Sello Michael Makhubela in the spotlight Andries van der Heyde Sello Michael Makhubela was officially appointed as the new Bela-Bela municipal manager on Tuesday 3 April, during a special council meeting held at the municipal buildings in town. Makhubela on Monday 9 April elaborated on where he comes from, his qualifications and why he is the best candidate for the job of municipal manager. Makhubela is in fact a local resident and grew up in the area. He attended Mmamakwa Primary School and matriculated at Maope High in the BelaBela township. After school he obtained a national diploma in electrical engineering at the University of Johannesburg. He went to study further and obtained an NQF level 8 qualifications in project management at the University of Pretoria, another NQF level 8 in International leadership development programme at the Gordon Institute of Business (GIBS), as well as a masters’ degree in business administration at the Tshwane University of Technology. After receiving his qualification at the Gordon Institute, he was selected to visit countries like India, China and the city of Dubai to learn how other countries conduct business. He said that during his studies he worked for the Johannesburg municipality as the senior manager for technical services and later became the chief operating officer for the Joburg (Johannesburg) Market. His other workplaces included the Gauteng department of infrastructure development, the South African Social Security agency (Sassa), and later found himself working as the electrical inspector for the entire Waterberg district. He was awarded best Limpopo province sport administrator in 2017, and was the employee of the year 2012 during his time at the Joburg Market. His goal in the next five years for BelaBela is for the municipality to gain a clean audit, improve the motivation of employees so they can interact better with the public and stakeholders, that service delivery be provided efficiently and effectively and make sure that good governance becomes

One more suspect in drug syndicate nabbed Lizzy Bapela The crack down on drug dealers in the region led to the arrest of a third suspect in Modimolle. The arrest was a direct sequel to the rounding up of four other suspects in recent weeks, all of them allegedly found in possession of the addictive

Modimolle police spokesperson, Warrant Officer James Findlay, said the suspects’ case was postponed to Friday 4 May for a formal bail application. The suspects allegedly broke into the Fraternal Full Gospel Church of Christ on 29 March, and stole several items from the

church and crèche run on the same premises. Findlay said an informer tipped off the police about the suspects and follow-ups were made, leading to their swift arrest. He added the police discovered that one of the suspects was a fugitive wanted for another housebreaking case in the suburb of Cleveland in Gauteng. Meanwhile, Fraternal Full Gospel Church of Christ Bishop Samson Makwarela extended his gratitude at the police for their hard work in a letter published in both The BEAT and sister newspaper, Die Pos/The Post.

Ngwepe said the syndicate’s cars were pulled off the road while they were on their way to supply drugs at various parts of the province. He added that Tibane was still expected to appear in court for a seperate charge of attempted murder.

Parties edge closer to by-elections TK Mashaba Politicians continue to hit the ground running as a by-election looms large in Bela-Bela. The latest piece of news by Monday 23 April was that outgoing DA Ward 9 councillor, Kobus van der Merwe, had finally dispatched a letter of resignation to the DA’s provincial leadership. Van der Merwe has since relocated to George in the Western Cape, leaving a constituency ranging from Masakhane, Spa Park/Mountain View and large parts of downtown Bela-Bela. He said it was expected the provincial DA leadership would pass on the

correspondence to the IEC, who would then formalise proceedings for a byelection. In recent days political parties across the spectrum had indicated their readiness to contest Ward 9, with the ANC committing to wrestling back the ward from the rival DA. The DA on its part opened up applications for possible candidates to raise their hands. DA National Assembly lawmaker Desiree van der Walt, and Limpopo leader Jacques Smalle, were expected to visit Bela-Bela on Sunday 29 April. Bela-Bela EFF co-ordinator, Sello Moswoeu, indicated his party was ready for the political battle.

TK Mashaba Plans by the legal “Bull dog” Gerrie Nel to privately prosecute EFF strongman, Julius Malema, on behalf of AfriForum, have divided the townships and villages right down the middle. In recent weeks Nel conducted an anti-corruption workshop in Modimolle, whereby he was reportedly scathing about corrupt elements, be they black or white. Suffice to say Nel the “Bull dog” was part of the team which successfully prosecuted the late SACP leader, Chris Hani’s killers. Early this week socialite and opinionmaker, Matome Sebelebele, set the cats among the pigeons when he threatened to take up membership of the EFF, in defence of the African child (Malema). However, some within the ranks of his social media circle, objected. Asked Nicky Khumalo: “Did you feel the same when it happened to (former President Jacob) Zuma or you only see it now when it’s Malema?” In his response, Sebelebele was having none of it, daring that the EFF should print millions of membership forms. “We are coming to join them (EFF) in our millions.” For one reason or the other, the exchanges kept on dragging Zuma’s name into the discourse. Zamaswazi Hlophe wanted to know if the message being conveyed was that the loyalty to blackness was selective. “It depends on who the black person is.” Nelson M Kgwete argued that Malema had never involved himself in any acts of corruption. “The report of the Public Protector entitled On the Point of Tenders was a work of fiction — part of a smear campaign. Every cent he has spent in his life, he worked for honestly.” Last Thursday, 19 April, Nel told a news conference the pressure group would pursue private prosecution against Malema, on charges of fraud and corruption. The announcement triggered fierce debate between black oppinionmakers not only locally, but also on the national discourse. Many accused Nel as an alleged racist, while many others dared that when the man was State counsel during the Oscar Pistorius trial, Nel was a hero because the accused was a white person. Technically, many locals were confused by the concept of a “private prosecution”. Research by The BEAT has established that in terms of the Criminal Procedures Act, if the National Prosecuting Authority decided not to pursue a case, it was within the rights of the citizenry to consider pursuing the matter in the form of private prosecution.

An improved audit is what we aim for Andries van der Heyde The new chief financial officer (CFO) at the Bela-Bela municipality, Ramadiga Melvin Marutha (34), has since his official appointment in the beginning of April been inundated with financial meetings to try to get a grip on the municipality’s spending habits. Marutha is the first permanently employed CFO at the municipality in the last few years. According to him, he had studied at the University of Limpopo and obtained a BCom degree in accounting. In addition to this he obtained a post qualification in generally recognised accounting practice implementation (GRAP) within the public sector from the University of Stellenbosch and had completed a course — the Municipal finance management programme (MFMP) — at the University of Pretoria. Marutha said he is also a member of the South African institute for chartered accountants, Associate general accountant (AGA SA - SAICA). “I became involved in local government when I was serving articles at an audit firm in Polokwane. My biggest project was being placed as a resident accountant in 2009 at a municipality for three years to improve audit outcomes.” Prior to his appointment to Bela-Bela Marutha was the deputy CFO at the Vhembe district municipality and served as a CFO at the now disestablished Mutale local municipality. Marutha said he was once awarded by his previous employer, Corp MD consultants, as the first resident accountant to improve an audit outcome from a disclaimer to an unqualified opinion for a particular institution within two years. “The key focus areas for Bela-Bela will be proper financial management of the municipality’s finances. In addition to that is to ensure that council’s vision, as stipulated in the integrated development programme (IDP), is realised during the term they serve as councillors. This should be done with the available resources at hand,” said Marutha. “The areas of concern are audit outcomes (the auditor general’s report) and our immediate challenge is to return to an improved audit. In addition to this is to improve the way how we provide the community with municipal services.” He said that he is looking forward to working together with the town’s stakeholders, to stimulate local economic growth and help create jobs.

Calm after the storm Mzamane Ringane Authorities on Monday 23 April disclosed that upwards of R375 000 was invested in the distribution of food parcels to victims of the recent flash floods in Modimolle. The food parcels were made available by the South African Social Security Agency (Sassa) and distributed on Friday 20 April. Modimolle-Mookgophong Mayor Marlene van Staden said Community Work Programme (CWP) personnel continued to provide help in the on-going mop-up operations. She said there was still much work needed to fix damaged roads and pavements. Van Staden said a total of 500 food parcels worth R750 each, were distributed. Just over 1 000 people had registered, seeking help, too. Meantime, the Weather Service forecast sunny and partly cloudy conditions for Modimolle, Bela-Bela and Mookgophong

Limpopo observes Freedom Day from Friday 27 April. Patchy rain was forecast on Tuesday 1 May. Modimolle residents were this week still reeling from a cloudburst and subsequent flash floods last Wednesday 11 April. By Monday 16 April some of the residents and officialdom were still engaged in mopup operations in the aftermath of the sudden rain. Many homes across the low-lying RDP settlements were flooded by the heavy showers. Scores of residents were seen lining up at Peter Nchabeleng Hall to register their plight with the South African Social Security Agency (Sassa) for relief such as food parcels. Van Staden said the Limpopo Department of Co-operative Governance, Human Settlements and Traditional Affairs had been requested to make available disaster funding, although by Monday 23 April a response was still being awaited.

Lizzy Bapela The Limpopo government has lined up an event to commemorate the centenary of Freedom Day alongside the 100th birthdays of former President Mandela and Albertina Sisulu. The theme for the commemorations is “The Year of Nelson Rholihlahla Mandela: United for Radical Economic Transformation”, and would be held at Vhembe district. Hundreds of locals were to be bused to the northernmost of the province to join the celebrations. The Limpopo Department of Sports, Arts and Culture indicates that Freedom Day celebrations provide an opportunity for the people of Limpopo to work together to fight racism, tribalism, moral decay and social ills. “Freedom Month commemorates the

historic occasion in 1994, when South Africa achieved freedom and democracy, where all its citizens became free from the discrimination and oppression, moving away from hatred, divisions and a painful history to build a common future together. “It further recognises and celebrates the strides that the country and the province has made since 1994,” said departmental spokesperson, Kola Maila. “The majority of communities have increased access to a wide range of basic services. More opportunities have been created for the vast majority to participate in the economy, although significant progress has been made challenges still remain. The celebrations also present an opportunity to reflect on the 22 years of the Constitution, to re-examine the challenges and consolidate the gains made thus far in transforming the South African society especially the disadvantaged,” Maila concluded.

Ronél van Jaarsveld & Mzamane Ringane The driving licencing department office in Mookgophong went up in flames in the early hours of Tuesday 24 April, following a decision to close down the place as a result of the alleged fradulent issuing of driver’s licences. Transport authorities had dropped a bombshell the previous day, Monday 23 April, when they disclosed that more than 100 driving licences issued in Mookgophong were “authorised illegally”.

While details about the fire were sketchy, it has emerged that alleged arsonists gained entry into the complex by breaking through the security fencing. The forensic unit of the SAPS was working to determine the cause of the fire. “We are very disappointed, as this looks like an attempt to frustrate invetigations into corruption, and this shall not stop us from pressing on with investigations,” said Modimolle-Mookgophong Mayor Marlene van Staden. The Anti-Fraud and Corruption Unit started with forensic investigations on Monday 23 April, a process which was anticipated to last

for a full four weeks. The Modimolle-Mookgophong Local Municipality issued a public notice, to the effect that the licencing office in Mookgophong would not be rendering services with regards to driver’s and learner’s licences. “More than 100 driving licences have been authorised illegally,” Limpopo Transport Department spokesperson, Matome Moremi, said in response to queries sent out by The BEAT. Learners urged to attend Saturday classes

Photo: Lizzy Bapela Lizzy Bapela The top five learners at Raeleng Secondary School received awards for their sterling work on the occasion of a special ceremony at the school on Friday 20 April. School Governing Body members, management and the broader staff attended. Teachers who obtained a 100% performance in subjects were also awarded for their achievement. The awards sponsors, Forever Resorts Bela-Bela and Pep Stores, made available the various prizes received. Winning learners received certificates and free day entry vouchers to the resort, while winning

educators were awarded certificates and free weekend getaway. The top five learners also received a sponsored tablet each. In the learners’ category, Grade 9 learner, Mapula Makutu obtained 60%, while Grade 8 learners, Tlhompho Mogomusi obtained 62% each, with Mack Mafafo obtaining 63% and Timothy Moyo at 69%. Kabelo Moselane was the overall winner after he obtained an impressive 78%. He obtained 84% in Physical Science, and 75% in Mathematics. The school principal, Joseph Mashishi, emphasized that in order for the learners to do more from now onwards, the stakes have been upped, with this year’s rating percentage being increased from 60% to 70%.

Principals from different schools in the township responded to the call by the Limpopo Department of Basic Education to conduct the classes, which are offered free of charge. Lessons kicked off from Saturday 21 April at Maope Secondary School, from 8:00 to 15:00, and were scheduled to end on Saturday 2 June. Those targeted include learners from schools in the township including Bela-

Bela High School, Raeleng Secondary School, Ulando Combined School, and the host, Maope High School. Learners from Hoërskool Warmbad were also invited to attend. Subjects to be tackled during the classes would include Physical Science, Mathematics, Life Orientation, Maths Literacy, Economics, Business Studies, Accounting, Agricultural Science, Geography, History and Tourism. Maope High School principal, Magdalene Laka, said that MEO (Multiple Examination Opportunity) learners are also urged to attend the classes. “We are pleased with the response so far, and we urge more learners to attend, as the classes will benefit them,” Laka said.

Bela-Bela’s Pep Stores and Forever Resorts have again continued with their annual outreach programme, the Back to School campaign, which was initiated to assist learners from disadvantaged family backgrounds to access proper school uniforms. Modimolle’s TRV Live Band on brink of major record deal Mzamane Ringane The Modimolle based TRV Live Band has been shortlisted as one of the eight bands which are expected to compete for a cool R25 000 prize-money and a recording deal. The battle of the bands will be showcased during the Back to the City Festival in Newtown, Johannesburg on Friday 27 April. Besides the battle of the bands, the 12th Annual Back to the City Festival will feature among others, performing artists, deejays, graffiti artists and break-dancers and many other acts. The ever-rising TRV is the only live band from Limpopo which will be performing at this event, with the hope that they will come back with the main prize. During the week, members of the band were hard at work as they were preparing to battle with their equals from various parts of the country on Freedom Day. Band member Tebogo Monama said they will be offering free transport for the locals who would have bought tickets for the event. The transport will depart from Modimolle to the venue of the event. He said tickets were available at R250,

available at Computicket, to accompany and support the band to compete and showcase what TRV was made of. “We are working hard and are making extra efforts during rehearsals. Limpopo will be proud of TRV and that time is

talent which is an opportunity for upcoming football players. The selected players were to team up with others selected from other provinces, who were to be packaged into a squad scheduled to compete against the winners of the 2018 leg of the R20-million Nedbank Cup.

followers is that homeboys Black Leopards FC continue with their campaign to find a place in the promotional play-offs, after walloping Richards Bay FC 4-0 last weekend. Black Leopards FC remained at number two to Highlands Park FC on the league log standings. Teams ending second and third win a place in the promotional play-offs, which also feature a team ending second from bottom in the PSL at the end of the season. The other Limpopo-based team in the NFD, Tshakuma Tsha Madzivhandila FC, remained at number six after a hard-fought

goaless draw with Super Eagles last weekend. The Thohoyandou outfit was scheduled to host Uthongathi FC on Sunday 29 April.
