More than twenty California wildfires torch 134,000 acres and counting... By Desert Star Staff Thousands have been evacuated as a wildfire in northern California grew to engulf 60,000 acres. As firefighters struggle to contain the flames, state officials say the dried-out vegetation and swirling winds helped the blaze spread in all directions. The worst wildfire currently affecting California, the “Rocky fire,” has engulfed 60,000 acres

(94 square miles). As of late Sunday, the fire has consumed 24 homes and 26 outbuildings. With the flames threatening over 6,000 homes, authorities have ordered 12,000 local residents to evacuate. The fire began last Wednesday near Clear Lake, north of Santa Rosa. It has tripled in size over the weekend, however, as clouds of black

smoke created their own local weather system. California fire officials are calling the wildfire’s behavior “unprecedented.” “It is jaw-dropping to see some of the things it is doing,” Jason Shanley, a spokesman for the California Department of Forestry and Fire Protection, told the Sacramento Bee. “With our history of drought and some really old foliage and brush that is

By KMIR News Staff The Commonwealth of Puerto Rico is now in default for the first time in history after it only paid $628,000 of a $58 million debt payment it owed over the weekend. According to the Government Development Bank for Puerto Rico (GDB), the commonwealth simply did not have the cash to make the bond payment owed to the Public Finance Corporation (PFC). Puerto Rico is currently some $72 billion in debt. “Due to the lack of appropriated funds for this fiscal year the entirety of the PFC payment was not made today

(the first business day after the Saturday deadline),” GDB President Melba Acosta-Febo said in a statement. “This was a decision that reflects the serious concerns about the Commonwealth’s liquidity in combination with the balance of obligations to our creditors and the equally important obligations to the people of Puerto Rico to ensure the essential services they deserve are maintained.” As a result of the tiny payment, the credit rating agency Moody’s said that Puerto Rico has defaulted on its debts. “Moody’s views this event

as a default,” Emily Raimes, vice president at Moody’s Investors Service, said in a statement to CNBC. “Debt service on these bonds is subject to appropriation, and the lack of appropriation means there is not a legal requirement to pay the debt, nor any legal recourse for bondholders.” Raimes added that it does not believe the island has enough cash to make all the payments it needs do, and that similar news is on the way. “This event is consistent with our belief that Puerto Rico

very sensitive and really dry, that is a recipe for disaster.” On Saturday, the fire was ravaging some 20,000 acres, spreading to 54,000 by Sunday, affecting the counties of Lake, Yolo and Colusa. Monday morning estimates put it at 60,000 acres and 12 percent contained, with lower temperatures and higher humidity reportedly helping slow the

spread of the firestorm. Nearly 3,000 firefighters are battling the blaze, with 254 water engines, 59 crews, 38 water tenders, 19 helicopters and 58 bulldozers, according to Cal Fire reports. However, Potential profits are rarely the buying motive of most collectors. Buyers and collectors, like Jay Leno, stick with cars for which they have a natural affinity. If you actually find yourself looking after all of these costs on a vehicle that you absolutely love, then it could prove to be a very expensive investment and you may not get the true reward of ownership. Many young auto enthusiasts, with fewer funds, fail to determine these costs and end up financially not being to pay for the upkeep, and thus not being able to enjoy their investment, as they had planned. Restoration may end up costing more than the sale value of the car. Values are largely based on supply and demand. With fewer cars and more people coming into the market, sales price data is imperative in making good choices. At the market’s top end, each of the 10 most expensive cars ever sold at auction sold for over $10 million. One of top cars in this category is the 1962 Ferrari 250 GTO. It will run you only $38 million. Seven and eight figure cars are accessible only to the ultra-high-net worth collectors. The cars in that niche

their preferences, they should consider buying the best models they can afford in that category. As with any collectible, prepurchase research is essential. A considerable part of the car’s value is based on its condition, so prospective buyers need a detailed history on the car’s ownership and repairs. Make sure that the history, as it is written, actually is true. There are many ways and means of manipulating facts. If the person you’re buying it from, isn’t willing to document or answer all questions then you may wish to walk away. Another challenge for the mass-market collector is forecasting the models that the next generation of buyers will want. For instance, will Generation X and the millennials be interested in original or

accurately restored cars from the post-World War II era that baby boomers grew up with and value? Or will they focus more on what collectors call “restomods,” which are older cars retrofitted with modern equipment? Investments, especially in cars, require a lot of time, energy and money. They also provide an indication of the car market’s long term value, based on prices collectors are paying today. Collectors also can access sales databases like the one published by Sports Car Market magazine to track auction results and price trends. One challenge is to build a collection versus just owning collectible cars. Collections have a unifying theme and are likely to generate more buyer interest and higher prices when a collector decides to sell. Once buyers have established

The subdivision map or condominium plan should also be treated as a “governing document.” Each of these documents has a distinct purpose and function, and every owner in a common interest development should have copies. Subdivision map or condominium plan Subdivision maps or condominium plans break up land into separate interests (lots or units) which are sold to homeowners in planned development or condominium projects. This document is recorded (i.e. filed) with the County Recorder, and so is public and easily retrieved. This defines

the “common area” as well as the “separate interest” (i.e., the lot or unit), and sometimes also delineates exclusive use common areas. Because this document establishes a real estate interest, any amendment requires agreement of all holding an interest in the development, including lenders, so as a practical matter, consider this document non-amendable. Articles of incorporation Articles of Incorporation establish the legal “person” of the association. This is filed with the Secretary of State, and so is public and can be retrieved from that office. Older Articles sometimes contain important information about the powers or the association or board of directors. The Articles state the legal name of the association, and can be amended by membership vote, although amending us rarely necessary. Check your association’s corporate status at http://kepler.sos.ca.gov. CC&Rs The CC&Rs document is recorded (amendments also must be recorded), and therefore is also a public document. Associations often use unrecorded, unofficial copies, but official copies can be retrieved from the County Recorder. August 5, 2015

CC&Rs are a long contract automatically binding all owners, and the law holds each to have read, understood, and agreed to its contents... regardless of whether the owner actually did so. CC&Rs cover how the property is used, maintained and repaired, and very much affects living in that association. There usually will be a section called “Use Restrictions,” listing a number of prohibited activities, although restrictions can also be elsewhere in the document. Restrictions can range from pet limits to parking to rental restrictions. In multistory condominium buildings, they may prohibit certain flooring surfaces. CC&Rs will also usually indicate what particular areas of the property the association or the individual member will maintain or repair. CC&Rs are amendable, subject to a membership vote. The votes required to amend is usually high, and can be difficult to achieve. Bylaws Bylaws usually contain the association’s governance procedures and cover basic corporate operations, such as annual meetings, board powers and limitations, voting procedures, role of officers, and qualifications of directors. Bylaws

are not normally recorded, so there is no government source for replacement copies. Bylaws are amended by a membership, but unlike CC&Rs typically do not require as much updating to reflect changes in the law. Operating rules At the bottom of the hierarchy are the association’s operating rules, sometimes known simply as “rules”, “house rules” or “regulations”. These are adopted or amended by the board, and must be written. Members must be notified of most rule changes before adoption, and rules are not effective until distributed to the membership in written form. If members would carefully read their governing documents as soon as possible, many misunderstandings would be prevented, and association living would be that much better. Kelly G. Marilyn Monroe documentary reveals new clues to her death

By Jack Lyons Theatre and Film Critic Fifty-three years after her death in 1962, Marilyn Monroe continues to make headlines. The world’s most photographed movie star and iconic celebrity once again becomes the subject of a new film documentary: “Marilyn Monroe – Declassified�. The movie written, produced, and directed by Paul Davids received its world premiere screening last month at the San Diego Center for Jewish Culture, in the David and Dorothea Garfield Theatre, with Paul Davids in the audience. Following the screening a Q & A session with Davids took place with the audience. I had the opportunity to meet with him afterward to discuss in some detail, the points raised in his film and his rationale for making this particular film and briefly cover some of his other films. It should be noted that once the FBI and other government agencies declassified some never-seen-before records and files surrounding the death of Monroe, any journalist or filmmaker could obtain the newly released information under the Freedom of Information Act. It turned out be a treasure trove of fresh and conflicting accounts

and information that revealed a different story than that from the official coroner’s report of what actually took place on that fateful August 4th night in 1962, in Marilyn’s Brentwood home; the only home she ever owned. Her body was discovered the next morning August 5th. Marilyn Monroe was just thirty-six years old. Jack Lyons: “You are an acclaimed and respected filmmaker. What was the triggering mechanism that motivated your decision to excavate and explore the 1962 death of Marilyn Monroe after so many years?� Paul Davids: “There is a common thread to all my films. They are about an important issue that I firmly believe the Establishment got wrong, either by ignorance or deliberate design in order to deceive. The issue changes from film to film, but the underlying principle does not. By the “Establishment� I include: church, state, science, the art world, the world of entertainment, the military – I refer to our institutions that guide how we think – institutions that set the guidelines for what constitutes justice, sanity, and correct opinion. After two decades as a filmmaker, I have a specific

What other of your films follow this point-of-view? PD: Remember the film documentary “Roswell� and “the incidents� surrounding it? Yes, there was extraterrestrial contact in 1947. It changed the world and it is still classified Top Secret. Absolute fact. My film “Jesus In India� which I made in 2008 concerning Jesus’ “missing years� ages 13 through 30, which some maintain he took the Silk Road to India, and yes, there is evidence, and so in my film you will see it all. The Church never explained their position or challenged the thrust of my film.

Clear statements by former Los Angeles Police Chiefs Daryl Gates and Tom Reddin absolutely establish key facts; aided by testimony of two LA police officers at the time, and FBI informants. Exhibit “A� is Chief Reddin’s statement that Marilyn Monroe’s death was handled as a top secret intelligence operation because it was judged to have national security implications and because the Attorney General of the United States, Robert F. Kennedy was involved. To the second question about interference or obstruction. No, I never felt I was being stymied

by officials. Remember, the Freedom of Information Act files have been a matter of public record for some time. JL: Weren’t there rumors circulating that the government had a contract put out on Marilyn and that Chicago Mafia Boss Sam Giancana, was “assigned the hit�? PD: In a high profile case involving a world-wide celebrity and the President of the United States and a questionable suicide, rumors of all kinds are bound to swirl. Let’s not give too much away about the film. Everyone should go see it and make up their own mind.

JL: I want to thank you for your time and for sharing key elements of your new documentary “Marilyn Monroe: Declassified�. When can the public expect to see the film? PD: It took a year to make it, and, at this point I can’t give you a date for it’s opening in a theatre, other than to say hopefully this year.

Syphilis Cases Increase Among Women in CA

By Desert Star Staff California Department of Public Health (CDPH) Director and State Health Officer Dr. Karen Smith announced today that California has seen an

increase in syphilis cases among women, pregnant women and newborns over the past two years. “The increase in congenital syphilis is particularly

concerning,” Dr. Smith said. “Congenital syphilis occurs when syphilis is transmitted from an infected mother to her child during pregnancy. It is a needless tragedy that can be prevented

with good prenatal care and timely and effective treatment.” From 2012 to 2014, the annual number of reported early syphilis cases among women more than doubled from 248 cases to 594. The annual number of reported congenital syphilis cases more than tripled during the same period, from 30 to 100. Syphilitic stillbirths also increased, from one case in 2012 to six cases in 2014. The increasing trend of syphilis among women appears to continue in 2015. Most of the congenital syphilis cases have been reported in the Central Valley and Los Angeles County. CDPH has not identified a cause for the increase in congenital syphilis, which is often associated with poverty and lack of access to health care. Most of the women who gave birth to babies with congenital syphilis did not receive adequate or timely prenatal care. “When women do not receive proper prenatal care, they’re

missing a crucial opportunity to be screened for syphilis and other sexually transmitted diseases (STDs),” Dr. Smith said. “It is vital that pregnant women get comprehensive prenatal care, including getting tested for STDs, to avoid transmitting infections to their babies.” CDPH is addressing the rise of syphilis cases by working with local health departments to identify causes, reach out to infected pregnant women to make sure they and their partners are treated, and intensify efforts to follow-up on contacts of syphilis cases, particularly women of childbearing age. CDPH is partnering with the health care community to work to increase enrollment for women. This is in addition to developing patient and provider informational materials focused on congenital syphilis. More information about syphilis is available on the CDPH website.

By Desert Star Staff California’s adolescent birth rate has continued to decline to a record-low of 23.2 births per 1,000 females aged 15-19, announced California Department of Public Health (CDPH) director and state health officer Dr. Karen Smith. The 2013 rate reflects an 11 percent decline from the 2012 rate of 26.2 and a 50 percent decline from the 2000 rate of 46.7. “California’s continued success in reducing adolescent births is an excellent example of public health at work,” Smith said. “By providing adolescents the knowledge, tools and resources to make healthy choices, we can have www.desertstarweekly.com

a positive effect on their options for a successful future.” The adolescent birth rate decreased among all racial and ethnic groups between 2000 and 2013. Over this time, adolescent birth rate dropped among Hispanics from 77.3 to 34.9, among African Americans from 59.1 to 28.3, among Whites from 22.3 to 9.3, and among Asians from 15.0 to 4.3. Despite declining birth rates, disparities persist in adolescent childbearing in California. African American and Hispanic adolescents were 3.0 and 3.8 times, respectively, as likely to give birth as White females. In addition, the adolescent birth rate varies considerably across counties, from a low of 8.1 in

Marin County to a high of 49.1 in Kern. California has a number of programs aimed at preventing adolescent pregnancy and improving pregnancy outcomes. The State of California funds the Information and Education Program, the Personal Responsibility Education Program authorized through the Affordable Care Act of 2010, and the Adolescent Family Life Program for expectant and parenting adolescents. In addition, the State provides nocost family planning services to eligible males and females, including adolescents, through the Family Planning, Access, Care, and Treatment (PACT) Program. California “Rain Debt” Equal to Average year of Precipitation

By Desert Star Staff WASHINGTON, -- A new NASA study has concluded California accumulated a debt of about 20 inches of precipitation between 2012 and 2015 -- the average amount expected to fall in the state in a single year. The deficit was driven primarily by a lack of air currents moving inland from the Pacific Ocean that are rich in water vapor. In an average year, 20 to 50 percent of California’s precipitation comes from relatively few, but extreme events called atmospheric rivers that move from over the Pacific Ocean to the California coast. “When they say that an atmospheric river makes landfall, it’s almost like a hurricane, without the winds. They cause extreme precipitation,” said study lead author Andrey Savtchenko at NASA’s Goddard Space Flight Center in Greenbelt, Maryland. Savtchenko and his

colleagues examined data from 17 years of satellite observations and 36 years of combined observations and model data to understand how precipitation has varied in California since 1979. The results were published Thursday in Journal of Geophysical Research – Atmospheres, a journal of the American Geophysical Union. The state as a whole can expect an average of about 20 inches of precipitation each year, with regional differences. But, the total amount can vary as much as 30 percent from year to year, according to the study. In non-drought periods, wet years often alternate with dry years to balance out in the short term. However, from 2012 to 2014, California accumulated a deficit of almost 13 inches, and the 2014-2015 wet season increased the debt another seven inches, for a total 20 inches accumulated deficit during the

course of three dry years. The majority of that precipitation loss is attributed to a high-pressure system in the atmosphere over the eastern Pacific Ocean that has interfered with the formation of atmospheric rivers since 2011. Atmospheric rivers occur all over the world. They are narrow, concentrated tendrils of water vapor that travel through the atmosphere similar to, and sometimes with, the winds of a jet stream. Like a jet stream, they typically travel from west to east. The ones destined for California originate over the tropical Pacific, where warm ocean water evaporates a lot of moisture into the air. The moisture-rich atmospheric rivers, informally known as the Pineapple Express, then break northward toward North America. Earlier this year, a NASA research aircraft participated in the CalWater 2015 field campaign to improve understanding of when and how atmospheric rivers reach California. Some of the water vapor rains out over the ocean, but the show really begins when an atmospheric river reaches land. Two reached California around Dec. 1 and 10, 2014, and brought more than three inches of rain, according to NASA’s Tropical Rainfall Measuring Mission (TRMM)’s multi-satellite dataset. The inland terrain, particularly mountains, forces the moist air to higher altitudes where lower pressure causes it to expand and cool. The cooler air condenses the concentrated pool of water vapor into torrential rains, or snowfall as happens over the Sierra Nevada Mountains, where water is stored in the snowpack

until the spring melt just before the growing season. The current drought isn’t the first for California. Savtchenko and his colleagues recreated a climate record for 1979 to the present using the ModernEra Retrospective Analysis for Research and Applications, or MERRA. Their efforts show that a 27.5 inch deficit of rain and snow occurred in the state between 1986 and 1994. “Drought has happened here before. It will happen again, and some research groups have presented evidence it will happen more frequently as the planet warms,” Savtchenko said. “But, even if the climate doesn’t change, are our demands for fresh water sustainable?” The current drought has been notably severe because, since the late 1980s, California’s population, industry and agriculture have experienced tremendous growth, with a correlating growth in their demand for water. Human consumption has depleted California’s reservoirs and groundwater reserves, as shown by data from NASA’s Gravity Recovery and Climate Experiment (GRACE) mission, leading to mandatory water rationing. “The history of the American West is written in great decadelong droughts followed by multi-year wet periods,” said climatologist Bill Patzert at NASA’s Jet Propulsion Laboratory in Pasadena, California. He was not involved in the research. “Savtchenko and his team have shown how variable California rainfall is.” According to Patzert, this study added nuance to how scientists may interpret the

atmospheric conditions that cause atmospheric rivers and an El Niño’s capacity to bust the drought. Since March, rising sea surface temperatures in the central equatorial Pacific have indicated the formation of El Niño conditions. El Niño conditions are often associated with higher rainfall to the western United States, but it’s not guaranteed. Savtchenko and his colleagues show that El Niño contributes only six percent to California’s precipitation variability and is one factor among other, more random effects that influence how much rainfall the state receives. While it’s more likely El Niño increases precipitation in California, it’s still possible it will have no, or even a drying, effect. A strong El Niño that lasts through the rainy months, from November to March, is more likely to increase the amount of rain that reaches California, and Savtchenko noted the current El Niño is quickly strengthening. The National Oceanic and Atmospheric Administration (NOAA), which monitors El Niño events, ranks it as the third strongest in the past 65 years for May and June. Still, it will likely take several years of higher than normal rain and snowfall to recover from the current drought. “If this El Niño holds through winter, California’s chances to recoup some of the precipitation increase. Unfortunately, so do the chances of floods and landslides,” Savtchenko said. “Most likely the effects would be felt in late 2015-2016.” For more information about NASA’s Precipitation Measurement missions, visit: http://pmm.nasa.gov

The non-injury blaze was reported at 11:11 a.m. in the 53200 block of Calle Camacho, Cal Fire Riverside spokeswoman Jennifer Fuhrman said. Arriving units found a singlestory, unoccupied home with flames showing from the roof

and power lines down, she said. Sheriff’s deputies evacuated one home as a precaution, and then another, and firefighters contained the blaze about 11:40 a.m., Fuhrman said. Utility workers and a Sun Bus were called to the scene.

Illinois named top party school in the US

By David Mercer CHAMPAIGN, Ill. (AP) - The University of Illinois stakes claim to 23 Nobel Prize winners and tech prowess that contributed to the creation of YouTube, Netscape, Java and Yelp. But students at the central Illinois campus don’t just bury their heads in books, they also party - so much so that they’ve earned the top spot on The Princeton Review’s annual list of top party schools in the U.S., the college guide said Monday. “Drinking culture is huge here,” according to an unnamed student in the Princeton Review’s 2016 edition of the “The Best 380 Colleges.” The university has about 31,000 undergraduate students. University spokeswoman Robin Kaler was bothered by the No. 1 ranking - a first for the campus, which has been among the list’s top five for years - and said it painted students in a false light. “They are serious, they are hard-working, and to try to present them as being somehow irresponsible is insulting,” she said Monday. The largest of the parties is an annual day of drinking called Unofficial, a St. Patrick’s Day celebration that was started by a local bar. The event included fatal accidents in 2001 and 2006. The university tries every year to keep the event under control, often beefing up police presence and, two years ago, even asking parents to help them tone down the partying.

Rising Use of Cell Phones While Driving

By Desert Star Staff (Sacramento, CA) – The Office of Traffic Safety (OTS) and the California Highway Patrol (CHP) today released a new study showing a 39 percent increase in the percentage of California drivers seen using a cell phone while driving. “It’s shocking that nearly 10 percent of motorists were observed using their cell phones while driving a motor vehicle, a potentially-lethal combination,” said Office of Traffic Safety Director Ronda Craft. “We will continue our aggressive public outreach campaign and our partnership with law enforcement to educate the public about the dangers of those who drive distracted and put the lives of others at risk.” During the study, which was conducted by the Office of www.desertstarweekly.com

This year, 9.2 percent of motorists were spotted using a cell phone while driving, up from 6.6 percent of drivers in 2014. The highest level recorded since research began was 10.8 percent of motorists using a cell phone in 2012. During April’s Distracted Driving Awareness Month, a p p ro x i m a t e l y 2 5 0 l a w enforcement agencies across California ticketed more than 46,000 drivers using a cell phone while driving—roughly double the number of tickets issued during the average month. Although there were fewer citations for hand-held talking on cell phones, law enforcement wrote 35

percent more tickets for textingwhile-driving compared to 2014. “Discouraging drivers from operating a vehicle while distracted is a challenge that law enforcement is faced with year-round,” said CHP Commissioner Joe Farrow. “By raising awareness through education and enforcement, we are working toward changing the dangerous behavior of using a cell phone while driving – and the purpose is to save lives.” According to the National H i g h w a y Tr a ff i c S a f e t y Administration, 80 percent of vehicle crashes involve some sort of driver inattention and approximately 3,000 people were killed nationwide last year in collisions involving a distracted driver. By Desert Star Staff Caltech is among four universities that will share a $4 million grant from the U.S. Geological Survey for continued development of an earthquake early warning system, the federal agency announced today. UC Berkeley, Oregon University and the University of Washington also will share the

algorithms to detect potentially damaging earthquakes, and to upgrade or construct about 150 seismic sensors. A ShakeAlert warning issued before the magnitude-6.0 South Napa earthquake in August 2014 provided a nine-second warning to San Francisco, according to the USGS. Caltech, Others to Work on Quake Detection System grant to bring the ``ShakeAlert’’ system to the production stage. The system, which the USGS started funding in 2006, currently issues real-time alerts during earthquakes to 70 test users across the West Coast, including utilities, transportation centers, government offices and industry. The four universities will work with the USGS to develop

commuter trains and elevators, open firehouse doors or pause delicate surgeries. The money comes from $5 million approved by Congress earlier this year. State Fines Grocers Over Pesticide-Tainted Produce

By Desert Star Staff SAN FRANCISCO - A half dozen small Asian and Hispanic grocers in California will have to pay fines of $10,000 to $20,000 each for selling imported produce tainted with residue from illegal pesticides. Charlotte Fadipe, spokesperson with the California Department of Pesticide Regulation, announced the latest enforcement this week against six companies in Los Angeles and San Francisco that sold produce from Mexico, China, Taiwan and Thailand. “We are sick and tired of them gambling with the lives of consumers,” says Fadipe. “What’s more, we have warned these companies that

these amounts of pesticides are illegal, that they have the potential to harm people, and the companies have simply ignored our warnings.” C a l i f o r n i a re g u l a t o r s randomly test fruits and vegetables for pesticide residue. They also pulled tainted longan, burdock root, ginger, taro root, fragrant pear and lychees from the shelves. Superior Court Judge Leland Harris made the comments Monday in a hearing in the pop singer’s misdemeanor vandalism case filed after he damaged a former neighbor’s home with eggs. Bieber has already completed

the anger management and restitution requirements of his sentence. He is supposed to complete five days of roadside cleanup, graffiti removal or other manual labor. A prosecutor said Monday Bieber is close to finishing the work. Bieber’s progress on the work was previously delayed due to a severe ankle injury. Local Restaurant Earned “C” Rating, Wonders Why By Julie Buehler PALM SPRINGS, Ca. According to the Riverside County Department of Environmental Health, about 90% of all restaurants pass their health inspections. Those that do not, receive a “B” or even “C” grade and are given between 7-10 days to improve and fix the violations or face further legal action by the county. After receiving a complaint on the facility, the health department inspected Oscar’s Bar and Cafe, located off Taquitz Canyon in downtown Palm Springs, and after finding 3 major violations, downgraded it to a “C” rating. They how have until August 10th, or sooner, if they choose, to improve their food storage system, discard storage of on-site dog food and rid the restaurant of what the report called “pests.” According to Dan Powell,

the manager of the restaurant, the county’s inspector went “over the top” in attempting to enforce county code, even eliminating Oscar’s ability to offer water to patrons’ dogs. The restaurant also offered dog food, at what they said was “human grade” for the 4-legged friends of paying customers, but the health department told Oscar’s the pet-friendly policy had to end. Powell said the “C” rating is an embarrassment, but they’ve taken the necessary steps to earn a passing grade when the next inspection takes place. Other establishments in Palm Springs have received “C” ratings, then earn an “A” rating shortly after. In fact, the Palm Springs Hilton received a “C” rating on March 25th, 2014, and then upon reinspection the next day, earn an “A” rating once again on March 26th, 2014. Source KMIR

One of France’s top actors, he has crossed the pond, acting in two blockbuster films: X-Men: Days of Future Passed and Jurassic World. Sy’s latest film is Samba, in which he plays an illegal immigrant in trying to stay under the French government’s radar. Written and directed by the same team who made the unforgettable The Intouchables, Eric Toledano and Olivier Nakache, the film co-stars Charlotte Gainsbourg, Tahar Rahim, and Izïa Higelin. He recently sat down with a select group of journalists where he not only discussed the film, but also talked about his personal story and family life in America. What attracted you to the role? Sy: I’m connected to the subject because my parents are immigrants from Senegal. When it was decided to do a movie about it, I was happy and proud to be a part of it. I know how the writing/directing team of Eric Toledano and Olivier Nakache tell stories from my experience with them in The Intouchables. They are precise and close to the truth. We did a lot of research. I watched a lot of documentaries and read a lot of material on immigration laws. I also had stories from my parents, but it was in the 60s and it was a different time for France and a different time for immigrants. All the things I knew from my parents were not true for today. So I met with people who told

How has the current political party shaped the attitude towards illegals? Sy: I don’t like to make comments on political issues because for me the most political act I can do is making movies. I don’t want to fight against political stuff with a speech. So doing a movie is stronger than a sentence or a speech against the current party. It’s really difficult for me to talk about that because I don’t want to talk about them. When I’m not interested in something, I just ignore it, so for me the best thing is doing movies. Showing a movie like Samba, shows what happens when people come together and help each other. For me, it’s the best way to solve issues in my country. You’re now in Hollywood making blockbuster movies. What is the main difference between working in France vs. working in America? Sy: For me the most different part is the language. When I act in English, it’s really different because in France I have more freedom to act because I’m not thinking about language. That’s why in Jurassic World some lines came out in French because that was the only way I could do it. Are you working on your English? Sy: Of course. I hope I will be fluent one day and hope I will be able to act in the same way in English as I do in French. I am working on it and it’s my goal. Was there one scene that you found difficult during the shoot? Sy: The scene in the trash factory was really difficult because I met workers there. They were so courageous and I felt something really deep. I was more motivated to do this movie after shooting that scene because the movie is about them. It shows how brave they are and how determined they are to make a better life. It’s not that easy because of some politics. Sometimes illegals marry to get a green card. Can you talk about that vis-à-vis your relationship with Charlotte as Alice? Sy: That’s why it was important for the directors and I to show the real relationship between Charlotte’s character and Samba. That is something really good and amazing for them. The school experience in France was different in another way. Waking the children up in the morning to go to school was met with some resistance, but here they jump out of bed. That’s a big difference and it’s really funny. (Laughter) Will they be going straight through college here in America? Sy: I don’t know yet. The big question in our home is, are we going to stay in America or not? We’re having a lot of debates, but we haven’t decided yet. What do you do in your free time? Sy: I love hanging out with my wife and my kids. When I have the time and the chance, I bring my brothers and my friends over from France. That’s how I spend my free time. What’s next for you? Sy: Adam Jones with Bradley Cooper. Medicaid Turns 50 in California

By Desert Star Staff OAKLAND, Calif. – Medicaid, or Medi-Cal as it’s known in California, turns 50 years old this week – and a new study shows it has improved the lives of millions since its inception. The Georgetown Center for Children and Families examined data on Americans who utilized Medicaid benefits as children, and found they are much healthier as adults. Participants tended to have lower blood pressure, and continue to make fewer emergency room visits, ultimately saving taxpayer dollars. Joan Alker, executive director of the Georgetown Center for Children and Families, notes the studies found participants also make more money as adults, and are more likely to surpass their parents’ income level. “Some studies are now finding that children who received Medicaid actually pay more taxes as adults and use fewer government subsidies,” she says. “The government is getting a great return on investment by providing kids with Medicaid.” The studies also found that adolescents with Medicaid are more likely to go to college and have lower rates of drinking, smoking, eating disorders, and risky sexual behavior. By Dan Marinelli Palm Springs – As the summer winds down, so does the fun and wild music festival season. If you are in the Coachella Valley, however, Splash House is returning to Palm Springs this weekend to try to – one last time

before next year – take you to musical paradise. Earlier this summer, Splash House, the poolside electronic music festival took over the Hacienda Cantina and Beach Club, The Saguaro and The Palm Springs Hilton. The weekend was

full of awesome music, beautiful hotel decor, hot weather, hot people and everything in between. In June, Amtrac, Anna Lunoe, Cashmere Cat, Viceroy and Thomas Jack were some of the artists that made the trip

Court Date Set in Palm Springs Police Dept Fight By Eddie Trent A 19-year-old man accused, along with two teenage boys, of involvement in a fistfight that resulted in injuries to three Palm Springs police officers has a Sept. 28 court date, police reported today. Anthony Richard Ramos is free on $2,500 bail following his arrest Thursday on suspicion of misdemeanor resisting arrest. Two teens, whose names were withheld because they are underage, face felony charges in connection with the confrontation. A 16-year-old boy was arrested on suspicion of battery on a peace officer that caused injury, threatening to commit violence against a police officer, being a minor in possession of a concealed firearm, being a minor in possession of live ammunition, carrying a loaded firearm in public and possession of stolen property, Palm Springs police

Sgt. Harvey Reed said. A 14-year-old boy was arrested on suspicion of threatening to commit violence against a police officer and battery on a peace officer that caused injury, the sergeant said. Officers were sent about 10:25 p.m. Thursday to the 100 block of South Belardo Road on a report of an armed man. A witness told police that a group of males approached, and one of them exposed his waistband and flashed a handgun, Palm Springs police Capt. Walter Combs said. Two officers spotted a man, later identified as Ramos, walking with the two minors, and the 16-year-old took off running as the officers attempted to detain the group, Combs said. When one of the officers caught up with the juvenile, he resisted being taken into custody. Two other officers came to their colleague’s aid and the

three found a loaded handgun tucked into the boy’s waistband when they took him into custody, Combs said. At that point, Ramos and the 14-year-old allegedly began shouting at the officers to release the youth who’d been carrying the gun and threatened to assault the officers, the captain said. The 14-year-old allegedly punched one of the officers in the face, triggering a fight between the lawmen and the remaining two suspects, Combs said. Once those suspects were in custody, officers determined that the 16-year-old suspect was in need of medical attention due to suspected ``drug and alcohol influence’’ and was taken to a medical facility for evaluation and treatment, Combs said. The three officers were treated at a local hospital for what were described as ``moderate’’ injuries and released, Combs said. Source KMIR

Bees Attack Workers; One person hospitalized disturbed their hive, leaving one of the men in critical condition. ``The crew was grading a space for a new parking lot and, unbeknownst to them, they ran their blade over an underground sprinkler box that housed this hive of bees,’’ Riverside Fire Department Battalion Chief Tony Perna told City News Service. ``The bees swarmed these guys and stung three of them.’’ According to Perna, one worker had an allergic reaction to the stingers and was transported to Parkview Community Hospital in critical condition. Old Globe premiere’s Ken Ludwig’s newest comedy

By Jack Lyons Theatre and Film Critic Although he winces when people refer to his comedy plays as “farces”, there is no doubt that he is one of America’s finest practitioners of the genre. Most famous for his Tony Awardwinning comedy/farce plays “Lend Me a Tenor” and “Moon Over Buffalo”, prolific playwright Ken Ludwig, once again scores with his latest inventive and zany comedy “Baskerville: A Sherlock Holmes Mystery.” Let it be known that when a playwright takes on the chore of adapting a story as famous as “The Hound of the Baskervilles” from the pen of Sir Arthur Conan Doyle and the creator of Sherlock Holmes, one of English literature’s most iconic detectives - Hercule Poirot created by Dame Agatha Christie, being the other – it’s a given that special care and handling has be observed. The task of insuring fidelity to the original story, yet helm Ludwig’s adaptation, falls to director Josh Rhodes who is more than equal to the challenge. Rhodes has a firm creative grasp of his material and the inventive skills to stage a warpspeed mystery/comedy with an absolutely inspired cast of five talented actor/farceurs. The Old Globe’s Sheryl and Harvey White Stage is where the dastardly deeds take place and to quote the idiosyncratic Holmes, “patience Watson, all will be revealed” is the watchword for the evening’s hilarity. The story is set near the turn of the 20th century on the moors of Devonshire, England, where the famed detective played by Euan Morton along with his trusted companion Dr. John Watson played by Usman Ally, have been commissioned www.desertstarweekly.com

to investigate the mysterious murder of Sir Charles Baskerville, one of a long line of Baskervilles that allegedly have died as a result of a long standing family curse. To assist in the telling of the heavily plotted and well known tale, director Rhodes has the good fortune, in addition to Morton as Homes and Ally as Watson, of having three gifted actors: one woman (Liz Wisan) and two men (Blake Segal) as Man One and (Andrew Kolber) as Man Two – play over 45 parts in all. The energy, character, costume, and voice changes; all performed in a series of on-stage moments requiring split-second precision and timing is thing of beauty to behold. It’s a visually a stunning accomplishment reminiscent of the play “The 39 Steps” which also takes place in England where four actors play almost 50 roles (It must be all that tea they drink in England that give their actors all that energy). The enjoyment of this stellar ensemble cast and production, however, is in the details of their performances. Also the many clever, comedic, and innovative directorial touches in this highly entertaining production is due to the personal vision brought by director Rhodes. It’s a slamdunk winning production. The technical credits at the Globe are always first rate, and this production is no exception. The creative team led by director Rhodes includes: Scenic Designer Wilson Chin who provides a most unique set and space for the actors to perform their magic. Who would have thought of having the actors work with on stage miniatures as a way of telling the story as well as allowing the actors to become inter-active with the audience?

Lighting Designer Austin R. Smith provides the right amount of mood-lighting for the mystery aspects and the proper full up comedy lighting which allows the audience to see the many costumes designed by Shirley Pierson required for quick changes and period authenticity.

Bart Fasbender created the original music and sound design. During the curtain call, the cast took the last on-stage call with the back-stage crew. It was a well-deserved thank you by the cast to stage manager Annette Ye and her crew for those who help make the on stage magic
