4 dead as Hurricane Irma rocks Florida, leaving 3.5mn without power By Desert Star Staff At least four people have been killed in Florida as Hurricane Irma batters the state, bringing heavy rains and flooding. Around 3.5 million people have been left without power in the storm, declared a major disaster by President Trump. Two officers who had been helping at an evacuation shelter
were killed in a car crash in Hardee County, officials say. Sergeant Joseph Ossman and Deputy Sheriff Julie Bridges stayed in the county despite mandatory evacuation orders.“Deputy Bridges was picking up supplies for a hurricane shelter when her patrol car collided head-on with Sergeant Ossman’s vehicle,” a statement on

Trump Would Cut Hurricane-Tracking Agencies
By Desert Star Staff CHARLESTON, W.Va. -- President Trump’s proposed budget would cut nearly $1 billion from the National Oceanic and
Atmospheric Administration. That could hobble hurricane tracking and prediction. The administration wants to cut NOAA funding by more than one-sixth, which would hit the
National Weather Service and the National Hurricane Center. Former NOAA chief of staff Renee Stone is now chief of staff with the Natural Resources Defense Council.
She said those agencies’ predictions save countless lives - particularly compared to the numbers who died in storms before such predictions were available; such as the one that hit Galveston, Texas in 1900. “The hurricane that hit Galveston, no one knew that was coming and thousands of people died,” Stone said. “In Harvey, it was still a disaster, but they were able to make a lot of decisions that helped keep a lot of people safe.” Budgets passed by the House and Senate include smaller cuts to NOAA. Stone said the Trump budget reductions seem tied to the agency’s research into climate change. Before coming to office, Trump described climate change as a hoax designed to weaken the U.S. economy. His position seems to have shifted some since then. Stone said even if you set the climate issue aside, it makes sense to invest in the complicated and expensive job of predicting
By Desert Star Staff RALEIGH, N.C. -- There are more than 225,000 women-owned businesses in North Carolina, and at least that many female entrepreneurs working to navigate access to capital and resources. That fact is what is driving a new crowdsourcing effort for women-owned businesses coming to parts of North Carolina. In less than a year, iFundWomen has driven more
than $1 million into femaleowned businesses in other cities such as Nashville, and chief revenue officer Concetta Rand said they want to do the same in the Triangle. “It’s a great opportunity for exposure for those companies, to really extend the reach of their crowdfunding campaign to galvanize the local community behind not just a single crowdfunding campaign but the power of the female
economy in that specific market,” Rand said. So far, iFundWomen Raleigh Durham has collected more than 100 applications from women entrepreneurs. The program officially will launch later this month. In addition to connecting them with access to capital, the organization also offers mentoring and coaching, two areas where Rand said women lack resources. She said women get less
than 6 percent of all venture funding, and often the loans they receive are for smaller amounts and at higher interest rates. Beyond that, she said, there’s a shortage of human resources. “Absolutely, closing the funding gap is imperative,” she said. “The two other gaps that we see for female entrepreneurs are coaches and mentors and role models and success stories. And so we are helping coach women

US troops are “relentlessly destroying” the terrorists wherever they may be, Trump said. “We are making plain to these savage killers that there is no dark corner beyond our reach, no sanctuary beyond our grasp, and nowhere to hide,” the US president said.Before traveling to the

The job is being filled by a deputy. Stone said right now the agency is “all hands on deck” - totally devoted to the job of tracking the current storms. But she said the weather predictions people see on the evening news are the result of a lot of costly scientific work. “A lot of research, a lot of hard work, a lot of cuttingedge technology goes into that forecast. And these budget cuts really threaten that,” she said. Local officials in Texas and Florida have cited higher sea levels and warmer ocean waters as contributing to damage from storms.

qualified, overloaded with too many associations, disorganized, poor at customer relations, or even unethical and dishonest. No excuses can be made for such managers, and they should not be accepted. However, some managers are not allowed to succeed in their roles, as boards set them up for failure. Before an association gives up on its manager, ask if any of the following factors are present. You don’t, so I will – Often, a director who performs managerial tasks will explain that “somebody has to do it.” This will insulate a poor manager from responsibility from their performance, and will discourage a good manager who wants to do their job. What we have here is a failure to communicate Many boards never establish expectations regarding communication flow, including the designated points of contact, and what
type of response time is reasonable. Set mutually agreed expectations and make sure both management and board honor that agreement. Remember, not everything needs to be handled now. Your manager probably receives over a hundred emails a day from homeowners, so allow them to triage the critical from the lesser. The handcuffed manager – If a board does not trust the manager, then the association may need another manager. However, if the manager is trusted, why should they not be given a reasonable amount of spending authority, so long as they report monthly to the board? Requiring the board approve in advance every sprinkler head or window replacement bogs the manager down, and also involves the board in minutiae. Who’s the Boss? – Managers work for the corporation, which acts through its board, but some
HOA presidents do not understand their role as president of non-profit is less powerful than the for-profit president. A president who orders the manager around short-circuits the association governance, and forces the manager to choose between proper governance and good client relations. Managers should be seen and not heard - Many a fine manager’s morale is damaged by boards which refuse to accept their expertise, treating the manager as clerks instead of trusted professionals. Association boards should insist their manager be experienced and knowledgeable, and should benefit from that experience and knowledge. Civility deficiency- If a manager is treated rudely, why is it fair to expect a great attitude in return? It is not - the Golden Rule applies to managers also. Trading manager in

This is often simply a knee-jerk and unfair assumption as to the manager, who must be loyal to the association, not who runs` it at any point in time. By Janice Gough When computers can perform tasks that normally require human intelligence, such as visual perception, speech recognition and decision making, Artificial Intelligence (A.I.) has been installed into the robot computer. A.I. Robots will certainly change how people live in the future. These robots will perform many tasks necessary for human completion. Since A.I. impacts productivity, it will also cause Economists to incorporate it into their financial analysis. Although many worry about the many jobs that robots will replace out jobs, we, as a people, have always changed to accept technological change. Consider how Robotic surgery is widely accepted today as a normal. Apple computer states that texting someone will be a thing of the past when they release the voice recognition IPhone. Technology will fundamentally change the lives of millions of people on this planet. Currently our economy is not in a period of stagnation, but more in a period of “technology disruption”, and we have many more changes coming daily. These changes, which we will be gradually incorporated into our daily living, will change our way of life. Just think how much of your life will change when you can program your schedule into a Computer Automobile and can travel anywhere without the need, to drive! Fortunately, human beings,
are very adaptable. We all want the use of technology to make our lives easier. And, as these tools and instruments become more prevalent in our daily life, we will begin to rely on these tools, just as we did the microwave ovens and all of the other tools which we use daily to simplify our lifestyles. The interaction between Man and Robot will determine the types of future jobs. Work has always been an arms race between skills and technology. A new study using U.S. Department of Labor statistics, found that “jobs don’t get automated away, tasks do.” Most jobs are made up of 20 tasks or more. That’s where the phrase “multitasking” came from. There are more tasks today per job than ever before, and tasks within a job change over time. In studying tasks, they found that the 18,000 work activities could be boiled down to 41 tasks. Then they defined three levels of tasks: basic, repetitive and advanced. Think of basic as physical, like grocery shopping. These tasks are not always manual but are a part of several tasks needed to accomplish a goal. During the late 1860s, 80% of all tasks were basic. That changed into the 1940s when 80% of all tasks were repetitive, such as manufacturing, scheduling and processing information, and these jobs gave rise to the middle class. Technology has automated these, and today 50% of tasks are advanced tasks, which include maintaining relationships, training, developing teams, coaching, strategizing … basically thinking creatively and inspiring.
Human beings are uniquely skilled at doing these tasks, so they can’t really be automated away. Today, 70% of occupations require creative thinking. The skills needed for jobs in the future will be based on creative intelligence, technology acumen and emotional intelligence. Economists use Gross Domestic Product (GDP) as a primary economic indicator. The use of A.I. in robots will also cause economists to add new factors which include the value of Human capital and technology into the equation. When using a formula which includes productivity, progress and prosperity, the results will more clearly identify the
progress of that entity. Today, we are in the midst of a structural change in the nature of work. This will greatly impact the labor market, not only for the United States, but for the global economy. How work changes for us in the years ahead will define the trends of our lifetime.”

CA Patients, Workers Push Bill to Reform Dialysis Treatment
Workers in Moreno Valley rallied Wednesday in favor of a bill that would mandate minimum staffing levels at dialysis clinics. (SEIU) By Desert Star Staff LOS ANGELES – Dialysis centers up and down the state are drawing protests this week from patients and health-care workers who
support a bill to require clinics to improve patient care. Senate Bill 349 would mandate higher staffing levels and annual state inspections of dialysis clinics.
By Desert Star Staff SEATTLE – Football season is here again and, while the National Football League and college football sometimes are seen as punting on the issue, concussions are a big deal. But it isn’t always easy to know when an athlete has a concussion. Researchers at the University of Washington have developed a smartphone app called PupilScreen, which measures the eye’s response to light using the phone’s camera light. Right now, medical personnel use a penlight, which isn’t very accurate, or a pupillometer, a bulky and expensive technology, to detect concussions. Alex Mariakakis is a Ph.D. student at UW who helped develop the technology. “The part we’re more interested in, possibly in
the long term, is the youth sports – so peewee or Pop Warner or high school teams, where maybe they don’t have a trained neurosurgeon on site,” Mariakakis explains. “It’s something that a concerned parent or a volunteer nurse could download on their phone and then use.” Concussions aren’t just a big deal for football players, either. According to a 2013 paper endorsed by the American College of Sports Medicine, 3.8 million concussions occur each year in the U.S. during competitive and recreational sports, though about half are unreported. The technology is still in its early stages, and the researchers hope to have the app commercially available within two years. But Mariakakis notes that in many ways, concussion research is still in its beginning stages too, largely because
By Desert Star Staff BANGOR, Maine -- The clock is ticking when it comes to a free and open internet in the United States, and watchdog groups are gearing up for what could be a lengthy court battle if regulators put an end to net neutrality. In May, the Federal Communications Commission proposed rolling back an Obama-era rule regulating internet service providers as utilities, meaning providers can’t block or limit access to websites. FCC Chairman Ajit Pai wants to quash regulations treating Internet
Service Providers as utilities, saying it hampers innovation and investment. Jim Chilsen, director of communications for the Citizens Utility Board, said there’s a misconception about what net neutrality is, and who could be impacted by it. “A lot of times, this gets portrayed as this battle between these big tech companies - between AT&T and Amazon, or Verizon, or Comcast and Netflix,” Chilsen said. “And it actually, in the end, it’s going to hit the little guy, consumers like you and me.”
Sean Wherley, the spokesperson for the union that represents some dialysis workers, says the bill would also enforce a 45-minute transition period between
patients, so they can wait for their blood pressure to return to normal and the staff has time to properly disinfect the equipment. “Right now, there is no set transition time between patients - so, they may have as little as 15 minutes, even though the three- to four-hour process can leave them exhausted and at risk of infection, or fainting,” he explains. About 66,000 Californians rely on dialysis to stay alive, a process that cycles blood out of the body, filters and returns it, three times a week. Davita and Fresenius, the two largest dialysis corporations, contend the regulations are unnecessary and will lead to fewer available appointments and higher costs for Medicare and Medi-Cal. Wherley notes that together, the two
companies made almost $4 billion in the U.S. last year. Protesters rallied in Sacramento and L.A. on Thursday, and in Moreno Valley and Oakland on Wednesday. Wherley believes that dialysis clinics should have minimum staffing levels, just as hospitals do for registered nurses. “We’ve heard numerous stories from patients who have fainted; there weren’t staff nearby to help them,” he adds. “Needing to use the restroom during treatment and yet, no staff could come over to unhook them, and they soiled themselves. And it leaves everyone vulnerable, both workers and patients.” Senate Bill 349 has already passed the State Senate and should be taken up by the State Assembly by next Friday, which is the deadline for any bills to pass before lawmakers adjourn for the session.
UW Team Develops Phone App to Diagnose Concussions

medical community and say, ‘Hey, we were able to do this big sample, get this big sample population that was previously unreachable, by using our smartphone tool,’” he explains. Multiple concussions can
have devastating effects on the brain. Researchers have found a link between head injuries and a degenerative brain disease similar to dementia known as Chronic Traumatic Encephalopathy.
Chilsen said if net neutrality rules are rolled back, it could drive small tech companies and internet providers out of business, meaning if consumers are unhappy with the service a large ISP provides, there would be nowhere else to turn. He said if the FCC decides to pull the plug on the safeguards that are in place, watchdog agencies like his will take the issue to court. He said every increase in a utility bill hurts, especially for those on a fixed income. “Consumers get nickeled and dimed,” he said. “A $90
million rate hike for a company may seem like a small rate hike, and the per-customer increase may be small, but these little cuts take a toll.” More than 22 million
people commented on net neutrality during the FCC’s public comment period, and Chilsen said an overwhelming majority were in favor of keeping protections in place.

Denver Mayor Asks Residents to Step Up for Paris Climate Goals

Paris in 2015 and rejected by President Donald Trump. The plan would create a glide path to reduce fossil fuel use by increasing conservation and powering electric vehicles with 100 percent renewable energy by

And some of the best minds in the state aim to do something about it during the Northstar Public Health Conference on Gun Violence in downtown Minneapolis on Wednesday and Thursday. Rev. Nancy Nord Bence, executive director of Protect Minnesota, says the solutions do not involve confiscating guns as much as finding ways to keep them out of reach of people most likely to use them against themselves and others. “We are so busy treating this like a political football that we’re not treating it as it should be treated as a public health epidemic in our state that affects different communities
in Minnesota differently and for which there are actual solutions,” she states. Nord Bence says the first day’s theme is guns and mental illness. The second day will be about gun violence in urban communities. Workshops will feature law enforcement and public health professionals as well as experts on domestic abuse, mental illness and racial and economic disparities. The public is welcome to attend. The Centers for Disease Control and Prevention says 78 percent of gun deaths in Minnesota over the last decade were suicides, a disproportionate number of them in rural Minnesota. Nord Bence is a Lutheran pastor who
says she ministered to six different families victimized by suicide before taking the job at Protect Minnesota. “We do have to recognize that some people, either because they’re suicidal or for other reasons, shouldn’t have access to lethal means,” she stresses. Nord Bence says research shows fewer gun deaths where background checks are required for all gun sales, not just those at dealers, which is what Minnesota requires. The Northstar Public Health Conference on Gun Violence is co-sponsored by the Minnesota Public Health Association, the University of Minnesota School of Public Health and the Nobel Peace Prize Forum.

Despite Irma passing more than 200 miles away, the hurricane’s powerful easterly winds pushed the water out of Sarasota Bay, leaving the large mammals stranded on the freshly-dry land. Resident Michael Sechler posted on Facebook that he went out to the bay and saw two objects lying where the water had receded.“So we took off our shoes and walked out through the shells to find two beached manatees,” Sechler said. The group then tried to help the animals, but the sheer size made it impossible to move them. “Believe me, we tried to September 13, 2017
move them,” Sechler wrote. “But between [the manatees] weighing over 500lbs and being stranded in almost mudlike sand, we couldn’t make it happen.” However, another group had more success with the help of some simple items, namely a sheet of tarpaulin and some pieces of timber. Marcelo Clavijo said he was out for a drive because he was going “stir crazy” sitting at home, when he stopped by the bay and spotted the beached sea cows. Clavijo posted a video on Facebook showing the team of rescuers struggling to move one of the big manatees with their basic tools. The video has already been watched

He later told local news channel Fox 13 that the sea cows swam off after they pulled them all the way to the water. Hurricane Irma has already claimed at least four lives, as it batters Florida, having earlier killed 28 people in the Caribbean. President Trump has declared it a major disaster, leaving heavy flooding and major destruction in its wake.

Supreme Court blocks 9th Circuit restrictions on refugee ban By Desert Star Staff 11 Sep, 2017- The US Supreme Court has temporarily blocked a lower court’s ruling which outlined exemptions from the Trump administration’s temporary ban on refugees. The Department of Justice asked the Supreme Court early on Monday to stay the decision by the 9th Circuit Court of Appeals, which sought to expand the class of refugees that could be admitted to the US. The California-based 9th Circuit ruled on Thursday that “refugees who have formal assurances from resettlement agencies or are in the US Refugee Admissions Program (“USRAP”) through the Lautenberg Amendment” should be allowed in.President Donald Trump initially ordered a temporary ban on almost all refugee admissions to the US. While federal judges immediately sought to block
the order, the Supreme Court allowed it to partially go into effect in a June 26 ruling, specifying that exemptions must be made for those with “a bona fide relationship with a person or entity in the United States.” Several conservative Justices were unhappy with the phrasing, predicting it would lead to endless litigation and efforts by lower courts to interpret it as broadly as possible. Since then, several motions have been filed against the Trump administration’s implementation of the restrictions, claiming that the government’s definition of a “bona fide relationship” was too narrow. The 9th Circuit also ruled that extended family such as grandparents, uncles, nieces, nephews, and cousins of persons in the United States should be exempt from the travel
By Desert Star Staff Moscow will bring the terms of work of its diplomatic missions in the US and those of Washington in Russia into “full parity,” Russian Foreign Minister Sergey Lavrov announced. The statement comes after the Russian Consulate in San Francisco and two trade missions in Washington, DC, and NYC were forced to close at the end of August. Russian authorities, Lavrov said, asked the Americans to make sure the overall number of their diplomatic staff working in Russia equals that of the number of Russian diplomats working in the US. “But in doing so, we included into that overall number everyone who work at the Russian mission in the UN,” Lavrov told reporters at a press conference in Amman, Jordan, on Monday. “Understandably, this is a separate issue not relating to bilateral [US-Russia] relations. “Nevertheless, doing so we showed our good will,” he continued. “The US has
sort of pocketed our kind gesture and said ‘If Russians want parity, make them close one of four consulates [in the US] as we have only three consulates in Russia.’” The US State Department insisted that the move was reciprocal to Moscow’s decision to cut the number of American diplomatic staff in Russia. Lavrov added that Moscow is now looking at conditions under which the American diplomatic missions operate in Russia, and vice versa. “If the US makes parity a criterion, we will bring those conditions in full accordance with what is called parity,” Lavrov said. Last week, President Vladimir Putin also spoke of disparity between Russia and the US in the number of their diplomatic staff. “We have agreed with our [American] partners that there should be parity of the number of diplomatic staff in Russia and the United States. The Red Cross of Southern Missouri already has volunteers in Texas, and right after Labor Day, the Northwest Missouri chapter is sending people who’ve been assisting local flood victims here in Missouri for the past two weeks. Red Cross communications officer Mark Tauscheck says the volunteers are thoroughly trained, but they have a huge responsibility. “They don’t get paid; they have to be willing to be deployed at a moment’s notice for days, if not weeks at a time,” he said. “So, they really are picking up and leaving their lives behind them - leaving families and sometimes jobs to go into disaster areas.” He says they’re in for a long haul in Houston, where

The organization is holding an awareness walk called “Out of the Darkness” on September 23 in Sioux Falls. Drake says the warning signs for suicide are different for everyone, but it’s important to step in if necessary. “If you notice a friend struggling or you just notice
some major changes happening with them, ask them,” she adds. “Ask them if they’re doing okay. It’s okay to be a little bit nosy.” Nationally, five times more people die by suicide than by homicide. ‘Wind River’–An Engrossing Thriller As Banner, Lambert, and the sheriff get closer to the truth the action heats up and Banner proves she is a tough, motivated young woman, not afraid to stand her ground against all odds. This thriller is not only satisfying and gripping; it takes us inside another world as we witness what life is like on a Native American reservation. And the ending leaves us with a sense of true, well deserved retribution. The acting throughout is excellent. Renner is perfect as a rather stoic man of few
“Wind River,” written and directed by Taylor Sheridan (“Sicario,” ”Hell & High Water”) is a gripping, well crafted thriller set on a Native American reservation in Wyoming. It opens as a beautiful young girl is frantically running barefoot through the snow. She keeps looking over her shoulder, but we don’t know who or what is compelling her to run for her life under the moonlit sky before she collapses. And dies. In the next scene a herd of white goats grazes peacefully, unaware that a wolf is in their midst. Before the wolf can strike, a shot rings out. The wolf falls to the ground, brought down by Cory Lambert (Jeremy Renner), a hunter and tracker working for the US Wildlife Service to protect the animals on the reservation from predators. The following day he heads out into the wilderness to track
down a mountain lion and her nearly grown cubs that have been killing livestock in the area. Suddenly, he makes a grim discovery. There in the snow is the lifeless body of Natalie (Kelsey Asbill), lying frozen on the ground. Due to the violent nature of the crime on federal land, the FBI has assigned a young agent, Jane Banner (Elizabeth Olsen), to investigate. It is obvious that she is inexperienced as she arrives by car from Las Vegas wearing very light clothing and flimsy shoes. Renner asks his exmother-in-law to lend the young woman some of her warm clothing. She does, but admonishes Banner to return everything before she leaves. It is obvious that outsiders are not to be trusted. Banner soon realizes she doesn’t feel capable here in this wild snow-covered terrain. She doesn’t know
words. He is capable, makes his bullets by hand, carefully tracks his prey, but he also has a soft side which is exhibited when he consoles the grieving father of the slain young woman or teaches his young son how to ride a horse bareback. There is also a personal tragedy in Lambert’s life that drives him to find the truth about why this lovely young girl was murdered. “Wind River” is rated R for rape, disturbing images and violence. Running time: 1 hour, 47 minutes.

The investigation takes twists and turns that keep Lambert and Banner on their toes as they seek resolution and justice for this young woman who was brutally raped before her death. As the story unfolds, writer/director Sheridan realistically shows us what life is like for young men in particular, who live on the reservation. Many are bored, feeling they have no chance for success or a better life in the outside world. Often they resort to petty crimes and are arrested. As the sheriff, played by Graham Greene, tells Renner, they probably do it for a warm bed, a good meal and time away from the reservation.

Shawcross says more than a dozen states and local governments are using the free or low-cost software that was first adopted by the Colorado House and Senate. “Faith in government and trust in government is dropping, and if a government is interested in providing a higher level of transparency, we saw it as a big opportunity to help governments meet voters where they’re at and really lower the bar for civic engagements,” he explains. Shawcross says Platteville, a small town north of Denver with a population of 2,600, was the first community to download and install the free software by themselves. Platteville town administrator Mary Lee says without the free software, the town couldn’t provide television coverage of city meetings. “We have a lot of elderly
folks here who like to know what’s going on but they don’t like to get out at night to go to meetings, and I can’t imagine a small town out there that wouldn’t benefit,” he explains. The cost for the software is tied to population, and free for communities of 5,000 or less. According to Shawcross, the open software has allowed some communities such as Platteville to double or triple their community engagement. “It’s a good success story because it just shows that a government that has this interest, we can help make sure that they can make it happen regardless of their budget,” he adds. The Open Media Foundation is now working on a project to integrate the software with Open States, an organization that compiles voter data.

Sandy Campbell as Jeannette Fisher, his wife’s best friend and a strong moralist, is a formidable and reluctant candidate for an affair. But, to Barney hope springs eternal. The Jeannette character serves as Neil Simon seeking moral equivalence for placing his characters in questionable situations, but they’re all so darn appealing and funny in their moments that it’s difficult to cast aspersions. Remember the play takes place in the 60’s. Our society has changed big time over 48 years when it comes to illicit affairs of the heart. Director Chris Williams is the person responsible for sorting out of all this on stage sexual innuendo interplay, and he does it with style, and elan. The comedy just flows along and is seamless in its execution and is chock full of nice directorial touches. Of course, the cast and director Williams can thank the brilliance of playwright Neil Simon and his scintillating dialogue and zingers that

allow for all the comedy magic and insights that takes place right from the get-go. The technical team elements are always first-rate at NCRT and this production is no exception. The ‘dynamic duo’ of Scenic Designer Marty Burnett and Lighting Designer Matthew Novotny deliver a set that any audience member could easily move right into and feel at home. The costumes designed by Elisa Benzoni fit the characters to a tee. From Barney’s suits that give him the harried look of an unmade bed to the femme-fatale look of Elaine’s predatory character, to Bobbi’s youthful mini-skirts, to the ‘sensible’ Jeannette, a middle-age woman dressed in a tailored outfit sporting a pill-box hat, who clutches onto her purse as if was a life preserver; are all spot-on. Peter Herman’s wig designs are a plus, as are the sound designs of Aaron Rumley, along with the props design of Andrea Gutierrez. Cindy Rumley is the Stage Manager making sure that everything goes as it should. “The Last of the Red Hot Lovers”, is a delightful comedy that should not be missed by audiences of North Coast Rep Theatre. The production has already been extended one week to accommodate the demand for tickets. The play now runs through October 8, 2017, in Solana Beach, CA.

By Desert Star Staff CONCORD, N.H. – As Floridians struggle to cope with the devastation from Hurricane Irma, Granite Staters are being warned not to fall for scammers who want to prey on people’s desire to help. It is uncharted territory, two major hurricanes – Harvey and Irma – hitting the United States within the space of two weeks. Bob Denz, a retired FBI agent and volunteer fraud fighter with AARP New Hampshire, says Granite Staters should act on their impulse to help out, but at the same time they need to be sure they are not falling prey to a fake charity or other scam. “Don’t trust requests that come to you, unsolicited requests,” he warns. “Don’t trust them. Stick with a name and reputation that you know, and if you want
to check a name, they can be vetted at Charity Navigator or CharityWatch.” Denz adds that while many charity scams come by unsolicited phone calls, they also can happen with randomly blasted text messages, emails and social media posts, as well as with a knock on your front door. Denz says fraud fighters have learned from experience that fake charities often pop up in the wake of major tragedies, and in the case of hurricanes they can pop up even before the storm actually has done any damage. “Tragedy strikes, con artists come out of the woodwork,” he cautions. “Very often, they come before the storm makes landfall, such as Superstorm Sandy. A thousand new websites came on for Sandy relief, before it even hit land.”

By Desert Star Staff HARTFORD, Conn. State House Democrats want to raise Connecticut’s tobacco tax, but is it enough to advance public health? The latest House Democratic budget plan would raise the tax on some tobacco products by 45 cents, making it one of the highest tobacco taxes in the country - but it would not apply to all tobacco products. Bryte Johnson, director of government relations for the American Cancer Society’s
Cancer Action Network, said he believes the increase is too small to encourage people to quit. Although smokers may complain, he said, they’re likely to just pay the higher price and keep smoking. “It’s going to also be offset by the massive amounts of money that Big Tobacco already spends on marketing in Connecticut,” he said. “They’ll just spend a little bit more, with more giveaways and more samples and coupons, and things along those lines.” Johnson does give the
state credit for being one of the few to use Medicaid funds for all seven of the Food and Drug Administration-approved methods to quit smoking. Connecticut gets $100 million a year from the Master Tobacco Settlement and millions more from tobacco taxes. Johnson said the Centers for Disease Control and Prevention recommends that the state spend $32 million a year on tobacco-control efforts. “If you add up all the money we’ve spent in the
last 15 years, it only come out to $29.7 (million),” he said. “So in 15 years, we’ve spent less money cumulatively than the CDC recommends we spend annually.” Since the creation of that fund, tobacco-control spending in the state has been cut 71 times and there’s been no budget for nonMedicaid tobacco-control programs since 2015. Johnson noted that the toll of tobacco use is extreme. The CDC has estimated that 1,500 Connecticut kids will
start smoking this year, and 4,900 adults will die from smoking-related causes. “That’s 13 people a day at a cost of $230,000 an hour - every hour, every day, all year long,” he said, “and our response is to do nothing.” Studies have shown that regular, significant increases in the price of tobacco, along with strong tobacco control and smokefree laws, reduce smoking, saving money and lives. Gerard Melton, 54, was trying to sleep on the sidewalk in Nashville, Tennessee, when he “became disturbed” by exhaust fumes and loud music coming from Katie Quackenbush’s luxury SUV, Metropolitan Nashville Police said.A heated argument
followed, which culminated in Quackenbush allegedly getting out of her vehicle and firing two shots at Melton before getting back into the Porsche and fleeing the scene. Melton was critically wounded and remains hospitalized at Vanderbilt University Medical Center. Quackenbush’s father told the Tennessean that his daughter didn’t even know she hit Melton and was simply trying to fire warning shots. “She didn’t try and kill this guy,” Jesse Quackenbush said. “She had no intention

In compliance with Article XIIID, Section 4 of the California Constitution, this Board of Directors finds that all public streets and alleys will receive no special benefit from the Improvements, or, alternatively, the Zone A Improvements. This Board of Directors finds and determines that before ordering the construction, installation and/or acquisition of the Improvements or, alternatively, the Zone A Improvements; it shall take proceedings pursuant to the 1913 Act. Section 7. The General Manager of the District is hereby appointed the Engineer of Work, the General Manager of the District is appointed the Superintendent of Streets and Albert A. Webb Associates is appointed the Assessment Engineer. The Assessment Engineer is hereby authorized and directed to make and file with the Secretary a written report with regard to the 1913 Act (the “Report”), which Report shall comply with the requirements of Section 10204 of the Streets and Highways Code.Section 8. Following the construction, installation and/or acquisition of the Improvements or, alternatively, the Zone A Improvements, and the payment of all issuance of bonds pursuant to the Improvement Bond Act of 1915, any surplus remaining in the improvement fund established for the Assessment District shall be used as determined by the Board of Directors as provided in Section 10427 of the Streets and Highways Code. Section 9. Bonds bearing interest at a rate not to exceed 12 percent per annum will be issued hereunder in the manner provided in the Improvement Bond Act of 1915 to represent the unpaid assessments. The principal amount of such bonds maturing each year shall not be an amount equal to an even annual proportion of the aggregate principal amount of the bonds, but rather (except as specifically otherwise provided by the Board of Directors in connection with the sale of such bonds), shall be an amount which, when added to the amount of interest payable in each year, will generally be a sum which is approximately equal in each year (with the exception of the first year and any adjustment required with respect thereto). The last installment of such bonds shall mature a maximum of thirty-nine (39) years from the second day of September next succeeding twelve months after their date. Section 10. The provisions of Part 11.1 of the Improvement Bond Act of 1915, providing an alternative procedure for the advance payment of assessments and the calling of bonds, shall apply. Section 11. The Board of Directors hereby determines that the District will not obligate itself to advance available funds from its treasury to cure any deficiency which may occur in the bond redemption fund established for the Assessment District. Section 12. It is hereby determined that the bonds proposed to be issued in these proceedings may be refunded. Any adjustment to assessments resulting from such refunding shall be done on a pro rata basis as required pursuant to Section 8571.5 of the Streets and Highways Code. Any such refunding shall be pursuant to the provisions of Division 11.5 (commencing with Section 9500) of the Streets and Highways Code, except that, if, following the filing of the report specified in Section 9523 and any subsequent modifications of the report, the Board of Directors finds that all of the conditions specified in Section 9525 are satisfied and that the adjustments to assessments are on a pro rata basis, the Board of Directors may approve and confirm the report and any, without further proceedings, authorize, issue, and sell the refunding bonds pursuant to Chapter 3 (commencing with Section 9600) of Division 11.5 of the Streets and Highways Code. Any such refunding bonds shall bear interest at the rate of not to exceed twelve percent (12%) per annum, or such higher rate of interest as may be authorized by applicable law at the time of sale of such bonds; and the last installment of such bonds shall mature on such date as will be determined by the Board of Directors in the proceedings for such refunding. Section 13. The Board of Directors orders that the portion of the cost and out of the treasury of the District from such fund or funds which shall be determined by the Board of Directors. Section 14. By Desert Star Staff Everybody seems to have an opinion about germs -- what causes them, where they’re located, how to avoid them -- especially when it comes to children. Experts say that American children miss 22 million days of school annually due to colds, flu and other infections. “Avoiding germs at schools isn’t as simple as just washing
your hands in the bathroom or sneezing into your sleeve,” says Charles Gerba, Ph.D., professor of microbiology and environmental sciences at the University of Arizona. “Germs are on everything kids touch in the classroom, as well as around the hallways, cafeteria and playground.” With this in mind, it is important to separate facts from myths about
germs in schools. • Fact: Desks Are Among the Most Germ-Prone Items. It’s true! Students spend most of the day at their desks -- sneezes, coughs and all -- and, in some schools, they often switch classrooms and share desks with others. At the end of the day, students bring home that cocktail of germs to their families. • Myth: Any Hand Sanitizer Will Do. According to research from the University of Colorado at Boulder, people carry an average of 3,200 bacteria on their hands. While most hand sanitizers are 99.9 percent effective at killing germs, some only last for a few minutes or until the application dries on the skin. Therefore, parents should consider applying hand sanitizers for their children that last throughout the day, such as Zoono’s GermFree24, which is proven to last for 24 hours on skin and is available
as both a foam and a spray. • Fact: Germs Can Affect Kids Outside the Classroom. Germs in schools aren’t just isolated to classrooms. They are everywhere, including cafeteria trays, playground jungle gyms and sports equipment. In fact, the Clinical Journal of Sports Medicine found 63 percent of gym equipment is contaminated with rhinovirus, which causes the common cold. Soothing Tips for Fussy Babies By Desert Star Staff Parents dealing with a fussy baby -- especially one that has been recently fed, changed and loved -- are eager to find ways to soothe them. Fortunately, child sleep expert, Kim West, a Licensed Clinical Social Worker, better known as The Sleep Lady, has helped thousands of families gently soothe their fussy little ones and find sleep for more than 20 years. To help keep your baby happy and calm, Graco hired West to offer the following soothing tips: Learn Baby’s Sleepy Cues: Most babies up to six months old can only be awake for about one to two hours before becoming overtired. Part of the learning curve is being able to recognize a child’s typical sleepy cues, so that you can move them to a safe sleep space as soon as possible. These signs may include yawning, staring, fussiness, quieting down, losing interest in playtime, eye rubbing,
and hand sucking. An alert or spirited child may move very quickly from happy to tired to overtired, so keeping one eye on the clock is also important. Be prepared to move straight to naptime or bedtime as soon as you see your child’s sleepy cues. Recognize Baby’s Sleep Patterns: When your baby is about three or four months old, you may start to see a glimmer of a schedule forming where sleeping and waking are concerned. This is because your baby’s internal clock -- the circadian rhythm -- is starting to develop. Look for this pattern, along with your baby’s sleep cues, and create a soothing naptime and bedtime routine, which can include white noise, feeding and rocking. Nap timing and length are often the last components of a baby’s schedule to develop, so you might need to use more effort and additional soothing techniques in the afternoon when getting a little one to sleep

By Desert Star Staff SEATTLE – The growing epidemic of childhood obesity in the United States has health experts worried about children’s well-being. The percent of children who are considered overweight has more than tripled since the 1970s, and being overweight can lead to devastating health effects. Kaiser Permanente physician assistant Bridget Albright says children are suffering afflictions that normally affect people when they are much older. “We’re seeing kids with diabetes, high blood pressure, elevated cholesterol levels - things that we didn’t usually see in people until they were in their 40s, and we’re seeing that in kids as young as 10,” she laments. About 15 percent of children and adolescents are overweight, according
to the Center for Disease Control and Prevention. In the U.S., about 200,000 people younger than 20 have diabetes, types one and two. Much of the cause of obesity is obvious: Kids aren’t active enough. Only about 20 percent of children get at least 60 minutes of moderate-tovigorous exercise five days per week. Albright says physical activity is vital to staying healthy and that there are a lot of activities to choose from. “Finding an activity that you enjoy is key,” she says. “That could be an organized sport: soccer. That could be a solitary sport: biking. That could be as simple as liking to walk an hour a day, and I think I really want to emphasize that there’s something that everybody’s going to find that clicks for them.” Physical activity has other health benefits besides controlling weight, such as
