Three remanded to custody Lizzy Bapela Three suspects were remanded to police custody when they appeared before the Bela-Bela Magistrate’s Court on Friday, 26 August in connection with charges of common robbery and assault. Detective Frans Sekgobela of the Bela-Bela Police said that the suspects were arrested after they allegedly robbed a man of his cellphone, shoes, and a cash amount of R800 before assaulting him with stones.
According to information received from the police, the victim was leaving a local tavern on his way home. The suspects are alleged to have attacked him as he was opening his door. The victim was left unconscious and was rushed to the local hospital. The police received a tip-off and followed up various leads, resulting in the recovery of the stolen items. One of the suspects was arrested in Extension 8 and is apparently the owner of several shacks in Hlalampsa Informal Settlement. The other two men were found hiding in their shacks. The police say that the men
operate in Hlalampsa, Dunuza, and Zuma View. The police have urged the community, especially members of the community who live in informal settlements, to be on the lookout for criminals who allegedly erect shacks near their prospective victims’ houses in order to spy on them. Detective Sekgobela said that these criminals tend to prefer areas where they can easily hide the stolen property, which is easy in informal settlements where members of the community may not know each other very well.

Lizzy Bapela The police at Bela-Bela strongly warns members of the public, especially domestic workers, to be on high alert against bogus house buyers. Detective Frans Sekgobela said that a
woman was arrested in this regard and was charged with three counts of theft following incidents that occurred in the area recently. He added that scammers go around pretending to be looking to buy houses, buying time to mislead the domestic workers so that they can invade and steal from residents. “These criminals would enter a yard and ask for the bosses, saying that they are interested in buying the particular house. When the domestic worker tells them that the boss will only return later or another day, they then ask for water or to use the bathroom, only to lure the unsuspecting domestic workers away so that they can help themselves to the victims’ belongings. Then when the domestic worker returns from the kitchen with the water, they are nowhere to be found, having fled with household items such as plasma TVs,
laptops, and so forth,” he said. The detective further said that the woman was arrested in Mamelodi and confessed to all the charges levelled against her. He added that the suspect pointed out her four accomplices, who were also arrested. They were released at a later stage as the police could not link them to any of the cases. He also said that the police may be able to link the suspect to more cases that happened in Modimolle. The detective also said that the suspect was expected to be charged with theft of firearms and jewellery, among the other charges. The suspect was remanded to police custody when she appeared before the Bela-Bela Magistrate’s Court recently. “Domestic workers should not open gates or doors to anyone as long as their bosses never told them to before leaving the house. They should just ask how they can help the suspects without letting them inside and tell them straight to come back later for any enquiries when the bosses are available. This issue of the suspects managing to lure the unsuspecting domestic workers into affording them an opportunity to steal is really a disturbance on police’s side and we need the public’s help to be able to crack the cases,” Detective Sekgobela concluded.
Jobs scam hits Limpopo Mzamane Ringane The Limpopo Department of Education has issued a warning to people across the province, following sporadic incidents where employment seekers were robbed of their hardearned cash. According to the Department of Education, at least six people have been tricked into paying these scammers and have reported the matter to the department. “The Limpopo Department of Education warns people about the outbreak of a jobs cam for marking examination assistant positions. The scammer is calling people and telling them that their applications for this position has been successful and that they will receive uniforms from the department when they arrive. The scammer is charging them R300 for a medical certificate, R550 for accommodation and R400 for uniforms and he already has robbed six people up to so far who alerted the department. People must know that the department will never demand money for jobs,” The Department of Education said. The department further indicated that the applicants of the aforementioned temporary position will be contacted towards the end of the year. It was indicated that the latest victim of the scam is from Botlokwa area in the Limpopo province. “According to this victim, the scammer requested that the money should be deposited in one shop and the reference number is sent to him. Then they were told to report at the department in the morning only to find that it was all a scam. The matter has been reported to the Risk Directorate of the department,” The Department of Education further warned. Job seekers are advised to stay alert and remember that under no circumstances will the department charge people applying for any position.

Lizzy Bapela A recent Compliance Inspection blitz at Bela-Bela saw a large number illegal liquor outlets being shut down. The operation took place on Friday, 26 and Saturday, 27 August and was aimed at enforcing compliance with the Liquor Act, 2003 (Act 59 of 2003) within the liquor industry in Bela-Bela and surrounding areas. Officials from the Departments of Social Development and Trade Industry’s National Liquor Authority, Limpopo Liquor Authority and the SAPS partnered and conducted the blitz. More than 39 outlets ranging from taverns, restaurants, distributors and manufacturers were raided in Bela-Bela, Rooiberg, Kromdraai and Pienaarsrivier. A total of 15 notices were issued to the value of R8 000. Forty-three cases were opened, including possession of dagga, possession of dangerous weapon, trading of liquor without a license and distribution of liquor to unlicensed persons. The DTI liquor authority’s Chief Director Prea Ramdhuny said that most outlets that were given fines and compliance notices were traders operating with leased licenses, alteration without authority, failing to produce proof of registration renewal and failing to keep records of license holders. She added that it is clear that some of the registrants are in deliberate violation of the provisions of regulation 22 of the 2013 Liquor Amendment Regulations, which stipulates that registrants must keep records of all retailers buying liquor from their premises. She also said

that this deliberate act is intended to avoid charging them for selling liquor to unlicensed retailers. Ramdhuny further said that they need to communicate more on the norms and standards including the Liquor Amendment Regulation, of 2013 as this will enhance compliance on registrants and reduce the amount of liquor that is distributed to illegal traders. SAPS National Liquor Control’s Colonel Thomas Sithagu said that contact crimes such as murder, robbery, assault and rape are still problematic in the country and are caused by abuse of
alcohol and drugs. He added that the raids help prevent some of these cases and lead to the reduction of contact crimes in order to ensure compliance among licence holders and prevent accessibility of liquor by illegal traders. Limpopo Liquor Board’s Director for Compliance Dion Pelser said that since the last operation by the province, a number of illegal traders has significantly reduced. He added that the blitz has shown that the message is spreading among traders but there are still cases where traders are still breaking the law and not complying. He also said that they still want to reach a certain percentage were they see the industry transforming and contributing to the country’s economy. Pelser further said that the board wants liquor traders to comply, trade responsibly and avoid having their licences being revoked or cancelled. Many of the illegal liquor trade premises that were closed down were populated by under-age children. Common contraventions ranged from patrons drinking outside liquor premises, selling take away while in possession of an on-consumption licence, failure to display original licence, effecting structural alterations without prior approval of the board and operating a tavern with a liquor hotel.
The Bela-Bela Magistrates’ Court says that it plans to relocate to the town’s police station. According to a source, plans have been made to renovate the court building and may take between a year to 18 months to be completed. The move is apparently to take place in December this year. Their court manager, Sherley Phalatse, this week confirmed in a telephonic interview that such a move is on the table for discussion. “This is currently in negotiation but it is in the planning phase. I am not exactly sure when this will take place,” she said. Phalatse said that as a result, matters that are currently under revision in the Bela-Bela regional court will be transferred to the Modimolle regional court. Lieutenant-Colonel Abel Phetla of the BelaBela police said that the station’s barracks will be utilized while renovations are taking place. However, the barracks itself is in need of renovation. The barracks was heavily damaged in a fire which occurred in May of last year. Phetla said that the barracks itself belongs to the Department of Public Works and that “only they have the authority to repair the building”. He added that the police have not received any correspondence from the department and claimed that the local courts have agreed to help repair the damaged building. Phetla could not say when these repairs would take place.

A delegation from the Modimolle Municipality viewed the situation at the muddy puddle once known as the Donkerpoort Dam with great concern on Monday, 29 August. The dam’s levels have shrunk drastically over the past few months, and there is no in-flow from rivers into the dam, according to Thabang Selemela, the head of the Department of Water Services at the municipality. The water level is now so low that no water can be pumped from the dam for the town’s use. This has resulted in strict water rationing since water is now only available from Magalies Water near Hammanskraal. The greater part of the town’s water is from this source, but the Donkerpoort Dam is still critical to the town’s needs. The delegation consisted of new Mayor Marlene van Staden, Speaker Johann Abrie, Municipal Manager Sam Bambo, and municipal spokesperson Patrick Shika, as well as retired resident Cedric Brooks, formerly a supervising engineer at the municipality who was asked to help. Together, they discussed possible solutions. One of the headaches that was discussed is the amount of water that is lost via the Magalies Water pipeline. This is possibly due to leaks, or farmers who draw too heavily on the pipe. A possible solution is to dig boreholes next to the dam. There are already a number of strong boreholes next to the dam. The benefit to this approach, according to Selemela, is that the short distance between the source and the destination of the water will be a significant cost saving. Anton Bothma from Water Worx consulting was also at the dam. His firm dug the boreholes at the Drie Hekke area
for the municipality. Bothma, a geologist, says that although the area may appear dry on the surface, the sandstone nearby indicated that there may be a significant amount of water under the surface. The new DA municipality has scarcely been in power for a week before being confronted with this challenge. According to Abrie, three to five boreholes may be dug around the dam, depending on the amount of water found. Costs will be carried by Magalies Water, and the municipality will pay them off over time. According to Brooks, the dam was even emptier in the early 1980s during a drought. “It started raining the afternoon, very heavily, and the dam overflowed the next day. Let us all hope that we are that lucky again, and that we receive an early rainfall.”
Outdated asbestos pipe causes sewage smell at Resort

According to a resident, who preferred to remain anonymous, he allegedly witnessed staff of the resort pumping sewage into the pond. He claimed that this is the reason for a foul smell that has remained in the area. The communication officer for Forever Resorts, Ziska Haak, has denied the allegation, saying that the problem originates from a faulty municipal pipe. “I can confirm that the alleged report that the Forever Resort is pumping sewage into a nearby pond is not true. I have discussed this with their Assistant General Manager, Wynand Ellis. He said that a municipal sewage pipe leading through the resort has burst. Apparently this is the third time in a week that the said pipe has burst.
Unfortunately, we are not allowed to work on this pipe as it is a municipal pipe,” she said. The municipal head of the Technical Services Department, Resimati Ntikele, said that the faulty pipe is an old asbestos pipe which needs to be replaced. Ntikele said that such a pipe cannot be replaced immediately as it is situated in an urban area and the process can be lengthy, and funding is needed. “The pipe at the resort has been problematic for a while and my team has attempted to repair it numerous times. We have come to the conclusion that the pipe has to be replaced. Unfortunately, this cannot be done overnight as it is situated in an urban area. The municipality also does not have the funding required to replace this pipe,” he said. Until a solution to this impasse can be found, sewage from Forever Resorts will most likely continue to leak into the pond.

This is according to the municipality’s Head of Technical Services, Risimati Ntekela. The upgrades at the town’s central business district area have been ongoing since the beginning of the year. The works have caused congestion on the road and was said to be the cause of two power failures by workers who allegedly struck underground cables while working on the upgrades. Ntekela, said that they have given the contractor responsible for the upgrades until Thursday, 25 August, to complete the road’s upgrades. He added that the delays have allegedly been due to cash flow restrictions and
DA Limpopo tables measures to come to Thabazimbi Municipality’s rescue Lizzy Bapela The DA in Limpopo has tabled measures that could help save Thabazimbi Local Municipality so that service delivery to the poor will be improved and the municipality will be turned around. The party says that the municipality has been plagued by corruption, fiscal mismanagement and tender irregularities, resulting in worsening service delivery and high unemployment. DA Provincial Leader Jacques Smalle said that the municipality, currently under administration, has for too long let the people down. He added that the new government inherits major challenges, which will take time to fix but they will ensure that they do everything possible to ensure improved service delivery.

There was not enough asphalt to complete this in the previous week, but our contractor is now looking in to fill these gaps,” he said

These include setting up transparent and open tender processes, implementing controls that ensure responsible fiscal management, accelerating service delivery to improve people’s livelihoods and carrying out Skills Audit to ensure a professional and competent municipal civil service that ensures quality service delivery. The priorities further include boosting investment that would create jobs, especially amongst the youth, adopting a zero tolerance policy on corruption, investigating the financial position of the municipality and making use of adjustment budget opportunity to realign budget to ensure service delivery, ensuring a fair EPWP process that is able to boost jobs and appointing a fit-forpurpose and professional executive that will always govern in the best interests of the people. “This is the best way to bring about the change that will stop corruption, deliver better services and create jobs,” Smalle said. Thabazimbi is currently under the new leadership of Mayor Mittah Moselane of the Thabazimbi Residents Association, Speaker Doctor Bertie Joubert and Chief Whip Piet Strydom who are both from the DA.

Following his inauguration as the new mayor for the Waterberg District Mayor, Councillor Morris Mataboge indicated that the municipality has been doing well in relation to financial matters and vowed that they will up their game to maintain the current situation. The Inaugural council meeting was held at the Waterberg District Council Chamber on Thursday, 25 August. “As the Ambassadors of Clean Audit, we should up our game so that we maintain the status. What we should start embarking on is to provide support and building capacity to our local municipalities as well. We can‘t be proud of achieving clean audits as the district while some of our locals are still struggling with disclaimers. We need to work on possibilities of unifying our financial systems but most important getting skilled, experienced and qualified officials for the job,” he said. Councillor Mataboge was the only nominee for the Waterberg District Mayor’s position. The newly appointed mayor of the Waterberg District made a clarion to all the elected councillors in the district to put their differences aside and unite in the delivery of services to the citizens of the Waterberg, especially in rural communities. He said he was willing to work with all political parties and stakeholders, as that will enable the municipality to find workable solutions for the diverse range of developmental challenges facing Waterberg. The Mayor highlighted that the incoming leadership will resuscitate the functionality of the established District AIDS Council, in a bid to fight against this disease. “The infection rate for HIV and AIDS in the district continues to be a nightmare which is aggravated by the threat of TB

It is perceived that the cause of this epidemic is mainly attributed by high level of unemployment, increased mining activities and drug abuse in some municipalities in the district,” Mayor Mataboge said. Councillor Sarah Lamola who was a Member of the Mayoral Committee, was appointed as the speaker. There were also no other nominations for this position. Shortly following her appointment as the speaker, Lamola said it was a pleasant coincidence that the Waterberg District elected a woman as a speaker at the time when the country was celebrating national women’s month. The speaker commended the women of 1956, for their courage when they marched to the Union Buildings in protest against Pass Laws. Councillor Lamola called for cooperation amongst members of the council. “A better life for all can only be achieved through vigorous engagement with our communities,” she said. Parks get ready for the SA National Parks Week Lizzy Bapela Parks in the Northern Region of the South African National Parks (SANParks) are getting ready for the 11th edition of the SA National Parks Week starting from Monday, 12 to Saturday, 17 September. All South African citizens will once again be welcomed to enjoy the beauty found in the national parks for free, with Thabazimbi’s Big 5 home, Marakele being one of them. This is part of the annual SANParks week initiative which came into place in September 2006 and has seen well over 200 000 people access the national parks throughout the country, according to SANParks spokesperson Divhani Maremba. He said that the main objective of the SANParks week is to afford all citizens of the country to enjoy the beauty of national parks and take pride in them. According to SANParks CEO Fundisile Mketeni, the survival of the parks system and the natural and cultural heritage lies in the people of South Africa. Mtekeni said that environmental education and protection is the responsibility of everyone, not just a privileged few, that is why they set this week aside every year to afford all citizens from all walks of life to access the parks. The Northern Region this year has a program with various activities to take place in two of its parks; the inaugural weekend of African Spirituality and the cultural festival for exhibition and traditional performances. Marakele will continue to accommodate all that will be coming and want to enjoy the tranquillity, scenery and the Big 5 found in this national park. “All people from institutions and individuals are encouraged to use this opportunity that will give them a wealth of wisdom about the deep heritage entrenched in our national parks. Women traffic offers from the Limpopo Provincial Office and the Bela-Bela Local Municipality came together to wrap up Women’s Month in style by landing a helping hand to young girls coming from disadvantaged family backgrounds. The officers visited Hleketani and Abert Lithuli Primary Schools on Tuesday, 30 August. They were accompanied by the newly elected young mayor Jeremiah Mfiti Ngobeni, Chief Whip, former mayor and long-time councillor Henrietta Ledwaba, local municipal officials, the head of the Traffic Department Sakkie Monare and members of the EMS (Emergency Medical Services) and the ANC Youth League. The officers saw it fit to pool their hardearned money to buy bulk packs of sanitary towels and donate them to Grade 7 girl learners in order to help them during their periods. Research has showed that girls who are experiencing their monthly periods often miss school days during that time of the month. This deeply touched the women, who decided to come together and do something about the issue. They did not engage any organisation but went all out on their own to do something for the community that they serve. Representing the team, Sinah Rathokolo encouraged the girls to be proud of who they are and the miracles that God instilled in their bodies, a monthly period cycle. She said that the officers also went past that stage and they feel what it is like, having to go through that time, especially without proper means of protection. Rathokolo further said that it is purely with love and honour of every woman that they did what they did for the girl learners. “Never let anything keep you down no matter what you encounter in life. The best weapon to face the future is getting education, which is the key to success and nothing and no one can take it away from you. Work hard on your studies so that you can be able to make something of your future,” she said. The donation was conducted under the theme; “Restoring Dignity of a Girl Child” and the mayor was overseeing the programme as the custodian of programmes in the municipality. As the only woman in the Bela-Bela Municipality’s Political Management Team, Ledwaba was tasked to help oversee the programme. Ngobeni and Ledwaba also addressed the learners, giving them messages of support.

Justin Steyn On Tuesday 23 August 2016, the Provincial head of Eskom in Limpopo Rhulani Matshidze, together with the first lady of the province Magaret Mathabatha, handed over a donation to the Tshepo Themba Multipurpose centre in Pienaarsrivier just outside Bela-Bela. The Multipurpose Centre is a nonprofit organisation located within the premises of Pienaarsrivier Police Station.
The organisation was established in 2006 with the aim of supporting and empowering survivors of violent crimes and other social ills. “Eskom, through its Corporate Social Investment (CSI) programme donated R10 000 towards the purchase of kitchen and laundry equipment in order to enable the centre to provide a more nurturing environment. The programmes are geared towards uplifting the lives of communities in which we operate. The programme has made significant donations towards early childhood development and

women’s empowerment projects,” said Limpopo Eskom spokesperson Phemelo Biloane. Biloane said that the power utility’s employees also made private contributions by donating clothes and blankets towards the centre. “We hope that this donation will go a long way in assisting this centre achieve its objectives. Eskom hopes to reduce the number of people who fall victim to illegal connections, unsafe electricity conditions and the unsafe use of electricity,” Biloane said.
The Group Communications Executive for Telkom, Gugulethu Maqetuka, said that Limpopo has been hardest hit by striking Communication Workers Union (CWU) members allegedly sabotaging Telkom lines. According to Maqetuka, several kilometers of fiber optic cable were damaged between the areas of Mookgophong and Louis Trichardt. “A team of technicians is on the ground to determine the damage and to rectify the problem,” he told press. He apologized on behalf of the telecommunications provider and said that they will repair all damaged lines as soon as possible. A R1 million reward has been issued for those who have information that might
lead to the arrest and prosecution of those who damage Telkom facilities. “Since the commencement of the strike by the CWU members almost five weeks ago. Telkom has experienced an increase in acts of sabotage on its network, especially in Gauteng, Limpopo and Kwazulu-Natal. Over 60 of our street distribution cabinets have been damaged and fiber and copper cables cut,” On Tuesday, 30 August, Maqetuka said that a number of investigations have been launched with several arrests expected soon. He has since appealed to the public to come forth with any information about the damages. “Anyone with information or who might know the identities of people responsible for the damage, can contact Telkom’s crime reporting line on 0800 124 000,” he said

Men from various churches in Bela-Bela collectively donated
money and bought groceries to help needy families in the area on Sunday, 28 August. The churches include; Lutheran, Uniting Reformed, Methodist, Evangelical Presbyterian (former Swiss Mission) and African Methodist Episcopal. The group’s chairperson Joseph Makhubela said that they have a rotating charity scheme and a list
to identify which church buys what, considering the needs of the beneficiaries. He added that they host such a charitable event five times a year and the hosting church is given the responsibility to identify their own beneficiaries. The beneficiaries then receive donations according to their needs. This past weekend, two families that benefitted include the Rathokolos, with two orphaned brothers who are unemployed; and the Katjedis, who takes care of six orphaned children. Both the families received groceries with healthy food to go with a healthy diet according to the nutrition programme. The beneficiaries expressed words of gratitude towards the donors’ good deeds, wishing for them to extend such to other people in need as well; and not just end with theirs’. Some members shed tears of joy while thanking the donors for their support while they are in need. Makhubela said that they are only left with two churches to complete the programme for the year; Evangelical Presbyterian scheduled for Sunday, 25 September; and Methodist’s scheduled for some time in October.
