Evacuations as fire rages along California freeway destroying 1,700 acres of land near Chino Hills By Desert Star Staff A ferocious fire has destroyed more than 1,700 acres of land near Chino Hills State Park, California, with emergency crews urging people to evacuate homes

and schools in the area. The canyon fire began close to Freeway 91 just after 1pm on Monday and has now spread to 2,000 acres, according to the Orange County Fire Authority. Aircraft and more than

300 firefighters have been deployed to extinguish the blaze, which is only 5 percent contained, according to the fire service’s latest updates. Four schools have been closed due to the

threat from the flames, with Corona City authorities urging people to leave their homes south of Green River Road to the Trudy Way area. An evacuation shelter has been opened at the Corona

High School gymnasium. Footage posted to social media shows huge fires burning across the hills above the city of Corona, with flames and plumes of smoke cutting across major roadways in the area.

LGBTQ Cinema Diverse Film Festival Story and Photos by Pat Krause The Palm Springs LGBTQ Cinema Diverse Film Festival opened on Sept. 21st with a tribute movie, The Untold Tales of Armistead Maupin, an author. Maupin is best known for his ground-breaking story, Tales of the City. This is a documentary about his life. The documentary included clips of interviews from other famous actors in the entertainment industry. The Festival showed over 90 films. Some were shorts, and others were full-length feature films. The films showed a very diverse life in the LGBTQ community. The evening started with a champagne reception prior to the film. About 75 people took to the upstairs bar in the Camelot Theatre where

refreshments and tasty treats were served. Several film makers were also present along with other local notables. This festival keeps growing and has increased attendance each year. The opening-night film was nearly sold out with only a few front-row seats available, not the best seats at the theatre. This is the chance to see the finest films that deal with LGBTQ all year. The Festival has been bringing the best in LGBTQ films for 10 years, and I noticed some of those attending came from out of town. People have heard about this festival, and I talked with a few that came for the first time and were excited to see all the films. Palm Springs Mayor Moon said he has

Changing of the Guard at Buckingham Palace. Photo by Pat Krause Story and Photos by Pat Krause I recently traveled to Europe with my daughter. We did a lot of sites seeing in London where we watched the changing of the Guard at Buckingham Palace. We took a ride on the London Eye where we could see a lot of London from the top of the huge Ferris wheel type ride, but unfortunately it was raining so photos of the vista

from the top all had raindrops drops in the photo. We went to the British Museum where I wanted to see my favorite painting from my last trip to London so many years ago. The Assassination of Lady Jane Grey was a painting that made me cry back then. I was disappointed when I was told that painting was on its way to Japan for an exhibition.

We went to Harrods of London to see the display for Princess Diana that had a lot of photos, flowers and a beautiful statue in the middle of the floor. It has been 20 years since her death, and the people of England still revere this wonderful Princess. The area was filled with tourists who wanted to see this gorgeous exhibit of her and

Dodi Fayad, the man that died with her; It seems everyone knows and loves and has a great fascination for this beautiful iconic Princess. She broke the mold of the very formal Princesses of the past and was a Princess of the People. Of course, our next stop had to be Kensington Palace where she lived. We were amazed at all the flowers, photos and memorabilia at the gate for Princess Diana. The love the people have for her worldwide was shown there. There were messages of love, flowers in her name and most of the flowers were fresh showing they were placed there recently. 20 years have not diminished the love the people of England have for her has not died. We toured the

palace and saw the gowns she wore, read the story of her life and the tributes, all the people and her sons had for her. The Kensington gardens were filled with only white flowers also in her honor as it is the 20th anniversary since her death. We learned later that her sons sometimes live in the rear of the Palace. We ate lunch at the Orangery where we were told Princess Diana had dined We walked through a maze of greenery from the palace to get to it. It’s a beautiful place with its ambiance where you can get a traditional High Tea. You walk through the gorgeous gardens on your way out of Kensington grounds. It’s a long walk out but one you take leisurely to enjoy all the beauty it brings.

When Getting Rid of Termites, Can They Get Rid of Us Also? By Kelly G. Richardson, Esq. CCAL

Dear Mr. Richardson: Our HOA is mandating that each unit in our complex be tented for termites. The HOA is stating that there is precedent under California law to force homeowners to evacuate their residence for a 72-hour period if the board has mandated this tenting action. Does our HOA board have the right under California law to force homeowners to evacuate to permit tenting. Thank you, P.S. San Diego

Dear P.S.: Termite treatment in associations is often a controversial issue. Some years ago, just up the road in La Jolla, the La Jolla Shores Clubdominium HOA board had decided, after consulting an expert, to spot treat termite infestations in the property. A homeowner believed the association was negligent in not tenting the buildings and sued the HOA. In the landmark 1999 case of Lambden v La Jolla Shores Clubdominium HOA, the California Supreme Court adopted a rule of judicial deference toward HOA maintenance decisions, so long as the board observed the Business Judgment Rule. Presumably, your association has likewise obtained input from experts before deciding that tenting is the best approach. It can at times be difficult to get residents to cooperate. Some residents find the selected date inconvenient, some do not make it a priority,

and others simply fear the process of tenting their homes. Civil Code 4785 provides an important tool for HOAs regarding termite treatment. If the HOA provides at least 15 days advance written notice to the occupants and owner, and the occupants do not vacate the premises, the HOA can “cause the summary removal” of the occupant so that the treatment can proceed. The association normally will notify owners and occupants well in advance of the upcoming treatment, and send each owner not only information from the termite treatment company about preparing their home, but also an acknowledgement form in which the occupants confirm they will vacate the home for the required dates. The “summary removal” mentioned in the statute does not mean the HOA can physically eject the occupants. Legal process still must be invoked. Usually this is in the

form of an emergency court order from a judge. After obtaining the order, the HOA can proceed to open the unit for the treatment to proceed. Assistance of law enforcement may be needed if the occupants still refuse to leave. Not all HOAs have the same responsibility regarding termite treatment. Under Civil Code 4780, condominium, cooperative, and community apartment associations are responsible for termite treatment, unless the CC&Rs provide otherwise. However, under Civil 4780(b), planned developments are not responsible for termite treatment, unless the CC&Rs provide otherwise. For planned developments in which the residences are attached (typically in townhouse configuration), this can be a problem, since most original CC&Rs do not mention termite treatment. Without a CC&R provision empowering the HOA to prevent termites,

the planned development association may not be able to properly protect the structures. Attached planned development association boards should consult their legal counsel on this issue. Homeowners should cooperate with the HOA treatment plan, which protects their investment. Thanks for your question, Kelly. By Janice Gough If you want to reduce your small-business taxes, you need to do a little planning well ahead of tax season. While maximizing business deductions and keeping meticulous records of all business expenses are the most obvious ways to minimize your small-business taxes, here are some strategies to help reduce the tax bite. 1. One consideration may be to accelerate or defer income. By creating a profit and loss report, you may make a wiser decision on when to report income. 2. Transfer assets with the highest growth potential to a Roth IRA. 3. Max out contributions to your retirement plan. 4. Review the type of retirement plans, so that Higher Compensated (HCE) owners can contribute more. 401K plans are means tested, meaning the HCEs cannot contribute more than 2% compared to the Non-Highly Compensated employees (NCE)s. (Age-50 catch-up contributions are not included in discrimination testing.) 5. Consider adding Group Disability, Business Life & Long-Term Care as these benefits can be deducted. 6. Tax-loss harvesting is a strategy that uses losses from the sale of stocks to offset capital gains to minimize the subsequent taxes, however if you have plans of buying a substantially identical investment within 30 days, this could trigger

the “wash-sale” rule. 7. Consider hiring family members if you are a small-business. The tax code is friendly toward family enterprises. You won’t have to pay federal income taxes or Social Security or unemployment taxes to family members that work for you. Family members’ work must be relevant to running your company. 8. Hiring independent contractors frees you from having to withhold payroll taxes. Make sure that you know the rules of using independent contractors first or you could be subject to back taxes and fines. 9. Before you get rid of anything in your office, consider giving it to charity instead. It will add to your deductions. Taxpayers need to present a receipt if the deduction is at least $250. 10. By gifting to others, taxes can be reduced. You may gift up to $14,000 per person in a year. When gifting, consider giving some appreciated stock or mutual fund to a loved one who is in the 10% or 15% brackets, since he or she is not required to pay any federal income tax on long-term gains from the investment. IRA investors aged 70½ can make a direct donation to charity and count it toward their annual required minimum distribution. 11. Closer to the end of the year, pay your January bills in December. Pre-pay property taxes or pay the January mortgage payment early. 12. If you desperately need a new equipment, purchase it now, plus you’ll reap the rewards of a new system that won’t interrupt

your small business operation. 13. Delay selling winning investments until next year to cut taxes this year. Investors also need to keep actively managed funds away from their taxable accounts. Exchangetraded funds are more taxefficient than mutual funds. 14. A new addition to your family will allow a $4,000 deduction from taxable income and $1,000 that comes with the Child Tax Credit. Couples can also claim a tax credit equivalent up to 5% of $3,000 in qualifying day care and day camp

expenses per child. It pays to have a good tax consultant to find more ways to save. 15. Consider the benefits of Health Savings Accounts as the amount you contribute to the Savings is tax deductible.

After Irma, Solar Power Helped Keep Florida Shining

Utilities are beginning to expand their renewable-energy footprint by adding solar farms. (John Callas/Flickr) By Desert Star Staff TALLAHASSEE, Fla. – As Hurricane Irma plunged 6.7 million people into darkness, the moment was

short-lived especially for those with solar panels that can work off the grid. In fact, people, businesses, and even cities were able

to function if they had a battery storage system or a stand-alone inverter - such as the one Cocoa Beach resident Barbra Williams has

attached to her home. “I can’t tell you the difference,” she says. “There is no noise, there is no smell, there is no gas line. You know, you’re just getting this pure sunshine coming through this line and you’re able to plug in your refrigerator. We had a fan, a refrigerator, and we charged our phones.” Despite Florida being the Sunshine State, utility companies have long lobbied against and are only now looking to expand their renewable-energy portfolio. Florida Power and Light has announced plans for eight new solar plants across the state, and last month Duke Energy canceled a nuclear project to focus on building solar farms. Williams also belongs to a co-op called Florida Sun, which helped her purchase her solar panel. She’s part of a

growing grassroots movement to influence the public and policymakers to support more renewable-energy options. She’s happy to rid herself from having to wrestle with traditional backup generators. “To me, I’m just a true believer now, especially after this storm, and I always dreaded that,” she adds. “I can’t stand that gas, the noise, the smell. The thing scares me. And this way, I can go down and do it, I can handle it, and when the power came back on, it flipped itself off and we’re back on the grid.” Florida is one of 13 states that still do not have a voluntary or mandated renewable-energy standard. Renewable-energy advocates are hoping the tide will change as solar is seen as an option to get communities back online safer and faster.

Food Banks: Harvey Victims May Need Help for Year or Longer

By Desert Star Staff HOUSTON - After the initial influx of food and other donations following Hurricane Harvey, southeast Texas food banks are preparing to serve the region’s long-term needs. While most of the emergency shelters have cleared out, thousands of people returned to flooddamaged or destroyed-homes, or lost their jobs and need help putting food on the table. Brian Greene, president of the Houston Food Bank, one of several in the 39-country region affected by the storm, said food banks may need to provide food assistance for many thousands of flood victims for as long as a year or more. “We have been distributing through a network of about 270 partner distribution sites that agreed to step up and help the people in their neighborhoods,” he said. “The immediate aftermath has been extremely busy, so our challenge is going to be sustainability.” Greene said his and other

food banks normally receive food donations from grocery stores or food distributors. After Harvey, he said, trucks began arriving from all over the country with food and other supplies. He said he expects the challenge will be that as the level of donations taper off, the need for food assistance across the region will remain high. Because the storm damaged neighborhoods in all parts of the region, Greene said, they find that people from all walks of life need assistance. “In the middle of the storm and immediately after, you literally could have a person whose net worth is over $1 million sharing space in a shelter with a person who previously was out on the street,” he said. “So, we can be serving people that never would have guessed they’d be needing help from a food bank.” While his organization is grateful to the people and groups who donate food or clothing to the relief operations,

Greene said, the best way to help is through cash donations. “There’s the Harvey Relief Fund that the mayor and the county judge set up, United Way - these funds are probably the best way,” he said. “They’re learning what the needs are of the different organizations in the community. Money is the best way, but that doesn’t

necessarily mean you have to pick one charity to do that.” Several other state, federal and local government agencies are providing food assistance, including emergency food stamps, or D-SNAP benefits. The Federal Emergency Management Agency has estimated that about 450,000 people in the affected areas

will need disaster assistance. Background on food banks is online at fabackup. feedingamerica.org. Houston Food Bank officials say their volunteers have processed and distributed more than 1.5 million pounds of food since Hurricane Harvey. (Houston Food Bank)

Fueled by Warming Climate, Bark Beetles Chew Up Western Forests By Desert Star Staff HELENA, Mont. – Fire won’t be the only natural disaster to rip through Montana forests this year. Another disaster will be using its teeth. Bark beetles have long been a nuisance for wooded areas of the West, and scientists say climate change is making the land more susceptible to the beetles’ wrath. Last year, outbreaks devastated nearly 50,000

4

DesertSTAR

acres of Treasure State forestland. Since 2000, the beetles have ravaged an area roughly the size of Utah, just in the western states. Diana Six, a professor of forest entomology and pathology at the University of Montana, says the beetles’ steady northward move in recent decades isn’t normal. “It’s moving into places where it never was before, and that’s all directly related to an increase in temperature,” she states. “Southern pine

beetle is moving north. Larch beetle is moving. So, there’s every indication that this is not just the normal kind of outbreak behavior. It’s very much climate driven.” Six says bark beetles are very sensitive to the environment and that their migration northward is as reliable an indicator of climate change as any other signs or symptoms. She also notes that bark beetles are overrunning forests not just in the West, September 27, 2017

but around the world. Six says people rely on forests, perhaps even more than they realize. Forests hold water supplies, clean the air, perform carbon sequestration and maintain biodiversity. “And economics,” she adds. “I mean, wood products, recreation. Here in Montana, tourism is our number one economic engine. “So, they’re really important and, with more and more threats to the forests, we’re going to have

more and more problems.” Six laments that when bark beetle outbreaks get rolling, there isn’t much to be done. “In the long term, if we want to actually turn around these outbreaks and do something to really protect our forests, we’re going to have to turn around climate change,” she states. “That’s the only thing that’s really going to make a difference. And of course, that will take some time.”

Get Involved On National Voter Registration Day

Of its total population of about 7 million, 3.6 million Arizonans are registered to vote. (Arizona PIRG)

By Desert Star Staff PHOENIX -- Tuesday is National Voter Registration Day, and advocates say there are still millions of Arizonans who are eligible to vote but aren’t currently registered. And of the 3.6 million Arizona residents who are registered, only three-quarters voted in the last presidential election. Arizona Secretary of State Michele Reagan said the turnout for off-year elections is extremely low, which means many highly consequential elections are being decided by a small minority of voters. “Stuff that really affects your life, and that you really feel, happens either on the local level or on the state level,” Reagan said. “And in some of those elections, especially our primary

elections which happen in August of next year, the people that actually come out and participate can be as low as 23 percent.” People can pick up a voter registration card at the post office, the Motor Vehicle Division, and the county recorder’s offices across the state, or go online to Arizona. vote. The next election takes place in November, with many municipal issues on the ballot. Diane Brown, executive director at Arizona PIRG Education Fund, noted that people like Sen. Jeff Flake, Gov. Doug Ducey and every member of Congress will face the voters in next year’s primary and general elections. “In 2018, Arizona will have local, state and federal election decisions,” Brown

said; “everything from local candidates to members of Congress to the governor’s race - and potentially issues - could be on the ballot.” Reagan said her office is on high alert after Russian hackers got the username and password to the state’s voter registration database last year. But she said they were unable to tamper with it. “It was discovered by authorities, and we were able to take the system down before they actually got into that database,” she said. “Very close call. Our IT people tell us that they get thousands of hits a day that they block.” The actual voting machines are not connected to the Internet, so the integrity of the vote remains intact.

Faith Leaders and Congressman Stand With Undocumented Students

By KMIR Tyler Harrison Palm Desert, CA Pastors, priests and a politician all taking a stand to continue to protect “Dreamers,” undocumented young immigrants in the Deferred Action for Childhood Arrivals (DACA) program. “My support for the dreamers of DACA is driven not by politics but by faith,” said Pastor Gerald Sharon of Hope Lutheran in Palm Desert. “Even though we have been preparing, even though we have been preaching, even though we have been holding workshops, the pain is powerful,” said Father Guy Wilson of our Lady of Soledad in Coachella. “Fear into a population can really harm as person’s mental health,” said Congressman Raul Ruiz, MD. The congressman hosted the

press conference Saturday at Sacred Heart Church. Oscar Perez grew up in Indio. Finding out he was a DACA student in the fifth grade changed his life. “The anxiety started coming in and I was living more in fear of being deported because I was realizing to my surroundings: that I wasn’t like the other students,” said Perez. Despite fear, Oscar has continued his education at College of the Desert. “My goal is to become a physician. I want to be a doctor. I want to help people,” said Perez during the press conference. But two Army veterans want to help Oscar. “These DACA kids belong in the country,” said James Bowen. “When I start finding out that people of my culture, ethnic background are being attacked, the kids are being attacked. I still took an oath

to protect this country and I haven’t finished it yet,” Atenogenas Navarro said. Recently, Democratic leaders claimed to have reached an agreement with President Trump but DACA legislation has become a game of deal or no deal.

“There is no agreement,” said Rep. Paul Ryan, Speaker of the House earlier this month. “We had an agreement to move forward,” said Rep. Nancy Pelosi, Minority Leader also earlier this month. While the future is uncertain, the Calimesa locals

are calling on the Coachella Valley to take action. “What an opportunity,” started Atenogenas Navarro. “You’re missing an opportunity to be here,” finished Bowen. Source: KMIR

CHIP Funding at Risk as GOP Pushes Another ACA Repeal By Desert Star Staff AUSTIN, Texas – Children’s advocates are concerned that health insurance for almost 400,000 children in Texas is being held prisoner by partisan politics. Senate Republicans, making a last ditch effort to overturn the Affordable Care Act, have put reauthorization of the Children’s Health Insurance Program, or CHIP, on hold until their repeal measure passes. Patrick Bresette, executive director of Children’s Defense Fund – Texas, points out that CHIP must be reauthorized by the end of this month to avoid a lapse in coverage. “We were moving along on a process that looked like a good five-year extension of CHIP, and then everything has been put on hold, essentially, to try and pressure people into voting for some sort of crazy return to repeal,” he states. “It just feels like

one of the best programs is being held hostage to this political process.” Bresette says most children who receive CHIP coverage are from working class families that are too poor to buy insurance on the open market, but make too much to qualify for Medicaid. He adds that CHIP, combined with the Medicaid program, helped Texas ensure that more than 90 percent of Texas children had health coverage in 2015, a 10 percent increase over 2008. Bresette says the loss of – or even a delay in – CHIP funding could cause major hardships for children and their families. “Interruptions in that kind of stable care and oversight of these kids’ health are really problematic,” he stresses. “You see kids losing appointments, delaying time to get, maybe, asthma treatments, or things being identified. So,

Funding for the Children’s Health Insurance Program, which covers almost 400,000 children in Texas, is being held up in Congress pending the passage of an Obamacare repeal. (FatCamera/Getty Images) we know any interruption would have a direct impact on children’s health.” Bresette says historically, CHIP has had strong bipartisan support. “One of the things about the CHIP program is that it

has been stable, and has been basically a bipartisansupported program,” he points out. “States love it. Great for families, doctors love it. “And so, I think it’s a symptom of the current penchant for putting this

Deadline Looming for Rural Hospitals

Advocates say failure to renew the programs could force rural hospitals to cut services or close. (Pixabay) By Desert Star Staff HARRISBURG, Pa. – As many as 25 rural hospitals in Pennsylvania could be in trouble if Congress doesn’t act. Two programs that boost

Medicare payments to rural hospitals will expire at the end of this month if they are not renewed or replaced. Hospitals in isolated areas often serve lower numbers

of patients and relatively large percentages who are Medicare recipients. According to Chip Kahn, president of the Federation of American Hospitals, the

By Desert Star Staff FARGO, N.D. - With a week to go before repealing and replacing the Affordable Care Act becomes much harder, Republicans are hoping to get the votes they need on a new bill introduced by Sens. Bill Cassidy, R-La., and Lindsey Graham, R-S.C. However, the bill is facing a lot of pushback, including from health-care organizations such as the American Heart Association, the American Medical Association and the March of Dimes. AARP also opposes it, and Josh Askvig, state director of AARP North

Dakota, said the bill “price gouges” older Americans by allowing insurers to charge five times what they would charge younger Americans. “It also price gouges people with cancer, heart disease and even asthma,” Askvig said, “and, if that’s not enough, it also jeopardizes older North Dakotans’ ability to stay in their own home as they age and threatens coverage for people with disabilities and seniors in nursing homes.” In the best-case scenario, Askvig said, the state would lose out on $1.7 billion over the next two decades, according to an AARP Public Policy

Institute analysis of the bill. In the worst-case scenario, the state could lose $5.5 billion over the next two decades. The Cassidy-Graham bill is similar to the GOP’s previous attempts to repeal and replace the ACA. Under the last attempt, the Congressional Budget Office estimated 47,000 North Dakotans would lose health coverage over the next decade. Nationwide, it found 32 million Americans would lose coverage. Askvig said he would rather see Congress fix health care than fast-track the current proposal. “Instead of doing a rush job simply because you

Medicare Dependent Hospital and Low Volume Hospital programs help facilities serving rural communities where the patient populations are older, suffer higher rates of chronic illness, and have lower incomes. “It’s critical for these hospitals that these programs be continued,” he stresses. “They’re very important to keeping the doors open and the hospitals providing the quality care that both the Medicare beneficiaries and other Americans expect.” A bipartisan bill that would make both programs permanent has been introduced in both the House and the Senate. The Child Health Insurance Program, serving some ninemillion children nationally, also expires on October 1. Kahn says Congress is moving

kind of political fight in front of what’s best, particularly for the most vulnerable.” Without a re-authorization, officials say Texas CHIP would run out of funding by February 2018.

toward extending that program, presenting an opportunity to act on rural hospitals too. “It’s our hope that Congress will choose to attach an amendment to this child health insurance bill and that we will get these adjustments made for Medicare payment into the future,” he explains. Last Thursday, the Senate Finance Committee announced an agreement to extend the CHIP program another five years. Kahn points out that extending the Medicare Dependent and Low Volume Hospital programs as well will be critical to the 57 million Americans who depend on rural hospitals for essential health care. “If we lose this funding, the first questions for many of those running the hospitals will be, “Are there services that could be cut back?” he says. “Eventually it could cause some hospitals to close.”

Climate Change: Is Florida a “State of Denial?”

Even before the hurricanes, hard and soft corals have been bleaching in the Florida Keys due to this summer’s unusually warm ocean temperatures. (U.S. Geological Survey/Flickr) By Desert Star Staff TALLAHASSEE, Fla. -- As Florida cities wrestle with how to haul out millions of tons of posthurricane debris and where to put it, the environmental community is asking whether the storms could mark a turning point in the state’s reputation for minimizing the issue of climate change. Despite Florida’s vulnerability to sea level

rise and extreme weather events, state employees are discouraged from using the terms “climate change” and “global warming.” But Ken Berlin, president and CEO of the Climate Reality Project founded by Al Gore, said the state has gotten the ultimate wake-up call. “You know, the key thing about climate change is you can’t hide from it. You may be able to hide from it for

a while, but you can’t hide from things like Harvey and Irma,” Berlin said. “And you can sort of, for a while, say, ‘Well, I don’t believe it.’ But the evidence is becoming stronger every day that you have to pay attention to this.” Now, he said, it’s important for Floridians to take steps that show they are paying attention. They can ask policymakers to spend disaster-relief dollars on

more resilient infrastructure designed to withstand the effects of a warming climate. Berlin said Florida families can also work to minimize their own impact on the environment. He recommends investing in distributed energy like solar rooftop panels, reducing household carbon footprints, and rethinking insurance coverage. But Berlin said acknowledging the problem is the first step. “What we really say to climate change deniers in this situation is, these storms are a tremendous risk to you in Florida and a risk to the whole state of Florida - as is rising sea level a long-term risk to the state of Florida,” he said. “And it’s critical to take the insurance you need to prevent that from happening.” Researchers at the University of Florida published findings in the journal Geophysical Research Letters that sea levels in parts of South Florida are rising sixtimes faster than the global averages. And that was before this year’s hurricane season.

Timber Companies “Sole Beneficiary” of Salvage Logging in Gorge Fire Wake

By Desert Star Staff PORTLAND, Ore. - A fire in the Columbia River Gorge is slowing down, but debate over what to do next is just heating up. U.S. Rep. Greg Walden, R-Ore., has introduced a bill to allow a practice known as salvage logging in the area of the Eagle Creek Fire, which burned more than 48,000 acres in the Columbia River Gorge National Scenic Area between Portland and Hood River. However, that bill has drawn the ire of conservation groups that say fast-tracking logging in the area actually could be detrimental to the region. Michael Lang, conservation director for the group Friends of the Columbia Gorge, said only the logging industry gets a boost from this bill. “The really sole beneficiary would be timber companies that got the contracts to go in and conduct the timber sales,” he said, “and it would be to the detriment of Gorge residents, to residents of the Northwest that cherish the Gorge, and also to our public lands.” The area has been protected from logging and road-building for more than a century. Walden said the bill, which currently is in the House subcommittee on www.desertstarweekly.com

But according to Lang, scientific evidence hasn’t found that salvage logging helps after fires. He said it actually could have the opposite effect because the heavy machinery required for logging can damage soil and bring in non-native plants. Natural regeneration after fires actually makes forests more resilient, Lang said, adding that logging isn’t what the affected residents of the Gorge need right now. “What Gorge communities need right now is economic assistance,” he said. “There

are a lot of small, familyowned businesses that are really hurting from this fire. With the interstate closed down, being under evacuation, businesses plummeted.”

As of Thursday, about 46 percent of the Eagle Creek Fire had been contained. Details of Walden’s bill, HR 3715, are online at congress.gov.

HOROSCOPES ARIES

Something appears, is seen, recognized, brought to balance and creates an interlude in your relationship(s). Perhaps you identify how to have true Right Relations with those who love you. Perhaps you learn that through relationships your true self emerges because relationships are an I/Thou situation. Realizing these things balances you, provides structure, discipline and leads to true heart to heart intimacy.

TAURUS There are times when others tell you their deepest needs. Sometimes you can’t hear or understand them. This week your needs, usually hidden and unknown to you, thus hardly ever tended, emerge. Changes, small and subtle, begin to manifest in how you express yourself and the stating of long term wishes, desires and wants. Since your usual word is “no” (which really means, “Wait I need to think on this”) everyone, surprised, listens attentively.

GEMINI Who is your family? What does family mean to you? Perhaps family means criticism and judgments or gardens of nourishment. Whatever family signifies for you, it’s time to create your own family, incorporating balance and

CANCER You’re both in the world and not, at home is wherever you are. Family’s close by and yet sometimes, not. They’re in your heart. You have spiritual work to accomplish. Perhaps you’re remembering a parent, teacher, grandparent, someone older and wiser, who instilled ethics and justice, seeing you as an equal. Who is this person? What is this ritual? Honor it all.

VIRGO You have resources in common with another. Resources don’t

only refer to money. They include possessions and values held in common, intimacy, interaction and relationship. There’s a question about relationship and perhaps a feeling of restriction and grief? Recognize the beginnings of your relationships and their original value. Can you discover this again? What seems so far away is usually what is closest by.

LIBRA This is an important passage of time - a growing up and maturing developmental stage for you. There’s a challenge to change, frustrations and time issues, shadows and pressures and within all of this, a wisdom seeking to guide you. There will be times of absolute stillness and times of acceleration. Saturn loves you. He is your father, guide, disciplinarian, your Dweller on the Threshold. Have forgiveness always.

SCORPIO Your deepest desires come forth and although directed at others, the reality is that the biggest desires are to know the self, to create a new image that better defines you, and the need for partnership between your emotions, intellect, body and Soul. Emotions will be passionate; people may shy away should you display depth of feeling. Assess who’s safe, who understands,

who will stand with you.

SAGITTARIUS Turn toward your religious roots. The teachings are guidelines that illumine and make sturdy your inner and outer life. This may sound old fashioned. PAD is a vascular disease that mainly affects the arteries that carry blood to the legs and feet. It is primarily caused by the buildup of

fatty plaque in the arteries, called atherosclerosis. This buildup reduces blood flow through the arteries and can lead to pain and lack of mobility. Those at the highest risk of PAD are over the age of 50, with high blood pressure, high cholesterol and diabetes. Matthew Bourne’s ‘The Red Shoes’ Delights at the Ahmanson

Ashley Shaw and Sam Archer in Matthew Bourne’s production of “The Red Shoes.”. Photo by Johan Persson. Sir Matthew Bourne’s “The Red Shoes,” based on the 1948 film by Michael Powell and Emeric Pressburger and the Hans Christian Andersen fairytale, made its American debut at the Ahmanson Theatre on Sept 15 and will be in Los Angeles through Oct. 1 only. It is the story of a young ballerina, Victoria Page, played on opening night by Ashley Shaw, who is willing to sacrifice almost anything for her art. Bourne, a master storyteller, is able to create intricate tales without words, told only in dance. His ballets range from his version of “Swan Lake,” “Cinderella,” and “Sleeping Beauty” to “Edward Scissorhands” and now “The Red Shoes.” According to dance impresario Bourne, “The main message of The Red Shoes seemed to be saying that art was something worth

fighting for, even dying for, if the rather melodramatic conclusion is to be believed.” . He continued, “... It is the love story of two young artists, one a dancer, Victoria Page, and one a composer, Julian Craster (played on opening night by Dominic North) and the fight between that love and the lure of the highest artistic achievement as represented by Boris Lermontov, the dance company’s legendary impresario (danced by Sam Archer on opening night) who believes that you cannot be a great artist if distracted by love.” Act One introduces us to the main characters and takes place in London and Monte Carlo and concludes with the ballet of “The Red Shoes” starring Victoria Page in the lead role. Act Two continues three months later and deals with Victoria’s personal and professional challenges

which finally end in tragedy. For music, Bourne does not use the score from the 1948 film, instead he skillfully tells the tale using the film music of noted composer Bernard Herrmann, which works beautifully throughout, setting the right psychological tone. The dances in “The Red Shoes” blend traditional ballet with playful dance routines like the beach ball ballet on the sands of Monte Carlo. Featuring dancers cavorting in bathing costumes with brightly-colored beach balls. This balances the frenzied dance movements performed by Victoria when she dons the magical red shoes which represent her desire to be a passionate, skillful ballerina at all costs. Another important factor in the overall sumptuous look of this production is set and costume design by Lez Brotherston who uses

Pet Owners: Tips to Maintain a Beautiful Home

By Desert Star Staff For all the companionship pets provide, it’s fair to admit that they can mess up a clean, tidy home pretty quickly. But rather than sequester furry loved ones to certain rooms of the house or simply submit to the chaos, you can follow a few savvy tips to keep your home fresh with less work. Pet Grooming: Brushing

pets regularly is good for them -- and good for flooring and furniture. Do so every couple days in order to keep your pets’ coats healthy and help prevent shedding fur from ending up everywhere. After walking the dog or letting the cat into the backyard, wipe paws before pets get a chance to track in mud and debris. You can

Which means you can worry about other things, like which dog park to visit next. Your pup will love it too, because he won’t get in trouble after his little mess-ups,” she says. When it comes to pet “mess-ups,” the carpeting features a breathable moisture barrier designed to prevent spills and accidents from soaking through the cushion and subfloor, so there are no lingering pet odors after a thorough cleaning. And because the carpeting releases more pet hair when vacuumed, this routine chore is made fast and simple. Look for carpeting with extra durability and protection against color fading, which means it will stay newer-looking for longer, with no compromise

Smart Flooring: There’s no need to compromise on the quality of your home’s flooring, say experts. “As much as we all love our pets, it’s no secret that they can wreak havoc on flooring, especially carpets,” says Jennifer Bertrand,

to your pet’s territory or your daily schedule. More information about pet-friendly carpets and flooring can be found at flooringamerica.com. Cleaning Habits: With smart pet-friendly flooring and furniture choices (think microfiber sofas), cleaning up after your pet and busy lifestyle should be easy. But remember, it’s easier to clean as you go than it is to wait until things get out of hand. Keep cleaning supplies nearby (in a locked cabinet for Fido’s safety) for spot cleans and quick touch-ups after mishaps, and remember to vacuum regularly. Don’t forget corners, where buildup tends to occur. Wipe down surfaces to lift pet dander off baseboards, counters and window sills. With a few tricks, and some smart pet-friendly product selections where carpeting and furniture are concerned, you can have the best of both worlds: a clean and fresh home, and all the members of your family -- including those with four legs -- together when and where you like. Quick DIY Plumbing Tips for Parents of Teenagers

By Desert Star Staff No one ever said parenting teens would be easy, however you may not have considered the beating it can put on your household drains. With teens piling on experimental hair products and staying on-trend with long, flowing locks, bathrooms may see hours of hair washing, brushing and styling each week -- meaning feet of discarded hair making its way into drains, along with sticky hairsprays and gels. Before you know it, the sink has stopped draining and there is a pool of standing water in the shower. Does all this sound familiar? Lifestyle bloggers Krissy Higgens and Shelby Barone, both moms of teenagers, know the reality of the plumbing upkeep that can sometimes be required. Here are a few insights for keeping drains clear, clean and in working order. • Be sure your sink and shower drains have mesh screens to catch at least some of the hair before it goes down the drain. Get a little help, and ask teens to clean screens after showering and styling their hair. If it’s been several months since your teenagers have made their beds or you’ve seen the floor of their rooms, you know that this may not actually get done daily, however it’s a good place to start. • Consider tried-and-true methods. “My parents used

Roto-Rooter to clear drains when I was a teenager, and I knew that if it worked for them in the ’80s, it would work for me now,” says Barone, author of the OC Mom Blog. “It is safe on all drains, and that gave me the peace of mind in knowing that the product wouldn’t harm our pipes.” Roto-Rooter has a line of products specifically designed to help tackle this task quickly and affordably. The formula packed into Roto-Rooter’s Clog Removers has the right viscosity to penetrate and soak into a clog, breaking it down from all sides and leaving drains clear in a few minutes. Safe on all pipes and septic systems, it works to prevent future issues as well as solve immediate plumbing emergencies. “I pretty much keep Roto-Rooter in stock in my bathroom closet so that it’s always on hand when we need it. Living in an older house makes having this in house even more important,” says Higgens, author of All in a Day’s Work blog. • You can also help maintain clear drains by flushing them with hot water after showering and styling. This is an easy task that teens can remember to do on a daily basis. To learn more about Roto-Rooter products, visit rotorooter-products.com. Remembrance: Pattie Daly Caruso

Pattie was a winner. Photo by Pat Krause. Story and Photos by Pat Krause Local favorite Pattie Daly Caruso died on Sept 21st, they said was caused by a massive heart attack. Her heart maybe just got tired of all the love, she gave to people all through her life. It seems everyone that

knew Pattie had a personal story that was a great memory in their lives. There was a special memorial for Pattie on Sat. the 25th. The event was held at Sacred Heart Catholic Church where she was a member. The

church was filled with friends, and family and people were hugging and remembering their special time with Pattie. Pattie was an amazing woman who lived life to the fullest and was one of the most gracious women I knew.

Pattie was on TV for 25 years interviewing local and famous notables. Her smile and personality kept that show running for so long. She treated everyone, as though they were a celebrity too. She made you feel good about yourself when she came to you smiling with open arms and a hug. Few people have that quality. I used to photograph her son Carson Daly when he played as a celebrity in the Bob Hope Golf Classic. I gave Pattie photos I had taken of Carson, and you thought I had given her something so special. Pattie and her friends started Media Mavens where women in the media industry could get together and talk about upcoming events, they were a part of. Media Mavens grew because of the friendship of all the women members. New members were greeted warmly. Pattie always gave of herself to any project she was involved in. The Priest, Father Howard A. Lincoln, that officiated spoke told his story of how Pattie

made him feel so welcomed in his new assignment at the church. He told how she had made him a part of her TV show. He also told about how Pattie liked to keep mementos of events and people she met. Patty’s family did some of the readings during the memorial, and her daughter Quinn thanked everyone for coming, showing her strength during such a hard time that she got from her Mother. Her son, Carson Daly, is known for many TV shows and the VOICE TV program. He has made such good friends with the people on the show that Blake Sheldon, Gwen Stefani, Jimmy Kimmel and other notables attended to support Carson. Other celebrities also attended as friends whom she has made over the years. A reception followed the service where everyone could make their condolences to the family and each other and relate their Pattie stories. Everyone who knew her will miss her and her smile.

I suppose I should confess that being claustrophobic, I respectfully declined the trek up those stairs and instead headed for the gift shop where I purchased a few souvenirs for friends. My colleagues did share that at the top they were greeted by a lifesize hologram of St. Dughan, who talked about the nights he spent with his fellow monks in the 5th century, warning sailors against dangers with a beacon they kept shining on the headland. But don’t let me stop you as the Hook Lighthouse was voted one of the top ten places to visit in Ireland so definitely put this experience on your itinerary. Depicting 9000 years of re-created Irish history, the museum is said to be the cornerstone of Ireland’s Ancient East, covering the prehistoric through Norman periods, featuring buildings or structures germane to each period. Right-wing AfD enters German parliament for 1st time By Desert Star Staff The right-wing Alternative for Germany (AfD) party entered parliament for the first time in its history with 12.6 percent of the vote in the German election, according to final results. Angela Merkel’s CDU, allied with Bavaria’s CSU, won with 33 percent. The CDU (Christian Democratic Union) received between 32 and 34 percent of the votes and is poised to form the largest faction in the German parliament, preliminary forecasts show. However, its support has significantly fallen in comparison to the last election, when Merkel’s party received 41.5 percent of votes. Some Germans seemed to be uncomfortable about Merkel’s fourth victory in a row. They told Ruptly news agency that the country needs “change” following so many years of what they described as a “stalemate.” “Politicians, our Chancellor, she is pretty good on the one hand, on the other hand she’s had 12 years in office now and so I think this is definitely time for a change to have fresh power, even if she is a powerful woman, but we need some fresh people. We need fresh ideas,” one Berlin resident said, adding, “We have kind of a stalemate, you know, [where] nothing is really moving.” The AfD will enter parliament for the first time, after the anti-immigrant party secured the backing of around 13 percent of voters, according

to exit polls. It is the first time the AfD has secured MPs, with the party failing to enter the legislative body back in 2013. The party’s political success appears to not sit well with some Germans either. “It’s ridiculous, if you think about it, in my opinion it’s a country that started two world wars,” a young man told Ruptly, commenting on the AfD election result. “There’s no guilt but there’s always responsibility, and now we’re going to have 90, I think it’s up to 90, well I say openly racist people, in the Bundestag. And that’s a shame for this country in my opinion,” he added. The current elections appear to have ended in failure for the Social Democrats (SPD), who only gained around 20 percent of the vote, their lowest return in the last 20 years. However, even their losses look like turning out to be smaller than those of Merkel’s CDU, as the SPD lost 5.5 percent of votes compared to the last parliamentary polls, while for the CDU this figure amounts to as much as around 9 percent. The SPD leader, Martin Schulz, meanwhile admitted defeat and announced that it was a “bitter day” for his party. The elections were successful for the Free Democrats (FDP), who will now enter parliament with 10.5 percent support. Back in 2013, the party failed to clear the 5-percent threshold and did not enter the Bundestag.

Alice Weidel (R), top candidate of the anti-immigration party Alternative fuer Deutschland (AfD) in Berlin, Germany, September 24, 2017 © Wolfgang Rattay / Reuters Crowds of people have in the meantime gathered in front of the AfD HQ in Berlin, carrying banners reading “Racism kills” and chanting “Go away.” Established in 2013 as a Euroskeptic party, the AfD became increasingly popular during the 2015 refugee crisis as it hijacked the antiimmigrant and anti-Islamist agenda, emerging as a right-wing populist force. However, it also provoked discontent among a significant section of German society, with the provocative statements of its members leading to the party being repeatedly accused of Nazi sympathies – something that its leaders have always denied, instead portraying themselves as “concerned citizens.”Following

the publication of the exit poll results, Merkel gave a speech vowing to win back voters from the AfD. Merkel also said that her party now has two coalition options, naming a potential coalition with the Social Democrats as one of them and giving no details about the second option. At the same time, the leader of the Social Democrats, Martin Schulz, announced that his party had decided to “go into opposition” to prevent the AfD from leading the opposition in the parliament, thus ruling out a potential coalition with Merkel’s CDU. The leader of the Free Democrats, Christian Lindner, criticized the Social Democrats for their decision and said

that his party would not be dragged into the coalition by the simple fact that the SPD refused to join it. However, he said that the FDP is open to any coalition talks. The position of the Greens concerning any future coalition options remains somewhat controversial as one of their leaders, Cem Ozdemir ruled out any potential coalition with Angela Merkel’s CDU and the Free Democrats by saying that his party would not take part in what he called “antiEuropean populism” while the second leader, Katrin Goering-Eckardt, did not rule out such a coalition by saying that the party would see “if there can be cooperation.”

How to Pick the Perfect Engagement Ring

By Desert Star Staff An engagement ring is at once a symbol of love and commitment and also a reflection of a woman’s personal style. For the engaged-to-be who hasn’t quite determined the perfect sparkler for herself, articulating an engagement ring style can seem challenging. That’s where a trusted www.desertstarweekly.com

jeweler like Jared The Galleria Of Jewelry can help, where sales associates are committed to helping every happily ever after begin with the perfect ring – and that means taking the time to understand every future bride’s personal taste. Here are a few tips to help determine what your engagement ring style may be.

Timeless Beauty: For the woman who prefers a more traditional style (think clean designs and sophisticated patterns), a classic engagement ring may be the perfect fit. A great example of this is the solitaire setting, which focuses on highlighting the gorgeous center stone, offering an elegant statement. A modern take on this September 27, 2017

classic would be the halo setting where an outline of diamonds encircles and enhances the center stone for a slight twist on tradition. A Touch of Romance: The woman who thoughtfully selects every accessory to offer the perfect complement to any look knows it’s all about the details. An engagement ring with ornate design and intricate craftsmanship offers a distinct, vintage feel inspired by and echoing the most romantic eras of the past. From milgrain finishing to delicate antiquing, these subtle touches offer something extra special – which is fitting for such an important piece of jewelry. Forever Fashion Forward: The fashionista prides herself on being one-of-a-kind, so her engagement ring obviously has to follow suit. From embracing fancy shape center stones (like pear, emerald, marquise, and oval) to standing out with a gorgeous rose gold or mixed metal setting, there are many options to ensure the engagement ring is as head-turning as

the woman wearing it. If you are still unsure of the style that’s right for you – fear not, retailers like Jared The Galleria Of Jewelry can be a good place to go for inspiration. They have a huge selection of the most popular collections and styles and even offer the option for you to design the perfect engagement ring yourself. Every Jared store offers a Custom Design Studio where customers can bring their jewelry dreams to life. Certified diamontologists and master craftsmen work directly with each customer to create a completely original piece of jewelry. Once aligned on the general design, the customer is able to customize from selecting the type and color of metal to deciding on the shape and cut of the diamond. More information can be found at Jared.com. For what may be the most important piece of jewelry you will ever wear, take the time to understand your options, and find a piece that suits your style completely. StatePoint

MUSIC

BY ROBERT KINSLER

Originality Anchors New Music Titles Lovers of compelling songwriting, blues music and art rock all have reason to celebrate with the recent release of four outstanding new audio titles.

Artists: Lou Reed & Kris Kristofferson Title: The Bottom Line Archive: In Their Own Words with Vin Scelsa (BFD/Red) You might like if you enjoy: Lou Reed, Kris Kristofferson Tell me more: Lovers of great songs and the artists who create them will want to grab a copy of an essential new two-disc audio collection highlighting music and discussion with legendary songsmiths Lou Reed and Kris Kristofferson. Recorded at the Bottom Line in Greenwich Village in New York on February 2, 1994, the “The Bottom Line Archive: In Their Own Words with Vin Scelsa” title finds Scelsa discussing the genesis and influences that gave rise to songs with each of the artists, with both Reed

and Kristofferson taking turns playing acoustic versions of many of their classics. To the lone accompaniment of their acoustic guitars, Reed performs some of his bestknown cuts including “Sweet Jane,” and “Romeo Had Juliet” while Kristofferson thrills the intimate audience with beloved works such as “Sunday Morning Coming Down/The Pilgrim,” “Help Me Make It Through the Night” and “Me and Bobby McGee.” Each artist also performs a favorite from another songwriter, with Kristofferson tackling Leonard Cohen’s “Bird on a Wire” and Reed performing Smokey Robinson’s “Tracks Of My Tears.” Information: BottomLineArchive.com.

Artist: Walter Trout Title: We’re All In This Together (Label) You might like if you enjoy: Joe Bonamassa, Sonny Landreth, Edgar Winter, Charlie Musselwhite, Kenny Wayne Shepherd

Tell me more: A slew of the world’s greatest living blues rockers join singer-guitarist Walter Trout on the aptly-titled “We’re All In This Together,” an amazing 14-track disc with a different guest artist paired with Trout on each track. What makes the album so extra special is how wonderful each of the performances capture the style of the guest joining Trout. Kenny Wayne Shepherd teams with Trout on the fiery shuffle “Gonna Hurt Like Hell,” both guitar heroes shredding up a storm. Louisiana slide guitar legend Sonny Landreth enhances the beautiful Southern rocker “Ain’t Going Back” with his vocals and guitar work; harmonica great Charlie Musselwhite blasts on the Chicago blues-flavored “The Other Side of the Pillow.” And so it goes with artists including Warren Haynes, Eric Gales, Robben Ford, Edgar Winter, Joe Bonamassa and others. But at the end of the day it is Walter Trout who is the star here, having brought together this amazing cast of top-tier players into a cohesive project that shines with its perfect mix of song craft and virtuoso musicianship. Information: MascotLabelGroup.com. Artist: Jonny Lang Title: Signs (Concord Records) You might like if you enjoy: Jonny Lang, Gregg Allman

Tell me more: Jonny Lang is back with another set of impassioned and powerful songs delivered via blues, rock and soul on his latest album “Signs.” With Lang’s tandem skills as lead guitarist and great singer as the anchor, the eclectic range of musical styles works well everywhere. The soulful and lyrically reflective “What You’re Made Of,” swirling rocker “Bitter End,” inspired gospel-tinged “Into the Light” and tender ballad “Bring Me Back Home” are among the many standouts on the disc. The spirit of early Mississippi blues is captured on “Wisdom” with Lang’s raspy vocals and blazing guitar layered atop a hypnotic beat; closing out the disc is the genre-defying “Singing Song,” a lovely song that celebrates the enduring connection each generation has with song. Information: JonnyLang.com.

enjoy: Sparks, Thomas Dolby, the Cars Tell me more: Forty-five years into their singularly adventuresome trajectory, art rockers Sparks (brothers Ron and Russell Mael) continue to break new ground with intoxicating, intelligent and inviting music via their 22nd studio album “Hippopotamus.” The sweeping baroque “Missionary Position,” haunting “Edith Piaf (Said It Better Than Me),” and synth pop number “Bummer” are among the riveting songs where Russell’s falsetto vocals and Ron’s accomplished keyboard talents lure in the listener. Sparks albums are always marked by original acerbic lyrics that provide more than enough intellectual food for thought and “Hippopotamus” is no exception; “Scandinavian Design,” the cinematic “What The Hell Is It This Time?” and propulsive “So Tell Me Mrs. Lincoln Aside From That How Was the Play?” challenge with their skewed take on the world. Voted the third most beautiful garden in the world by National Geographic magazine, the sprawling gardens cover 19 hectares, or almost 47 acres. It is a magnificent blend of formal gardens, terraces, statues, and beautiful lakes, all of which you can reach through the meandering walks. The gardens are also home to Ireland’s highest waterfall. Having had the pleasure of experiencing many of Ireland’s amazing gardens, and interviewing some of the head gardeners, it became crystal clear that gardening is truly part of the Irish DNA and touring these gardens a travel experience you absolutely must put on your itinerary. Our extraordinary official journey has concluded. Our last night was spent at the Trinity City Hotel on Pearse Street in Dublin City, where we our group got

together for one last time for a leisurely dinner. Tomorrow we would all be traveling home to different parts of the world with hopes that someday we would be re-connect on another press trip. www.trinitycityhotel.com Before I close, here are a few more factoids given to us by Tanya. INP1700581 To all heirs, beneficiaries, creditors, contingent creditors, and persons who may otherwise be interested in the will or estate, or both of DALE LINSEY NEMITZ. A PETITION FOR PROBATE has been filed by KATHERINE KIRK, PETITIONER in the Superior Court of California, County of RIVERSIDE. THE PETITION FOR PROBATE requests that KATHERINE E. KIRK be appointed as personal representative to administer the estate of the decedent. THE PETITION requests the decedent’s will and codicils, if any, be admitted to probate. The will and any codicils are available for examination in the file kept by the court. THE PETITION requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority. A HEARING on the petition will be held in this court as follows: November 20, 2017 at 8:45AM in Dept. 1A located at 46200 Oasis Street, Indio, CA 92201. IF YOU OBJECT to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney. IF YOU ARE A CREDITOR or a contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within the later of either (1) four months from the date of first issuance of letters to a general personal representative, as defined in section 58(b) of the California Probate Code, or (2) 60 days from the date of mailing or personal delivery to you of a notice under section 9052 of the California Probate Code. Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law. YOU MAY EXAMINE the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. A Request for Special Notice form is available from the court clerk. Attorney for Petitioner: Merele D. Chapman, Merele D Chapman, 1717 E. Vista Chino A7-486, Palm Springs, CA 92262 (760) 320-3656. More Kids Gaining Health Coverage Under ACA By Desert Star Staff DENVER – The number of Colorado kids without health insurance hit an all-time low of four percent last year, according to new analysis of U.S. Census Bureau data by the Georgetown University Center for Children and Families. The center found that between 2013 and 2016, an estimated 51,000 more Colorado kids gained coverage. Erin Miller with the Colorado Children’s Campaign points to the ACA’s “welcome mat” effect as a big driver of the gains. “As the Affordable Care Act went into effect, families started looking at their coverage options, and they realized that their kids were eligible for public health insurance programs,” she explains. “So we’ve really seen great gains in getting kids who are eligible for Medicaid and CHIP covered by those programs.” Nationally, nearly a quarter

million more children gained coverage in the past year, according to the report, and some 2 million more kids have insurance after the ACA rollout. The center found the share of children covered by employer-sponsored insurance has remained flat over the past three years. Joan Alker, the report’s author, says progress could be rolled back if Congress cuts Medicaid or does not renew the Children’s Health Insurance Program, or CHIP, which is set to expire September 30th. She adds having health insurance has broad and long-term positive impacts. “We know that having coverage is important for children because research shows that these children have better access to needed health services, better educational outcomes, and even better economic and health outcomes as adults,” she explains. Miller underscores what she sees as an urgent need for Congress to renew funding

Funding for the Children’s Health Insurance Program, which covers some 90,000 pregnant women and kids in Colorado, could expire on October 1 if Congress does not act. (Pixabay) for CHIP, which covers kids and pregnant women who are frequently experiencing timesensitive health situations. “They can’t experience any sort of gap in coverage,” she adds. “We don’t want a

woman to miss one of her prenatal visits. There are kids with cancer, there are kids on transplant lists, and they need to have continuous coverage. We really need to get this program refinanced.”

Since the ACA took effect in 2014, 44 states have seen improved coverage for children, with Colorado among seven states experiencing the biggest gains.

Protecting NC Water Quality Rooted in Solutions, Literally

The Southern Appalachian Highlands Conservancy maintains Laurel Ridge Preserve, which adjoins Asheville Watershed land. (SAHC) By Desert Star Staff BLACK MOUNTAIN, N.C. – In many parts of North Carolina, riverfronts are becoming prime real estate, with cities such as Asheville now developing

their waterways for public and private use. While development is largely good for the economy, many of the state’s land conservancies are working to make sure it doesn’t

put water quality at risk. The Southern Appalachian Highlands Conservancy is taking steps to prevent erosion and sedimentation from seeping into area waterways.

Communications director Angela Shepherd explains why they look at the larger picture. “It’s a snowball effect, so if you have bad water quality at the headwaters, then you’re going to have problems throughout the course of the waterway,” she explains. “We really focus on protecting those lands to keep things from washing in.” Sedimentation is the number one pollutant in western North Carolina water. The Conservancy recently purchased 200 acres near the headwaters of the Catawba River, near Black Mountain. The property is near the Broad River, which empties into the Atlantic Ocean, and the Catawba River, which eventually flows into the Gulf of Mexico. Garrett Artz, executive director of RiverLink in Asheville, says people often overestimate the actual cost of protecting the state’s waterways. He says many times it just comes down to planting brush and shrubs.

“Developers and farms think this is going to be this costly thing, but it really isn’t,” he says. “If more people did it, more people took care of the buffer zone, repairing buffers along their stream, it wouldn’t cost a lot. It would just make a big, big impact.” Shepherd says because land conservancies such as hers often cross county and state borders, they’re able to consider the big picture to ensure overall health and protection of the water. “You’re talking about a system, it’s like a body system, it’s like a circulatory system, and so in order to make sure that entire system is working and is healthy and is providing what we need to our communities, we have to look at it in a holistic way,” she adds. In addition to improving water quality, maintaining barriers along streams and rivers is helpful to wildlife that live along the edge of the water.

N. Korea says it has right to shoot down strategic bombers

A rocket is fired during a drill by anti-aircraft units of the Korean People’s Army © KCNA / Reuters By Desert Star Staff The North Korean foreign minister says Pyongyang has every right to take countermeasures against US aggression, including shooting down warplanes, even if they are not in

North Korean airspace. Speaking to reporters in New York on Monday, North Korean Foreign Minister Ri Yong Ho said that US President Donald Trump has effectively declared war on Pyongyang, meaning all

options were on the table for his country’s leadership. “The whole world should clearly remember it was the US who first declared war on our country,” Reuters quoted him as saying. “Since the United States

declared war on our country, we will have every right to make countermeasures, including the right to shoot down United States strategic bombers even when they are not inside the airspace border of our country.” Earlier, an open letter from North Korea to several international parliaments said that President Trump’s remarks in his UN General Assembly speech last week amounted to an “intolerable insult to the Korean people, a declaration of war against North Korea and grave threats to the global peace,” the Korean Central News Agency (KCNA) said in a report.Earlier, an open letter from North Korea to several international parliaments said that President Trump’s remarks in his UN General Assembly speech last week amounted to an “intolerable insult to the Korean people, a declaration of war against North Korea and grave threats to the global peace,” the Korean Central News Agency (KCNA) said in a report.

London Vote to Revoke Uber License Commended by The National Limousine Association

By Desert Star Staff NEW YORK, -- The National Limousine Association (http://limo.org) praises Transport for London’s (TfL) revocation of Uber’s license as they have declared that the organization is not “fit & proper” due to their numerous misdeeds. In the open letter below, on behalf of the membership of the National Limousine Association, NLA President Gary Buffo commends TfL’s decision to stand firm against Uber, demanding that they play by the rules.

Dear TfL Commissioner Mike Brown, My name is Gary Buffo and I am the President of The National Limousine Association (NLA). The NLA, founded in 1985, is an organization comprised of ground transportation providers across the globe, committed to upholding the integrity of our industry. We insist that all transportation providers properly screen all drivers, perform comprehensive background checks, comply with all training standards, undergo routine drug screening, and comply with all employment regulations wherever they may operate. To that end, we launched the Ride Responsibly (www. rideresponsibly.org) initiative to educate the public about the risks associated with utilizing ride-hailing services. Recently, Ride Responsibly has partnered

18

DesertSTAR

with Jobs with Justice to address the myriad labor issues associated with ridehailing, and the National Sexual Violence Resource Center to help keep people safe. The National Limousine Association would like to applaud the TfL’s decision not to renew Uber’s license to operate in London. Increasingly, cities around the world are beginning to recognize and take action against the vast injustices committed by Uber and other ride-hailing

services. While technology and innovation are crucial, human rights and safety can never be sacrificed simply for convenience. It is important to note that taxis and limousines across the world have adopted much of this same technology, and have managed to do so while still abiding by the rules. Hopefully, this decision will encourage other cities and countries to begin questioning the safety, accountability, business practices and overall value that these services bring.

The NLA stands behind its operators around the globe and pledges to fully support the TfL, Mayor Sadiq Khan, and any leaders who choose to make the right decision for their citizens. The safety and security of both passengers and drivers have been in grave risk for far too long. Thank you, Gary Buffo President National Limousine Association

Wave of anthem protests across NFL as Trump clashes with players

By Desert Star Staff Sunday saw an unprecedented number of NFL players and staff engaging in a protest against the US national anthem after President Donald Trump called for protesting players to be fired. In the opening game of the day, more than 20 players from the Baltimore Ravens and Jacksonville Jaguars knelt and linked arms during the pre-game national anthem as an act of protest. The owner of the Jaguars, Shad Khan, also took part in the demonstration. Khan had previously donated $1 million to the Trump inauguration fund. The protests escalated when a slate of nine games kicked off Sunday afternoon. Athletes and coaches from nearly every team playing either took a knee to protest the anthem or locked arms in solidarity with players who were demonstrating. #TakeTheKnee has been trending on social media as people share images of the protests. At the Atlanta Falcons v Detroit Lions game anthem singer Rico LaVelle also took part in the demonstration. The Pittsburgh Steelers elected not to take part, instead staying in

the locker room. However, one of their players, army veteran Alejandro Villanueva, stood in the tunnel with his hand over his heart.Trump took to Twitter to claim that the linked arms demonstration showed “great solidarity” for the national anthem. He then added, however: “Standing with locked arms is good, kneeling is not acceptable. Bad ratings!” The fresh wave of protests came after the president repeatedly criticized the anthem protests in recent days. “If NFL fans refuse to go to games until players stop disrespecting our Flag & Country, you will see change take place fast,” Trump tweeted earlier on Sunday. “Fire or suspend!” He then followed that up with a tweet saying the league is losing popularity because people are turned off by the ongoing anthem protests which were started last year by former San Francisco 49ers quarterback Colin Kaepernick.Speaking at a rally for Republican Senator Luther Strange in Alabama on Friday night, Trump suggested any NFL player protesting the Star Spangled Banner should be fired.

GOT NEWS?

“Wouldn’t you love to see one of these NFL owners, when somebody disrespects our flag, to say, ‘Get that son of a bitch off the field right now. Out! He’s fired. He’s fired!’” he said. “You know, some owner is going to do that. He’s going to say, ‘That guy that disrespects our flag, he’s fired.’ And that owner, they don’t know it [but] they’ll be the most popular person in this country.”NFL commissioner Roger Goodell said the comments showed an “unfortunate lack of

respect” for the league, while the owners of several NFL teams released statements criticizing Trump.Robert Kraft, the owner of the Super Bowl winning team the New England Patriots, was among those to attack the president, despite the fact that Trump considers him a friend. “I am deeply disappointed by the tone of the comments made by the president on Friday,” Kraft said in a statement posted on the Patriot’s Twitter account. The University of North Carolina

men’s basketball team, who are NCAA national champions, announced on Saturday that they would not visit the White House, while Trump withdrew the invitation for the NBA champions, Golden State Warriors. It hasn’t been all bad news on the sports front for President Trump. The Pittsburgh Penguins, who are champions of the National Hockey League, announced on Sunday that the team has accepted an invitation to visit the White House for the traditional ceremony.
