Mzamane Ringane A man died in an accident at Modimolle on Friday, 1 April. Madumetsa Transvaal Modisha (43) was struck by a truck on Nelson Mandela Drive in the Modimolle CBD. The pedestrians crowding the street scattered in panic when the accident occurred, while others crowded close to see what had happened. Shortly after the accident, police officers and EMS arrived. They carried Modisha, conscious but clearly in a great deal of pain, to the ambulance for treatment. Police later confirmed that Modisha died of his wounds. A single lane of the road was closed for a short time while police and emergency personnel worked on the scene. A distraught witness said that he saw the man crossing the road when he was hit by the truck. “It was a painful thing to witness,” he said. “I have never seen such a painful accident in my life. The truck hit him with its right front end and dragged him for a short distance.” Lieutenant-Colonel Malesela Mogale said that according to information gathered from the witnesses, Modisha was crossing the road at a traffic light when he was struck. Modisha was from Extension 4 in Mabatlane. Mogale said that a case of culpable homicide has been opened, and investigations are currently underway.

Criminals in court for theft Lizzy Bapela A man is expected to appear before the Bela-Bela Magistrate’s Court this week in connection with a case of common robbery. The incident occurred on 1 November 2015. The complainant alleges that he was on his

way to his home outside town when two unknown men approached him and attacked him. He said that the suspects grabbed him by the neck and threatened him with a knife, demanding his money. The men are also alleged to have stolen a black Nokia 112 cellphone and a gambling ticket before fleeing the scene. In a separate case Jimmy Setshedi (35)

was sentenced to four months in prison or a fine of R2 000 for theft. Setshedi was caught in the process of stealing a packet of diapers. The security guard saw Setshedi avoid the tills, followed him out of the shop, and apprehended him. Setshedi was not able to produce a receipt for the diapers, but instead threw them down when he was asked for it.

The security guard caught him a short distance from the shop when he tried to flee the scene. The police were called, and Setshedi was arrested.

Housebreaking and theft suspects nabbed

Police in Bela-Bela are investigating a case of burglary following an incident at Leseding on Friday, 25 March. Police spokesperson Constable Maria Maleto said that a suspect was arrested on Wednesday, 30 March in connection with the case. The suspect was found in Rustenburg, in Northwest. The complainant alleged that everything was in order when she went to sleep at around 22:00. She said that she checked to confirm that all her windows and doors were properly locked before retiring. The next morning, she noticed that her 74-inch plasma TV was missing. Her dining room windows had been forced open to gain entrance to her home. Constable Maleto said that the plasma TV was found in the suspect’s possession and confiscated. The value of

Appeal stalls SABF recommendations to Justice Minister Justin Steyn The South African Board for Sheriffs (SABFS) say that they cannot proceed with recommendations to the Minister of Justice and Constitutional Development, Tshililo Masutha, regarding Bela-Bela Sherriff Dorothy Seleka, who has allegedly applied for Leave to Appeal against her sentence for theft. On Thursday, 17 December, Seleka was found guilty of stealing a coffee machine worth more than R30 000. The incident took place in January 2013. Seleka was ordered to pay an amount of R2 000 by the second day of each month in repayment for the theft. The chairperson of the SABFS, Charmaine Mabuza, said that the board received a complaint against Seleka on Wednesday, 17 February relating to the issue. the television could not be disclosed. The suspect is expected to appear before the Bela-Bela Magistrate’s Court this week. In a separate case, Walter Moses Ngobeni (27) and Thabang Baloyi (22) were arrested on Thursday, 31 March, following an incident earlier the same month. The complainant alleged that she locked her room and ensured that the windows were properly closed before leaving to visit family. She said that she returned home after receiving a call from her neighbour informing her that her door was open. When she arrived, she found the door open as the neighbour had said. She discovered that her shoes and some of her money were missing. The two men were swiftly arrested, and later sentenced to three years in prison. Half of their sentence was suspended for five years on condition that the accused are not found guilty of similar crimes during that time.

Suspects charged with assault Lizzy Bapela A woman in Bela-Bela was arrested and charged with assault with intent to do grievous bodily harm following an incident on Friday, 25 March. The victim alleges that she was at a tavern with her younger sister when a woman they knew approached them and accused the victim of having an affair with her boyfriend. The victim said that her attacker slapped her and threw away her beer. She added that this developed into a fight between the two before bystanders managed to separate them. The victim also said that on their way home they were assaulted by the suspect’s daughter. Police spokesperson Maria Maleto said that the complainant fell during the confrontation. She added that the police

Kgabo came across John Mukondo (30) and Honest Manyebo (22), Lovemore Chuma (25), Tapewa Rema (22), Ambition Musengi (19) and Johnson Mawadza (24) during his patrol duties. The suspects failed to produce legal documents when asked, and were arrested immediately and charged

with contravening the Immigration Act. Mukondo, Manyebo, Chuma, and Rema were sentenced to four months in prison or a fine of R2 000 when they appeared before the Bela-Bela Magistrate’s Court on Wednesday, 30 March. Musengi and Mawadza were sentenced to three months in prison or a fine of R3 000. Constable Kgabo also arrested Thabo Molebatsi (26) following a tip-off and found him in possession of drugs. The constable found Molebatsi in Potgieter Street, in possession of a plastic bag containing 27 packets of what was appeared to be illegal drugs. Molebatsi was arrested and, during a recent court appearance, sentenced to nine months in prison or a fine of R3 000.

Constable Maleto said that the accused’s sentence was suspended for three years. Mosweu was arrested for attacking a man at the Zone 14 tuck shop during a braai, along with another man. The victim said that Mosweu and the other man came back after being driven off and beat him with a steel rod. Constable Maleto said that a case of assault with intent to do grievous bodily harm was opened and the suspect was found and arrested.

Mabuza said that the Board would investigate the matter and advise the Minister of Justice and Constitutional Development of their recommendations. “The Minister is responsible for the appointing and removal of sheriffs,” she said. In a later response, she said that the board had received correspondence from Saleka’s attorney Michael Erasmus which states that they intend to ask for leave to appeal. “The SABFS cannot proceed with our recommendations to the Minister of Justice and Constitutional Development until the appeal has been finalized,” Mabuza said in a statement. In a telephonic interview, Erasmus said that the permission to appeal may be received by June, and declined to comment further. In the meantime, Human says that he has not received the agreed-upon amount. He had no further comment.

A man who faces several charges of rape, kidnapping and assault may plead in the High Court in May. His identity may not be revealed before his plea before court had been made. He faces eleven counts of rape, nine counts of kidnapping, two counts of assault with the intent to commit grievous bodily harm and one charge of robbery. A total of 23 charges were presented during court proceedings as per police investigations.

Steven Seema faced assault charges for allegedly attempting to strangle his mother in February of this year. Seema made his court appearance on Tuesday, 16 February where he was refused

The 47-year old man was apprehended on Thursday, 24 December 2015 and made his first court appearance on Tuesday, 5 January. The bail application process started on Tuesday, 19 January but this was denied on Friday 22 February. He appeared in the Bela-Bela Magistrates court Monday 4 April. Due to the number and severity of the charges, the court ordered that the case be transferred to the Director of Public Prosecutions where his case may be pleaded before the High Court in Modimolle. He was ordered to appear in the Bela-Bela Magistrates Court on Tuesday 3 May.

Steven Seema faced assault charges for allegedly attempting to strangle his mother

bail. During court proceedings Seema also admitted to having previous convictions against him but did not mention what they were. During the latest court appearance on Tuesday, 22 March, Maphosa said that she wished to drop all charges against her son. The court granted that an alternative resolution may take place between the two parties.

Shadowy figures behind local protests? Andries van der Heyde Communities in the Waterberg District are sick and tired of the way in which certain municipalities are handling their affairs, but the communities do not always appear to be aware of who is to blame for their problems. The BEAT’s sister newspaper The Post spoke to Peter Mabunda, District Secretary of the South African National Citizen’s Organization (Sanco), regarding the current state of affairs in the district. With Modimolle and Mookgophong engulfed in protests, Sanco is concerned that Bela-Bela may soon follow in the neighbour towns’ footsteps. It is the opinion of Sanco that the ANC’s District Executive Committee and the Provincial Executive Committee set off these protests to acquire political power in the area and increase their own personal wealth, according to Mabunda. The recent situation at Modimolle where residents rioted for water and demanded the resignation of the Mayor, Meisie Lekalakala, is of course a legitimate concern. But Mabunda says that the council members were definitely aware that the situation would result in protests, and even informed residents that there would be shortages, which strikes Sanco as suspicious. “Modimolle and Mookgophong will soon be combining into one municipality, but it will result in a quarrel about the control of future developments and contracts,” Mabunda said. Sarah Monyamane, Mayor of Mookgophong, was also in the crossfire after being accused of corruption. In March, protesters at Mookgophong complained that, among other things, they have no electricity or roads, and attacked several landmarks such as the Mayor’s home.

But Mabunda said that residents should be made aware that mayors do not take council decisions in a vacuum, and that these decisions are the work of the entire municipal council. Therefore, according to Mabunda, residents are being “deliberately” kept in the dark about where the blame is to be laid for their troubles.

ANC Limpopo talks to voters and road users Lizzy Bapela The ANC in Limpopo calls upon citizens of the province to continue to register to vote in the upcoming Local Government Elections. Registrations are conducted in various IEC offices based in local municipal offices and during the last open registration weekend scheduled for Saturday, 9 and Sunday, 10 April. Meanwhile, the party also called upon all motorists and pedestrians to apply maximum caution on the road during busy times of holidays and beyond. ANC Limpopo Provincial spokesperson Aluwani Netsianda said that the party advises motorists and pedestrians to desist from using public road whilst under the influence

of alcohol or drugs. He also said that tired drivers are advised to rest before they continue with the journey. Motorists are as well advised to ensure that their vehicles are roadworthy before going on a trip. As part of the Arrive Alive Campaign, the leadership of the Alliance embarked on road-shows throughout the Easter holidays. In the Waterberg District, the leadership were dispatched to conduct a blitz at N1 Kranskop Tollgates and Nyl Plaza tollgates stationed near the entrance to Mookgophong from Bela-Bela on Thursday, 24 March. The teams deployed to the stations consist of provincial organiser, Regional Elections Team coordinator, Provincial Executive Committee’s deployees, ANC Waterberg’s Regional Executive Committee, as well as COSATU, SACP and SANCO deployees.

“We are aware that those who start these protests are often paid beforehand by certain highly placed individuals to cause trouble. The end-result is that key figures at management level are dismissed and replaced with an executive who promotes the agenda of certain district and provincial figures,” Mabunda said. He also said that

because of this cat-and-mouse game, municipal service delivery comes to a halt, leaving communities suffering, as happened in the Mogalakwena Municipality. The situation at Bela-Bela is not far off from this point, as illustrated by the infighting between Municipal Manager Morris Maluleka and Mayor Lucas Nhlapo. Maluleka was placed on special leave two weeks ago by the municipal council, awaiting the results of a forensic investigation of the contracts that he allegedly approved and cancelled on behalf of the municipality for the last two years. Mabunda says that there are questions regarding Nhlapo’s relationship with the previous supplier, and what benefits he may have been receiving from that supplier. He also queries Nhlapo’s interest in other tenders, and said that Sanco has information that certain council members may benefit from these contracts. It is the opinion of Sanco that Maluleka was legally in the right when he cancelled the contracts, but this led to pressure from higher up the chain of command, where certain individuals may have profited from the previous contract. An emergency meeting was expected to take place on Wednesday, 6 April, between highly placed members of government and Sanco in Polokwane, in order to address the allegations of corruption and hidden agendas among council members and provincial figures. “There is a lot of corruption at the highest level,” Mabunda said. “It has become easy to manipulate the provincial legislature. As Sanco, we really want municipalities to return to normal in preparation for the elections and to put a stop to the exploitation of the communities. We will also be putting pressure on the ANC to remove those who may be attempting to influence matters financially from our area.”

The EFF in Bela-Bela is still awaiting a response from their party president Julius Malema regarding their request to extend the deadline for the re-launching of the party’s local branches. On Thursday, 31 March, Waterberg EFF Chairperson Lebogang Monageng told The BEAT that things were going well. Only four branches had yet reformed at that time, and the party’s representatives said that

they still needed to consult with Malema for an extension to the 1 April deadline. “We will be consulting with him and seeing if we can’t get a few more days to finish the relaunch,” said Monageng. The Bela-Bela EFF branches were disbanded by Malema on 17 March when he visited Bela-Bela to meet with party agents. He told them that infighting in the party was not necessary and that all branches needed to be relaunched ahead of the local government election.

Working on Fire educates and entertains Limpopo fire fighters recently commemorated Human Rights Month to remind South Africans of the sacrifices that accompanied the struggle for of democracy in the country. The event was held under the theme “let’s unite against racism

in our communities.” Working on Fire (WoF) Limpopo tabled a column in their recent edition of their newsletter, where they focus on the hard work of all their participants throughout the country, who are making a significant contribution in protecting the environment. The programme’s spokesperson Matema Gwangwa said that it is also fitting to focus in this

edition of the Human Rights Month, on how the lives of thousands of participants have been changed for the better. She added that in most instances their dignity is restored through the work opportunities and the training and development provided by the Working on Fire programme. She also said that they are pleased to share with everyone their latest TV

She said that lowering the number of deaths caused by accidents on the roads require the collective and individual responsibility of all road users. The MEC further urged road users to remind each other about the signs of the road. “Buckle up as you prepare to heed the road. Don’t ignore the signs. Walk responsibly. Help us help you arrive at your destination safe,” she said. Departmental Spokesperson Kagiso Mootane highlighted that over the Easter weekend, 95 drivers were arrested for drunken driving, 71 minibuses were confiscated and charged with overloading and 17 passengers were travelling without legal permits. She said that the driver of the overloaded minibus was charged for transporting illegal immigrant and the minibus was discontinued due to un-roadworthiness. Mootane further said that hundreds of thousands of law enforcement officers flooded all corners of the province, upholding the provincial vision of ensuring a safe and secure province. She added that they ensured that they were combat ready to monitor the already showing heavy traffic flow. Road users are urged to contact the Department’s call centre at 0800 0066 94 for traffic updates, or talk to officers conducting point duty on all intersections and notification of stray animals points and pedestrians hazards. “The R512 between Thabazimbi and BelaBela is under construction and motorists are advised to practice patience and work together with the construction officers when approaching these points. The MEC again calls on all road users to obey all the rules of the road, exercise patience, refrain from drinking and driving; and take a rest when feeling tired and all these should apply at all times, not just during the holidays,” said Mootane. Lizzy Bapela The Department of Environmental Affairs’ programme to help fight veld and forest fires, Working on Fire (WoF) in Limpopo, is getting ready to prepare its fire fighters for the 2016 Winter fire season. The programme’s spokesperson Matema Gwangwa said that the 2015 Winter Fire Season was one of the worst fire seasons the province has ever experienced. She added that due to the drought and the high temperatures in the province, they are anticipating that the fires will start earlier than in previous years. She also said that as

a result, WoF has also decided to start with the preparations earlier in order to be ready and to avoid being caught by surprise. About 660 fire fighters stationed at 31 bases across the province attended a refresher course at the Vaalwater Airfield, where they had to undergo rigorous training. Part of the training included lectures, physical and mental assessment and well as tightening the safety precautions measures. Community members and structures and various institutions were invited to attend to witness this unique and remarkable training camp which was held from Monday, 4 April and will conclude on Friday, the 17th.

The event was officially opened with a prayer by interim chairperson Thabiso Makanatleng, who also delivered a word of welcome. “On this special day of commemoration, we are going to learn about the history of the ANC Youth League and JB Marks. As the JB Marks branch, we want to see progress, not only in our branch but in the entire region. I know that we are from different branches, but in the ANC we are just one body. We welcome you on this special day of commemoration. We are so happy that you participated,” Makanatleng said. Interim Secretary of the ANCYL JB Marks Branch Murisi Masuluke said the purpose of the lecture was to teach young activists about the history of the ANC and that of the struggle hero JB Marks. “The aim is to also educate our youth about the dynamics of politics, because most of us still need an in-depth understanding of politics,” Masuluke told the audience. He further urged people to take advantage of the final voter’s registration weekend, and register so that they can be eligible to vote. The main speaker of the day and Waterberg ANC REC member Buti Moagi delivered a memorial lecture, sharing the history of the late ANC and SACP stalwart with the young and old people who attended the event. Before delivering his speech, Moagi led revolutionary songs to pay homage to fallen struggle heroes including Moses Kotane, Chris Hani and Solomon Kalushi Mahlangu. “When we convene a memorial lecture, we are convening a political school. Because it is where we are to learn and to understand what JB Marks stood and died for,” Moagi said. Moagi said the lecture served to appreciate the sacrifices made by JB Marks during his time. Mzamane Ringane Waterberg SAB Regional League contenders Modimolle All Stars are breathing heavily down the neck of the local rival Modimolle Home Defenders on the log standings, following a fierce football weekend. Both Modimolle All Stars and Modimolle Home Defenders won their games on Saturday 2 April and Sunday 3 April. Home Defenders are sitting on top of the log standings with 46 points, while All Stars are hot on the heels of the log leaders with 43 points on the second position. All Stars collected a maximum of six points

when they defeated Modimolle Troublemakers 4-2 on Saturday and further crushed Boys 2 Men of Mabatlane 3-1 on Sunday. The game between Modimolle All Stars and Boys 2 Men attracted scores of soccer lovers and the players did their best to entertain the crowd. Visitors Boys 2 Men looked promising when the team’s Jan Matlou scored an early goal on the twelfth minute of the game. In the 33rd minute of the game, Solly Majadibodu of All Stars found the back of the net and equalized for his team. The game was brought back to life, with the two teams competing aggressively towards the end of the first half.

Katlego Moaludi of All Stars was shown a second yellow card for simulation in the 18-yard area, and sent off on the 40th minute. Majadibodu extended the lead when he scored a second goal on the 54th minute and later sealed victory with a third one on the 64th minute. At the end of the day the All Stars player was praised for securing victory for his team and scoring a hat-trick in the process. In the second game on Sunday, Home Defenders thrashed Modimolle Troublemakers 3-0 to consolidate their position on top of the

log. Home Defenders had beaten Flamingo FC 21 the previous day.

Terrors concedes 43rd goal in epic losing streak TK Mashaba Terrors’ spectacular losing streak continued when they lost against Lephalale Young Tigers on Sunday, 3 April. The unlucky team remains on the bottom of the log after 21 games, having played three draws, two wins, and 17 losses for a score of nine points. They have conceded 43 goals this season. SAFA Waterberg to host regional selections

Mzamane Ringane The SA Football Association in the Waterberg will be hosting Under 19 regional selections at Modimolle’s Ephraim Mogale Stadium on Sunday 10 April. The selections will start at 8am in the morning, with youngsters from all over the Waterberg expected to battle for a place in the regional squad. The regional squad will represent the Waterberg at the provincial selections at a yet to be announced and date. Only players born on or after January 1998 will be allowed to participate in these selections. In order to qualify for participation, players are expected to be in possession of a player’s registration card and SA Identity Document or passport. Players who will make it into the regional squad will have an opportunity to be selected to form part of the provincial squad. The provincial squad will at a later stage represent Limpopo at the Under19 national championships. It is through these kinds of competitions that youngsters are granted an opportunity to impress talent scouts on a national platform. In other interesting football news from within the province, Polokwane City has advanced into the quarter-finals of the Nedbank Cup. The Limpopo PSL side qualified for the next

stages of the Nedbank Cup after beating Platinum Stars 2-1. Limpopo favourites Baroka FC lived up to the expectations of their followers, when they also qualified after beating Golden Arrows who are playing in the higher league with a 2-0 score. Baroka FC remains the only team from the National First Division (NFD) in the coveted cup competition, with the other seven teams competing in the Premier Soccer League. The sad news for the Limpopo fans was the exit of Magesi FC after suffering a massive 6-0 loss at the hands of Bidvest Wits Football Club. Magesi FC stands to receive R200 000 in prize-money for reaching the last 16 stages of the Nedbank Cup.

Team owner and Terrors player Speke Manamela said that the season has not been easy on the team. “We are trying hard but we are failing to secure points,” he said. “We haven’t been lucky so far.” Terrors joined the ABC Motsepe League at the beginning of this season after a spectacular showing in the previous season’s SAB League. However while the team’s name went on to the ABC Motsepe League, many of the team’s players were removed from the team when Manamelatook over and moved the team to Bela-Bela.
