TK TK Mashaba Mashaba Despite speculation at ground level and a recent spate of protests by the community alleging maladministration, Bela-Bela has just been named the best municipality in Limpopo by the Limpopo provincial government, ahead of other municipalities Fetakgomo, Makhado, Musina and Thumela. The group is made up of all the municipalities in the province and is regularly assessed by the provincial government on key performance areas. The group is categorized as integrated sustainable human settlements, as opposed to Lephalale and
Mookgophong, which were classed as municipalities. Joining Lephalale and Mookgophong in that category there are Elias Motsoaledi, Greater Letaba, Makhuduthamaga, Marula, Mytale and Mole Mole Local Municipalities. The assessment criteria includes political stability, functional municipality structures and healthy interfacing between council and administration, as well as responsiveness to service needs, infrastructure maintenance, clear policy and delegation framework and a high collection rate. Bela-Bela Municipal spokesperson Matome Sebelebele said that this was a great thing for the municipality and the
town as a whole. “This is a demonstration of how much progress we are making in improving the overall performance of the municipality and the lives of the community. This puts us in a better position to attract further investment into the town as well as improving the image of the town in the mind of the public.” said Sebelebele. He continued: “There have been floods recently but if you come here, you will not be able to see signs of that devastation. We are still not satisfied with how we are doing. We aim to compete with the best towns in the world. Not just in Limpopo, South Africa or Africa, but the entire world.”

High school robbed in broad daylight Justin Steyn Justin Steyn On Thursday 12 March three unknown men broke in to the hostel area of the Hoërskool Warmbad and into the home of the school’s administrative manager, Sue Kotzé. Kotzé, who has been living at the school’s hostel, was occupied with financial and administrative duties at the school’s main office at the time of the break in. The thieves broke into Kotzé’s home and stole various items of jewellery and clothing. A security monitor for the hostel has also been stolen. When she returned home and found her home in total chaos, Kotzé notified the police. The school’s principal, Spikkels de Wet, said that the incident has sent shockwaves through the school.
He said that the incident is a classic example of just how vigilant learners and personnel at the school should be. “We keep our gates open after school hours so that it is easier for our learners and their parents. People should be vigilant and report suspicious behaviour,” he said De Wet said that the school currently does not use the services of a local security company as their budget does not allow it. The Bela-Bela Police spokesperson, Glen Manamela, said that a case of housebreaking has been opened and is under investigation. In 2013 the school fell victim to a weekend robbery when thieves broke into its main offices, where the security systems and R10 000 was stolen from their safe.

Rapist gets eight years Justin Steyn Justin Steyn Sunnyboy Kekana (31) is facing eight years in prison after he was found guilty of the rape of a 37-year old woman in October last year. According to Mookgophong police spokesperson Warrant Officer George Ledwaba, Kekana broke into the victim’s house in the Boekenhout area, and stabbed her several times before he
raped her. Ledwaba said that the police were informed of Kekana’s location via an anonymous tip, which led to his arrest. At his final court appearance at the Mokopane Regional Court on Thursday, 12 March, Kekana was found guilty of Housebreaking, Assault with the intent to inflict Grievous Bodily Harm, and rape. The court also deemed him unfit to carry a firearm.

Justin Steyn Justin Steyn Tragedy struck the Van Deventer home when four men broke into their house in Roodepoort near Bela-Bela on Tuesday 17 March According to various reports, Jake van Deventer (35) was stabbed by the four men who entered the premises, supposedly through the kitchen entrance. Provincial police spokesperson, Ronnel Otto said that Van Deventer was attacked while in his bed. His fiancé, Monique de Souza, was also attacked, but managed to fend off the attackers and allegedly managed to stab
one of them with a steak knife before they fled. Two television sets, a purse, and a gun were allegedly stolen. It is believed that De Souza suffered other injuries including broken fingers. She was taken to St. Vincent’s Hospital where she was treated for her injuries. The couple’s four children, one of whom is a four-month-old baby, and their grandmother, were also traumatized by the events. Some of the stolen items have been recovered. At the time of going to press the police’s dog unit were looking for the suspects with the help of trackers, but no arrests have been made.
Bela-Bela Police’s Detectives Commander Lieutenant-Colonel Abel Phetla has brought home yet another award for his team’s excellent performance. The colonel won the Detectives Group of the Year during the 2015 National Police Excellence Awards held at the Emperor’s Palace in the Gauteng Province on Friday, 13 March. He represented his team, the station, cluster and the province at large, obtaining another great achievement for his dedication and commitment in the job. Bela-Bela Detectives unit performed exceptionally well in the 2013/2014 financial year and received a five star performance rating at 85.27% and were ranked number one in the province. The team was regarded as pro-active and diligent in the execution of their duties and were also able to adapt to varied situations swiftly, which helped them successfully render efficient services every time. The team’s performance was said to have restored community’s trust in the SAPS and that crime reporting increased because the community started believing that they were being served by an effective lawenforcement agency. In his speech the colonel extended gratitude to his “committed and dedicated” team of detectives for their hard work, adding that it would not have been possible, had it not been for their commitment to their job. “I feel positive and still want to obtain position one, which I believe belongs to us. I will continue to motivate my team to keep working hard so that we continue serving the community as the mandate states. Our community continues to long for
professionalism and dedication in the police,” said Phetla. Amongst the prices he brought home include sets of umbrellas, a box full of SAPS branded bags full of goodies, a certificate and cash prize that they wished not to disclose. Police minister Nkosinathi Nhleko highlighted that during challenging times for the men and women in blue, it is correct that they validate those who go beyond the ordinary and strive not only for success but for excellence. He further encouraged the nominees to continue in their quest to excel and saluted the winners for making a difference at an individual level, station and cluster. “The group used all the resources at their disposal to ensure that arrests were made correctly and swiftly,” a statement in the remarks’ messages reported. “Donating time to the organization’s crime investigations was never a problem to these members, who regularly worked after hours and over weekends without any prospects of being remunerated for these extra hours. The team’s high level of professionalism, discipline and dedication contributed positively to the enhancement of service delivery and regained the community’s trust in the police,” the statement further reported. Meanwhile, the Bela-Bela Cluster stations under the leadership of Colonel Corné Homan also congratulated the team for their great achievement and wished them well in their quest for greater achievements. Justin Steyn Justin Steyn After repeated requests by the Koppewaai community, Bela-Bela mayor Lucas Nhlapo has visited the area to communicate with residents on issues related to housing and temporary services. The meeting was held on Wednesday, 11 March, and saw the majority of residents flocking to the Spa Park community Hall. Residents complained that they are faced with insufficient housing and unsanitary conditions. The area’s Ward Councillor, Kobus van der Merwe, requested that only issues relating to housing be addressed, and that another meeting be held regarding the supply of basic necessities by the Integrated Development Planning (IDP) for local government. Nhlapo started his address to the community by assuring them that he is well aware of the challenges they face, and that he will do his utmost to ensure that the plans to provide the community with basic services continues. Nhlapo also assured residents that an investigation will be made regarding delayed temporary services for the area. Dr Escobar stepped down after a NEHAWU protest march last week. Dr Escobar’s resignation came as a surprise to some, while others expected the result. Hospital staff downed tools for a protest march on Monday, 9 March, leaving the hospital with a skeleton staff, but they returned to work on Friday after Dr Escobar stepped down. Among the issues addressed in the employees’ memorandum was the issue of pay progression and cash bonuses. They also demanded an end to labour brokering and outsourcing of essential services such as laundry, food service and infrastructure maintenance. Wilson Mahlaisane, Nehawu Secretary, said that they were relieved that Escobar stepped down. They are also requesting the resignation of communications officer Buti Moagi. The Performance Management Development System (PDMS) is under way and is due on 24 March. The BEAT attempted to contact Moagi, who was said to be on leave until April. Requests for comment from other sections of the hospital went unanswered.
National and provincial heads of the police force will be coming to BelaBela for the 2015 National Police Day event and a drug imbizo scheduled for Friday, 20 March, at Sunfa Stadium. The dignitaries and their entourages will flock to the stadium to lead and witness activities arranged for the day, in line with the event’s messages of combating crime and communicating with the community. The imbizo is aimed at curbing drug sales and abuse in the area, as well as to give feedback from the 2014 imbizo. The Limpopo Provincial Commissioner Lieutenant-General Fannie Masemola will lead the drug imbizo, while the national commissioner Ria Phiyega and Minister Nkosinathi Nhleko will lead
the day’s activities. The Police Day event entails demonstrations of the day-to-day business of the police service. All units in the force are invited to showcase their services, and members of the public are afforded the opportunity to interact with the force. Local entertainment groups will be rendering their services at the event, with drug abuse victims giving testimony on the consequences of drug use and their rehabilitation. Bela-Bela Cluster Commander Colonel Corné Homan will lead all units’ officers and management from his cluster stations in Bela-Bela, Pienaarsriver, Rust de Venter, Radium and Tuinplaas. Meetings with regards to the event were scheduled to take place at the Bela-Bela police station during the week.

Photo: Lizzy Bapela Lizzy Bapela Former Bela-Bela Mayor and Ward 4 Councillor Freddy Hlungwane accused current mayor Lucas Nhlapo of being a dictator, saying that Nhlapo visits Hlungwane’s ward without informing him, lies to the people and makes major decisions without prior consultation. Hlungwane said this following a meeting Nhlapo held with the residents on Sunday, 15 March. “I feel undermined and disrespected that the mayor told the people that he is moving Zuma View residents to Extension 9, while telling those residents that he is rearranging their settlements. The residents won a court case to force the municipality to render services in the area and now they are being moved to another section,” he said. “Where does he expect the Extension 9 residents to go?” “I am going to mobilize the residents and tell them the truth about the developments in the area. I will not tolerate Nhlapo’s dictatorship,” said Hlungwane. The former mayor added that he partnered with the Limpopo Department of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) to budget R4,9 million for the development of Extension 9. He alleged that Nhlapo used the money to build roads in town instead of houses for the residents. Nhlapo did not receive a warm welcome from the residents when he talked to them about issues concerning service delivery. Angry residents attending the meeting shouted at him and attacked him, resulting in him leaving the venue. Ward 6 Councillor and Nhlapo’s deputy, Jeremiah Ngobeni, did not want to comment in the Zuma View matter as the ward councillor, but referred all queries to municipal spokesperson Matome Sebelebele. In his response, Sebelebele said that the entire council is responsible for issues surrounding the Zuma View area, and not the mayor alone. He added that everything the mayor does within the community is done with the approval of the council, and that they had directed him to hold the meeting in Ward 4. Sebelebele also said that the municipality is planning to find an alternative place for the residents, as the area they are currently residing in is not in a good condition. “It is incorrect for Councillor Hlungwane to imply that the Mayor is a dictator, when in fact the Mayor works within the collective of the council which Councillor Hlungwane is part of. The Mayor as the political head of the municipality has the responsibility to interact with the community of BelaBela on all council-related matters, including housing. Councillor Hlungwane should raise his concerns within the council.

Photo of the week Gr ace Grace In our modern times, grace is often mistaken for something simple. Smooth movements and elegance can be mistaken for grace, in the right light. In reality, grace is something much more than the physical. Many religious people find grace in their faith, others find it in love and many more never find it at all. In its simplest terms, grace is the ability to take what comes as it comes, with dignity and strength. It is the ability to face the future confident that no matter what happens, you will have done your best. It is what made nuns go to the gas chambers during the Second World War rather than denounce their faith, what made women fight alongside their husbands in older times, and what made, much more recently, a British writer named Terry Pratchett share his battle with Alzheimer’s with the world. When his diagnosis came in, he made it public, which is not really the done thing. For one thing, Alzheimer’s is hard to diagnose and, for another, we’re not really expected to talk about it. Much like, twenty or thirty years ago, people who died of cancer died ‘of a long illness’ and people who today die from HIV/AIDS are often said to have died of pneumonia or TB. Not to diminish the suffering of those people but in many ways, people who suffer from Alzheimer’s have it even worse. It is one thing to die, but it’s quite another to feel your living self melting away, losing who and what you were. Many people live for years in the end stages of the disease, never quite understanding what is going on. There’s the running storyline, sort of narrative shorthand for how terrible this disease is, of mistaking a son for a husband, or a daughter for a mother. But can any of us really imagine what it is like, to live in that twilight world where nothing is certain anymore? Perhaps the families of the afflicted can, but we certainly can’t. And it’s worse that it strikes mostly the old, because our elders are the repository of wisdom, of the knowledge of the past, and that is exactly what the disease steals from us. Every elderly person infected with Alzheimer’s is the start of a domino row of people for several generations who will not know the stories of their past. Much like HIV/AIDS, there are treatments available to slow the tide, to slow the progression of the disease. Much like HIV/AIDS, many of those who need it most refuse to admit that they are ill until it is too late. We need to remove the stigma from these diseases, as we did with cancer, because only if we can face this head-on will we finally be able to best it. Terry Pratchett faced his fate with dignity and grace, never denying the disease, never lying about it, and he died last week knowing that he had done the best he could under the circumstances — under any circumstances. Can you say the same?

Health Scr eenings a Screenings att sc hools schools Health conditions such as vision, hearing, oral health and psychosocial problems can make it difficult for children to learn at school, and can be a barrier to successful learning. These health and psychosocial conditions are preventable and treatable if discovered on time. For learners to reach their full potential in their schooling, it is important to identify and address these health and psychosocial problems. A collaboration of government departments (Education; Health and Social Development) and local organisations will be conducting health screening at schools in Bela-Bela on 13 – 17 th April 2015. The purpose of the screening is to identify learners who have health and psychosocial problems, refer them to health facilities to address the identified problems and provide them with support as needed. The screening will be conducted in all schools in BelaBela and will target grades 1; 4; 8 and 10. The screening will be conducted by health professionals from the department of health, with support from local NGOs to conduct age appropriate health education and health promotion. For successful screening and referral of learners, full support of parents, guardians and community is important. Parents and guardians can support this initiative by signing the consent forms that will be given to learners at their schools. The learners need to take the signed consent form back to school. The signed consent form gives the school health team permission to screening for the following health conditions: Oral health; Vision; Speech, language; basic hearing; fine and gross motor skills; psychosocial problems; nutrition and chronic diseases (TB, diabetes etc.) Following the screening, learners who have been identified with health problems will be given referral letters to take to a nearest health facility. It is important that parents or guardians take learners for referrals to make sure that they get the health services they need. Parents and guardians will be informed of the exact screening date for their children’s schools

TK TK Mashaba Mashaba The learnership program for sports development in Bela-Bela, which is responsible for almost 100 learners, is now struggling and is alleged to be on the verge of shutting down. The students have allegedly not been paid their promised stipend for going on two months. The students, who have been studying sports development in the program, approached the Department of Labour to report the matter to them. The person in charge of the program, Phedi Mathopi, allegedly told the Department of Labour in Bela-Bela that he does not know when he will be able to pay the students the money they are
owed. He is said to be heading up a new learnership program for artisans, which is currently being held at the Bela-Bela Commando Building. “How can the municipality give this guy a contract to run another learnership while he hasn’t paid us,” said Tsakane Baloyi, one of the concerned students. “Do they think he will pay the students in the new learnership?” According to Baloyi, Mothope is playing with them and refusing to tell them when they will be paid. “This also means we won’t get out certificates,” he said. Mathope and municipal spokesperson Matome Sebelebele were not available for comment.

Lizzy Bapela Lizzy Bapela The community of Rapotokoane and surrounding areas witnessed the official opening of a state-of-the-art library by the Limpopo MEC for CoGHSTA, Nandi Ndalane, on Friday, 13 March. The library is more than simply a building full of books, but also contains computers connected to the Internet, where students can access information on possible career opportunities, university application forms, and online registration. The opening ceremony was held under the theme “Knowledge remains useless until you use it. Don’t destroy it! Don’t burn it! Use it!” MEC Ndalane said that the high demand for a local library motivated the government to build a library, where the doors will always be open for learning. In her speech, the MEC said that the government needs to roll up its sleeves and deliver services to the community.
“We are bringing a light to the community, hoping that it will be well looked after. It’s not a light of knowledge, and the only time when we say the light is burning is when the library is used. We say a library is a light, and we mean that it has to brighten the children and the whole community. We want sharp young minds, and that it can only be realized when the library is used,” she said. The Department pledged to ensure that libraries are filled with books relevant to the times, and that the books should make it possible to understand maths and science and that the books should help the community to better resolve community problems. The House of Traditional Leaders. Councilllors and mayoral committees, among others, were also in attendance. The Executive Mayor of the Waterberg District, Councilor Tlotlanang Mogotlane, also attended the ceremony.

Justin Steyn Justin Steyn Toddlers who would like to become paramedics in the future received a crash course on the ins and outs of the medical field when Tromar EMS visited crèches in Bela-Bela. The spokesperson for Tromar EMS, Naldu Pieterse, said that they are starting a campaign of demonstrations at schools and crèches to demonstrate basic emergency procedure to the children. “The children were taught about the instruments we use and were shown the equipment in our ambulances,” she said.
But the learning did not stop there, as teachers were also educated about possible emergencies that they may face when at work. “We had a meeting with the teachers of each school and were astounded by how little some of the teacher knew when it came to dangerous situations. We had to demonstrate how to handle cuts, as well as the Heimlich maneuver. Pieterse said that teachers were also discouraged from using older methods of first aid, such as applying butter to burns, which may cause more harm than good. Pieterse added that they would continue with their campaign during the month.

The team, who missed the play-offs last season because some of the players missed match games, are still suffering from issues, but are staying positive. The BEAT spoke to the team’s CEO and coach Andries Seputla, who said that he is very pleased with the way the boys are playing. “We sat down and planned ahead before the season started, and told ourselves we are aiming high this season. Our plan is to reach the playoffs and be promoted to the ABC Motsepe League,” he said.
Seputla complained about a lack of support from the Mabatlane community for the soccer team. “We struggle a bit with support from the community at our matches, and we have problems with sponsorship, but we don’t let anything stop us from being positive in the field,” he said. Seputla emphasized that his team’s success is based on understanding and teamwork. “I don’t keep an eye on specific players, but the whole team is doing a great job and we are doing well so far,” he said. On Saturday, 14 March, the team beat Bazooka FC 2-0 and went on o defeat Total Surrender 3-2 on Sunday, 15 March.
Noah Matikie Motemedi of Modimolle, will be representing his school Phagameng High in the coming National Schools’ Athletics competitions, scheduled for 24 March in the Gauteng Province. Motemedi took part in the provincial athletics that were held at the Peter Mokaba Stadium in Polokwane recently. He was one of five athletes from Modimolle, and his achievement resulted in his qualification for the National Championships in the 800 m Boys u.19. Motemedi competed in the 800 m, 1 500m, and 5 000 m events at the local schools level at Hoërskool Modimolle in February and won all of his races. He proceeded to the district level competitions which were held in Settlers, and lost out on the 1 500 m and 5 000 m, winning only the 800 m. Meanwhile Mmamakwa Primary School’s u.12 soccer team obtained second place in the circuit level of the Danone Schools soccer competitions. The games took place at Moloto Stadium in Bela-Bela on Wednesday, 4 March. The school won 2-1 against Spa Park and 6-1 against Albert Lithuli Primary Schools. They were scheduled to participate at the cluster level games in Vaalwater this week. Other schools participating at the circtuit level included Khabele Primary and Ulando Combined School.
