Congratulations are in order for both the SAFA Waterberg Region and Mokopane’s Ratanang FC, after giving local soccer followers something worth celebrating.

The Waterberg team gained promotion into the higher ABC Motsepe League.

The provincial play-offs were held at Turfloop’s Oscar Mpetha Stadium in Polokwane, on Saturday, 4 June and Sunday, 5 June.

On Saturday Ratanang FC held Sekhukhune Region’s Ditlou FC to a 2-all stalemate during their first game, and later walloped Madritas FC of Vhembe Region 4-3.

The Waterberg side confirmed their place in the higher ABC Motsepe League on Sunday after defeating Mopani Region’s Mamaila Citizens FC 3-2.

The final match of the day was between Ratanang FC and Capricorn Region’s Molemole Academy FC, where the Waterberg lads whipped their opponents 3-1.

Soccer players, referees and officials from various segments of the Limpopo football fraternity observed a moment of silence as a gesture of respect for the late referee Benny Morena, who passed away a day before the play-offs.

Molemole Academy FC also gaining promotion with seven points in second place.

The SA Football Association in Limpopo was delighted that everything went well during the play-offs, and also thanked all those who supported the event.

“The matches started well on the first day and all five matches were played to a finish. On the second day we also had five matches. We are satisfied with the event preparations, the attendance of the supporters and the overall organisation of the tournament. It was a resounding success,” said SAFA Limpopo secretary Pat Seema.

SAFA Waterberg Region Regional Executive Officer (REO) Refiloe Khoza was over the moon following Ratanang FC’s victory.

Khoza indicated that this year’s regional play-offs displayed a lot of talent, and that it was visible at the time that the Waterberg Region will do well at the provincial level.

She congratulated the team for making the region proud and also gave credit to all the Waterberg Region officials and office bearers for their contribution throughout the season.

Man of the moment coach Sello Mabitsela who spoke to The BEAT over the loud cheers of supporters, was overwhelmed with excitement.

“I am very happy that our boys were promoted, and the cherry on top is that we are number one in the province. I would like to thank everyone who supported us and most importantly our chairman Mokopane Kekana,” he said.

Intimidation case against Municipal Manager dismissed

The two suspects, and three other men wanted by the police, were arrested on Thursday, 5 May. Maswanganye said that police retrieved four firearms at the scene.

The couple’s case is also connected to the major breakthrough that the police made a while ago where firearms were confiscated following the five suspects’ arrest.

A break-in took place at Caltex Garage where the suspects allegedly stole the firearms from a safe.

Lieutenant-Colonel Phetla said that the suspects also helped themselves to the complainants’ cutlery and camping chairs. He added that the suspects allegedly robbed more than three houses and are still in custody. They are expected to appear before the BelaBela Magistrate’s Court on Monday, 27 June on the case of robbery. Meanwhile, Moyo and her partner will appear in court on Friday, 10 June for the illegal firearm and ammunition possession case.

TK Mashaba A case of intimidation against BelaBela Municipal Manager Morris Maluleka was dismissed on Monday, 6 June, but the complainant, Sello Masweu of the EFF, said that he will not let the case go.

Masweu, who is the Sub-Regional Chairperson for the EFF in BelaBela, opened a case against Maluleka on Tuesday, 31 May. He accused Maluleka of intimidation after Maluleka allegedly threatened him during an IDP budget meeting

at the Bela-Bela Community Hall on Thursday, 26 May. Maluleka responded by laying a case against Mosweu for defamation, denying that he had threatened Mosweu, or put his life in danger.

Colonel Abel Phetla of the BelaBela police said that there was insufficient evidence to pursue either case in court, and urged the two men to settle the matter out of court.

Mosweu told The BEAT that he is still planning to contact his lawyer to proceed with the case.

“I don’t understand how such a case can be dismissed; any case of

threat or intimidation should be taken seriously,” said Mosweu.

Mosweu said that Maluleka had threatened to “put a blanket on him,” and said that later he received a threatening phone call from an unknown number. He said that during the meeting on Tuesday, 31 June, Maluleka threatened to “deal with him”.

The feud started when EFF members disrupted the IDP meetings, demanding the KPMG meeting which, they believe, may implicate Maluleka in some form of wrongdoing.

Maluleka could not be reached for comment.

Bela- Bela police search for stolen goods

A woman in Bela-Bela was arrested after she was allegedly found in possession of an illegal firearm. The suspect, 22year-old Siphathisiwe Moyo was arrested at her home in Zuma View section on Thursday, 26 May and led the police to where the firearm was hidden at a house in Leseding.

Detectives’ commander Lieutenant-Colonel Abel Phetla said that the police received information about the firearm and followed up on the leads, resulting in the confiscation of the firearm and the suspect’s arrest. On her arrest, the woman was charged with possession of an unlicensed firearm and possession of ammunition. The firearm apparently belonged to Moyo’s boyfriend, Wilson Monjesa (47). They are both Zimbabwean nationals.

Maswanganye said that the firearm is linked to a burglary that was committed on Sunday, 1 May, at Buyskop, outside of Bela-Bela.

interrogation, the suspect led the police to the houses he sold the goods to. The BEAT accompanied the police to the houses, where the buyers were also nabbed and the items were confiscated immediately.

In two of the houses, the police found the owners and the kitchen utensils that they allegedly bought from the suspect, Moraka. A third occupant and buyer was absent from her house during the raids which all took place the same day as the suspect’s arrest.

Moraka appeared before the BelaBela Magistrate’s Court on Friday, 27 May and his case was postponed to Wednesday, 1 June for formal bail application. He was remanded to police custody when he appeared in court.

The police were set to visit another house where they revealed through investigations that the suspect sold a plasma TV to the owner. The house and all the other buyers of the other allegedly stolen goods are all based in Zuma View section.

Lizzy Bapela The Bela-Bela Residents’ Association (BRA) announced that they are going to contest the coming Local Government Elections scheduled for 3 August 2016. The association’s contest will take place in Wards 2 and 7, forwarding the names of Joseph Makhubela for Ward 2 and Pascoe Thubela for Ward 7 as their candidates.

The association said that they are not contesting the elections because they are against the ANC, but because they do not approve of the ANC’s alleged violation of procedures with regards to the appointment of candidates. They also said that the ANC imposed some of the candidates on the residents instead of following proper procedures when appointing and introducing them.

Mabusela and Shima further said that even though they have the same concerns and grievances as the angry protestors, they are not going to take to the streets like they do in order to raise their grievances, but will do so on the ballot papers during the elections and are expecting positive outcomes.

The two said that they are going to meet with residents of the affected wards in order to explain to them their frustrations and intentions. The first meeting will take place on Saturday, 11 June at 14:00 at the local community hall. Meanwhile in Ward 7, two meetings will take place on Sunday, 12 June, with the first one in Tsakane at 10:00 and the second one at the local clinic at 14:00.

The association’s manifesto will be announced as their programmes progress.

Bela-Bela budget approved amidst public outcry The Bela-Bela municipality’s final annual budget has been approved last week amidst disruptions, where members of the EFF and other interest groups invaded council meetings and demanded a forensic report where the municipal manager was investigated since March. The budget was allegedly approved during these disruptions.

Photo: TK Mashaba Andries van der Heyde After a special council meeting of the BelaBela municipality was held on Friday, 3 June, to discuss the forensic report where the municipal manager, Morris Maluleka, was investigated since March, the public who attended the meeting was left disappointed when they heard that the report wasn’t available.

In the same week on Tuesday, 31 May, the Bela-Bela budget for the new financial year was discussed for final approval, but the meeting was interrupted when members of the EFF, Concerned Residents, as well as Change for Bela-Bela disrupted the proceedings which lead to the meeting being postponed. It was then believed that the approval of the budget was scheduled for another day.

On Friday the police were called in, just as it happened on Tuesday, after the people of the public were refused access to the municipal building and forced their way towards the council chambers. After the situation calmed, the police left.

Despite the public voicing dissatisfaction over the forensic report not being made available, a resolution was taken to invite representatives from KPMG to table the report during another special meeting.

The meeting on Friday was adjourned after members of the public became disruptive again. It was then heard afterwards that the budget had already been approved.

The BEAT’s sister paper The Post attended both meetings along with other public figures, but because of the disruptions as well as council members trying to carry on through the noise, even a few council members were stunned to hear that the budget had been considered for approval after the meetings took place.

Maluleka told The Post that the budget was indeed approved by council on the Tuesday during the disruptions. He said that all the inputs from residents were taken into consideration and that everything was done above board.

“Like I said earlier, if the municipality

agrees with the inputs made by the residents during the public participation meetings, changes can be made to the budget. But if certain inputs can’t be applied we will provide reasons why the municipality couldn’t implement the changes.” He said that because of the circumstances of the meetings the council pushed forward to stay within the prescribed time frame to submit the documents to national and provincial treasury. He said that the final budget will be made available soon to the public.

“With many people saying they are dissatisfied with the valuation roll, the process is already open for property owners

who wish to object to the values on the valuation roll and are invited to visit the municipality, where a supplementary roll is being compiled.”

With the council about to go into recess for the coming municipal elections, Maluleka said that the various heads of the municipal departments will still be available to handle service delivery issues.

But the approval of the budget raised a few eyebrows with the Bela-Bela Taxpayers Forum (BBTF) as well as the DA. Kobus van der Merwe, DA councillor said they are against the approval of the budget, and against the increased tariffs for electricity

and water as well as the property rates. He said that they are to meet with Desiree van der Walt, vice chairperson of the DA’s Federal Committee, to discuss possible steps to be taken against the municipality regarding council’s approval of the budget.

Frans Rootman, chairperson of the BBTF, has already sent letters asking the minister of Cogta, the MEC of CoGHSTA Limpopo, as well as national and provincial treasury to look into the matter.

Concerns remain that council had discussed the final budget for approval, along with the inputs and amendments, without following the correct procedures, Van der Merwe had said.

The group came together at the SAVF Hall in Modimolle where Provincial Leader, Jacques Smalle, and Political Head Desiree van der Walt also addressed the crowd about the upcoming Local Government Elections on 3 August 2016.

“There are 34 political parties registered for the Municipal election as well as a few independent people, but the DA is one of the parties that have gifted and skilled people at every level of their leadership structure,” said Smalle.

“Currently 48% of the youth in Limpopo are unemployed. This needs to be addressed and changed,” Smalle continued.

“The DA is by far not the all-white party that the ANC makes us out to be,” Steenhuisen pointed out. “The DA consist of al lot of individuals who are standing on the proud shoulders of people who fought for a democratic South Africa and continue to do so on a daily basis.”

“The DA will govern for all the people of South African and not just for a selected few individuals.”

“South Africa is in deep trouble at the moment and most South Africans do not realise how bad it really is but the upcoming local government elections can be an excellent turning point in our country,” Steenhuisen said.

APPLICANT AND BACKGROUND: The applicant, Bosveldsrus Abattoir, intends to undertake a NEMA BA process for the proposed Bosveldsrus abattoir located outside of Modimolle.

PROJECT DESCRIPTION AND LOCATION: The study area is located within the boundaries of the Waterberg District Municipality and the Modimolle Local Municipality. The abattoir will be registered on Portion 43 of the farm Donkerpoort 406 KR, Modimolle, Limpopo Province. The proposed development will be located 7.3 km north west of Modimolle town on the R30 Modimolle Vaalwater road. Genis Consultants CC, as an independent environmental consultant, has been appointed by the Applicant (Bosveldsrus Abattoir), to undertake all the authorizations required for the development for the proposed development.

MEC addresses Waterberg business community Mzamane Ringane

Limpopo MEC for Economic Development, Environment and Tourism Seaparo Sekoati visited Modimolle on Monday 6 June, to address SMME’s and the broader business fraternity.

The event was held at Modimolle’s OR Tambo Hall, where emerging business people from various parts of the Waterberg packed the venue for this huge event.

Limpopo Gambling Board, Industrial Development Corporation, SEDA, LEDA, Modimolle Local Municipality and Waterberg District Municipality were part of the stakeholders who formed part of the event.

remind members of the community that 3 August was the most important date on this year’s calendar.

She said that members of the community must diarize the date, and go to the polls in large numbers on that particular date to cast their vote.

MEC Seaparo Sekoati thanked all the dignitaries and members of the business community for attending this significant event.

He expressed gratitude to all other stakeholders who took time off to attend this event.

The MEC stated that the business community still has a lot do, and indicated that events of this nature creates a platform for interaction and to also share important information with those who are in the business sector.

“The purpose of this gathering has been outlined already. However, it is important as well to understand that we are meeting during the youth month. A month in which we are able to look back, a month in which we are able to start evaluating the programmes that we are implementing for our young people.

The SAPS Modimolle hosted learners from local high schools for the Take a girl-child to work Day campaign Photo supplied Lizzy Bapela The SAPS in Modimolle and BelaBela lived up to the “Take a girlchild to work” Day and hosted children from their localities as part of the campaign.

The main objective of the events was to expose the girl children to the day-to-day lives of police officers and officials at the work place and to show them all the different aspects of police work.

The SAPS Modimolle hosted learners from Modimolle’s Solomon Mahlangu and Phagameng high schools on Wednesday, 24 May, an

event which was rated a success.

The learners were taken through to various departments in the institution, with representatives of the visited departments facilitating.

The learners found the visit beneficial, as it taught them many facts they did not know relating to police work. Some of the learners showed interest in pursuing a career in law enforcement when they had finished their schooling.

Meanwhile in Bela-Bela, children from the Ratanang Daycare centre were bussed to the local police station on the day, Friday, 27 May as part of the campaign. Police spokesperson Constable Maria

The visit ended at the Victims Empowerment centre, where the children were told all about the centre and the services that they offer. The children responded very well to the teachings and even sang songs about child abuse, pointing out what to do when abused.

They also sang for the station commander Colonel Lindie Marx, when they reached her office and she gave them mini hampers containing goodies suitable for children their age.

Lizzy Bapela The DA in Limpopo expressed their deep concern following the Department of Co-operative Governance, Human Settlements and Traditional Affairs’ (CoGHSTA) admission to noncompliance with regards to the Broad Based Black Economic Empowerment (BBBEE) Act and Preferential Procurement Regulations (PPR).

The party states that the findings in the report on implementation of the Auditor General’s findings are a worrying development. They further emphasized that the BBBEE and PPR are mechanisms put in place to create opportunities for the historically disadvantaged and as such should be strictly adhered to in procurement processes.

“The Department seeks to create 80 000 housing opportunities in the province by 2019 and the failure to follow supply chain processes undermines its ability to perform its core function. It also fails to promote fairness and transparency,” said the party’s Member of the Provincial Legislature and provincial spokesperson on CoGHSTA Jacques Smalle.

“The report also points to the fact that the current tender system is

susceptible to abuse, corruption and manipulation. It is unacceptable that housing tender regulation and due process are manipulated or not followed.

CoGHSTA’s failings are further compounded by the fact that a housing grant of R560 million was surrendered for the year under review because conditions of the grant were not met,” Smalle said.

The DA said in a statement that the underspending of the housing grant results in underachievement of project targets and a lack of service delivery. The grant, they said, could have created opportunities, more sustainable human settlements, as well as restored dignity to the beneficiaries of the housing.

“The lack of supply chain and procurement compliance and the underspent of housing grants requires for the responsible officials to be subjected to disciplinary processes and be held accountable. The glaring lack of oversight by senior management is also clear.

The DA believes in adhering to procurement processes in line with the BBBEE and PPR policy as they create opportunities for historically disadvantaged people.

We also believe in fairness and transparency in all procurement processes,” Smalle continued to say.

The DA urged CoGHSTA to adopt an open tender process similar to the one adopted by the DA run Western Cape.

By the time of going to press, CoGHSTA provincial spokesperson Motupa Selomo had not responded to the statement.

Mzamane Ringane The BEAT spoke to Modimolle-based Addicted to Life athletes, following the 2016 Comrades Marathon and they had interesting stories to share.

Coach Ezekiel Moatshe said “I was running for the fifth time during this year’s Comrades Marathon. The competition is tough there, but better when you prepared enough. What I like about this competition is that once you

complete your race, you feel like you are on top of the world.

“We must always think sports. I am actually 46 but I look 10,” Moatshe said with a giggle.

“I was very excited, and the starting point was a very emotional moment for me because it felt like a once in a lifetime event.

Unfortunately, not finishing the race was very disappointing, but I will put in a sport spirit and try again next year,” said Gerhard Roets.

“It was my first Comrades Marathon. At first I was too excited at the starting line.

The national anthem and the Shosholoza song triggered my energy. After 76 km’s I was telling myself that I am not coming back here next year, but when I got to the finish line, I saw my team members cheering and singing. Those were the happiest moments,” Ntsako Maswanganyi said.

“I was nervous because it was my first time, and at times I thought that I was not going to make it to the finish line. The feeling of running Comrades Marathon is something that you cannot express to anyone, it’s in you. I set a target of finishing my race in 9 hours, and I managed to finish in 9 hours

and 20 minutes,” Rodney Malatji told The BEAT. “I was doing my 8th Comrades Marathon, and I got a silver medal. I am going to train harder and ensure that I get better results next year. I love Comrades Marathon and I am also looking forward to next year’s competition,” Mike “Boss Mike” Selamolela said.

Samson Mabiya said “I was participating in this race for the fourth time. I completed it in 10 hours and 45 minutes. I enjoyed it because I started preparing for it since last December. I am looking forward to my fifth race, and targeting to finish in 10 hours and 15 minutes.”

Lucas Seleka said “I was doing my 10th race this year, got the green number and I am happy for that. What I like about this event is that the support from people in Durban is great and that’s a motivation. I am encouraging everyone out there to come and join us. We are hoping to fill a bus to Durban next year.”

Lizzy Bapela Bela-Bela hosted the handball preselections games for the trials that will determine players who will represent South Africa in Cameroon, a tournament scheduled to take place in August 2016. The pre-selections took place at Mmamakwa Full-Service School on Wednesday, 1 June.

Targeted were male and female players who will be battling it out representing Limpopo at the trials.

Also, a team to depart for Cameroon will be made out of players for the Under 18 boys’ and girls’ category, whilst the Under/19 females and 20 male players will take part in the Zone 6 trophy challenge. The tournament is scheduled to take place in September

and the Zone 6 countries consist of South Africa, Botswana, Zimbabwe, Zambia, Angola and Mozambique.

Ntombana Blom from the Handball Coaching Commission graced the event to scout the players and was very much impressed with what she saw while scouting. She highlighted the fact that Limpopo as a whole has developed a lot nowadays, especially now that they are able to have different age groups, as compared to previously.

She added that the sport is developing and the players have also improved, meaning that Limpopo is doing well in terms of the sport.

Handball fanatic Thabo Baloyi commended the players for their hard work and dedication during the games, saying that he was really impressed of the way they conducted themselves as

well. He added that during all these years that he served in the federation, he knows that the players especially those from his home province Limpopo never disappoint.

“The players are very much disciplined and easy to work with.

They listen and respect you when you teach them anything about the sport. They do not think they know better that you or anything. That is what makes me enjoy working with young people and ensuring that they do not stay in one place but also reach higher standards or heights,” said Baloyi.

The names of the players that were selected during the pre-selection games will be revealed as soon as the coaching commission has made their decision.

Frans Morwewa, Jim Sehlare en Wilson None from Laerskool Alma respresented their school at the district’s Under-13 soccer trials which were held on Friday, 20 May at Mamakwa Primary School at BelaBela. Their coach, Patrick Moeta from Laerskool Alma, is also the cluster and district coach, and accompanied them to the trials. Jim is planning to represent his school at the provincial level on Friday, 10 June, in Polokwane.

TK Mashaba Limpopo’s Magezi FC had a tremendous season in the ABC Motsepe League. This Moletjiebased team relies on players like Sekhale Mhlabathi, Wonderboy Makhubu, and Dibate Mahlakwana, to take them through to the playoffs.

“Mhlabathi and Makhubu scored the winning goals against the Bees during the first round in the Nedbank Cup,” said the team’s coach Jacky Ledwaba.

“They are on top form and we hope that they will deliver the same level of play in the matches to come.”

If Magezi plays well in the playoffs on 13 to 19 June in

Bloemfontein, the team has a chance of being promoted into the National First Division.

The overall winner of the ABC Motsepe League will win entry into the NFD and a cool R1 million in prize money, while runners-up will be pocketing R500 000.

Bela-Bela’s Terrors FC’s fate in the ABC Motsepe League hangs on Magezi. The two lowestranking teams in the ABC Motsepe League will be relegated to the SAB Regional League, to be replaced by the two top teams from that league.

Terrors and Mokopane’s Mosesetjane All Stars are the lowest-ranking teams in the ABC Motsepe League, and both teams are staring relegation in the face.
