Murder or self-defence? An altercation between a man and two constables lead to the shooting death of the civilian. The IPID is investigating the case. Photo: LiN News / Zoutpansberger Was it murder or self-defence? This is what the police now have to determine through their investigation into a fatal shooting incident involving two female police constables in Makhado (Louis Trichardt) last Wednesday afternoon. The 33-year-old Mr Justice Mulaudzi died instantly when he was shot in the head, following an altercation with the two constables near the railway crossing in Grobler Street. Immediately following the incident, Makhado police spokesperson Capt. Maano Sadike confirmed that the police had opened an inquest docket regarding the fatal shooting. It would, however, now seem that there could be more to the rumours that Mulaudzi’s shooting was unjustified, after it was confirmed by the Independent Police Investigative Directorate (IDIP) on Tuesday that the police are no longer conducting an inquest but possibly investigating a case of murder. Mulaudzi had run-ins with the law on several previous occasions. Over a period of six years, he went by five different aliases, even spending time behind bars under one of his aliases. From 2006 until 2009, he was convicted five times on theft charges. His latest convictions were in 2011 and 2012, when he was found guilty of housebreaking and trespassing respectively. At the time of his death, he was standing trial on yet another housebreaking charge.According to the police, the two female constables were on routine patrol when they spotted Mulaudzi and noticed that he seemed to be under the

influence of alcohol. They stopped and tried to question him about it. Mulaudzi allegedly refused to be questioned and, when ordered into the back of the patrol vehicle, he lost his temper and became aggressive. He then allegedly snatched one of the constables’ service pistols and threatened to shoot them with it. Sadike said the constables immediately retaliated and tackled Mulaudzi to try to regain control of the weapon. In the process, two shots went off, hitting Mulaudzi in the head and killing him instantly. Neither of the police constables was injured. On the other hand, rumour has it that Mulaudzi was shot without provocation. Some allege that Mulaudzi was walking with a friend when the constables pulled up alongside of them. One of the constables then apparently got out of the vehicle, cocked her service pistol, hit Mulaudzi over the head and then ordered him to get into the back of the police vehicle. When he refused to do so, he was apparently shot. Both police constables’ service pistols were taken and handed in for ballistic testing to determine who had fired the fatal shot. Sadike also confirmed on Tuesday that both constables are still on active duty. In the meantime, the outcome of Mulaudzi’s post mortem is awaited. “Based on the outcome of the post mortem, we will take further action,” said IPID spokesperson Mr Moses Dlamini. The IPID is a watchdog organisation for the SAPS. LiN News / Zoutpansberger

Motion of no confidence in mayor The Democratic Alliance of Bela Bela served a motion of no confidence against Bela Bela mayor, Mr Freddy Hlungwane, on Tuesday, 31 July, during the municipality’s monthly meeting. Mr Kobus van der Merwe, DA councillor on the executive committee, suggested this motion on behalf of the DA. He told the council that the Bela Bela municipality had been functioning without a chief financial officer for the past ten months. He also said that there is no progress being made in the appointments of new department heads for corporate services

and planning and infrastructure. These posts have been advertised a long time ago. “This motion is motivated by the fact that the chairperson of the executive committee does not commit himself to prioritise the appointments of the chief financial officer or the other department heads,” “Therefore the DA wants to suggest a motion of no confidence in the chairperson of the executive committee, Mr Freddy Hlungwane,” Van der Merwe said. The motion was seconded by Councillor John Fourie. LiN News/Die Pos

Polio awareness in the rural areas

Waterberg District executive mayor Ms Tlotlanang Mogotlane put some drops in one of the children at Raphuti area on behalf of MEC for Health and Social Development Dr Norman Mabasa. Photo: Lizzy Bapela Lizzy Bapela This year’s Limpopo provincial event on the national Polio Eradication Awareness Week was hosted in Raphuti Village, a rural area under the Thabazimbi Local Municipality. The event, an initiative between the Waterberg district Municipality, district department of Health and Social Development and Thabazimbi Local Municipality, was held at the local sports grounds on Monday, 6 August. Acting Health MEC Ms Tlotlanang Mogotlane, accompanied by local mayor Ms Patricia Mosito, councillors, members of the mayoral committees, health workers as well as officials of the department and the two municipalities attended the event. The community of Raphuti came out in numbers to support the campaign for the fight against polio, which the theme was “Kick

Polio out of Africa.” Children of all ages were brought to the event for immunisations and parents were informed on signs and symptoms of the disease, including other health related issues. The event kick-started with a briefing session in the morning, where the department’s district executive manager, Mr Moetlo Ghandi, addressed leadership and stakeholders. He said that the aim of the event was to create awareness in communities so that they can fight the disease before spreading, because prevention is better than cure. Mosito was amongst the speakers at the event and during her welcome address, she extended a special welcome to the acting MEC and the department at large for visiting the humble community and to grace this occasion, National Polio Awareness Week. “Polio is an acute viral disease marked by inflammation of the nerve cells of the brain and spinal cord. This viral disease can lead to paralysis, breathing problems and even death and this disease is caused by the poliovirus, a highly contagious virus specific to humans. Since we are part of the global world and interact with people from different parts of the world, we are not immune from this virus unless we take prevention measures,” she said. Having said that, the mayor believes that the relevant experts informed the public more on this very critical issue. She indicated that she hoped that the polio awareness programme will ensure that the people are further enlightened so that they can ensure that they remain free of the poliovirus.

ANC Women’s League and residents protest at court TK Mashaba

Nyaope and cocaine are some of the most dangerous mind altering substances on the drug circuit these days. Drug use is a big problem in Bela Bela, especially among unemployed young people who end up finding themselves on the wrong side of the law. To be able to buy the drug, the drug users often turn to crime to fund their expensive habit. On Tuesday, 7 August, angry residents of Bela Bela and members of the ANC Women’s League protested in front of the Magistrate’s Court against an alleged supplier of drugs to the local community. The unseasonal, freezing, morning air could not discourage the furious protesters from having their voices heard when Mr Bongani Chauke appeared before the court on drug related changes. The ANCWL and other protesters sang their songs in front of the Magistrate’s Court, demanding for justice to be done. According to Ms Johannah Maseko, resident spokesperson, the residents of Bela Bela are tired of the drugs that are being

peddled in their township. “This is killing our future and we are appealing for justice to be done in this regard,” she said. Maseko added that they do not want people with criminal tendencies living where they live and that their wish is that drug offenders could be given longer jail sentences. Ms Tilly Radebe, spokesperson of the Women’s League in the region, said that the ANCWL demand the full force of the law to prevail. “We can’t take it anymore and we say enough is enough. We are pleading that he (Chauke) should be jailed for life,” she said. “We are sick and tired of children who go on smoking this illegal substances and selling it. Because it is Women’s Month, we are making it our priority to make our voices heard,” Radebe said. Chauke has appeared before the Bela Bela Magistrate’s court before on drug related charges. At the time of going to press, no ruling has been made in his case yet. The case was postponed to 17 August for the final judgement in the matter.

Stakeholders flex muscles over labour law amendments Lizzy Bapela The Limpopo Department of Labour reported on the debate around the proposed labour amendments law, which rages with some stakeholders supporting the laws while others vehemently oppose them. Spokesperson for the department in Limpopo, Mr Johannes Mokou, said that there are two sides of the division about the amendments. On the one side of the divide are the South African Local Government Association (SALGA), National Council of Trade Union (NACTU), and Congress of South African Trade Union (COSATU), while on the other side there is the American Chamber of Commerce in South Africa (AmCham), Agri- SA as well as Solidarity. The department reports that SALGA supports the objective of the amendments, especially that the amendments will create employment and decent work and protection for vulnerable employees against abusive practices. They indicate that waste management should be declared an essential service since it is a public health issue that should be managed properly as failure to do so could negatively affect the community. Project Manager of National Council of Trade Unions (NACTU), Mr Thulani Khumalo, said that they are in support of the amendments of current legislation to provide greater protection of vulnerable workers. “We believe that legislation plays an important role in creating decent work opportunities in the labour market. We further believe that our current labour laws are very flexible. Our understanding of flexibility is that labour laws should make it possible for business to operate without sacrificing workers,” he said. COSATU’s Ms Prakashnee Govender said that, subsequent to the National Economic Development and Labour Council process on the amendments of these bills, they had several meetings with the leadership of the ANC. The meetings were meant to address their call for a complete and full ban on the usage of labour broking.

Govender also deliberated on the expansion of scope of “essential service” to include public officials exercising authority in the name of the state, thereby excluding them from exercising their rights to strike. She further suggested that there should be a provision for a new probationary type clause that would effectively allow employers to hire and fire employees during the first six months of employment, during which time the employees have no recourse to challenge an unfair dismissal either on substantive or procedural grounds or on fairness. AmCham said with these amendments, labour productivity will push up the cost of the least skilled labour without any corresponding increase in productivity and “this will result in higher cost of doing business in South Africa.” Agri-SA said a larger number of the permanent employees on farms are provided with accommodation and it does not make sense to require farmers to provide seasonal workers with similar accommodation. The union said, on the section that empowers Labour minister Ms Mildred Oliphant to make a sectorial determination regulating minimum increments, that this will punish employers who are paying in excess of

the minimum wage and act as an undesirable disincentive to employ new employees than minimum wages. “It also constitutes an unwarranted encroached by the state in collective bargaining,” stated the union. Solidarity called for the study on the regulatory impact assessment of the bills prior to them going through parliament. The union also welcomed the proposed amendments to section 21 of the labour relations act aimed at extending

the rights of minority unions. They said this would strengthen collective bargaining particularly in the mining sector where “we have often borne the brunt of majoritarian approach.” As expected, Labour Broking Division of the Construction Engineering Association of South Africa called for the proper regulation of labour brokering as opposed to a total ban as demanded by the union members.

August is Women’s Month Thandekile Sibanyoni National Women’s Day is an annual public holiday in South Africa on 9 August. This commemorates the national

march of women on this day in 1956 to petition against legislation that required African persons to carry the “pass,” special identification documents which curtailed an African’s freedom of movement

during the apartheid era. August is celebrated a Women’s Month. South Africans celebrate the role that women played in the struggle for the freedom of South Africa. Women’s rights are

also accentuated during this time. The BEAT asked a few of our readers whether they thought that men and women are truly equal in the New South Africa and society today. Piet Sibasa (18): Women are not given enough opportunities especially when it comes to leadership roles. In most companies, women do not have top positions. People still have that mentality that women belong at home in the kitchen and their purpose is just to give birth. There are those who believe that women are not good enough to have leadership positions.

Octavia Mabaso (18): These days’ women are allowed to men’s jobs. There are women in construction companies. They do what men can do. They have the same opportunities unlike in the past. In my opinion, women are equal to men.

Tshepo Rampou (18): I think men and women are equal in a new South Africa. They are allowed to have the same careers opportunities as men. They can do almost everything that men including participating in sports.

Frank Magobisa (19): I think men and women are equal in a new South Africa. Since democracy, women have equal opportunities as men. In the past, there were other groups, who believed that women should not even go to school. They were only considered for household purposes. Nowadays women run their own businesses and they are contributing to the economic growth.

Itumeleng Thlabela (14): Men and women are not treated equal. Men still look down on women. They cannot stand the challenges so they end up criticising women especially in working environments.

Tumi Makoeba (16): Men and women are equal in the new South Africa because they are being treated the same as men. They have enough opportunities as men. The constitution protects women the same way that it protects men. Therefore, we are all equal

Photo: TK Mashaba TK Mashaba Hleketani Primary School principal, Ms Julia Mogashoa, is very proud of the two learners who are going to represent the school at district level in a reading competition. The two learners excelled at the cluster level of the competition that was held on Thursday, 2 August, at Blaauwkuil Primary School in Masakhane. Three learners were competing against learners from Thabazimbi, Mookgopong, Modimolle and Vaalwater. Three grade 3 learners, Mpho Mohebedu, Betty Ditsele and Mpho Maite represented the school on cluster level. Mpho Mohebedu won in the Sepedi category, while Betty Ditsele won in the Tsonga category. Mpho Maite repre-

sented the school in the Tswana category, but did not go through to the next round. The two learners, who did go through to the district level, will represent their school and the cluster at Lekkerbreek Primary School in Modimolle on 23 August. “We are very proud of these children and want to influence them to keep reading so that they don’t struggle with reading at higher grades,” Mogashoa said. Mogashoa said that the reading programme competition was introduced in the school last year. “Now our leaners know they have to do well and every Friday and Wednesday, we have learners competing at school.” “We give the best readers certificates at the end of every term as part of motivating them to do well,” she added.

Women’s Month August is Women’s Month and this week The BEAT is proud to report on a group of women who decided that they would no longer sit still and let drug pushers ruin the lives of the young people in their neighbourhoods. “We are sick and tired of children who go on smoking this illegal substances and selling it. Because it is Women’s Month, we are making it our priority to make our voices heard,” Ms Tilly Radebe, spokesperson for the ANC Women’s League, said. These were also the women who protested outside the courthouse in Modimolle when the so-called Modimolle Monster, Johan Kotzé, appeared after his alleged brutal attack on his wife. This is what makes women special. Women are able to look beyond social backgrounds and skin colour and see another woman in need. Women are able to reach out to each other without taking political affiliation and other differences into account. Women can stand together simply because they share each other’s burdens. That is what made the women’s march in 1956 such a success. On 9 August, 1956, 20 000 women staged a march on the Union Buildings in Pretoria to protest against the proposed amendments to the Urban Areas Act, commonly known as the pass laws, of 1950. They left bundles of petitions containing more than 100 000 signatures at Prime Minister J.G. Strijdom’s office doors. Outside they stood silently for 30 minutes, many with their children on their backs. These were not only the women who had to carry the “pass books” but all women who realised that a cruel injustice was being committed. Women should celebrate women, but women should also be held accountable for their roles that they have to fulfil in our society. A mother that goes out drinking, leaving her 4-month-old baby alone in the house should be brought to justice. A minister that does not deliver on her promises for a better education for everyone, should be forced to explain her actions to the public. A nurse in an oldage home, who is caught on camera beating an old man, unable to defend himself, should be arrested and punished by the law. In today’s society, women have many new powers and responsibilities. Generations of women have fought for womanhood to stand where it does today. When women decide to do something about the drug problem in their community by protesting outside the courthouse, they do the previous generations proud. However, when women in positions of power simply shrug and shift the blame when the very futures of our children are in their hands, they drag the name of womanhood through the mud. Women have great power in the world. Nevertheless, as Franklin Roosevelt said: great power involves great responsibility.

Confusion, division, and disagreement abound in religion. Religious people are divided into hundreds of different denominations, wearing different names, worshipping in different ways, and teaching different doctrines. Some people think God does not object if sincere people are religiously divided. “All the churches follow Jesus, so just join the church of your choice.” John 17:20,21 - Jesus prayed for all who believe in Him to be one as He and His Father are one. 1 Corinthians 1:10-13 - Paul told the Corinthians to cease their divisions. Jesus is not divided, so His followers must not be divided. If “all the churches are following Jesus,” why are they divided? His teaching does not divide people. Therefore, they must be divided because some are not following Jesus. Ephesians 4:3-6 - True unity is based on seven things of which there is only one each. Following many false gods creates confusion, but following the one, true God would promote unity. Likewise, there are many false faiths and false churches, which create division. Hosea 4:6 - My people are destroyed for lack of knowledge. Ignorance causes confusion and division. Matthew 22:29 - The Sadducees were in error because they did not know the Scriptures. Romans 10:1-3 - The Israelites had zeal for God, but not according to knowledge. Many circumstances may lead to a lack of knowledge of the truth. Consider some of them. Some people simply have never had opportunity to learn the truth. This was the case of Cornelius (Acts 10:1-11:18) and the Ethiopian treasurer (Acts 8:26-39). Such people need to hear words whereby they can be saved (Acts 11:14). Some people simply do not study the Bible diligently enough. To discern good from evil, we must have our senses exercised by reason of use - Hebrews 5:12-14. We must “search the Scriptures daily” - Acts 17:11. Much religious error and division result from lack of study. Some people do not handle the Bible properly - 2 Timothy 2:15. Even if a person studies and quotes the Bible, he may not be using it properly (Matt. 4:57). For example, some people try to prove their practices by the Old Testament, not knowing it has been removed by Christ and is no longer in effect (Rom. 7:2-6; Heb. 10:9,10; Gal. 3:24,25; Col. 2:14,16). To accept the truth, we must “hunger and thirst after righteousness” (Matt. 5:6). We must honestly study what God’s word says, then accept truth with “readiness of mind” (James 1:19-21; Acts 17:11). Personal Desires and SelfWill-Matthew 13:20-22 - Serving God requires self-sacrifice and effort. 2 Thessalonians 2:10-12; 2 Timothy 4:2-4 - Some reject truth because they just enjoy unrighteousness. They want preachers to justify their sins. All such attitudes as these contribute to religious division, disagreement, and confusion.

Career advice for Modimolle learners Lizzy Bapela Grade 12 learners of Solomon Mahlangu High School in Modimolle received a talk from government officials concerning career guidance, on Wednesday, 1 August. Mr Lambert Moloto, of the Department of Agriculture, and Ms Maria Ramoshaba, of the Government Communication and Information Systems (GCIS) in the Waterberg, saw a need to talk to the learners to guide them to take the right career paths for their future. The two teamed up in this initiative following a concern about the low matric pass rate and the number of learners who drop out of school. The aim was to take part in the government’s biggest wish, which is to be able to combat poverty and unemployment, resulting in a better country that citizens will be proud to live in.

In her address, Ramoshaba outlined the government’s main priorities, which include health, education, rural development, safety and security. She encouraged the learners to pursue education more than anything did so they can be better people tomorrow. Ramoshaba advised the learners to have successful people whom they look up to, so they can be encouraged to also have goals and work very smart and hard to achieve those goals. “Having a role model in life usually helps a person to be able to draw a picture of where he or she wants to be in the future. Engage with government departments, private sector and youth organisations for information on what career opportunities are available for the youth currently,” she said. She spoke about the pamphlets and booklets she usually distributes, including the government’s Vukuzenzele newspapers and youth guides, encouraging the learners to

look into them for available job and career opportunities. Moloto talked about his department that its mission is to contribute to the economic growth of the province through sustainable agricultural sector and food security programmes for better life for all. He gave the learners information on list of scarce skills in his department and a list of colleges and Technicons that can be approached for studying. Young people of Waterberg who are interested in this sector or wish to know more about it can contact the department on (014) 717 2325. Another department that offers career awareness is the Limpopo Economic Development and Tourism (LEDET). Tourism is regarded as one of the largest industries in the country and is considered one of the major economic boosters. The benefits are that the sector generates

employment, draws foreign currency, creates entrepreneurial opportunities, brings development to rural areas and creates opportunities for developing disadvantaged communities. Moloto gave the learners information on career opportunities that are available in the tourism department, qualifications that can be obtained, places of study, bursaries and work places after graduating. He also talked about the tourism business and financial services and business development agencies that the youth can engage including Limpopo Business Support Agency (LIBSA), Limpopo Economic Development Enterprise (LIMDEV), National Youth Development Agency (NYDA) and others. Interested young people who wish to know more about it can contact Ms Sarah Theko, of the department in the Waterberg District at 082 803 9913 or thekosd@ledet.gov.za or visit the offices.

NFD preview ahead of the new season TK Mashaba The new soccer season is about to kick off soon and the National First Division (NFD) provided some mouth-watering news for the fans of the league. This season will be full of surprising clashes, because new teams are joining the league. The newcomers will compete against the veterans who already know what the league entails. Winger Lazarus Kaimbi has since returned to Thailand where he spent part of last season on loan, and will not be a part of Cosmos set up this term. New team in the block, Cape Town based Milano United FC, a club with a proud history, are now looking forward to an exciting future in the National First Division. Mmamakwa wins Build It tournament Lizzy Bapela Bela Bela’s Mmamakwa Primary School won the 2012 Build It trophy, during their sponsored soccer tournament. The event took place on Saturday, 4 August, at Bela Bela’s Sunfa stadium and was sponsored by the local Build It Store, a building material supplier. Eight primary schools participated in the tournament including Khabele, Albert Lithuli, Spa Park, Jinnah Park, Mampatile, Hleketani and the winner, Mmamakwa. In the quarter final games, Mampatile won by walk over against Hleketani, while Mmamakwa beat Spa Park 4-3 in penalties. Albert Lithuli whipped Khabele by 3 goals to a nil, while Ulando beat Jinnah Park by 1-0. Winning teams then proceeded to the semi-finals, competing for the finals and to win most wanted title that was to be crowned the 2012 winners of the wonderful trophy. Jinnah Park got another 1-0 beating from Mmamakwa and Albert Lithuli won 4-3 at sudden dearth with Mampatile. The two teams drew 0-0 and tied each other up with a 3-3 draw on penalties before going for sudden death. Mmamakwa then played against Albert Lithuli in the finals, winning with a 1-0 and were indeed crowned winners of the 2012 Build It trophy. The winning team got the trophy, two soccer balls, bags, water bottles and bibs, receiving a trophy each. The celebrity guest of the

day was former Jomo Cosmos and Orlando Pirates player, Ace Duiker. Duiker and the management of Build It awarded the winning school, Mmamakwa, and the runner up, Albert Lithuli, their prizes, acknowledging all the schools that took part in the tournament. Duiker encouraged parents and educators to continue supporting and inspiring children to take part in sporting activities, as some of the players might make a living for their families in future. “I have seen a number of good and talented players here today and I believe their parents are proud. I plead with you my elders to support them, please, and show interest in their talents as they might play for professional teams in future and bring good salaries home too. There is a lot of talent here in Bela Bela and some children can resort to bad things if their talent is not recognised,” said Duiker. The owner of Build It, Mr Pieter Oberholzer, expressed his excitement about the whole tournament, saying he was very pleased about the turnout they got from the participants and the community at large, who came out to support the youngsters. “We love putting money into the future, as we believe these children will be our heroes one day. If we continue supporting and encouraging them, they will turn out good and satisfy us one day so we choose to start grooming them today for them to have a great future tomorrow,” he said.

This school league is in its first year after it was launched by the Minister of Sports, Mr Fikile Mbalula. The schools start at local level, and then proceed to cluster level. From cluster level, they go on to the district level and after the district level, they move on to the provincial and national levels. SuperSport United has proved that they rule Mopani’s annual Mayoral Charity Cup when they beat Moroka Swallows 4-0 in the final at Giyani Stadium on Sunday. They also beat Mamelodi Sundowns 2-1 in the opening match earlier in the day. For them it was more than a charity game, but an opportunity to take back their reign in the Charity Cup, which was ended in last year’s tournament when Giyani Hot Spurs beat them in a penalty shootout. According to Mopani mayor, Joshua Matlou, the tournament boosts local teams financially and provides a platform for budding players to be developed and recognised by PSL teams. “We have players like Teko Modise and others that were iden-

tified in this tournament,” explained the Matlou. He said the main aim of the event was not only to develop local teams, but also to generate funds for various community projects in the district. “Last year we gave R100 000 to each of the twenty projects, but this year we’re expecting to increase it to thirty or forty projects. We have already generated R3m out of this event and the gala dinner that we had prior the tournament,” he said. Matlou said the projects have not been identified yet, however, this year they were looking forward to donating to organisations that look after disabled persons. LiN News/Bulletin.

MTN is not only one of the largest cell phone networks in South Africa, but also a familiar sponsor in the soccer fraternity. Now MTN is making waves by joining in the elite league as a sponsor for the new season. Now, MTN is running the annual national MTN Wafa Wafa Top Eight competition, consisting of only the top eight clubs in the Premier Soccer League (PSL). According to Mr Pat Seema, who is the league manager of the new MTN league, formerly

known as the Vodacom league, said that they are looking forward to a new season with a new sponsor. “It’s great for sports as a whole and we are hoping that we will be working well with the new sponsor,” he said. Seema did not divulge more on how much money the new sponsor is pouring into this season. Instead, he focussed on the fact that they are welcoming new teams in the league. New to join the league is Ray Pillars of the Capricorn District and Zero Fake from the Mopani District. The two teams were

promoted from the SAB league after they both beat their counterparts during the play offs. Another team that might join the MTN League is Bay United, if their points did not secure them a place in the tough NFD League after the last season. Mosesetjane All Star FC, who bought Dinare FC’s status in the Vodacom League, will also now be a part of the MTN League. During his interview with The BEAT, Mr Jomo Molomo, of Mosesetjane, expressed his delight over this new status in this upper league; compared to the SAB League.
