year at the local, state and national level,” Thornberg said. He said real estate prices and housing availability could be a drag on the state economy as a whole, affecting the IE over the next several years. As of this summer, the median price of a single-family home in Riverside County
was about 10 percent less than the level reached just before the economy crashed in early 2008. The median price was roughly 17 percent less in San Bernardino County, the economists said. Lack of affordable housing will translate to a constricted labor force, meaning limited growth, they said.

Companies Honored with Inaugural Pet ‘Pawsitive’ Awards By Desert Star Staff LOS ANGELES, Michelson Found Animals Foundation, a non-profit social enterprise committed to saving pets and enriching lives, held its 7th annual Gala on October 6, 2018. Hosted by founder Dr. Gary Michelson and Alya Michelson, it was a celebration of the efforts of local officials, businesses, individuals and organizations focused on improving the lives of pets and their people, and a recognition of the joy pets bring to our lives. The evening included two sets of awards. As with past years, the Foundation presented the Leaders in Animal Welfare Awards to individuals for their exceptional dedication and advocacy for companion animals. Typically, these awards recognize a government official and an animal welfare organization. The 2018 honorees were Los Angeles City Councilmember, Paul Koretz, and Gina Knepp, Animal Care Services Manager at Front Street Animal Shelter in Sacramento, California. This year, in recognition of the growing number of pet friendly businesses, the Foundation expanded its awards program to present the inaugural Pet Pawsitive Awards. With over twothirds of U.S. households owning pets and a growing appreciation of pets as integral to our lives, these awards recognize organizations with pet friendly policies and initiatives that benefit their employees and customers, enrich the community and make a positive impact on pets and their people. The recipients were Angel City Brewery, represented by General Manager Brad Fullerton, and TruAmerica, led by President and CEO Robert Hart. “Each year, I look forward to meeting the impressive individuals and organizations who are doing incredible work for pets in their communities and across the country,” said Dr. Gary Michelson, founder of Michelson Found Animals Foundation. “Whether spearheading animal rights legislation or making the world a little more pet friendly, their combined efforts play a huge role in the future of animal welfare. I am grateful for what they do and am honored to work beside them to further our mutual goal of saving animals and enriching lives.” This year’s Leaders in Animal Welfare honorees were: Los Angeles City Councilmember, Paul Koretz spearheaded the LA City ordinance in 2012 that requires pet stores to source animals from shelters and rescues, recently authored legislation encouraging more rental housing to become pet-friendly and authored the City’s requirements to

Gina Knepp, Animal Care Services Manager, Front Street Animal Shelter, has focused on Innovative programs that educate and support underserved, low income pet owners in the Sacramento area – ranging from educating and providing access to microchips and low cost spay/neuter services, to helping find shelter for homeless people with pets during extreme cold weather. As a result, Front Street has reduced the number of animals their shelter takes in, reduced length of stay for the pets in their care and reunited more lost pets with their owners. The Pet Pawsitive Award recipients were: Downtown Los Angelesbased brewery and community space, Angel City Brewery caters to pet parents through a variety of initiatives and services. The pet friendly venue offers a doggie water station, and features a special wall showcasing adoptable pets. Real estate investment and management firm TruAmerica is on a mission to provide people and their pets with a great experience at home. With 37,000 apartments from coast to coast, TruAmerica operates pet friendly communities which include award winning dog parks, dog centers, dog spas and more. Many of TruAmerica’s apartment communities regularly host special events and activities tailored to pet owners and prospective owners including ‘Yappy Hour’ and adoption events, all of which encourage pet owners to lease at their communities and enjoy the pet friendly amenities. “We’re so honored to be included in this group of animal lovers,” said Angel City Brewery General Manager, Bradford Fullerton. “When we opened the public house six years ago, we always wanted it to be a place where communities could come together, and our furry friends are a crucial part of that mission. We look forward to celebrating with a pint of Angel City IPA and a big old bone for our brewery dogs!” “Pets are an enriching part of our lives that add a positive element to family life, which is why we adopted welcoming policies related to pets and their owners who reside in our safe pet friendly communities within our entire 37,000-unit apartment portfolio,” said TruAmerica President and CEO, Robert Hart. “It is an honor to be recognized by Michelson Found Animals which does so much to

‘Solo: A Star Wars Story’ Now on DVD
In “Solo: A Star Wars Story,” a prequel to the other prequels in this ongoing intergalactic saga, we don’t learn much about the evil Empire, although it is mentioned briefly. What we do learn, however, is who Han was before he was the dashing anti-hero played by Harrison Ford when the Star Wars movies first began on May 25, 1977, in a galaxy far far away. As “Solo” begins, we find Han (a cocky, fast-talking Alden Ehrenreich) on his home planet of Corellia. He is an orphan
working as a slave for a very ugly looking Lady Proxima. At this point in his young life, he is determined to escape, taking his girlfriend Qi’ra (Emilia Clarke) with him. When they race to catch a flight to freedom, she is pulled from his grasp. As she is being taken away, he shouts out that he will return for her. It takes him quite awhile. During the three years that ensue, he becomes a skilled pilot. He also lands in prison where he battles, then befriends Chewbacca (Joonas Suotamo), a Wookiee who eventually
becomes his trusted co-pilot. He also joins forces with two mercenaries, Tobias Beckett (Woody Harrelson) and Val (Thandie Newton), who are going to steal large amounts of a highly explosive energy material known as Coaxial for their employer, a gangster named Dryden Vos (Paul Bettany). Using his charm and gift of gab Han convinces them to include him in their venture. If they are successful, there will be enough money for all of them to share. And once Han has money he is determined to
buy a spaceship of his own. Then, surprise, surprise, Dryden’s gal pal is none other than Qi’ra. Neither lets on that they know one another so when Dryden insists that Qi’ra join Han and Tobias to ensure that they don’t run out on their heist deal, she agrees. It turns out that three years apart hasn’t cooled their feelings for one another. Also in the mix is fellow pilot Lando Calrissian (Donald Glover). Their scenes together are amusing, especially when they play cards together. Han’s goal is to win Lando’s spacecraft. Will he? The film is enjoyable but not nearly as satisfying as many of the episodes that came before in this long-lasting tale of life in the not too distant future. “Solo: A Star wars Story,” rated PG-13 for sequences of sci-fi action and violence, has a running time of 2 hours. 15 minutes. The newly released Blu-ray of “Solo” includes a roundtable discussion with director Ron Howard and cast and deleted scenes. Learn about the newest droid L3037, see how your favorite Wookie was brought to life and meet screenwriter

The new TV season has just begun, and many of the new shows are worth watching. A fun example is “God Friended Me “ airing on Sundays at 8 pm on CBS. In the first episode our hero, an atheist or at least an agnostic, receive emails from God. He refuses to answer the requests, but when God persists eventually he decides to track down the young man “God” has asked him to contact. They meet on the street, but the man in question says he never sent the emails. He then rushes to the subway station. When our protagonist runs after him, he can stop the man in question from jumping in front of an oncoming train-just in the nick of time. There is also another encounter with a young woman God introduces him to via email. The show looks promising. It’s not only intriguing, but it is also uplifting with exciting characters who draw you into their world.

Families Separated by ICE Raids Get Support from Wash. Community
Families of Bellingham men detained in an August ICE raid are getting support from the organization Raid Relief to Reunite Families. (Sofia Castellon) By Desert Star Staff BELLINGHAM, Wash. – After an immigration raid in August that resulted in the detention of Bellingham construction workers, the community is stepping up to help affected families. U.S. Immigration and Customs Enforcement agents
picked up 16 employees of Granite Precast at home or on their way to work on Aug. 29. The men have been scattered since. Eight have been deported, two still are detained and six are out on bond but unable to work. Ruby Castañeda is the wife of one of the workers, and
the couple has a newborn. She says once the initial shock of her husband’s arrest wore off, she stepped into the role of coordinator for the newly formed Raid Relief to Reunite Families. “That kind of was what was giving me hope when my husband was detained
and at the detention center because I was occupied doing other things – helping families and my husband at the same time,” she states. Raid Relief to Reunite Families is offering financial support to families and funds for legal fees while the men fight their cases. Castañeda’s husband spent nine days in detention but is back home now and seeking the ability to work and permanent legal status. The Bellingham Unitarian Fellowship, Community to Community Development and Whatcom Community Foundation are coordinating fundraising efforts for the organization. Castañeda and the group’s other coordinator, Marisol Chapina, have been meeting with families once a week to offer their support. Chapina’s partner remains detained and is applying for asylum status from detention. She says even though everyone’s case is different, members
of the raid-relief group have become like one big family. “They’ve already been deported or they’ve already been told that they’re not going to be eligible for bond and they’re not going to be eligible to pursue any sort of status, and so we’re all definitely trying to support each other because we’re all in different situations in this process,” she relates. Castañeda says after these cases conclude, Raid Relief to Reunite Families wants to continue to help immigrant communities. Once funds used for bail come back to the organization, the group will use it to bail out other detained Washingtonians. “We want that money to keep getting recycled for other families to be reunited and continue with the legal process and all sorts of stuff,” she explains. “So, we just want to be prepared for another raid to happen and give resources, as we were given.”

executive director of the Latino support group Mi Familia Vota sees the move as cruel. “It’s trying to continue the narrative that President Trump did that immigrants are bad people and freeloaders, lazy people and criminals,” he states. “It’s another attack on the Latino community.” Monterroso points out that undocumented migrants aren’t eligible for most kinds of public assistance. The Department of Homeland Security says people who receive these types of aid should be declared a “public charge,” which would count against them if they apply for a green card or visa. The rule would also make it harder to get a green card for people who make less than $15,000 a year, regardless of whether they use public benefits. Monterroso says he hopes voters will remember this issue in the November elections.
“They’ve been attacking the community expecting and hoping that the community’s not going to defend themselves, but I think it’s gone too far,” he states. “This is the time that we can use our power to elect people that actually respect the community and see us as part of the country, and not as strangers that can be disposable workers.” The move is part of a series of federal actions targeting the immigrant community, some of which are tied up in litigation, including termination of the Deferred Action for Childhood Arrivals (DACA) and Temporary Protected Status (TPS) programs, stepped up immigration raids, separating parents and children at the border and moves to end the policy that allows migrants to sponsor family members to come to the U.S.
Christmas stockings hang along a mantel decorated with greens and ornaments. Peering over his glasses, Santa reads a note. The use
of gold metallic ink, the flow of the type, and the organic shape of the border harken back to graphic styles of the first half of the 20th century.

One in Three Rural Households Lacks Broadband Internet By Desert Star Staff LYONS, Neb. – In Nebraska, just 5 percent of residents in 18 of the state’s 93 counties have access to broadband Internet, according to a new report from the Center for Rural Affairs. Report author Johnathan Hladik, the center’s policy director, says lack of reliable information is partially to blame. Until 2015, broadband access was mapped by address or at the parcel level. But now coverage is reported by census blocks, which in rural areas can be larger than the state of Connecticut. Hladik says under the current mapping system, if just one household has broadband, every household in that census block is marked as having coverage. “It’s easy to think of resources, specifically money, as the reason why we don’t
have broadband in rural areas,” he states. “But this report shows that policy actually plays a very big role.” Nationally, of the more than 25 million households that can’t access broadband Internet, 19 million are in rural areas. Broadband is not just important for streaming movies. In the 21st century, fast Internet speeds are critical for medical procedures, completing school assignments, and for small businesses to compete with firms that have reliable connectivity. Hladik says steps taken to address the urban-rural digital divide in neighboring states could put Nebraska at a disadvantage when it comes to economic development. He points to policies adopted by Minnesota to ensure all residents are covered from border to border, largely relying on

Hladik says those efforts, which involve more accurate maps, show that multiple stakeholders working together can ensure coverage when profit margins are too slim for the private sector to get the job done.
“We can’t sit back and expect the state government to solve this for us,” he stresses. “It also can’t be only the provider. “Frankly, the cost incentive is not there for the provider to extend service to every household in Minnesota or
every household in Nebraska.” Hladik says mapping is likely to be a prominent issue in the next legislative session, and he expects to see a measure introduced to help Nebraska get a better picture of the barriers to expanding broadband access to all of its residents.
NY prosecutor drops part of sexOassault case against Harvey Weinstein U R MISSION:
By Desert Star Staff New York prosecutors have dropped one of the sex crime charges against disgraced movie producer Harvey Weinstein, according to news agencies. Weinstein appeared before New York Judge James Burke as his lawyers tried to have some or all of the charges he faces dismissed. The basis for the motion filed by Ben Brafman said prosecutors withheld evidence when presenting the case to the grand jury, such as friendly emails that one of Weinstein accusers sent to him. The case includes rape and sexual assault charges. During the Thursday hearing, the prosecutors agreed to drop charges relating to an alleged sexual assault. They said they could not oppose the dismissal in light of information that they had learned while investigating the case. According to ABC News, prosecutor Joan IlluzziOrbon dropped count six
of the indictment involving against the film executive. Lucia Evans, an actress who Brafman said the written accused Weinstein of forcing her to perform oral sex on him in 2004. The rest of the counts against him remain. It reportedly comes after the district attorney’s office discovered a previous written account by Evans which could suggest that her sexual encounter with Weinstein was consensual. Four other charges remain in the case against Weinstein before the Manhattan Criminal Court. The former movie producer pleaded not guilty to all of them and was granted bail at $1 million. The fall of Weinstein began almost exactly one year ago, when an article by The New York Times reported allegations that Weinstein had sexually harassed multiple women and paid them for their silence. Days later, The New Yorker published the first in a series of articles in which women brought forth allegations of rape, sexual assault, and sexual harassment
account from Evans was discovered from a fact-checker
at The New Yorker, and that he would subpoena the magazine.
