Mandela Drive. A VW sedan, a Toyota bakkie, and a police van were all caught up in the dramatic smash. The police van appears to have collided head-on with the Toyota, while the VW ended up crashing its back end into a pole.

Photo supplied According to Modimolle Police spokesperson Warrant Officer James Findlay, nobody was seriously injured in the crash. A case of negligent driving has been opened. “At the moment we are waiting for the Crime Information Unit’s report, and we will

take it from there,” said Findlay. A police officer’s leg was injured, and the passengers of the other vehicles were treated for shock. This is the same crossing where, last year, an acid truck overturned and spilled its cargo across the road.

Photo: TK Mashaba TK Mashaba Waterberg EFF Secretary Lebogang Monageng appeared briefly before the Bela-Bela Magistrate’s Court on Monday, 25 April on charges of common assault and assault with the intent to do grievous bodily harm. His case was postponed to 13 May. According to information received from Bela-Bela police spokesperson Maria Maswanganye, the investigation is proceeding. Monageng is alleged to have attacked Dira Moatshe and Jan Kebareng Kanapi, his former drivers, on 24 April. While Monageng did not respond to requests from The BEAT to tell his side of the story, bystanders say that the fight may have started on the 23rd. It is alleged that Monageng, Kanapi, and Moatshe were involved in an altercation on the 23rd which merely continued on the 24th.

Photo supplied Justin Steyn A man has been charged with driving under the influence of alcohol after allegedly causing a threecar crash on the R101 near Klein Kariba. The accident happened on Wednesday, 27 April at approximately 16:30.

According the Bela-Bela police spokesperson Constable Maria Maswanganye, the incident involved a Toyota Rider, a Nissan Sentra, and a Toyota Hilux. She could not comment on the cause of the accident, but said that five people were taken to hospital while one man was arrested. Sakele Khevana (35) was arrested for driving under the influence of alcohol. He appeared before the Bela-Bela Magistrate’s Court on Friday, 29 April, and was released on R2 600 bail. His case was postponed to Tuesday, 10 May.

Seven escape from Mookgophong cells

Snipped wires nearly had tragic consequences when a BMW crashed into a Bonsmara bull on Thursday, 28 April, on the R101 between Bela-Bela and Modimolle. According to Warrant Officer James Findlay, Modimolle’s police spokesperson, no case was opened. As far as could be determined the driver of the vehicle was a Zimbabwean who was en route to Pretoria from Vaalwater. He was not injured, although the car was badly damaged. The bull was killed. Fence wires being cut is apparently a serious problem on farms just outside Modimolle.

TK Mashaba Mookgophong police are investigating an incident in which seven trialawaiting prisoners escaped from police custody. The incident took place at around 23:00 on Monday, 2 May. According to information received from Provincial Police Spokesperson Lieutenant-Colonel Jonathan Malesela, the seven were all awaiting trial when they escaped. The escapees are Maxwell Mphofu, whose case was pending, Simba Rasehegumbwa, Calving Mushangarine, who was arrested for theft, John Chauke, also in court for theft, Brighton Ndou, up on charges of assault with intent to do grievous bodily harm, William Zho, arrested for common assault, and Try

Again Shokwe, who was up as an illegal immigrant. Mphofu and Zho have already been

re-arrested. The police are investigating the escape.

After this there was no quorum, and so binding decisions could not be made on the rest of the issues on the agenda. “It is very upsetting,” he said. “There were no serious matters on the agenda, but we had a lot of urgent things to handle. It indicated a lack of dedication among the council members.”

Ronél van Jaarsveld The Modimolle protests may be a thing of the past, but the damage caused by the protests are still causing headaches for the municipality. During a council meeting on Thursday, 28 April, one of the subjects under discussion was the damage caused by the protests between 19 and 26 February. It is estimated that the Modimolle Municipality will need to pay R1, 4 million to repair the damages. This while the municipal pocket is already under strain. The amount estimated includes 12 320 working hours lost because personnel could not go to work. The biggest single item is the

Phagameng library, which was burned down. To repair the building will cost around R467 995, and the equipment and books will run to respectively R240 735 and R150 566. The licensing office was also damaged and set on fire. The damage here will run to approximately R68 876. The damage to roads, as well as the 210 roadsigns which were removed in Phagameng, will cost apparently R120 838 to repair. According to VF council member Kobus Nel, the council decided that the municipality will attempt to recover the amount from insurance. Also according to Nel, the council meeting was adjourned after only twothirds of the agenda was worked

Modimolle municipal officials arrested in mayoral vehicle fraud scandal Lizzy Bapela Modimolle Local Municipality is in the news once again, with two officials recently nabbed for their alleged involvement in fraud. Constable Amanda Rossouw arrested the two officials, along with a third suspect, on Thursday 28 April on charges of fraud involving the local mayor Kgaretja Lekalakala’s car, an Audi Q7. According to the police spokesperson Warrant Officer James Findlay, it was established through investigations that the three were involved in buying the car for the mayor in 2014. He added that it was found during the investigations that the budget for the car was R750 000 while the purchase price for the car was only

R635 000. Warrant Officer Findlay further said that the municipality paid an amount of R750 000 into the dealership’s bank account, overpaying them by R114 000. He added that the R114 000 was then supposed to be paid into an account belonging to a private company, where it would allegedly disappear. The police said in a statement that fraudulent quotations were handed in at the municipality and the amount of R750 000 instead of R635 000 was recommended for payment and approved. The statement also stated that the car was invoiced as a new one, while it was a used demo vehicle. “The principal of the dealership in Polokwane noticed the difference on the offer to purchase and the amount paid in

BBTF “not legitimate” says MM Justin Steyn The Acting Municipal Manager of BelaBela, Precious Raputsoa, has come under fire from community members after stating that the Chairperson of the Bela-Bela Taxpayers Forum (BBTF), Frans Rootman, “does not qualify to participate in the Bela-Bela Local Municipality’s budget process”. This was stated in a letter to the BBTF regarding the adoption of the 2016/17 IDP and Draft Budgets In the letter, Raputsoa further states that the BBTF “has no verifiable membership and does not qualify to be a legitimate civic organization representing Bela-Bela residents.” “The BBTF indicated that Raputsoa actually informed the world of his ignorance and limited knowledge about Local Government matters. We called on the mayor and majority of Councillors to indicate their agreement or not with the views expressed by the Acting Municipal Manager,” Rootman said in a statement. A council governed by a Constitution in a system of participatory democracy should not have in its employ people with such demonstrated lack of knowledge of the environment in which they operate, not even understanding who are deemed to be community members and the rights embedded in our Constitution.” Rootman has since called for Raputsua’s removal and said that members of the BBTF have the right to participate in public participation processes. “As a legitimate community member and member of a legitimate community organization, I request Council: Fire him, before the Municipality is left with residents who refuse to pay for municipal charges if their right to participate and have access to prescribed information is not honoured. BBTF members cannot be expected to pay if they are not allowed to participate on equal footing with all relevant information at their disposal,” Rootman stated further. Municipal spokesperson Patrick Shika said that he can confirm that the officials were arrested and appeared in court and that the council opened a case against those two officials.

NJ van Heerden, Bela-Bela resident and founder of Change for Bela-Bela, writes: This is a copy of a statement handed to the Mayor of Bela-Bela Local Municipality, the Honourable Mr Lucas Nhlapo, at the IDP Budget Roadshow meeting held at Spa Park Community Hall on 3 May by Change for Bela-Bela, a social movement which focuses on community upliftment initiatives. We reject the proposed budget of the Bela-Bela Local Municipality for 2016 / 2017 as we strongly feel that the rates and taxes should fall and not go any higher that they already are. That is entirely possible if the Municipality follows our following proposals: Stop all fruitless and wasteful expenditure. Negotiate for better prices from the Municipality’s current service providers because in most cases the Municipality is being overcharged greatly. Take the fleet management and the security services as an example. Replace all service providers from outside with local businesses. In most cases they will be able to render the

services much cheaper than the Municipality currently pays and it will assist in local job creation as well as local economic development too. By giving more tenders to local businesses the Municipality also stands to gain through the collection of extra revenues through rates and taxes. And most importantly — put a stop on all corrupt activity as well as kickbacks — which might be the reason why many of the Municipality’s service providers are overcharging the Municipality and also the reason why service delivery has gone from bad to worse recently because there seems to be no more accountability left as service providers are being protected and appointed to enrich a few whilst the rest suffers from empty promises and continued bad service delivery Opening up the Municipality’s supply chain unit in the budget and treasury department for scrutiny and transparently to the whole community. This will ensure that proper procedures are followed with all tenders that are being awarded, that those tenders are cost effective too and not being overinflated or overcharged. In this way the community can also help to ensure that more local businesses benefit from tenders awarded than outsiders which will also help as we mentioned before with local job creation and local economic development.

Warm hearts banish the chill Ronél van Jaarsveld Residents of Modimolle woke up on Tuesday, 3 May, to find their town festooned with colourful scarves that were scattered throughout town. Each scarf was attached to a note that urged the reader to take the scarf if they need one to keep them warm. Deidré Stoffberg, coordinator for Projek Omgee, said that she saw a similar project on Facebook, which was launched in Europe. “I thought it was an ideal program to start here,” she said. She enlisted the aid of the town’s skilled knitters and crocheters and put them to work making scarves. “People brought scarves from all over,” she said. “Those who can’t knit or crochet went out and bought scarves to give away.” Altogether 108 scarves were tied to lampposts, fences, and railings. Four scarves were put up outside The BEAT’s sister paper The Post’s offices in Modimolle. Passers-by looked at the scarves, read the notes, and shook their heads. Nobody could believe that these beautiful scarves were being given away

for free. “We will get started earlier next year and hope to hand out 300 scarves,” Stoffberg said.

Modimolle Municipality presents IDP

Residents raised their concerns about the budget and the IDP during a meeting with Mayor Meisie Kgaretja Lekalakala during a public participation meeting on Thursday, 21 April. Photo: Ronél van Jaarsveld Ronél van Jaarsveld Public participation meetings for Modimolle’s preliminary Integrated Development Plan (IDP) and budget were held during the past two weeks in assorted wards in the town. In the GOP, the municipality decides what development is necessary for the town to move forward. This is now linked to the budget. These meetings for the 2016/2017 budget are the last before Modimolle and Mookgophong combine after the local

government elections which will most likely take place on Wednesday, 3 August. Ward 4 and Ward 8’s meetings were held on Thursday, 21 April in the O.R. Tambo hall. It was attended mostly by older retired residents. Meisie Kgaretja Lekalakala, the Mayor, gave a brief overview of the IDP and the budget. Some of the issues raised by residents included a report about irregularities in the municipality which was handed to the Mayor by Sam Bambo, the Municipal Manager, in response to a

decision on Thursday, 14 January, to dismiss him from that position. Lekalakala said that the letter had not been brought before the council, and that she could not comment on it. Another resident expressed concern that the budget will not work out, since the tax collection percentage of 80% which is posited for the budget is considerably higher than the current figures. Bambo said that January’s percentage was 62%, but he added that it had increased significantly recently due to stringent collection measures. Another headache for the community was the Municipality’s enormous debts to service providers such as Eskom and Magalies Water. Michiel Laubscher, a DA council member, said that the municipality is only budgeting to pay 63% of the Eskom account every month. In reply to this, Bambo said that the emphasis of the budget is on water-and power provision. He said that the municipality has an agreement with Eskom, and that they have had several meetings with the service provider and

the Department of Energy to discuss the town’s situation. Bambo said that obsolete infrastructure and a growing demand are challenges in this regard. Residents also demanded answers about six vacant positions in the municipality. Bambo said that especially the office of the Head of Finance needs to be filled urgently. He is already doing interviews and should be making an appointment soon. Several people asked why a budget for Modimolle must be approved if the municipalities are to be combined in August. According to Bambo, the municipality must follow the law — both the municipalities will be doing the budget as normal. The process of combining will be gradual and these budgets will fall away. The first meeting after the local government elections will be held with the new council. Bambo said several times that the town needs strong leadership to solve the current problems.

The following projects for the 2016/2017 financial year have been proposed at Ward 8 and Ward 4 during the IDP meetings: * Development of a new dumping ground (R4,2 million). * Upgrading Donkerpoortdam’s raw water line (R6 052 300). * Installation of 1 km raw water and 11km drinking water lines (R 4,5 million). * Partial replacement of old asbestos pipes in the town (R1 million). * A pressure tower for boreholes at Drie Hekke (R5 million) and * Three boreholes at the Bosveldsig Retirement Resort. * Water prices are expected to rise with 7% (0-20kl/day) and 9% (21kl/ day and higher) * The rates for water for businesses are also expected to rise with 9%. * Electricity tariffs for 50kwh and higher will be going up with 12%.

Home Defenders end league race in style Mzamane Ringane Modimolle Home Defenders FC humiliated KK United with a 20-1 drubbing on Saturday 30 April, to cement their position on top of the Waterberg Regional League Stream A. Home Defenders are now eight points clear on top of the log with 67 points, while Qualitho FC are sitting on the second position with 59 points. The teams in this stream were playing their last matches of the season, where a team at the top of the log will be competing with their counterparts from other streams to determine the regional winner. Home Defenders possess a huge goal difference after collecting further maximum points with a 4-1 victory over Modimolle All Stars on Sunday 1 May. Second-placed Qualitho FC played to a 1-

Waterberg Under-21 squad ready for provincial selections Mzamane Ringane A total of 46 youngsters from various local football associations in the Waterberg attended the regional selections, which were held at Modimolle’s Ephraim Mogale Stadium on Monday, 2 May. Out of the 46 talented individuals, four coaches headed by Waterberg Regional Coach Jan Masoga had to select a squad of 18 players. The 18-man squad will represent the Waterberg Region at the provincial selections to be held in Nkowa Nkowa on Saturday, 7 May.

Nkowa Nkowa falls under South African Football Association (SAFA) Mopani Region. All five regions were expected to participate in the provincial selections, where a Limpopo squad will be formed. The provincial squad will then participate in the Under-21 national championships, at a yet to be announced venue and date. At the national championships nine provincial teams and an additional invitational team will play the round robin format tournament over a week’s period. As part of the 18 selected

players, Mogalakwena Local Football Association (LFA) is represented by three players namely Joseph Mashilo, Thabo Ntshodisane and Mpho Thole. Bela-Bela LFA has a total of six players and they are Simon Mashaba, Koketso Tselapedi, Abel Bokaba, Keabetswe Makhafola, Lebohang Lebudi and Thabang Simelane. Modimolle LFA has a well representation of nine players Sello Baloyi, Sesupa Mahapa, Tshegofatso Molokomme, Mpho Thage, Katlego Moaludi, Laurance Dikgale, Thapelo Mpholoana, Thabiso Maitsapo and Tshepo Selamolela.
