Iowa Caucus Winners Ted Cruz upsets Trump, Hillary Clinton wins at least six Iowa precincts by coin flip By Desert Star Staff Republican presidential candidate Ted Cruz won the Iowa Caucus, upsetting frontrunner Donald Trump. The Monday showdown featured a three-way contest between Cruz, Trump and Florida Senator Marco Rubio. Texas Senator Cruz modeled his campaign after past Iowa
winners, visiting all of the state’s 99 counties and courting evangelical and conservative leaders, according to the Washington Post. “Tonight is a victory for the grassroots. Tonight is a victory for courageous conservatives across the state of Iowa and across this great nation,” Cruz told his
By Desert Star Staff The 2016 NFL Pro Bowl provided its usual high-scoring affair as Team Irvin defeated Team Rice 49-27 in Hawaii on Sunday. Seattle Seahawks’ quarterback Russell Wilson set Michael Irvin’s team on its way, with Wilson throwing three firsthalf touchdowns on his way to picking up the game’s offensive Most Valuable Player (MVP) award. Wilson’s teammate Michael Bennett collected the defensive MVP, after producing the game’s only sack and deflecting a pass. “To see us Seahawks out there is a real special thing,” said Wilson. “It’s a testament to
our hard work, and to see two Seahawks out there as MVPs is really cool.” Irvin and fellow hallof-famer Jerry Rice drafted and captained the two teams, which were coached by Green Bay Packers ‘assistant head coach Winston Moss and Kansas City Chiefs’ head, coach Andy Reid. The build up to the game saw a record 47 players decline to take part in the Pro Bowl, either due to personal reasons, injury or because their teams are in next weekend’s Super Bowl. Wilson says he was honored to have been selected. “Any time you have the opportunity to

The Angel View Luncheon
Story and Photos by Pat Krause The Angel View Luncheon is always one of the events that women love to participate in. There is shopping and a style show, a great lunch and entertainment. There is never a hurry shopping as there is plenty of time before lunch to look over the many items that come from all 17 Angel View Stores in southern California. The prices are very low for top name brands in shoes, clothing and jewelry. Several women saw the fantastic deals and they had armloads of clothing. The Boutique Angel View Stores carry not only clothes but also household items and furniture that have been donated. There was also a raffle and silent auction items so nothing is overlooked for a splendid afternoon. There were 7 models this year showing clothing that can be purchased. The difference this year that 3 of the models were clients of Angel view and reside at Angel View Homes. They were Rachel Welk, Corie Marshall and Marlina Silva, looked so grand in their dresses, and were excited to be a part of this event. The other women models showed garments from sports wear to designer gowns and included, Jill Hayes, Gail Jacobs and Dalarna Lundvall. David Miller is the only

Interest Rate Hike May Fail to Improve our Economy
By Janice Gough Despite the rate hike, the Fed is still largely “handcuffed” by quantitative easing in Europe. Ultimately, the move really changes nothing as far as our sluggish economy and shaky global market situation are concerned. Increasing the money supply tends to depreciate a country’s exchange rates relative to other currencies and create a false economy, through the mechanism of the interest rate. Quantitative easing has been nicknamed “printing money” by some members of the media. If the Fed can’t sustain this

rate “launch” or has to reverse it, how might Wall Street respond? A reversal of interest rates could indicate a vote of “noconfidence”. Raising shortterm rates was supposed to signify the U.S. economy’s return to health and normalcy after seven years of reliance on artificial stimuli (a.k.a. “economic steroids”) implemented by the Fed in response to the financial crisis. It was supposed to occur soon after the tapering of round three of quantitative easing in October 2014, but Janet Yellen promised at the time that she wouldn’t reset rates until she felt the economy was strong enough to handle an increase in borrowing costs. Economic data was actually stronger last September when the Fed voted “no” on a rate hike, which makes little sense in light of Yellen’s promise. She explained the illogic in her press conference following the December vote, noting that her “yes” vote this time doesn’t necessarily mean she believes the economy is “recovered,” only
that it is “on a path of sustainable improvement.”* Many economists disagree. They argue that the economy is still too vulnerable to negative global influences, and hasn’t improved enough in the areas of job growth and inflation to justify even the small rate increase. Yellen probably agrees with all that, but still had to approve the rate hike in December because she felt she had no other option. When the Fed backed off on the rate hike in September after hinting strongly it would occur, the expectant markets plunged and Yellen took the blame. She knew Wall Street was braced for the hike again this time and didn’t want to risk triggering another market tumble by backing off. As expected, the markets briefly went up this time when the rate hike was announced – but only because they had basically pre-approved it. The market’s drop recently tells us that economically, confidence of a stable market is non-existent. This is not how things have worked in the past. This is just
another disturbing example of the unhealthy co-dependence that has evolved between the Fed and the financial markets as a result of quantitative easing. The markets are supposed to be driven by economic realities and fundamentals, not the whims and wishes of the Fed or any other central bank. At the same time, the Fed should be able to make tough choices for the long-term
good of the economy without caring whether or not Wall Street will “approve.”

Vendor tie-ins Does the company require, or simply offer, additional services such as recording liens? Does it have an affiliated vendor to which it refers ordinary nonmanagement work, such as maintenance or repairs? While such services are convenient, the association should have a choice, because such services might be obtained elsewhere at less cost. Contract Length The contract often will specify a specific term. Starting to manage an association involves much start up work, and it could be months before the management firm begins to realize any profit. A minimum term up to 12 months is fair, if there is a cancellation right or a reasonable buy out fee. Unless the contract has a specified buyout or termination right,
automatically annually renewing contracts help the company, not the association. However, General Managers need some job security, so those contracts will often have a guaranteed term. Check the extra fees Too many management companies compete solely on price, (as opposed to service, qualifications and reputation), and too often the focus is only on the base fee. One way companies offset a lower base rate is to have many extra charges. Check those charges, which should be considered as part of the management fee quote. Funds handling Management companies often propose that it deposit association money in the company bank trust account and sign all association checks. This is more convenient, but the better choice is to require that the account be the association’s and not permit management to sign checks.
Fidelity insurance The management company should have fidelity (dishonesty) coverage. Many experts recommend fidelity insurance in an amount covering at least three months of assessment receipts. Is the insurance covering only your association or is the amount spread between many others? Check with an insurance broker, to confirm the management company fidelity insurance is enough to cover the association, and is not spread too far among the company’s other clients Find a good manager, carefully review the contract, and request reasonable changes. Selecting a Manager - The Contract By Kelly G. Richardson, Esq. CCAL
The previous HOA Homefront column (#201) discussed choices in association management. [Missed it? Visit www.HOAHomefront.com]. If the association prefers to hire a management firm to provide service, the contract should be another important object of focus for the board. Price is not everything: Hiring a manager solely on price is a mistake. You may discover “you get what you pay for.” Factors affecting the fee are: 1) Level of service desired. 2) Workload, or number of accounts the manager handles. 3) Quality of personnel – more highly qualified managers command higher salaries. 4) Charges for extra services such as longer meetings, escrow demands, or lien fees. The association should receive a schedule of such charges along with the contract. Look beyond the bare fee quoted, and make sure the fee matches the level of service the association desires and can afford. Reviewing the contract Before the contract is signed, legal counsel should review it, but if not, consider the following key concerns. Space does not permit a complete list, but here are some to consider. Workload How many other associations is the manager simultaneously handling, and how large are they? Fifteen accounts may be

Could You Be Ruining Your Children’s Dental Health? By Desert Star Staff As hard as parents try to set the right examples, teach the right lessons and reinforce the right habits to their children, we all manage to, at some point, mess up along the way. While some things in life are complicated and offering the proper parenting can be tricky, imparting the right dental habits shouldn’t be. But Dr. Peter Vanstrom – a leading authority in dentistry today – says a tradition of bad habits continues to plague unnecessarily many households. “For example, many people still believe that hard-bristled toothbrushes are the way to go – and that rigorous brushing is a good method for getting the mouth reliably clean, but that’s wrong,” he says. “Today, we’re seeing more and more young people in their 20s and 30s with receding gums and other problems that could be avoided.” Va n s t ro m , a d e n t a l consultant for CNN medical as well as a member of the editorial board for WebMD, discusses ways for parents to set a good example for their children’s lasting dental health.
• Ditch hard-bristled toothbrushes. Don’t be someone who takes out their aggressions on your teeth while brushing – especially if you’re an older person. Over time, forceful brushing with hard bristles can accelerate gum recession, which may increase sensitivity. The soft-but-firm is the way to go in a toothbrush. That can be accomplished by using a much higher count of soft bristles, as found in products such as Curaprox (www.curaprox.com). “With this kind of brush, you can actually improve gum health by gently messaging them, which stimulates blood flow to the area,” Vanstrom says. “I’m seeing more patients suffer from gum recession and disease at a younger age, including some in their 30s and 20s. That’s why it’s important to implement good habits when kids are young!” • Avoid a negative stigma toward oral hygiene. “Another bad legacy parents sometimes impart to their children is to put a stigma on brushing,” he says. “In many homes brushing is considered a chore, probably because parents see it that way.” An easy way to take the
work out of oral hygiene is to have easy-to-use products that feel good. Fun products that are visually stimulating are good for smaller children, who are usually more prone to making a game out of brushing and flossing time. There are other products on the market that make flossing easier. • Be mindful of the development of casual bad habits. For many, especially children, it’s easy to develop bad oral habits – thumb-sucking, nail-biting, straw-chewing, icecrunching and teeth-grinding, to name some. And, because they’re not as strong as adults, children may be prone to using their teeth to open plastic bags and such. Of course, the habits of our childhood often stay with us in adulthood, so lead first by example, and make sure your child doesn’t pick up these habits on their own or through someone else. By Desert Star Staff TUCSON, Ariz. - Public health officials say they have not had any reported cases of the Zika virus in Arizona, but officials with the state Department of Health say the disease is rampant in Latin America, and there’s concern the virus could quickly spread north. Heidi Brown, an epidemiologist at the University of Arizona College of Public Health, cautions against panic. She says the Centers for Disease Control and state officials are taking the right steps. “There’s enough media about this that I think physicians and other agencies are cognizant of this and all of a sudden, Zika is becoming part of the differential
diagnosis and asking that travel history question when there’s something that’s a little bit off,” says Brown. Zika is believed to cause severe birth defects in children born to women infected by the virus. There have been about 30 cases identified in other states in people who have recently traveled to southern Mexico, Central and South America and the Caribbean. Brown says the Zika virus can be transmitted by the yellow fever mosquito and the Asian tiger mosquito, both of which can be found in Arizona. She says scientists haven’t seen instances of human-to-human transmission, but says infected mosquitoes
can spread the virus quickly. “We have to have a human in the area that’s infected, that is then infecting the mosquitoes in the area,” says Brown. “And those mosquitoes have to successfully find a human host that is susceptible to the disease, and take the blood from that individual and then infect them.” The CDC has issued a travel alert advising women who are pregnant or are considering becoming pregnant to avoid traveling to any of the infected regions. Arizona health officials say pregnant women should take precautions against exposure to mosquitoes by wearing long sleeves and long pants, and keeping windows closed.

Bernie Sanders across the U.S. for months, Monday night celebrated Sanders’ dramatic finish in Iowa, and said the nurses are stepping up efforts in New Hampshire, Nevada, and the campaign ahead. “It’s a phenomenal victory,” said NNU Executive Director RoseAnn DeMoro, describing the “phoenix” like rise of Sanders campaign. “Bernie and this campaign have the people and the

2014-15 Gasoline Consumption Increase Largest in More Than a Decade
By Desert Star Staff Sacramento –California State Board of Equalization (BOE) Member Diane L. Harkey announces gasoline consumption in the state rose 2.4 percent during fiscal year (FY) 2014-15, the largest yearly increase since FY 03-04 (increase of 2.6 percent). The rise in fuel consumption signals a strengthening California economy, with cheaper gas prices encouraging more vehicle travel.
“California’s economy is improving and lower gas prices allow people to travel with ease for work and play, as well as spend the savings on other needs and wants. Lower gas prices are a driving factor behind our state’s improving economy,� said Member Harkey. In FY 14-15, Californians consumed 14.921 billion gallons of gasoline, a 2.4 percent increase from 14.574 billion in FY 13-14. During FY 14-15 California’s average price of
gasoline was $3.42 per gallon, a decline of 12.8 percent from the average price of gasoline of $3.92 in FY 13-14. During FY 14-15, diesel consumption rose 2.5 percent, following a 3.5 percent jump in FY 13-14. Fiscal year gasoline consumption data is calculated from July 1, 2014 – June 30, 2015. The trend of rising gasoline consumption continued into the third quarter of 2015 (July – September), increasing 2.7 percent from
the third quarter of 2014. Third quarter diesel consumption rose 1.3 percent. In FY 14-15, BOE gasoline revenue estimates for sales and use taxes and excise taxes came in at $1.470 billion for sales and use tax and $5.371 billion for excise tax. In FY 14-15, BOE diesel revenue estimates for sales and use taxes and excise taxes were $830.2 million for sales tax and $357.7 million for excise tax. Employment and Economic Factors After taking a significant recession-era hit, California’s economy has bounced back up to the seventh largest in the world as the state’s gross domestic product reached $2.3 trillion in 2014, according to the U.S. Bureau of Economic Analysis (June 2015). Despite the ongoing drought, the agricultural sector grew in 2014 as well as economic growth in fields spanning information technology consulting t o c o n s t r u c t i o n - re l a t e d engineering, architecture, and manufacturing. More Californians are finding employment and driving to work, according to BOE’s
chief economist. In California, non-agricultural employment rose 3.0% in the third quarter of 2015 compared to the 2014 third quarter, according to the Employment Development Department. Big Win for Rooftop Solar in California By Desert Star Staff In a big win for rooftop solar in California, the state Public Utilities Commission on Thursday rejected big fee increases and cuts to reimbursement rates changes sought by the big three utility companies. In a decision supported by consumer groups, the rooftopsolar industry and environmental groups concerned about climate change, the commissioners voted to keep the current system of net metering, making a few changes for new customers. Alison Seel, an attorney with the Sierra Club, praised the decision. “We think it keeps what’s working about our current rooftop solar policy,” she said. “It keeps the simplicity and familiarity of net metering and, at the same time, it makes adjustments which are going to incentivize the smarter use of solar generation.”
The current version of net metering is capped at 5 percent of the customer base. By Desert Star Staff SAN DIEGO - Wildlife conservation groups are speaking out against a new federal rule that is supposed to improve conditions for captive marine mammals, including dolphins and orcas, saying the rule actually weakens some existing protections. The U.S. Department of Agriculture just releaseda proposal to further regulate conditions such as the water temperature and features required in the animals’ enclosures. But Sharon Young, marine issues field director for the Humane Society of the United States, says although the change would lead to some improvements, she’s disappointed in other aspects of the proposal. “For example, the number of
hours that an individual marine mammal has to interact with the public in a ‘swim-with’ program has been increased from two hours a day to three hours,” says Young. “Animals can be very stressed.” The rules, which are decades in the making, would regulate captive marine mammals in aquariums and amusement parks around the country. Sea World San Diego said in a statement that it is reviewing the proposal and looks forward to collaborating with the agency to ensure the highest standard of care for the animals. Another section of the proposed rule sets minimum tank lengths based on the animal’s size. Young contends the tanks will still be too small and says
in any case, it isn’t possible to replicate conditions in the wild. “We are strong advocates for doing away with these kinds of captive programs, particularly these interactive programs,” she says. “But until we can make that happen, these animals deserve more than just a body length worth of depth and limited room to move.” A 60-day public comment period is expected to kick off in the next few days, once the proposed rule is published in the Federal Register. In November, California Congressman Adam Schiff co-sponsored a bill to prohibit trade in killer whales, block their capture in the wild, and outlaw the breeding of captive orcas.
She was getting her son on the school bus when she collapsed. “They told me at that time I had no pulsem” says Pitt. “They used the defibrillator on me in the driveway, and also three times on the way to the hospital. Now, they said if my son hadn’t done CPR I wouldn’t be here.” Pitt explains that she had had no symptoms, and with good cholesterol and blood pressure would have never imagined she would be the victim of a heart attack. And because it can save a life, her advice for Michiganders during American Heart Month is to get certified in CPR. Association in Michigan, says while family history can play a large role in a person’s chance of developing heart disease, there are other risk factors that can be controlled such as high blood pressure and cholesterol, obesity, physical inactivity and smoking. But she adds heart disease can affect anyone of any age. “Even newborns who are born with congenital heart defects to the elderly,” says Sawyer. “We have survivors who are just in their 20s. So heart disease is something that everyone of every age needs to be aware of and be proactive against it.” Sawyer recommends everyone knows their numbers, their weight, cholesterol and blood pressure, and speak to their doctor about ways to reduce their risk of heart disease.

Candidates are awarded on a precinct-byprecinct basis, regardless of the statewide vote for each person.

A professional may see opportunity where you cannot as a layperson, Ng says. A good first step in
formulating your plan is having a strategy that is designed to preserve your wealth. • An inability to fully appreciate diversification. Even though people have learned this lesson over and over again – starting in grade school – many still put all their eggs in one basket one way or another. This is especially problematic with finances. What’s the harm in sticking with one financial product if it’s working? Many people thought the same way before 2008. A financial portfolio more diversified among different investment and insurance products may reduce or minimize loss during an economic meltdown. “I try to spread my clients’ investments across various asset classes, which refers to a bunch of investments, or assets, that are grouped by their similarities,” Ng says. “These classes included large cap, small cap, mid cap, high yield, international and domestic. MISCONDUCT is a mystery thriller that has more twists and turns than a giant box of salty pretzels. Directed by Shintaro Shimosawa from the screenplay
by Simon Boyes and Adam Mason, the film has an incredible cast, including Josh Dudhamel as Ben Cahill, a high-powered litigator, Al Pacino as Charles
Abrams, the senior partner of the law firm for which Ben works, Anthony Hopkins, as Arthur Denning, the multi-billionaire owner of a pharmaceutical company, Alice Eve as Ben’s wife, Charlotte, and Malin Akerman as Ben’s ex-college girlfriend Emily. The excellent supporting cast includes, Byung-hun Lee, Julia Stiles, and Glen Powell. The plot revolves around revenge, unrequited love, murder, and a pharmaceutical cover up of a drug that caused hundreds of deaths. Emily shows up after ten years and tries to seduce Ben. Coincidentally, she is Denning’s girlfriend and gives Ben evidence that a popular drug had the test reports altered, removing any mention of the hundreds of fatalities. So the cat-and-mouse games begin and the lines soon become blurred as to who are the good guys and who are the bad guys. Ben’s wife is a nurse suffering from depression due to a family tragedy. Seemingly innocent, she, too, gets entangled in the complicated web, blurring the lines even further. In her case, let’s just say you can’t judge a book by its innocent cover. A throbbing sound track by Federico Jusid underscores the mystery and adds to the growing tension. Michael Fimognari’s cinematography is splendid, capturing some stunning night scenes. You might leave the movie theatre with some questions about confusing plot points. However, despite some narrative flaws, MISCONDUCT is an exciting 106 minutes that makes for some interesting postscreening discussions. If you have kids, then you’ve heard of R.L. Stine and his countless Goosebumps novels for young readers. I first experienced “Goosebumps” when I visited my sister in North Carolina and her youngest son Daniel gave me a few to read because he said, “They are funny and always have a surprise ending.” And even though I wasn’t a kid when I read them, I found them clever and amusing too. The film “Goosebumps” stars Jack Black as a mysterious, elusive author who lives next door to Zach and his mother. They have just moved into the neighborhood to start a new life in a new state after the death of Zach’s dad. As the teenager is unpacking his things from their car, he notices a girl in the window. She spots him too and comes to the fence between their two houses to say hello. Soon Stein comes out and tells the young man to stay away from his daughter. But why is the author so unfriendly? Ah, the answer is a mystery of course and it is the key to the cinematic story that is about to unfold featuring many of the monsters that the prolific author has created for young fans over the years, At first Zach (Dylan Minnette) stays away, not wishing to cause trouble, but when he thinks Hannah Stein (Odeya Rush) may
be in danger he enlists the help of a kid he met on his first day in his new school (Ryan Lee). They break into the Stein house to save her. Big mistake, but not for the plot… Soon the monsters in the many Goosebumps stories come to life and that is scary fun. As R.L. Stein says at one point in the movie, “Every good story has a beginning, a middle and…. a twist.” And it is those twists that make a Goosebumps tale so much fun. “Goosebumps” is rated PG for scary scenes involving all kinds of monsters from giant insects, an army of garden gnomes to an abominable snowman. The monsters are great fun, but their interaction with the town and the students, while clever and exciting, may be too intense for very young children.

“Sicario,” written by Taylor Sheridan and directed by Denis Villeneuve, takes an engrossing violent look at U.S. efforts to control the Mexican cartels and eliminate illicit drug trafficking inside the USA and along the Mexican border. Emily Blunt plays Kate, a dedicated, very skilled FBI agent who has been selected to work with CIA agent Matt Graver (Josh Brolin) and the mysterious Alehandro (Benecio del Toro). Who is he, and why is he a part of the CIA/FBI team?
Sicario We are kept in the dark, but so is Kate. She is told to keep her eyes open and remain vigilant. Things will be explained to her in due course. As the pieces in the puzzle unfold we are brought into the undercover, covert tactics used by the FBI and CIA to find, capture or kill elusive drug lords who are wreaking havoc on both sides of the border. Sicario, Spanish for hit man, is a clue to what is gong on in the film as the agents and Alehandro work together to track down a notorious drug lord hidden away in Mexico. While it is business for the agents, it appears to be personal for del Toro. But why and who is he anyway?
The film reveals the brutality of the drug lords. As “Sicario” begins we see Kate and other FBI agents confront a group of Mexican drug cartel members residing in the states, close to the border. After the bloody shootout that follows, agents make a horrifying discovery. In the walls of the drug, smugglers’ hiding place they find countless dead bodies stuffed insides the walls. The cartel uses all sorts of terrifying ways to retain control over the people in their country who live in constant fear since anyone who gets in their way is killed. Often bodies are hung up in the town or victims are dissolved in acid. While much
violence and cruelty is depicted or alluded to, it is never overly gratuitous, however, the film is not for the feint of heart. Rated R for depictions of violence and language.

Steuben Glass to coincide with Asian summit

By Pamela Price The official opening of Asian Artists in Crystal: Steuben Glass at Sunnylands Center & Gardens in Rancho Mirage, CA on January 28th revealed the epitome of cultural diplomacy. The exhibit, comprised of 36 glass objects created by Steuben and engraved with intricate designs submitted by artists from 16 countries, was purchased by Walter and Leonore Annenberg in 1971 for their Rancho Mirage residence. Until now this was the only venue
where this historically could be seen. However now through May 28th, 2017 the collection be on view at the Sunnylands Center, Thursday through Sunday from 9am to 4pm, with admission free. The Sunnylands exhibition was planned for 2016 to mark the 60th anniversary of the original exhibit that took place at the National Gallery in Washington, D.C. in 1956 said Janice Lyle, director of Sunnylands Center and Gardens, adding that “the exhibition also coincides with the 50th anniversary of

Photo by Pat Krause. the Annenberg’s historic residence, but more importantly it focuses on the use of art and culture for diplomatic purposes, something the Annenberg’s promoted throughout their lives together.” Leonore Annenberg was one of the founders of the Foundation for Art in Embassies Program (FAPE) which provided permanent works of American art to embassies throughout the world. “What better way to introduce art than through our Ambassadors worldwide,” said
Joan Agajanian Quinn, a former California Arts Council member. She has been involved with this unique program for nearly two decades. The Steuben Glass Collection coincides with President Barack Obama’s Summit with the Association of Southeast Asian Nations (ASEAN) at Sunnylands Feb. 15 and 16. This perfectly timed exhibition of Steuben Glass will be viewed with five of the ten ASEAN nations represented in the collection in attendance.
These countries are Indonesia, Philippines, Thailand, Vietnam and Burma. The Rancho Mirage Public Library shared in this cultural event when glass scholar William Warmus spoke here on January 28th as part of the Sunnylands Series. President Clinton held his 5th annual Health Matters Initiative
Story and Photos by Pat Krause Former President Bill Clinton held his 5th annual Clinton Health Matters Initiative Summit on Jan 24th and 25th. Tenet Health Care was the title sponsor for the event. 450 Leaders in health care from all over the United States filled the room to listen to speakers on the subject of health care in all areas of expertise. On Sunday the 24th, Chelsea Clinton was to hold a day of action at LaQuinta High School but could not make it to the Desert to participate in that event or the Summit as she was not able to make a flight because of the massive storm on the East Coast. The event continued with a community garden and healthy meals prepared by Joslyn Center’s Meals on Wheels Program. President Clinton held a Town Hall gathering on Sunday night to discuss Technology and its effects on the future of health care. U.S. Surgeon General, Vivek Murthy spoke and introduced President Clinton to the audience. Young Anya Pogharian was introduced as an inventor for a portable Dialysis machine she built for $500 and other machines cost $30,000. Technology was the main topic of the night. The need for mental health facilities and doctor involvement was key to help stop suicides, drugs and criminal activities because of drugs. Many solutions to problems were discussed and presented by each of the panelists in their field of expertise. A luncheon with President Clinton was held with many local people attending to discuss healthy aging in the community. Abby Waumbach, Gold Medal Olympian, took the stage with Donna Scalala, who hosted the talk about young men and women and the need for exercise and sports commitment that sometimes starts in the home and continues in the schools, where
the focus on sports is lacking. Tim Finchem from the PGA Tour spoke about the strides the PGA tour has made on health and the money the tour has raised for programs for healthy living. One panelist spoke about how there is so little chance for those in proverty level situations to get fruits and vegetables, key to health. Others spoke about how some had to travel a long distance to receive health care in remote areas and the Indian reservations. Health is a global issue and needs to be addressed and solutions found. These summits are so healthful to local communities to show what a city or state can do to create healthy living and promote better practices by the people in their cities. “Beamer Lights Up Gala”
Story and Photos by Pat Krause The 4th Annual Beamer Awards Gala was held at the Ritz-Carlton Hotel in Rancho Mirage on January 30th. This fundraiser praised the Betty Ford Center Children’s Program. The Hazelton Betty Ford Foundation presented its “Beamer Lights Up Gala”. Several hundred people gathered in the area for a cocktail reception prior to a sit down dinner and entertainment by none other than comedian “Howie Mandel”. Mandel, a judge on Americas Got Talent TV show is amazingly funny. Patrick Evans was Emcee again this year and he introduced a video showing a huge supporter of the Betty Ford Foundation, Lois Horvitz, who passed away last year and was the creator of Beamer, the Children’s Programs and their Website. Lois was a major loss and the video showed her holding her brainchild, Beamer. The Beamer is instrumental in helping children with their feelings whose lives are in turmoil because of addiction

The Beamer is a light bulb character that changes color for each emotion children feel. The programs help children get their lives back on track with the support they need and no family is turned away because of financial difficulties. The Honoree of the night was Susan Ford Bales, Betty Ford’s daughter. When First Lady Betty Ford passed away, it was up to Susan to take over for her mother. Susan took over the torch and the center never skipped a
beat in its programs. Susan was deeply grateful for this award and was sure her Mother was looking down was so pleased. Susan said that her mother’s time after the White House was the most remarkable legacy. Bettys love for children brought hope to hundreds of families living with addiction. The ultimate entertainer, Howie Mandel, had the audience laughing out loud during most of his performance. He used his Germaphobic disease in such

Mandel said he never carries money and couldn’t find a quarter when he needed one. Then he went into doctor’s visits where he talked about the prostate exam and what they were looking for. Mandel asked a doctor in the audience what they were looking for and the doctor said a quarter, which again brought a round of laughter and applause. Mandel
then went to women and their wardrobe and how they differ from men. His finale was a video where he became an employee at a hair salon and he washed peoples hair that again brought out loud laughter from the guests. After the video Howie became serious when he said he was proud to be a part of the night and the Center did amazing work with families and addiction.

The event was held at the Agua Caliente Resort Spa Casino on Friday January 29th. Women Leaders Forum, WLF, sponsored this 4th annual luncheon to honor 5 remarkable women who demonstrate a
dedication to leadership in their careers and their communities. Over 300 guests arrived to a cocktail reception that held 15 tables of silent auction items that run the gamut of everything a woman could want, from facials, spas, jewelry, clothes, dinners, hotel accommodations and trips. Judy Vossler and Lisa Vossler-Smith are the first mother daughter honorees. They were both given the Desert Visionary Award. Judy spoke first and told a few tales of Lisa growing up and how proud she is of the women she has become. She spoke of her love for the community. Lisa then spoke and said how she was so proud of her mother too and how her mother had instilled in her a great work ethic and how to be so useful and responsible. Madeline Redstone was given the Community Leadership Award by WLF founder Mary Roche. Roche spoke about Redstone and her life before retiring and after as she serves on many boards and is continually giving back to the community. D r. S u s a n M u r p h y,
PH.D.,R.N. was given the award of Excellence in Education by Helene Galen. Galen spoke about this amazing woman who writes, lectures, does consulting work and works with non-profits. Murphy said she was so thrilled to get this award and it meant so much to her. The WLF Inspiration Award went to Carolyn Caldwell, President and CEO of Desert Regional Medical Center. Lauren Del Sarto, Chairperson, presented this award and spoke about the leadership of Caldwell in the medical field. WLF President Deborah Tryon introduced a lot of the honorees. 10 recipients of scholarships from WLF all came on stage to announce their plans after graduation and where they are going to college. WLF, mentors young women and provides scholarship monies for further education. WLF mission is to empower and develop young women leaders of all backgrounds and ages. WLF has raised over $350,000 for college scholars since its start in 2001.

This was the 35th time since 1980 the All-Star game had been played at the Aloha Stadium, with a sell-out crowd of 50,000 on hand to watch proceedings. While established names like Tom Brady and Peyton Manning
were absent, rising stars like Wilson, Odell Beckham Jr. and Julio Jones gave the event a much-needed shot in the arm. Historically the All-Star game has been seen as the Super Bowl’s poor relation, but this year’s game was played with much higher intensity than is usually the case. W ilson, who led the Seahawks to the Divisional game in the play-offs where Carolina Panthers narrowly defeated them,
says the event is still an important one in the NFL calendar. “Playing in the Pro Bowl is a special thing because to be able to see all the amazing players across the league, who are the best players in the world, and to be able to play on one field together is a really, really cool thing,” he said.

Box Office Top 20: ‘Kung Fu Panda 3’ dethrones ‘Revenant’
By Desert Star Staff LOS ANGELES (AP) - “Kung Fu Panda 3” punched “The Revenant” back to its second place spot over the weekend. The animated sequel brought in a robust $41.3 million - which is a franchise low, but nonetheless, a healthy showing in a generally slow time of the year at the box office. “Kung Fu Panda 3” will also have animated family film territory to itself until “Zootopia” opens in March. In second place, “The Revenant” added $12.8 million to its total, and in third place, “Star Wars: The Force Awakens” earned $11.1 million. Other new openers were not so lucky. Disney’s live-action Coast Guard adventure pic “The Finest Hours” opened in fourth place with $10.3 million, while the parody film “Fifty Shades of
Black” debuted in tenth place with a mere $5.9 million. The saddest of the bunch, though, was the beleaguered Natalie Portman-led Western “Jane Got a Gun” which opened to a measly $835,572 from 1,210 locations. Former DA says Bill Cosby is shielded from prosecution By Maryclaire Dale NORRISTOWN, Pa. - The former district attorney who declined a decade ago to bring sex-crime charges against Bill Cosby testified Tuesday that his decision binds his successors and forever closes the door on prosecuting the comedian. Former Montgomery County District Attorney Bruce Castor took the stand as part of a bid by Cosby’s lawyers to get the case against the TV star thrown out because of what they say is a non-prosecution agreement from Castor. The current district attorney has said there is no record of any such agreement. Cosby, 78, was arrested and charged in December with drugging and violating former Temple University athletic department employee Andrea Constand at his suburban Philadelphia mansion in 2004. He could get up to 10 years in prison if convicted.

Castor said Tuesday that he believed Constand was violated but that proving it would have been problematic because of serious flaws in the case, and so he declined to bring charges in 2005. He said that he made the decision as a representative of the state - as “the sovereign,” as he put it, over and over - and that it would last in perpetuity. “For all time, yes,” Castor said when pressed. And he suggested that Cosby and his lawyer at the time had the same understanding, because Cosby later agreed to testify without invoking his Fifth Amendment right against selfincrimination in a lawsuit brought against him by Constand. “Cosby would’ve had to have been nuts to say those things if there was any chance he could’ve been prosecuted,” Castor said, referring to the damaging testimony unsealed last summer.
Castor said he hoped, correctly, at the time that the decision not to prosecute would free the comedian to testify in the lawsuit and help Constand win damages. She eventually settled for an undisclosed amount. The former DA said he “wanted there to be some measure of justice” for Constand, explaining, “I thought making Mr. Cosby pay money was the best I was going to be able to set the stage for.” He added: “I was hopeful that I had made Ms. Constand a millionaire.” He said he relayed word to Cosby’s then-attorney, Walter Phillips, that Cosby would not be charged. However, Castor said the two lawyers did not have an actual agreement that Cosby would testify in exchange for not being prosecuted. Phillips has since died. Kevin Steele, the newly elected DA who is pursuing the case, has said Cosby would need February 3, 2016
an immunity agreement in writing to get the case thrown out. He has said he has no evidence one exists. It was not immediately clear when Common Pleas Judge Steven T. O’Neill would rule. While Castor was called as witness by Cosby’s side, the former DA said he is rooting for the prosecution. “I’m not on your team here,” Castor told Cosby lawyer Brian McMonagle. “I want them to win.” In a barrage of allegations that have destroyed Cosby’s image as America’s Dad, dozens of women have accused the former TV star of drugging and sexually assaulting them since the 1960s. But this is the only case in which he has been charged. The unsealing of the testimony from Constand’s lawsuit prompted Castor’s successors to reopen the case and ultimately charge Cosby. Cosby admitted in the deposition that he had affairs with
young models and actresses, that he obtained quaaludes to give to women he wanted to have sex with and that he gave Constand three pills at his home. He said he reached into her pants but insisted it was consensual. Anne Poulin, a law professor at Villanova University, said the defense has a high bar to meet to get the case thrown out early on. But “if they can win without this ever going to trial, then they’ve done their client a big service.” In related news, a Los Angeles judge ordered Cosby to attend another deposition in a lawsuit filed by a woman who says the comic forced her to perform a sex act on him at the Playboy Mansion around 1974, when she was 15. Also Tuesday, model Chloe Goins dropped a lawsuit accusing Cosby of drugging and sexually assaulting her at the Playboy Mansion in 2008. Goins gave no explanation. MISSION SPRINGS WATER DISTRICT NOTICE OF PUBLIC HEARING The Board of Directors of the Mission Springs Water District (MSWD) will hold public hearings to consider recommended adjustments to MSWD’s water rate structure (“billing tiers”), water service fixed charges, water “flow” charges, sewer service rates and charges, and to establish a drought surcharge. If approved, the proposed rate adjustments will be implemented as follows: March 1, 2016 (year 1), January 1, 2017 (year 2), January 1, 2018 (year 3), January 1, 2019 (year 4), and January 1, 2020 (year 5) in accordance with the tables herein. The Board will make its decision following the public hearing to be held: Tuesday, February 16, 2016 at 6 p.m. at the MSWD Administrative Offices 66-575 2nd Street, Desert Hot Springs, CA. (Please use the First Street entrance at the rear of the building.) MSWD is dedicated to providing reliable water and sewer service to its customers at rates that can not exceed the cost of service. MSWD caused to be prepared a study by Willdan Financial Services, an independent financial consulting firm, entitled “Water and Sewer Cost of Service Study”, dated December 9, 2015 (the “Study”). The results of the Study indicate a need to adjust water and sewer service rates and charges to provide revenues sufficient to fund the ongoing operating and capital costs including: maintenance, administration, debt service, Chromium-6 (Hexavalent Chromium) regulatory compliance, compliance with California’s drought regulations and orders, and revenue losses due to conservation. The proposed action satisfies the requirements of California Water Code section 31007 and meets the financial requirements and goals set forth by MSWD for the water and sewer utilities. Additionally, under the State Water Resources Control Board Conservation Order for Mission Springs Water District, Dated August 31, 2015, Section 2(A), the District shall: “Diligently complete its in-progress rate study, with the goal of implementing a rate structure that encourages conservation as well as discouraging waste or overuse. The new rate structure shall be implemented as soon as possible under the requirements of Prop 218, but no later than January 1, 2016.” (This has since been amended to March 21, 2016.) The Proposed Rate Action for Current Customers is as Follows Proposed Drought Surcharge: $0.05 per billing unit With Governor Brown’s declaration of a drought emergency, the State Water Resources Control Board (SWCRB) was charged with mandating water restrictions for all California water purveyors. The SWRCB adopted statewide mandates on May 6, 2015, requiring agencies to increase conservation efforts. The mandate requires MSWD and its customers to reduce per-capita water use by 28%. In response to California’s historical drought, and in compliance with the SWRCB Conservation Order, MSWD is adopting a temporary per-billing unit drought surcharge of $0.05 per billing unit (CCF ) for all customer classes. This surcharge is designed to fund increased conservation education and outreach as long as the Governor’s Executive Order is in force If approved, the new rates and the drought surcharge will take effect March 1, 2016. Proposed Fixed Monthly Meter Charges: These fixed monthly charges are determined by the size of the water meter serving a property, or, for multi-family accounts, the number of units, and are calculated to recover a portion of the District’s fixed costs.

Trump boosts turnout, but not all newcomers vote for him

But after careful consideration, many new Iowa voters turned to his rivals instead. The political newcomer logged a second-place finish in Iowa’s kick-off caucuses, performing far better than anyone could have imagined just seven months ago when he jumped into the race. The Manhattan developer managed to pull in more than 45,000 votes, far more than 2012 caucus winner Rick Santorum, who many view as being more compatible with the state’s conservative electorate. But Trump’s own decision to escalate expectation, coupled by an outmaneuvered ground game, set his supporters up for disappointment. “We’re going to have a tremendous victory,” Trump told voters at his final rally in Cedar Rapids before voting began. “A lot of the news commentators.... they say, ‘Wouldn’t you better off if you just said we want to do well in Iowa?’” he said. “And I said, ‘Not really. I

mean, I want to be truthful. I’m a truthful person. I want to win Iowa, I don’t want to do well. I want to win.’” The misconception - shared by Trump and much of the media - was that a boost in voter turnout would disproportionately benefit Trump and his rival Bernie Sanders on the Democratic side. The race did attract large numbers of newcomers, with nearly 187,000 voters turning out at caucus sites, where cars were backed up for blocks at some sites and standing-room only at others. But in the end, according to an entrance poll of those arriving at caucus sites conducted by Edison Research for The Associated Press and television networks, many of those newcomers voted for Cruz and Florida’s Marco Rubio. And of the 45 percent of caucus-goers who said they decided who to support in just the final week, 29 percent supported Rubio, 27 percent supported Cruz and just 14 percent supported Trump. Among them was Davenport’s Dwight Reese, 55, who’d been torn between Trump and Cruz when he attended a
Trump rally earlier this week. In the end, he broke for Cruz. “I got kind of caught up in the Trump phenomenon,” said Reese before leaving for his caucus site. He said the fact Trump hasn’t always held conservative positions had given him pause. Cruz, he said, “stands for everything I believe in. I believe I can trust him.” It was that precisely the messaging that dominated anti-Trump ads questioning the billionaire’s conservative credentials in the days before voting began. Also cited by voters was Trump’s decision to skip the final GOP debate before caucus day because of a spat with debate host Fox News. “To skip it was not a good idea,” she Monica Baier, 47, who caucused for Trump and said she was disappointed by the loss. There were also signs that Trump’s secretive and nontraditional operation had been outmaneuvered. While Cruz modeled his campaign after past Iowa winners, visiting all of the state’s 99 counties and courting influential evangelical and conservative leaders, Trump visited less frequently. Instead of working to woo undecided voters one-on-one in coffee shops and diners, Trump stuck to the large rally format that has been the hallmark of his campaign. When reporters were invited to document his first visit to a local Pizza Ranch restaurant, the location was closed to the public. Trump delivered a quick pep talk to dozens of campaign volunteers attending a caucus training session and left without trying a slice. February 3, 2016
In the week leading to the caucuses, there was also a distinct feeling on the ground that his support was cooling. There were empty seats at rallies in Waterloo and Sioux City; audiences were dominated by out-of-state and on-the-fence voters rather than hard-core fans. Voters interviewed at events across the state also frequently reported having received no outreach from the campaign, suggesting the ground game Trump’s team had tried to hype was not as effective as his rivals’. Indeed, among the 36 percent of Iowa caucus-goers who said they were contacted by someone asking them to come out to support their candidate, Cruz had a 31 percent to 23 percent advantage over Trump, the entrance poll showed. Nonetheless, Trump and his supporters are downplaying the impact as they turn their attention to New Hampshire, which voted on Feb. 8. Trump delivered a gracious concession speech at his debate headquarters in West Des Moines Monday night, but was already lashing out at the media and voters by Tuesday afternoon, tweeting that, “The media has not covered my long-shot great finish in Iowa fairly. Brought in record voters and got second highest vote total in history!” Trump supporter Karen Riccelli, 60, of Des Moines, said she was disappointed by the loss, but didn’t think it would have lasting impact. “I think his supporters are going to stay with him. Todd Salovey, “Outside Mullingar”, is both tender and hilarious when performed in that lilting Celtic accent. Shanley’s clever blending of the wit of Oscar Wilde and the whimsy of George Bernard Shaw
in the telling of the charming tale of the courtship of Anthony Reilly (Manny Fernandes) and Rosemary Muldoon (Carla Harting), under the watchful eyes of their parents Aoife Muldoon (Ellen Crawford) and Tony Reilly (Mike Genovese), becomes a comedy gem of a production. The play set in a cattle and sheep farm in the Midlands of Ireland, centers around two farmers, Anthony and Rosemary, who live next to each other. Rosemary has been romantically interested in Anthony all of her life. Anthony, however, is painfully shy, and unaware of Rosemary’s feelings. He doesn’t care for the life of a farmer and his father, Tony, plans to leave the farm to a nephew. But plans in life often change. Anthony (Fernandes) and Rosemary (Harting) are fortysomethings approaching middle age. Their respective parents Aoife, Rosemary’s mother and Tony, Anthony father, are waiting for the miracle of romance and love to finally envelope the ‘youngsters’. When a playwright gives a talented cast of Equity professionals a great script, the collaboration becomes an enjoyable evening at the theatre
for both audience and actors. This comedy gem stars four talented actors who, when they find themselves onstage in a comedy, know exactly what to do. Crawford and Genovese are marvelous as the older pair who have great onstage chemistry and comedy timing in their scenes. One cannot teach timing. Either you have it or you don’t. They have it in spades. Fernandes and Harting (he’s tall, she’s dainty) are a perfect match. The scene when Rosemary finally makes her ‘move’, revealing her longstanding crush on Anthony and his shy, almost squirming
manner when hearing it, is a sublime comedy moment. What follows it is even better. It’s a deliciously crafted play that send out hilarious Irishstyle zingers that hit the mark. However, one doesn’t have to be Irish to appreciate the comedy. It’s universal in its appeal. Director Salovey brings many nice directorial touches to this production. The decision to use a trio of musicians as a way to warm-up the audience with Irish songs is a winner thanks to the talents of Jim Mooney, Alicia Previn, and Richard Tibbits. Also the projection designs to portray the time changes – the action
covers a time period of six years – is nicely done. The creative team led by director Salovey includes Scenic Designer Giulio Perrone, Costume Designer Anastasia Pautova, Lighting/Projection Designer Sherrice Mojgani, and Sound Designer David Scott. This highly entertaining San Diego Rep Theatre comedy production is performed without an intermission. The ninety minute running time at the Lyceum Theatre in Horton Plaza just zipps along. “Outside Mullingar” performs through February 14, 2016. Don’t Miss It!
