Grenada offers investors, and their families, full citizenship and a passport through its Citizenship By Investment (CBI) programme.

The Grenada CBI programme generates foreign investment through capital and real estate investments in exchange for full citizenship and a passport. A Grenadian citizenship offers investors (and their families) visa-free travel to more than 140 countries, including the UK, Schengen Area, China, Hong Kong, Singapore, and other Commonwealth countries.

THE CBI PROGRAMME

INVESTMENT REQUIREMENTS

The Grenada CBI programme requires investors to make an economic contribution to the country, meet the requirements, and one of the two following investment criteria:

1 OPTION

PURCHASE OF GOVERNMENT-APPROVED

REAL ESTATE WITH A MINIMUM VALUE OF USD 220 000

Investors’ purchasing options: freehold title property (from USD 350 000), or fractional ownership (USD 220 000), or shares in the development company.

The properties are apartments or units in internationally recognised 5-star resorts which offers investors a rental yield and the option to holiday in Grenada. Deposit paid on application, and the balance of the full amount is due after citizenship approval.

Ownership evidence is required of the property purchased.

OPTION

The NTF is responsible for funding government-sponsored projects in Grenada. The Government requires an amount of USD 150 000 for a single applicant, or USD 200 000 for a family of up to four. Other application fees and costs apply.

FURTHER REQUIREMENTS

Investors opting for the real estate option may not sell the property within a 3- or 5-year period.

The 3-year holding period applies to any investor. However, should the purchaser wish to apply for citizenship through the programme, a 5-year holding period applies. After this, the property can be kept or sold, while still retaining citizenship.

TO QUALIFY FOR CITIZENSHIP, APPLICANTS MUST MEET THE FOLLOWING REQUIREMENTS:

Due diligence and background checks (no criminal record)
Over the age of 18 (main applicant) and in excellent health
High personal net worth and a person of good standing and reputation
Swear an oath of allegiance to Grenada

PROCEDURES AND STEPS

The Grenada CBI programme is straightforward and adheres to strict guidelines.

Before the application is submitted to the government of Grenada, comprehensive due diligence and a medical will be done to confirm that the family is in good health and not suffering from contagious diseases. The Government will examine the applications and, although unlikely, may request an interview with the applicant.

After all the steps, requirements, and with the application’s approval, the applicants will receive their naturalisation certificates and passports. The process typically takes 3 - 6 months for approval, and another 6 weeks for the issuance of documents.

FREEDOM OF TRAVEL

A Grenadian passport allows visa-free travel (and visa on arrival) to 140+ countries, including the UK, Commonwealth countries, Schengen Area, China, Hong Kong, Singapore, and Liechtenstein.

DUAL CITIZENSHIP

Grenada allows dual citizenship for the investor (and the family) through the legal framework of economic citizenship, provided they meet the specified requirements. There is no residency period, the investor acquires citizenship and a passport directly.

FAMILY

The investor can include his or her immediate family: this includes a spouse, dependent children under 30, and dependent parents older than 55. Unmarried siblings of the main applicant and spouse also qualify.

THE USA E-2 INVESTOR TREATY

The E-2 option has become an attractive alternative for investors considering the US EB-5 programme.

Grenada is one of the few countries that has both an active CBI programme and a bilateral investment treaty with the USA, allowing citizens of Grenada to apply for an E-2 treaty investor visa to live in the USA. The E-2 Investor Visa requires the investor to make a qualifying investment in a US business that he/she can then “direct and control” while in the US in E-2 status.

E-2 investor visas are only available to citizens of countries with an E-2 visa

qualifying treaty with the USA.

If granted, an E-2 visa is valid for up to 5 years and can be renewed for life-long without any limit on extensions, provided that the underlying investment still qualifies.

E-2 VISA REQUIREMENTS

Successful applicants must invest in, and own a minimum of 50%, of an active business in the USA.

On approval they can enter and work in the USA to manage their investment. The investment used to qualify for an E-2 visa must be in an active and operating business or one immediately capable of, or commencing operations upon E-2 visa issuance.

There is no minimum investment requirement for E-2 visa issuance, but

an investment of at least USD 100 000 – USD 150 000 is advised to be viewed as a sufficient investment.

Spouses and dependents of E-2 visa

workers can also apply for E-2 visas and will be granted the same period of stay as the principal E-2 visa holder. E-2 principal and family members can spend as much or as little time in the USA as they wish.

The average processing time is approximately 2 – 3 months.
