Justin Steyn Eighteen people were seriously injured in an accident that happened on Wednesday, 10 August, outside of Bela-Bela. According Bela-Bela Crime Support spokesperson, Elri Arlow, the accident was caused when a motor vehicle which was travelling ahead of a taxi unexpectedly made a U-turn. The taxi then collided with the car, injuring several passengers and its driver. “Eighteen passengers suffered arm and head injuries and were taken to the Bela-Bela hospital when ambulance services arrived,” she said. Arlow added that two of the passengers had to be taken to the Montana hospital in Pretoria to be treated for serious neck injuries. Lieutenant-Colonel Abel Phetla of the BelaBela police said that the matter is currently under investigation. “There haven’t been any arrests as yet as the incident is still under police investigation. It will be determined whether the matter will be taken to court once the investigation has been completed,” Phetla said. Paramedics and members of Bela-Bela Crime Support tended to the wounded. Elderly resident attacked with tin sheets Andries van der Heyde Johan Rossouw, a pensioner from the Bela-Bela area, was attacked on Friday, 12 August, when he caught a man who was allegedly stealing tin sheets from his property, in the act. When Rossouw saw the man, the man allegedly attacked him with the stolen sheets before fleeing. He allegedly left the sheets behind and fled in the direction of the township. Bela-Bela Crime Support was on the scene within minutes, and apprehended a man who they believe may be connected to the crime. Lieutenant-Colonel Abel Phetla of the
Bela-Bela Police said that they have not yet been able to connect the man with the crime, but they suspect that more than one person may have been involved. Rossouw needed medical treatment and stitches to his face. His wife, Leonie, said that if he had not turned his face away, he would have been more seriously injured. She said that thefts are a frequent occurrence in the area. “We have a real problem with crime,” said the wheelchair-bound woman. Anyone with information connected to the crime, or other thefts in the Bospoort and Buyskop areas, is encouraged to contact the police at (014) 736 9760 or 072 839 5587.
Name and shame bad drivers
A number of drivers have apparently taken it into their heads to treat the one direction signs on Swanepoel Street as more of a suggestion. The Traffic Department recommends that these people be reported at 0800 736 800. Photo: Andries van der Heyde Andries van der Heyde More and more residents of Bela-Bela have been approaching The BEAT’s sister paper, The Post, about reckless drivers in town. Many drivers disregard crossings, especially the two crossings in Chris Hani Drive, since these two crossings are without traffic lights due to the road works. On other corners, such as the ones at the crossings between Grobler and Moffat, Grobler and Luna, and Moffat and Pretoria, traffic rules are also nonchalantly ignored. Stella van der Walt, who lives in
Swanepoel Street across from Hoërskool Warmbad, told The Post that the traffic in this road is a nightmare. According to her, drivers who reach the stop street at the crossing of Roodepoort and Swanepoel hit their brakes only after reaching the stop, or ignore it altogether. “The speed limit is 60km/h, but people act as though it is 120km/h,” she said. Van der Walt is concerned about the safety of the large numbers of school children and pedestrians in this street. Other places of concern include the short one-way in Rooiberg leading to Thabazimbi, and the nearby traffic circle. Since roadworks started in 2014 on the Thabazimbi Road, the authorities have converted the whole Swanepoel Street into a two-direction street to regulate traffic. The one-direction rule has since been reinstated, with the necessary signage installed, but certain drivers treat these more as a suggestion. In addition, few drivers really know how to approach a traffic circle, and Van der Walt feels that it would be a good idea to install speedbumps in Swanepoel Street. Isaac Monare, Head of Traffic in BelaBela, said that there are no plans to install speedbumps in this street at the moment, but did say that residents could petition the municipality for speed bumps if they feel it is necessary. He said that even if only five or ten families sign a petition, it may be enough to lead the municipality to consider these changes. “We have found that many traffic problems occur over weekends and in the evenings, and we handle them as they happen. Traffic officials cannot be everywhere, however, and it would mean a lot if residents could report bad drivers when they encounter them,” he said. The number to report bad driving is 0800 736 800.

Modimolle burglary suspects in court
The police are asking that citizens who can identify these items come forward. Photo supplied Mzamane Ringane Two suspects appeared in the Modimolle District Court on Monday, 15 August for bail application following their arrest on 5 August in connection with a case of burglary. The two suspects, Alie Hlongwane (28) and Adam Moselane (23) made their initial
court appearance on 8 August. According to the police, the two suspects are also involved in a separate case of possession of suspected stolen property. The Modimolle police are calling on all citizens who can be able to identify the recovered goods, to contact Warrant Officer Eugene Clarence on 082 943 1214. These items were, according to the police, found in possession of the two suspects.
Modimolle man shot during search
According to eyewitness, several shots were fired at the scene. Photo: Mzamane Ringane Mzamane Ringane A 22-year-old man from Phomolong in Modimolle was hospitalized at the local FH Odendaal Hospital and later discharged, after sustaining a bullet wound in his lower leg. According to eyewitnesses who were close to the situation, several shots were allegedly fired at the scene where a police officer was conducting a search. The incident occurred on Thursday, 11 August, at the informal settlements near Modimolle’s Phomolong. According to the Modimolle SAPS, a police constable stationed at Modimolle SAPS went to Phagameng Township to follow up information relating to drugs. According to the Modimolle SAPS spokesperson Warrant Officer James Findlay, the police constable searched the suspect and found him in possession of nyaope. Warrant Officer Findlay said that the suspect reportedly stabbed the constable on the arm with a needle used to inject drugs. He said the constable moved backwards after being pricked with the needle. According to the police, the suspect continued to prick the constable with the
needle even after he warned him to stop on numerous occasions. Needle pricks are, of course, a vector for the spread of the HIV virus, which is why sharing needles is discouraged. It is reported that the constable fired a shot which hit the suspect in his lower leg. “The suspect was taken to F H Odendaal hospital under SAPS surveillance. The suspect was not seriously injured. The name of the suspect is withheld until he appears in court. The suspect also opened a case of attempted murder,” Warrant Officer Findlay said. The BEAT could not publish the names of either parties until such time that the suspects in both cases have appeared before a court of law. The BEAT was also able to speak to the gunshot wound victim, who is now a suspect in a case of narcotic possession. He claims that he was fetching water at the tap near the shack where he lived when he saw his friends running away from a gunwielding cop. “I also tried to run for my life as I was scared. Several gunshots rang out and one of the bullets hit me on my lower leg. I stopped running and asked the police officer why he was shooting at us,” he told The BEAT.

Council member’s court appearance delayed yet again Ronél van Jaarsveld Grace Mashitishu, former Chief Whip for the ANC in the Modimolle Municipal Council, is expected to appear before the court again on Wednesday, 5 October, after her case was postponed during a brief appearance on Wednesday, 10 August. Mashitishu is standing trial on charges of corruption. Mashitishu has already been found guilty of obtaining R70 000 via illegal calendar tenders, by an internal investigation by the municipality. She was fined R70 000, and
because she wants to share it with many other people 25% of her monthly salary will be docked until the amount is repaid. The alleged fraud occurred in 2012. A resident of Alma, Pheaga Elias Dafoma, alleged that Mashitishu approached him to print calendars for the
municipality. He was allegedly called in months later and asked to deposit an amount of R70 000 into his account and then to bring the cash back to Mashitishu. She is alleged to have given him R5 000, and kept the rest “because she wants to
share it with many other people.” According to Dafoma, he never printed any calendars. He alleges that Mashitishu only wanted to use his business’ name. The case is drawing interest from many quarters, and DA members were at the court in force on Wednesday. The security at the courthouse was on high alert. Mashitishu won Ward 2 by a hair in the recent municipal elections — she had 696 votes while Dingaan Motshwene of the DA had 677. This ward includes the Alma region. Mashitishu is expected to serve on the Modimolle Municipal Council again.

forum members that at the moment the municipality was not planning to interfere with the contactor. Last week Bela-Bela businessman Goody Ramushu told the BEAT that there was a possibility of the construction in town and Spa Park being halted until 20% of the workers were local people. However, on Tuesday Ramushu said he understands the explanation he received from the municipal manager. “He explained to us that the municipality was taken to court a few months ago during the phase one construction where a contractor’s contact was terminated without proper protocol,” said Ramushu. In the meantime, both the road construction on the Chris Hani street and that in Spa Park will be resuming, as well as the grandstand at the newly renovated Bela-Bela stadium which is next to BelaBela High School.

platform to appoint the new Executive Mayor, the Speaker and Chief Whip. He added that the three leaders will be appointed as the Political Management Team (PMT) to lead the council for the next five years. Malete further confirmed that the district municipality has been allocated a total of 14 seats in the council. He added that out of a total of 10 parties that participated in the recent elections, only four managed to win
seats in Council. The breakdown consists of the African National Congress winning by 57,14% and obtaining eight seats in total from the allocated 14, with the Democratic Alliance winning 14,29% and obtaining two seats; and the Economic Freedom Fighters won 21, 43% by obtaining three seats, while the Vryheids Front Plus won 7,14% by obtaining only 1 seat. Even though it has not been made
official yet, a source in the ANC said that ANC Waterberg Regional Chairperson Morris Mataboge could possibly be sworn in as the new Executive Mayor, with Member of District Mayoral Committee Sarah Lamola as the Speaker and Mogalakwena councillor Stuff Tsebe as the Chief Whip. An official announcement and confirmation on the appointment of the three is eagerly anticipated.
Low voting turnout a cause for concern in Waterberg district

There is some concern over the low voter turnout in the Waterberg during the local government elections on 3 August.
According to the statistics, only 17 758 of Bela-Bela’s 30 212 registered voters cast their ballots, while Thabazimbi had 23 155 voting out of the 42 209 who registered. Modimolle and Mookgophong had 50 680 registered voters, but only 29 240 cast their ballots. Some feel that the low turnout may have been related to the numerous protests before the elections — Modimolle made headlines earlier this year with water riots, while Mookgophong has been a hotbed of dissatisfaction for some time. In Thabazimbi and Bela-Bela, municipal infighting and drama may have affected the voter count. Dikeme Pilane of the IEC speculated that residents may have refused to vote because they were not happy with the candidates, the date was not convenient, or they were apathetic. He said that voters who arrived after 19:00 would not have been able to vote either, which may have contributed.
Limpopo Government accused of abandoning medical students in Cuba Lizzy Bapela
DA Limpopo Provincial Health Spokesperson Langa Bodlani accused the Limpopo Government of abandoning medical students in Cuba. Photo supplied
The Democratic Alliance in Limpopo said that they will at the next provincial parliamentary sitting propose a debate on the failure of the Limpopo government to adequately support medical students sent overseas for training. The party said that this follows 109 medical students being abandoned by the Limpopo Provincial Government in Cuba as they were supposed to have had their flights secured within the first days after they wrote their last exam on 8 July 2016. “The students were supposed to be brought back to South Africa by the provincial government for vacation after every two successful academic years. All other provinces have fulfilled this obligation except for Limpopo, whose medical students are currently stranded in Cuba,” said the DA Limpopo Provincial Health Spokesperson Langa Bodlani. “The DA is deeply concerned by the provincial government’s failure to fulfil its contractual obligation to bring these students back to South Africa. The
students expressed that they find themselves stranded in a foreign land using their stipends trying to contact the provincial government to no avail because they cannot afford their own travelling expenses. This is not the first time the Limpopo government fails medical students in the management of the Cuba Medical Student’s Programme. It is inconceivable that the provincial government sends our children to study in a foreign country to bring much needed skills back to South Africa, but does not bother with budgeting or planning to bring them home as planned,” Bodlani said. The party deems treatment as unfair and unacceptable as these are the same students expected to provide much needed relief to the poor, rural communities in Limpopo that have understaffed and under resourced medical facilities. The DA urged the Limpopo government to consider revisiting their participation in the programme due to their continued abandonment of the province’s medical students and should consider better financially feasible options such as training students locally. The provincial government has not yet responded to requests for comment.

Change for Bela-Bela to work with new council Justin Steyn Non-Government Organization Change for Bela-Bela, says it is looking forward to work with the newly elected council members of the Bela-Bela municipality. According to the organization’s founder, NJ van Heerden, they look forward to addressing issues that have been left unresolved. “We would like to take this opportunity to offer our support and assistance to the incoming councillors to tackle all burning issues relating to our community. Starting with the unresolved Memorandum of Demands that was handed to the previous Mayor, Lucas Nhlapo,” he said.
After this has been adequately dealt with, we will embark on a process to tackle other burning issues facing our community The memorandum which was handed over to Nhlapo over a month ago demanded the immediate release of the outcome of the KPMG Forensic Investigation into corruption and maladministration by the administration to council and the community, as well as action against those implicated. It further demanded that the immediate suspension of the new additional basic
SASSA amends regulations to protect beneficiaries Mzamane Ringane The South African Social Security Agency (SASSA) has sent out a notice to their beneficiaries to make alternative arrangements concerning the payments of their funeral insurance premiums. SASSA recently issued a statement, citing that the Social Assistance Act of 2004 had to be amended this year, in a bid to protect vulnerable beneficiaries against deceitful financial service providers. “Following amendments of the regulations of the Social Assistance Act of 2004 this year, some social grant beneficiaries will have to make alternative arrangements regarding the payment of funeral insurance premiums. Amending these regulations was a necessary and responsible step taken by SASSA and the Social Development Department in order to protect vulnerable beneficiaries against unscrupulous financial service providers,” SASSA National spokesperson Kgomoco Diseko said in a statement. Diseko said that the law allows for only a maximum of 10% of the grant value to be deducted and requires that SASSA should be informed whenever a beneficiary enters into a contract with a funeral insurance service provider. “In some cases, SASSA is not involved and this results in unauthorised deductions which come as a surprise to the beneficiary when the next payment
cycle comes. This happens in cases where beneficiaries are approached and made to sign agreements that are not explained to them,” Diseko continued. Beneficiaries who receive child support grants are informed that direct deductions for a funeral insurance/scheme from their grants will be discontinued in December 2016. Child support grant beneficiaries are advised to take alternative payment arrangements with their financial service providers on how premiums will be paid from December 2016 onwards. This will also affect beneficiaries having direct deductions for a funeral insurance/ scheme on any social grant awarded for a period of less than twelve (12) months i.e. temporary disability grants. Beneficiaries who are receiving grants for older persons, war veterans or a permanent disability and would like to have the premiums for their funeral policy/ scheme deducted directly from your grant, are advised to visit the nearest SASSA office to give permission in writing and in person for these deductions to go through. Those who are unable to visit the SASSA office are requested to contact SASSA on 0800 60 10 11 or 012 400 2322 to make alternative arrangements such as home visits for frail people. “Regarding other types of social grants only one deduction will be allowed provided the value of such a grant does not exceed 10% of the value of the grant,” Diseko said.
charges that was introduced on electricity, water and sewage until proper public participation has taken place in that regard. “Those new fees will make it unaffordable for many to stay and work here in Bela-Bela, make Bela-Bela one of the most expensive towns in South Africa, and it will drive away investment and local economic development plus job creation,” Van Heerden said in a
statement. He said that he hopes that the new council would consider tabling a meeting to discuss these issues after their first council meeting has taken place. Once this has been resolved, Van Heerden said that the organization hopes to put other pressing issues to the table. “After this has been adequately dealt with, we will embark on a process to tackle other burning issues facing our community, including the lack of proper leadership in the administration of this Municipality and the lack of proper jobs, land, basic services and housing which have not been attended to at all for a number of years,”

The sixth edition of Miss Modimolle is expected to be even better than the previous years, with lots of entertainment lined up for this popular event. This year’s pageant will be held at the Peter Nchabeleng Community Hall on Saturday, 27 August. Organiser and founding member of the beauty pageant, Francina Ndi Mashaba told The BEAT that there will be lots of entertainment this year, as local artists and groups will be competing for prizes. Mashaba indicated that the night will be sealed with a battle of the DJ’s, where the last DJ standing will also walk away with a prize. A total of 15 senior participants will compete for the Miss Modimolle 2016 crown, while 12 contestants will compete for the Junior Miss Modimolle crown. There will also be a category Little Miss Modimolle Crown in this year’s beauty pageant.
According to Mashaba, local female hip-hop artists Sugar and Candy will form part of the Miss Modimolle 2016. She thanked the local citizens for supporting this pageant since 2011, and said she hoped that the support will be huge like it has always been during the previous years. “We would like to thank the community for their continued support throughout all these years. We are happy that many young ladies from local schools including Solomon Mahlangu High School, Phagameng High School and Hoërskool Nylstroom have shown interest in this year’s contest. We also have young girls from different primary schools in Modimolle,” she said. Mashaba said Miss Modimolle 2016 aims to encourage young women to appreciate themselves, and for that reason they have also introduced the category of Madam Thick. “We have divided Miss Modimolle 2016 in various categories, because we want to encourage young women of all shapes and sizes to appreciate themselves,” she said. Reigning Miss Modimolle Mokgadi Modiba will hand off the crown to the winner.

Speed Dating for the Brain aims to popularize science to the broader South African society and make Science, Technology, Engineering, Mathematics and Innovation subjects more appealing and accessible to both young and old. The popular science-based educational game is being rolled out for the third year running by Capitec Foundation in partnership with the Department of Science and Technology (DST) in all nine provinces. Participants had to go through six booths to complete their challenges in the Speed Dating for the Brain game. Facilitators Merisa Robbertze and Tlou
Mashitisho explained all the steps of the activities before the participants could begin to go through the challenges. The first booth focused on concept of sustainability, with participants watching a 30-second-long video and answer a question relating to the video. On the second booth, the theme was alternatives to fossil fuels, where the participants interestingly learned how to get a windmill generator to light up a LED light with the use of a hair dryer. The third booth emphasized on the importance of re-use and recycle. On the fourth booth, participants had to complete a maths puzzle, while the fifth booth focused on water as a basic need. The last booth challenged the participants to test their financial life skills, a move which was aimed at improving their quality of life. After visiting all the booths, contestants received career and science information relating to the themes and activities, and also posted their entry forms in a ballot box for a lucky draw. Forty-two-year-old Sunet Goncalves from Modimolle was drawn as a winner. The winner will receive a Proline 8 tablet with WiFi and 3G connectivity as well as a one-year subscription to Office 365. The public draw was independently conducted by Vodacom Nelson Cellular Manager Bennie Fourie.

Photo: Lizzy Bapela TK Mashaba Jeremiah Ngobeni, former owner of the Valencia Football Club, joined politics to help his community after being elected as ward councillor, and has had a meteoric rise in his political career. In 2009 he became one of the youngest councilors in the Waterberg, and this year, he was again the candidate for Ward 6. On Sunday, 14 August, the ANC NEC decided in a meeting at Forever Resorts that Ngobeni was a fitting replacement for outgoing Mayor Lucas Nhlapo. This is a big opportunity for Ngobeni, but challenges also await, since he is inheriting a municipality torn by discord and infighting in the council itself.
