Citizens can apply for a marriage license online which has reduced processing time in the office by an average of 25 minutes. The new system reduces data entry time for staff which allows them to focus on excellent customer service.

Due to the volume of applications for concealed handgun permits, the Sheriff’s Office uses an appointment based system. The appointment based system will guarantee that customers will be seen on the day they arrive at the City/County Identification Bureau to apply for their permit. Call the City/County Identification Bureau at 250-4666 to schedule an appointment. Please allow 30 minutes for the application process and 90 - 120 days for issuance or denial of the requested permit. The pistol purchase permit application process is conducted on a walk-in basis during normal business hours at the City/County Identification Bureau, located at 20 Davidson Drive, Asheville, NC. Be a crimestopper in your neighborhood - report suspicious activity or other information simply by calling 255-5050. Crimestoppers collects information through telephone tips, email tips (tips@abcrimestoppers.org) or postal mail. The crimestopper line is staffed 24/7 and tips are entered into the tip database immediately. It is not uncommon for investigators to monitor the tip database in real time for serious crimes such as homicides.

Crimestoppers allows tipsters to remain anonymous allowing for an increased willingness on the part of the citizen. Rewards of up to several thousand dollars are available depending on the seriousness of the offense and the value of the information given. Access to the database is shared by members of the Asheville Police Department Criminal Investigations Division and the Buncombe County Sheriff's Office Criminal Investigations Division. It does make a difference... Last year Crimestoppers received a tip about prescripton drug fraud being perpertrated by a local group of people. Members of the group were forging prescriptions from a stolen prescripton pad and obtaining large amounts of opioid pain relivers. They would resell the pills in the community. With the use of a crimestoppers tip, investigators were able to identify nine people involved in the fraud scheme and bring a total of twenty felony charges against those involved. This is just one of 92 felony charges; 55 misdemeanor charges and 36 other arrests made last year as a result of tips. Awards totaling $5,825 were given for crimestopper tips. SPAY/NEUTER VOUCHERS AVAILABLE

Most animal welfare experts agree: spay/neuter is the most effective method to curb the pet overpopulation problem. Buncombe County recognizes and values the positive impact spay/neuter has on eradicating pet overpopulation. Although the Humane Alliance Spay/Neuter clinic offers extremely affordable surgery rates, some pet owners lack the financial means to have their pets spayed/neutered. The Buncombe County Animal Shelter is able to provide a Spay/ Neuter voucher that makes the cost only $20 for a cat and $35 for a dog through the Humane Alliance Spay/Neuter Clinic – including a rabies shot! There are no income guidelines; you just have to be a resident of Buncombe County. For more information on how to obtain this voucher, please call the Buncombe County Animal Shelter at 250-6430. 7

LANDFILL

WHERE TO RECYCLE? If you’re a Buncombe County resident, you have access to curbside service with your municipality or Waste Pro USA. They provide both garbage and recycling service. They pick up the recycling in blue bags or in a provided container. Residents can fill their blue bags or container with plastic bottles along with other recyclables - aluminium cans, steel cans, mixed paper and glass - and put it out on the curb next to their garbage can. If you don’t subscribe to a waste hauling service, you may drop off your recycling at any of Buncombe County’s recycling centers. These recycling drop off locations take paper, mail (including envelopes), newspaper, cardboard, plastic containers, aluminum cans, steel cans and clear, green, and brown glass bottles and jars:

The Buncombe County Landfill accepts household hazardous waste and e-waste (computer monitors, TV's & related equipment) every Friday between 9 a.m. and 3 p.m. at a special drop-off area at the Landfill. Three e-waste items per month are accepted from residents at no charge. Buncombe residents with more than three items should call 250-5462 for fee information. Businesses may drop off electronics, but will be charged a fee of 30 cents per pound and must call the Landfill to schedule a drop-off time. Household hazardous waste materials such as paint, paint thinner, kerosene, and gasoline are accepted for $2 per gallon, with a maximum 20 gallon limit. Other materials such as lawn and garden chemicals are accepted at no charge. Hazardous waste from businesses is not accepted. TIRE RECYCLING The Buncombe County Landfill recycles 3,345 tons of tires each year. Currently, about 77 percent, or 218 million tires per year, are recovered for reuse, energy recovery, or recycling. The list of products made from recycled tires includes 110 items and is growing! Unfortunately, as many as 300 million scrap tires may be sitting in illegal tire piles. In these piles, tires collect water, providing an attractive home for mosquitoes and rodents. Do you know of an illegal tire pile? Report it at 250-5471.

TRANSFER STATION The Buncombe County Transfer Station accepts bagged residential trash at a cost of $1 per bag. Bulky waste, such as furniture, mattresses, wood, construction and demolition debris, or any other large, over-sized items that are not bagged with household garbage are NOT accepted. Those items will need to be disposed of at the Buncombe County Landfill. The Transfer Station will continue to accept the following recyclables at no charge: • Lead acid batteries. • White goods. (appliances) • Newspapers and brown paper bags; office paper and mail; magazines and catalogs. • Corrugated cardboard. • “Blue Bag” or commingled recyclable containers, including plastic bottles and jugs; aluminum cans; clear green and brown glass bottles/jars; and steel cans. • Moving Boxes: Drop off corrugated moving boxes and shipping cartons for reuse. (Please break down and flatten the boxes.) • Medical Equipment: Anyone who wishes to pass along walkers, wheelchairs, canes or crutches should bring them to the Buncombe County Landfill or the Transfer Station. The medical equipment will be loaned to patients who need it temporarily or given to people who will use it permanently. The Transfer Station on Brevard Road is open Monday through Friday, 8 a.m. to 4:30 p.m., and Saturday, 8 a.m. to 1 p.m. For more information, call 250-6205.

HELP STOP ILLEGAL DUMPING If you see someone dumping illegally, do not risk your personal safety by approaching them directly. Instead, contact the Buncombe County Environmental Control Office at 250-5470. If you want to report an ILLEGAL DUMPSITE, call 250-5470. • Specific location of dumpsite. • Directions to dumpsite. • Approximate size of dumpsite. • Type of material visible in dumpsite. • Name and phone number of property owner. CHRISTMAS TREE RECYCLING After the holidays, Buncombe County accepts real, fresh-cut Christmas trees at no charge from residents who are bringing trees from their homes. Please remove all of the decorations, ornament hooks, lights, garland, and tinsel, as well as the stand. Christmas trees are only accepted at the Buncombe County Landfill. These trees will be chipped and turned into mulch, so make sure that your tree is totally bare. Commercial haulers and businesses will be charged the standard yard waste fee for Christmas trees. This fee is $20 per ton of yard waste. •

CLEANING AND GREENING BUNCOMBE COUNTY

Want to Clean up Your Neighborhood? Asheville GreenWorks, is a local, volunteer based, environmental organization dedicated to keeping Buncombe County clean and green. As the local affiliate of Keep America Beautiful, Asheville GreenWorks strengthens the community with projects like planting trees, establishing green spaces, implementing playgrounds, beautifying neighborhoods, educating children about the environment, organizing and managing clean ups, and providing anti-litter and recycling information. Some of their accomplishments this year consist of removing 2,025 tires from local rivers, completion of almost 200 cleaning and greening projects and planting 750 native trees around the community. These accomplishments are possible with the help of our thousands of dedicated volunteers. In 1792, after its founding, Buncombe County built its first courthouse in what was then known as Morristown, renamed Asheville in 1797. Several log and brick courthouses were constructed during the 19th century including substantial buildings of 1877 and 1903. By 1923, with the rapid growth of the county and Asheville, county court officials proclaimed that a new courthouse was "imperative and essential." Buncombe County's courthouse, completed in 1928, was one of the most extravagant courthouses in North Carolina.

Construction of the New Buncombe County Judicial Complex is complete. The multi-million dollar complex is the second phase of the courthouse renovation. Phase one, the addition of the life safety tower on the back of the courthouse, began in 2010. The Life Safety Addition provided better access to the upper floors of the historic 1928 Courthouse through the provision of secure elevators that service all fifteen floors, two separate stairwells and public restrooms were also added.

Court security processes between 1,600-1,800 persons per day into the complex. New and enhanced security measures made possible with the new construction will help ensure the safety of court personnel and the public.

FREE MOVIE CHECKOUTS DVDs are available for free checkout at the library. Movies check out for a week. There is a $1 a day overdue charge for DVDs and the limit for feature film check outs is 7 movies per person. You can check DVDs out from any of the 12 libraries in the Buncombe County system and return them to any library. You can also log into your library account online, search for DVDs, place them on hold and pick them up wherever you like. Come visit your neighborhood library and stock up for movie night.

Buncombe County Library, Recreation & Culture Department provides health and recreation opportunities for the people of Buncombe County. In addition to the care and management of our parks and swimming pools, they are working to preserve the natural beauty and enhance our environmental resources through the development of greenways and the procurement of open spaces. Library, Recreation & Culture offices are now located at 67 Haywood Street in downtown Asheville.

The drive through light show will begin December 6 and run through the 23rd from 6 to 9 p.m. Last year’s show drew over 5,900 automobiles, vans and buses. The cost is $5 per car, $10 per van and $25 per bus. Twenty percent of the proceeds will go to Special Olympics in Buncombe County. The balance is used to purchase new lights and displays and for the upkeep of the older displays. New light displays are added every year. TAX DEPARTMENT The Tax Department lists, appraises and assesses all real and personal property in Buncombe County, and collects tax payments for Buncombe County and other taxing districts. New Vehicle Tag Registration & Tax SySTEM The North Carolina General Assembly has created a combined motor vehicle registration renewal and property tax collection system (Tag & Tax System). In doing so, the new law transfers the responsibility for motor vehicle tax collection from the 100 counties across North Carolina to the Division of Motor Vehicles (DMV). The new Tag & Tax System has been designed as a convenient way to pay annual vehicle tag renewals and vehicle property taxes. If your address is current with the DMV, you will receive a Tag & Tax Notice listing both vehicle registration fees and taxes due. Just as in the past, vehicle owners will receive the notice about 60 days prior to their vehicle’s registration expiration. Out of 27 counties with a population larger than 100,000 Buncombe County had the highest tax collection rate this year at 99.04%.

Why is a good tax collection rate important? The County does not have to make up for revenue the tax office can’t collect and can receive a lower interest rate on short term financing projects with financial institutions. County tax revenue provides essential county services like emergency medical and ambulance service, law enforcement, solid waste disposal and public health as well as libraries, pools and recreation services.

SENIORS, ARE YOU ELIGIBLE FOR TAX RELIEF? ELDERLY & DISABLED EXCLUSION North Carolina permanent residents who: • own and live in their own homes and • are either 65 years of age or totally & permanently disabled as of January 1, 2011 and • have an income of no more than $27,100 per year may be eligible for a reduction in their property taxes. Those qualified applicants may have the greater of $25,000 or 50% of the appraised value of their permanent residence excluded from property taxes. Proof of income is required as well as an annual Social Security Statement. CIRCUIT BREAKER DEFERRED PROGRAM Taxpayers who are 65 years of age or older who: • have an income not to exceed $40,650 • have owned and lived in their residence for at least 5 years may qualify for a reduction or deferral in their taxes under this program. The deferral is based on income level: • If your total income is $27,100 or

less, the total amount of tax you can be charged on your home is no more than 4% of your yearly income; • If your total income is between $27,101 to $40,650 the total amount of tax that you can be charged on your home is no more than 5% of your yearly income.

DISABLED VETERANS EXCLUSION This program excludes up to the first $45,000 of the appraised value of the permanent residence of a disabled veteran. What can't I burn? If it did not grow on your property, don’t burn it. It is illegal to burn garbage, household trash, construction materials, treated wood, tires, plastic, cardboard, furniture, paper, shingles, wire, etc. Where in Buncombe County can I burn? You are allowed to burn anywhere that does not receive public trash pick-up. You are not allowed to burn in the Asheville City limits without a special permit from the City Fire Department. Burning must not cause a public nuisance. Can I be penalized for burning illegal material? YES - Civil Penalties can reach up to $10,000, but there are other reasons you should not burn illegal material. Burning household trash can result in increased exposure to toxic chemicals and particulate matter.

EMERGENCY SERVICES EMS

While EMS is well prepared to treat heart attack victims, the most important part of the whole thing is the call to 911. On average, EMS paramedics complete the EKG within 6 to 9 minutes of arriving on scene. The average time the EMS crew spends on the scene of a heart attack is down to 9 minutes and in many cases is as short as 4 or 5 minutes. But most importantly, and a good example of how team work can save lives; the average time it takes to get a heart attack victim from identification by EMS to treated in the cardiac catheterization lab is 74 minutes. Heart attack victims who are driven by car to the hospital don’t get the treatment on the way, and since the hospital does not get the EKG information, the special equipment and team may be delayed. So it’s very important to know the signs of a heart attack and call 911 right away!

SIGNS OF A HEART ATTACK

• Chest discomfort. Most heart attacks involve discomfort in the center of the chest that lasts more than a few minutes, or that goes away and comes back. It can feel like uncomfortable pressure, squeezing, fullness or pain. This may not be present in women. •Discomfort in other areas of the upper body. Symptoms can include pain or discomfort in one or both arms, the back, neck, jaw or stomach. •Shortness of breath with or without chest discomfort. •Other signs may include breaking out in a cold sweat, nausea or light headedness As with men, women's most common heart attack symptom is chest pain or discomfort. But women are somewhat more likely than men to experience some of the other common symptoms, particularly shortness of breath, nausea/vomiting, and back or jaw pain.

BE PREPARED Make sure you are ready for stormy weather, assemble a disaster supply kit for your home containing: • Flashlight and extra batteries. • Portable, battery-operated NOAA Weather Radio and AM/FM radio; and extra batteries. • First aid kit. • One-week supply of food (include items that do not require refrigeration or cooking in case of power loss).

• Nonelectric can opener. • Bottled water. • One-week supply of essential prescription medications. • Extra blankets and sleeping bags. • Fire extinguisher (A-B-C type)

Ladies Night Out is a part of the Buncombe County Breast and Cervical Cancer Control Program (BCCCP). Offered once a month, the program provides FREE physicals, mammograms and health education to help qualifying women live a healthy life.

Catching cancer and other diseases early when they can be treated, often means a better outcome.

Community Service Navigators are trusted, communitybased individuals who partner with community members in a specific neighborhood or region of the county to identify specific needs and leverage unique community assets to bring services and resources within reach that support the improved health, safety and selfsufficiency of our community. Keynon Lake is one of six navigators employed by Buncombe County Health and Human Services. Keynon began his work in the Pisgah View Apartments community where he started an African American men’s youth development group. The youth development group focuses on improving school performance through skill development, increasing employment opportunities through mentoring, and improving success through the development of life skills. Keynon is also a trained facilitator for Making Proud Choices Curriculum and Triple P (Positive Parenting Program) facilitation, both of which seek to improve the lives of youth and parents.

Outside of Keynon’s work life, he is a published author and a community activist. His book My Daddy Taught Me That is a unique and personal look at the African American family structure. With single-mother families on the rise, My Daddy Taught Me That speaks to the need for strong, responsible male role models in a family setting. He stays busy arranging speakers, adventures and educational opportunities for the youth in his program in an effort to help prepare them for independence and responsibility in adulthood. Keynon’s work and personal life come together to create exciting outreach opportunities.
