Our Mission: The New York State Recreation & Park Society (NYSRPS) is the principal organization advancing the value of parks, recreation, and leisure services through professional development of its members and citizen engagement. NYSRPS has served the leisure service industry for more than 75 years as an independent, nonprofit, public interest, professional membership association dedicated to the following: • To function in such a manner as will further the interests of the leisure service movement, its professionals and leaders in voluntary, public, private, and commercial agencies. • To promote principles and standards for the improvement of leisure services and to encourage studies and research in professional relations. • To affiliate for our mutual benefit and cooperation on local, state, and national levels, and with those organizations in similar or related fields. • To educate the public in regard to the principles and goals of the leisure service industry. • To assist in the advancement of the leisure services, recreation and parks, and environmental conservation fields. • To study legislation pertaining to the leisure services and further that legislation which is in the public’s best interest. • To provide opportunities for professional growth of individuals employed in the leisure service industry. • To develop a public awareness of the necessity of recreation as a vital part of life. • To stimulate a widening interest in leisure services in local communities and statewide through conservation and development of leisure resources. From the Executive Director I am very proud to report the state of our State Society is strong and 2019 is here to enjoy the fruits of our labor! Hello NYSRPS Member, I will keep this letter from my Director’s desk brief as I would like you to spend the precious moments you have to enjoy this season’s VOICE magazine reading the articles and reviewing the incredible REC Summit conference program information within. When I began serving as the official Executive Director there was much to do in terms of updating our processes and founding documents to make this association as streamlined and efficient as possible. I am very proud to report the state of our State Society is strong and 2019 is here to enjoy the fruits of our labor! With the passage of our Constitution and Bylaws in 2018, NYSRPS has significantly improved systems of operation for committee work. Board officers responsible for committee oversight now act as liaisons so approximately every 60 days the NYSRPS Executive Board is updated on the efforts of our volunteers. Committees of the five core services in particular are working hard to enact the goals and objectives identified in last year’s
Strategic Plan update. The new membership management system is in full operation so please log into your Member’s Only account if you have not done so yet. As the saying goes, many hands make light work and on behalf of the staff at the Society office thank you for participating as a member, and or committee volunteer. The most exciting news at this moment though is the NY REC Summit planned for April 7-9, 2019 in Lake Placid, NY. If you have not yet reserved your lodging and registration, do so now! This three-day event will be a collective effort by both NYSRPS and our friends at NYSTRA; two annual conferences celebrated as one. Together an impressive program with over 100 presenters has been developed, rounded out by an equally enjoyable evening program. I would like to extend a very special thank you to our Program Partners for this year’s REC Summit including the New York State Office of Parks, Recreation and Historic Preservation, New York State Department of Health,
New York State Department of Environmental Conservation, National Recreation and Park Association, American Camp Association, Paul Smith’s College, and the Association for Health, Physical Education, Recreation and Dance. This all for one effort is emblematic of what our agencies pursue each and every day to make NY State a great place to live, work and play. As always, thank you to you our NYSRPS members who put 100% into your profession. It is because of you and/or your love of the Society that makes leading this association so enjoyable. I am thrilled we are a not-for-profit and a zero-net gain at the end of the fiscal year is the objective. Reinvesting in our people and programs, returning back to you completely what you put in, is my goal and I could not be more honored once again to wear the badge of Director for the New York State Recreation & Park Society. IN MEMORIAM: GRAHAM SKEA | 1928-2018
Sharing Memories of Graham Skea By Pat Urquhart
It is very strange to be sitting down to share some personal memories of Graham Skea who passed away September 26, 2018 with his family at his side in Middletown, NY at the age of 90. Graham was a true giant in the parks and recreation field and a mentor and good friend.
course, tennis courts, boating pond, night skiing and a horse riding ring.. In 1971, he pushed the county to purchase the 648 acre Warwick Park,, the future site of of Hickory Hills golf course. In 1975, he secured the donation of the 1768 Brick House in Montgomery, Between 1977 and 1983 Graham worked with the Orange County Citizens Foundation to buy the former D&H Canal from 30 owners. In 1990 he began the arboretum.
Graham graduated from East Orange High School and enrolled in Seton Hall University which he attended on a basketball scholarship for two years before enlisting in the US Navy. Following his honorable discharge he completed his English degree at Upsala College where he continued to play basketball. He captained his high school and college teams. After graduating from Upsala College in he went to work for the East Orange Recreation and Parks Department moving into the Assistant Supt. of Recreation position. Five years later he was promoted to Supt. of Recreation and won awards for his creative touch in the playgrounds, At that time I was attending Upsala College and worked part time for the East Orange Recreation Dept. I was on the playground developing programs at the East Orange Oval and Columbian playgrounds. I remember seeing his wife, Shirley, coming by to visit Graham, pushing a carriage with some of their 6 children In those days we had to wear green dresses as uniforms making our own! The big word out was to be careful not to be sitting down on the park benches when we were supposed to be involving the kids in programs, Graham was known to show up unexpectedly and observe the staff from behind bushes at the entrance!! Graham was excellent in guiding us and encouraging us to be creative, Thus I produced many playground festivals and shows. This was a base used frequently in my later career in the City of Syracuse Parks Dept. and Town of Manlius Recreation Dept.
During these years he would send me newspaper articles and kept encouraging me in my career and catching up at New York State Recreation and Park Society conferences now and then. We both were active in NYSRPS roles over the years, and it was my pleasure to nominate him and to present his award for Distinguished Service. Then in 1991 I was honored to receive the Distinguished Service award which he presented to me. In 1967 Graham accepted a position as Commissioner of Orange County Parks and moved his family to Montgomery, NY. My husband and I and two sons were living south of Boston where I was teaching and working part time for the Norwood, Mass. Parks and Recreation Dept. My husband was transferred to Syracuse for his business. After we got settled, I went to work for the Syracuse Parks and Recreation Dept. part time. I lost track of Graham until around the early 70’s at a conference in the Catskills which I attended with the group from city parks. In the meantime Graham was busy getting to work in Orange County making plans to preserve open space, In 1969 he secured the donation of the Thomas Bull homestead and 169 acres, founding the Hill Hold Museum and increasing the the future Thomas Bull Memorial to 652 acres. Between 1967 and 1973, he oversaw numerous new programs and offerings at Thomas Bull, including a day camp area, golf

In 1995 Graham pushed for the establishment of the Hudson River Park. In 2003 he oversaw the acquisition of the 67 acre Blackburne farm, adjacent to Thomas Bull and the county takeover of Crestview Lake in New Windsor. Graham retired in 2005 leaving a parks system that had grown to over 3000 acres including hiking trails, historic sites, arboretum, parks and a ski lodge which was renamed the Graham Skea Parks and Recreation Center. During these years Graham paved the way for me in the state society introducing me to so many. We were both on the Mid Atlantic Regional Council and active with the National Recreation and Park Association receiving awards. So many from that era as Joe Caverly, Joe Conway and Joe Davidson were many I was privileged to meet and know because of Graham Skea. He dedicated his life to bettering the lives of residents of East Orange, NJ and and Orange County, NY.

Jim has lived in Lake Placid since 1961 and has worked in the radio business for 50 years. He played a big role in bringing the Olympics back to Lake Placid in 1980 by serving on the Process & Organizing Committee as Chairman of the Protocol Division. Jim accumulated a wealth of knowledge from this experience and in 2003 began giving tours to people “because there is just so much to tell!”. New York State Association for Health, Physical Education, Recreation and Dance (NYS AHPERD) Since its inception in 1924, the mission of the New York State Association for Health, Physical Education, Recreation and Dance (NYS AHPERD) has been to support, encourage, advocate for and promote physically active and healthy lifestyles through school programs in health education, physical education, recreation, and dance. We provide teachers with the knowledge and skills to instill in their students the understanding necessary to examine alternatives and make responsible health-related decisions; such decisions include physical activity as a foundation for a healthy, productive, and rewarding life. Our commitment to the relationship between physical activity, health, and academic achievement is the foundation of the services we provide. We operate statewide through an 11-region structure, each with a president and executive board. The Association’s state-level leadership consists of a 9-member board of directors who ensure fiscal responsibility and a 28-member executive council who approve policy. We service a community of over 12,000 teachers and administrators in public and private schools, coaches, higher education professionals and future professionals. Elaine Ciccone Hage’s K-12 Education was completed in Utica N. Y. She received an Associate of Arts degree in Math-Science SUNY at Herkimer Community College and a B. S. degree from SUNY at Brockport in Physical Education and Biology with a NYS teaching certification in K - 12 and Adaptive Physical Education. Elaine completed post graduate work at SUNY at Cortland in education for a N. Y. S. permanent teaching degree in Physical Ed K-12 & adaptive P. E. Elaine taught P. E. and coached for Utica City Schools from 1973-2007. Outdoor Education has always been great interest to Elaine’s; a passion shared with her students and the school community of adults, creating outdoor curriculums for all seasons throughout her career. Elaine began teaching fitness classes 1976-79 at Mohawk Valley Community College continuing Ed program, which led her to open Elaine’s Fitness Studio in 1980. There, Elaine offered life time fitness activities both in and outdoors. Each season provided different venues: water fitness-dancing in a pool, Nordic skiing, snowshoeing, dancing and destination hikes.
Following her career in public education, Elaine was hired by a private family foundation to help develop the Black River Outdoor Educational Program (BROEP) located near Boonville N. Y. Their mission was to connect school age students to the outdoors through aerobic lifetime activities and create awareness in stewardship for the environment. She began in Spring of 2008 and is still there today. Over 12,000 students and teachers have participated from Central N. Y. Elaine’s vision for a sustainable program was to align state academic standards with each visit while students and teachers were hiking, biking, paddling, skiing or snowshoeing. Partner Statement NYSPR Society represents all parks in New York and markets events to populate the parks. AHPERD represents every school district in New York State and promotes healthy lifestyles satisfying learning standards through curriculums in Health and Physical Ed. Outdoor Education. Every student is mandated to schedule Physical Education and Health. Could we generate conversations to brainstorm how schools can align academic lessons while moving in outdoor classrooms held in New York State parks. Our organizations overlap. We have the ability to motivate all populations to enjoy our parks during their leisure time through school initiatives. The question won’t be when are you going for a hike in a park but rather what park are you hiking this week. Generating the mindset to routinely hike trails can develop into a positive addiction while exploring the vast trail systems of the New York State Parks.
New York State Department of Environmental Conservation (NYS DEC) The New York State Department of Environmental Conservation’s mission is to conserve, improve and protect New York’s natural resources and environment and to prevent, abate and control water, land and air pollution, in order to enhance the health, safety and welfare of the people of the state and their overall economic and social well-being. The DEC’s goal is to achieve this mission through the simultaneous pursuit of environmental quality, public health, economic prosperity and social well-being, including environmental justice and the empowerment of individuals to participate in environmental decisions that affect their lives.

2019 REC SUMMIT Partner Profiles Laura DiBetta is Director of Outdoor Recreation at the NYS Department of Environmental Conservation, overseeing the agency’s Adventure NY initiative launched by Governor Andrew M. Cuomo in 2017. Through the Adventure NY initiative, DEC is expanding access to healthy, active outdoor recreation; connecting people to nature and the outdoors; protecting New York’s natural resources; and boosting local economies. Partner Statement The NYS DEC / NYSRPS partnership aligns two like-minded organizations together. Everyone deserves a clean and healthy natural environment, especially in parks and open spaces. The DEC provided tools and guidelines for Parks and Recreation agencies to assist in providing environmental quality which helps us all.
Partner Statement Creating Healthy Schools and Communities (CHSC) is a coordinated, multi-sector initiative designed to increase access to healthy, affordable foods and opportunities for daily physical activity in high-need school districts and their associated communities. Twenty-five grantee organizations around the state work with a variety of partners to achieve these outcomes. Collaboration between local CHSC grantees and parks and recreation professionals can result in the initiation or expansion of strategies to support food service guidelines at parks and recreation centers or facilities in a variety of venues leading to the availability of healthier food and beverage options for the public. Collaboration opportunities also exist within local municipalities to implement or enhance existing Complete Streets policies and changes that will lead to increased connectivity and access to parks and recreation centers and facilities resulting in greater use and participation, increased opportunities for active transportation, and overall increases in physical activity.
New York State Department of Health Division of Chronic Disease Prevention (NYS DOH) The New York State Department of Health Division of Chronic Disease Prevention implements evidence-based, evidenced-informed, and innovative public health strategies to support New Yorkers to live healthier lives and eliminate health disparities by reducing the incidence and burden of chronic diseases and conditions (e.g., heart disease, stroke, cancer, obesity, diabetes, asthma, arthritis,) and their associated risk factors (poor nutrition, physical inactivity, and tobacco use). Our mission is to enhance opportunities for all New Yorkers to live more healthful lives by implementing integrated initiatives to promote policy, systems, and environmental improvements that support health in all places where New Yorkers live, play, work, and learn. Dan French is the program manager for the New York State Physical Activity and Nutrition Program and the Creating Healthy Schools and Communities Program in the Bureau of Community Chronic Disease Prevention. Dan works with a talented team of program and evaluation experts and local-level grantees to develop, plan, implement, and evaluate a variety of evidence or practice-based physical activity and nutrition strategies that impact all people across the lifespan. Dan has a passion for physical activities of all kinds and especially enjoys recreational experiences that benefit both the body and mind. His favorite place to participate in year-round outdoor activities and entertainment is the Saratoga Spa State Park.
New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP) The Mission of the Office of Parks, Recreation and Historic Preservation is to provide safe and enjoyable recreational and interpretive opportunities for all New York State residents and visitors and to be responsible stewards of our valuable natural, historic and cultural resources. Core services include providing properties and programs and multiple types of outdoor recreation and cultural education: hiking, camping, boating, golf, events, programs, historic preservation as well as providing technical assistance with historic preservation. Michael Wise has been with New York State Parks for over 30 years. As Director of Energy & Sustainability, he oversees large scale renewable energy, energy efficiency, clean fueled vehicle, recycling and water conservation projects. His two most recent projects, the complete ban of plastic pollution in the park system and the solarization of all State Parks by 2030, demonstrate a commitment that goes beyond conventional thinking. His work has earned him the Environmental Protection Agencies “Clean Air Excellence Award” and the Department of Environmental Conservation’s “Environmental Excellence Award”. His approach in bringing an innovative and a business-approach to energy and environmental projects, as well as training staff to create an internal culture of energy efficiency and sustainability has become a national model. 2019 REC SUMMIT Partner Profiles Caitlin Tremblay is a Sustainability Coordinator at New York State Parks. In this role she manages projects across the state including solar installations, water conservation and run-off projects, recycling and composting programs, energy training programs and more. Caitlin’s interest in sustainability started with working on a small organic farm; now, in her spare time she is the Sustainability Chair for the Troy Farmers Market, where she works on waste management and sustainable procurement for the market. Partner Statement The New York State Office of Parks, Recreation and Historic Preservation is a natural fit in partnership with the NYSRPS and 2019 Rec Summit. The Office offers State Parks and Programs that are accessible to all areas of the state which can be accessed by individuals in local jurisdictions or used as partnering opportunities for local Park and Recreation professionals.
Paul Smith’s College Paul Smith’s College offers 20+ degree programs in a hands-on learning environment. New York State Enacts New Laws to Combat Sexual Harassment in the Workplace Impact Interactive, LLC offers a unique approach to anti-harassment training On April 12, 2018, Governor Cuomo signed legislation requiring all NYS employers to adopt written sexual harassment prevention policies and institute annual anti-harassment training for all NY employees by October 9, 2019, after which training must be provided on an annual basis. Beginning in January 2019, all state contractors must submit an affirmation that they have a sexual harassment policy, and that they provide annual training that meets or exceeds state standards to all of their employees. NYS provides detailed information about the new legislation and its requirements on their website, including model sexual harassment policies and training materials. https:// www.ny.gov/programs/combating-sexualharassment-workplace Employers who wish to implement their own policies and/or training programs can do so as long as they meet the following standards:

• inform employees of their rights of redress and all available forums for adjudicating sexual harassment complaints administratively and judicially • clearly state that sexual harassment is considered a form of employee misconduct and that sanctions will be enforced against individuals engaging in sexual harassment and against supervisory and managerial personnel who knowingly allow such behavior to continue • clearly state that retaliation against individuals who complain of sexual harassment or who testify or assist in any investigation or proceeding involving sexual harassment is unlawful
While the new laws are certainly a step in the right direction, a 2016 EEOC report concluded that training fails as a prevention tool when it focuses too heavily on avoiding legal liability. Likewise, while on-line training may be cost effective, it’s easy to check out and disengage from a computer. Live training that goes beyond definitions and policies and provides opportunities to share experiences and develop empathy are more promising. The Inclusive Recreation Resource Center, headquartered at SUNY Cortland, is entering its 12th year of service to the profession and to people with disabilities and their families. Our mission, to help ALL people play wherever they choose, continues to guide our work and help the Center develop services and products that will foster inclusion in recreation. Over the past year, we have fine-tuned existing training, developed new training, and developed app-based products that help professionals in the field implement inclusive services. This article will highlight these new developments and ways you can use them at your agency.

The Inclusion Ambassador Training Online is an exciting and fun way for staff and others to earn certificates and badges as they learn how to promote inclusion. At the end of the 3-hour online training, students receive a certificate of completion and become an Inclusion Ambassador. The training is fun, interactive, and educational. A teenager with Down syndrome, Jess, guides students through the six units in the training via animated cartoons. Social media is used to post optional experiential projects and activities. After extensive piloting, the training is now available free of cost to any Certified Inclusivity Assessor (CIA) who has completed Inclusion U Online. A CIA can invite as many people as they would like to complete the training for free. The ideal way to use this training in parks and recreation agencies would be to have full-time staff, or at minimum, inclusion coordinators, complete Inclusion U Online, then mentor part-time, seasonal, or volunteer staff in completing the Inclusion Ambassador Training. Since the online training can be done anywhere at your own pace, supervisors can just ask staff to provide them with a copy of their Certificate of Completion. Several agencies are now using the training, and the feedback has been highly positive.

Inclusion U Online
The CIA App is available for all Certified Inclusivity Assessors. You can download the app for free, then use your CIA login and credentials to use CIA App icon the app. The CIA App allows certified inclusivity assessors to complete the Inclusivity Assessment on their mobile devices, then sync the inclusivity assessment to the online recreation database on the IRRC website. The app makes it easier to complete inclusivity assessments in the field.
Inclusion U Online is a 10-hour training that teaches you how to be a Certified Inclusivity Assessor. In Inclusion U Online, you will learn the foundations of inclusion and how to use the Inclusivity Assessment Tool. Inclusion U Online has nine modules. For each module, you take a quiz to advance to the next module. At the end of the nine modules, you take the Inclusion U Final Exam to show that you have gained the knowledge and competency to be a Certified Inclusivity Assessor (CIA). You are then able to complete inclusivity assessments, using the Inclusivity Assessment Tool. You will be able to add your inclusivity assessments to the IRRC online recreation database.
The IRRC Recreation Finder App The IRRC Recreation Finder App is available to the general public for free. This app provides descriptive information about Recreation Finder App icon the inclusivity and accessibility of recreation areas in a searchable database. You can find the recreation nearest you with the activities you want to do. Each entry in the comprehensive recreation database includes descriptive information about inclusivity and accessibility for people with disabilities. The comprehensive database contains hundreds of recreation areas with information collected by trained and certified inclusivity assessors.
Upon successful completion of the Inclusion U Online training, you will be able to print out your CIA Card and a Certificate of Completion. In order to receive 1.0 Continuing Education Units (CEUs) for Inclusion U Online, you mail a copy of your Certificate of Completion, along with the CEU fee to NYSRPS. NYSRPS provides CEUs according to the guidelines of the IACET (International Association for Continuing Education). Inclusion U Online is also CE PreApproved by NCTRC for CTRS recertification. Well over a thousand people have completed Inclusion U Online to date, from all over the U.S. and Canada. Though most register as individuals, some took advantage of the group rate package, a cheaper staff training option, described on the website. In addition, many university students participated in Inclusion U
Online, with professors having an enhanced role to track student progress. Universities include SUNY Cortland, Ithaca College, TC3, University of Wisconsin – La Crosse, University of Wisconsin – Stevens Point, University of South Alabama, SUNY Upstate Medical, Syracuse University, Clarkson University, Arizona State University, Full Sail University, St. John Fisher College, SUNY Brockport, SUNY Fredonia, Nazareth College, Memorial University of Newfoundland, SUNY Albany, Benedictine College, Dakota College at Bottineau, University of Texas, El Paso, Southern Connecticut State University, University of Rochester Medical Center, and the University of the Sciences, to name a few!
What’s Next? The IRRC is working on a stand-alone trail accessibility tool, used in conjunction with the AllTrails App and expanding on the existing trail accessibility checklist, along with a short free online training on how to use the trail tool. The goal is to have as many trails as possible in the online recreation database, since walking and hiking continue to be the most popular recreation activities, including those with disabilities and information about trails is vital to plan a safe, accessible outing. Can playing tennis increase life span? Over the years, study after study has touted the many physiological and psychological benefits of playing tennis. Picking up a racket can burn calories, improve balance and coordination, sharpen problem-solving skills and boost confidence and self-esteem in kids. Research published just this past September in the journal Mayo Clinic Proceedings links the sport to a 9.7-year increase in life span, the largest increase of all activities measured. Of course, you don’t need a PhD to conclude that tennis is also just fun. For all these reasons, a local, active tennis program is massively valuable to any community. Fortunately, putting one together doesn’t have to be a daunting—or budget-busting—task. USTA Eastern is a not-for-profit community service organization focused on growing participation in tennis. In an effort to promote and increase involvement in the sport, USTA Eastern seeks to partner with and actively support other organizations that share the same goals.
In January 2018, the Hilton-Parma Parks and Recreation Department utilized USTA Eastern resources to assemble what has become a blossoming tennis operation. First, Hilton-Parma’s Parks and Recreation Director Tom Venniro registered on USTA’s Net Generation website. Net Generation is a USTA initiative to help community organizations, including parks, build youth tennis programs. Simply by registering on Net Generation, Hilton-Parma received: • Equipment starter kit including 1 tennis rolling bag, 30 youth racquets, 45 tennis balls, net tape, chalk, and apparel for class leaders. • Easy-to-follow Net Generation community curriculum (developed by the USTA) that includes lessons designed to challenge kids in a fun and social way. • Digital communication and support, including updates, tips and guidance. • Access to professional development opportunities offered by the USTA. Members of Venniro’s staff also attended a USTA Eastern interactive workshop at Rochester’s Midtown Athletic Club. Energized by these resources, and with some additional planning assistance from USTA Eastern staff, the Hilton-Parma Parks and Recreation team created and conducted two youth tennis programs at the local Village Elementary School gymnasium. (These days, you don’t need sun, warm temperatures or even a court to have kids play.) Their Pee Wee Tennis program, for kids aged 3-5, ran for three weeks and included 14 participants. Their After School Tennis programs, for kids aged 5-12, ran for six weeks and included 35 participants. Feedback was overwhelmingly positive, and preparations subsequently began for a Summer Tennis Camp Day. USTA Eastern Tennis Service Representative Joe Steger attended that event last August to help conduct it. Buoyed by the success of these programs, Hilton-Parma applied for and received a USTA Blended Lines Grant to install three 36’ courts and four 60’ courts on their outdoor tennis facility. These smaller courts, which are set up on existing tennis courts, make tennis easier for developing juniors. “We plan to expand outdoor programming and continue all of these programs,” Venniro said. Downstate, in 2017, the Port Chester Parks and Recreation Department took advantage of a USTA Eastern Parks and Recreation “pilot” program and revitalized its own tennis operation. With the funding the department received, Recreation Supervisor Heather Krakowski brokered a deal to open up the Port Chester High School tennis courts for public use during

designated hours over the summer. (Port Chester currently has no public courts.) USTA Eastern Tennis Service Representative Sandy Hoffman connected Krakowski with the team at Sound Shore Indoor Tennis, who helped secure quality professional instructors for structured public programs on those courts. These collaborative efforts among various organizations in the community—with the high school, the Parks and Recreation Department, a local tennis club and USTA Eastern all involved—led to clear, demonstrable success. In addition to public usage of the courts, the structured adult program and structured youth program collectively reached over 200 participants in one summer.

“[With no public courts here], it had always been frustrating to find nearby places to play in the summer,” said 20-year Port Chester resident Elise Lemire. “It was such a pleasure to walk to Port Chester High School and play.” In 2018, Port Chester Parks and Recreation expanded its programs by integrating tennis into its summer camp. Over 250 kids tried the sport through this initiative. “We were so excited to provide a free tennis opportunity for so many children—kids who wouldn’t have been able to participate otherwise,” Krakowski said. “The feedback from the kids and their parents was amazing. An Experience Partner Eppley Institute partners with organizations to enhance access, choice, and quality of recreational experiences
The Eppley Institute for Parks and Public Lands is the unique outreach division of the Department of Recreation, Park, and Tourism Studies at Indiana University. The Eppley Institute partners with recreation, park, and public land organizations in order to enhance access, choice, and quality of recreational experiences for all people. The Institute’s expertise lies in Planning and Operations, Training and Education, and Research and Analysis, and it has partnered with park, recreation, community health, and protected area organizations around the world. The Institute has a rich history in the field of park and recreation management. For decades, it has been dedicated to the advancement of knowledge, understanding, and appreciation of the increasingly complex and interconnected nature of parks, health, recreation, public lands, and protected areas. The Eppley Institute is especially renowned for its expertise in strengthening the capabilities of public agencies in the field of parks and recreation. Since 1993, the Institute has provided park and recreation agencies with comprehensive planning services that balance the needs and desires of communities with the real-world constraints and economic realities faced by agencies. The staff of the Institute has decades of experience in designing highly regarded comprehensive plans at the federal, state, and local levels, as well as implementation plans, strategic action plans, community health-focused plans, accessibility plans, and robust sustainabilityfocused maintenance and asset management programs. In addition, the online courses and e-course development resources that are available through the Institute provide agencies the resources they need to provide low-cost, cutting-edge courses for the professional development of the staff
and volunteers that they rely on to deliver interpretation and education, stewardship, and facility management. The strategic foundation of the Eppley Institute, as well as its decades of experience in the field, enables it to successfully offer high-quality, practical services that meet its partners’ needs to simultaneously build capacities and manage limited resources.
Program Profile: The Playground Maintenance Technician Program The Eppley Institute, in collaboration with the Park District Risk Management Agency (PDRMA) of Illinois, offers the Playground Maintenance Technician (PMT) Program. Playgrounds are spaces for children to engage in active play and healthy risk-taking; however, according to the U.S. Census Bureau, over 215,000 emergency room-related injuries occur on playgrounds every year. The goal of the PMT is to improve playground safety by reducing the number and severity of injuries, and by implementing immediate actions for safety and risk management. The two-day, in-person program builds skills necessary to effectively address safety concerns on playgrounds, increasing playground safety and reducing liability for park agencies, private entities, and other public agencies with playground apparatus.

The PDRMA developed the Playground Maintenance Technician Program to complement the Certified Playground Safety Inspector (CPSI) program that is currently offered by the National Recreation and Park Association. Whereas the CPSI is an advancedlevel program, the PMT serves as an entry-level program designed to provide knowledge to park maintenance staff who perform daily custodial maintenance of play spaces. Participants in the PMT program receive the textbook Maintaining Child’s Play: A Comprehensive Guide for Maintaining Safe Playgrounds, as well as the accompanying course workbook. The most unique component of the program is the virtual playground that is used to help participants learn about common issues related to monitoring material degradation, maintaining playground surfaces, and understanding when to take equipment out of service. Much of the course revolves around the Playground Maintenance Diamond of Care,
which encompasses four areas of playground maintenance: knowledge, inspection, corrective action, and documentation. There are few programs in the U.S. that have the depth and nationwide reach of the PMT. The Eppley Institute contracts with instructors who have been in the business of keeping playgrounds safe for decades. The instructors teach the two-day program at host sites across the nation, and the Eppley Institute partners with those host sites to manage program logistics. Playground Inspection after the Winter Thaw As the seasonal thaw between winter and spring approaches, it’s a good time to review the basic practices of playground maintenance within your organization. For instance: • Are you familiar with the manufacturer’s specifications for maintaining your play structure? • Does your organization have a determined inspection process and frequency for play structures?
• What processes are used to determine if equipment is to be repaired or taken out of service? • What types of documentation, such as inspection forms, is maintained by your organization? These are some of the processes where a PMT training can help guide you and your organization in order to better follow standards, guidelines, and best practices in order to provide enjoyable and safe play environments.

The NRPA National Playground Safety Inspector course is the most comprehensive training program on playground hazard identification and risk management methods offered. Advanced reading and 15 hours of training will prepare you to sit for the Certified Playground Safety Inspector exam given at the end of the course.
