PUBLIC UNIVERSITY EXPANSION

ENVISIONING STUDIES FOR A VIRGINIA LAND GRANT UNIVERSITY’S GROWTH DANIEL HOOGENBOOM

WHAT IS A BILLION DOLLARS? MANY EDUCATIONAL INSTITUTIONS ARE BOASTING AN ENDOWMENT FUND NORTH OF $1,000,000,000 TO SOLIDIFY THEM AS GLOBAL LEADERS IN RESEARCH AND FACILITIES. VIRGINIA TECH SAW 1.8 MILLION GSF BUILT BETWEEN 2010-2014, WITH AN OVERALL BUDGET OF $710 MILLION. MANY CAMPUS BASED INSTITUTIONS ARE NOT SLOWING DOWN. ALTHOUGH MONEY IS BEGINNING TO DRY UP FOR STATE-FUNDED UNIVERSITIES, ENDOWMENTS CONTINUE TO RISE. WITH A PORTFOLIO OF ASSETS STOCKPILED FOR EACH INSTITUTION TO MANAGE, WHEN DOES RESPONSIBLE GROWTH BECOME A QUESTION? ACCORDING TO THE ROANOKE TIMES ON OCTOBER 17, 2014, NEWLY INSTALLED VIRGINIA TECH PRESIDENT “SANDS CALLED FOR A MOVEMENT TO DOUBLE TECH’S $800 MILLION ENDOWMENT AND ADVANCE THE UNVERSITY INTO THE TOP 100 OF WORLD RESEARCH INSTITUTIONS. ‘AMONG HIS SEVERAL MAJOR GOALS, SANDS SAID HE WANTS TO MAKE A TECH DEGREE AFFORDABLE FOR ANY VIRGINIA STUDENT WHO CAN QUALIFY FOR ADMISSION - A SURE CHALLENGE AS THE STATE GRAPPLES WITH A $2.4 BILLION BUDGET SHORTFALL THAT HAS ALREADY LED TO $45 MILLION IN CUTS TO HIGHER EDUCATION.’” VIRGINIA TECH, A STATE-FUNDED LAND GRANT UNIVERSITY, RANKS 127TH NATIONALLY IN ENDOWMENT FUNDS - FUNDS PUBLIC INSTITUTIONS USE TO EXPAND THEIR PHYSICAL ASSETS.

2014 CAMPUS

ACADEMIC CORE 10 LARGEST CAPITAL PROJECTS 2010-14

WE’VE BEEN TOLD FOR THE PAST DECADE THAT SCENES OF CONSTRUCTION ARE PROGRESSIVELY BUILDING OUR ECONOMY. NEW FACILITIES PLACE STRAIN ON THE STATE BUDGET AND STUDENTS TAKE THE BURDEN OF TAX-INCENTIVED BUILDING. PRESIDENTS SANDS’ 2022 PLAN WILL LIKELY SEE $1-2 BILLION IN SPENDING ON PHYSICAL ASSETS, BUT LITTLE FOCUS ON RE-CONNECTING AREAS THAT SHIFT PATHS TAKEN ON CAMPUS. THESE FOUR UNDERGRADUATE PROJECTS RETHINK THE USES OF SITES THAT WILL COMPLEMENT CAMPUS EXPANSION.

B A C 3 EXPANSION ZONES 4 UNDERGRADUATE PROJECTS A - LIFE SCIENCES DISTRICT ADJACENT EXPANSION AREAS B - GRADUATE STUDENT LAND BANK C - AGRICULTURAL AREA

PRICES FORK ROAD IS ONE OF THREE TRADITIONAL ENTRANCES TO CAMPUS. THIS SOON-TO-BE HEAVILY TRAVELLED EXURBAN AREA TIES OFF-CAMPUS STUDENT HOUSING TO A 5-STORY PARKING STRUCTURE AND A HEADQUARTERS FOR ENGINEERING-MAJORS. THE SITE OFFERS A MOMENT TO DISPLAY WORK CONSTRUCTED NEXT DOOR. MY SECOND YEAR ARCHITECTURAL STUDIO DESIGNED A SPACE FOR WORK TO BE DISPLAYED, AS WELL AS MORE THAN TWENTY ARCHITECTURAL UNITS TO BE HOUSED.

HENDERSON LAWN SITS ON A HILL OVERLOOKING THE HISTORIC 16 BLOCKS OF BLACKSBURG’S DOWNTOWN. A SEASONAL OUTDOOR VENUE, THE PAVILION IS ADJACENT TO THE NEW CENTER FOR THE ARTS AND LYRIC THEATER, CREATING A NEW CULTURAL CENTER FOR THE TOWN AND ITS STUDENTS. INFORMED BY THE ARCHITECTURAL UNIT AT PRICES FORK AND A CAMPUS LIGHT POLLUTION STUDY, I PROPOSED AN INSTALLATION OF WOODEN UNITS TO DEFLECT LIGHT ATOP OF CAMPUS LAMPS TO QUESTION EXTERIOR LIGHTING USE IN OUDOOR VENUES.

THE VIRGINIA TECH DUCKPOND SITS IN A PROTECTED AREA NEXT TO THE HEAVILY-TRAVELLED DRILLFIELD. AS CAMPUS EXPANDS WESTWARD TO THE LIFE SCIENCES DISTRICT AND AGRICULTURAL AREAS, THE DUCKPOND WILL BECOME A POINT OF DIRECTION. AN OBSERVATION TOWER WILL EXTEND ABOVE THE TREES IN THIS PROPOSAL, SURROUNDED BY SEVERAL BOATHOUSES TO UTILIZE THE WATER AS A RECREATIONAL CENTER FOR STUDENTS AND RESIDENTS.

THE RESEARCH DESIGN FACILITY (RDF) SITS ACROSS STATE HIGHWAY 460 IN THE HEART OF RURAL LAND EXPECTING FUTURE BUILD-OUT. AS AN ENGINEERING TEST FACILITY, MODULAR UNITS ARE FILLING WITH RESIDENT RESEARCH PROPOSALS OF THE GROWING INSTITUTION. THIS ADDITION FITS THE MODEL OF A TOWN MARKETPLACE WITH LARGE IRON BEAMS RISING ABOVE THE CMU BLOCK BUILDING, CREATING FLEXIBLE SPACE FOR MARKET RESEARCH TO TAKE PLACE.
