Petre Roman (Romania) MP in the Lower Chamber of Romania. Earlier: Prime Minister of Romania (1989–1991), Senator and Speaker of the Parliament of Romania (1996–1999); Minister of Foreign Affairs (1999–2000).Leader of the Democratic Force party, which he founded after leaving the Democratic Party in 2003. Member of the Senate (2000–2004). He is also a member of the Club de Madrid, a group of more than 80 former democratic statesmen, which works to strengthen democratic governance and leadership

Hanna Hopko (Ukraine) Member of Parliament of Ukraine (independent). Chairman of the Committee on Foreign Affairs of the Verkhovna Rada of Ukraine; Deputy Co-Chair of Inter-Parliamentary Council Ukraine-NATO. Coordinator of the Coalition of NGOs and initiatives “For Smoke-Free Ukraine”; Consultant of the Secretariat of the WHO (World Health Organization) Framework Convention on Tobacco Control (Geneva).

Iryna Suslova (Ukraine) Member of Parliament of Ukraine (Member of the parliamentary faction of the Party “PETRO POROSHENKO BLOC”), Chairman of the Subcommittee on Gender Equality and Non-Discrimination of the Committee on Human Rights, National Minorities and International Relations of the Verkhovna Rada of Ukraine; member of the Committee on Monitoring the Implementation of the Declaration on Parliamentary Openness within the Open Parliament Initiative. Head of the Working Group for Developing Comprehensive Amendments to Laws on Equal Rights and Opportunities for Women and Men.

Jonathan Murphy (Great Britain)

Team Leader of EU-VRU-UNDP Rada for Europe Project. Jonathan is an internationally recognised expert in the field of democratic development, with specific focus on strengthening state democratic frameworks and democratic institutions. Over the past 15 years, Jonathan has provided consulting services to over 25 parliaments in Africa, Asia, Europe, and the Arab region, and has conducted major reviews and policy development for international agencies including the United Nations, the World Bank, and the European Union. 2012 – 2015: Jonathan worked in Tunisia, where he headed a major UNDP project to support the democratic transition in the country subsequent to the Jasmine Revolution of 2011, including the inclusive process of development of the country’s first democratic Constitution.

Andriy Kulikov (Ukraine) journalist, editor, radio and TV host, media expert, media trainer. Chairman of the NGO “Hromadske Radio” (“Public Radio”). Conducts the daily talk show “Hromadska Khvylia” (“Public wave”) on Hromadske Radio. Earlier: host of the political talk show “Svoboda Slova” (“Freedom of Speech”) on ICTV (2007–2015); Producer of the Ukrainian BBC Service Radio (London) (2000–2007). Awards: 2013 – TV-Triumph in the category of “Talk Show Host”; 2011 – TV-Triumph in the category of “Talk Show Host”

DISCUSSION ISSUES: What has been the role of the parliament in successful democratic transition and the EU accession process in the new European democracies? What transformation do parliaments need to undergo in order to enable it to legislate and oversee the comprehensive state reforms required for EU accession? What is the Verkhovna Rada of Ukraine’s role in leading democratic reform and implementationof the EU Association Agreement? What reforms does the Verkhovna Rada need to undertake so it can enact the comprehensive legislative reform agenda, and oversee its effective implementation? The Needs Assessment Mission recommendations, adopted by the Verkhovna Rada, provide a roadmap for comprehensive parliamentary reforms. How can we accelerate implementation of the NAM roadmap?
