Royal Emerald Pharmaceuticals (REP) hosted a Ribbon Cutting Ceremony with 30 local and regional dignitaries attending on Tuesday, Sept. 29 at their new location on Palm Drive at the old Kmart building. “I want to thank Desert Hot Springs Mayor Scott Matas for helping make this city our new home.

Your hard work and great effort made this a reality,” said Royal Emerald CEO Mark Crozier. Crozier and Matas both cut the ceremonial emerald green ribbon to officially open the facility for business. In attendance were members of the entire city council, the city manager’s office, DHS Police Chief Jim Henson and Deputy Police Chief

Steven Shaw, along with DHS Economic Development Manager Denise Hamet, and other police officers. Crozier presented two checks for $10,000 each to Food Now and DHS Eagles Youth Football & Cheer. “It is our pleasure to support these two local groups that do so much to help our youth,” he said when

presenting the checks. Crozier promised to fund youth activities including baseball, football and boxing leagues. He promised to fund a new little league field, the youth recreation center and swimming pool facility, and to give scholarship money to DHS High School students to pursue careers in biotech and medicine.

In addition to the public at large attending, California State Senator Melissa Melendez’s representative Glenn A. Miller presented Crozier with a Certificate of Recognition for bringing this historic company to the Coachella Valley with the promise of bringing new jobs to the region. Living Desert returning to regular park hours and reopening hiking trails!

By Desert Star Staff Beginning Thursday, October 1, the grounds and gardens of The Living Desert Zoo and Gardens will open at 8 am for both members and non-members with full zoo amenities opening at 9 am. The Zoo will remain open until 5 pm with the last admission at 4 pm. The Living Desert’s three nature preserve hiking trails also will reopen at 8 am on October 1. Hikers can select trails of varying degrees of difficulty to enjoy nature and the beauty of the outdoors. The Discovery Loop is a brief, quarter-mile interlude, while the Adventure Loop rambles

for a mile through desert wash habitat and across a rocky bajada. The Wilderness Loop offers an adventurous five-mile hike up or down a boulderstrewn canyon and along a rocky ridgeline with stunning and far-reaching vistas. Hikers must observe all posted signage and stay on the designated trails, as they are a nature preserve. The trails, accessible with paid admission or with an annual membership, are open every day, except Christmas Day, through May 31, 2021 The Living Desert is also pleased to announce it will

Live Longer Olive Oil and More Greek Gourmet Goodies! By Pam Price The country that brought you dazzling islands like Santorini and cool concepts like democracy also has a dynamic and varied gastronomic heritage. Gourmet dishes notwithstanding, it’s something that extends to the world of snacks. Speaking of which, if you want to get one leg up on Santa, consider a gift of tantalizing Greek wine, chocolate or olive oil this holiday season. Here’s where to start. Small batch olive oil Stay in Greece for any length of time, and you’ll probably be tasting a lot of olive oil, which has been a critical ingredient in the healthy Mediterranean diet for thousands of years. While these grapes are cultivated in a few other places in Greece, the Assyrtiko vineyards in Santorini are the most famous. You’ll be able to find quality bottles of Assyrtiko wine from Santorini at many fine wine stores or online. Pasteli sesame treats Not to be confused with halvah, pasteli is a very traditional, not-too-sweet Greek treat based on two ancient ingredients: sesame seeds and honey. A healthy

Halloween candy alternative! In its most common form, the honey is boiled before being mixed with sesame seeds, and ideally, your pasteli bar will be thin and chewier than crispy. You’ll find all manner of variations at gourmet shops and grocery stores alike — with bits of dried fruits and nuts often added in. The best I have seen is from a company called Patrikon, based near ancient Thebes. Visit patrikon.gr. Capers from Sifnos or Santorini The volcanic soil of Santorini strikes again to produce some of the tangiest capers you’ll find. But if you happen to find yourself on the island of Sifnos, you’ll find that the capers grown there are even better. Don’t look for fancy labels; just snap up whatever little canister of capers you can find. While Santorini capers are widely available, the true Sifnian capers are found almost exclusively in Sifnos and may be more difficult to find online or in stores. ION chocolate bars One of my Greek supermarket favorites: Ion chocolate bars. The famous Greek chocolate company is based in a suburb of Athens, has been churning out chocolate bars since 1927. You can’t go

wrong with the classic milk chocolate (red wrapper) and dark chocolate (blue wrapper) bars, but also try some of the more deliciously intriguing varieties like the Serano bar (milk chocolate with cocoa cream filling) and JOIN Cheesecake bar (mascarpone and cherry filling surrounded by milk chocolate). Cherry spoon sweets Spoon sweets are a very traditional Greek sweet that

you can find cheap in any Greek grocery store. These are fruit pieces preserved in thick sugary syrup and packaged in glass jars. Cherry spoon sweets are a traditional favorite. along with your investments. 1. Prepare for Potential Tax Changes V.P.Biden has proposed raising the top marginal income tax rate from 37% to 39.6%, which was the rate in 2017; increasing the Social Security tax for incomes above $400,000 raising the longterm capital gains tax rate for those with incomes over $1 million from 20% to their marginal income tax rate. This may be an incentive to sell this year, then gamble and pay higher taxes. This is also the time to get an appraisal if you want to transfer your business (lower capital gains). Estate tax law may be changed. V.P.Biden would lower the number of assets exempt from the estate tax, currently $11.58 million per person, to the historical norm, possibly somewhere between $4 million and $5 million. It’s also a good time for those with $11 million or more, as individuals or over $23 million as a couple, to consider using their unified estate and gift tax exemption and moving it to an Irrevocable Trust. One common strategy is to make gifts up to $11.58 million during your lifetime because every taxpayer can transfer that amount while alive or at their death without incurring estate tax. Many entrepreneurs and small business owners are not effectively using their gift tax exemption, which can reduce the size of their estate, V.P. Biden could reduce

the exemption to $3.5 million to $5 million. If you do not use it, you may lose it; thus, now is an excellent time to take advantage of current laws. A consideration would be instead of each member of a couple giving around $5 million now, which may leave no exemption in the future, that one member of the couple gives $10 million now, leaving the other member of the couple to claim an exemption in the future, at whatever level that is. 2. Roth Conversions Another move You may want to consider before yearend is converting your IRA to a Roth IRA. If income tax rates rise next year, a conversion will be cheaper this year, saving tons in taxes, You may have an even lower income now because of job or salary cuts during the current economic downturn, and You may have more assets to convert because required minimum distributions have been suspended for 2020 by the CARES Act. One can even add to those assets by rolling back any RMD distribution before the legislation was passed. 3. Review IRA Trusts Under the legislation, some IRA distributions can no longer be stretched over a beneficiary’s lifespan and are limited to a 10-year distribution period. Only eligible designated beneficiaries can continue to stretch out the distribution over their lifetime. They include the IRA owner’s spouse, minor children, a

disabled individual, individuals no more than 10 years younger than the decedent, A conduit trust can also use the lifetime stretch out of benefits if all the trust beneficiaries meet the requirements to be eligible beneficiaries. So that the Conduit Trust to be used, it must serve as a beneficiary of the retirement funds, all distributions from the inherited IRA and must be received by the trust and be passed out to all the beneficiaries (conduit) each year. If that is not the case, the trust is automatically subject to the 10-year distribution rule. And if the language in the confidence limits distributions to only the RMD, then the entire trust must be distributed all at

once 10 years after the trust owner’s death, which could have profound tax implications! It is important to determine how fast the money has to come out from the IRA to the trust and how quickly the money in the money in the trust has gone out to the beneficiaries to determine if this fits your goals. Tenants With Criminal Backgrounds, and Are Drying Racks OK?

By Kelly G. Richardson, Esq. CCAL Dear Kelly, apparently my HOA made a change in the CC&Rs. The HOA requires that any prospective tenants must be approved by the board, and that no applicant who has a criminal record will be approved. The amendment says nothing about buyers of any of the units. Can they make these demands for just rental units and not units being sold? Wouldn’t criminal records be just as important about a potential buyer? Thank You, J.S., San Pedro Dear J.S.: Leaving aside whether a condominium board can approve prospective tenants, this HOA is taking on potential liability for alleged discrimination. In this instance, if the HOA is banning anyone with a criminal record from renting in the building, the HOA appears to be violating the new Fair Housing Regulations, which took effect at the beginning of 2020.

Regulations Article 24, Section 12265 prohibits owners of housing accommodations from applying blanket bans against anyone with a criminal record. According to the Regulations, HOAs are considered a “housing accommodation” and the board and manager of the HOA are considered the “owner” for purposes of enforcement action. Owners may use criminal background information, but not in a blanket fashion. Only relevant information may be used. The past criminal history of a prospective tenant must relate to being a bad tenant. For example, someone who previously had a drunk driving felony or securities fraud conviction, would be treated differently than someone who had convictions for violent crimes or arson. This is a new requirement in California and goes beyond the federal H.U.D. regulations upon which much of the California regulations were based. enjoy reading your columns every week. I own a secondfloor condo in a large complex. My tenant put up a drying rack in the balcony - just a regular drying rack that can be bought from a store. It is visible from outside. The HOA management has sent me a letter that that drying racks are not allowed and a balcony is not a backyard. Is this correct? I know in our condo complex, the balcony is exclusive use common area, so technically I don’t own it, but I thought there were some laws protecting tenants drying clothes. Thank You, T.P., San Diego Dear T.P.: California law protects clotheslines and drying racks under limited circumstances. California Civil Code Section 4753, new in 2017, protects clotheslines and drying racks in “backyards” of HOAs. The term “backyard” is not defined but would appear to refer to enclosed yard exclusive use space (in condominium associations) or the private part of a lot (in planned developments). A resident may not use a balcony, railing,

awning or other part of the building as a drying rack or clothesline. The statute also allows HOAs to adopt reasonable rules regarding clotheslines and drying racks. The idea behind the statute appears to be to protect air drying of laundry so long as it is not visible from elsewhere in the complex. Since balconies above the ground can be visible from some distance, this might explain why the balconies are not protected as a suitable place for drying laundry in HOAs. Best, Kelly p.s. Survey Finds Declines in Poverty Reversed By Pandemic

By Desert Star Staff Arkansas’s poverty rate has trended downward over the past few years. Still, since the pandemic, there’s been a sharp rise in hardship across the state, according to the latest data from the Census Bureau’s American Community Survey. Between 2018 and 2019, Arkansas’s poverty rate dipped slightly to 16.2%, and median household income increased. Senior Policy Analyst at the Arkansas Advocates for Children and Families Bruno Showers said the data offers a scenario that paints a bleak picture for residents - especially Black, Latino, indigenous and immigrant households hardest hit by the novel coronavirus. “Our federal delegation really needs to step up,” said Showers, “when one-quarter of Arkansans are having trouble paying rent when more than one in five is having trouble feeding their kids.” He said housing relief is a critical issue. The survey

found this summer, 18% of Arkansans who live in rental housing reported they were behind on rent; 29% are back on their mortgage payments. In addition to budget cuts policymakers have been forced to make, Showers said he’s concerned the state’s unemployment trust fund soon may be unable to keep up with demand. “The unemployment rate in Arkansas actually went up in August,” said Showers. “It went from 7% in July to 7.4% unemployment.” According to the survey, 14% of adults reported their household sometimes or often didn’t have enough to eat in the last seven days. Showers said with unemployment levels expected to climb, more families will fall back into poverty, without the resources to help them navigate a pandemic that could stretch on for years. “Twenty-two percent of kids in Arkansas still live in poverty,” said Showers. “That’s with a 3% unemployment

However, living longer does not automatically mean living healthier or happier. In fact, nearly 61% of people in America aged 65 and older live with chronic conditions, according to the National Institutes of Health, and a report from the National Academies of Sciences, Engineering and

Medicine found nearly 1 in 4 older adults are considered to be socially isolated. Research published in “Health Affairs” indicates that people who advocate for their own care feel more empowered. The age-friendly health systems approach can help older adults take control of their well-being and demand care that helps them maintain independence by making sure their doctors know their needs and preferences; also called “what matters.” Just as the name implies, age-friendly care prioritizes

what matters most to each individual older adult and helps meet goals such as daily walks around the neighborhood or cooking favorite meals. To get started, consider these four essential elements of age-friendly care from The John A. Hartford Foundation to discuss with your doctor: What Matters. As people age, what matters most to them might change. It is important to share concerns, goals, wishes, needs and experiences with your health care providers. What matters also includes end-of-life

care goals and preferences. Medication. Many older adults take multiple medications, which can cause side effects and, in turn, impact daily living. Honest conversations with doctors about medications, their interactions and side effects can ensure treatment plans are optimizing quality of life. Mentation. Berger Foundation will help more low-income seniors obtain the government income, health and housing benefits they are entitled to, through the work of Senior Advocates of the Desert (SAOTD). The nonprofit organization assists seniors through the often arduous process necessary to receive benefits including Medicare, Medi-Cal, In-Home Supportive Services (IHSS), Supplemental Security Income (SSI), Social Security Retirement and Disability, Supplemental Security, veterans’ assistance, subsidized housing, utility

discounts, and other services. “Most seniors would rather be self-sufficient and not have to ask for frequent handouts to help pay for their basic expenses such as food, utilities or medical copays,” said Chris O’Hanlon, Founder and Executive SAOTD. “Senior Advocates of the Desert can often help seniors complete complicated paperwork that allows seniors to live independently and with a sense of dignity and security.” Currently, SAOTD provides free assistance to about 1100 low-income seniors annually. Make trick-or-treating care packs with hand sanitizer, disinfectant wipes and extra face masks. Help little ones clean their hands throughout the night. Maintain a distance of 6 feet from other groups of trickor-treaters, allowing one group to collect candy at a time. Wear face masks and reflective tape or clothing and carry flashlights or glow sticks if you’re walking in the dark. Do “mask checks.” Stop in a safe place and make sure young children’s masks are covering their mouths and noses. Use sidewalks and crosswalks. Don’t cross the street between cars and be as visible as possible as drivers may be distracted. Consider setting up a grab-and-go “candy corner” for visitors, inclusive of hand sanitizer and treats.

Wash your hands when you get home. Sanitize candy wrappers before eating or let it sit for 24 hours. Follow the “when in doubt, throw it out” rule. If you have a young child, make sure candy he or she collected isn’t a choking hazard. If it is, discard it. Keep candy away from pets, especially chocolate and sugarfree gum, which can be poisonous for your furry friends.

Find fun, hands-free ways to give candy to trick-or-treaters. You can place candy on your lawn or driveway, so trick-or-treaters don’t have to crowd around your front door, touch handrails or knock. n Move out of the way any items that children could trip over and keep pets inside. n Stand outside when handling treats, wear a mask and use hand sanitizer often. Consider keeping a large bottle of sanitizer near you for visitors to use as well. n Allow one small group at a time at your door. n Give out one set of treats at a time to minimize hands reaching into a common bowl. Artist: Ricky Byrd Titles: Sobering Times (Kayos Records) You might like if you enjoy: Ronnie Wood, Jim Carroll Band, the Smithereens, Willie Nile Tell me more: Rock and Roll Hall of Fame guitarist Ricky Byrd isn’t facing his demons alone. On his newlyreleased “Sobering Times,” the New York-based artist is triumphantly celebrating his recovery with the world at large via a slew of stellar rock originals marked by his straightforward confessional lyrics and infectious rock song craft. The melodic “Quittin’ Time (Again),” edgy “Together,” breezy “Hear My Song” (featuring Byrd’s wonderful mandolin work), acoustic proclamation “Pour Me,” and roots rockers “Tired” and “Recover Me” (the latter a terrific duet with Willie Nile) are among the the terrific cuts on the album. Byrd released “Clean Getaway” in 2017 as a musical statement about recovering from addiction, but it’s clear from the strength of “Sobering Times” there was plenty of territory yet to explore this time around.

To describe this album as impressive is truly an understatement. Shot in the Arm to the Health of Black Americans

By Linda Blount COVID-19 has gripped national headlines for months. But long before the U.S. outbreak of the novel coronavirus, the country was battling another deadly epidemic: diabetes. One of the leading causes of death in the United States is that the disease claims more than 83,000 Americans each year. And -- much like the COVID-19 -- diabetes disproportionately impacts people of color. That’s why it’s so encouraging that the Trump administration will soon make it easier for millions of diabetic Americans to manage their health. A recent proposal would cap the amount of money that Medicare beneficiaries pay out-ofpocket for insulin at $35. That reform will go a long way towards getting older patients with diabetes the medicines they need to stay healthy -- a fact that’s certainly worth celebrating. But it’s only one step toward tackling a health crisis that shows no signs of relenting. Diabetes doesn’t affect all groups equally. Black Americans are 60 percent more likely to be diagnosed with diabetes than whites. Black women are particularly vulnerable -- nearly 13 percent of Black women over 18 have the disease, compared with just 7.5

percent of white women. For many of these patients, staying alive requires rigorous adherence to a medication regimen, including regular insulin injections. Unfortunately, these medicines can prove prohibitively expensive. In one recent survey, a quarter of diabetic patients reported using less than the prescribed amount of insulin because of the medicine’s cost. The persistent wealth and income gap between Americans of color and white Americans mean that these financial burdens pose a unique challenge for black patients. Especially amid the COVID-19 pandemic, the inability to afford insulin has only deepened racial inequities that have plagued our nation for decades. After all, those with diabetes who cannot manage their disease effectively -- a group in which African Americans are overrepresented -- are at heightened risk of severe complications from COVID-19. According to the Centers for Disease Control, black Americans account for 21 percent of deaths from the novel coronavirus, despite making up just 13 percent of the population. Reforms that enable patients of color to better manage their diabetes could vastly reduce such healthcare disparities.

We hope that’s precisely what the administration’s proposal will do. Under this reform, more than 1,750 Medicare prescription drug plans will cap out-of-pocket costs for various insulin products at $35 a month. That change will take effect next year. This will bring down pharmacy costs for the millions of Medicare seniors with diabetes -including black Americans. But given the scope of the challenges facing diabetic patients, this reform still represents a modest improvement over the status quo. For a systemic change, patients need policies that target the real drivers of high insulin costs. That begins with the opaque system that brings medicines to pharmacies. Every year, manufacturers provide over $100 billion in rebates and other price reductions on brand name drugs. But supply chain middlemen have pocketed these savings instead of passing them on to patients at the point of sale. Other drivers abound. Policymakers need to do everything they can to help less advantaged patients afford insulin. And on that measure, the administration’s Medicare proposal is one step in the right direction. Play About President Lincoln and Abolutionist Frederick Douglass

Republic and beyond, in respectful and honest dialogue. Lincoln the great Emancipator and Douglass the passionate abolitionist, each with agendas seeking common ground of agreement that only hard sacrifices can achieve. Douglass tells Lincoln that all the black man, free or slave, is asking from the white man is respect and dignity; one human being to another. Lincoln is empathetic but knows the climate of the country and the Congress at the moment is in their ‘punish the South’ mood. He tells Douglass, in all honesty his hands are tied. “”I’m just an old mule at the front of the line of old mules.” He resignedly replies to Douglass (or as Bill Clinton might have said, “I feel your pain”). However, the dilemma of who can remedy the situation, is why Douglass came to the White House to see him. Lincoln gently reminds Douglass, “I swore an oath to uphold the Constitution. In the long run it’s really a States Rights issue”. The Congress is always in the driver’s seat. Political plays and movies used to be a way for the average citizen to learn the basics of how our government worked. Politicians by nature serve more than one master. But ultimately it’s the people who have the power to change the status quo via the elective process. Hawthorne James as Frederick Douglass, is a magnetic actor. When the camera is on him, so are all eyes. It’s a nicely nuanced performance. As an audience, we’re pulling for Douglass to succeed in his mission of having Lincoln intercede for equal pay and the recognition of bravery in action and death benefits for the families of the segregated colored Union army units.

Ray Chambers as Abraham Lincoln, the 16th President of the United States, has the tougher image battle for the audience. Not many can remember what Frederick Douglass looked like in real life. But every school boy and girl over the age of five know who Abraham Lincoln is, how he dressed, and what he wrote and said. To his credit and that of director Peter Ellenstein, Mr. Chambers creates a President Lincoln persona that both compliments his performance and resonates with the audience (like Daniel Day Lewis did with his portrayal of Lincoln in the eponymous movie and the persona he created). Both Mr. James and Mr. Chambers acquit themselves with honesty and conviction in their portrayals of real historical figures. “Necessary Sacrifices” is a talky two-hander play. However, I feel the time spent with them is well worth it. In the technical department led by Director Ellenstein, Aaron Rumley’s cinematography and editing skills hit the mark. Set and Scenic renderings is courtesy of design wizard Marty Burnett who recreates the 1863 Oval Office; providing plenty space for the actors to work their magic. Costume designs by Elisa Benzoni are spot-on, with camera operators Chris Williams and Aaron Rumley, and music provided by Michael Silversher, along with Hair and Wig design by Peter Herman, make it a compelling North Coast Repertory Theatre production to see. The Solana Beach equity theatre company under the creative leadership of artistic director David Ellenstein, officially celebrated the opening of its 39th season last month. Theatre is addictive. And loyal NCRT audiences have been hungering for the oldest of the fine art forms - live theatre - to re-open. San Diego and north county live theatres have been chomping at the bit since Governor Newson closed down all brick and mortar entertainment venues in California six months ago. He lifted the ban on Wednesday, September 23rd for movie theatres, but not yet for live theatre performances. Undaunted, by the ban

and the pandemic NCRT decided to think outside the traditional ‘theatrical box’, as a way of keeping in touch with its subscriber base. Translation: NCRT current production is a play written in 2012 by awardwinning prolific regional theatre playwright Richard Helleson, titled “Necessary Sacrifices”, directed by Peter Ellenstein. The first thing we need to clarify at the outset is this quasi-historical, drama being streamed to viewers and NCRT audiences in “movie style” format is that it is not the famous 1858 Presidential debates between Republican Abe Lincoln and Democrat Stephen Douglas both of Illinois vying for the Presidential nomination of 1860. “Necessary Sacrifices” deals with the relationship between US President Abraham Lincoln and the acclaimed abolitionist Frederick Douglass. Douglass was an escaped slave who became a prominent activist, author, public speaker and a leader in the abolitionist movement during the Civil War. America’s Civil War is

By Desert Star Staff ANNAPOLIS, Md. - As racially-charged protests continue across the country, tomorrow Maryland celebrates one of the nation’s first civil rights activists Frederick Douglass. Frederick Douglass Day, held in his birthplace in eastern Maryland, highlights the prominent abolitionist’s activism and continued influence. Kendrick Roy, a Harvard University Ph.D. candidate, will speak at the virtual event, which also features Maryland Gov. Larry Hogan’s comments. Roy said Douglas once told a Black student that to become a great leader, you need to agitate - over and over again. “Frederick Douglass’s idea of continual agitation continual pushing to make

the United States a better place for everyone - is part of his legacy that we can still turn to today,” said Roy. The online event begins at 10 a.m. and includes lectures, children’s activities and dramatic reading. To participate, look online at the Frederick Douglass Honor Society’s Facebook page. Roy said examining Douglass’s life and work indicates he would approve of today’s Black Lives Matter movement, which continues to point out racial injustices. He cited Douglass’s speech on what the Fourth of July meant to a slave as an example. “When Douglass asks, Frederick Douglass’ 1845 autobiography about life as a slave became an international bestseller, and ‘What to the American slave his message rings true today as protests against racial violence continue.
