Mexico ‘Rocks’ Powerful 7.1 earthquake hits southern Mexico, collapsing buildings By Desert Star Staff A powerful 7.1 earthquake has struck southern Mexico, according to the US Geological Survey (USGS). The tremor damaged buildings in the country’s capital. The earthquake was initially reported as being

of 7.4 magnitude. The quake’s epicenter was 8 kilometers southeast of Atencingo in the Mexican state of Puebla at a depth of 51 kilometers, USGS said. A civil protection official told local TV that the earthquake has led to fires in buildings

across the City of Mexico, with some people trapped inside. Thousands of people were seen fleeing their shaking houses. Videos and pictures are being posted online from Mexico City, capturing the tremors and

Bighorn’s Jon Rahm headed to PGA Tour Championship By Desert Star Staff PALM DESERT, CA – Jon Rahm is having an incredible 2017. In January, the BasqueSpanish phenom earned his first PGA Tour victory at The Farmers Insurance Open, followed by the announcement of a sponsorship deal with BIGHORN in February. In April, Rahm returned to BIGHORN to participate in the Futures exhibition held prior to the kickoff of the 2017 Men’s BIGHORN BIGDEAL Member-Guest Tournament. Rahm kept the momentum going by winning his first European Tour title at the Irish Open in July by shooting a record-setting 24-under par.

This week, Rahm’s season culminates at the PGA Tour Championship, which is being played at East Lakes GC in Atlanta, GA, the former home course of golf legend Bobby Jones. “At just 22 years old, Jon is one of the most exciting players to come along on the PGA Tour,” says BIGHORN Chairman R.D. Hubbard. “We see an enormous amount of talent and potential, and we look forward to watching him represent BIGHORN this week and in the coming years.” In 21 PGA Tour events this year, Rahm has made the cut 19 times – including secondplace finishes at the World

Golf Championship Match Play event and in the Dean & Deluca Invitational at Colonial. In total, he’s notched 12 top25, and nine top-10 finishes. Rahm’s impressive season has catapulted him into the top 5 of the World Golf Rankings, ahead of established stars Rory McIlroy, Henrik Stenson, Jason Day, Sergio Garcia and Rickie Fowler. He is currently ranked fifth in the FedEx Cup with 3,314 points. Should he capture the 2017 FedEx Cup title, he will join Vijay Singh, Stenson and McIlroy as the only international winners while earning a $10 million bonus and a fiveyear PGA Tour exemption.

“continue reviewing” the effects of the disaster. Computer monitors toppled over, pictures fell off walls and other objects were shaking in the Mexican capital, witnesses said, adding that some office workers hid under their desks. Continues on Page 13

US Poverty Down, Still Higher Than 2007

According to the census, Virginia has a lower poverty rate than the United States as a whole, while the District of Columbia has a higher rate. (U.S. Census Bureau) By Desert Star Staff RICHMOND, Va. --

Census data shows the poverty rate is slowly going

down in Virginia and the District of Columbia, but

it is still higher than it was before the Great Recession. Nearly 11 percent of households in Virginia, and more than 17 percent in the District of Columbia struggled with poverty in 2016. That’s down from where it was. But Laura Goren, research director for The Commonwealth Institute, pointed out there are still more than a quartermillion children living in poverty in Virginia a decade after the economic crisis. “We are slowly making improvements year over year in reducing the number of children who are living in households with too little income to make ends meet,” Goren said. “But we are still not down to 2007 levels.” Nationally, median income is slowly rising, and the rate of poverty is going down a bit. D.C. has one of the highest median incomes in the country, but also one of the highest rates of poverty. Not surprisingly, it also ranked

high in income inequality. Goren stressed that the growth has been spotty much faster in some places than others. Virginia has some counties that are among the wealthiest in the country. But, she said, it also has communities that are suffering. “While it’s great when we have an improving economy in northern Virginia and other relatively well-off areas, we can’t forget about communities that are being left behind,” Goren said. “And there are things we can do.” Goren said the state can do more to improve access to health care - people can work more when they’re healthy, she said. And she said the state should invest more in public education, because the cuts made to school budgets during the great recession landed hardest on the communities with the fewest resources.

California Still Struggling with Nation’s Worst Poverty Rate

By Desert Star Staff SACRAMENTO, Calif. – Stubborn poverty continues to plague the Golden State, which maintains the worst poverty rate in the nation, with 14.3 percent of residents, and almost 20 percent of children, living below the federal poverty line. However, the new Census numbers on poverty do show that the state is a bit better off than last year. The state’s median annual household income of $67,000 dollars is about $10,000 higher than the national average, but that money doesn’t go very far because the median price we pay for a home is more than twice the national average. Jessica Bartholow, a legislative advocate with the

Western Center on Law and Poverty, says the cost of living here is a huge problem. “With high rent prices, a low vacancy rent on rental housing, you’re starting to see that really hit our supplemental poverty rate,” she explains. “And we know that the lack of affordable housing is the number one reason why we are in this spot that we’re in now.” California’s supplemental poverty rate, which takes the cost of living into account, is above the national average. San Francisco has the highest median income in the nation, at more than $97,000, but the state also has a very large gap between rich and poor. The state legislative session ends tonight at midnight, and lawmakers still

are working on a package of housing bills that would create more affordable units and prevent rents from spiking. Bartholow says a lot also depends on the federal budget and the GOP push to repeal Obamacare and slash Medi-Cal. “We’re hoping that the federal government takes heed of these good numbers and doesn’t make drastic changes to either the economy impacting low-income workers or the safety net,” she says. Anti-poverty groups also support bills that reduce fines and fees in the criminal-justice system and one that would prevent debt collectors from using bank levies to wipe out people’s last dollar.

Child Poverty Stubbornly High in Ohio

State has improved, new data shows child poverty is September 20, 2017

Data show that the rate of Latino and black children in poverty in California is more than three times that of white children. (Cohdra/Morguefile) still stubbornly high in Ohio. According to new research from the U.S. Census Bureau, nearly 70,000 fewer children are living in poverty in Ohio since 2015. Brandi Slaughter, CEO at Voices for Ohio’s Children, said despite a slight dip in the poverty rate, too many Ohio children are growing up poor. “That’s always promising, but we’re not doing enough,” Slaughter said. “Children are the most poor in our state, and we have to do more to kind of pull them out of that and their families out of that.” In Ohio, 1 in 5 kids lives in poverty, 10 percent live in extreme poverty. And poverty rates are highest for children younger than age 6. Overall, Ohio ranks 33rd among states in child poverty,

and 19th for total poverty. Slaughter said the findings highlight the continued need to focus on policies that support struggling families, such as the Children’s Health Insurance Program and the Supplemental Nutritional Assistance Program. “All of those things go a long way to keeping families stable, keeping families working, bridging people out of poverty,” she said. “And if we begin to turn away from those investments, we’re going to see these numbers flip.” For a family of four, poverty is defined as a yearly income below about $24,500. New Census figures also show median income in Ohio is about $52,000 a year, while the national median is about $57,000. www.desertstarweekly.com

Conflicts of Interest – When to Step Aside By Kelly G. Richardson, Esq. which they have a conflict, they damage both their and the board’s credibility. Worse yet, the action might be set aside later under Corporations Code 7233. Civil Code Section 5350 provides some minimal definitions of conflict, and bars a director or committee member from voting on their own discipline, assessment delinquency, individual assessment for damaging common area, architectural application, or request to add exclusive use area. The statute is a fine start, in addressing some of the most obvious conflicts, but it does not go far enough. A person with a conflict also should not participate as a director in other matters, including their own damage claim, reimbursement request to the association, complaint against a neighbor, or any other matter in which that person is personally and uniquely involved.

While the statute only bars voting on such matters, a person with a conflict also should not deliberate on a subject in which the person has a conflict. If a director discusses a matter and then recuses (refrains) from voting, that person is using their position to do something other members of the community cannot do – participate in board discussions. Furthermore, a member who discusses “their” issue with their board colleagues also puts the other directors in an unfair position. It is not fair to ask them to deliberate while the conflicted director sits there, staring at them while waiting for the board’s decision. The correct way to respond to a conflict is to announce it at the beginning of the meeting. A director who has a conflict should announce the conflict and ask that the item be moved to the end of the agenda. This

way, the conflicted director can leave the meeting before “their” item is discussed, and the minutes will reflect they left the meeting at that point. Handling the conflict openly protects the individual director from accusation of undue influence over their issue, and also protect the board’s ethical legitimacy. This also applies to closed session discussions. If a director has complained about a neighbor violating the governing documents, that director now has a conflict of interest and should not be present while the rest of the board considers that disciplinary item. It enhances the fairness and the appearance of legitimacy when the accused homeowner sees the complaining director is not attending the hearing, and that the rest of the board will be deciding the matter. If a director is in a meeting and it becomes clear that

another member has a conflict but has not announced the conflict, mention that there is a conflict, and to protect the director, that person should depart the meeting during discussion of that item. Handle conflicts properly and preserve the community’s invaluable trust and confidence. When conflicted volunteers step aside at the right time, they show that ethical governance is paramount.

By Janice Gough Periods of market unrest are common and can wreak havoc on any portfolio. Market Volatility can present a huge problem during retirement. It poses a much greater risk in early, rather than mid to late retirement. Clients must be aware of the value of retirement planning to head off the very real risk. Despite that risk, most clients – particularly affluent consumers with greater market investments – may have the misperception that they are immune to market shocks. Despite the inevitability of downturns, they believe their portfolio will have time to recover, as it has in the past. However, for most people who lose money after a market correction, it may take 7 to 10 years for the portfolio to get back to the point it was before the correction. With Risk investments, such as stocks, mutual funds, exchange traded funds, value fluctuations due to volatility are problematic for most people. The depletion of the retirement account will be greater because more shares must be sold to provide an established set income. This is called sequence-ofreturns, risk – the risk of taking withdrawals from an investment with poor returns. It is also referred to as Reverse dollar cost averaging. The portfolio will have no time to recover. If personal expenses go up, such as a medical emergency, things can get worse. No one can predict when a correction will occur, but it is inevitable.

Smart planning can help protect your life savings and assets from a volatile and unpredictable market. The Golden Rule of 100 tells us to subtract our age from 100 and that percentage will represent the portion of your portfolio that should be “at risk” and what portion should be in “safety”. Fixed or Equity Indexed Annuities offer a Safe investment choice. By securing this portion of your portfolio, you can trust that income will remain stable. With some products, your principal can continue to earn interests even while you draw income from the account.. It is predicted that within the next few years that SPIAs, single premium annuities will become one of the greatest used products for retirees. Their fees are low and a SPIA guarantees you a lifetime unfluctuating income. This product immediately annuitizes your investment which means that the payout is sealed and the plan cannot be changed. There are various settlement options offered by SPIAs, Another plan to protect against volatility is to utilize the cash value of permanent life insurance. It can act as a stopgap during times of economic upheaval, providing supplemental funds for retirement expenses as needed. For those who also need death benefit protection for their family, a consideration would be to buy permanent life insurance while working and potentially build up the policy’s cash value. While the primary purpose of life insurance is the death benefit, it is an incredibly versatile product that can serve

as a cushion to help prepare for the unexpected. The cash build up in life insurance can be used as a loan with no tax consequences. Withdrawals from life insurance can replaced the income taken from a Risk product while the market is down. This can help reduce the impact of market volatility to the overall investment portfolio, however the life benefit will be reduced. Your portfolio could have time to recover before withdrawals resume. It is also a good idea to keep enough cash on hand to manage unexpected expenses or to utilize during market fluctuations. The early

Planning of retirement is the wisest plan one can make. With mortality increasing to over the age of 100, steady income will be needed for longer periods of time. A Guaranteed Lifetime Benefit Withdrawal option is key. Janice Gough is a Financial Advisor in Palm Springs. ‘Dreamers’ shout down Democrats at San Francisco press event

House Minority Leader Nancy Pelosi © Joshua Roberts / Reuters By Desert Star Staff Immigration activists interrupted a press event in San Francisco, California and shouted down House

Minority Leader Nancy Pelosi (D-California) and two other Congressional Democrats from the state. Representatives Barbara

Lee and Jared Huffman joined Pelosi on Monday at College Track San Francisco to promote the revived DREAM (Development, Relief, and

Education for Alien Minors) Act, aimed at almost 700,000 immigrants brought into the US illegally as children.Earlier this month, the Trump administration announced it would scrap the executive decision protecting these immigrants from deportation, known as DACA, and give Congress a six-month deadline to come up with a law.About a hundred “Dreamers” crashed the event and talked over the Democratic lawmakers, according to San Francisco Chronicle reporter Evan Sernoffsky.”You’re a liar!” and “You met with Trump and you call that resistance?” they shouted at Pelosi, according to KTVU-TV. Pelosi and Senate Minority Leader Chuck Schumer (D-New York) dined with Trump last

week to discuss the DREAM Act.Another chant was “All of us or none of us,” Sernoffsky reported. This may be a reference to the millions of other immigrants in the US illegally that would not be eligible for amnesty under the DREAM Act. On Saturday, California’s state legislature passed the California Values Act, or Senate Bill 54, a measure proposed by Democrats that would make the entire state a “sanctuary” for immigrants in the US illegally. However, some of the bill’s original provisions were amended to allow police to share information with immigration authorities in cases involving people convicted of certain crimes, the Los Angeles Times reported.

Birds and Bees Responsible for 1 of Every 3 Bites of Food By Desert Star Staff ANNAPOLIS, Md. – As we enjoy the late-summer crops produced in this country and around the world, advocates are hoping everyone will take time to appreciate the little creatures that pollinated them. About three-quarters of the more than 240,000 species of the world’s flowering plants rely on pollinators, which include bees, birds, bats and other animals. Tiffany Finck-Haynes, a senior food campaigner with Friends of the Earth, says not only should pollinators be acknowledged for the role they play in agriculture, but the peril they’re in needs to be recognized as well. “Bees are responsible for one in every three bites of food we eat, and they’re also an indicator species, so if bees and other pollinators are declining at such an alarming rate, it’s telling us that there’s something more serious going on in our environment

and we’re seeing widerspread contamination that’s going to create a problem for us,” she explains. Bee decline is being blamed on habitat loss, parasites and pesticide use, and a Canadian study published this summer found that the same pesticides contributing to the drop in bee numbers are likely contributing to hummingbird declines, too. Finck-Haynes applauds states such as Maryland and Connecticut for taking steps to protect pollinators. Maryland became the first state to ban neonicotinoids, which are widely used in both agriculture and in backyard gardens and landscapes. She adds that seeds pre-treated with pesticides are used to grow many of our big crops such as corn and soybeans. “If states were to work to reduce their use as a seed application and then just generally in agriculture, and work with farmers to employ alternative pest-management

By Desert Star Staff ALBUQUERQUE, N.M. – The prison population is declining in most states - but not in New Mexico, and that’s creating problems for elected officials. A privately run forprofit prison in Torrance County announced it would close at the end of this week because it doesn’t have enough inmates. At the same time, the latest prison population report shows that from 2012 to 2016, the number of men held in state prison rose by more than nine percent and the number

of women inmates increased by more than 22 percent. A longtime opponent of private prisons, New Mexico attorney Mark Donatelli, says saving money was one reason the government turned to private prisons but he worries that the Trump administration’s increased detention and criminal prosecution of immigrants also could benefit private prisons. “You know, in New Mexico, we still have the highest percentage of our state’s correctional system in

Research has shown the same pesticides that are wiping out bees are impacting hummingbirds as well. (foe.org) strategies that are better for the environment, it would go a long way in helping to really protect pollinators,” she adds. Finck-Haynes says businesses, cities, universities,

garden retailers and homeowners around the country have committed to using pollinator-friendly plants and seeds, but she feels there’s been a lack

of action by the federal government to protect the birds and the bees.

private-provider hands, and it was in part to reduce costs but it was also to play the government game of giving contracts to donors,” he says. In July, CoreCivic - a company that has operated the private prison in Estancia for nearly three decades, announced it would close the Torrance County Detention Facility by Friday. CoreCivic said 200 employees would lose their jobs at the prison unless it found 300 state or federal inmates to fill empty beds. Under the Obama

administration, the Justice Department had begun a phase-out of contracts with private-prison companies. When that decision was reversed by President Trump, their stock prices soared. Donatelli says the aggressive tactics now being employed by ICE - the Immigration and Customs Enforcement agency - likely means private prisons will be utilized. “Sending people with no means of support back to Mexico and Central America?”

he asks. “Is that really what they’re going to do? If they don’t do that, they’re going to have to have private holding facilities, so you may see a shift from any kind of treatment activities to pure incarceration, more segregation.” The Bureau of Prisons says private facilities save taxpayers money because they cost, on average, $17 a day less per prisoner to operate. But studies have also found those savings are achieved primarily by hiring fewer correctional officers and paying them less.

Yesterday’s Factories Could Be Tomorrow’s Offices and Homes

By Desert Star Staff To counter generic new construction projects, many cities and towns are converting older structures into vibrant tech offices, loftstyle residences and even art institutions -- a process known as “adaptive reuse.” As midcentury facilities designed for once-humming industries are finding new

leases on life, cities are retaining their architectural character. What’s more, adaptive reuse can be an eco-friendly option. By avoiding demolition of existing structures, architects reduce the amount of waste generated by the project. In many cases, it’s also more time-efficient than demolition and reconstruction, both in terms of the physical

construction and the permitting processes involved. Striking examples of such renovation projects include the Pinterest headquarters in San Francisco. Designed by the team of IwamotoScott Architecture with Brereton Architects, the space is in the former John Deere factory in the city’s South of Market district. Pinterest’s mission of

connecting people through shared interests is echoed in the design of the renovated four-story factory building, whose main feature is a central staircase that knits its floors together. An atrium in the former factory was expanded through to the ground floor, turning the stairs into a light well that illuminates the once-gloomy first level. Just a few blocks down the street sits the headquarters of Airbnb, the tech company that connects homeowners with visitors who need to rent a home. Airbnb occupies another former factory that has been converted into tech offices by Gensler, with a subsequent expansion by WRNS Studio. A towering lobby atrium showcases the company’s buzzing activity through windows that offer glimpses of open offices and conference rooms designed to mimic some of Airbnb’s most popular online rental listings. In North Adams,

Massachusetts, a former textile printing plant of more than 25 buildings has become a cultural center and home of the Massachusetts Museum of Contemporary Art (MassMoCA), following a master plan by Simeon Bruner of Bruner/Cott & Associates, David Childs of Skidmore, Owings & Merrill, Frank Gehry, and Robert Venturi. In Washington, DC, several former warehouses have been converted into coworking spaces for WeWork, and the Art Deco Hecht warehouse stacks luxury lofts atop a NikeTown. To learn more about how adaptive reuse is revitalizing communities nationwide, visit topicarchitecture.com. As more local CEOs and decision-makers recognize that adaptive reuse often retains more valuable character than generic new construction can hope to create, more architects will be called in to preserve and renovate these aging relics.

Report: TX Cities Need Policies to Control Stormwater Runoff By Desert Star Staff AUSTIN, Texas – Rain is the lifeblood of Texas, but a new study shows that when there’s too much of it, the state’s major cities need to do more to prevent stormwater damage. While incidents such as Hurricane Harvey are extreme examples of urban flooding, a report by Environment Texas shows that most Texas cities have too few public policies promoting green infrastructure and low-impact development in both public and private developments. Brian Zabcik, a cleanwater advocate with Environment Texas and the author of the report, says while poor storm water controls are a major contributor to urban flooding and erosion, the proper use of green infrastructure can make a big difference. “Smaller amounts that

the green infrastructure can capture means that if you use it on a wide scale, it is very effective in addressing the flooding that comes from smaller storm events that happen much more frequently,” he explains. He says green infrastructure goes beyond traditional flood-control systems such as channels and culverts, to include things such as green roofs, permeable pavements and rainwaterharvesting systems. Texas’ largest cities were ranked on their policies promoting green infrastructure, with Austin at 90 percent, San Antonio at 65, Fort Worth at 60, Dallas at 50 and Houston at 40 percent. Zabcik says stormwater runoff not only causes flooding in overbuilt urban areas but also is a significant source of pollution. He says green infrastructure also works to keep pollutants

launched a campaign called “Take Time to Tether” to encourage everyone to use the strap on the back of a forwardfacing car seat that secures the top of the seat to an anchor. Since 2001, every car seat has included the tether, but Lorrie Walker with Safe Kids said a 2016 study showed 64 percent of children were in seats that didn’t have the tether attached. “There’s a hook on the end of this special strap that holds the top of the car seat behind the child’s head firmly September 20, 2017

Walker said people often are shocked to learn how much that tether can help prevent serious injury. And she added that it reduces the distance a child’s head can travel when the driver slams on the brakes or is in an accident by 4-6 inches. “And if you think about that in a small car, the child could hit the back of the driver’s seat, could hit the console, and could hit other passengers who are also riding in the vehicle,” she said. The Take Time to Tether campaign coincides with Child Passenger Safety Week, which runs through September 23.

Students Petition for Removal of KKK Painting By Desert Star Staff BLOOMINGTON, Ind. – At a time when people across the country are calling for the removal of Confederate statues and artwork because they’re seen as divisive, a petition drive is underway to remove a controversial painting at the Indiana University Bloomington campus. Students taking classes at Woodbury Hall see a large mural depicting Hoosier history. In the background is the scene of a Ku Klux Klan rally, complete with hooded men and a burning cross. Former IU lecturer and assistant professor in the School of Communications at Ohio State University, Lanier Holt, says Indiana is known for a lot of things, including race cars and basketball, and he says it’s unfortunate that IU decided to highlight something that’s so insidious. “Why should we hang

something that, pure and simple, not just acknowledges but sort of normalizes the glorification of an organization who’s bent on the destruction of Jews, gays, blacks, anyone who’s not white Anglo-Saxon Protestant?” he queries. IU says there are no plans to remove the painting, with officials saying it celebrates the downfall of the KKK, which is deeply embedded in Indiana’s history. Former IU student Jaqueline Barrie started the petition drive on change. org, asking for it to be taken down because it makes some students uncomfortable. Holt believes in the freedom of expression but says it’s not right that students who had family members who were slaves have to avert their eyes while getting an education. He adds the very fact that IU is being asked to remove the artwork highlights the extent

By Desert Star Staff Riot police in St. Louis have made more than 80 arrests after a third consecutive day of protests that started peacefully but erupted into riots, clashes, and vandalism. It comes after an ex-cop was acquitted in the fatal shooting of a black man. St. Louis police were forced to deploy reinforcements after initial reports of “significant property damage” and “agitators breaking multiple windows” surfaced in downtown St. Louis at around 8pm. Protesters also attempted to block a ramp onto an interstate highway, according to police and witnesses cited by Reuters.Demonstrators broke large ceramic flowerpots and threw chunks of them at storefront windows. Windows were smashed at the Marriott Hotel on Washington Avenue and at

Police then started using pepper spray and making arrests. “Once again, a group of criminals set out to break windows and destroy property. Tonight, those criminals are in jail. they gathered outside the St. Louis Police Department. They formed lines in front of the barricaded police headquarters where they staged a ‘die-in’ action.”After the demonstrations, organizers announced that the daytime protests were over, but a group of agitators stayed behind apparently intent on breaking windows and destroying property. This is not acceptable...destruction cannot be tolerated...” St. Louis Mayor Lyda Krewson said during a press conference.Protests erupted Friday after murder charges in the 2011 shooting case of 24-year-old Anthony Lamar Smith were dismissed by the court. Judge Timothy Wilson ruled that former St. Louis Metropolitan police officer Jason Stockley acted in selfdefense when officers were trying to arrest the suspect. The decision triggered massive demonstrations in the city and suburbs. By late afternoon, marchers were heard chanting, “We shut s*** down” and “These killer cops

have got to go.”By Friday evening, protesters converged on Mayor Lyda Krewson’s house before police formed a barrier and used pepper spray on those who refused to leave. The demonstrations on Friday left 11 police officers injured. At least 33 people were detained. On Saturday, protests continued their violent streak for a second night running. Following a number of peaceful events, by the evening some rioters started breaking the windows of various businesses and throwing objects at police. Officers in riot gear engaged the protesters, making nine arrests on charges ranging from “rioting” to “assault” in a confrontation that took place in University City, a suburb of St. Louis near Washington University. The Sunday gathering was the largest of the three nights of protests, with more than 1,000 demonstrators taking part. The large number of protesters prompted police to respond with their biggest show of force.

CA Patients, Workers Push Bill to Reform Dialysis Treatment

By Desert Star Staff LOS ANGELES – Dialysis centers up and down the state are drawing protests this week from patients and health-care workers who support a bill to require clinics to improve patient care. Senate Bill 349 would mandate higher staffing levels and annual state inspections of dialysis clinics. Sean Wherley, the spokesperson for the union that represents some dialysis workers, says the bill would also enforce a 45-minute transition period between patients, so they can wait for their blood pressure to return to normal and the staff has time to properly disinfect the equipment. “Right now, there is no set transition time between patients - so, they may have as little as 15 minutes, even though the three- to four-hour process can leave them exhausted and at risk of infection, or fainting,” he explains. About 66,000 Californians rely on dialysis to stay alive, a process that cycles blood out of the body, filters and returns it, three times a week. Davita and Fresenius, the two largest dialysis corporations, contend the regulations are unnecessary and will lead to fewer www.desertstarweekly.com

How Libraries Are Changing in Communities Nationwide

By Desert Star Staff As we become increasingly reliant on digital content available on-demand, what happens to our repositories for printed material? The answer may be simpler than you think: Libraries aren’t just about books any more. Most

have shifted focus from their collections to the communities they serve, and adjusted their designs to match. Library-sponsored programs, such as children’s reading hours and job-search assistance sessions, are bolstering many branches’

outreach and education efforts. A 2016 library use study from the Pew Research Center indicates an increase in the number of people visiting libraries for educational purposes: 27 percent of library users said they’d attended classes, programs or lectures

at their local institutions, a 10 percent increase over 2015. But the breadth of events a modern library can host relies upon the physical space within each building, which is why a major part of this change comes in the form of reconfigured spaces. To accommodate shifts in usage, library systems have been improving their physical structures. For example, marquee projects by renowned architects have reinvigorated the Washington, DC, Public Library (DCPL) system, with 15 completed remodels (two of which were designed by the pairing of Adjaye Associates and the Freelon Group, of National Museum of African American History & Culture fame). Six more library upgrades are currently on the horizon in DC, including a renovation and addition to Ludwig Mies van der Rohe’s Martin Luther King Jr. Memorial Library. An architectural team comprised of Martinez + Johnson

Architecture and Mecanoo will modernize that facility, aiming to improve overall transparency and visibility while adding amenities such as a café, a roof terrace event space and spaces for music production and fabrication. The end goal, according to DCPL, is to position the library as an engine for social improvement as opposed to simply being a place to pick up or drop off a book. To learn more about how libraries are changing in communities nationwide, visit topicarchitecture.com. Even as new digital technologies emerge, modern libraries will always remain home to large holdings of printed material. Many collections have already expanded to include e-reader versions of popular titles, music and video on a variety of media. But the latest design improvements to libraries make them not only enjoyable venues for reading, but also welcoming places to build community.

Tips to Get Your Family Moving and Boost Fitness

By Desert Star Staff Regular exercise is an important part of helping to keep your family healthy and strong. Indeed, physical activity can help you live longer,

improve your mood, reduce your risk for life-threatening diseases and strengthen bones and muscles, according to the Centers for Disease Control and Prevention.

By Desert Star Staff New moms want to give their babies everything they need to grow up healthy and strong -- and the first six months are some of the most important, helping determine the course of their health trajectories. During this crucial time, there are many different ways that parents can help create a foundation for life-long health. • Breastfeed. Breastfeeding is recommended by the American Academy of Pediatrics, as it’s the best source of nutrition for your baby and is beneficial to both mothers and children. The benefits are far-reaching and include protection against diseases and conditions such as respiratory tract infections, type 1 and type 2 diabetes and certain cancers in babies, and can reduce a mother’s risk of breast and ovarian cancers. • Get more out of breastmilk. For all of breastmilk’s benefits, its third most abundant nutrient is indigestible by babies’ bodies. But recent research from Evivo, a maker of baby probiotics, has solved the paradox: this component of breastmilk is actually the perfect nourishment for a key

type of beneficial gut bacteria critical to the development of a baby’s metabolism and immune system during the first six months of life. It’s this initial setup of good gut bacteria that helps fight off potentially bad bacteria linked to colic, eczema, allergies, asthma, diabetes and obesity. “Unfortunately, the last 100 years of modern medicine have created a negative shift in the balance of good vs. potentially harmful gut bacteria in most U.S. babies, due to the unintentional consequences of antibiotic use, C-section deliveries and formula feeding,” says Dr. Tanya Altmann, MD, and spokesperson for Evivo. “But parents can restore their baby’s gut microbiome with probiotics.” To get more out of breastmilk, and promote your baby’s developing metabolism and immune system, Altmann recommends incorporating a probiotic such as Evivo into your routine. Evivo is the only probiotic clinically proven to restore a baby’s gut to the way nature intended. To learn more, visit evivo.com. • Good nutrition. If you are breastfeeding, consider keeping a food diary to note how your baby responds

September 30 is Family Health and Fitness Day USA, and a good time to think about ways of getting the family to move more together. Today’s modern families

may find incorporating new technology into their fitness plans will help motivate everybody to participate. Here are a few ideas. Get on Your Feet: Whether it’s a rainy day or you just want to do something super fun right at home, you can make an afternoon of playing a dance video game. Many gaming systems support dance games, and these days there are so many choices featuring various dance styles and genres of music -- from hip hop to pop to Broadway. This is a super fun way to exercise that won’t even feel like a workout. Fitness Wearables: Rugged, water-resistant wearable tech gear can enhance your outdoor fitness experience. For example, the WSD-F20 Pro Trek Smart Outdoor Watch from Casio features GPS plus a full-color

map, altimeter and compass, helping hikers, mountain bikers and other outdoor adventurers take expeditions further afield. Low power consumptions GPS and location memory can help your family map your course and stay on track. Movement Apps: New apps, many with a gaming component, can remind users to get on their feet and move at periodical intervals. Whether you’re on a family road trip, or you’re vegging out on the couch for a movie marathon day, simple notifications will remind you to pull over the car or pause the movie for a short stretch or walk. Many such apps even guide you through a brief routine targeting the entire body. This Family Health and Fitness Day USA, find ways you can make exercise fun for the entire family. StatePoint

after you eat different foods. It’s also important to follow safety recommendations regarding alcohol consumption, prescription medications and caffeine. • Regular check-ups. Follow your pediatrician’s guidelines for scheduling checkups carefully. These appointments are crucial to ensure your baby is growing at a healthy rate, having healthy

reflexive responses and is infection-free. This is also one of your best opportunities to have all of your questions answered. Lastly, these appointments will include all the vaccinations your baby needs. • Healthy interactions. Spending time with your newborn is critical for their physical and emotional health, as well as his or her neurological development.

Spend as much time as possible with your baby. If you go back to work, be sure that your baby’s caregivers spend plenty of time holding, playing and speaking to your baby. The right nutrition and habits can reduce a child’s risk for many common health conditions. Take every step you can to offer your child the healthiest future possible. StatePoint

Dad charged as 6yo girl flees & hides in stranger’s apartment By Desert Star Staff A father has been charged with child endangering and inducing panic after he chased his six-year-old daughter while wearing a clown mask in an attempt to discipline the child. The incident took place in Boardman Township, Ohio, on Saturday night, the Akron Beacon Journal reports. The child was reportedly so terrified she first jumped into a stranger’s car and later went into another stranger’s apartment to escape from her father. Police told the newspaper that a man in the apartment building came outside during the commotion and fired a gunshot into the ground. That man has been charged with using weapons while intoxicated, the AP reports.

The father reportedly told police he donned the clown mask to scare his daughter in an effort to discipline her for apparent bad behavior, instead of spanking her. PRNews Service has reached out to the police for comment. Last year saw a bizarre ‘killer clown’ craze sweep across the US, and then around the world, as creepy clowns were photographed wandering the streets at night and were rumored to be attacking people. False alarms prompted by the reports led to police warning against would-be jokers dressing as clowns. The phenomenon has re-emerged in recent weeks with several reports of people dressed as clowns acting in a menacing manner.Media

commentators in Australia, which has seen several clownrelated incidents recently, have speculated that the resurfacing

of the trend has been caused by the release of the horror movie ‘It’. The film features a clown named Pennywise

who kidnaps children and is based on a Stephen King novel of the same name.

By Desert Star Staff A South Carolina police chief says anyone dressed as a clown is subject to arrest following reports around the community of suspicious incidents involving people dressed as clowns, one of which concerned an alleged attempt to lure children into a forest. During a news conference Thursday which addressed at least four recent reports of clown sightings around Greenville, South Carolina, Police Chief Ken Miller said that his department would begin enforcing a state law that bars anyone older than age 16 from publicly concealing their identity with items such as a mask for non-employment matters. He also cited a Greenville ordinance that prohibits “molesting, disturbing or following persons.” “It’s illegal. It’s dangerous.

It’s inappropriate, and it’s creating community concern so it needs to stop,” Miller said, according to Greenville Online.Miller’s announcement follows several reports of suspicious encounters and sightings of clowns in the area, many of which occurred at apartment complexes. Not all reports have been verified by local law enforcement. The Greenville County Sheriff’s Office, the Greenville Police Department, the Travelers Rest Police Department, and the Spartanburg Police Department have all received reports of suspicious events involving clowns, according to local reports. “This is something that we’re taking very seriously, especially because of the allegations of people dressed in clown outfits trying to lure children into the woods,” said

Master Deputy Ryan Flood of the Greenville County Sheriff’s Office, according to Greenville Online. On August 21, a group of children reported seeing clowns in the woods bordering Fleetwood Manor apartments in Greenville. They said the clowns were holding green lasers and cash in an alleged attempt to lure them into the woods. Greenville police were not able to verify the claims, even with the aid of video surveillance. The apartment complex’s property management later sent a letter to tenants warning them of the incident and to never leave children “alone at night, or walking in the roads or wooded areas at night.” “At first, I thought he was telling a fib and I said, ‘Go in the house and we’ll talk about this again,’ because I didn’t want it all over the place,” Fleetwood Manor resident Donna Arnold told WYFF. The next day, “there

was like 30 kids that came up to me and said, ‘Ms. Donna, Ms. Donna, there’s clowns in the woods.’ My child was with me, so I knew they had to see something. There was more than one kid that seen them, so I feel confident that he was telling the truth.” Another resident told police that her child saw several clowns by the woods that were “whispering and making strange noises.” Other sightings include clowns reportedly attempting to photograph children, walking in someone’s backyard, and staring at a woman while she was inside a laundromat, according to WSPA. Chief Miller said Thursday that in each encounter in Greenville, the clowns never attempted to verbally communicate with anyone. “They only stand in an area to be seen and watch the reaction of individuals,” he said. Local law enforcement agencies said they are increasing patrols in areas where sightings have occurred. One theory has attached the sightings to the upcoming release of the film “31,” a horror movie directed by Rob Zombie that includes a roster of murderers dressed as clowns. Miller said he didn’t know if the sightings were

connected to the movie, or if someone is “somewhat politely terrorizing” the community. Kelly Monfort, owner of clown-for-hire business Over the Top Entertainment in Greenville, said he hopes the sightings are just antics and not a serious problem. He said he believes the sightings are connected to some type of marketing strategy. “I believe there is a chance that it could be a big publicity stunt for someone, a haunted house or some sort of production that will be coming in the next few months,” Montfort said, according to CNN. Community activist Bruce Wilson, of the group Fighting Injustice Together, called on anyone responsible for the clown encounters to stop “before someone gets hurt.” “We plan to publicly ask whoever is behind this senseless action of scaring child to stop before someone gets hurt,” Wilson said, according to CNN. “We will also be asking law enforcement, both Greenville city police and Greenville County Sheriff’s Office, to increase patrols in these neighborhoods and to ensure that officers do not simply sit in patrol cars but actually walking the perimeter of these apartment complexes.”

Palm Springs Mirage House Could Be Demolished

KMIR Lauren Day Palm Springs, CA - It was a big hit during the “Desert X” art show this spring. The Mirage house is covered in mirrors and perched over Palm Springs. However, the crowds

it attracted overwhelmed the Little Tuscany neighborhood. Artist Doug Aitken applied for permit to keep it up until March 2018, but some neighbors are fighting the move, which means it could soon be demolished

It has become an iconic part of Palm Springs. The Mirage “mirror” House, designed by Doug Aitken, attracted people from all over the world. “It’s kind of a phenomenon internationally

and across the U.S. So yeah, we want to keep it up,” said Desert Palisades Construction Manager Tom Lynch. However, the popular art exhibit is not so popular among neighbors. “I would like it to go away from here because of the congestion,” said Herb Lewis, who lives down the street. “The young people stay and they party up here when it gets dark, so it becomes sort of a bad scene,” said his wife Debra Lewis. Lynch said he understands why neighbors are frustrated. “It’s understandable. We are actually in the process of working a plan that would even further alleviate traffic on Racquet Club,” he said. On the average weekend in season, Lynch said the Mirage House attracted over 500 cars. During Coachella weekend, over 3,000 vehicles tried to access the mirrored house. “The traffic

horrendous. As a resident, it makes it really difficult, people park right out here on, and you can hardly get into your own house,” Lewis said. Now artist Doug Aitken and developers have two weeks to compromise with neighbors or find a new location. “We’re going to develop a pretty solid plan that’s vetted on all kind of contingencies and different issues that could come up, and we’re going to present that,” Lynch explained. Some neighbors said if developers can reroute traffic, it wouldn’t be an issue. “I think that if there’s an option that takes the traffic around the residential area, that would be fine with me,” Lewis said. The Palm Springs Planning Commission will meet on Sept. 27 to discuss the future of the Mirage house. It still remains closed to the public. Source: KMIR

3 dead, 16 injured in Queens bus crash

By Desert Star Staff A New York City transit bus and a Dahlia tour bus collided, spinning around before slamming into a building in the city’s borough of Queens, New York, U.S., September 18, 2017. © FDNY / Reuters A New York City transit bus collided with a tour bus on a notorious corner in the borough of Queens, spinning around at

high speed and leaving multiple people dead and injured. Mayor Bill De Blasio called it a “shocking tragedy.” “It is hard to compare to anything I have ever seen. The sheer destruction from the impact of this collision,” de Blasio told reporters during a press conference Monday morning. “We have

so far three people who have passed away, our prayers are with their families. We have 16 who have been injured, several of whom are fighting for their lives right now. This is a very painful moment.” Two of the dead and the 16 injured people were taken to local area hospitals. Officials said the third person who died was “still pinned” at the scene.

One of the dead has been identified as the tour bus driver and another as a pedestrian who happened to be on the sidewalk. The corner of the Northern Boulevard and Main Street in Flushing, Queens was on the Metropolitan Transit Authority (MTA) list of ‘dangerous corners.’ City officials said the MTA bus was traveling on Main Street and making a right turn onto Northern Boulevard when it was struck by the tour bus.State authorities are very concerned about the speed involved in the crash, officials said. MTA Chair Joe Lhota said he was going to let the investigators do their work, but added “these buses spun around and that requires an enormous amount of speed.” “I agree with the Mayor… we need to maintain a level of low speed in New York,” added Lhota. There were 15 passengers on the MTA bus. The driver, who is in non-critical condition, had been on the job for 10 years and a regular on this particular route.

Hodges is being held for arraignment Monday on suspicion of three counts of murder in the slayings of 11-year-old Kelvin Hodges, 9-year-old Julie Hodges and Lucas Hodges, nearly eight months. Three children were killed inside a California apartment and their father has been arrested not returned. Authorities said he does not yet appear to have a lawyer. Yolo County Chief Deputy Coroner Gina Moya said more tests are needed before authorities can say how the children died. Hodges also is being held on suspicion of attempted murder in the assault on his wife, Mai Hodges. “She didn’t go to a hospital but what he did to her was significant enough that it did merit a charge of attempted murder from our investigators,” Kinney said. Mai Hodges’ sister, Lyang Xvang, said the family was not aware of any problems between the couple. “They love each other very much,” Xvang said. “I just don’t understand how he made this choice.” Mai Hodges is talking with investigators as she is able, Kinney said. “I’m sure she’s going through a rollercoaster of emotions, so we’re getting what we can out of her as she’s able to communicate,” he said. Officer Jose “Gil” Vega and Officer Lesley Zerebny Memorial Highway KMIR News Staff Palm Springs, CA Assembly Republican Leader Chad Mayes (Yucca Valley) announced that California has officially designated part of Highway 111 as “Police Officer Jose ‘Gil’ Vega and Police Officer Lesley Zerebny Memorial Highway.” Officers Vega and Zerebny were killed in the line of duty responding to a report of a domestic disturbance on October 8, 2016. “While we can never repay Officers Vega and Zerebny for their sacrifice, this memorial highway will honor their dedication to protecting the people of Palm Springs,” said Mayes. “I’m proud that California is giving these heroes the recognition they deserve.”The memorial highway will run four miles

from Overture Drive to West San Rafael Drive in Riverside County, with signs honoring the officers as drivers enter Palm Springs.Officer Vega was a 35-year veteran of the Palm Springs Police Department, where he was the only person in department history to be honored as “Officer of the Year” twice. During his long career he served as a trainer to more than 30 officers, even delaying his retirement because there were always new officers that could benefit from his experience. He is survived by his wife, Susana, eight children, 11 grandchildren, and five great-grandchildren. Officer Zerebny followed her father, a 30-year veteran of the California Highway Patrol, into law enforcement. In her two years with the Palm Springs Police Department,

she earned praise for her instincts, work ethic, and dedication. Her husband Zachary is a Riverside County Sheriff’s Deputy, and she had just returned from maternity leave after welcoming their first

daughter, Cora, last summer. Once private funds are raised, Caltrans will produce signs marking the memorial highway, which will be unveiled at a dedication ceremony. The total cost is $6,885.97 for

the highway dedication signs and have raised $1,500 so far, any help would be greatly appreciated. You can donate on-line at palmspringspoa.com or drop off donations at the police station. Source: KMIR

Trump: US may have no choice but to ‘totally destroy’ North Korea

By Desert Star Staff In his first address to United Nations, US President Donald Trump has threatened North Korea with total destruction if it attacks the US or its allies. He also blasted Iran, Venezuela, Cuba and Syria. If forced to defend itself and its allies, the US “will have no choice but to totally destroy North Korea,” Trump said in his remarks at the 72nd session of the UN General Assembly on Tuesday. He also called North Korean leader Kim Jong-Un a “Rocket Man” on a suicide mission. Trump thanked China and Russia for joining the US at the UN Security Council to impose new sanctions on the DPRK. In the past two months, the UNSC passed two rounds of sanctions against North Korea for its repeated testing of ballistic missiles. Last week, Moscow told Washington that while Russia and China are implementing the sanctions part of the UNSC resolution, the US must deliver on its obligation to pursue diplomacy to defuse the crisis. Meanwhile, North Korea warned Monday that the more sanctions imposed on it, the more quickly it will complete its nuclear force, official state news agency KCNA reports.

IRAN Trump declared the 2015 nuclear deal with Iran an “embarrassment to the US,” adding, “frankly, I don’t think you’ve heard the last of it.” His administration has threatened to quit the deal if the International Atomic Energy Agency (IAEA) did not require and obtain access to all Iranian military sites. The UN’s nuclear watchdog last week certified that Iran complied with the agreement, which was negotiated by world powers - including the US - two years ago, in order to make sure Iran does not build nuclear weapons. Venezuela & socialism Trump also railed against Venezuela and its leadership, saying the US will help the Venezuelan people “regain their country and restore their democracy.” “We call for the full restoration of democracy and political freedoms in Venezuela,” Trump said, adding that the US has imposed sanctions against the government of President Nicolas Maduro and is prepared to do more. He then went on to blast socialism in places like Venezuela and Cuba, saying that their problems stem from the fact that “socialism has

been faithfully implemented.” Earlier in the speech, however, Trump spoke about the importance of sovereignty as a guiding principle in international relations.

“We do not seek to impose our way of life on anyone,” Trump said. “We are guided by outcomes, not ideology.” The American president stated he will always put

America first, just like other leaders in the room “will always and should always put your countries first,” he said, drawing brief applause from the audience.
