The City of Portland is asmall coastal city next to Corpus Christi. Over the past two decades, Portland has undergone a remarkable transformation, witnessing a staggering 63 percent surge in population. In recent years, the City has pursued the maximum annexations allowed under State law each year to accommodate the population growth. This bedroom community has grown into a destiation for families seeking a warm, family community as well as a tourism hotspot for sports and other outdoor recreation.
The source of Portland’s recent surge is a nearby bustling industrial sector, which has seen an astonishing $37 billion in development just beyond the city’s borders over the past decade. This figure accounts for nearly 70 percent of the entire $57 billion industrial investment in the region since the early 2000s. Yet, along with the promise of economic growth, a profound challenge looms-how to preserve Portland’s essence amid the whirlwind of change. Longtime residents voice concerns about keeping the City’s familial values and close-knit community spirit in the face of rapid urbanization and an influx of newcomers. In response, City leaders have embarked on a mission to navigate the delicate balance between progress and tradition, reaffirming Portland’s dedication to familyoriented values, safety, and the essence of livability.
Enter the “Building Community and Raising Families” program, a visionary intiative by the City of Portland. This

At its heart lies a poignant tagline: “Building community and Raising Families,” encapsulating Portland’s enduring dedication to its core principles. The program’s implementation involved strategic collaborations with local partners, including the engagement of Knightstorm Productions, LLC, to produce compelling visual content educating residents and showcasing Portland’s vibrant community spirit.
Knightstorm Productions has produced over 40 videos over the last two years for the City - or nearly two videos per month. This collaboration uses the power of visual sstorytelling to captivate hearts and minds. From live broadcasts of cherished traditions to engaging promotional and educational content, these visuals serve as a testament to the City’s resilience and unity. Central to this storytelling arsenal is an emotive narrative short film, bearing the program’s namesake. Following the life journey of a fictional resident, the story weaves a tepestry of emotions, subtly highlighting the City’s allure and charm. From idyllic coastal vistas to bustling community gatherings, every frame resonates with the essence of Portland, celebrating the profound connection between thriving communities and happy families.
Beyond its artistic meris, this short film serves as a powerful ambassador, beckoning tourists, and potential residents to experience Portland’s unique offerings. Through strategic partnerships with locl takeholders, including the GregoryPortland Independent School District and the Portland Chamber of Commerce, the film paints an authentic portrait of the City’s beauty and vitality.

The City of Portland has identified the historically significant "Old Town" area as an opportunity for growth and revitalization. Recognizing its current underdevelopment, city officials have embarked on a mission to transform this district into a vibrant hub that benefits all Portland residents. Revitalizing historic areas has repeatedly shown to spark economic growth, leading to increased commercial property tax and sales tax revenues, ultimately lightening the tax burden on our citizens.
To achieve this vision, the City engaged a consulting firm to explore various strategies for attracting commercial interest while ensuring the area remains accessible and enjoyable for people of all ages. After extensive consultation with community members, businesses, and homeowners, it was determined that establishing a special leisure and entertainment district (LED) would be the most effective path forward. As part of this initiative, special considerations were made for alcohol sales within the LED, providing a unique experience for residents and visitors alike.
Navigating the regulatory landscape, the City successfully advocated for legislative changes tailored specifically to Portland's needs. Thanks to the support of the Texas Legislature and Portland voters, the proposition to create the LED and permit special alcohol sales passed with overwhelming approval during the May 2022 election.
With the green light from the community, the City wasted no time in taking action. A city block in the heart of Old Town was acquired and earmarked for development into a central park within the LED. This strategic investment marks the beginning of a new chapter for the area.
To involve the community in the planning process, the City launched the "Families on 5th" event series, providing residents and visitors with a glimpse of the exciting future ahead. The feedback received has been invaluable, shaping the design process as the City collaborates with architecture firms to bring the vision to life.

The City of Portland held a groundbreaking ceremony for the new Fifth & Elm venue in the Leisure and Entertainment District on February 21, 2024. The 5th & Elm venue will feature a state-of-the-art indoor facility with a restaurant, space for gatherings, and general leisure for all ages and interests. The Fifth & Elm venue will host events at its live outdoor concert stage and includes family friendly play areas including an artificial turfed great lawn, tree groves, playscapes with rolling hills with tunnels, an interactive water feature, and a climbing rope tower.~

This 24/7 facility has accessibility, green fishing lights, and fish cleaning stations. Redfish, sea trout, flounder, and black drum are only a few of the fish species caught in the bay waters. The Chris Andrews Boat Launch project was made possible by a generous donation from the Andrews family, in memory of the late Chris Andrews, a beloved resident and passionate fisherman, this initiative embodies the spirit of giving back to the community. The Andrews family's contribution, combined with funding from a grant administered by the Texas Parks and Wildlife Department and the U.S. Department of the Interior/Fish & Wildlife Service, has transformed the vision of accessible recreational access into a reality. for kite surfers and provides outdoor enthusiasts with a refreshing spot to enjoy birding, fishing, kayaking, canoing, swimming, and sailing.
Experience the stunning beauty of Sunset Lake with self-serve kayak rentals from Whenever Water-sports. Located conveniently in the parking lot near the lake, the rental kiosks provide a seamless experience. Just scan a QR code, rent through your smartphone, and soak in the breathtaking views of Sunset Lake. Recently installed, these user-friendly kayak rentals provide an effortless water adventure and are just a tap away! Violet Andrews Park, a 10-acre park at 305 Wildcat Drive, overlooks Corpus Christi Bay. Two observation decks and a short hike/bike trail provide prime viewing opportunities for many coastal species. A windsurf park, pavilion, showers, and additional parking are conveniently located at the park.
Portland is home to 15 local parks including splash pads located at the Municipal Park, 1815 Memorial Parkway and a 38-acre Sports Complex enjoyed by athletes from across South Texas. The Sports Complex is located at 721 Buddy Ganem Dr. which includes a multipurpose artificial turf field with sports lighting and covered spectator seating.

Family Friendly Fun
For families, Portland promises endless entertainment options. Spend an afternoon at the Portland Community Center, where children can enjoy interactive exhibits, hands-on workshops, and educational programs that make
learning fun. During the summer months, cool off at the Aquatic Center, featuring thrilling water slides, lazy rivers, and splash zones that guarantee hours of laughter and excitement. Passes are available for individuals, families and seniors. You can purchase them daily or if you prefer regular visits, quarterly and annually. The Aquatic Center features lap swimming, party rentals, swim lessons and water fitness. You can even join the elite and become a professional lifeguard by attending the lifeguard skills training courses held in the spring.
Considered the premier off-leash dog park in the Coastal Bend, Kaiah Dog Park features two areas – one dedicated to small dogs, and one for larger canine pals. There’s lots of room for play, along with obstacle courses and shade structures. The park is located at 1001 Moore Avenue, and
is open from sun up to sun down. Dogs must always be supervised by their owners, and pet parents must clean up after their fur babies. For convenience, complimentary bags are provided on-site.
The Portland Community Center is a state-of-the-art facility which offers a variety of options, including a walking and jogging track, racquetball courts, a weight room and exercise facility, volleyball and basketball courts. There is also Kidz Kamp which is a program offered to children 5-12 years of age. Activities include games, sports, swimming, science and nature activities, field trips, special events, arts and crafts, healthy eating, and a summer jogging club. Space is also available to rent for social events, conventions, family reunions, and meetings. Located at 2000 Billy G. Webb Drive.
Community Events & Festivities
Experience the vibrant community spirit of Portland through its lively events and festivities. Be blown away by Windfest at the three-day, fun-filled family event which features live music, a parade, carnival rides, and a myriad of activities. For the competitors (or their spectators), there is a cornhole tournament, pickle-ball tournament, hot dog eating competition, and a BBQ cook-off. Shoppers can peruse the marketplace of unique vendors. The Dachshund Dash and “All Dog” costume parade are favorite events, too.
Join locals at the annual Christmas on the Coast which is a month long celebration of music, food, and culture that
brings together people of all ages. Throughout the year, the town hosts farmers markets held the first Saturday morning of the month, from March through December. The Portland Farmers Market offers unique arts and crafts, and homemade goods.

Get Active
Stay active and fit with Portland’s array of sports and recreational facilities. Whether you prefer playing a round of golf at NorthShore Country Club, hitting the tennis courts at the Sports Complex or practicing your skating skills at the Skate Park, the Portland Sports Venue Department offers fitness courses to help visitors and members of the community to stay healthy and active. Boot Camp classes are held at the Portland Sports Complex, Monday through Thursday. The complex at 721 Buddy Ganem includes
a multipurpose artificial turf field with sports lighting, covered spectator seating, scoreboards, dual-land batting cages, and dugouts. Concessions areas offer snacks for hungry fans, and a playground with a splash pad to keep younger family members entertained. The nearby 21acre Municipal Park, at 1815 Memorial Parkway, includes
five baseball fields, which are suitable for soccer and softball as well. The park also has a covered playground with a splash pad, a covered basketball court, a walking/ jogging track, a covered fitness station, concessions areas, and a shade structure. Municipal Park also has dugouts, covered spectator seating, dual-lane batting cages, and scoreboards. Each of these facilities has earned Portland the recognition of being a destination for youth sports tournaments!
The Portland Aquatic Center, located behind the Portland Community Center, is a year-round facility, featuring two pools for swimmers of all ages. The heated competition pool measures 25 meters by 25 yards and has dedicated times during mornings and evenings for lap swim. A 13,543-square-foot skateboarder’s paradise is also located just behind the Portland Community Center. The skate park features a six-foot kidney shaped bowl, an eight-foot vertical ramp flat bank rail, and double spine ramp.

The Port of Corpus Christi
Established in 1922, the Port of Corpus Christi is a landlord port authority that manages over 30,000 acres in both San Patricio and Nueces Counties. The Port plays a critical role not only in the global energy marketplace, but also for the state of Texas and nation. Port of Corpus Christi-related activities support over 56,500 jobs in San Patricio, Nueces and Aransas counties, benefiting local governments such as the City of Portland and the surrounding communities with increased tax revenues, economic development and job creation.
On the national stage, the Port of Corpus Christi is the leading U.S. energy export gateway and the third-largest port in the United States in total waterborne tonnage. It is also the world’s third-largest crude oil export gateway and the number one crude oil export gateway in the United States, helping to reduce the nation’s trade deficit.
Strategically located on the western Gulf of Mexico with a 36-mile, soon to be 54-foot Mean Lower Low Water (MLLW) deep ship channel, the Port of Corpus Christi is a major gateway for international and domestic maritime commerce. It boasts excellent railroad and highway network connectivity via three North American Class-1 railroads, two major interstate highways and multiple transcontinental pipelines. These all provide immediate access to markets from the U.S. Midwest to Mexico and beyond.
Although a majority of the Port of Corpus Christi’s volumes are related to Texas energy –crude oil, liquefied natural gas (LNG) and refined products, the Port handles a variety of other commodities including wind turbine components and military equipment. It also facilitates the transport of dry bulk commodities like steel and iron products, agricultural products and various ores.
The Port of Corpus Christi set a number of records in 2023 on its way to setting a new annual benchmark exceeding 200 million tons of cargo moved during the year for the first time in its history. That included a new quarterly record in Q4 2023 at 51.8 million tons and a new monthly crude oil export record in December 2023 by moving 2.6 million barrels per day during the month.
In September 2023, the U.S. Army Corps of Engineers awarded the final contract for the Corpus Christi Ship Channel Improvement Project to Call an Marine, Ltd. Phases one and two have concluded, with the third estimated for completion later this year. The fourth and final phase of the CIP is projected to be complete in early 2025.
