IF YOU COULD WORK IN ANY OF YOUR DEPARTMENTS FOR FUN FOR A WEEK, WHICH DEPARTMENT AND WHY? I would choose to work with the horticulture division in the Spring, so I could spend time enjoying our beautiful gardens and parklands.
FAVORITE SPORT TO PLAY OR WATCH: Favorite sport to play….do lawn games count? If so I’m pretty good at Bocce Ball and KanJam. Cheering and watching sports is one of my favorite things to do. I love watching my kids compete in softball, baseball, volleyball, basketball and soccer. My husband is a middle and high school coach so we enjoy attending those games to support him and the teams. As a family we enjoy watching and attending Royals and KU games. We haven’t attending a Chiefs game yet but it’s on our list.

When you genuinely care about the impact you are making it makes “work” not a chore but a choice. TOUGHEST PART OF JOB: In our field everyone wears many different hats and it’s often quite the task to juggle all the roles. IF YOU HAD A WARNING LABEL, WHAT WOULD YOURS SAY? Warning…..Likes to give hugs and high fives!

New Pump Track established at SMP A new “pump track” opened in early October in Johnson County Park & Recreation District’s Shawnee Mission Park. Located north of the park’s marina parking lot, the track consists of two interlocking ovals made up of small hills and dips that riders can traverse using momentum and little or no peddling. It is open for all ages and is a great warm up for experienced riders or a perfect area for younger riders to practice their mountain biking skills. The track was built by volunteers with The Urban Trail Co., the organization which built many of the other mountain biking trails in Shawnee Mission Park, with help from additional volunteers with the Velo+ Bike Shop in Lenexa.

Around KANSAS JCPRD helps spread prairie knowledge and interest at mid-October workshop The hows and whys of large public prairie planting projects were the topic of a regional workshop hosted by the Johnson County Park & Recreation District in mid-October. This day-long Prairie Restoration Workshop took place on Oct. 13 at the JCPRD Administration Building in Shawnee Mission Park. About 70 people participated, including representatives of area park departments, stormwater services, transportation departments, local utilities, architecture and engineering firms. The event drew participants from Topeka to Jefferson City. The event was presented by the Kansas City Native Plant Initiative, of which JCPRD is a member. “One of the reasons we hosted this was because JCPRD has been a regional leader in prairie restoration since the 1990s, and we’re pretty forward-thinking when it comes to restoration,” said JCPRD Field Biologist Matt Garrett.

Merriam opens new public art installation
Wichita Park and Recreation receives national accreditation
On July 6, artist Dan Maginn and Merriam council member Christine Hands cut the ribbon on “Still Time,” a new multi-sensory public art installation located at the corner of Merriam and Johnson Drives. The sculpture represents the first in a series of five placemaking projects the city will fund over the next five years. It features a 16-foot limestone tower, which houses a wind chime. The tower and surrounding park creates a new gathering space for Merriam Residents and visitors to enjoy. “Still Time” was created through a collaborative effort between DRAW Architects + Urban Design, who led the design effort, and construction company Zwei Baume. More of these types of permanent art exhibitions are expected to show up around town during the next several years.
The City of Wichita’s Park & Recreation department has received national accreditation from the Commission for Accreditation of Park and Recreation Agencies (CAPRA). The accreditation is based on an agency’s compliance with 151 national standards, meaning the department has met the required standards to provide ongoing quality programs, services and facilities to residents. Wichita Park & Recreation is 1 of 150 accredited agencies of 8,000 parks and recreation departments. The department was recognized during the NRPA Conference in St. Louis. To achieve accreditation, department staffers thoroughly reviewed every aspect of ongoing operations for the process of evaluation and improvement. KRPA Today - www.krpa.org • 7
President’s Tour 2016
We met Cody Burnett, Parks Superintendent, and Christina Moberly, Recreation Programmer, to show us all that Lansing Parks and Recreation does for their community. They took us through their facility, which used to house the high school. The school was built in 1912. The Parks & Recreation Department moved into the facility in 1998 and later made improvements to the facility including replacing the old gym floor in 2015. Cody and Christina then took us to their new trail, Angel Falls Trail, where we walked several miles – okay, maybe 100 yards - and were in awe of the new bridge to the trail that showcased their breathtaking view of the waterfall in background. What a great walk and enjoyment of nature.
By Brian Bascue, KRPA President
After dealing with the challenges of the legislature last spring I was excited to travel for the Annual President’s Tour to see how other agencies in Kansas operated. This tour allows the president and KRPA staff to experience and meet others. Through my years of travels around this state, one area that I have never experienced is the Northeast corner. So with the help of Erika Devore we were able to set up a schedule and venture into that area.
After we finished gasping for air from the trail walk we returned to the cars and ventured over to the Kenneth W. Bernard Community Park. This park is a 127acre park that is still under planning and development that will be an awesome quality of life addition for their community.
DAY 1 Day 1 - Stop 2: Leavenworth Our next stop was only a few miles away to the neighboring city of Leavenworth. I had no idea that the two towns were connected to each other. Leavenworth Parks & Recreation is housed in the Historic Railroad Station, which is now called the Riverfront Community Center. We all were greeted by Steve Grant, Director of Parks and Recreation, and his staff. Steve showed us around the unbelievable restored facility.
Day 1 - Stop 1: Lansing Erika, Bonnie Simon, and I started our excursion on Nov. 1 as we traveled to Lansing. As we pulled up to the offices of the Lansing Parks & Recreation Department, it was hard not to notice the Lansing State Prison right across the street. Having lived around and then eventually beginning my career in Holcomb, all I could think about was the two men who murdered and slaughtered a family that was eventually portrayed in the book and movie “In Cold Blood.” The murderers were eventually hung and buried at the Lansing Prison.
8 • KRPA Today - www.krpa.org
The old railroad station was built in the 1880s and was later purchased by the City of Leavenworth and turned into a community center in 1988. The community center houses the parks and recreation administrative offices, fitness center, indoor pool, gymnasium, walking track and several meeting rooms. One unique quality of the facility was the front reception counter, which still had the original front ticket counter from the train station and the Men’s and Women’s Only waiting rooms off to the side of the ticket counter. If any of you are in Leavenworth, I encourage you stop in and see this beautiful, historic building. I was so disappointed that we didn’t have the time to stop at Leavenworth High School to see the legendary statute or bust of The Tom McEvoy. I really think that the bust is a myth.
DAY 2
Day 1 - Stop 3: Tonganoxie We then loaded up for another short drive to meet Gayle Parker, Director, and Brad Eccles, Assistant Director, for lunch before we visited the Tonganoxie Recreation Commission. During lunch I was able to catch up on some tall tales. Gayle told us about his unbelievable experiences he had while working with the Newton Recreation Commission back in the 1980s. After lunch Gayle and Brad took us to Chieftain Park. This park has soccer fields, outdoor basketball courts, horseshoe pits, and a ½-mile walking trail that connects with other trails that lead to other parks in town. We once again got out and ventured on to the trails. We then headed to the recreation commission’s ball fields. This facility was purchased from the County Fair Board in order for the recreation commission to construct and build a baseball and softball complex and soccer fields. One part of the agreement is that during the County Fair, the recreation commission has to give up soccer fields for parking. Ugh – I can only think of the nightmare to restore those fields back to good, playing condition!
Day 1 - Stop 4: Perry State Park After Tonganoxie, we prepared for our longest travel of the trip to Perry State Park. As we entered into the park I noticed the nice cut and green roadways as we searched for the Park Office. We were greeted by Michelle Campbell, Park Manager, and her staff. Michelle educated us on the park layout and explained her goals and expectations for the future of the park. Perry State Park has 1,600 acres and was opened in 1968. Michelle then took us on a tour and highlighted a specific area of the park that is used for equestrian riders. This area of the park is only used for those interested in horseback so that they can ride and explore the nature without other interruptions, includes horse trails and horse stalls. The state park is partnering with equestrian organizations, as they built the horse stalls and provided feedback in the trail design. The group is looking into shower facilities in this area for the future. Michelle continued to show us around the lake and what her ideas of possible improvements that she would like to see around the lake. I felt the passion that Michelle has for her park and hope that all her visions become a reality.
Day 2 - Stop 1: Desoto We met Jay Garvin, Parks and Recreation Director at DeSoto, and Justin Huslig, Aquatics and Recreation Director. They took us on a tour of their old high school turned Community Center and City Hall. The old high school was built in 1918 and the city purchased the building in 1998. The building opened to the public in 2001. The Park and Recreation offices are housed in this facility, which also includes a gymnasium, fitness center, classrooms, and a senior center. The Fitness Center is unique in that the city partnered with Great Life Golf & Fitness to provide services. Garvin and Justin took us to their outdoor Aquatics Center located right behind the old school. The Aquatics Center is on the spot where the old football field is located. They opened the Aquatics Center in 2006 with a price tag of $2.5 million. We then jumped into our cars and headed to Miller Park. This park is located in the center of town and houses the recreation department’s baseball and softball fields and park shelters.
Day 2 - Stop 2: Olathe After a short drive from DeSoto to Olathe we arrived at the new Olathe Community Center. We were greeted by Michael Meadors and his staff. Michael invited us into his management staff meeting. Each staff member told us a little bit about their departments and also about their future master plans of improving Lake Olathe and Cedar Lake. After listening and watching the slide show of the master plan, I’m pretty much ready to move to Olathe. Olathe Parks and Recreation Department employees 103 full time employees and about 600 seasonal employees. The department is in charge of the Mahaffey Farm, Olathe Memorial Cemetery, various athletic facilities and parks, lakes, and the most recent addition, the Olathe Community Center. As we left the staff meeting, Community Center Director Mike Fields took on a facility tour. The 72,000 square-foot center was opened in 2014 and has a membership of about 5,000 members. This facility features an indoor swimming pool, basketball courts, walking track, fitness center, exercise rooms, and meeting rooms. It’s an unbelievable facility for Olathe.

Heritage Center. We toured the Arts Heritage Center, which is still under construction with plans to open in 2017. The Center will be home to the Johnson County Museum and many of the JCPRD theatre productions. This will be a state-of-the-art facility for all kinds of theatre productions.
Day 2 - Stop 3: Johnson County Following Olathe, we took a quick 15-minute drive to Johnson County Parks & Recreation district. I hate to tell this to Jimmy Gibbs, past-president of KRPA, who traveled more than 700 miles in his two-day president’s tour. At Johnson County, Director Jill Geller and her staff greeted us with a BBQ lunch as they gave us a presentation about the agency. Jill took us back to the beginning of the agency and also how it was established. They started out as Shawnee Mission Park District in 1955 and changed to Johnson County Park & Recreation District. It is always interesting to hear how each agency came about. Johnson County P&R is unique in that they are the only Park and Recreation District in the state. They are governed by state statutes somewhat similar to recreation commissions. Jill’s presentation then detailed what their future master plans are with the growth of five new parks over the next five years located systematically around the county. We were then taken on a tour of two facilities that are currently under construction. The first facility is Meadow Brook Park. Meadow Brook Park is the first of the five new parks. The County purchased an old golf course in Prairie Village and is turning the course it into a park around a new housing development. We then drove over to the Johnson County Arts & Heritage Center. They are transforming the old King Louie Building into the Arts &
Day 2 - Stop 4: Wyandotte County Our last visit took us back north to visit the Wyandotte Parks and Recreation Department. We met Jeremy Rogers at the County Lake. Jeremy took us on a tour of the lake and showed us all the amenities that the park had to offer. The park, which opened in 1938, is set on 1,500 acres. It has 16 shelters, including the main shelter, James P. Davis Hall, which accommodates up to 150 people for parties, meetings, or wedding receptions. Jeremy also explained that his department is responsible for 54 parks within the county and employees 79 employees, 15 of them working exclusively at the lake. As we were driving around the lake we were amazed at views that we saw on top of the hills. I really enjoyed my time touring the all the different agencies. It was so exciting to see the members and how each of them operate. Every person and agency I met with had so much passion about what they do for their communities. Thank you, everyone, for sharing your time and experiences with me. This was definitely the highlight of my term as president. Thank you, Erika, for being my chauffer during the two-day tour.

Planning Employee Training in Emporia
By Jennifer Bennett, Marketing Manager, Emporia Recreation Commission
“I can’t wait for our next employee training meeting!” Said no employee ever. But we all know how important good training is to everyone who works for our recreation organization.
12 • KRPA Today - www.krpa.org
At Emporia Recreation Center, we decided to tackle the issue of consistent, cohesive staff training by creating our Employee Handbook and Training Manual. In the past, training was done by department- sporadically, as needed, and often duplicated or overlapped between supervisory areas. This process caused confusion and was very inefficient for trainers and trainees. Sometimes even the basic information was interpreted in several different ways. Now training is divided into six categories and is given every other month to ALL staff working in our building. The training instructors are our supervisors and the burden of training is divided equally among them, so that no one supervisor is overwhelmed with the job.
At Emporia Recreation Center, we decided to tackle the issue of consistent, cohesive staff training by creating our Employee Handbook and Training Manual. The six categories we cover are: • Customer Service – This is the most important aspect of all of our jobs, and it is EVERYBODY’S job. We define clear expectations and give insightful information on how we all can improve our service to our patrons. • Emergency Action Plan – EAPs are guidelines for staff to follow when an emergency occurs. All staff must be familiar with each plan to ensure the safety and wellbeing of all involved for any emergency. • Getting to Know Our Building – We have many different activities in our building each day. Every staff member needs to know the basics of our building layout, how to unlock doors and set up for different sports, as well as evacuation routes for emergencies. • First Aid/CPR – All staff participate in both online and hands-on training to become certified in First Aid, CPR and AED. Certification lasts two years but staff will do a refresher course every year. • Communication – Being able to communicate is the foundation of any successful business. We must be able to communicate as a staff as well as with our patrons. This session becomes an open conversation about how we share information and ways to improve.
• Incidents/Accidents/Safety Policies – Unfortunate things are going to happen. Employees need a clear understanding of what constitutes an incident or accident and the paperwork that must be filled out when things happen. We also discuss policies for different types of weather as well as our concussion protocol. These sessions are on a bi-monthly schedule repeated annually. The training sessions can last anywhere from 45 minutes to 3+ hours depending on the topic. Attendance is mandatory for all building staff, both part-time and full-time. These training sessions are in addition to specific training done within each department, i.e. lifeguard training for Aquatics employees and child abuse training for After-School program employees. Even though training can be boring, we quickly discovered how much our part-time staff appreciated knowing how to do their job better. They enjoyed the interaction with full-time staff at the meetings. And when the subject allowed, we made the training fun! In the Getting to Know Our Building session, the goal was to familiarize everyone with all the rooms, closets, stairways, and exits in case of emergencies like an active shooter. But we made it fun by dividing into teams and having a scavenger hunt. In addition to the six training sessions per year, we wrote an Employee Handbook that is given to every new employee in the building. The book
covers lots of things that were not previously written anywhere including: • lunch breaks • where to park • customer service pointers • history of our organization • work schedules, pay periods, and time sheets • customer complaints • what it means to represent Emporia Recreation Commission as an employee It covers behavioral standards, standards of conduct and operational policies- all of which are found in our very large policy manual- but now broken down with some of the more important details expanded. Each department supervisor goes over the Employee Handbook with the new employee and when they are comfortable that they understand the information, the employee is asked to sign off that they have read it. Brainstorming, writing, re-writing, and implementing this Employee Handbook and Training program took about four months, and is very definitely a work in progress. There will always be changes and updates, but with our ongoing training schedule, we have the opportunity to make sure everyone is on the same page all the time. If you would like more information about the process or the final product, please attend our session at the 2017 Midwest Regional Park and Recreation Conference in Lawrence, KS on April 25.

Internship Programs – Are They Right For Your Organization? The modern day working environment is often made up of shrinking budgets stretched too thin, hiring freezes and employees are juggling more and more responsibilities. Often there is a need for additional staffing but perhaps not the funds or the structure to accommodate another position within an organization. Internship programs are a great way to recruit new talent, provide great community relations, nurture the next generation of leaders in your profession and recruit brand ambassadors to the public. “Hosting interns within your organization allows you to give back to the profession while simultaneously showing students what that profession entails so that they are prepared,” said Kathleen Avitt, Director of Programs and Intern Supervisor for the Derby Recreation

Commission. “For a successful intern program, mentors must be willing to take the time to teach interns and have patience for those lessons to bear fruit.” Dr. Mark Vermillion, Chair and Associate Professor for the Department of Sport Management and Executive Director for the Partnership for the Advancement of Sport Management, Wichita State University agrees. “Organizations have an opportunity to ‘teach’ and help develop students professionally prior to their graduation. This means the organizations are involved in ‘giving back’ and can be seen— by a variety of communities (e.g. professions)— as part of the process of educating the next generation or practitioners, regardless of the industry,” said Dr. Vermillion.
How to Start Launching an internship program can feel a bit overwhelming. How do you set it up? What will they do? Who will supervise? Where will the interns be found? Sometimes it can feel as if the challenges will outweigh the benefits but with successful planning and creating a structure, your organization can reap tremendous rewards from an internship program. Setting up an internship program can be painless with a little forethought and planning. In reality, setting up an internship program is similar to starting any new program or project: It’s crucial you have a plan. Once you do, however, it’s as easy as checking items off a list until that plan is put into action. Knowing how to start an internship program is no different.
Organizations need to determine what kinds of internship opportunities they will be able to provide and what areas have the most need for support. What is needed and what will the interns be asked to do? What will they be paid or what other compensation will be provided? Will there be more than one intern? Who will supervise them?
Organizations need to determine what kinds of internship opportunities they will be able to provide and what areas have the most need for support. What is needed and what will the interns be asked to do? What will they be paid or what other compensation will be provided? Will there be more than one intern? Who will supervise them? What is the ideal length of the internship? It’s a good idea to meet with local universities to determine what the students’ needs are and what educational requirements they must fulfill for their internship programs. Will they get college credit for interning? Finally, you need to determine where the intern will actually work, is there a desk available, a computer, phone, etc.? “The most difficult thing about developing or revitalizing an internship program is identifying WHY you want an internship program within your organization. Answering the WHY means you have to develop measurable goals for not only the program but also individual interns. And, if you develop goals, then you need to think through the process of how interns are going to be supported in order for them to reach their goals,” said Dr. Vermillion. Once the logistics are determined, it is time for recruitment. Local universities often have message board and newspapers that will allow you recruit internships as well as within departments who can recommend programs and students. Once applications are coming in, select the best candidates and meet with them. Discuss the activities needed and their educational goals to see if there is a good fit. Then, perform background checks and contact the references of your top contenders. When making final decisions, be sure the direct supervisor has a say in selecting a candidate.
“For our interns, once they have completed the application process, we interview them for placement. Once approved, we set up a calendar and schedule and then plan out their objectives for the semester. All colleges have requirements for hours and activities that must be accomplished so we tailor internships to maximize their experiences while they are working with us,” explained Avitt. “Our internships typically last a semester. We meet with our interns regularly to make sure they are on task and that they are getting the most out of their internship. We routinely review their activities and give feedback on how they are performing.”
The Benefits to Your Organization
Once a candidate is selected, make sure the entire organization is aware of the new intern, their work schedule and projects. It’s a good idea to have an intern handbook created that discusses logistics of logging hours, supervising, employee policies, organizational structure, etc. Often an intern will sign a contract that is an agreement for hours expected, policies discussed and objectives outlined. Typically there is an Intern Supervisor who is responsible for interviewing and selecting new interns, discussing the educational and organization goals for both the intern and employer, and coordinating reviews and exit interviews at the end of the internship. By asking for feedback at the end of the internship, you will be able to refine and perfect your internship program.
“For us, when we do need additional assistance with programs, interns have helped with staffing needs of running programs. It also allows us to share our best practices and mentor students. We are training our future leaders in our profession,” said Avitt.
“The best internship programs that I have seen over the past decade are the ones where the student, organization, and student’s university/ college (if applicable) work closely together to develop learning objectives. Learning objectives include long-term and short-term goals, and how these goals are related to day-to-day (job) responsibilities,” said Dr. Vermillion.
So why bother? Some may consider an internship program too much work for too little reward in an already overloaded work schedule. However, internship programs are great recruitment tools for organizations, they enhance productivity and help to market agencies through word of mouth. Internship programs are a great way to recruit new employees, train the newest members of the profession and ensure standards of that profession will be passed on to the next generation.
Think of it as taking them for a test drive to determine their strengths, their work ethic, and how they collaborate with others within your organization. In addition, once your intern has completed their program successfully, they will go back to campus and sing your organization’s praises, thereby increasing your brand recognition as well as the number of applicants. An internship program also helps with employee productivity, both by providing support to full-time employees who are freed to work on higher level projects as well as providing short-term support to staff. Interns can provide a fresh perspective on programs, processes and target demographics. They are an inexpensive resource for your organization that allows you to give back to your community through a strong alliance with local universities that will pipeline future employees right to your door. Internship programs are a win-win for all involved.

7 tips for Hiring Seasonal Employees indication of who will actually show up on their first day and what additional recruitment efforts you may need to launch. Orientation is also when you can complete the I9s, W4/K4, review policies, procedures, clocking in/out and basic training for the position. 3. Flexibility To be flexible is an increasing need for all. If the seasonal jobs are primarily high school and college students, there may not be a lot of flexibility in the schedule; however, consider flexibility in attire and some policies…i.e. reconsider cell phone use, etc 4. Bonus Consider a bonus to be paid at the beginning of next year if the team member returns. By Amanda Sterling
Finding good seasonal employees can be a very challenging task in all park and recreation departments. If department leadership does not take the time to recruit well for seasonal staff, difficulties will arise during busy seasons. Now is the time to plan out a well-constructed recruiting plan and hiring process. Here are 7 tips from Kristin Scott of Scott Human Resources about hiring Seasonal Employees: 1. Start early Why? If you wait too long, parents will have already encouraged their kiddos to have secured a position before summer is here. Is there risk? Sure, what if another job opportunity comes up that offers more or they have a bigger interest in- yes, it will happen, but you will likely be better prepared starting early. 2. Orientation! Implement an orientation date prior to the 1st official start date- this will give you a good
It is usually easiest and best to try and retain the same employees from year to year. They are familiar with expectations and are already invested in the success of your program and agency. Chris Umphres, Assistant Director/Sports Director from Great Bend Recreation Commission, says “GBRC likes to communicate with participants and staff already aware of the expectations that we require for quality seasonal employees. Word of mouth from the staff appreciation events help us recruit new workers that may already work well with existing staff... We have passed out ‘The Rec’ shirts, sweatshirts, jackets and cups from time to time as a little thank you to workers.” 5. Consider an Employee Referral Program Even with new hires….when we are seeking to hire 100+ employees, we offer the new hires a $50 referral bonus for anyone that joins the team based on their recommendation and is still employed in 90 days. Friends like to work together- yes, this has it pluses and minuses; but all in all, good for everyone. IF referral bonuses are hard to come by, consider a summer pass or a free snack or something that would be perceived of value. 6. Launch a social media campaign When the organization is promoting other events, make sure you reference the Available Jobs; weave in valuable information about
corporate culture, what “fun” will be had, what team members will “learn”- this year video employees having fun and save it for a Job Posting video for next year. 7. Consider a strategic recruiting strategy Not just the “standard”….you will need a multiprong approach. Advertise internally to current staff and ask for referrals, post with Indeed.com, post at local universities, schools and other votech schools, etc. Ask for the local news to make an announcement, consider adding a tagline to any other marketing or advertising you may currently be using/doing. Diann Henderson, Executive Recreation Director at the Great Bend Recreation Commission, says “we work closely with our high school and college to recruit talented students for our seasonal programs.... We brand the Great Bend Recreation Commission as a great place to work through social media, website, and audio marketing such as radio and electronic bill boards.” Every Kansas agency has its share of successful and unsuccessful hiring experiences. Jennifer Bennett, Marketing Manager for Emporia Recreation Commission, says “We are fortunate to have a university in our community so we attend a part-time job fair in August on campus every year. We also have an on-line job board where we can post openings.” Want to know more about what Kansas communities are doing or how to share your tips and ideas?
