≥ Welcome to Liverpool’s Little Green Book - a directory of information that will help your business adapt and grow within a low carbon economy.

The low carbon economy is a key economic growth area for the Liverpool city region and the UK. In the Liverpool City Region alone it is expected to generate a total of 12,000 jobs by 2015 with much of this being generated by offshore wind, biomass, smartgrid technologies and retrofitting projects.

Other opportunities for the Liverpool City Region are continually emerging – such as the potential to host the Green Investment Bank, or bid to become European Green Capital. You can read about some of the key developments and projects that have been initiated by both the public and the private sector in our Green Guide & Case Study sections throughout the publication. The ambassadors made a series of pledges and we’ve used this opportunity to check up how they all got on. Liverpool Chamber we’re pleased to say kept its pledge and achieved the Environmental Management standard ISO 14001.

KIRKBY-BASED copper tube manufacturer, Yorkshire Copper Tube Ltd, is part of the KME Group, the largest producer of industrial copper and copper alloy products in Europe. It has been supported by an ENWORKS adviser. Energy efficiency initiatives have included switching off transformers when not in use, fitting variable speed drives to the air compression system, installing heating timer controls and fitting low-energy lighting. These have achieved annual savings of over £78,700. Waste management initiatives such as segregating waste paper, copper cable and left-over copper tubing for recycling, and reducing the amount of hazardous waste being produced, have also brought savings of £35,000 a year. Fresh opportunities to make annual savings of £22,800 are now being tackled.

We have benefited from support for six years now, through the ENWORKS programme. The results are clearly reflected in the improvements and savings.

These include plans to minimise the contamination of lubricating oils during production and re-use them, and to recycle additional waste streams. Altogether ENWORKS has achieved annual savings of £113,700 (including £80,000 at zero capital cost), which have accrued to give cumulative savings of £344,000 to date. The annual savings achieved and already in the pipeline come with environmental savings of 449 tonnes of CO2e, 36 tonnes of materials and 322 tonnes of waste diverted from landfill per year. Facilities Manager, Alan Ogilvie said: “We have benefited from support for six years now, through the ENWORKS programme. The results are clearly reflected in the improvements and savings we have made and we look forward to continuing this productive partnership.”

FOOD HAULAGE COMPANY, Abbey Roadtanks Ltd, is based in Bootle, Liverpool. It has one of the largest, privately owned tanker fleets in the UK, including foodstuff tankers, heated chocolate tankers and refrigerated trailers. Specialist tanker washing facilities ensure the highest standards of food hygiene. After an on-site review by Groundwork Merseyside, skylights have been fitted to allow more natural light into the depot and reduce the need for artificial lighting. Pipes and tanks have also been insulated to reduce heat loss. Together with a workforce energy awareness campaign, these measures have achieved energy savings of £12,800 a year. Wash bays have been modified so that warm waste water previously discharged as effluent is now channelled back to heat the fresh, incoming mains water. This has reduced the amount of energy and water used to

clean the tankers. Staff have been trained in using water efficiently and the combined initiatives have achieved additional annual savings of £18,800. Drivers have also undergone training in driving efficiently. Their capped speed limit has been lowered and paid incentives have been introduced to encourage greater fuel efficiency. This has significantly reduced the fleet’s CO2e and saved £610,000 a year on fuel oil and diesel. Annual savings to date have reached £641,600 and opportunities have been identified to save a further £3,800 a year through localised heating systems in the workshop and rainwater harvesting. The total cost savings come with annual savings of 1,700 tonnes of CO2e, 653,200 litres of fuel and over 10,300 m3 of water. ≥ SMART GRID The development of a Smart Grid requires new technologies to be trialled in the areas of power, control, communications and IT. Scottish Power Energy Networks are the electricity network operator for Liverpool city region and have the potential to lead bids to undertake trials and projects using Ofgem’s £500million Low Carbon Network Fund. Ofgem’s fund was made available over five years from April 2010 for larger scale trials and the Toxteth area has been identified as an area to conduct a Smart Grid trial.

£8.6 billion will be spent in replacing some 47 million gas and electricity meters.

The role out of smart meters to every property in the UK is due to commence in 2012. These developments will generate significant manufacturing requirements and installation. Installation is labour intensive as is training in areas such as data acquisition and security. Transmission companies have put forward plans for investment of £4.7 billion by 2020 for refurbishment and expansion of their UK networks. The Government has committed to the roll out of smart meters for both electricity and gas in all homes and most small businesses by the end of 2020. £8.6 billion will be spent in replacing some 47 million gas and electricity meters, which are expected to deliver total benefits of £14.6 billion over the next 20 years. The Climate Change Act 2008 marks a step change in the level of accountability that all organisations will have to achieve. All firms in every sector will be required to examine their activities and cut carbon emissions.

Environmental legislation is regularly updated and altered and it is important to keep up to date with these changes.

Important legislation updates 2011-12 Energy Act 2011 An important piece of legislation is the Energy Act 2011 which makes provisions to improve energy efficiency in all properties. A section of the Act is dedicated to the Green Deal which helps to improve the energy efficiency of homes and industrial properties in the UK. Waste Regulations 2011 The Waste Regulations 2011 aims ultimately to help reduce the amount of waste being sent to landfill. Legislation sets out the Waste Management Hierarchy which provides the following options to consider before resorting to landfill: Prevention, preparing for re-use, recycling and recovery (such as energy recovery).

Kyoto Protocol It is also important to be aware of responsibilities in regards to emissions of greenhouse gases. The 17th Conference of the Parties was held in Durban, South Africa at the Climate Change Conference between 28th November and 11th December 2011. COP 17 cumulated in a decision over the continuation of the Kyoto Protocol known as the second commitment. The second commitment period of the Kyoto Protocol will begin on 1st January 2013 and will end on either 31st December 2017 or on 31st December 2020. The end date will be decided by the Ad Hoc Working Group on Further Commitments for Parties under the Kyoto Protocol. The second commitment period aims to ensure parties aggregate emissions of greenhouse gases are reduced by at least 25-40% below 1990 levels by 2020. BS EN ISO 14001 BS EN ISO 14001 sets out five steps for implementing and maintaining an environmental management system leading to continual improvement. These steps are represented in the model below.

Each of these management systems is based on the “plan-docheck-act” management model and embodies the principle of continual improvement as exemplified in the British Standard for quality assurance systems.

In BS EN ISO 14001 the environmental policy must state the overall objectives, in terms of compliance with legislation and pollution prevention, and a commitment to improving performance. The policy must be authorised by senior management. Planning of the environmental management system should include the identification of environmental aspects and the evaluation of associated environmental impacts, the identification of the relevant legal and regulatory requirements, the development and maintenance of environmental objectives and targets and the establishment and maintenance of a programme to achieve these objectives and targets. Implementation and operation of the system should involve the establishment of an organised management structure, the training of the workforce and the establishment of effective methods of communication within the workforce, documentation of the management system, operational control of the system to ensure that it is effective and emergency preparedness and response. Checking and corrective action relates to performance measurement and monitoring of operational activities, including record keeping, and audit procedures. Management review requires the organisation’s senior management to review the management system at fixed intervals to ensure its continuing suitability, adequacy and effectiveness.

EMAS EMAS (EU Eco-Management and Audit Scheme) sets out the requirements for an environmental management system that is equivalent to ISO 14001 but makes an additional requirement relating to a public reporting statement on environmental performance. WHICH SYSTEM TO USE? The choice of which system to adopt depends solely on the needs of individual organisations. However, the organisation needs to ensure that their chosen system includes provision for continual improvement, involves stakeholders and auditing and is well documented in order to demonstrate effectiveness. If an organisation already has accreditation under BS EN ISO 9001 it may wish to consider adopting BS EN ISO 14001 as both standards were designed to be compatible. BS 8555 APPROACH BS 8555 builds on BS EN ISO 14001 and provides guidance to all organisations on the phased implementation, maintenance and improvement of a formal environmental system without necessarily having to obtain certification. It makes particular reference to small and medium-sized enterprises (SMEs) but is applicable to any organisation, irrespective of the nature of the business activity undertaken, location or level of maturity. WHAT IS A CARBON FOOTPRINT? GUIDE

≥ The term carbon footprint is commonly used to describe the total amount of CO2 and other greenhouse gas (GHG) emissions for which an individual or organisation is responsible. Footprints can also be calculated for events or products.

The full footprint of an organisation encompasses a wide range of emissions sources from direct use of fuels to indirect impacts such as employee travel or emissions from other organisations involved. When calculating an organisation’s footprint it is important to include the full range of emissions sources. A common classification is to group and report on emissions by the level of control which an organisation has over them. On this basis, greenhouse gas emissions can be classified into three main types: 1. DIRECT EMISSIONS THAT RESULT FROM ACTIVITIES THE ORGANISATION CONTROLS Most commonly, direct emissions will result from combustion of fuels which produce CO2 emissions, for example the gas used to provide hot water for the workspace. 2. EMISSIONS FROM THE USE OF ELECTRICITY Workplaces generally use electricity for lighting and equipment. 3. INDIRECT EMISSIONS FROM PRODUCTS AND SERVICES Each product or service that is purchased by an organisation is responsible for emissions. So the way the organisation uses products and services affects its carbon footprint. For example, a company that manufactures a product is indirectly responsible for the carbon that is emitted in the preparation and transport of the raw materials. Downstream emissions from the use and disposal of products can also be indirectly attributed to the organisation. It is clear, therefore, that producing a full footprint covering all three types of emissions can be quite a complex task.

FOOTPRINTING FOR MANAGEMENT OF EMISSIONS Calculating an organisation’s carbon footprint can be an effective tool for ongoing energy and environmental management. If this is the main reason that an organisation requires a carbon footprint, it is generally enough to understand and quantify the key emissions sources through a basic process, typically including gas, electricity and transport. This approach is relatively quick and straightforward. Having quantified the emissions, opportunities for reduction can be identified and prioritised, focusing on the areas of greatest savings potential. FOOTPRINTING FOR ACCURATE REPORTING Organisations increasingly want to calculate their carbon footprint in detail for public disclosure in a variety of contexts: • For CSR or marketing purposes; • To fulfil requests from business or retail

customers, or from investors;

The recycling industry in the UK has evolved in the last ten years or so and greater uses and processes are now available for a whole range of materials including plastics, food waste, rubber and electrical products. Below are some tips for using waste as a resource: • All producers of waste, whether they produce waste

From September 2011 the Waste Regulation Directive states that every organisation must sign a declaration that they have applied the Waste Management Hierarchy when transferring waste. The hierarchy is:

The Enhanced Capital Allowance (ECA) scheme is a key part of the Government’s programme to manage climate change. It provides businesses with enhanced tax relief for investments in equipment that meets published energy-saving criteria. 100 per cent first-year Enhanced Capital Allowances (ECA) allow the full cost of an investment in designated energy-saving plant and machinery to be written off against the taxable profits of the period in which the investment is made. Feed In Tariff DESCRIPTION OF FUND

Feed-In Tariffs (FITs) were launched in April 2010 and refer to a guaranteed price which the Government pays to households and businesses for the production of energy from locally-installed wind turbines, solar photovoltaic panels or other small scale renewable energy systems (less than 5MW). Benefits of the tariff include: • Payment for all the electricity you produce even if it is just for yourself; • Additional bonus payment for electricity you export to the grid; • A reduction in your electricity bill. The Government initially paid a maximum of 43p per KwH of energy for small-scale solar installations in order to encourage households to opt for microgeneration under this arrangement. At the time of printing (Feb 2012) there was a degree of uncertainty about the level of the FiT payable for Solar PV. The Government’s proposals to implement a reduced rate of 21p per KwH as of 12th December 2011 was challenged (and upheld) by the High Court as the public had not had an opportunity to fully comment on proposals for the revised rate. Individuals wishing to install Solar PV should clarify the rate payable with their installer and verify any forthcoming information on the Government’s official website for Feed-In Tariffs. WEBSITE

Anyone who installs a qualifying renewable heating system is eligible to claim. Businesses have renewable heating systems installed by a registered fitter. They can then measure how much heat the renewable heating system produces after which the business is paid a fixed amount for the output they produce.

The Small Business Research Initiative programme helps early stage, high-technology small and medium enterprises gain greater access to research and development (R&D) opportunities supporting the future procurement needs of government departments and public bodies. The SBRI aims to create opportunities for businesses to engage with a specific department need and to prove their technology or idea. Successful companies will gain a lead customer for development and will receive a contract for the full cost of demonstrating the feasibility of their technology, leading to subsequent prototype development. This provides a route to market and establishes credibility for further investment. The opportunities do not offer grants or loans but are competitive R&D contracts. The programme is open to all businesses.

REECH GUIDE

Working with registered social landlords, managed by Sefton Council, REECH will provide a range of energy efficiency measures in over 2000 homes at a cost of £15million. It is envisaged that the increased demand for green technologies will provide new business opportunities for local suppliers and contractors working in this sector.

REECH is a European Regional Development Fund (ERDF) funded initiative aimed at improving energy efficiency in some of the most deprived communities in Merseyside and Halton. A range of measures are being installed by REECH including: solid wall insulation • Passive ventilation

This includes:

• Solar water heating

• Air source heat pumps

• Triple glazing • Gas saver boilers • Voltage optimisation

Plus Dane’s project on Elaine Street in Liverpool 8 is one of the 13 schemes within the REECH Initiative. Despite previous investment these 35, solid wall, 2-bedroom terraced Victorian homes, typical of those prevalent in Liverpool and other major cities, still have poor thermal insulation and are regarded as ‘hard-totreat’. REECH and Plus Dane will therefore jointly fund internal insulation to the front walls preserving the attractive external appearance and external insulation to the rear elevations. Plus Dane will be funding Solar Photovoltaic panels to houses with south facing roofs. To gain the greatest level of impact for the local economy REECH will co-ordinate a programme of wrap around complementary activity.

ELDONIAN GROUP LTD (EGL) GUIDE

Eldonian Group Ltd (EGL) is a leading regeneration company with a record of creating working partnerships across the public and private sector. Led by the CEO Lawrence Santangeli, EGL signed a joint working agreement with Peel Holdings in October 2009. EGL has planning permission for a 40k sq.ft Low Carbon Enterprise Hub on Vauxhall Road, whilst pulling this together and working on the energy requirements and delivery for this project they also decided to commit to the development and delivery of a community based Energy Services Company (ESCo). EGL, has completed a stage one feasibility for a Tri-Energy (Energy, Heat and Cooling) district network of 4 megawatts (mw). This network will serve both businesses and households. Using this feasibility EGL submitted a Regional Growth Fund Application with Liverpool Vision for £4 million with private sector investment of £16 million as part of their wider application. This was successful and EGL is currently working through the due diligence process and stage two investment feasibility.

EGL has planning permission for a 40k sq.ft Low Carbon Enterprise Hub on Vauxhall Road.

EGL has continued to discuss proposals with the business community and householders, to ascertain the appetite for our offer. These discussions are continuing and we are confident of a phased delivery to 25mw of energy and 54mw of heat. This ESCo and its primary partners including Peel Utilities have worked the proposed CHP plant and network to a current investment value of £30 million. The continuing support of Peel will enable the ESCo to provide services to Liverpool Waters, building in strong sustainability for the future. Project Viridis is a consortium of social housing landlords and local authorities operating across the six boroughs of Greater Merseyside. Formed in 2011 the group’s main objective is to retrofit its collective stock of residential housing with renewable and energy-saving technologies. This will initially focus on Solar PV installations followed by other retrofit measures and technologies such as loft and solid wall insulation, solar thermal, heat pumps, customer desensitisation, refurbishment of existing systems, fabrication, wind, air sealing and moisture management. In the process of delivering the project the consortium also aims to support a social enterprise tasked with training, employing and addressing fuel poverty for individuals, communities and other businesses in Liverpool City Region. Merseyside Environmental Advisory Service (Merseyside EAS) is a sub-regional service that works for Halton, Knowsley, Liverpool, Sefton, St.Helens and Wirral Councils. Although primary customers are the Planning Services of the District Councils, Merseyside EAS also provide environmental advice and sustainable solutions to other services and directorates including Countryside, Leisure, Transportation and Environmental Health. The Workplace Wellbeing Charter is a statement of intent, showing a commitment to the health of the people who work for you. It considers issues such as leadership, sickness and absence management, awareness of alcohol and drug abuse, smoking, mental health and stress, healthy eating and physical activity. Employers can sign up to it, using a self-assessment tool, and find out what they are already doing right, and where they need to improve. It is relevant to all businesses, no matter how big or small they are, as long as they employ staff and can demonstrate their commitment to the health and wellbeing of those staff. It provides a clear set of wellbeing standards, taking a holistic approach that includes physical and mental health, health promotion and ways to evaluate the services and information you are offering. Additionally in March 2011 the City Council Cabinet firmly set out its intention to work with partners and businesses to deliver a Low Carbon City seizing the opportunity to develop new local jobs and investment from the emerging environmental economy sector and helping businesses to develop new opportunities; reduce baseline costs and improve resilience to emergency events such as flood and heat wave.

The Liverpool Sustainable Community Strategy commits the city as a whole to delivering a 35% reduction on carbon emissions by 2024.

In support of this aspiration in November 2012 a new National Skills hub was launched by Liverpool Community College which can now provide employees with accredited training in environmental technologies such as solar photovoltaics; solar hot water; rain water harvesting and re-use, and ground and air source heat pumps.

“The target will be challenging and we need to work in partnership with all local businesses to achieve these reduction figures. Just looking at our own business Liverpool City Council’s own Carbon Management Plan (CMP) will make a 34% carbon reduction over a 5 year period using an invest to save approach. To support this ISO14001 has been introduced into15 sites, and following our successful Capital of Culture 2008 the city is leading on a trial of BS8901 for ‘green’ event management. The City Council also purchases 100% green electricity from renewable sources for every council building, street and traffic light.”

Environmental Technologies at Liverpool Community College

The National Skills Academy for Environmental Technologies will transform the way the UK plans, develops and delivers skills in renewable and environmental technologies.

Liverpool Community College is one of four ‘Lead Hubs’ which cover the North West region.

It will provide employers with a service which is demand driven, quality assured, accessible, progressive and recognised. The Skills Academy network comprises of a number of geographically based hubs. There are 14 in total across the country at present. Liverpool Community College is one of four 'Lead Hubs' which cover the North West region. The College has full accreditation to provide training in all of the areas which are currently approved by the Sector Skills Council which comprise:- Environmental Technology Systems Awareness, Installation / Maintenance of Solar Thermal Systems, Solar Photovoltaic Systems, Heat Source Pumps and Water Recycling Systems. Qualifications under development include Micro CHP, Hydro and Wind. With the exception of the awareness programme all of the courses are aimed at up skilling existing workers who are already qualified to a level 3 standard in a building services technology for example heating engineers, plumbers, electricians. These qualifications will become mandatory from 2012 and will supersede the current requirements for entry into the Microgeneration Certification Scheme (MCS) which is the current seal of approval used by manufacturers and installers.

EUROPEAN GREEN CAPITAL AWARD GUIDE

The award is given to a city that has a consistent record of achieving high environmental standards; is committed to ongoing and ambitious goals for further environmental improvement and sustainable development and can act as a role model to inspire other cities and promote best practices to all other European cities. CITIES AS ROLE MODELS

Since 2010, one European city is selected each year as the European Green Capital. The European Commission has recognised the important role that local authorities play in improving the environment, and their high level of commitment to genuine progress. The European Green Capital Award has been conceived as an initiative to promote and reward these efforts.

The report suggested that the city was well placed to bid for the title of European Green Capital.

The award aims to provide an incentive for cities to inspire each other and share best practices, while at the same time engaging in friendly competition. In other words, the cities become role models for each other. The Commission states that:“The finalists and winners of the European Green Capital Award provide us with valuable real-life examples of how respect for the environment, excellent quality of life and economic growth can all be successfully combined.” LIVERPOOL AS EUROPEAN GREEN CAPITAL In collaboration with Liverpool Vision, Groundwork and the University of Liverpool, Liverpool Chamber of Commerce commissioned the Low Carbon Liverpool report which was published in 2011. The report set out a clear view of how the city could deliver economic growth and employment by committing to a clear vision for a sustainable future by becoming a leader in new and green technologies. The report suggested that the city was well placed to bid for the title of European Green Capital. These are also key themes supporting the Decade of Health and Well Being and Liverpool PCT and Liverpool Chamber are working jointly to examine the case for the city bidding to become European Green Capital in the future. The assessment will be completed by April, 2012. If successful Liverpool will be following in the footsteps of cities such as Stockholm, Hamburg and Nantes. LIVERPOOL ONE MANAGEMENT COMPANY CASE STUDY

Biofuel Initiative

≥ Liverpool ONE has embarked on a biofuel initiative and has become the first shopping and leisure destination to be able to run a full cleaning and mechanical elevation work platforms fleet on biodiesel produced from used cooking oil from several of their restaurants.

Liverpool ONE has recently been presented with the National Gold Award at the Green Apple Awards, organised by The Green Organisation.

The used cooking oil is collected and converted into clean biodiesel by the in-house team. 100 litres of used cooking oil yields 100 litres of biodiesel and Liverpool ONE hopes to produce 200l of biodiesel a week. This would convert up to approximately 1700l a month which in turn saves the company 54 tonnes of CO2 a year. This initiative has benefited the retailers at Liverpool ONE by reducing their service charge as Liverpool ONE will be able to pass the savings of over £10,000 a year in fuel costs back to their tenants. It also benefits the environment with the reduction of waste oil going to land fill sites and also reduces emissions to air. The long term benefits are for both the environment and future cost savings. In partnership with retailers Liverpool ONE can reduce the amount of waste oil leaving the premises by 12,480 litres per annum. Carbon Footprint

Carbon Offsetting

BREEAM (BRE Environmental Assessment Method) is the leading and most widely used environmental assessment method for buildings. It sets the standard for best practice in sustainable design and has become the de facto measure used to describe a building's environmental performance.

A carbon footprint is a measure of the impact our activities have on the environment, and in particular climate change. It relates to the amount of greenhouse gases produced in our day-to-day lives through burning fossil fuels for electricity, heating and transportation etc.

Carbon offsetting is a way of reducing the impact of unavoidable carbon emissions. E.g. A flight abroad could be offset by buying the equivalent amount of carbon credits from a project that has saved carbon dioxide.

Carbon Management Plan (CMP)

The Carbon Emissions Reduction Target (CERT) requires all domestic energy suppliers with a customer base in excess of 50,000 customers to make savings in the amount of CO2 emitted by householders. Suppliers meet this target by promoting the uptake of low carbon energy solutions to household energy consumers, thereby assisting them to reduce the carbon footprint of their homes.

Business Continuity Management (BCM) BCM is a holistic management process that identifies potential threats to an organisation and the impacts to operations that those threats, if realised, might cause. Carbon Emissions Carbon emissions refer to the release of carbon dioxide, typically through the burning of fossil fuels. It is also used to refer to other man made gasses which accumulate in the atmosphere and contribute to global warming.

Carbon Management Plans are required of organisations by the government to show the intent of the organisation to reach government targets regarding carbon reduction. CMPs state the organisations current carbon emissions and should go on to identify steps the organisation will take to reach their carbon reduction goals.

Carbon Neutral Achieving a net balance of zero carbon emissions by offsetting carbon released from the burning of fossil fuels through carbon reduction measures such as tree planting.

GLOSSARY

The language of the Low Carbon Economy CESP CESP is a GB-wide household energy saving programme funded by an obligation on energy companies. It is designed to drive a whole house, area intensive approach to increasing the energy efficiency of the housing stock, building on local partnerships. It is focused on low income households, targeted through the lowest 10% of the Indices of Multiple Deprivation. It has the twin objectives of significantly reducing the fuel bills of households reached and reducing carbon dioxide emissions. The obligation began in October 2009 and will continue until December 2012. Around 400 schemes are expected, benefiting around 90,000 homes and saving nearly 2.9m tonnes of CO2 emissions over the lifetime of the measures. 4500 low income areas across GB are eligible for CESP schemes.

Climate Change The Earth's climate has always varied, so the term climate change is now generally used to describe the changes caused by human activity - specifically, greenhouse emissions such as carbon dioxide and methane, which build up in the atmosphere and trap heat.

ECO – Energy Company Obligation ECO similarly to CERT and CESP requires energy companies to meet targets through actions to encourage energy efficiency. ECO will be completely focussed on meeting the needs of lower income and vulnerable households, and also those properties in need of retrofitting with efficient and effective measures such as solid wall insulation. Lower income and vulnerable households tend to under-heat their homes and ECO is expected to support upfront costs of insulation and basic heating in houses of this type.

Enhanced Capital Allowances Enhanced Capital Allowances (ECAs) enable a business to claim 100% first-year capital allowances on their spending on qualifying plant and machinery. There are three schemes for ECAs: • Energy-saving plant

The language of the Low Carbon Economy European Green Capital Award The European Green Capital Award aims to recognise, reward and promote the efforts of European cities to improve the environment, economy and quality of life of urban populations. From 2010 one city will be chosen each year as the capital.

The Green Deal is a government framework, introduced via the Energy Bill in December 2010 that enables private firms to offer consumers energy efficiency improvements to their homes, community spaces and businesses at no up front cost, and recoup payments through a charge in instalments on energy bills (Department of Energy and Climate Change, 2010)

Renewable energy is the term used to describe energy flows that occur naturally and continuously in the environment, such as energy from the wind, sun, waves or tides. The origin of the majority of these sources can be traced back to either the sun (energy from the sun helps to drive the earth’s weather patterns) or the gravitational effects of the sun and the moon. This means that these sources are essentially inexhaustible.

Feed in Tariffs came into force in April 2010. As part of the scheme electrical utility providers will be obligated to buy renewable energy at above market rates set by government. This will allow businesses and consumers to get back their investment in renewable energy generating technology by selling electricity back to the national grid.

Low Carbon Economy

These rates are currently under review. (February 2012).

Photovoltaics

A Low Carbon Economy or Low Fossil Fuel Economy is a concept that refers to an economy which has a minimal output of greenhouse gas emissions, but specifically refers to the greenhouse gas carbon dioxide.

Photovoltaic is a method of generating electrical power by converting solar radiation into direct electrical current.

Renewable Heat Incentive (RHI) The Renewable Heat Incentive is a Government scheme that provides financial support to non-domestic renewable heat generators and producers of biomethane.

Renewables Obligation The Renewables Obligation is the Government's main mechanism for supporting generation of renewable electricity. It places an obligation on UK suppliers of electricity to source an increasing proportion of their electricity from renewable sources.

The language of the Low Carbon Economy Resource Efficiency Resource efficiency is using natural resources in the most effective way, minimising waste and reducing the impact of their use on the wider environment.

Smart Meters Smart meters send information on real time gas and electricity usage in households and small businesses direct to the energy companies. Smart meters allow the consumer to see how much energy they are using therefore allowing them to manage their usage and potentially save money and electricity.

Sustainability and Sustainable Development The Brundtland Commission stated: “Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs.”

Sustainable Procurement Sustainable Procurement is the acquisition of goods and services based not only on price and quality, but also considering the external consequences of procurement decisions. This is known as the ‘triple baseline’ and includes environmental and social considerations.

Waste Hierarchy Sets out five stages for dealing with waste ranked according to environmental impact. Waste prevention is ranked the highest followed by preparing for reuse, recycling, other recovery and disposal. The waste hierarchy has been incorporated into UK law through the Waste Regulations 2011.

WEEE Directive Waste Electrical and Electronic Equipment (WEEE Directive) aims to reduce the amount of electrical waste and encourage people to reuse, recycle and recover.

The Green Investment Bank A bank dedicated to greening the UK’s economy. The bank is one of the coalition’s government’s commitments to provide investment for green infrastructure.
