The DA threesome made up of farmer Johann Abrie, educator Marlene van Staden and informal trader Dingaan Motshwene have been entrusted to govern the newest municipality in the Waterberg. The new municipality, currently known as LIM 368 Municipality, is a merger of Modimolle Local Municipality and Mookgophong Municipality. The African National Congress, which was once the ruling party in these two amalgamated municipalities, has now been relegated to the ranks of the opposition. Members of the public packed the public gallery at the Waterberg District Municipality’s council chambers on Tuesday, 23 August, while many others had to remain outside as there was were not enough seats to accommodate everyone. DA political head for the Phambili Region, Desiree van der Walt, and the EFF’s provincial coordinator, Jossie Butane were among members of the community in the public gallery. The newly inaugurated Mayor Marlene van Staden, an educator at Vaalwater and formerly a reporter for The BEAT’s sister publication The Post, sent out a stern warning to all municipal officials who benefited themselves by sticking their hands in the cookie jar. “All officials who worked ethically and who were focused on the community in the previous administration, don’t worry, your jobs are safe. We are really looking

forward to working with each of you,” Van Staden said. She said the DA led administration is going to demand professional work, high ethical standards and officials who are willing to serve the public. The newly elected mayor said the provision of water and electricity will be among the priorities of the new, combined municipality. During the election for the mayoral position a total of 28 councillors took part in the voting process, with ANC councillor Rewahla Patrick Mashaba receiving 11 votes, while the DA’s councillor Van Staden claimed victory with a decisive 17 votes. Eyebrows were raised when the ANC received only 11 votes, while they had a total of 13 councillors who voted. Could this be an indication that two ANC councillors opted not to vote for their party? The question remains unanswered. In the elections for the Speaker, Councillor Klaas Mabunda of the ANC was in competition with DA Councillor Johann Abrie. Mabunda received 12 votes, while Abrie received 15 votes. One ballot paper was deemed to be spoilt. On the other hand, ANC Councillor Jan Mahoro lost by two votes to DA Councillor Dingaan Motshwene, when the two were competing for the position of the Chief-whip. ANC Councillors Rewahla Patrick Mashaba, Grace Mashitisho, and William Kola will serve in the EXCO alongside DA Councillor Marlene Van Staden and EFF Councillor Lesetja William Monyela.

Road upgrades at Bela-Bela to be finished this week

Photo: Justin Steyn Justin Steyn The Bela-Bela municipality confirmed this week that road upgrades in Chris Hani should be completed by Friday, 26 August. The upgrades have been in progress since the beginning of the year, inconveniencing motorists and pedestrians alike. It has also allegedly been the cause of two power failures during recent months caused by workers striking underground cables while working on road upgrades.

The town’s Municipal Project Manager, Vleis van Zyl previously said that the upgrades in Chris Hani Street have been budgeted for R12,5 million The municipality’s Head of Technical Services, Risimati Ntekela, said that they have given the contractor responsible for the upgrades until Thursday, 25 August, to complete the road’s upgrades. He added that the delays have allegedly been due to cash flow restrictions and insufficient materials for the upgrades. On Tuesday,23 August Ntekela said that

the municipality has not extended their deadline to the contractor. He added that, according to the contractor, that “the road works are near completion and that a paving machine is required to pave the road.” Ntekela said that he will meet with the contractors to assess the upgrades and note any work that has not been finished as yet. “This Friday I will have a meeting with the contractors and an assessment will be done on any work that remains unfinished,” he said.

Five to make first regional court appearance Justin Steyn The five foreign men accused of robbing and assaulting Bela-Bela resident José Denabregah are expected to make their first Regional Court appearance in September. According to the Bela-Bela police spokesperson, Maria Maswanganye, the men were arrested on Thursday, 5 May, in connection with a robbery at the residence of Denabregah near the R101. Denabregah told the police that he was at home at around 22:00 on Sunday, 1 May, when he heard the back door of his home being unlocked. He set out to investigate the noise and found two armed men inside his home. The men threatened him and demanded money,

then tied him up and searched the house. Maswanganye said that Denabregah managed to untie himself and found that the men had stolen from him. “When he managed to untie himself after the men left, he found that two of his cellphones and a thick leather belt had been stolen,” she said. She added that on Thursday 5 May, Captain Jannie Schutte received information about the whereabouts of the two men. The two suspects, and three other men wanted by the police, were arrested. Maswanganye said that police retrieved four firearms at the scene. At their latest appearance at the Bela-Bela Magistrate Court, the case against Ngobile Nyoni (28) Christophe Mugabe (23), Wilson Monjeza (34), Elvis Musimeki (29) and

Jacob Chio (22) was remanded to Monday 12 September Bela-Bela Regional Court. A forensics report regarding the alleged robbery is expected to be delivered on this day. All of the men remain in custody. Meanwhile, 22-year old Sephatisiwe Moyo is expected to stand trial on Wednesday 31 August for the illegal possession of a firearm which is said to be involved in Denabregah’s robberry. According to Bela-Bela police spokesperson, Maria Maswanganye, the police acted on a tip off from residents of the Bela-Bela township area and arrested 22year Siphathisiwe Moyo for allegedly possessing an unlicensed firearm. The firearm has since been sent for a ballistics evaluation and the report should be made available at Moyo’s trial date.

SALGA Limpopo to induct new councillors Lizzy Bapela The South African Local Government Association (SALGA) in Limpopo is expected to conduct an extensive programme to induct all new councillors so that they are able to effectively perform their duties. SALGA Limpopo spokesperson Thipa Selala said that they will do their utmost best to support the councillors in ensuring that they make local government work in the best interest of the communities that they serve. He added that it is all systems go for SALGA in terms of establishment processes of new councils. Selala also said that the association met with municipal managers across the

province to take them through the process because normally, first council meetings are chaired by municipal managers. He further said that they have developed guidelines for all municipalities in the province in terms of how first council meetings are to be conducted after the elections. The association further expressed its appreciation to the IEC in Limpopo for the excellent work done in delivering free and fair local government elections. Selala said that they know the amount of work and detail that goes into the planning and careful execution for such a huge programme. “On behalf of all in the local government fraternity, we are indeed proud of our Independent Electoral Commission and all its stakeholders. We

appreciate also the growing interest that communities are showing in local government and the electoral processes leading up to the establishment of municipal councils. Ours is truly a representative democracy, requiring communities to elect their representatives into councils and a participatory democracy. Beyond voting, the participatory democracy provides communities with space to support their elected representatives and participate in all key municipal planning, budgeting and service delivery processes. We are appreciative also of the enduring impact and legacy left behind by all former and returning councillors,” Selala said. The association welcomed all the new councillors and wished them all the best.

Hercules Delport has been ordered to appear at the Modimolle Regional Court for murders he allegedly commited in Bela-Bela. Photo supplied Justin Steyn Murder accused Hercules Delport, is set to stand trial at the Modimolle Regional Court. Delport is one of two men who were accused of murdering Lawrence Makhanzi, a man from Tzaneen. Makhanzi’s severed arm was discovered near a water purification plant outside of Bela-Bela in July last year. Warrant officer Jannie Venter from Bela-Bela said that the arm has recently been positively identified to Makhanzi via DNA which was provided by a relative. It is believed that Delport and his accomplice, Clifford Cawood, abducted Makhanzi and murdered him in Bela-Bela. Cawood was arrested in December last year by the Bela-Bela Police while Delport was arrested in Boksburg, Gauteng in January. Delport was also arrested for being in possession of an illegal firearm and was sentenced to 15 years’ imprisonment in the Boksburg Regional court for being in possession of an unlicensed firearm and ammunition. He is currently serving his sentence in the Boksburg Correctional Centre. Cawood recently died whilst in custody in Pretoria. Both Cawood and Delport were expected to appear in the Bela-Bela regional court on Monday, 1 August but the case was postponed to Monday 22 August due to Cawood’s death. At their latest court appearance, Delport was ordered to appear at the Modimolle Regional Court on Monday, 24 October. Cawood’s death certificate was presented to Magistrate Gerrit Olivier and his name was cleared from the roll.

Lizzy Bapela The DA in Limpopo said that they will write to the Minister of Cooperative Governance and Traditional Affairs (CoGTA) Desmond Van Rooyen, to request an investigation into the delaying tactics that threaten to disrupt much needed service delivery in the province. DA Provincial Leader Jacques Smalle said that this follows on “the ANC‘s desperate attempts to disrupt their coalition plans and working relationships with other political parties and their continuous postponement of the first council sittings in the amalgamated LIM 368 (Modimolle and Mookgopong) and Thabazimbi Municipalities.” The first council meetings to elect the council executives were recently postponed twice in both municipalities and the DA feels it was without valid reasons. The party expressed concern that they feel that the administrator for Thabazimbi appointed by COGHSTA MEC Makoma Makhururpetje is still receiving instructions from the out-going Mayor.

They further suspect foul play in the awarding of contracts in an attempt to ambush the DA’s imminent take over. “These underhanded tactics in both municipalities are a further indicative of the lack of acceptance by the ANC that their corrupt reign has come to an inevitable end,” said Smalle. “Failure to hold these crucial meetings before or on 24 August 2016 will result in contravention of the Municipal Structures Act, Section 29(2). Despite this tumultuous start, the DA trusts that the provincial government will give their full cooperation and assistance to these two municipalities despite the political affiliations of their executives. The DA and its coalition partners are looking forward to transparency, good governance and professionalism and improved service delivery in LIM 368 and Thabazimbi,” he added. The DA indicated that they will write to Minister Des van Rooyen to request his investigation into the reasons behind the delaying tactics and request a smooth transition that will not disrupt service delivery.

New Bela-Bela Municipal Council sworn in... The new Municipal Council for Bela-Bela was sworn in on Thursday, 18 August. The new councillors represented a multitude of different parties. Members of the community gathered in the council chambers to witness the event and see their choices sworn in. Most of the choices were not a surprise to residents, who already knew or suspected who would be representing them in the Council. Former Mayor Henrietta Ledwaba (ANC)

was sworn in as the new Chief Whip, while Zakes Moeletsi (ANC) was elected as Speaker. The other ANC councilors are Lerato Mpete, Petrus Aphane, Angelina Maluleka, and Freddy Hlungwane, while Jeremiah Mfiti Ngobeni was elected as the new Mayor of Bela-Bela. The DA’s delegates are Tinus Ras and Kobus van der Merwe, Frans Mothokoa, David Senosha, and Rachel Masemola. The EFF is represented by Sello Mosweu and Sinah Seale. In his speech, the new Mayor told the

audience that a lot of hard work had to be done to get the Bela-Bela Municipality working smoothly. He highlighted service delivery and unemployment as two big challenges, and promised that 20% of all tenders would be awarded to the youth. Ngobeni also mentioned the need for a TVET College in Bela-Bela in order to facilitate skills acquisition. The councilors are expected to attend a two-week training session held by the South African Local Government Association (SALGA).

Wildfires weekend hits Limpopo

Lizzy Bapela The Department of Environmental Affairs’ Working on Fire (WOF) participants in Limpopo had it tough over the weekend as they battled multiple fires across the province. The fire fighters were dispatched as of Friday, 19 August to suppress the wildfires that were busy destroying the environment in the province. A total of 19 fire fighters worked very hard and with great skill to save the environment in the deep areas of the province to suppress the wildfire after the Fire Protection Association (FPA) requested the team. Meanwhile in Waterberg, both the Modimolle and Alma teams were dispatched to the fire that occurred just outside Modimolle on the morning of Sunday, 21 August. WoF spokesperson Matema Gwangwa confirmed that no fatalities were reported and WoF fire fighters rushed to the scene to supress the wildfires in Modimolle. Photo supplied

that the cause is still unknown. “As we have just entered the peak of the 2016 winter fire season, we are pleading with communities and land owners to refrain from starting fires, more especially in areas where these fires might run away and spread across. We are still in danger considering the dryness of the vegetation across the province and any fire that starts might do a lot of damage,” she said. Gwangwa further said that they are working very closely with municipalities, the FPAs, land owners and government departments in creating awareness to communities. She added that it is everyone’s responsibility to protect the environment. WoF fire fighters are also assisting the landowners to implement integrated fire management which includes creating fire breaks, block burns, fire belts and stalk burns. They encourage all stakeholders and the public at large to work together in protecting the environment and saving lives. Public park bathrooms remain locked for months Justin Steyn The renovated public parks in Bela-Bela have been popular with residents since their completion. Before the parks were renovated the Acting Head of the Department for Social Community Services, TJ Mothapo, emphasized the various aspects of the park upgrades. “Each park will have various facilities to fit its individual needs such as playground equipment and drinking fountains. We have also taken into consideration the environmental needs of each facility and decided to plant more indigenous trees where necessary,” said Mothapo. The former municipal spokesperson, Matome Sebelebele said that the municipality planned to convert the park into an environmentally friendly area for local residents to enjoy. “We plan to provide this area with facilities for residents to enjoy such as play areas for children and braai areas for adults. We are also going to provide the park with clean ablution facilities,” he said. Despite equipping each of these parks with newly built bathrooms, these facilities have remained locked and unused for residents who visit these areas. Upon enquiry from The BEAT, Mothapo said that the municipality first has to appoint a caretaker for each park before these facilities can be used. “We still have to appoint caretakers for these facilities. They will most likely work between 06:30 until 16:00 on weekdays,” he said. Mothapo added that the issue will be tabled during the next council meeting. Summit to enlighten locals Various stakeholders are gearing up for the youth summit which will be held in Modimolle. Photo supplied

Mzamane Ringane Modimolle’s Organisation Hands On has organised a youth summit with an aim to provide the young people with information relating to starting businesses and securing education. The youth summit is scheduled for Wednesday, 31 August at Modimolle’s Peter Nchabeleng Community Hall. Organisation Hands On chairperson, Ronnie Makgetha said they are targeting about 150 young people from across Modimolle. “We are targeting as many people as possible. We have extended invitations to young people of Modimolle, but all the youths from across the Waterberg are welcome to attend,” he said. Makgetha said the main aim of the event is to

make sure that all available services from various departments are known to the young people. He said most young people are still struggling to get their businesses started, while others do not know where to go when they want to apply for bursaries. “What we want to do is to create a platform for different departments to engage with the youth and share information that can assist in improving their lives. There are many opportunities that are available to the young people. Our aim is to address the needs of the youth and to also bring solutions to the challenges that they are facing. The youth summit will be held by Organisation Hands On in partnership with other stakeholders including LEDET, NYDA, LEDA, SETA, Department of Education, Legal Aid SA, SAPS and CWP.

Khutso Mote targets soccer award Mzamane Ringane Mookgophong-based soccer player Khutso Mote has been nominated in the Best Male Soccer Player category of the inaugural Pheli Awards. The Pheli Awards will be held at the Saulsville Arena on Saturday, 24 September. The awards are hosted by a duo of establishments, Troublesome Kids in partnership with ATO.emd(.) The awards are aimed at honouring all deserving individuals in various sectors including transport, transport, music, dance and sport. Mote who currently resides in Mookgophong, qualified for a nomination in the awards after doing extremely well in football when he was living in Phelindaba. “I passed my matric at Phelindaba Secondary School in 2014, and I believe that I also made quite an impression in football. He told The BEAT that he enjoyed massive support from the locals when he was in Pretoria, where he also played for University of Pretoria’s Under-19 team. The 22 year old soccer star also plays netball, volleyball, basketball, and also partakes in indigenous games. Mote will be competing with other four

players in this category, and will rely on votes to make it. “Being nominated for an award feels great, but I still need votes to win the main prize. I would like to thank all those who supported me throughout my journey. I also believe that I was nominated because someone out there recognized my talent. I am pleading with all the locals to vote for me so that I can win this award and make them proud,” he told The BEAT. When it comes to his football career, Mote has big dreams and believes that he can go as far as playing in Europe. This young man says his biggest dream is to go abroad and live his football dream. “My role model is Lebo Ngubeni who emerged from Mookgophong and now plays for University of Pretoria,” he concluded. Bela-Bela loves Caster Semenya Semenya caused controversy in 2010 when she was subjected to gender testing when questions were raised about whether she was a man or a woman, but went on to live down the indignities she was subjected to in stellar fashion.

Controversial runner Caster Mokgadi Semenya is still trending on social media and on people’s mouths as they express their pride in the athlete for having won the country a gold medal. The athletes, including men’s 400 m race winner Wayde van Niekerk won the country a total of ten medals at the Olympics. The number was set as a target by the South African South African Sports Confederation and Olympic Committee ahead of the Rio de Janeiro Olympics. Wayde Van Niekerk, Caster Semenya, Chad le Clos and Cameron Van Der Burgh were among the people that the country was hoping would bring medals home.

This is a victory that even Sports Minister Fikile Mbalula aka Mr Razzmatazz is proud of. Mbalula said during an official welcoming program that this proves the late former state president Nelson Mandela’s words that “we are a winning nation”. Meanwhile in Limpopo, the Provincial Department of Sports, Arts and Culture, the Office of the Premier and the ANC sent out media statements with congratulatory messages to Semenya. Even fans across the province went and congratulated her on Facebook and rallied their support behind her. They also campaigned for people to guard against sleeping so they could watch her run at 2:15 SA time on Saturday, 20 August. Before the huge achievement, Semenya expressed positivity towards the tournament and turned a blind eye to negative talk. She said that she can do all things through Him who gives her strength.

Workers’ League starts with a bang

Hosptial FC took the lead in early minutes of the game after Simon Tsweleng scored on a shot that left the keeper in despair.

However hard Hyperland tried to come back, they missed many chances and they were lucky to get the ball at the back of the net after Kenny Monela gave them their only goal. In the second half Hospital was walking in the park adding more goals, with Mabelane Israel and Danny Moichela scoring brace and Malope Masinga also scoring a goal The game ended on a score of 7-1, with Bela-Bela Hospital winning the match.

However, Metro Supermarket assistant coach said that this was a practise match for them as they just kicked off the league. Their second game will be much harder. He also said most of his players need more game time. The match was attended by many people and this is what the chairperson Nicholas Malete anticipated.

On Sunday 21 August, Shoprite FC beaten Brenner Mills FC 2-0 with Phillip Mokone scoring a brace and last game on same day Cashbuild FC beaten Game FC 7-2. On Tuesday 23 August Bela Municipality was expected to meet with DayBreak FC while on Wednesday Spar FC was scheduled to meet with SAPS FC.

Smiles were seen on the faces of many of the participants, and Department of Education representative Magdeline Seutane said that the day was a success. “We all know what kind of difficulties educators face, and this kind of initiative helps to ease the challenges and the stress,”

she said. She further thanked the role players who helped the event to be successful. The educators came in numbers to the event, which started with fun walk around the township and later met again at Moloto stadium to participate in aerobics, tug of war, egg race, sack race and balloon throw among other games. Mahlatsi Moneoang coordinator of the event said this was a good initiative and he wished it can be hosted more often. Educators need to have fun and also to stay healthy as it also helps them focus on their careers.
