Stone Oak POA 2017 Annual Meeting The Stone Oak Property Owners Annual Meeting took place on Wednesday, January 25th at 7:00PM in the Ivy Room at Independence Hill. We would like to take this opportunity to thank Sherrill Perez and the rest of the Independence Hill family for their fantastic hospitality. They truly helped make our meeting a success. Stone Oak is a Master-Planned Community that includes both residential and commercial properties. The Stone Oak Board of Directors consists of five residential representatives, five commercial representatives, and a Board-elected Chairman. A Board Director must be an individual or entity that is a member of the Stone Oak Property Owners Association (SOPOA), therefore a Stone Oak property owner. Once elected, they serve a twoyear term, and may be placed on the ballot at the end of the term for re-election if desired. (When originally formed, terms were purposely staggered so not all seats would be open for election at the same time.) Directors are volunteers, are not compensated for their time, and act in accordance with the Governing Documents of the Association. A Call For Candidates was publicized in this

newsletter, and on the website, www.StoneOakPOA.com, for interested members of the community to include their names on the ballot at the Annual Meeting. Ballots and proxies, along with the 2017 Annual Meeting information, were included in the Stone Oak POA assessment billing mailed out in late December. Completed proxies were due to our office at 19210 Huebner Road, Suite 100, no later than January 20, 2017. In addition, nominations were accepted from the floor at the meeting. During the meeting, new Directors were elected into service on the Stone Oak Board of Directors. In addition to serving on the Board of Directors, many will serve in additional volunteer positions on Committees within the POA. Their time and effort is greatly appreciated. During the Question and Answer portion of the Annual Meeting, questions arose regarding a recent increase in mail theft in the Stone Oak area. He also suggested property owners set up a credit-monitoring service, and utilize online statements and banking as much as possible to lessen the threat of identity theft. It was also noted to all in attendance, all cluster mailboxes are owned by, and are the responsibility of, the United States Postal Service. They are not the responsibility of, nor can they be repaired, maintained, or secured by the HOAs or the POA. If you find your mail has been stolen, please contact SAPD, and file a report immediately with the United States Postal Inspection Service at www.postalinspectors.uspis.gov. Reagan Students Receive All-State Honors For the first time in ten years, two Reagan High School Orchestra students earned seats in the All-State Orchestras, the highest honor a high school orchestra student can achieve. In addition to receiving the honor, the students performed in the All-State music group alongside the best musicians Texas has to offer. The Texas Music Educators Association is the largest music educators association in the country dedicated to music education excellence. TMEA sponsors the annual All-Region and All-State auditions where 64,000 Texas students submit blind recorded auditions in string orchestra, philharmonic orchestra, and symphony orchestra. All-State students participated in a three day rehearsal with a nationally recognized conductor and then performed at the close of the convention to thousands of attendees. Jared Lange, for bass, and Jenny Zhang, for violin, represented the Reagan High School Orchestra at the TMEA Clinic and Convention. Lange said, “Students who participated in the process are subject to the pressure and stress of the audition while practicing to deliver a performance representative of one’s skill level. Success depends on one’s ability to stay focused on an ultimate goal. To be accepted into the All-State Orchestra was immensely gratifying for all of the effort invested into the process.” Mr. Sixto Elizondo, Reagan High School Director of Orchestras adds, “We are so proud of our two All-State musicians. Aeration Now Can Help Your Spring and Summer Irrigation

Traffic Alert Starting the week of February 12th, the City of San Antonio will be doing street work on Madison Oak, where NC Baptist Hospital is located. Minimal impact to Stone Oak Parkway traffic flow is expected, however, please be conscious of any traffic officers, signage, or traffic cones as they may have to shut down one lane periodically. The City is aware of the heavy traffic in our area, and is working hard to ensure the project will be completed quickly. They do not anticipate being more than two weeks on site. If you have to go to NC Baptist Hospital, Madison Oak will be open with limited lanes. If you would prefer to bypass Madison Oak, please note you can also enter the campus from Stone Oak Parkway via Oak Centre, or from Sonterra Blvd by turning North at the first stoplight just East of Stone Oak Parkway.

SAPD Citizens on Patrol The San Antonio Police Department offers residents the unique opportunity to participate in a special community involvement program called Citizen on Patrol (COP). The purpose of the program is to prepare residents to be the “eyes and ears” of the police, and promote closer cooperation between residents and City agencies. These classes are a 1-time, 4-hour class, and for the Stone Oak area, take place at the Northeast substation at 13030 Jones-Maltsberger each month, but you must register in advance. We have posted the most recent schedule on our website, www.StoneOakPOA.com, on our “Safety and Security” page, or you can visit www.SanAntonio. gov/SAPD for further details, and applications. I

n order to prepare your lawn for a healthy spring growing season, you should employ basic lawn care practices at this time of year, which includes aerating your yard. It is important that nutrients reach the soil beneath your grass, and aeration can help you get that done. Aeration involves making small holes in the soil to allow air, water and nutrients to get to the grass roots. This helps the roots grow deeper and produce a stronger, more vibrant lawn. Aerating helps alleviate soil compaction. Compacted soils have too many solid particles in a space, which prevents proper circulation of air, water and nutrients within the soil. Excess lawn thatch or heavy organic debris buried under the grass surface can also starve the roots from these essential elements. So when is the right time to get this aeration done? These next six to eight weeks leading up to the spring season, when grass begins to grow again, is a good time to aerate. The two main aeration tools are the spike aerator and a plug aerator. The spike aerator poke holes in the ground with a solid piece of metal. Plug aerators remove a core or plug of grass and soil from the lawn. Most landscaping companies and horticulturists recommend the use of the plug aerator. The machines can be rented or you can have a lawn care service aerate for you. After aerating, it’s always a good idea to apply about a half-inch of compost over the aerated yard. The compost fills in the holes left by the plug aerator and brings organic materials into the root zone. If you have noticed that your turfgrass isn’t looking its best or that water has difficulty penetrating through the soil surface, it may be time to aerate your lawn. Lawns with clay soils that get a lot of foot traffic typically require aeration more often as they become compacted over time. Here’s a great tip to check to see if your yard needs to be aerated. Using a shovel, dig a square-foot section of grass about six inches deep and take a look at it. If the grass roots don’t extend further than two inches deep into the soil, your lawn would benefit from aeration. If you plan to aerate your own yard, here are a few helpful tips to get the job done. • Before you get started, make sure the soil is moist enough. There’s nothing more frustrating than trying to aerate soil that is bone dry. Aerating the day after a rain shower or watering your lawn the day before is advised. • Most aeration machines cover only a small percentage of soil surface per pass, so make multiple passes over the most compacted areas. Save resources (and your energy) by leaving unaffected areas alone. • The soil plugs can be left on the ground after aeration and allowed to decompose. Or, you can rake them into piles to throw in the compost bin. However, this isn’t necessary as it should take about two to four weeks for the soil cores to break down naturally. Sprinkle compost (sand or peat moss can be used instead of compost) over the lawn to fill in the holes. • An aeration myth is that if you apply a pre-emergent herbicide on your lawn in the spring, aerating your lawn will destroy the herbicide “barrier.” This is not true — research shows that aeration will not affect crabgrass control or weed prevention.

Neighborhood Representative Committee Report – Mail Theft and City of San Antonio Trash Information San Antonio Area Home Owner’s Association Subject: Mail Security Thieves want your mail. Mail theft across the nation has risen dramatically. Postal Inspectors work diligently to protect the mail, but with deliveries to more than 100 million addresses, the Postal Inspection Service can’t do the job alone. Here is what you can do to protect your mail from thieves: • Keep the centralized mail delivery areas free from decorative shrubbery, or ensure that shrubbery is well maintained. Thieves hide in shrubbery. • Consider installation of adequate lighting at centralized mail delivery areas. • If possible, locate mail delivery areas in well-traveled areas. • Pick up the mail promptly after delivery. Do not leave mail in the box overnight. If packages, checks, credit cards, or other negotiable items are expected, ask a trusted friend or neighbor to pick up the mail until your arrival. • Consider using USPS.com “Hold-for-Pickup” services to retrieve packages/mail at your local Post Office. • Use letter slots inside Post Offices for outgoing mail, or hand it to the letter carrier. • If checks or other valuables are not received, contact the mailer immediately. • Notify the Post Office of new address information when moving. • Do not send cash in the mail. • If going out of town, ask the Post Office to hold the mail. • Report all suspected mail theft to U.S. Postal Inspectors at 1-877-876-2455. • Consider starting a neighborhood watch program. By exchanging work and vacation schedules with trusted friends and neighbors, you can watch each other’s mailboxes and homes. • Consult with the local Postmaster for the most upto-date regulations on mailboxes, including security features and high security centralized mail box units. At the Neighborhood Representative Committee (NRC) meeting on February 8th, the Committee heard from the City of San Antonio Solid Waste department, and the from the United States Postal Inspector and SAPD regarding the recent mail thefts in the Stone Oak area. The City of San Antonio Solid Waste services our ungated communities here in Stone Oak. They have provided some very informative booklets regarding the brown, green, and blue cans, and what can be deposited in each. We have them here in our office, and encourage you to come by to get one, or a few for your neighborhood. There is also information on bulk and hazardous waste. You should note if you have an “environmental fee” on your CPS bill, you can utilize the City’s bulk and hazardous waste disposal locations and events- even if you live in gated community and are serviced by a different vendor. Just bring your CPS bill reflecting the fee, and a photo ID. Again, booklets are available at the POA office, 19210 Huebner Road, Suite 100. The SAPD SAFFE Office Jerry Hernandez was also in attendance with a representative from the United States Postal Inspectors Office, and a representative from the Encino Post Office. In regards to the mail theft in the area, sadly, it is only increasing. The entire North Side of San Antonio is especially being targeted. They stressed this issue is only becoming larger, and mail should be picked up DAILY. Some HOAs reported their boxes being broken in to, repaired, and then broken in to again the same night. Officer Hernandez reported it is not a matter of “if” it will happen to you, but rather “when.” He strongly suggested investing in credit monitoring. The Post Office is responsible for repairing boxes, and works as quickly as possible. The Postal Inspectors office works to build a case again the criminals. It was interesting to learn there is only minimal punishment available to SAPD until a strong case is built, so residents are encouraged to contact their legislators, express their concern, and their desire for harsher punishment for mail and identity theft. We also encourage you to look at our “Neighborhoods of Stone Oak” page, and see who your neighborhood representative is- check and make sure they have your contact information so they can forward important information on to you. If they express to you they no longer wish to continue in their NRC capacity, need an alternate to attend when they cannot, or one is not listed for your area, please consider attending these monthly, informative meetings for the betterment of your neighborhood and community. This Committee meets the second Wednesday of each month, February –November, at 7:00PM at the Club at Sonterra in the Directors Room. Meetings are limited to one hour, and include a brief speaker of interest. The March meeting we will have Mike Frisbie speaking about the 2017 Bond. Winter Irrigation Makes Your Sewer Bill Grow….Not Your Grass! By Nathan Riggs (Conservation Project Coordinator San Antonio Water System)

Ok everyone, let’s have a show of hands to see how many of you are currently running your irrigation systems at least once per week in the Stone Oak area? Hmmm……I don’t see a lot of hands, but in my travels through the area through the week, there are a lot of “irrigation signatures” in and down the streets in front of homes, indicating irrigation has run within the past minutes or hours. First, you must understand that irrigating dormant grass will not make it grow, no matter how hard you try. As long o as soil temperatures are below 70 F, turf grasses will not produce green shoots. Only the roots of grasses, trees and shrubs are active in the winter. What WILL turn green are the germinating winter weeds like dandelions and henbit, along with cool-season weedy grasses such as rye, fescue, Poa anna, or Rescue grass. Why is NOT irrigating in the winter important? Your sewer bill. Yes! Your sewer bill! SAWS uses the period between November 15 and March 15 each year to calculate the winter average. The winter average is a consecutive 3-month period used to calculate the sewer bill for the following year. Why use the winter? Water use for residential customers in the winter is ASSUMED to be primarily occurring indoors, and thus exiting the property via the sewer pipes. Wastewater output is not metered for SAWS customers. That’s not a job ANY meter reader would want…hee hee! Normally, a good winter recommendation is to apply ½ inch of water to the landscape every 4 weeks since the grass/plants are not actively growing. However, a rainfall of ½ inch or more is enough to delay irrigation for at least 4 weeks in winter. Soil depth is very important in the water needs of plants and grass for winter. Soil at least six inches deep or more will hold moisture longer, requiring less frequent irrigation or rainfall. Landscapes with soil less than six inches deep may require some kind of irrigation or rainfall at least once every two weeks. Shrubs and trees require less water than grasses in winter and usually do well on rainfall alone. If water is needed, use a hand-held hose to apply water to individual shrubs and trees once or twice during the winter and use irrigation sparingly on grasses. While most winters in San Antonio are mild, they are still cool enough to keep warm season grasses (St. Augustine, Bermuda, Zoysia, Buffalo) from growing and remaining emerald green. These grasses do not need lots of water to survive the winter. Using extra water outdoors in the winter does nothing but make your sewer bill grow for the following year. Next time you’re in the garage, stop by your friend “Hunter” or “Rain Bird” (whatever your brand of irrigation controller) and switch them to OFF or Manual until after March 15.
