Guns place Waterberg region under siege The BEAT team

Members of the police from Bela-Bela swarmed the scene of the farm attack following the shooting of an elderly couple. Photo: Herman Steyn

As the festive season beckons, gun-toting rascals and tricksters from Gauteng and elsewhere seem to have targeted parts of the Waterberg in recent weeks. On Monday, 18 September, a member of the Bela-Bela Crime Support Unit (BBCS), circulated the picture of an unidentified male person, who she believed to be a suspect who attempted to jam-lock her vehicle. Suffice to say four days earlier, members of the police from a total of 100 police stations in Limpopo embarked on a massive show of force in the township, rounding up scores of suspects in connection with minor crimes. Car-jamming is a method wherein criminals use an electronic device to block a car’s locking system from working properly, thus inadvertently leaving the vehicle unlocked. Former BBCS chairperson, Elri Arlow, had hardly recovered from the shock of a farm murder days earlier, when she stumbled head-on into a car-jamming attempt.

The BEAT Editor, Johnny Masilela, said in recent months he lost an expensive leather briefcase, and a fellow traveller lost a laptop, to car-jamming in Pretoria North. The proverbial gun smoke still hung in the air following a farm attack two weeks ago, where a gang of thugs opened fire on an elderly couple, with the wife dying from a stomach wound. The husband was rushed to Eugene Marais Hospital in Pretoria, for specialised treatment. The same week five dangerous armed robbery suspects embarked on a daring jail break from the cells at the Bela-Bela police station. A month or two earlier, downtown BelaBela resembled a war zone, with armed police and traffic authorities having their hands full, sealing off Chris Hani Street, following the discovery of a getaway vehicle in the CBD. At the time it was reported suspects from an alleged armed robbery at Thabazimbi had sped their way into Bela-Bela, during what appeared to be a high-speed car chase by the police. A number of the suspects were nabbed in connection with an alleged armed robbery, which happened back at Thabazimbi.

More intrigue around the unfolding jail break drama at Bela-Bela police cells TK Mashaba There has emerged mounting intrigue around the daring jail break from the Bela-Bela police holding cells. Acting Bela-Bela police station commissioner, Lieutenant-Colonel Abel Phetla, said investigators were exploring several leads, among these the role of night-shift personnel during the fateful Sunday, 10 September, escape by the five awaiting-trial suspects. One of the fugitives has since been rearrested, and was expected to be charged with escaping from lawful custody. Four others were, at the time of going

to press, still at large. The men had returned from another alleged armed robbery court appearance at the Mokopane Magistrate’s Court shortly before their escape. SAPS spokesperson, Brigadier Motlafela Mojapelo, said the suspects escaped from the cells on the evening of Sunday, 10 September, just before 22:00. He said one of the fugitives, Clifford Mutonhori (29), was re-arrested shortly after the escape, while four others were still at large. Police were on a manhunt for Philani Sithole (30), Silence Dube (29), Thabang Dube (30) and Joshua Mogashoa. All the five suspects were part of an alleged gangster scheduled to stand trial on charges of an alleged armed robbery, which took place along the N1 between Bela-Bela and Pienaarsrivier, in the Bela-Bela Magistrate’s Court. Mutonhori and Silence Dube were both Zimbabwean nationals, while the rest of the fugitives hailed from the Winterveldt squatter settlement, north of Pretoria.

New entertainment facility for the Waterfront opens at Bela-Bela Justin Steyn The new bingo hall at Bela-Bela’s Waterfront was scheduled to throw open its doors to the general public on Friday, 22 September. Goldrush Gaming explained the facility employed 61 people, with a whopping 49 of the workforce drawn from local labour. Managing director, Katlego Thejane, said the operations at Bela-Bela and elsewhere countrywide gave preference to previously-disadvantaged individuals, but then the company was also mindful of maintaining certain set standards. “We strive to better the lives of communities through youth employment and development. This is done by ensuring that all employees that are hired are local,” he said. “We have over 2500 staff members in all provinces, and most of them are from previously-disadvantaged communities. They are trained in-house to ensure they deliver the quality service our customers have come to expect,” Thejane explained. He said Goldrush Gaming offered employees bursaries to improve their

qualifications. With regards to the company’s envisaged operations at the venue on the Waterfront, Thejane said the property had been equipped with 113 electronic benefit transfer machines, and in addition a total of 71 traditional bingo machines. Amanda Mocco of Bela-Bela Tourism said the facility offered tourists afterhours entertainment, instead of spending time on the bar circuit. Goldrush Gambling was on Friday also expected to donate soccer kits at Jinah Park Primary School. Bela-Bela Mayor Jeremiah Ngobeni was billed as the guest speaker, with a couple of other mayors and local councillors expected to arrive, too.

SAPS show of force

Members of the police during the operation in Bela-Bela. Photos: Andries van der Heyde Andries van der Heyde In what amounted to a show of maximum force, members of the police arriving from 100 police stations from across Limpopo descended on the township in Bela-Bela during a joint opeeration on Friday, 15 September. The massive operation drew SAPS members from 14 clusters, together with the ever vigilant local Community Policing Forum (CPF). The Youth Community on Patrol (Ycop) also threw its weight behind the anti-crime operation dubbed “Bontsa Mohlala”. A total of 10 suspects were

arrested for traffic-related violations, with an additional nine suspects nabbed for the illegal possession of drugs. Eight other suspects were rounded up for public drinking. One suspect, the SAPS reported, was taken into custody for the possession of a dangerous weapon. Two businesses were shut down as part of the broader operation “Bontsha Mohlala”, in connection with failure to comply with specifications of legislation regarding trading licenses. The Bela-Bela station commissioner, Col Lindie Marx, said no follow-up crimes were reported during the operation and that it was deemed a succes.

Having said that, as much as we tried hard to have political balance in the pages of The BEAT, from time to time we are unable to reach certain individuals because people refuse to respond to private numbers. That is, as part of their work-related resources, reporters have access to the company’s landline services, which naturally reflect “private number” on the Letter from The Editor recipient’s mobile screen. As co-anchors of the breaking story, the editors at the two newspapers worked together to capture a true reflection of what really happened, meaning the Die Pos/The Post news desk had to translate aspects of our story into Afrikaans, and we theirs into English. Congratulations Ronél and Justin for enterprising journalism on a breaking story, which was also a tear-jerker. The most difficult aspect of editing a weekly newspaper is that when the jail break story broke earlier in the week, daily newspapers (Daily Sun and The Star), had a field day running with the pictures of the fugitives. But this being our story from our own neighbourhood, we strove to be even more detailed about the escape, and hope we gave you the reader, more insight into the whole drama. Something else which caught our eye was the quality of our montage of pictures on the back page. We had a word with our graphic design value chain, and they assured us it was something to do with the printing press, and not shabby work from the photographer. We should be addressing this typographical glitch going forward.

Bela-Bela Local Municipality breaks silence on RDP dispute at the township Justin Steyn The Bela-Bela Local Municipality has finally broken its silence on the dispute around RDP housing in the township. Acting municipal spokesperson, David Raborolo, said first and foremost, RDP housing was not within the competence of the local authorities. “We wish to indicate that housing development is a provicncial competence (as) delegated to the Department of Cooperative Governance Housing and Traditional Affairs,” he said. He said information at the municipality’s disposal suggested a total of 700 housing units were to be built in two phases. The BEAT first reported on the developments when Lucas Phala of the Bela-Bela Business Agency and Community Organization, alleged community members in Extention Nine had been misled by a sitting councillor. He said residents were approached by

“someone they trusted”, who impressed on them a piece of land had been earmarked for RDP housing. Phala also claimed that there is a lot of discord regarding the housing developments in terms of the units’ conditions, tender processes, costs, quantity and who was eligible to live in these houses. “We are currently at the first phase of construction of 200 units, which were approved for the 2015 and 2016 financial year,” Raborolo said. He said the next phase of construction of the remaining 500 units which was approved for the 2016 and 2017 financial year, were to be constructed thereafter. Raborolo further explained that three companies have been appointed by Coghsta to construct 200 units. He advised members of the community with an interest in construction to register their details in the government Central Database System, to be considered for such projects.

The Bela-Bela Black Business Forum (BBBF) has reason to believe it had carved a niche for its members with the Eskom power unitility. The bulk energy suppler hosted a stakeholder engagement workshop with members of the BBBF at the Forever Resorts on Friday, 15 September. BBBF members were particularly thrilled by a presentation delivered by Eskom Limpopo Provincial procurement manager, Madimetja Phalane, who unpacked some of the opportunities for small business within the power utility. The objective of the workshop was to share information on procurement processes, energy loses and business opportunities within the province. The workshop was also aimed at understanding and addressing issues faced by

the local business community. Phalane shared information on Procurement process and Business opportunities. He addressed the audience about Eskom’s projects in Bela-Bela and surrounding areas, allocation of vendor numbers and compliance on the Eskom procurement system. Phalane further requested the forum executive committee members to submit their individual and/or company profiles to his office, so as to study these documents and explore ways on how to assist them. He said he had a personal passion to empower emergent black business entities, and identifying the skills needed to grow their operations. In response, BBBF executive member, Moss Makhuga, expressed the business collective’s thrill at the information received during the workshop. BBBF chairperson, Gordon Maluleka, was also in attendance.

Reprieve for Zimbabwean nationals Andries van der Heyde Zimbabweans currently residing in South-Africa due to economic challenges, will be able to continue living in the country only if they reapply for the Zimbabwean exemption permit (ZEP). Home Affairs Minister, Prof Hlengiwe Buhle Mkhize, made the announcement on Friday, 8 September, that the current Zimbabwean special permit (ZSP) was to expire on 31 December. The initial special dispensation for Zimbabweans was approved in 2009, with the objective to document the country’s nationals who were in South Africa illegally. The document was valid for three years, which started in 2014. Since then a total of 197 941 permits were issued. Mkhize said in a statement migrants play an important role with respect to economic development. She said the dispensations have assisted in enhancing national security, the transfer of skills to South African citizens for better employment prospects, the orderly management of migration, as well as attracting critical skills into the country. She said the new dispensation will address the flows of labour from other neighbouring countries in the Southern African Development Community (SADC) region, and the department will know who is in the country and will help in dealing with issues of irregular migration. The Home Affairs department spokesperson, Thabo Mokgola, said this dispensation is not a permanent arrangement. He said migrants regularly came to South Africa in order to get away from either political or economic circumstances back home. “We hope the circumstances in Zimbabwe will stabilize in the future in order for Zimbabweans to return to their country of origin,” Mokgola said. The ZEP will only be valid for four years and the permit will entitle the holder to work, study and conduct business in South Africa. They will also be allowed to travel between the two countries. However, having the permit does not entitle the holder the right to apply for permanent residence, irrespective of the

period of stay in South Africa and the ZEP is only open for valid ZSP permit holders. It will also not be renewable. An administrative fee of R1 090 will be charged. The applicant will be required in relevant cases to submit a valid Zimbabwean passport, evidence of employment, evidence of business or evidence of an admission letter from a recognised learning institution.

Thee Gobbs tour album launch

Inroads for DA at Bela-Bela Lizzy Bapela

TK Mashaba The sensational Manqoba Sishi, otherwise known as Thee Gobbs, was billed to launch his new album at a cabaret venue in Modimolle month-end. The Gauteng-based DJ and producer, who was in 2015 signed by Martin Iverson of the Atjazz record label of the United Kingdom, was expected to draw a full house when he launches his new album at the townshipbased Hapido Café on Saturday 30

September. Sishi developed boyhood ambitions to become a DJ and producer from as early as his high school days. He told The BEAT by the time he was in Grade 9, he had already made up his mind to study sound engineering. After high school he went on to study and graduate with a sound engineering diploma and landed a job at Jazzworx Studios in Johannesburg. His experience as a sound engineer dates back eight years, and has been spinning vinyl for upwards of 10 years. Sishi said he had worked as a soundman for, among other luminaries, the sensational soul Afro-pop diva, Lira, hip-hop ensemble Teargas, and another hip-hop artist, JR. The Thee Gobbs artist released his first album, Mechanix of House in 2010. He broke into the world stage after being signed by Atjazz record label, which opened the door for the South African to work on remixes with internationally-acclaimed artists, among them Harrison Crump, Pablo Fierro, Kafele Bandele and local sensation Neville Moeletsi, alias Nastee Nev.

Buoyed by its success after taking over the Modimolle-Mookgophong Local Municipality from the ANC during the 2016 local government elections, the DA believes it is making inroads in neighbouring Bela-Bela. The party launched a number of branches in the township, with the campaign spearheaded by National Assembly lawmaker, Desire van der Walt and Phambili South Constituency Organizing Officer, Jana Pullen. The delegation indicated the DA had reason to believe now that the party had launched branches in parts of the township and beyond, communities would be able to liase with party representatives on the ground. There has been undecurrent mumblings in Bela-Bela that the DA was not visible enough at the grassroots level. “We set up the branches to be able to engage members of the copmmunity. Now that we have strengthened our existence within branches, we feel we are ready to tackle all issues concerning Bela-Bela and its residents,” said Bela-Belas DA caucus chairperson and PR councillor, Frans Mothokwa, speaking on the sidelines of the campaign.

He said the DA was in the process of challenging the recent alleged intake of new workers, against the backdrop of challenges in terms of the Bela-Bela Local Municipality finances. Mothokwa further alleged someone within the ranks of officialdom broke a moratorium on the intake of new workers, as per agreement by the broader local council. As part of the campaign in Bela-Bela township, the DA also promised to unveil a municipal constituency council committee shortly. Further details with regards to the latter structure were to be unpacked at a news conference hosted by the DA at a yet to be decided date and venue. Part of the narrative during the groundwork in the township in BelaBela, was that members of the community should reject claims that the DA was a party of white people. Mothokwa dismissed as untrue rumours that the DA was hell-bent on bringing back the system of racial discrimination. As for the DA’s success in ModimolleMookgopjhong and elsewhere nationwide, cracks have started showing with kingmakers the EFF throwing around all sorts of threats in its support, or lack thereof, for the DA.

Official opposition DA calls for inquiry into traffic officers’ killings Lizzy Bapela The DA in Limpopo has written to the authorities, calling for a formal inquiry into the killings of traffic officers on duty. The official opposition’s spokesperson for transport, Katlego Phala, said the correspondence was dispatched to

Limpopo MEC for Transport, Nandi Ndalane. The letter was a sequel to the killing of a traffic officer in Musina in recent weeks, who was allegedly run over by a speeding vehicle while controlling traffic. The DA said several bystanders and pedestrians were also injured, as a diect result of this particular accident.

Nearer home, a traffic officer was allegedly hit by a speeding vehicle, while giving directions to another motorist, during an operation on the N1 highway in Modimolle. Another traffic officer sustained serious injuries, after being hit by a vehicle on the N1, in the vicinity of the Codrington offramp.

A traffic officer was also killed, allegedly by a speeding car while performing point duty outside Tzaneen in 2016. “We urge MEC Ndalane to probe the circumstances around these accidents, and ensure that traffic officers are protected and that they receive effective training on how to deal with speeding and reckless motorists,” Phala said.

Bela-Bela volleyball players for the Limpopo provincial squad TK Mashaba Five players from Bela-Bela’s Kamplits Volleyball Club have been selected for the Limpopo provincial select squad, ahead of the new season in October. The five are namely Jonas Mothobi, Phindi Issa, Abraham Maphurumela, Tebogo Maene and Phillip Phasha. They were expected to head to Venda for the provincial camp last week. The head coach for the local Kamplits Volleyball Club, Thabo Molokomme, said the players were monitored over the last club volleyball season, and all met the criteria to be considered for the coveted spots in the provincial team. At the end of the assessment, the five

players emerged triumphant and would proudly represent Limpopo at the national level. “We are proud to continue to produce such talented players, who are on the verge of competing at the highest possible level,” Molokomme said. In July, Kamplits Volleyball Club player, the wondergirl Anellie Malega, was selected to form part of the national under-20 volleyball squad, which represented the nation during a tournament in mainland China. Malega joined fellow homegrown girls, Tshepiso Makwembile of the Watervberg, and Mokgadi Sejaphala from Mopani District, who were also part of the Chinese experience.
