The Unified Government of WYCO/KCK Parks and Recreation Department hosted the Inaugural Winter Wonderland Carnival on December 12th at Eisenhower Community Center. This free event was open to the public for children 12 and under. Winter Wonderland had three different areas for the children and their families to visit. They were able to tap in their creative sides with holiday themed arts and crafts and test their skills with carnival games. The biggest surprise for the families was visiting Santa in his workshop where each child received a gift. All gifts were donated through the Unified Government’s Toy Drive for the event. The department looks forward to making this an annual event!
The much-anticipated Ford County Regional Water Park is on track for opening May 2016 in Dodge City. Long Branch Lagoon features a 700-foot lazy river, four waterslides, climbing wall, water basketball, diving boards and a competition pool. The children’s play area has 13 sprays, geysers and a dumping bucket.

KRPA PRESIDENT’S TOUR 2015 By Brian Bascue, KRPA President
“Are you sure?” Erika said in a quiet, cautious tone. I had just sent her the list of communities I hoped to visit on my upcoming President’s Tour: 2 days, 712 miles and 8 stops were on my list. Starting out in Manhattan, out to Dodge City and ending in Hutchinson. “I hope Bonnie got unlimited miles on the rental…”
Manhattan, Kansas Our first stop was Manhattan, Kansas. From the second we opened the door, the folks at Manhattan Parks and Recreation made us feel like royalty. Even though Manhattan is well-known for Kansas State University, it is the P&R department that stands out on its own accolades and is impressive right from the start. I spent four years in Manhattan while attending K-State (Go Cats!). But, it wasn’t until this visit that I really came to appreciate what all is available for the community. Manhattan is a community that loves its recreation—and recreation director Eddie Estes and his team were eager to show it off. We started off with a quick driving
tour past the Flint Hills Discovery Center and Blue Earth Plaza. These brand new facilities are the focus of Manhattan’s downtown revitalization project. New growth is centered around these facilities and it’s very apparent how important parks and recreation is to the overall economic growth of Manhattan. From there we jumped across town to Anneberg Park to check in on a $2 million renovation project that included new lights on the softball fields and the addition of turf to the soccer fields. We also learned about the very important collaboration with the school district for sharing facilities. Without this partnership, neither entity would be as successful as they are now. We headed back to the office where we were each

2 DAYS, 712 MILES AND 8 STOPS presented with welcome gift baskets. Such fantastic hospitality! I hope to visit again after the department moves across the street into their brand new office spaces. First stop done. On to Fort Riley.
Fort Riley, Kansas If you have visited a military installation since September 11, you’re familiar with the process of getting on post. I quickly came to realize the importance of security— and how very impressive all the soldiers uphold that awesome responsibility. Erika and I made it through the security check pretty quick. But, the MP’s had a few extra questions for Bonnie so she was “detained” while her credentials were examined. Thankfully she wasn’t sent to the stockade and was able to rejoin us a short time later. MWR Community Recreation Division Chief Scott Sherberger and his team were proud to show off their mighty organization that recently became CAPRA accredited through the National Recreation and Park Association. Most inspiring were the fitness centers—of which we got a fantastic behind-the-scenes tour. At first glance these fitness centers look just like any other
Fort Riley
recreation facility. But once you step inside the doors, this efficient and busy center confirms a much more intense purpose: Creating a duty-ready soldier. They accomplish this through Mission Essential Fitness—programs that are designed with the active soldier in mind. And that’s important when keeping soldiers physically and mentally fit in order to defend the United States of America. We also visited the Warrior Zone. This is by far the most awesome example of the military’s biggest and coolest man-cave! But this “cave” is geared for all soldiers, men and women alike. This massive facility is quite possibly the country’s single greatest gamer’s paradise—plus a bar and grill, theater, pool tables and outdoor event space. The Warrior Zone is an model example of how the military strives to take care of these women and men who volunteer to serve and defend our country. This short visit gave us just a quick glance at all the fantastic opportunities made available to our military. I hope on my next visit that I’ll get a chance to see more of what Fort Riley has to offer. I think Scott mentioned something about helicopter and tank rides—but I may be mistaken!
Abilene, Kansas No maps or directions needed because I knew exactly where we were going. Abilene will always hold a special place in my heart. It’s my hometown and where my family still lives and works. We met up with director Jane Foltz to showcase some of the awesome programs and projects going on with Abilene Parks and Recreation. Our first stop was the rose garden at Eisenhower Park—Abilene’s signature park named for President Dwight D. Eisenhower who grew up there. As we were standing in the rose garden next to a winterized fountain, I pointed up to a second-story window in a house across the street—that was my bedroom in the house I grew up in. From the very beginning, parks and recreation was an important part of my life. This now-adult man still sees the park with child-like eyes and remembers all the adventures and mischief that took place in that park. I’m still amazed and humbled at the continued dedication to preserving outdoor space and providing an overabundance of recreational opportunities. Jane and her staff are truly proud of their accomplishments and work so hard to make Abilene a fun and healthy connected community. Abilene

is a baseball and softball community. Three separate complexes are packed every summer night. Along with the new swimming pool, the abundance of highly-used recreation centers and parks is exciting. Plus the layers of beautiful fall foliage in the highly manicured flower gardens are truly picturesque. After a quick lunch and tour of the recreation center, we said goodbye to Jane and hit the road heading west on I-70. Next stop—Ellis, Kansas!
Ellis, Kansas Welcome to Ellis, Kansas! This was my first visit to the small Kansas town along I-70 and hopefully not my last. Ellis is a charming town full of hard working folks where the spirit of cooperation and collaboration is strong. We met up with Dan Pyle and quickly began a tour of his parks and recreation facilities. I was completely amazed how much Ellis has to offer! Like many communities, the Ellis recreation commission uses school district facilities to hold programs. We toured an indoor gym space that was once the primary gym for the high school, but now is home to community open-gym, volleyball and basketball leagues. It was good to talk with Dan about the great cooperation he has with the school district and how sharing the facilities really benefits the entire community. We ended the tour at the library, where the ERC offers a robotics class. Students are even learning to

draw, model and create their own robotic parts using a 3-D printer. This impressive program is exposing young minds to STEM classes and will no doubt shape future career choices. As we rolled out of town toward Dodge City for the night, I couldn’t stop admiring the awesome benefits of Ellis. Thanks to Dan and his community for all they do. If you get a chance, stop by and check it out!
Dodge City, Kansas We spent the night in Dodge City after a long first day of tours. Four tours down, four to go! First thing in the morning, we met with Parks and Recreation Director Paul Lewis. As the sun was just coming up, I could already tell that Dodge City is quite an impressive community and one that is beaming with activity. A community-wide sales tax is what’s hot in Dodge City. This 2 cent sales tax (with no sunset date) is fueling an endless number of improvements to an already impressive inventory of facilities for the parks and recreation department. Being an aquatics guy, I was most impressed by the massive still in construction waterpark. Once completed, this western themed facility (named the Long Branch Lagoon) will be one of the most technologicallyadvanced swimming facilities in the state. In addition to the waterpark, the downtown area redevelopment will include hotels, a transportation hub and an RV park. The folks in Dodge City have done an excellent
job of engaging the community and shaping the park system. Plus, it’s quite impressive how city leaders work to include parks and recreation in the overall vision of growth and economic development of the town. This was a great start to the day and I’m glad we had the chance to visit!
Pratt, Kansas Just a quick hour east and we were at our next stop: Pratt, Kansas. Having before only driven through Pratt, I was completely unaware of what our tour had in store. We met up with Bruce Pinkall at the recreation offices located within one of Pratt’s historic community buildings. Our first stop was Lemon Park which boasts a rich history of the importance of park space and land preservation. This signature park is home to a impressive Christmas light display and multiple fairs and festivals throughout the year. Community wide, with over 250 acres total, the impressive open space in Pratt is well-showcased and appreciated. Equally impressive is the diversity of recreation programs offered. I was particularly captivated by the Summer Youth Program. This long-running summertime program is offered weekdays throughout June and July. This isn’t just any regular summer program. The community has worked to make sure that this program is open and available to everyone—no matter where you live and even if you are unable to pay. Almost all of the programs are completely free. Plus, free bus transportation from

all over the city and free lunches are provided. Whoever said that there’s no such thing as a free lunch was never a kid growing up in Pratt, Kansas! I thank the staff for their hospitality and a fantastic lunch—my first experience with Pratt’s famous Pizza Taco. If you haven’t given it a chance, you really should!
St. John, Kansas From Pratt we traveled due north to check in with Nick Garcia at St. John Recreation. We drifted into town on a tailwind and a prayer…literally! About 10 miles into the 30 mile trip to St. John, the fuel gauge in our rental car experienced a meltdown. In a matter of seconds, we went from a quarter tank of fuel to the digital readout flashing ZERO miles to empty. Almost instantly we all were wishing we had worn more comfortable shoes. Thankfully we were able to fuel up at the first gas station we found and made it to our appointment only a little late. As a life-long resident of St. John, Kansas (population 1,200), Nick Garcia understands what his community wants. And he works hard to make sure his residents have all the same opportunities as neighboring communities. We toured the multi-use recreation center. This building really illustrates the definition of multi-use as it is a roller skating rink, dance studio, fitness center and is host to many other community activities. It was good just talking to Nick and hearing how happy he is with his community. One of the community programs he is
Ellis
in charge of is the annual night-time Easter egg hunt. Each year staff “hides” over 5,000 eggs throughout the massive softball complex. Then, with flashlights in hand, the kids scramble in the dark to find prize-filled eggs. Volunteers from the senior center organize, assemble and stuff the eggs with prizes. High school athletes help corral the kids in the dark of night. Overall, this annual event is a testament to the family involvement and community cooperation that brings the folks of St. John together. I was really glad to catch up with Nick before he headed off to his other passion—head football coach at the high school. St. John is truly a community with a huge amount of civic pride!
Hutchinson, Kansas Day two, eighth and final stop of the 2015 KRPA President’s Tour: Hutchinson, Kansas. Since we were almost two hours late, I’m happy that Tony Finlay and his crew were so hospitable to these worn out road warriors. There is so much to see in Hutchinson and I’m glad we still had time in the day to take in a few of the sites. At our first stop we toured the Elmdale Community Center. This neighborhood-centered facility is home to a wellness center and a very active 50+ senior center. It was so exciting to see the multi-generational users fill the building. The co-mingled use created a synergy that was moving and prosperous. The tour then headed to Hutchinson’s
St. John
own 100 acre “wild arboretum” better known as the Dillon Nature Center. I’ve had the opportunity to visit the nature center many times, but this time was different. Tony showcased the Jim Smith Family Playspace—awesome hands-on areas for kids to touch, feel, build and explore in nature. Right away, I could tell that Tony was proud of the improvements and the awesome work his staff do on a daily basis. The nature center was truly a highlight of the trip. After a quick walk around the lake enjoying the setting sun, our visit to Hutchinson came to an end. This tour really taught me a couple things. First, our Kansas communities are resilient, creative and not afraid of taking chances to make a difference. Second, the spirit of cooperation and collaboration among school districts, community organizations and parks and recreation is quite important. It was really easy to be inspired by the overwhelming community pride I witnessed. The connection between open parks, recreation and community involvement is a tremendous benefit for our residents. For me, parks and recreation has been such a strong influence in my life. It was humbling to see so many of our professionals upholding that same passion. When you get a chance, visit your neighboring communities and see what all they have to offer. You’ll be glad you did!
