Mother disappears, child abducted When she returned to Mookgophong on 6 October, Kedibone was gone.

Eleven year-old Kedibone Makamedi, who has been missing since early October.

An eleven year-old girl from Mookgophong, Kedibone Makamedi, has been missing since 6 October after allegedly being abducted by her stepfather, George Mashilo. Kedibone’s mother, Maggi Makamedi, left Kedibone in the care of neighbours on 25 September in order to attend a funeral with her other child, a six year-old boy. According to Captain Elias Sekanka, the new head of detectives at Mookgophong, she never arrived at the funeral and it is not clear where she was. On her return to Moogophong on the 6th of October, she found that Kedibone was already gone. The neighbours told Makamedi that Kedibone’s father had picked her up, and Makamedi reported the case to the police. A man who knows the family, Lucas Legodi, said that the police

initially did not want to open a case of kidnapping. He approached Phillip van Staden of AfriForum for help. “After Van Staden spoke to them, they reacted,” said Legodi. The stepfather was contacted. He allegedly confirmed that he had picked up the child from the neighbours and that she had been staying with him, but he promised to return her. The father allegedly then committed suicide on 8 of October in Mokopane, however, and did not mention Kedibone in his suicide note. His mother told the police that Kedibone was never there. Makamedi was arrested for child neglect and is still in custody. No trace has been found of Kedibone and the SAPS are requesting that anyone with information phone Captain Senkaka on (014) 743 9000.

Labour Deputy Minister interacts with employees and clients Lizzy Bapela Managers from various offices of the Department of Labour in the Waterberg District met with the Department’s Deputy Minister Nkosi Phathekile Holomisa as he travelled through the Labour Centres in the province on Thursday 9 October. Part of the Deputy Minister’s assortment was to champion the work of provinces and labour centres as sites of delivery and his visit to the province looked exactly into this function. The Department’s Limpopo Provincial spokesperson Johannes Mokou said that Holomisa is undertaking nationwide provincial visits to interact with the management

and staff in provinces and labour centres. He added that the Deputy Minister also makes use of the opportunity to interact with clients. The Deputy Minister occupies this portfolio as the first in the history of the department, as the department of labour was led only by a Minister in the last 20 years. Nkosi Holomisa engaged with staff members and clients from different Labour Centre in the province, and observed the kind of service that the Department provides to those in need. He also met with the provincial executive management team and staff members of the provincial office to amongst other things, give feedback of his observation and measures to be taken going forward.

Three women from Bela Bela were arrested after a customer at Price & Pride in Bela Bela received accounts for furniture purchases they do not recall making. The customer reported the issue to the furniture store and discovered that an account was opened in their name, and that purchases were made to the tune of nearly R27 000, The police investigated and eventually arrested Kedibone Baloyi, Bertha Emily and Rosina Sekgala in connection with the crime. According to Warrant Officer Glen Manamela, police spokesperson, is it alleged that the suspects worked at the shop. Minister to explain illegal social grant deductions Lizzy Bapela The DA in Limpopo will be meeting with the Minister of Social Development Bathabile Dlamini, seeking a thorough explanation regarding alleged illegal deductions on the social grants especially from the elderly people across the province. In Bela Bela, a group of people are reported to be providing scamming services to unsuspecting beneficiaries by giving them loans and deducting their money even after the periods agreed on had passed. The scammers put up their business near the local civic centre during pay-out days. Meanwhile, another disturbing issue is the illegal pay-point that is established at a local tavern, which also posed as a danger to the local taxi industry. A source in the Warmbaths Taxi Association (WATA) said that their business is threatened because the tavern pays out social grants at its premises and offers beneficiaries loans. The source continued to say that this caused the beneficiaries to stop going to town and if they do not, that means they also do not use their taxis as a means of transport to get there, meaning that the organization loses out during the pay-out periods. Meanwhile, the DA states that they discovered some of the recurring illegal deductions during oversight visits to some of the SASSA social grant pay points, where several beneficiaries handed over evidence that illegal deductions from their grants continues, and have been taking place for almost a year. One of the beneficiaries’ slip showed that R55 was deducted from her grant for Prepaid Airtime and a further R60 was deducted for pre-paid electricity. Another beneficiary, who is supposed to get a R1650 grant and her child care grant, produced a print-out from Shoprite showing that her grant was R1 322. There is no explanation for the deduction of

Deductions from social grants have been a bone of contention for many months and despite assurances by the agency that they will bring a halt to these illegal deductions, the situation continues to go on unabated. SASSA and the Department of Social Development were expected to present their annual reports to the Department’s national committee on Wednesday, 15 October and we will be pushing for an immediate intervention and explanation from Minister Dlamini,” said Deputy Shadow Minister of Social Development Lindy Wilson. “We have noted that these illegal activities are taking place internally at SASSA therefore explanations must be given as to how many SASSA members have been exposed and what charges and steps have been taken against them. Grants are given to the poorest of the poor in South Africa and we will not accept that the vulnerable be subjected to this ongoing corruption any longer.” Wilson also said that the DA will continue to monitor the situation very carefully and visiting pay points on a regular basis to ensure that this untenable situation comes to an end.

The MEC said that she was prepared to work with traffic officials who respected the law. Mokaba-Phukwana said that those who solicit the so-called ‘cold-drink money’ from motorists are not the Department’s officials and their day will come. She added that a traffic official is a custodian of the law and any traffic official found taking bribes or demanding a cold-drink will face the music. “I want to see and experience the hardships that traffic officials face. I am the MEC of the people and I listen to my co-workers, but gossips should not come to my office. Come to my office if there is something you do not understand,” said Mokaba-Phukwana. The Road Traffic Management Council (RTMC) also said in a statement that the traffic fraternity was plagued by corruption, which was rife. That traffic officials seemed to have forgotten their job

description and Limpopo faced serious road crashes. Meanwhile, the Road Accident Fund (RAF) claims originations office reminded traffic officials of the important role they played in the reduction of the carnage on Limpopo’s roads. The office expressed confidence in the “prevention is better than cure” motto, indicating that it is for this particular reason that the RAF recognises and supports the important role that those in the road traffic safety management environment play. The Waterberg District Road Traffic and Safety Manager Simon Kekana, who has got years of experience working in the department, said he was proud to serve the public through the department for years. He also acknowledged being recognized for the job well done through the awards he received in his job as an officer and also as a manager. He said that he grew up in the department and serves with pride and dignity, ensuring safety for the public Kekana is among those traffic officials and managers who were recently awarded for having excelled in their work. He prided the district when he won two awards, with his office receiving four.

Bela Bela Mall opens!

TK Mashaba The people of Bela Bela have been waiting with great excitement for the opening of the new Mall, which was expected to take place on Thursday, 23 October. The Mall, which is situated on the R101 near the N1 highway, will bring toy shops and new dining opportunities to the sunshine town, among a host of other offerings such as dining, furniture, Checkers and Game stores, as well as several members of the Edcon group. Other retailers who were expected to be open for business on the 23rd, include Clicks, which has moved from the Pick n Pay Centre, Capitec Bank, Crazy Store and MTN, among others. A line-up of entertainment and a VIP section, as well as kids’ entertainment has been billed for the ceremony. The shingle level Bela Mall, which enjoys excellent access from all the main routes into Bela Bela, will have more than 50 shops. “The residents of the town and surrounds are very excited and are looking forward to the opening of the mall, which will offer a quality shopping experience in the town. At the moment most major retailers are scattered across town. This is the first time that most of the national retailers will be

under one roof,” said Zahn Hulme of Atterbury Property Deverlopments. “We have let more than 80% of the space in the Bela Mall and we are finalizing the leases for the remaining space.” WATA, the local taxi association, has been discussing transport to the mall, and have assured customers that they will be providing transportation from town into the Mall. WATA said that there would be a mini taxi rank on the mall’s premises to provide transport from the mall to town. Matome Sebelebele, municipal spokesperson, said that the movement of people over the bridge from town to the mall should not become a problem if people get used to travelling safely.

The thieves escaped with property worth over R14 000. According to the centre’s headmaster, Robert Mapfumo, he was positively impressed by the police response. “We are grateful to the SAPS Bela Bela for their swift and efficient response and we hope that they

respond like that to every scene,” he said. “When the police were informed of the robbery they responded promptly and comported themselves at the scene in a manner that was greatly appreciated by the management. The police were involved in tracking and investigations for three successive days although nothing has been recovered thus far,” said Mapfumo. “The police’s reaction during the time is greatly appreciated and we thank them for their professional execution of their duty,” he said.

The Mookgophong Local Municipality announced months ago that they were facilitating the building of a new bigger shopping complex in the area, in the hope that residents would be able to bid a final farewell to the ever increasing rate of unemployment and poverty in the area. The municipality again reported recently that preparations were still underway and construction processes were scheduled to take place as soon as all logistics were concluded. Oakwood Property Services is the company appointed to commence with the construction, with over 200 local residents, especially young people, expected to be employed in the construction and the number expected to double up during the actual operations. A team consisting of delegations from the company and the local municipality held a sword turning ceremony

when announcing the news. To date, there are still no signs of construction in the area identified for the construction and members of the community are starting to panic, expressing their concerns on the delays. Some concerned community members mentioned that there were rumours about complications with regards to the logistics, as parties involved were in disagreements. In her response, municipal spokesperson Lerato Makomene said that there are some internal processes that are still in discussion and it will be revealed as to what happens next as soon as the discussions are over. She added that there were oppositions between businesses regarding the existence of the complex. Makomene indicated that those with existing businesses were allegedly opposing the construction, emphasizing that their existing businesses will collapse if the construction goes ahead.

Waste water spilla g e in Mookgophong Lizzy Bapela The Mookgophong Local Municipality announced that they are still experiencing problems with regards to water services in some of their areas. The problems include the sewer, Nyl pump station, clean water and main water supply and supply to the Roedtan area. Municipal spokesperson Lerato Makomene said that they were facing a challenge with overflowing sewage due to design and contractor failure. She said that this was caused by the flow levels of internal sewer reticulations and sewer bulk line. She added that the municipality requested service providers to assist in removing the solid materials on a daily basis. “Our Supply Chain Department is also busy with advertisements in order to get new service providers in on a longer term contract. The spillages are currently monitored and under control. Another challenge is the blocked sewer pipes at the Nyl Pump Station. The problems occurred when a contractor who was connecting to the municipal bulk sewer had to stop the flow temporarily to allow a tie-in. This matter is being resolved and the line is in operation,” said Makomene, adding that the municipality was confident that the spills would dry up. Several areas are still without clean water. Makomene said that the challenge there is that there is no water drawing plans to identify causes.

Photo: Lizzy Bapela Makomene also said that the reservoir needs to increase for these areas to have access to clean water, and said that among other problems, old architecture is causing problems. The municipality’s main water supply borehole in Roedtan is dry and the municipality has made water tanks available within the affected areas for those who can carry buckets. Water trucks keep the tanks filled daily. “Furthermore, we are taking water to those who cannot carry buckets including old age homes,” she said. “This matter is being taken seriously and we have upgraded our pumps at the Frikkie Geyser Dam and we are busy with the designs to replace some asbestos pipes that keep bursting. We are busy testing and equipping additional boreholes.”

Resident’s association up in arms Lizzy Bapela The Mogalakwena Residents Association (MRA) condemned efforts by a group of young people who allegedly attempted to disrupt services at their local municipality. The MRA alleged that ANC councillors implicated in the KPMG report addressed the group that convened a meeting at the open field next to the municipal library recently. The association alleged that the ANC Waterberg Regional Secretary, Tolly Mashamaite, recently convened a faction consisting of 26 ANC councillors who were expelled following an ordinary council meeting on 26 August. During the meeting, the council approved the decision to request the MEC for CoGHSTA (Corporative Governance Human Settlement and Traditional Affairs) Makoma Makhurupetja to terminate the councillors’ membership for failing to attend more than five council meetings. When that failed, the council advised Municipal Manager Willy Kekana to proceed with the matter legally, compelling the MEC to terminate their membership, which resulted in bi-elections in 16 affected wards. “This group has a capacity to ignore the community and disrupt services. These councillors have started disrupting the IDP forums, council meetings and community report back meetings since they were removed as EXCO members and the mayor respectively in April. The community has had enough of intimidation from this disgruntled group which has no intention to serve the people but themselves. “The people are not interested in the petty squabbles in the ANC. We call on the ANC

MRA further alleged that the SAPS in Mokopane has an interest in municipal politics. “We want to inform the public that as MRA, we are going to make sure that those who have intentions to discredit the police service in our country, particularly in our towns, will be removed as a matter of urgency. We want to ensure our community and the public at large that we will not allow this group to instil fear in our community. We are ready to combat all elements of disruption in our community,” Mokhonoana said. A follow up on the matter is expected as Mashamaite could not be reached for comment by the time of going to press.

CoGHST A and m unicipality in CoGHSTA municipality conf lict a gain conflict ag Lizzy Bapela The Department of Corporative Governance, Human Settlement and traditional Affairs (CoGHSTA) in Limpopo was said to be conducting visits in Mookgophong recently, in a quest to root out all ills within the municipality. A reliable source in the ANC told The BEAT that the Department’s visit was a result of service delivery problems, especially the lack of water that has been making rounds in the area. The source added that there were possibilities that the municipality could be place under administration, following the alleged corruption that is rooted in the municipality. Departmental spokesperson Motupa Selomo denied the reports, saying that the Department never received any reports or complaints from the area and had no intensions of placing the municipality under administration. He added that they have not had any particular reasons for planning to visit the area. Meanwhile, Mogalakwena Local Municipality is yet again making news headlines. This time CoGHSTA is reported to have lodged a case against the municipality, accusing them of not following proper procedures when employing the current municipal manager Willy Kekana and manager for Social Services Mokopane

Selomo told The BEAT that the matter was in the courts’ hands and the Department would respond to media queries when the time is right. Bela Bela mayor Lucas Nhlapo dismissed concerns that he is occupying two high ranked positions and must resign from at least one of them. The posts referred to include that of mayor and SAFA’s deputy presidents, with the concerned residents’ group accusing him of earning too much from the two posts combined, adding that this could lead to him not delivering according to his appointment. The mayor emphasized that he was only earning a fixed salary from his mayoral position and volunteering at SAFA, as part of community driven initiatives.

Photo of the week Is five years enough? There was a message going around on the Internet this week, after news of Oscar Pistorius’ sentence broke. Make a list of all the things Pistorius will never be able to do again. Now make a list of all the things Reeva will never be able to do again. Compare. It is a really valid point. Pistorius might never compete at the Olympics again. He might never compete internationally in any athletic field again. Reeva Steenkamp will never be able to do anything, ever again. She won’t be able to feel the sun, or have children, or just have a drink. She’ll never buy a cute pair of shoes or talk on her cellphone again. For her, the long trudge along the mortal coil has come to an end. So when people say, in all innocence, that Oscar’s sentence is enough, and that people should now try to forget what has happened, it strikes one as odd. It’s very much the same thing as when the media complained that the lives and ‘promising careers’ of a pair of young American rapists had been “ruined” by their conviction. Sure, their lives are ruined. Know what’s an easy way not to get kicked out of university? Don’t rape underage girls! It’s that simple. Want to stay out of jail and continue to be a world-famous athlete and an inspiration to thousands? Then don’t kill your girlfriend. It really is that simple. This case hits home for every woman who has ever had to fear for her life because of her intimate partner — which, studies say, is about 40% of all women in South Africa. The court had a chance to set a precedent, to show South Africa and the world that the killing of women will not be tolerated, that the harshest penalties will be imposed. Perhaps next time a woman is killed by her famous lover the courts will take the opportunity to take a stand. We can but hope.

In 1818 the British poet Percy Bysshe Shelley (the lover and later husband of Mary Shelley, the author of Frankenstein) wrote a poem about the temporary nature of glory. In what is perhaps one of the best examples of irony in history, the poem is still taught in schools and universities 198 years later. The poem was inspired by the announcement that a fragment of an ancient statue of the Egyptian Pharaoh Ramesses II had been found and would be brought to London. Ramesses, also known as Ramesses the Great, was regarded as the greatest and most celebrated of the Egyptian Pharaohs. He was appointed prince-regent at age fourteen and was still a teen when he took the throne. He went on to reign for sixty-six years, more or less — which, considering that the average lifespan in ancient Egypt was roughly forty years, was an enormous accomplishment. The land of Egypt is littered with temples built by him, and statues of him. His name is still known, albeit only to archaeologists and those with an interest in the history of Egypt and so, according to the belief of the ancient Egyptians that a man is not dead as long as his name is still spoken, Ramesses II, or Ozymandias as he was called by the Greeks, is in actual fact, immortal. The fact that some of his works have fallen into decay (it is believed that the great statue that inspired Shelley’s poem was pulled down and broken during a later dynastic war) is irrelevant, because we remember him. Is there anyone alive now whose name will still be spoken in four thousand years, or have we become so temporary that a hundred years is too much to ask?

Health De par tment Depar partment commended Lizzy Bapela An officer promoting primary health care programs in the Waterberg District’s Department of Health, Matsobane Bambo, commended the department for doing their best to serve the public. The issues he praised them on include among others teenage pregnancy and the distribution of contraceptives. In his statement during a workshop with Waterberg communicators recently, Bambo indicated that the department is worried about making sure that its communities receive the care and treatment that they deserve. He added that the department often reaches out to communities to discuss health issues with them, affording hem an opportunity to take part in the events. Bambo highlighted the media workshop held by the Reducing Maternal and Child Mortality (RMCM) and Mail and Guardian newspaper’s Bhekisisa Community project aimed at strengthening media reporting in the Waterberg as one of the platforms that the department uses to reach out to communities. “Stakeholders come together to strategize on issues of concern, charting a way forward to help the public that they serve. The district monitors child mortality and does not wait for the national government to enquire on the issue,” said Bambo. Health minister Aaron Motswaledi often highlights the eight millennium development goals in his statements, which are prepared for each department in the country and those particular departments are expected to deliver on

Reducing child mortality by two thirds, between 1990 and 2015, improving maternal health and combating HIV/AIDS, malaria and other diseases are the goals set for the Department of Health. According to the minister, Limpopo was not doing well in these goals. However, government and political leaders always emphasize the problem in their community outreaches, highlighting Waterberg as the number one district in the province toping with the HIV prevalence, teenage pregnancy and drug abuse. The Waterberg District Executive mayor Tlotlanang Mogotlane called out to young women to look after themselves and their bodies, as part of moral regeneration practices in the district. Mogotlane highlighted the mines and trucking areas within the district as contributing factors to these social ills. She further called out to local mayors and businesses to help the government combat these issues as all sectors are affected.

Lizzy Bapela Two students from Modimolle have been awarded scholarships to study medicine in Cuba. Kgaogelo Laka from Phagameng High School and Olethu Ndwandwa from Solomon Mahlangu Secondary School both matriculated in 2012 and retook their exams in 2013 to upgrade their marks in order to take advantage of this opportunity. The pair were accompanied by their guardians when they received luggage bags from the local municipality as gifts for their trip. They received messages of support from the mayor, Kgaretja Lekalakala and the Deputy Minister in

the Presidency Buti Manamela on Friday, 17 October. Five students from Lephalale — Mpho Ratsoma, Violet Masekoameng, Mary Motebele, James Sefufula and Thapelo Motadi — were awarded the same scholarships and also received a laptop each, sponsored by Exxaro. The local mayor Jack Maeko congratulated the students and encouraged local youth to take their education seriously, holding up the scholarship students as an example of the rewards hard work can bring. The mayor showed off the students and their presents during the official opening of a new road and a stadium ceremony.

Deputy Minister in the Presidency, Buti Manamela, conveyed good wishes and career advice to Grade 12 Students from Modimolle who will be writing exams soon. Students from Phagameng High School and Solomon Mahlangu Secondary School gathered at Phagameng High School’s assembly hall for an address by the minister on Friday 17 October. The local SAPS, municipal employees and representatives of the Department of Basic Education accompanied the minister on his visit. During his address, Manamela encouraged the students to strive for excellence in their studies and provided them with career guidance and advice. “It is within you to go beyond your background and make it far in life, only if you take your studies seriously. Anything is possible if it is within you to strive to become among those who excel and achieve the best.” Manamela was born and raised in

Modimolle and grew up in politics. He is well-known for his work as the General Secretary of the young Communists League and has come home many times to meet with the local youth for development events. The minister attended school at Phagameng High and expressed how honoured he was to be welcomed by the same teachers who taught him during his school years. He told the students that it feels good to return to his hometown or his old school as a role model in life, rather than to throw your life away and have nothing to show for their school years. He said that quality passes guarantee a student opportunities and good careers in life, with bursaries, scholarships and student loans available to ensure that all students can have access to a tertiary qualification. Manamela ended his visit with interaction and photo sessions with the students, during which the students could ask him questions and took photos.

Modimolle Masters scoop top spot in Masters League TK Mashaba The Masters League ended on Sunday, 19 October, with Modimolle Masters topping the league in first place. The games that were played at Modimolle’s Ephraim Mohale Stadium saw Modimolle Masters playing to a 1-all draw with Elmar Auto to top the log with 32 points. According to Hlophi Lehong, the coach of the team and the manager of the League, his team played well and he was pleased with their performance and added that despite various challenges, the league ended well.

“We are still waiting for Jack Maluleke from Waterberg SAFA to announce the date of the award ceremony, but all in all we are happy,” he said. Elmar Auto played a 1-all draw with Bela Bela Pirates Masters, and ended the league with 24 points. Happy Boys ended the league with 28 points by having a walkover against Modimolle Gunners. They ended in second place with Bela Bela Masters in third. Pirates Masters occupy fourth place with an equal score to Masters. Modimolle United ended the league in fifth place with only 20 points.

Local guide snatches national award Justin Steyn Isaiah Banda from the Mabula Game Lodge has won the National Award for Best Nature Tourist Guide. The Lilizela Tourism Awards is the leading tourism awards program in South Africa, celebrating and rewarding excellence in the tourism industry as well as recognizing businesses and people who have provided world class service. Expert Nature guides have comprehensive knowledge about the history, flora and fauna, and environment of a particular region, and they are eager to share this knowledge. Banda spoke about his early life and how he had been able to reach his dream. “I was born and matriculated in Bela-Bela. I started my career working at Bosch en Dal Nursery until I was offered a bursary by Mark Stavrakis of Limpopo Field Guiding Academy, where my tourist guiding career began. I am currently employed as a Wildlife Services Manager at Mabula Game Lodge,” he said. Banda said that he had been nominated in the “Nature Guides” category, by a tourist from Dubai “From there all our clients casted their votes, where I made it to the shortlist. I was invited to Polokwane and

interviewed by a panel of judges. About 12 tourist guides were interviewed and I won the Provincial Nature Guide of the year for Limpopo 2014. This allowed me to represent the Limpopo Province, and Mabula Game Lodge on a national level,” said Banda. During the national competitions, which took place in Johannesburg at the Lyric Theatre on Thursday 9 October, guides were required to perform a ten minutes presentation based on story telling. “My presentation was “Elephant versus Amarula fruit” and I must say it was a very difficult process as the judges were very strict in time,” said Banda. He said that through this Lilizela tourism awards process, he had realized three of his biggest wishes, namely: to travel by plane, be at the Kruger National Park and appear on TV one day. Banda noted the importance of tour guiding in South Africa and thanked those who have supported him. “Tourist Guiding is very important in our country, when tourists visits our country and our lodges, they spend most of their time with Tourist guides wanting to know about our fauna and flora found in our country, I am always happy to share my knowledge about the beauty of our country. Tourists guides are the biggest ambassador our country when it comes to tourists.

The Waterberg teams who performed well, which include both Sizwe Stars soccer and netball teams as well as Modimolle’s netball team, and Modimolle’s rugby team as well as

Mogalakwena’s softball and cricket teams, will be going to the provincial stage. The games will be held at a venue yet to be confirmed and will be held from 1 4 December. Sizwe Stars soccer teams and Diesel n Dust netball team are among the teams to look out for at this stage as they were performing very well during the development stage. The Sizwe teams are also scheduled to go camping before the event.
