A group of protestors who said that they represented concerned residents of Bela-Bela were arrested for allegedly trying to disrupt a government event at the Khabele Primary School Sports Grounds on Wednesday, 20 July. This happened during the Waterberg Youth Career Expo that was hosted by the Minister of Public Works Thulasi Nxesi along with Higher Education and Training Minister Doctor Blade Nzimande.

A Change for Bela-Bela bakkie entered the venue where the event was held, with a passenger loud hailing that they wanted to air their grievances to the visiting leadership, since the mayor, Lucas Nhlapo, refused to attend to them. Six police vehicles immediately rushed to the scene and the group was evicted from the premises. Arguments between police and the group erupted, resulting in the police allegedly ‘shoving them around’. Police then forced them into the police vehicle before taking them to the station to be detained.

The protesters were arrested around 10:00 but were only charged after 15:00. They alleged that the police wanted to keep them for at least 48 hours.

One of the protesters, NJ Van Heerden, said that their charges were never stated, and that they were unnecessarily held in the holding area for long hours. He added that they were just trying to hand over a copy of the community’s memorandum of demands to obtain the outcome of the KPMG forensic investigation into the alleged corruption and maladministration by the municipality, to the senior government officials present at the event.

“We were not violent or disruptive, but we did not even get to mention that. The police immediately pounced on us upon our arrival and demanded that we remove ourselves from the area, with which we complied.

Once we were outside the cordoned off

Ngobile Nyoni (28) Christophe Mugabe (23), Wilson Monjeza (34), Elvis Musimeki (29) and Jacob Chio (22) appeared at the Bela-Bela Magistrate’s Court on Monday 25 July to receive the forensic report related to a residential burglary which occurred on Thursday, 5 May. However, the case was postponed to Monday, 22 August.

The men have been accused of breaking in to Bela-Bela resident, Jose Denabregah’s home where

three of the men allegedly assaulted and tied up Denabregah where they allegedly proceeded to loot his home.

The men have abandoned their bail application and remain in custody.

All five are said to be illegal immigrants.

Meanwhile a Zimbabwean woman has been arrested for allegedly being in possession of an unlicensed fire arm which is allegedly related to Denbragah’s case.

According to Bela-Bela police spokesperson, Maria Maswanganye, the police acted on a tip off from residents of the BelaBela township area and arrested 22-year Siphathisiwe Moyo for allegedly possessing an unlicensed firearm.

Moyo’s case is still under investigation and a ballistics reported is expected to be delivered soon.

Mookghophong police to be more vigilant on weekends Justin Steyn The police in Mookgophong say they are going to embark on more intense patrols on Fridays and weekends in general.

The district’s police spokesperson, Warrant Officer George Ledwaba, said that the decision was made after numerous robberies and burglaries that have occurred in the past month.

Ledwaba said that the crimes occurred mostly on Fridays, especially during month end periods when business areas are filled up to buy home necessities.

“We have recently had a dramatic increase in burglaries and robberies especially when the public is out to buy groceries. The police will execute more vigilant patrols especially in areas where businesses were hit hard by criminals,” he said.

Ledwaba added that the crimes involved theft from residents, especially money, as well as cell phones, airtime and groceries being stolen from retail stores.

He added that although these crimes have not become violent as yet, police are going to increase patrols to avoid any lives being lost.

Ledwaba has also urged residents to come forth and provide police with any information of suspicious activity that may lead to the rest of criminals sought by the police.

There will be no charges against the Bela-Bela couple, Ophelia Pholosi and Thekiso Mataboge, who held their traditional wedding in Reitz Street in the town’s suburban area on Saturday, 18 June.

This comes after an investigation was conducted by municipal officials after claims that the event was in breach of contract.

The permit, which The BEAT has a copy of, states that the road must not be damaged during the function and that only one lane may be used.

On the day of the wedding two lanes were used and a tent was erected on the road. DA councillor Kobus Van der Merwe complained about the situation and said that the head of the traffic department at the municipality had to take into consideration, whenever an application is brought to close a road, if the event will cause disruptions and during which time the event should be held, before a permit is granted.

“I am not totally against the closing of a road for a special event, but roads are essentially for traffic. These types of events, where a tent is pitched, should not become a regular occurrence in town, because it might happen that a main road is considered for closure in the future and there are by-laws in place that are clear on the matter,” he said.

The issue was brought under the attention of Precious Raputsoa, head of Planning and Social Development at the Bela-Bela Municipality, who made a note to take the matter up with the relevant department.

During a telephonic interview on Friday, 22 July, the head of the Bela-Bela municipality’s department of Social Community Services, TJ Mothapo, said that the municipality will not penalize the family.

Mothapo said that the municipality will instead propose implementing a penalty system during the next financial year. He explained that the upcoming proposed penalty system may require residents to render a deposit when applying for a permit to have public roads closed.

He added that the deposit will be returned to the applicant once assessment has been made and the municipality is satisfied that all rules stipulated in the permit had been abided by. He further said that the proposal will educate and encourage the community to be more considerate when applying for roads to be closed.

Ophelia this week welcomed and encouraged the drafting of the permit application regulations as she believed that a review of the “by-laws” would be done with due regard and consideration for all residents, regardless of whether they reside in town/suburban areas or in the townships. “We intend to apply for a legal picket in front of the municipality to voice our concerns to the mayor, who still did not respond adequately to the community’s demands, and hope that the community will join us. When we eventually picket if it comes to that, we intend to continue with it until we have a positive response from the mayor.”

He said that he was disappointed in the conduct of some politicians and municipal officials over the entire affair. He added that he is being painted as a target along with his non-political community upliftment initiative Change for Bela-Bela, and alleged that he has been threatened several times with severe consequences to him and his businesses after the elections if he continues with the fight to expose, in particular, the outcome of the KPMG report.

Members of Change for Bela-Bela expressed concerns over the local municipality painting over their branding at the entrance walls of the township on Friday 22 July 2016 only to replace it with ANC election posters. Founder member NJ Van Heerden says a political party’s wishes to trump the interest of a nonpolitical community upliftment initiative such as his organization is unheard-of.

He added that they believe that this was done deliberately to try to suppress and silence the voice of the masses which are merely demanding the release of the outcome of the KPMG report and the immediate suspension of the new fees on basic services such as water, electricity and sewerage. Change believes that the new fees have been irregularly implemented and forced on consumers, whilst the KPMG report on the alleged corruption and maladministration by municipal manager Morris Maluleka and

his administration was handed over to the municipality more than two months ago and the community is still waiting to hear of its contents.

Abdul Majeed Blue, an alleged close friend and chief coordinator to an ANC councillor and Ward 6 candidate Jeremiah Ngobeni’s election campaign said on Facebook that he and his comrades are indeed working with the municipality to remove all the branding of Change for BelaBela.

When The BEAT approached him for comment, Majeed agreed to a personal interview with the reporter to give his side of the story on the matter, but did not arrive.

Meanwhile, the municipality’s communication office promised to speak to their relevant department and ask them to release an official statement on Wednesday, 27 July, since they currently do not have a spokesperson. They highlighted that the municipality cannot appoint a spokesperson right now since it is elections time and all focus is on the preparations.

Lizzy Bapela Concerned residents of Spa Park, Koppewaai and Marikana View expressed anger at the contract appointed for the paving and maintenance of the entrance road to the area. The residents gathered at the open space between Spa Park and Koppewaai on Thursday, 14 July and picketed against the development, alleging that the employed workers were appointed irregularly and during the night, as they woke up one morning to see them already working.

They added that no community or steering committee member knew about the employment until they saw the workers already in uniform that morning. The workers allegedly said that Councillor Kobus van der Merwe appointed them.

The steering committee consists of Sagrys Hudson, Winners Manyeke, Kgaogelo Rasealo, Portia Motaung, and Edison Kgotla.

The residents were angry that nobody spoke to them about the matter before such decisions were taken, knowing very well that there are families in the area where not even one member has a job and sometimes go to bed on empty stomachs.

The angry residents accused the councillor of paying certain people with food, liquor and dagga “to do as they please” in the area as he watches and does nothing to intervene. They said that the matters arising in the area affect everyone

regardless of their political status or affiliation.

Manyeke said that the municipality recommended that the project be put on hold until past the elections because people are using it to campaign for their respective political parties. He added that none of the employed people were on the waiting list and they request that the councillor facilitating the project start everything from scratch, in the residents’ presence. Manyeke also said that the residents want Van der Merwe to apologise to them for disrespecting and misleading them.

The councillor eventually addressed the residents and also honoured their request and apologised, promising to come back to address the matter regarding the project. He told them that he was busy and did not manage to verify the names on the list given to him but will definitely involve the residents and the steering committee on his return to address the matter.

The protestors met with the police on the day and the following day for clarity and way forward since they felt failed by their councillor and municipality. They were planning to protest to voice their concerns to the municipality for intervention.

Nearby foreign businesses closed down for the hours of the protest as they feared for their safety, with belief that they might encounter violent acts from the angry protestors. The business people were even scared to speak to the media, saying that they were scared they could be implicated in something illegal or be quoted incorrectly.

Many celebrities from various parts of the country appeared at the event hosted by the Scara Kutumela Branch in Modimolle, wearing the black, green and gold colours of the ruling party.

We want to be engaged in matters that affect our lives, such as choosing the councillor for our ward. If unscrupulous politicians register their favourites as candidates despite the will of the people, the people must refuse to vote for these candidates.

Our votes have value, and the value of the votes that we offer to a political party must be equal to the value that we receive from the party in exchange —

the party must do its part, and we will do ours.

We would also invited politicians to take a closer look at history, and remember that it repeats itself. Rulers from King John of England to the National Party in South Africa did not believe that they could be deposed, even if they went against the will of the people. They all were, because they did not understand the fundamental nature of democracy.

Today, the very politicians who claim to be the guardians of democracy refuse to believe that people can choose their own leaders. We are responsible and diligent, and we refuse to vote in bogus candidates.

Stealing branches and putting forward unsuitable candidates are actions that will lead any party to its downfall.

We cannot, as the voters, allow cannibals and vampires to control our government.

With less than a week left before the nation-wide elections on Wednesday, 3 August, The BEAT is forced to clarify and adjust our policy regarding political letters.

We make this decision because The BEAT is committed to being apolitical, and short before election season we are swamped with letters relating to political matters.

We will, therefore, for the next two months, have to be stricter in the selection of letters.

We will unfortunately not be able to place letters that: * Serve to highlight the election manifests or political aims of a specific political party * Introduce new political parties * Introduce candidates to the public * Aim to win votes or to dissuade members of the public from voting for other parties * Seek to cast suspicion on other candidates Political parties are, however, more than welcome to place advertisements in The BEAT introducing their goals, candidates, and policies to the community.

A good goal for this would be a quarter page advertisement which costs R2 224 in black and white and R3 0004.80 in colour.

The DA in Limpopo views the branding of RDP show houses in ANC colours as one of many examples of the ANC’s abuse of state resources for election gain. The party says that the painting of the house in ANC colours creates an impression that only ANC supporters would benefit from a housing project.

The DA further added that they strongly condemn the branding of show houses and calls on the MEC for

the Department of Cooperative Governance, Human Settlements and Traditional affairs (COGHSTA) Makoma Makhurupetje to step in.

The DA Provincial Leader Jacques Smalle said that “the house branding affirms corrupt Jacob Zuma’s ANC disregard for the well-being of South African citizens.”

Smalle further said that the DA will write to the Limpopo Premier Stan Mathabatha, and MEC Makhurupetje and request that the houses identified with ANC branding be given to the needy.

NOTICE OF PROJECT INITIATION FOR THE PROPOSED HUMPHRIES BOERDERY WEANER TO FINISH SITE PROJECT ON PORTION 50 OF THE FARM TWEEFONTEIN 463 KR (SMS Reference number: HUM-BEL-15-09-29) The purpose of this Background Information Documents (BID) is to provide information to Interested and Affected Parties (I&APs) about potential decisions that may affect them and to afford I&APs an opportunity to influence those decisions in the environmental authorisation process for the proposed Humphries Boerdery (Pty) Ltd: Humphries Boerdery Weanto-Finish Site Project.

BACKROUND TO THE PROJECT: Humphries Boerdery (Pty) Ltd is an

established pig farm near Bela Bela in the Limpopo Province. The farm is located on Portion 50 of the Farm Tweefontein 463 KR. Humphries Boerdery has been operational for more than 22 years. The pig farm currently houses approximately 17 500 pigs in 29 houses. The farm is also equipped with a biodigester used for the treatment of wastewater generated at the piggery.

Humphries Boedery wishes to establish a wean-tofinish site. The development will entail the following: The development of a wean-tofinish unit where weaner piglets are grown until they are ready for slaughter. The pigs are called baconers.

The construction of seven (7) wean-to-finish platforms. Each platform will have one (1) house and each house will have one (1) room (therefore a total of 7 rooms). Each room houses 810 wean-to-finish pigs. The total capacity within the wean-to-finish rooms is therefore 5 670 baconers. The dimensions of one platform: 12m x 67.5m (810m²) x 7 platforms = 5 670m². The total footprint size of all the wean-to-finish platforms is therefore 5 670m² (0.567ha). The total development footprint, including the platforms and open spaces between and surrounding the platforms is: 205m x 100m = 20 500m² (2.05ha). The construction of an office block that will include a store room and ablution facilities. The office block will have the following dimensions: 5m x 10m (50m²). The following describes the basic process that will be followed to raise the baconer pigs: Weaner piglets will be delivered to the wean-tofinish unit at three weeks of age. Each fourth week, 810 weaner piglets will be delivered. Once the pigs are 21-24 weeks old, they will be collected and taken to an abattoir for slaughter.

LEGISLATIVE REQUIREMENTS: Procedure applied to the application: As the project activities require the development of new infrastructure, a Basic Assessment (BA) process will be required in terms of the National Environmental Management Act, 1998 (Act No. 107 of 1998) (NEMA), as amended, for the authoorisation of listed activities contained in GNR 983 of 4 December 2014 and GNR 985 of 4 December 2014 published in terms of Section 24(2) and 24D of the NEMA. Application to the competent Authority: An application for authorisation in terms of the NEMA, as amended,

and the Environmental Impact Assessment Regulations, 2014, for the proposed activities will be submitted to the Limpopo Department of Economic Development, Environment and Tourism (LEDET) at a later stage in this process.

Listed activities applied to the application: The listed activities which have been applied for include Listed activities 4(ii) and 27 of GNR 983. Legislation associated with the application: South African legislation requires that a Basic Assessment Report and an Environmental Management Plan (EMP) be compiled in accordance with the National Environmental Mnagement Act (Act No. 107 of 1998) (NEMA), as amended. In order to do so, Humphries Boerdery (Pty) Ltd has appointed SHANGONI MANAGEMENT SERVICES (Pty) Ltd (Shangoni) as the Independent Environmental Assessment practitioner

(EAP) in terms of Regulation 12 of GNR 982, to undertake and manage the processes to apply for the required environmental authorisations.

Furthermore, SHANGONI meets the requirements set out in Regulation 13 of GNR 982.

PUBLIC PARTICIPATION: People have the right to be informed about potential decisions that may affect them and to be afforded an opportunity to influence those decisions.

Rufus Mahoro emerged from humble origins

Modimolle’s Rufus Jan Mahoro believes that education unlocks opportunities.

Photo: Mzamane Ringane Mzamane Ringane Twenty-nine-year-old Modimolle resident, Rufus Jan Mahoro is a living example that no matter how hard life is while growing up, it does not determine your future.

During an interview with The Beat, Mahoro said that life was not easy growing up on a farmstead in Modimolle.

This young man had to walk several kilometres every day, from the farm to Modimolle’s Dagbreek Primary School.

“I was encouraged by my parents that I should go to school, in order to get education and become a better person,” he said.

Mahoro said the situation improved when his family moved to Phagameng when he was in Grade 3.

“When we moved to Phagameng I started attending school at Modimolle Primary School. When I was in Grade 5 in 1997, both my parents passed on. Life became

more difficult, with my siblings also moving out of the house. At the time the situation affected me badly as I had to take care of my grandmother who was 102 years old,” Mahoro told The BEAT. Mahoro says he never thought of quitting school even under those difficult circumstances.

“I then started helping a local woman who was a street vendor after school, and I was paid R1 a day. The school fee was R84 per annum, and I had to make an arrangement with the principal to pay R21 per quarter,” Mahoro recalled.

In the year 2000, Mahoro says he was admitted to Phagameng High School where he started high school.

“At the time I was helping my neighbour Frans Kubuzie at the local Mokaba Tuckshop. He bought a school uniform for me, and ensured that every Wednesday we had one-on-one guardian sessions which helped me to remain focused,” he said.

He said the situation gradually improved when his sister Ephenia who worked at a local farm and attended school at the same time, later moved back home.

Mahoro, who is popular among young and old in Modimolle, says that Moses Kubuzie (brother of Frans), has also played a huge role as a mentor in his life.

Today Mahoro is a man who enjoys massive support from his family and locals, as he travels through his community development and political journey.

“I set myself a target to make at least one person happy every day, and that way I can be able go to bed happy,” he concluded.

Mahoro’s face is among those that are on placards ahead of this year’s election, as Modimolle ANC’s ward 8 councillor candidate.

Photo supplied Lizzy Bapela A house music artist residing in Bela-Bela aims to take his music to another level by engaging music industry role players to assist him in making it big in the industry.

Tshepo Kekana, aka Luxeteria says it is high time that he does something big about his talent.

This Nokaneng, Mpumalanga-born artist started showing his music skills and love

back in the beginning of the millennium, being able to create mixtures with computers and other musical instruments.

He only managed to release an album in the year 2014. Some of the songs featured on his album titled “Phunyukga beng’phethe” include “Helele, Ntshebele, Ketla go felesetsa baby” and “Poor man” and they are all popular according to Kekana.

Kekana worked with a well-known BelaBela DJ called Raspberry and says that he commends him for the help he gave him so far. He has performed in clubs and taverns such as Coco’s, Potong and Makgokgolela in Bela-Bela; and others across the Waterberg District.

“I did not benefit as much from this album but I understand that I was not at all clued up as to what is needed to make it in the industry. Now I know there are doors that need to be opened and sacrifices that I need to do in order to have my music recognized officially than releasing singles which just end up on social networks or on people’s phones via downloads. Everywhere I go, I hear people playing my music in their cars, homes, outlets and so forth and that made me realise that I have it in me to become a house artist and that I can make it,” said Kekana.

The enthusiastic and determined muso told The BEAT that he now wants to go out there and make a name for himself, meeting record companies and other artists too learn more about the industry.

New shoes for Hector Peterson Primary School learners The staff and learners at Hector Peterson Primary School were happy to receive a donation of school shoes from YMG, an organisation which falls under The Methodist Church of Southern Africa.

Photo: Mzamane Ringane Mzamane Ringane The Methodist Church of Southern Africa Modimolle Society donated school shoes to learners at the local Hector Peterson Primary School, on Friday 22 July.

The contribution was made by members of the church-based organisation known as Young Men’s Guild, which falls under The Methodist Church of Southern Africa.

Pakiso Simon Mtimkulu of the YMG said that they have also donated some of the school shoes at Maokeng Primary School in the area.

Mtimkulu said that it was heart-breaking to see many children going to school barefoot or without proper shoes.

“When we go to work in the morning, we come across children who go to school barefooted. It is a very painful experience, but on the positive side these children are continuing to attend school because they want education. We saw it fit as a church to help by donating these shoes to those who need them most,” he said.

Mtimkulu said this would not be the last time they visit schools around the Modimolle area, citing that they will continue to solicit sponsorships in an attempt to assist learners who are in need.

Educator and fund-raising committee member Sarah Sehlare thanked the YMG for considering Hector Peterson Primary School as part of their good cause.

Lizzy Bapela Rangers from all the game farms affiliated to the South African National Parks (SANParks) will gather in Thabazimbi to celebrate this year’s World Rangers Day. The event will be held at the Marakele National Park’ Sports Ground on Friday, 29 July.

World Rangers Day is observed annually on 31 July and is the day that is aimed at commemorating the many rangers that were killed or injured in the line of duty.

SANParks’ Northern Region spokesperson Divhani Maremba said that the day is also aimed at celebrating rangers and the work that they do to protect the world’s natural and cultural treasures.

He added that World Rangers Day is

promoted by the 54 member associations of the International Ranger Federation (IRF).

The first World Rangers Day was observed in 2007 on the 15th anniversary of the founding of the IRF. Against this backdrop, various institutions are expected to attend this event which will feature sessions such as candle lighting and the observation of a minute’s silence for rangers who died in the line of duty.

Other ways of celebrating the day include planting a tree as a living tribute to rangers around the world; talking with park visitors and partners about the work of rangers around the world; visiting a school to engage young people in the future of world parks, biodiversity, and conservation; as well as writing an article in local newspaper about rangers and the significance of World Ranger Day.

5000 attend Youth Expo

TK Mashaba Mogalakwena’s players topped other municipalities during the indigenous games selections held in Bela-Bela on Saturday,

23 July at Sunfa Stadium.

They came in first place with Bela-Bela coming in second place, while Modimolle held down third place.

Mookophong was fourth, while Thabazimbi was 5th and Lephalale sixth.

135 players who took part in the event and will be attending the national selections on 13 and 14 August.

The sporting codes that took place were dibeke, diketo, morabaraba, kgati, kho-kho, ncuva, juskei, driestokkies, intonga and morabaraba.

According to Thabo Molokomme a facilitator the game went well and with many players participated talent was shown and determination.

“The tournament was very tough but the

junior ladies team got gold, and it was the second time,” he said.

He also said that the junior males were able to win silver medals, while the senior ladies won bronze and senior males were also awarded silver.

“We would like to thank different departments,” said Molokomme. “Among others, the Limpopo Academy of Sport, Department of Sports, Arts, and Culture, the Limpopo Confederation and Limpopo Volleyball, and other stakeholders who contributed to the team.”
