THE ASSOCIATION REPORT
by Lawanda Curry and Jim Headley
STAY COOL THIS SUMMER, SCRPA! On April 1, 2017, Jim Headley celebrated 30 years with SCRPA. I am sure that he has many stories about what he has seen and done in those 30 years (and he is more than willing to share them). However, it got me to thinking about my career. As of May 19, 2017, I have officially been a Park and Recreation Professional for 20 years. WOW! Looking back over my career, I realize how BLESSED I am to be able to positively impact so many lives and in so many different areas. When I was a “young” student, my career goal was to work with inner city youth to make sure that they were on a cycle for success and not a cycle of poverty, drugs, or any other negative factor that is associated with the term “inner city.” When I became a member of the City of Rock Hill’s Parks, Recreation and Tourism Department, I was meeting my career goal at Boyd Hill Recreation Center. During my first summer, I was able to work with Camp Arc, a summer day camp program for youth and adults who have intellectual disabilities. I helped register some neighborhood students for their mainstreamed week. Watching the interactions between the students I was working with and the campers with special needs brought so much joy to my heart. I realized that recreation is truly about inclusion and I learned what the word “inclusion” meant to me – that I should make sure that everyone I come in contact with through my career should be put on a cycle of success. Now that I am with Greenville County Parks, Recreation & Tourism, I continue to impact lives through my career but with a broader mindset. Whether it’s physical or mental disabilities, race, economic status, or gender, recreation has always had the ability to bring people together and make sure that they are included. Little did I know that recreation would not only allow me the fortune to meet my career goal, but it would actually give MY LIFE greater purpose than I ever imagined. I LOVE RECREATION! In other news, please register for the annual Joint Conference in September. As part of the Education Committee, I know that there will be some great sessions available to all areas of the profession. The SCRPA Board is continuing to reach out to members and agencies to ensure that your needs are being met. Please check the website for upcoming events. Also, Jim and I had a lovely time at the annual Hospitality Day at the State House in April. I enjoyed meeting with members of the House and Senate and thanking them for their help with recreation and parks projects. It was amazing to represent our Association and see Jim in action on our behalf, making sure that we are INCLUDED. I LOVE SCRPA!

April 1, 2017 marked Jim Headley’s 30th anniversary as the executive director of SCRPA. Jim joked when recalling starting work on April Fool’s Day about whether the bigger joke was on him or the membership of SCRPA. It’s clear that Jim’s contributions are no laughing matter, and his impact on the profession is felt both locally and nationally. Over the past 10 years, I’ve worked with Jim on various committees so I thought I knew him a little. After sitting down and doing this interview I realized I didn’t truly understand all that he has done and continues to do for our profession. Jim and I spoke for over an hour, so the challenge here, as with editing any Association Report, is paring things down a little.
Background information on jim: Jim was born in Ottumwa, Iowa, which is best known for being the home of Radar O’Reilly from the TV show MASH. When he was four years old, Jim moved to Illinois where he grew up and later played three varsity sports for the Dunlap Eagles. Jim credits playing sports with helping him get his start in recreation. Jim played baseball, basketball, and football in high school. He earned the nickname Radar from his coaches before they even knew him to be from the same town. Once that word was out, Jim was officially Radar the rest of high school. Jim was the starting

left fielder and leadoff hitter for the baseball team and starting safety in football, but he describes his basketball prowess as somewhat limited. Ironically enough, it’s the limitations on the basketball court that may ultimately be responsible for Jim’s career in recreation and association management. When he decided to leave the basketball team to focus on football and baseball, the basketball coach approached him with a new opportunity. Jim was asked to be a student coach/ manager for the basketball team. His duties included coordinating road trips, preparing scouting reports, and performing other duties similar to those a sports information director would perform today. For road trips he would assist in travel arrangements, schedule meals, and do all the little things that needed to be done. Family is very important to Jim, and he made that clear. He is very close with brothers Phil and John along with his sister, Cathy Scott. In fact, every year Jim and his brother John make a trip to St. Louis for a Cardinals series. Also, about a year ago while he was recovering from knee replacement surgery, Cathy put her life on hold to stay with him and aid his recovery.
Getting Started In Recreation: Jim started out his college career as a business major, but after taking his first accounting class decided recreation was a better path. He was the student club president for the Iowa Recreation Council and served on Iowa Student Senate while in college and pursued an internship through NRPA. At that time, the only internship offered was one with the national conference and that’s not quite what he was looking
jim (center) with his parents at his college graduation
for. Jim wrote the national society for park resources branch of NRPA (similar to our parks branch) and the Recreation & Parks Law Reporter asking to get more involved. His efforts were rewarded as he was offered the first internship by NRPA in 1986, earning about $100 per week. Jim’s goal from the beginning was to be a public park and recreation director. He said, “I knew it’s where I wanted to go.” After the NRPA internship, Jim interned with the city of Bettendorf, Iowa before graduating from the University of Iowa in 1986 with B.S. degree in Parks and Recreation Administration. Jim was working fulltime for the City of Bettendorf when he got the call. Dr. Gina McLellan of Clemson University was looking for the first full-time executive director on behalf of the South Carolina Recreation and Parks Society (SCRPS). The past president was Debbi Wall of Florence and the current president was Jack Disher with the City of Columbia.
First Day on the Job: Jim became the first full-time executive director on April 1, 1987 with an annual salary of $18,000. The challenge was that SCRPS only had $16,000 in the bank at that time. He walked into his office with 7 boxes on the floor, an orange Trimline telephone, Cannon Copier, typewriter, and rolodex, with Jack Disher saying, “OK here you go.” In 1987, SCRPS had approximately 346 members and today it’s over 1100. The budget has grown to close to $400,000 and today SCRPA has in excess of $115,000 in reserves. Regardless of the budget, the orange Trimline phone, typewriter, and rolodex remain in the office as a reminder of how it all started.

jim’s Hobbies:
Did You Know?
Anything outdoors. Hiking, camping, sports, and time with family, friends. “I always love a good gathering,” said Jim.
Jim has visited 14 different countries. He has been to 45 of the 50 states and is checking off 3 more -- Vermont, New Hampshire and Maine -- next year. “Alaska and Hawaii are not too far in the future either.”
Something to be Proud of: In 1987, it was to have been 23 years old and the youngest serving executive director at the time. Also, today Jim is the second longest serving executive director in the country and is very well respected on a national level. Jim said, “I’m proud I could take something that a lot of people said would fail and succeed. And believe me, there were ample opportunities to fail.” Jim talked about being proud of association management and the depth of the work. According to Jim, “Creating and growing SCRPA has been an awesome experience! Nothing in life comes easy and starting an organization from scratch is a perfect example of that.” Jim knows everyone needs to be a little lucky at times too, saying, “Luck is where preparation meets opportunity.” While reflecting on his tenure Jim said, “Hands down the SC Lead program is by far the best shining example of what the association has done together! The best compliment we can receive is other people stealing our ideas, and now there are at least 4 states copying our program. This is what SCRPA has done to get the next generation of leaders ready. This is it!”
Favorite quote by an SCRPA President: “I didn’t realize all of what he did to make the association work” - Heard this from several presidents
Something Melissa says all the time: “Keep it clean! Watch your spelling! And she enjoys it when I’m out of the office so she has a break from my hairbrained schemes and ideas. Melissa is the backbone of SCRPA and provides me with lots of reminders on deadlines, etc.”
Favorite conference memory: “Most of the best ones can’t be printed. Landmark Hotel in Myrtle Beach was my first conference in 1987 and this conference provided the feedback that the membership wanted to move the conference around. It was the first time we exposed people to what other areas of the state were doing.”

JIM AND LAWANDA CURRY AS IKE AND TINA
Do you remember the Irish Car Bombs in Greenville? A past president wants to know… “Yes I do (laughs) and we’ll just leave it at that.”
What are your plans for the future? “Ultimate plans involve a couple people walking part of the El Camino trail in Spain. It starts in the Pyrenees Mountains south of France and runs all the way to the coast. It’s called the Way of St. James. Old pilgrimage trail at 500 plus miles.”
4 People to have dinner with: Bob Gibson, Lou Brock, George Patton, JFK.
Music to Listen to When No One is Around: “Several bad 80’s bands. The Blasters. Also, I don’t listen to New Kids on the Block anymore, but I used to.”
Any advice for whoever comes after you as the next SCRPA Executive Director? “Keep working hard and long. Always remember it’s never about you, it’s about the profession.”
Reflections
on a Transgender
Daughter
By Laurie Helms, Marketing Coordinator, Rock Hill Parks, Recreation and Tourism
When my colleague and friend, Patti Panetti, heard of the theme of this issue of SCRPA Magazine, she decided to share a very personal story – one that could help others understand a current issue. “Here’s what I want people to know: I have a transgender daughter,” Patti said. “It was not something I expected, and when she first told me, you could have knocked me over with a feather. “ A few years ago, during a very difficult conversation, Patti and her husband Ernie listened as, their oldest child, who they believed to be their son, described a feeling of inner conflict in elementary school. The feelings persisted and grew. Grace (previously known as Grayson) was now a junior in college and having this difficult conversation with her parents. She shared her reasons of how she came to the conclusion that she was not in fact the man that many believed her to be. (Note: Most transgender individuals prefer to use the pronoun of the gender they identify with, even when describing themselves in the past.) Grace was scared to tell her parents. She worried about what they would think and wondered if they would still love and care for her. This feeling is typical for transgender individuals. In fact, the rate of self-harm and suicide among transgender people is much higher than the general populous due to experiences or fears of rejection, disbelief, and exclusion. Grace’s fears regarding her immediate family were unfounded. They continue to love and support her, as do many friends. Patti admits that it has been difficult. For
example, some family members have not been accepting of Grace which has caused conflict, especially during the holidays. It’s been a learning process. By attending support groups and reading up on the topic, Patti and Ernie and their son, Coble, have learned the correct terminology and can converse without unknowingly saying something inappropriate. Grace doesn’t hold back and will call them out when they make mistakes. Honesty and sensitivity have been important factors in their conversations and relationships. “Sometimes life presents us with things we don’t expect. We just have to adjust and grow,” Patti observes. Patti’s also learned of the many challenges that transgender people face. People judging them by how they look and act. And imposing their religious beliefs on them. And debating and legislating issues like which public restroom they use. Regarding the restroom topic, some “hold it” for great lengths of time to avoid the situation. “People are fearful of what they don’t understand”, Patti says. True. It has taken our society a long time, and many struggles, to learn not to discriminate against various groups. Change involves not always taking things at face value, being open-minded, and educating ourselves. “Transgender individuals are simply people. They are our customers and we should treat them with respect as we do anyone else.” It’s not only our role as civil servants, but it’s the right thing to do.
Transgender terms:
• Transgender: A term for people whose gender identity, expression or behavior is different from those typically associated with their assigned sex at birth. “Trans” is shorthand for “transgender.” Transgender is correctly used as an adjective, not a noun. • Transgender Man: A term for a transgender individual who currently identifies as a man. • Transgender Woman: A term for a transgender individual who currently identifies as a woman. • Gender Identity: An individual’s internal sense of being male, female, or something else. Because it’s internal, gender identity is not necessarily visible to others. • Gender Expression: How a person represents or expresses one’s gender identity to others, often through behavior, clothing, hairstyles, voice or body characteristics. Learn more at www.nctequality.org, the National Center for Transgender Equality.
2017 Conference note: There will be a session during the Sept. 11 – 13, 2017 Carolinas Joint Recreation and Parks Conference called “Understanding the Development of a Transgender Inclusion Policy.”

INCLUSION & ACCESSIBILITY in South Carolina
Everybody Plays! By Kathy Kackley, Program Director, North Charleston Recreation Department
Finding affordable and developmentally appropriate field trips for students with exceptionalities in lower social economic areas was a huge challenge to me when I was a special education teacher. As a program team we have worked diligently to ensure our children’s events provide equal play opportunities for all children at no cost to the schools or families. Annually we have two festivals that take place during the school week at the same time each year. The consistent dates allow for schools to better plan for their field trips and to ensure all children, regardless of exceptionalities, are able to attend.
When planning the crafts, vendors and festival activities, we carefully choose activities and learning opportunities that are inclusive for the children and their peers. Examples include: painting projects with different sized paint brush handles, multisensory play activities and touch tanks at appropriate heights so a young child can reach them either standing or sitting in a specially designed wheelchair.
Charleston is honored to have a Mayor and City Council that approves a School Resource Officer (SRO) in all of our North Charleston schools. The SRO’s are in the schools daily and have built relationships with the students, families, teachers and administration. Under the leadership of Lt. Kathleen Love, the SRO’s graciously agreed to be a part of our Children in Chairs initiative.
North Charleston Recreation Department has teamed up with the North Charleston Police Department to provide a better quality of programming for our citizens. In addition to assisting our children with exceptionalities during the festival, our police department provides many educational experiences with police vehicles, the SWAT team, air patrol and McGruff the Crime Dog. The City of North
The Children in Chairs initiative was implemented to assist teachers who attend our events with multiple children in wheelchairs. Due to the fact parents in lower social economic areas are often not able to miss work to attend field trips, additional support is often needed to ensure that the children can navigate and experience the festivals.

Children in Chairs provides a uniformed
officer for each child on the day of the event. The SRO’s meet the students at the bus, help them unload and help them navigate the event throughout the day. This support allows teachers to use the student’s communication devices and engage the children in play. As we observed the festivals the first year, we realized there are several groups with many different exceptionalities that could benefit from assistance to fully engage in the fun learning experience. What started out as a solution to one accessibility obstacle has now resulted in a solution to many often unrecognized barriers. Our program has expanded to include all students with exceptionalities and all units of the police department facilitating play for children by pairing an officer and a child for the festival play. The support from the officers allows for children to play in the sand pit out of their chairs, engage in physical movement in the inflatables and many other opportunities with their peers at the free festivals.
Partnership at the Park - Expanding Opportunities For Those With Disabilities By Bre Cantrell, Athletic Program Coordinator, City of Aiken Parks, Recreation and Tourism

than 180 individuals ages 6-88 with disabilities throughout the central Savannah River area. The City of Aiken Athletics Division originally had two 6-week Buddy programs. Buddy Baseball and Buddy Soccer were available for those with special needs ages 6-18. Our partnership with the RECing Crew has not only allowed us to expand the ages of our participants but also enhance the number and variety of programs available. Aiken currently has Alley Cats (bowling), Art Ability (music and crafts), T-RecS (Tri-Recreational Sports) Baseball, T-RecS Basketball, and Cruisers (social outings/events). Aiken is also in the process of starting a Jazz Funk Class program with a local dance studio. There has been an overwhelming outreach by the community to get involved and volunteer, which was a key component in getting the program to where it is today. Each program relies on volunteers to help out participants. Volunteers can be found helping push a wheelchair, holding a hand, swinging a bat, giving direction or just simply cheering on the participants. Local organizations, clubs, and businesses such as UPS, Bridgestone, SRS-AMP, the University of South Carolina-Aiken baseball team, the Serteen Club at South Aiken High School, Strikehouse Bowl, and United Way have reached out to support these programs volunteering each year. Player’s families, friends, and community members all come out to support and assist each week. This partnership has been a great success and has improved the City’s Buddy Sports Program significantly.
Hanahan Robotics: Programming for the Future By Doug Rogers, Recreation Division Chief, Hanahan Recreation and Parks
Not every child plays sports. With this simple notion in mind, the City of Hanahan’s Recreation and Parks Department has embraced a very unique program that stimulates the minds of young people while still allowing them the opportunity to compete on a team. Partnering with FIRST Lego League (FLL), the Hanahan Recreation and Parks Department coordinates young people ages 9-14 to build and compete with autonomous robots! Hanahan’s Recreation and Parks Department is a small department located between North Charleston and Goose Creek, South Carolina. It is minimally staffed with only four full-time recreation specialists and serves a diverse community of over 20,000. The Hanahan Robotics program was adopted in Hanahan in 2013 as an alternative for young people who were not involved in traditional recreational sports programs. It has allowed the Hanahan Recreation Department to tap into a demographic not typically included in standard recreational programming. As a S.T.E.M initiative (SCIENCE, TECHNOLOGY, ENGINEERING and MATH), FIRST Lego League invites participants to form teams to research a real world problem and are challenged
Summer 2017 • SOUTH CAROLINA Recreation and Parks 11
to find and present a solution to that problem. They are also required to design, build and program a robot using LEGO MINDSTORMS software and then compete on a table top-playing field. No easy task considering that the build season is only eight weeks! Since the inception of the FLL Robotics Program in Hanahan, the popularity and success of the program has been immediate and overwhelming. Typically there is a waiting list just to make it onto a team, and in the three years alone, Hanahan teams have either won or placed second at the South Carolina East FLL Robotics Championship. They also have a two-time state champion robotics coach of the year on staff. In 2016 the ‘EngiDeers’, an all-girls team from Hanahan, dominated and won the South Carolina East State Robotics Championship and were sent to represent the state in the World Festival and Championship which was held in April in Houston, Texas. At the World Championship, they competed against teams from all over the world. The team did well and even took home an award in the Core Values category! The projected long term success of the Hanahan Robotics program and the positive impact it has on the community are evident. The program is designed to help young people develop a stronger interest in the science and technology. The end result indicates that more young people will enter science, technology, engineering and/or math fields.
If the past four years is any indication, the Hanahan Robotics program has a bright future. In that very short time, Hanahan robotics has produced several championship teams and is now often considered as the hub for S.T.E.M. robotics in the state. Teams from all over South Carolina come to Hanahan to compete and learn.
Fun Without the Sun By Elizabeth Johnson, Park Ranger, South Cove County Park, Seneca, SC.
Few things bring visitors to a park in greater numbers than a beautiful summer day, but for some guests, the very sunlight others are enjoying can be harmful. Photosensitivity is sometimes called a “sun allergy,” though it can refer to many different painful reactions caused by exposure to sunlight. Photosensitivity is a life-changing diagnosis that makes living an active lifestyle extremely challenging. With a few adjustments, however, we can make our parks more accessible to people facing this unique challenge. One way we can do this is to create programs that take place at night. “Full Moon” events (activities such as hikes, paddling, and nature walks) can all be conducted by the light of the full moon and gives visitors the opportunity to enjoy parks from a new perspective. Programs about astronomy, constellations, or nocturnal animals are also well suited for nighttime. Campfire talks and movies in the park
are fun events that bring the whole family together at night. Another way to make parks more accessible is to make structural and procedural changes to make the park available after dark and provide shelter during daylight hours. Perhaps the simplest way to include those with sunlight sensitivity is to keep the park open after dark, even if it is only on certain days. Adequate lighting at recreation areas and along trails can increase safety and make these facilities feel welcome at night. Shade trees provide beautiful natural protection, but they can take many years to grow and may not offer shade in the winter. Sun sails can provide attractive, low maintenance sun protection when large areas are in need of coverage. Add pulldown UV-protected sun shades to existing picnic shelters and porches and provide shaded areas at outdoor classrooms and playgrounds to make these areas more accessible. Remember: the taller the height of the shade structure, the further away the shadow will be cast when the sun is lower on the horizon. This means that taller structures will also have to be wider to provide adequate coverage. Lastly, parks must make the public aware of the accessibility options that they have available. Reach out to support groups, patient advocates, and local doctor’s offices to provide them with literature highlighting your accessibility options. Not every park is going to be in a position to build expensive structures, but with some creativity, a previously inaccessible area can become a haven for those who must seek their recreation outside of the sun.

the common problems between Pete and other golfers when I began working with him,” said Boykin. “From the practice swing to actually hitting the ball, golfers struggle with consistency in their form and contacting the ball. Pete does as well, but he is more in tune with his balance, weight shift, and how it felt once he hit the ball, which is different and fun to work with.” Boykin serves as Peter’s eyesight guide as he goes through the course, giving him recommendations on which club to use, sharing the approximate distance, teeing up his ball, and giving him feedback afterwards. “I carry his bag and he holds onto my shoulder as I guide him through the course. It’s a cool scene for others to see,” stated Boykin.
program where participants learn the basic rules, fundamentals, etiquette, and skills of golf. The Charleston Municipal Golf Course, along with PGA HOPE, Special Olympics, and many other organizations in the Charleston area realize that it’s more than just the game of golf; it’s creating an accessible and inclusive opportunity for anyone to participate and build relationships through the positive experience of golf.
The Exceptional Equestrians program at the Greenway serves area children and adults with special needs, offering them the opportunity to ride horses through the trails and practice techniques in the riding ring. The program was created in 1982 by Anne Springs Close, Greenway founder and namesake, who fostered a partnership with Rock Hill Parks, Recreation & Tourism (PRT) to offer therapeutic riding for local children and adults with disabilities. The program now includes participants from the Fort Mill School District and Rock Hill PRT. Participants attend every week during the season, building up confidence and making friends along the way.
In addition to working with a golfer who is blind, the Muni holds events throughout the year for PGA HOPE Charleston (Helping Our Patriots Everywhere), an organization that works with veterans with injuries or disabilities and teaches them the game of golf. This organization provides support and mobility for veterans with injuries and disabilities, giving them access to be included in an active, social golf program. Prior to their PGA HOPE event this summer, the Muni will be getting an adaptable golf cart called the Solo Rider, which is specifically designed for players with disabilities. The cart stands the player up and swings out, giving them the opportunity to take a clean swing while having the support of the cart. Additionally, Special Olympics, our Therapeutic Recreation department, and the Muni team up for a Unified Golf

“There are many advantages to riding horses, both physical and mental,” said Scott Wentzky, Special Populations Supervisor with the City of Rock Hill. “I have a student with severe cerebral palsy who can only loosen up on a horse - the rocking motion gives him relief from his symptoms. Most importantly, it just gets them out so they’re able to socialize and make friends with each other and with the volunteers. Coming out, meeting new people. You can’t beat that.” The Exceptional Equestrians program has been a staple on the Greenway since its inception in the early 1980s, serving thousands of kids and adults. It is one of the most heavily requested volunteer programs, with 50 volunteers each participating three days a week for six weeks throughout the fall and spring. Volunteers participate as horse leaders or side walkers, stabilizing the rider and providing an extra degree of safety and encouragement. Key staff members are also trained by the Professional Association of Therapeutic Horsemanship (PATH) International to manage equineassisted activities and therapies for those with special needs. To learn more about the program or to volunteer, visit ASCGreenway.org.
One of CCPRC’s valuable lessons learned is that its resources need adapting, not the participants.
Accessibility and Adaptive Concepts Growing at Charleston County Parks By Tracey Moser, Marketing Manager, Charleston County Park and Recreation Commission
Park and recreation programmers are continually challenged to find new ways to be more inclusive of the population which they serve. The challenge of inclusion is difficult, though, as agencies struggle to stretch a dollar. No group has been impacted more by this than those with special needs. While the Charleston County Park and Recreation Commission (CCPRC) has always strived to be inclusive of those with special needs in regularly offered programs, providing opportunities for that same population to recreate as a peer group has been an undertaking initiated only a few years ago. The agency has learned valuable lessons and gained much insight from other recreation departments with established programming and from partnering with companies that provide services, such as the Disabilities Board of Charleston. Another valuable commodity is the participants themselves. One of CCPRC’s valuable lessons learned is that its resources need adapting, not the participants. One area in which the agency has invested is archery equipment. The agency is now able to provide quality archery experiences for those with physical challenges, such as cerebral palsy, and has even ignited passions for people to compete for spots within the United States Paralympics.

CCPRC has found ways to adapt their existing resources. Creative programming provides after-hours waterpark access for those with cognitive and physical limitations, their caregivers, and their families. Fishing piers are transformed into dance spaces on select nights. The paved parking lot at James Island County Park has become the site of an annual Adaptive Recreation Expo, perfect for utilizing moveable goals for a wheelchair basketball court or using an adjustable net for pickle ball. It is not about individual limitations. It is about how to adapt resources and programming to make them more accessible to the special needs community.
Newberry’s Accessible & Inclusive Play Areas Project By Scott Sawyer, Director, City of Newberry Parks, Recreation and Tourism Department
The City of Newberry Parks, Recreation & Tourism Department recently formed a Recreation Accessibility Team to help support the department’s “Newberry Accessible & Inclusive Play Areas Project”. The Team is made up of local parents with special needs children, special needs workers from Newberry County Memorial Hospital, a representative from Able South Carolina and members of the Newberry County Disabilities and Special Needs Board. The “Newberry Accessible & Inclusive Play Areas Project” consists of the installation of inclusive swing seats at Marion Davis Park and Mollohon Park as well as the installation of two wheelchair accessible swings at Marion Davis Park. The wheelchair accessible swings will be the first installed in Newberry County. While the inclusive swings have been installed, the wheelchair accessible swings have been a lesson in the minimal advances the U.S. playground industry has made in
providing a quality experience for special needs persons. As a result, it is likely that the wheelchair accessible swings installed at Marion Davis Park will be the first of their kind in the United States. Beyond the completion of the project, the Recreation Accessibility Team will seek ways to continue to make the City’s existing parks accessible and to plan for all new play areas to meet the needs of the Newberry County special needs population. In addition to the efforts by the Parks, Recreation & Tourism Department, the City’s Police and Fire Departments have worked with the local special needs community. That work led to the S.C. Commission on Disabilities and Special Needs selecting the City of Newberry as the 2016 recipient of the Silver Palmetto Award. The award is presented annually “to the South Carolina City or town that made the most outstanding contribution to people with disabilities the previous year.”
Reaching More Participants for Learning and Fun By Laurie Helms, Marketing Coordinator, Rock Hill Parks, Recreation & Tourism
As Rock Hill Parks, Recreation and Tourism (PRT) facilities and programs have grown over the years, we’ve looked for more ways to offer experiences to populations who are economically challenged and to those with intellectual disabilities. Not only have the experiences been positive for participants and their families, but it’s been a great opportunity for different areas of our department to team up and work together. Our Tennis Center staff and A.L.L. Outdoors (Active Learning and Living) staff have each provided meaningful learning experiences to summer campers at the Emmett Scott Recreation Center. These activities have included tennis lessons, bike safety training and environmental science at least once per week. Campers may not otherwise get to enjoy such experiences due to economic and/or transportation circumstances. By building these activities into a low-cost camp and bringing the staff and equipment to them, we ensure fun and challenging experiences that help each participant grow over the course of camp. As another initiative, our A.L.L. Outdoors staff and the Center Supervisor at Boyd Hill Recreation Center have worked together to provide cycling programs
Swings are part of Newberry’s accessible and inclusive play areas project.
to children in the Boyd Hill area. These children typically learn to ride a bike at a young age because walking and cycling are their main modes of transportation. Families living in this lower socioeconomic area may not have access to a car. Having the opportunity to ride on the Giordana Velodrome, Novant Health BMX Supercross Track and mountain bike trails has been a new and thrilling experience for these children. PRT provides transportation to the sites and loaner bikes, if needed. Children continually ask to ride again at these venues since they’d never experienced the bowl at the Velodrome or the hills at the BMX track before. Riding at these venues expanded their cycling experience and provided them with healthy, fun and challenging opportunities. Cycling has also been a way to reach out to 100+ children and adults with disabilities. Through PRT programs, elementary aged children have become more comfortable on bikes, progressing from riding on the grass to completing an
obstacle course. 80 percent of the children went from working one on one with an adult to riding 20-30 feet unassisted. Teachers commented that for many of the children, this is their first opportunity to ride a bike. The majority of the children have autism and following directions is a difficult task. Pedaling, steering and balancing are challenging enough as separate tasks, but when they can accomplish all three at the same time … what an experience and new skill it is for them! Adults with disabilities have also been thrilled by the new experience of riding the BMX track and mountain bike trails. Several were even able to ride down the start hill on the BMX track! These programs are important ways that PRT supports one of the City of Rock Hill’s Strategic Plan intiatives: “Working to foster social, racial, and cultural acceptance and promoting community inclusiveness by identifying, planning, and participating in events that promote diversity and inclusiveness.”
